The members of the Institute have probably seen in the daily papers notices of the plans of the Secretary of the Navy to. form an Advisory Board to assist the Government to make available the latest inventive genius of the country. Secretary Daniels has appointed Mr. Thomas A. Edison Chairman of this Advisory Board and has officially invited the Institute to secure the selection of two of its members to serve. on this Board. The Secretary in his letter states: "I feel that the work your Institute has done has been such as to give it the right to be in a way officially represented, and the Navy Department desires in this way to testify to its own appreciation of the splendid work for our country that your Institute has done. I have the emphatic approval of Mr. Edison, and he agrees entirely with me that your Institute should he represented in this way and that no better method of getting the kind of men we need could be devised." The invitation of the Secretary of the Navy has been officially accepted and steps have been taken to nominate the two members. Since the Constitution provides for no meeting of the Board of Directors until September, and as Secretary Daniels urged early action, the matter was discussed at a special meeting of the Executive Committee of the Institute, at which were present as many members of the Board of Directors as were in New York City at the time. Invitations were also extended to other members of the Institute who happened to be in the vicinity. At this meeting it was decided to submit the matter by a special letter-ballot to the Board of Directors and in doing so to suggest or nominate five members of the Institute, accompanying this nomination with the statement that the Directors might vote for two of the members so nominated or for any other members of the Institute not so nominated. It was voted at this meeting that it. was the sense of those present that in view of the fact that this committee was an advisory one the type of men to be chosen should be men of administrative or executive ability, cap-

The past year in the petroleum industry was one of overproduction, rising inventories, low prices, and meagre to vanishing profits. This outcome was the result of a long period of intensive and uncompensated effort on the part of both financial and industrial interests, to stimulate supply on the theory that the primary problem facing the petroleum industry was the development of an adequate reserve of raw material to protect a large and ever-growing investment. The stimulus was applied in various forms and through diverse channels: capital had long flowed into the industry in excessive amounts under the attraction of large expected profits; the price level for crude petroleum had persistently been influenced by speculative considerations, with the result that prices declined slowly in periods of flush production and were quick to advance in anticipation of statistical improvement, thus maintaining a superfluous degree of stimulus on wildcatting and on drilling; speculation in inventories had led to the unsound, or at least unusual, business practice of accumulating huge stocks of oil; and, above all, the industry had directed the potent force of technology to the expansion of supply and achieved radical results in accelerating oil discovery, speeding up the rate of oil extraction, and enlarging the recovery of gasoline and lubricating oils from the raw material. In short, the economic conditions of 1927 were exactly those to which the objectively driven enterprise of the petroleum industry had long been directed; and the undesirable financial consequences arising therefrom reflected no lack of success in what had been set out to be achieved, but rather the failure to have established concurrently the necessary means of economic control to prevent the immediate conversion of reserves into current supply, and likewise the oversight in neglecting to apply the technological force to the enlargement and diversification of the market for petroleum products. Perhaps, when viewed in its longer perspective, 1927 will stand out as the turning point in the economic policy of the petroleum industry, when the technique of rationalizing production made its initial claim for recognition.

HISTORY. THE use of iron for the precipitation of copper was known at least as early as the fifteenth century. Both Paracelsus and Basil Valentine refer to it in their writings, as early as 1500 A. D. It was used in Peru, for this purpose prior to 1637, and at Rio Tinto, Spain, as early as the sixteenth century. The statement has been made repeatedly that in the early history of the mining industry at Butte, the practicability of this method of recovering copper from solution was overlooked, and that enormous quantities of copper-bearing water were allowed to go to waste, the copper in which might easily have been recovered at small cost; and that this oversight on the part of the mine operators was due to ignorance of this method of recovering copper. As a matter of fact, very little copper-bearing mineral was encountered in the mines of Butte until a depth of 400 or 500 ft. bad been reached, and in many cases much greater depths were necessary to reach the copper-bearing zone. The water encountered in the upper levels (although in most cases quite highly mineralized) contained little or no copper, and it was only after considerable areas of copper-bearing ore had been uncovered and developed that copper sulphate began to. appear in the mine water in any considerable quantity. In fact, the first water that was observed to contain copper carried it in such small amounts as to be of little or no importance. It was only after years of underground work had opened extensive areas of stopes, drifts, and other underground workings, these being subsequently filled with waste, nearly all of which contained small copper values, which became oxidized by exposure to the air and were acted upon by the slowly percolating mineral water, that the recovery of copper from mine water became commercially important.

