Sec. 1. The membership of the Institute shall comprise six classes, namely: 1. Members; 2. Honorary Members; 3. Senior Members; 4. Associates; 5. Junior Members; 6. Rocky Mountain Members. All shall be equally entitled to the privileges of membership, excepting that no member of any class whom residence shall be outside of the United States of America, except those residing in Mexico and Canada, shall be entitled to vote. SEC. 2. Members: A person to be eligible for election or transfer into the claw of Member must be at least 27 years of age and must have had at least six years' employment in the practice of engineering, mining, geology, metallurgy, or chemistry, during at least three years of which he must have held positions of responsibility in one or more of these fields. This shall not apply to Rocky Mountain members.

Over the past two and one-half years, various emission control strategies for a coal-fired power plant have been jointly developed by the University of Arizona and the Homer City Owners. The objective of this work was to assist the Homer City management in their efforts to comply with SO2 emission regulations while continuing to use the relatively high sulfur coal from their captive mines as the primary source of plant fuel. One of the operational strategies studied was to have the captive mines minimize the sulfur variability of the run-of-mine coal on a short term basis. A mine production scheduling program called COMPF2 was developed to perform this task. This paper describes the application of this mine planning program at an underground coal mine. A comparison of the planning results with actual production figures showed the ability of this program to schedule production so as to minimize both the sulfur content and the sulfur variability of run-of-mine coal.

The sudden death of Dr. Drown, on Nov. 17, 1904, brought to multitudes the pang of personal loss. Of all those who, as students at Lafayette College, the Massachusetts Institute of Technology and Lehigh University, were brought under his influence, not one can have forgotten him, and all will now acknowledge, with an unfading gratitude, what they owe in professional equipment to his wise, clear, skillful guidance, and in character to his sympathetic, stimulating personality. Outside of this wide circle, the experts of both hemispheres will lament the departure of one who, in his department of scientific investigation, both knew what work was needed, arid how to do it so that it needed not to be done again. The older members of the Amierican Institute of Mining Engineers will remember with gratitude the part he took, as Secretary from 1873 to 1884, in promoting the interest of that organization, and in shaping the plan and policy which it has followed with such noteworthy success. And, in addition to all these (though partly included among them), there are a host of friends, who can scarcely think of the public loss by reason of their own. Thomas Messenger Drown was born March 19,1842, at Philadelphia, Pa. His parents were natives of New England; and he was the youngest of their three sons. February 18th, 1873. THE Institute assembled in the Hall of the Boston Natural History Society on Tuesday evening. Dr. T. Sterry Hunt, of the Boston Institute of Technology, after a brief address of welcome to the Institute, read an introductory paper on the Geognostical History of the Metals. For several years, ground support at the Pitch uranium mine has been a serious headache to the management. The "moving" ground raised havoc with standard timber sets as well as steel sets. Slow-settling, fine-grained suspensions can often be dewatered and densified by applying direct current between buried electrodes. Although water removal rates and power expenditures depend on physical and chemical properties of the treated slurries, metal mine tailings from Idaho, Colorado, and Mexico have responded well in laboratory testing, as have 29 samples of ultrafine coal waste from mines in nine states. This Bureau of Mines report reviews field tests at two Idaho metal mines and describes the recent installation at the Henderson molybdenum mine near Empire, Colorado, and the treatment of coal sludge at a Clinchfield Coal Co. preparation plant near Dante, Virginia.

A series of organic collectors has been developed which successfully float synthetic secondary uranium minerals, such as autunite, carnotite, and torbernite. Recoveries up to 97 pct have been obtained. With cleaning of rougher concentrates, ratios of concentration as high as 15:l are possible on head assays of 0.10 to 0.50 pct U308. Additions of certain base metal salts aid in recovery and materially in- crease the rate of flotation and selectivity of the collectors for the synthetic minerals. Flotation tests on natural uranium minerals have not yet equaled results obtained on the synthetics, although these collectors do give better results than conventional collectors for nonsulfide minerals.

