In reviewing petroleum development in Venezuela during the year 1936, it is well to bear in mind certain factors that affected progress, although not directly connected with the oil industry itself. At the start of the year, when the present Federal Administration took over the reins of government, reaction against the former regime resulted in some popular uprisings. Although these were entirely political in character, they were not without their effect on the oil industry itself. Such popular agitation really ended with a short general strike in Caracas, Maracaibo and other cities during June, these strikes being based on demands for certain changes in government policies. The strikes were duly investigated and their motives taken into consideration by the executive power or by Congress, and during the year many of the civil, political and administrative laws have been revised. In June and December, however, it was necessary to suspend activities in drilling and production work, particularly in the Lake Maracaibo Basin area. In June a strike caused a five-day shutdown in the main producing fields and on Dec. 14 labor difficulties resulted in a shutdown that continued to the end of the year, which necessitated suspension of all drilling and production in the Lake Basin area and curtailment of shipments to deep-water terminals. Actually, the strike lasted for a period of 42 days, until Federal intervention brought the dispute to a close with minor wage increases to workers hut with no loss of initiative or independence on the part of the oil companies. Operations in eastern Venezuela were not affected by the labor disturbances, production and exports having been reduced in December only in the Lake Basin fields. Well Completions On Jan. 1, 1937, a total of 3384 wells had been completed throughout Venezuelan fields, as compared with 3094 on Jan. 1,1936. Of these wells, 2005 were producers. The 290 completions effected during 1936 were by the following operating companies: Lago Petroleum Corporation, 123 completions; Dutch Shell group, 104; Standard Oil Company of Venezuela, 46; Mene Grande Oil Co., 15; British Controlled Oilfields, Ltd., 2.

INTRODUCTION It is my intention in this paper to deal with gold, uranium, diamonds, platinum, manganese, chrome, vanadium and heavy mineral sands. These are the most important strategic minerals produced by the Republic of South Africa which are not covered in other sessions of this program. In each case I have high- lighted the statistics and peculiar advantages which combine to make South Africa a vital source of these minerals. Before proceeding to give individual attention to these minerals I believe it would be useful to define what I mean by 'strategic'. The Concise Oxford Dictionary defines strategic in the context of materials as 'essential for war'. However it is commonly used in a much broader sense than this (often, in fact, very loosely) and I prefer to define it as 'concerned with the acquisition and maintenance of power, whether economic, political or military.' A VITAL SOURCE In dealing with the individual minerals I have quoted statistics which are contained in Tables 1, 2 and 3. Table 1 clearly shows the absolute size of the South African mineral industry. However, it can also be used to demonstrate the importance of the industry to the South African economy if compared with the GNP in 1980 of about R60 billion. Table 4 illustrates clearly how important South Africa is as a supplier of these minerals to most of the important industrialized countries of the Western World. Gold If anyone had any doubts about the inclusion of gold in a list of strategic minerals I am sure that the above definition of 'strategic' will convince them that it certainly belongs there. Similarly no one is likely to have any doubt about the fact that South Africa is a vital source of supply. Tables 2 and 3 show that in 1980 we had 51% of the world's reserves and accounted for 55% of world production. The figures for the Western World are considerably higher. The only other major producer, of course, is Russia, with small but significant production in the Pacific Rim area coming from Australia, Canada, Latin America, Papua New Guinea, Philippines and the U.S. All South African mine gold production is shipped in bullion form containing about 88% gold and 9% silver to the Rand Refinery which is a modern refinery with large scale units capable of refining half a ton of bullion at a time. The Refinery is equipped to produce standard 'good delivery' gold as well as 9999 gold and 999 silver. The Refinery also produces the 22 karat blanks which are, used by the South African Mint to produce Kruger Rands. It goes without saying that the South African gold mining industry leads the world in all aspects of deep-level, narrow-reef mining technology. The industry's metallurgists, too, have a record of tenacious and continuing efforts to improve extraction to the level of the present finely honed efficient process used on all the modern mines. Uranium In 1980 South Africa had 14% of the uranium reserves of the Western World and accounted for 14% of production. In view of the paucity of data I am not in a position to estimate figures for the total world. All the other major sources of uranium in the Western World are situated around the Pacific Rim, with the U.S. and Canada already being major suppliers and accounting for 38% and 