During the years when Americans were most active in investigations of the many substances containing nitrogen or ammonia, viz.: 1869 to 1875, my connection with certain chemical industries led me to experiments in the direction of the recovery of wastes from coal-gases. I take from my notes such memoranda as I think will be of interest, in the hope that some benefit may be derived therefrom by engineers at present attempting to utilize the waste products from coke-oven and blast-furnace gases. An examination of the conditions governing the manufacture of gas along the Atlantic seaboard, and an intimate knowledge of the mine-products used by the different large works, naturally led me at first to consider the well-known foreign methods of concentrating the available soluble salts in a modicum of water. The result was sufficiently promising to warrant a full line of experiments. At that time, no attention seemed to have been paid to the values of " gas-liquors." But a month has passed since, as one of the pall-bearers, I paid the last tribute to the remains of my old friend and honored master.

In late May, at its final session in Nairobi, Kenya, the UN Conference on Trade and Development (UNCTAD) narrowly rejected the US proposal for a new International Resources Bank suggested by Secretary of State Henry Kissinger. The proposal was defeated by a roll-call vote of 33 to 31, with most of the nay votes cast by communist countries, and with 89 of the less-developed countries abstaining or absent.

Used in combination with conveyor belt haulage, bucket wheel excavators offer unusual possibilities for low excavation and haulage costs. Originating in Germany, these machines are now in use or on order for Australia, Northern Rhodesia, the Belgian Congo, Italy, Yugoslavia, France, Belgium, Indonesia, and the Union of South Africa. A diamond mine in South Africa that has been using German bucket wheel excavators since 1928 purchased American cable-way excavators and American scraping equipment after the war. Operating cost for this equipment was double that for the bucket wheel machines operating in the same mines with crawler-mounted stackers. Machines built and operated in the U. S. are, as far as the writer knows, confined to the northern Illinois coal field, where they are used in conjunction with large shovels to strip overburden too high to be reached by the 30 to 40-yd shovels. Their long stacker belts can deposit the spoil far enough behind the coal face to avoid slides, in such a manner as to make reclaiming the land easier. These large, specialized machines are now being made by Bucyrus-Erie Co. but are not adaptable to many open pit mining situations.

Late in 1954 exploratory drilling indicated a substantial orebody on the Rattlesnake claims of Woodmont Inc., a Continental Uranium Inc. subsidiary. Woodmont holdings are located about 35 miles southeast of Moab, Utah. Only a few miles north of Big Indian Valley and other Chinle-sand uraninite deposits, the claims are in an entirely different geologic environment. Detailed development drilling continued until the Deep North orebody was outlined, covering an area approximately 300 x 450 ft. All exploratory drilling and about 80 pct of development drilling was wet core. Chemical assays for each hole sample, applied at 1-ft intervals against the measured core length, were put into a conventional ore calculation formula. Forty-six holes were drilled to delineate the Deep North orebody.