The publication of the report by Mr. F. L. Ransome1 was welcomed by many engineers who had mined in the heart of the San Juan country, braved its long and snowy winters, climbed its lofty peaks, run the gauntlet of its snow-slides, and studied its problems of geology, while making dividends for their English or American clients. This report helps one to understand why the bonanzas occurred, and why the inevitable " borrasca " presents itself where least expected. The Red Mountain district of Ouray county, a very productive section from 1884 to 1893, occupies considerable space in the report mentioned. The character of the ore-occurrence.

Over 200 billion tons of coal reserves lie locked up in deposits west of the Mississippi River-and of this, well over 100 billion tons are recoverable only by underground mining methods. Yet, because of the associated problems of unfavorable economics and inadequate technology, western underground mines contribute less than 2% to the annual US coal production. In order to reach the billion-ton coal production level called for by President Carter, it a pears the majority of new coal development will come from the West. But for this to be possible, new mining methods and equipment must be designed to match the unique thick seam conditions.

A review will be given on the electrodeposition of Au, Ag and Pd and their technically important alloys focusing on recent work at the Forschungsinstitut. Special emphasis will be given to the influence of impurities on the behaviour of the electrolyte and the properties of the deposits, e.g. on resistance and on thermal and mechanical behaviour. The importance of C in gold and silver deposits and of H2 in Pd and its alloys at normal and high speed deposition rates will be discussed. Among Pd alloys attention will be focused on the Pd-Ni and Pd-Ni-Co systems. Comments will be made on deposition of Rh and Pt.

It was customary formerly to publish an index of the Transactions about every fifth volume, but since the Institute began in 1913 to publish three volumes instead of one volume per year, this has been deemed impracticable and unnecessary. No collective index has been published since the one covering Volumes I to XXXV inclusive, excepting a short one covering Volumes XXXVI to XL inclusive. The Board of Directors, therefore, upon the recommendation of the Committee on Papers and Publications, decided to publish this index of Volumes XXXVI to LV inclusive, and thus enable members to have in condensed space the collective indexes of all the volumes of the Transactions.

WHEN this country went into the war, but two concerns, The Bethlehem Steel Co. and The Midvale Steel and Ordnance Co., knew how to make steel fit for great cannons and at these concerns there were relatively few men who knew the whole art. Fortunately, certain of these men put their knowledge at the service of the Government, and proceeded to instruct the metallurgists at the arsenals and at various steel works. The then chairman of the Engineering Division of the National Research Council, Doctor Howe, suggested that this work might be facilitated, and the number of effective gun-steel makers thereby increased, if a detailed description of the best practice could be written, giving the reasons for the various steps, and issued with the endorsement of a committee composed of those who were evidently the most competent authorities. It was thought that something would be gained by clarification of the subject, and something by the eminent authority' of the members of the committee. To that end, the Engineering Division appointed-a committee, consisting of the gentlemen whose names follow, to mention only those who retained their connection with it. At, this time there were serious difficulties in the manufacture for the Government, of aircraft and high-speed engine crankshafts, of certain ordnance forgings, and of shells for both the Army and Navy. This Committee was asked to study and report upon these, with a view to betterment of practice. There were indications that the source of some of the difficulties went back to the melting of the steel and the production of the ingot. Hence, the committee first studied steel melting and ingot production, in order to guide the wartime manufacturers to an even larger percentage of useful production from the steel initially melted.

CAMBRIDGE, MASS., May 22, 1913. TO THE PRESIDENT, American Institute of Mining Engineers. Dear Sir: Referring to Mr. J. WV. Finch's letter printed in the Institute Forum of the May Bulletin, I am very much in sympathy with his suggestion that the Transactions be printed in several volumes devoted separately to the various subjects covered by the Institute papers, such as " Iron and Steel," "Mining Geology," " Precious and Base Metals," etc. The advantages of this plan appear to me so great and so obvious as to far outweigh any possible objections. At a meeting of the Iron and Steel Division Committee held on June 28, 1912, I moved that the Committee recommend to the Council that papers on Iron and Steel be published in separate annual volumes. The motion was seconded and passed. Since then I have never failed to repeat my request whenever an occasion presented itself, and I welcome the opportunity offered by Mr. Finch's communication to again call the attention of those interested to an innovation which appears to me so highly desirable.
