The proposed rules for admission of additional societies to membership in Engineering Council were approved. An invitation was extended to the American Institute of Metals to become affiliated with the Institute upon the general terms proposed in the report of the Joint Conference Committee of the American Institute of Metals and the American Institute of Mining Engineers. The request of the Iron and. Steel Committee to hold a meeting in Milwaukee during the week of Oct. 7, 1918, was granted. The reports of the Treasurer and Finance Committee were accepted. A change in the By-laws was proposed. Thirty Members, two Associates, and four Junior Members were elected. The status of two Junior Members was changed to Member. The resignations of seven members were accepted. The clues of two members who are on active duty at the front were remitted. One member was reinstated to membership.

Accident cost data bases for all mining sectors covering the period 1975 through 1980 have been created on the PDP-11/70 and VAX-11/780 computers at the Bureau of Mines Pittsburgh Research Center. The total expected costs of the following tangible elements are computed: (a) loss in personal income; (b) compensation of wages from State, Federal, and union funds for disabling injuries; (c) benefits for injuries resulting in death or permanent disability; (d) medical treatment and hospital care; (e) investigation of a fatal accident; and (f) production loss due to accidents involving fatalities or amputation injuries. Each cost record computed contains a reference to the original record in the Health and Safety Analysis Center (HSAC) accident files to permit concurrent analysis. The intended applications include examinations of annual trends in mine accident statistics on the basis of economic loss. This provides an additional perspective on mine accidents. Various examples of the use of these data bases are presented.

The most important decline in drilling activities during the past three years was in the Boryslaw-Tustanowice-Mraznica fields and at Bitkow in Eastern Poland. A small drilling increase in some fields of the Jaslo and Drohobycz districts, notably Wankowa, Ropienka and Rypne, cannot compensate in new production for the decline in the large fields.

EXCEPT for the work of Guillet, who conducted a systematic investigation on the zinc-replacing value of nickel in brass, and extended his investigation with a view to developing commercial high zinc content nickel brasses, the author does not know of any systematic research on the subject. These test results scarcely justify the use of such quantities of so expensive a metal, and could have been obtained from ordinary commercial brass. For purposes of comparison, the physical properties of ordinary brasses, ranging from 70 per cent. to 50.1 per cent. Cu in both the cast and normalized1 conditions are included in Table 1. These incidentally furnish a useful standard of the properties of castings and of rolled, extruded and forged brass when correctly annealed. A close study of some of the well-known special brasses containing nickel reveals a series of alloys which bewilder by their complexity, and one can only hazard a guess at the function and commercial value of each of the many elements used.

Industrial Minerals, often called the Cinderella Minerals or the Building Blocks of industry continued their growth patterns through 1973, although profits were slightly lower due to the cost-price squeeze. Most of the individual reports which follow indicate growth rates of 3-15%. Surprisingly such commodities as sulfur held firm in spite of the over supply in the Canadian gas fields; cement was in short supply while the asbestos industry reported a worldwide shortage of group 4 and 5 fibers. Talc and perlite production set new records. In synopsis, 1973 was a productive year for industrial minerals. However 1974 onward appears to be one of contradiction. The unsettled conditions of world economics, the energy shortage, compounded by the Arabs oil embargo have created great problems for all industries. The high energy consuming segments of the Industrial Minerals field will be under intense pressures. On the other hand limestone, lime and perhaps trona, nahcolite might be consumed in ever increasing tonnages in SO2 removal systems connected with smelters and coal-fired power stations. The effects of the proposed changes in the staking, claiming and exploitation of federal lands by the BLM may also have serious repercussions not only to the industrial minerals field but to the entire mining industry. 1974-1975 will certainly be ear-marked as a year of frustrations and difficult decisions.