Though coal has been mined in this country for more than a century, no systematic effort was ever successfully made to ascertain the total amount produced. The production of the Cumberland Basin, Md., and the shipments from the anthracite fields of Pennsylvania, have been placed upon record, thanks to the intelligence and foresight of Mr. C. Slack in the former case, and to the late Mr. B. Bannan in the latter. For some of the years between 1822 and 1842, the production of the Richmond Basin was reported by Mr. R. C. Taylor, but since that date till the author undertook this work it was impossible to obtain any statement of the production of this field. A few of the newer fields, such as that of Mt. Diablo, Cal., have been fully reported, and a few of the newer States have also had this service performed by some intelligent private individuals; but no statistics of coal production have ever been collected either by the State or General Government, if we except the returns for the years 1869—70 of the census report. During the year 1875, by great exertions, I succeeded in obtaining, and July 3d, 1875, gave in the Engineering and Mining Journal what, " though not an accurate statement of our coal production," was " by far the most full and reliable that had ever been published." Though that report showed the production of bituminous coal to be 23,630,094 gross tons, or about six million tons more than had ever before been reported, it was in reality two and a half million tons below the actual output. The outstanding features of 1926 in the petroleum industry included the following: 1. Stocks of all oils (crude and refined) were reduced, making the first annual decline since 1918. 2. Domestic crude oil production increased steadily during the last 11 months of the year, accelerating during the fourth quarter, and ending the year at the highest level ever attained. 3. Three new major oil fields were developed—Panhandle, Spindle-top and Seminole. 4. Important advances were registered in production technique, tending to retard the declines of old wells and to maintain the flush periods of new wells. 5. The problem of gaining greater economic control of production through unit operations and gas conservation received growing recognition by the industry and the Federal Oil Conservation Board. 6. The rate of drilling was sharply increased during the second quarter of the year and suffered only a very slight retardation during the closing months. 7. The runs of crude oil to stills were maintained above normal throughout the year and underwent acceleration during the fourth quarter. 8. The gasoline situation was marked by a continuous and substantial increase in the rate of production of cracked gasoline, and by an improvement in the statistical position of the commodity. 9. Prices of both crude petroleum and its principal derivatives were characterized by more profitable levels and greater stability than for a number of years past; and, while showing declines during the fourth quarter, prices did not recede sufficiently to slow down materially either drilling or refinery operations. SOMEONE has divided mankind into two groups: (1) those who have the willingness and imagination to weigh the future gain over against a present indulgence, and (2) those who cannot do so. The former have self-control, patience, foresight and a capacity for sustained effort. Those having these homely virtues become the, possessors of capital and hence employers of others. Those lacking these qualities and owning no capital must seek it from those of the first class, and therefore are employed by others. The human qualities, which divide men into two classes-employers and employed-are, however, capable of change by education, training, environment and by all agencies which tend to develop character. These words of the economist have stuck in my mind for many years and the more I see of men in my business contacts the more firmly I am convinced of their truth. The earth in some respects resembles its inhabitants. When we stroll over the fields and hills we are impressed by the unorganized masses of sand and rock which make up the ground beneath our feet. When by chance we come upon a bit of mineral matter in crystalline form we are impressed by its beauty and symmetry and probably have it polished and call it a gem. Gems constitute a minute portion of the earth's crust, and those intellectual gems, worthy of polish, who brilliantly reflect the incident rays of education and experience that have fallen upon them are few among the masses of mankind.

At the meeting of the Board of Directors held on October 25, the reports of the Treasurer and the Nominating and Finance Committees were received. Thirty-five members, seven associates, and six junior associates were elected; one change of status front junior associate to member was granted; six members were reinstated; and one resignation was accepted. An extension of' time was granted to fourteen members. The dues of forty-seven members were suspended on account of their being in active service. The application for formation of a Houghton Section was granted and the president was authorized to appoint a committee on organization. The courtesies of the Institute were extended to visiting engineers of France, Great Britain and Italy who are at present in the country on war missions. Votes of thanks were extended to the Committees of the .Milwaukee meeting. The proposed Survey of Engineering Organizations by Engineering. Foundation was approved. The Secretary was authorized to publish in the Bulletin an appeal from the American Ouvroir Funds. A petition signed by 110 members of the-Institute to change the name of the Institute was presented. Treasurer George C. Stone resigned on account of contemplated absence from the city, and George D. Barron was elected Treasurer in his place. Mr. Alexandre Gouvy, a distinguished French engineer, then addressed the Board.

