In the first big blast at Climax, a "loop back" (three-wire system) was used (Fig, I), with the idea of securing a wiring system that would give to all series the same amount of current. Single-phase, 60-cycle, 13,800-volt power was furnished to the blasting transformers, each of which has a rated capacity of 600 amp. at 480 volts. Two blasting leads were taken from these transformers, giving a blasting current of single phase, 60 cycle, 480 volts, with an instantaneous capacity of more than 600 amp. The blasting switch was on the secondary leads from the transformers, to avoid lag in energizing them.

The export markets are of great importance to western Canadian sulfur producers, taking 70% of total products sold. For these marketers, Canadians have always supplied solid sulfur, first in a crushed, bulk form, and for the past several years in a slate form. Both form have proved inadequate for safety and environmental reasons, and new forms and processes have been developed by interested suppliers. The Canadian industry has evaluated these processes and ha made a determination of a desired Product specfication that will greatly enhance the acceptability of future Products from safety, environmental, and customer points of view. The new processed methods and resulting product characteristics are reviewed.

Adopting as a principle the phrase "the mill of yesterday should not be built with the high cost money of today," the authors have designed a hypothetical concentrator which could be built for a typical southwestern United States (or other similar area) copper ore. Many of the design features could also be used for other ores in other climates. Functional design, large equipment, and outdoor type of construction have been combined in a concentrator (which includes all ancilliary facilities such as truck and maintenance shops, offices, warehouse, nominal tailings disposal, and water supply) which could be built today for substantially less than the cost of comparable but conventional plants.

John Edward Stead, a past-president of the British Iron and Steel Institute, and an Honorary Member of this Institute since 1906, died at his home at Redcar, Yorkshire, on Oct. 31, 1923, after a long illness. For many years, Mr. Stead had been recognized as a leading authority in chemical and metallurgical matters, particularly those relating to iron; he gave freely of his experience by the contribution of papers to the twenty-eight technical societies in which he retained his membership as recently as 1920. During 1972, Asarco's Silver Bell Unit embarked upon a project to test a digital computer-controlled grinding circuit against the performance of its other five grinding lines. The planning, implementation, and subsequent outcome of that project has been previously reported in a paper by Pitts 1, et al. This paper will describe the solutions to major problems incurred during the implementation of this control strategy on the remaining five primary grinding lines. Changes made in operating philosophy and methods during the expansion will also be discussed.

Development of a continuous drill-and-blast excavation capability in mining and high-speed tunneling has been a long recognized goal. Ideally, a machine to meet the challenge should simultaneously perform drilling, explosive loading, initiation, mucking, ventilation, and other functions while remaining at the face, since the elimination or modification of the cyclic nature of the system would significantly improve the advance rate and economy of drill-and-blast tunneling. The Rapidex continuous spiral drill-and-blast concept, one of the continuous excavation schemes presently under evaluation in the US Bureau of Mines' Bedded Deposits subprogram, utilizes an unusual blasting pattern that provides effective fragmentation and involves a partially self-shielding geometry that permits a lightly shielded machine to remain at the face during blasting.

Government aid, regulation, and participation in the mineral industry are not new; they date back to the time when man first adopted communal living. Even in primitive tribal life, the obtaining of arrowhead or ceramic materials, washing of gold, or mining of copper were specialized activities, under tribal sponsorship. Later, when kingdoms, dynasties, and hierarchies developed, titles to mining properties were held by the sovereign or the state, work usually being done by slaves. Title acquisition through denouncement developed in Europe in the late Middle Ages and spread to the Western Hemisphere with the Spanish and Portuguese empires. Denouncements still recognized the rights of the sovereign in the requirement to pay royalties, which practice continues in many places today. Thus, anyone who views government participation in mineral activity as "encroachment" has no historical perspective. Only in a few countries and for a few generations have private interests enjoyed the right to exploit mineral deposits without the specific consent of the sovereign or without payment of royalty. Governments and the mineral industry have been linked together by other factors. Governments have had special interest in metals and minerals as stores of value and for armaments. Spanish conquests in the New World were energized by the lure of gold and silver. Pursuit of gold led to the American seizure of California in the days of the Forty-niners. The strategic importance of minerals in our own times has called for special steps to stimulate production in national emergencies and to prevent the enemy from acquiring mineral supplies. Our export controls to deny certain minerals to unfriendly countries, purchases for Government stockpile, and subsidies for domestic production are examples. Production regulation by state governments of oil and gas has become a well established routine. In brief, the mineral industry has never lacked aid, regulation, and participation by governments. The entrepreneur who wishes to explore for or develop minerals must deal with governments in most areas before he can begin, because mineral rights are reserved by them. Leaching of a granitic rock mass by slightly acid groundwater brings uranium and genetically related ions into solution in groundwater. Uranium and related ions are moved through the vadose zone by groundwater which in turn moves through zones of greatest transmissivity into a deep zone of increased hydrostatic pressure. Cyclic wetting causes the hydrostatic condition to fluctuate causing recycling described by Gruner (op cit). Multiple cycling flushes the uranium ions from rock being leached and moves it via this method to permeable beds-channels-in the deep zone.

My first paper dealing with the theories of the hardening of steel by rapid cooling was published in the Transactions of this Institute in 1896— 30 years ago-under the title "The Microstructure of Steel and the Current Theories of Hardening," hence, also, the title of the present paper. It was extensively discussed and was, I believe, one of the starting points of many subsequent papers and discussions of the same subject, dis-cusssions which at times became almost violent and which led to the formation of different schools such as the "Carbonists" and the "Allo-tropists." Some of the older members of the Institute, who took part in the debate or who were interested observers, will, I am sure, have kept a vivid remembrance of it. The controversy gradually quieted down, apparently for lack of ammunition, without any side acknowledging defeat. Recently, however, interest in it ha been revived through the claims of some that these vexed questions had at last been solved. In an effort to ascertain if possible the prevailing view of those best qualified to express an opinion a questionnaire was submitted to the following gentlemen: J. 0. FROM time to time metal-mine engineers have inquired why anthracite mines and their preparators are rarely operated on the two or three-shift basis. The subject may be approached as affecting: labor, development, the underground workers, the preparator, the outside workers, capital, the supply account, power consumption, the storage of coal over various shifts, railroad car supply, and the market. LABOR From the start, the adoption of a plan of three full-shift operations in a day would cause difficulty with the colliery employees, for they have never worked on that plan and would show their resentment by suspending work. Even if they could be induced to work according to this schedule they would not be as efficient, for they would be working more or less unwillingly at hours at which they are accustomed to rest. Operation on a three-shift basis would necessitate triple manning of each working place, and dissensions would arise between the men, for each shift would claim that the preceding shift had taken undue advantage and had not left as favorable conditions as it had found. To obviate these disputes it might be necessary to let out the work to a contractor, who would hire his helpers to mine out the chamber, or breast. The state mining law requires that a miner be put in charge of each working place. To conform with this provision he would have, to hire three helpers and two miners to mine the breast. The labor unions have been trying to abolish the subcontractor in mine work and any method of working that would cause his return, however innocent in purpose, would result in labor disturbances.