Peculiar crusts having appeared on certain irons made at Glendon and Pequest, which, in our experience, were entirely new, some analyses of them were made; and these analyses, together with an account of the manner of appearance of the crusts, are herewith submitted to the Institute. At Pequest the ores mere: & Peters, from Ringwood, N. J.; + roasted sulphurous ore, from Charlotteburgh, N. J.; and + red ore (decomposed magnetite), from Chester, N. J. The fuel was 7/8 Lehigh anthracite and + Connellsville coke, and the limestone a dolomite from Andover, N. J. The resulting iron varied in silicon from 0 84 per cent. in No. 1 foundry to 0.51 per cent. in gray forge; in phosphorus, from 0.81 per cent. to 0.55 per cent.; sulphur, 0.035 per cent.; manganese, 0.375 per cent. It was highly "chilling" in its properties, and very strong. In running, it invariably appeared to be of a lower grade than it really was; the higher grades scintillating as much as hard iron usually does. After getting into the moulds, and beginning to cool, a black crust began to show itself, seeming to exude from the pigs, till finally, when the iron was cold enough to break, it completely covered the face of the pigs. Attempts were made in 1908, at the Great Falls Works, to produce ingots direct from the Butte precipitate by smelting the material in a reverberatory refining furnace. The ingots produced in this manner averaged 99.4 per cent. of copper and 0.40 per cent. of arsenic and antimony. The copper content being considered too low, it was decided to cast the copper into anodes and to treat the anodes in the electrolytic plant. No. 1 Furnace, in which the precipitate was treated, was a regular cathode refining furnace previously employed in making wire bar, cake, and ingot from electrolytic cathodes. The hearth of the furnace was 24 by 12 ft., having a capacity of 100,000 lb. of cathodes. The furnace was coal fired, and the copper was dipped by means of trolley ladles. Modern advances in practically all lines of industrial develo1)ment have occurred in such rapid succession, and have been accepted so readily as accomplished facts, that a retrospect surprises us, by showing how comparatively few of the acknowledged factors of improved conditions may be considered as old. While these advances have not been confined to any country, they have been more pronounced in some than in others, and nowhere more so than in the United States, the population of which, having multiplied nearly three-fold between 1870 and 1910, demanded a proportionately greater increase in materials, supplies, and manufactured products. It therefore appears desirable to discuss mainly conditions in the United States, as concrete evidence of industrial progress throughout the world. Looking backward for but three generations, me mar trace the introduction and developmerit of canal- and steamboat-narigation ; railroad-transportation; artificial illumination beyond that f'urnished by candles and animal-oils; quick communication by mail, and subsequently by telegraph or telephone; the manufacture of iron, beyond forms of small dimensions; the production and utilization of steel in large quantities; the economic use of mineral fuel, oil and gas, etc. The practical coincidence of the fortieth anniversary and the 100th technical meeting of the American Institute of Mining Engineers, offers temptation to recall and compare the conditions of milling and metallurgy in or about the years 1871 .and 1911. A complete résumé would cover phenomenal changes in mining-methods and equipment by which the output of individual exploitations has grown from scores to hundreds and even thousands of units in equal time-intervals. The modulus of elasticity and yield strength of commercially pure, annealed titanium sheet was investigated at room temperature as a function of strain rate and direction of loading. The value of E varied with direction of measuremeni in the sheet but was unaffected by strain rate in the range 0.04 x 10-to 10-2min-1. The yield strength increased with increase it2 strain rate and varied with specimen orientation. VALUES of the modulus of elasticity, E, in tension for commercially pure titanium have been reported at from 14 to 20Xl06 psi.' Reasons suggested for this variation have been a) composition, b) strain rate, c) texturing, and d) creep. For example, alloys of titanium with aluminum, manganese, and nitrogen have yielded modulus values of from 12.5 to 16.8 x lo6 psi at room temperature.' It was shown by Klier that the modulus in titanium plate was sensi-tive to strain rate. while Dotson and kattus meas- ured variations in E as the strain rate was increased from 3X to 60 min-l. For RC-7OA, 0.040-in. titanium sheet at room temperature Dotson and Kattus found that the average values of E, for specimens in the rolling direction, increased from 14.7 to 16.0 X lo6 psi as the strain rate increased. Simultaneously, the 0.2 pct yield strength increased from 74,700 to 95,700 psi for the same specimens. Differences in yield strength and E have been reported as a function of directionality in titanium sheet.= Dotson and Kattus report such an effect, and Feola6 found in annealed titanium sheet marked anisotropy in tensile strength, yield strength, reduction in area and elongation at room temperature, with

Public Law 95-87, the Surface Mining Control and Reclamation Act of 1977 (SMCRA), Section 516 (b), requires the underground coal mining operator to "adopt measures consistent with known technology in order to prevent subsidence cawing material damage to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonably foreseeable we of such surface lands, except in those instances where the mining technology wed requires planned subsidence in a predictable and controlled manner.. . ." Congress also directed the Secretary of the Interior to promulgate regulations to implement the law. As a result, the control of subsidence from underground coal mining to minimize surface damage has become the mandate of a federal law. This paper discusses the mechanics of subsidence and the effects of subsidence on ground features. This paper also summarizes some measures used to minimize the possibility of damage to structures as a result of subsidence due to underground coal mining.

There are many solution mining operations that use solar ponds as a mineral recovery step. Other locations in the world are now under investigation to recover minerals by solution mining but require the cheap energy of solar ponds to make the recovery viable. This paper shows a step-by-step material balance system that can be used in both simple and complex solar ponds. Use of this system will help the engineer determine if solar ponding efficiency can be improved or if solar ponding will work at all with a given set of conditions. Even the most complicated solar pond can be reduced to six flow streams. These are (1) feed, (2) exit, (3) leakage, (4) entrainment, (5) salts, and (6) evaporation. The equations developed in this paper will allow the solar pond engineer to easily evaluate the effect of each of the flow streams on the mineral production of a pond or pond complex.

Chemical conditions for flotation and nonflotation of cassiterite and fluorite with oleic acid as collector and with alizarin dyes as modifying agents were studied by means of small-scale, vacuum-flotation tests. Artificial cassiterite was prepared fot these tests by high-temperature methods, especially by crystallization from borax melts. FLOTATION test work on Bolivian tin ores some years ago led to the development of several workable schemes of selective soap flotation, but left unanswered many questions of soap-flotation chemistry.' Accordingly, the study of the activation and soap flotation of quartz just reported? was undertaken as a start toward the elucidation of some of the unanswered questions. The experimental work on quartz flotation consisted primarily of small-scale, vacuum-flotation tests in which activator and collector additions and pH were varied between wide limits. In the work to be described in this paper, the soap flotation of cassiterite and fluorite was studied by the vacuum-flotation technique developed in the previous study of quartz. Using oleic acid as collector, conditions for floating cassiterite and fluorite in the absence of modifying agents were first determined. Then the effects of barium, calcium, and alizarin dyes on the flotation of cassiterite, fluorite, and quartz were studied. Alizarin dyes were chosen for study because of the promise they have shown as selective modifying agents in the flotation of non-sulphide minerals.12,1 Also, they form a family of reagents in which there should be a systematic correlation of chemical properties with composition. As a preliminary to the study of cassiterite flotation, an investigation of the preparation of synthetic cassiterite and X ray studies of natural and synthetic cassiterite were undertaken. Experimental Methods The flotation technique and most of the reagent preparations were described fully in the previous paper.' In addition, for the present work it was necessary to prepare satisfactory stocks of clean cassiterite and fluorite and to obtain samples of alizarin dyes.