FuRnace-men of the present day agree very nearly as to the best cooling-devices for the protection of blast-furnace hearths and boshes, and the best location of the cooling-system in the brick-work for the maintenance of favorable furnacelines throughout the blast. The replaceable bronze and copper plates are practically faultless; and there seems to be no reason why a furnace-hearth and bosh should not be held in good condition, by intelligent management and the use of replaceable plates, for a period several times the length of the average blast of to-day. While furnace-men have taken these .precautions to protect the hearth and bosh beyond the life of the lining, the portion of the lining above the mantle has been partly protected by some and wholly neglected by others. Some would not construct a furnace without mantle-plates, and others would not construct a furnace with them. In most cases, furnace-men have either trusted to Providence or to the bosh-plates for the continuance of favorable working-conditions above the mantle, and the prolongation of the life of the lining; consequently furnaces are constantly blown out for repairs to the lining, or for relining, when the hearth and bosh are in good enough condition to last through another blast. Numerous investigators have studied the various factors that influence the ultimate strength of model mine pillars, such as ratio of height-to-least width; restraint or friction on the top and bottom; 1,2 the effect of stress distribution in pillars on their strength;3 and the scaling factors involved in applying the results of model pillars to full-scale pillars. However, the load-bearing capacity of pillars after initial failure does not appear to have been investigated. Yet many mines employ methods in which small pillars or pillar remnants are left systematically; these pillars crush as mining progresses and, of necessity, affect the behavior of surrounding rock even after initial failure. The effect of such crushed or crushing pillars depends largely on their load-deformation characteristics. This chapter presents the results of a preliminary investigation to determine the load-deformation characteristics of a few model mine pillars to and beyond initial failure. Various investigators have also studied the elastic and viscoelastic behavior of mine structures. In such studies, computers are frequently employed to obtain numerical results by the finite difference or finite element methods. It would be entirely feasible to write a program that would approximate the load-deformation characteristics of pillars to and beyond the crushing stage if these characteristics were known. More accurate information on the induced stresses and deformations in overlying strata and on surface subsidence could be obtained, information which should result in better strata control by enabling the engineer to calculate more accurately the effects of changes in pillar spacing, size, and shape.

TsunashiRo Wada, honorary member of the Institute, died at his residence, Ushigome, in Tokyo, on Dec. 20, 1920, at the age of sixty-four; he was born on March 15, 1856, at Obana in the province of Wakasa. An expert mineralogist, lithologist and geologist, he identified himself throughout his life with the development of the mining interest of this country. Perhaps the most noteworthy of his meritorious services in the public sense was the extension of the Imperial Steel Works at Yawata, anticipating the grim fate that hurled Japan. into a war with Russia in 1904. Educated in the Imperial University of Tokyo by foreign professors, he studied especially mineralogy, lithology and geology. In 1875 he was appointed assistant professor in the Imperial University of Tokyo, and in 1878 entered the service of the Home Department. From 1880 until 1893, Mr. Wada was Director of the Imperial Geological Survey of Japan, during which time he practically laid the foundation of the geological investigation work in Japan. In 1884, he made a trip to Europe by government order to attend the international Congress in Berlin, visiting en route several countries of Europe and America. While Director of the Survey, he was also, from 1880 to 1885, lecturer, and from 1885 to 1891, professor of mineralogy and lithology in the Imperial University, and, from 1889 to 1893, was Director of the Imperial Mining Bureau of Japan. In this capacity, he revised the mining laws of Japan, thus laying the foundation of Japan's mining administration. In 1894, he was again appointed lecturer in the Imperial University of Tokyo; in 1895, appointed Technical Adviser on Mines to the Imperial Household Department of Japan; and, in 1897, appointed President of the Imperial Steel Works, which was completed in 1900 with the expenditure of $10,000,000. In this capacity he did a great deal to promote the iron and. steel industry of this country. We owe him the ore-purchase contract with the Daiya iron mine in China, which remarkably facilitated the extension of the iron works in later days. The victory of the Russo-Japanese war must be said to be due to his merit in no small measure. He resigned the presidency of the Imperial Steel Works in 1901. THE fifth annual fall meeting of the Petroleum Division of the A. 1. M. E. went down into history as being one of the best ever held by this Division and marked progress was made in the concentration of sentiment regarding several matters-particularly the principles of unit control or operation of oil pools. The first day's program was devoted to the discussion of well spacing and many valuable data were assembled and presented and the discussions following the reading of the different papers was interesting and spirited. However, throughout the whole trend of the discussion it was noted that in the background there was the idea of unit control of the pool and if such a condition could be secured the well spacing theories could be applied much better than could be hoped for if each lease in the pool was treated as a separate and individual unit.