17% of Western World production in 1980. Australian production at the time was small but they have very large reserves and production is already rising rapidly. The U.S., Canada and Australia account respectively for 22%, 19% and 29% of the uranium reserves of the Western World. South Africa has been a major producer continuously for 30 years. Nearly all the uranium produced, amounting to about 115 000 tons up to the end of 1981, was a by-product or co-product of gold extraction. During that time the industry has frequently led the world in technological innovation, and has established a reputation as a reliable producer of a consistent, high-grade product. In the latter respect, it is helped by the fact that production is marketed by one company, Nuclear Fuels Corporation, which also blends, dries and calcines the product from the individual mines and samples and assays it before shipping. Diamonds Diamonds are the rock on which the South African mineral industry is founded. The discovery of diamonds in 1866 gave rise to the first major mineral industry in the country and the profits from diamond mining helped to finance the gold mining industry 20 years later. Although now overshadowed by gold, diamonds are still very important in the overall picture of mineral production and exports, as can be seen in Table 1. There are really three separate diamond markets - gem, natural industrial, and synthetic - and, to be meaningful, statistics should be provided separately. Unfortunately separate figures are not available. The figures in Tables 2 and 3 show that, for gem and natural industrial together, South Africa ranks third in the world in production and second in reserves. Geophysical methods are playing an ever increasing part in various engineering fields. About ten years ago, geophysical exploration was first applied in civil engineering to the study of foundations and the location of construction materials and water. Its usefulness is now being extended into the field of structural engineering. Almost every structure has to be so designed that it will withstand any force to which it may be subjected. Such forces may result from its own weight, applied loads, pressures of various kinds, including those due to wind and water, ground subsidence and vibrations. The last two, problems involving the nature and dynamic behavior of surface and subsurface formations, are within the scope of geophysical investigations. In the design of any structure, the disposition and dimensions of its members as well as their materials must be so selected that they will withstand any or all of the forces enumerated above. In other words, its "resistance" to such forces must be sufficient, allowing for a definite margin of safety. Often a static treatment of the problem leads to satisfactory results, but the static method entails serious errors when vibrations are involved, as in resonance with an impressed vibration the displacements of a structure or parts thereof may dangerously exceed the allowable values. The principle of "dynamic design"† is, therefore, avoiding or reducing resonance by suitable selection of the natural frequency of a structure, or by the provision of damping. Methods of Investigation Dynamic design of structures is required where ground vibrations occur naturally or are produced artificially. Earthquake regions fall in the first group; areas of industrial activity where vibrations are produced by machinery, blasting, etc., fall in the second. In either case, dynamic

The double-porosity model of Warren and Root7 for examining pressure drawdown and buildup phenomena in naturally fractured reservoirs has been extended to intetpret interference test results. Both analytical and numerical solutions are presented. The practicality of some of the assumptions in the Warren-Root model was also investigated. The standard procedure for interpreting interference tests in naturally fractured reservoirs beretofore employed an equivalent homogeneous reservoir model. A comparison of our results with the equivalent homogeneous model indicates the latter is inadequate for early time responses. For late time responses, however, the simpler equivalent homogeneous model yields favorable results. Finally, the effects of well spacing and the magnitude of the interporosity flow parameter are briefly cited. INTRODUCTION Interference tests can be used to provide reservoir information not obtainable from conventional pressure drawdown and buildup tests. The technique involves measuring the response in one or more wells arising from a pressure perturbation introduced into another well. It has been. successfully applied to single-layer, homogeneous, unfractured, isotropic and anisotropic formations to arrive at values of well storage capacity and a measure of directional permeability.l The techniques of interference testing usually can be extended to heterogeneous systems, provided the permeability contrast between any existing rock layers is not excessive.9 In such cases, the practical interference effects in an observation well of an interconnecting heterogeneous reservoir can be predicted using an equivalent homogeneous model. The calculated properties are then average values. Russell and Prats2 have demonstrated the utility of this approach for a single-phase, two-layer system. For naturally fractured reservoirs, some different approaches usually are necessary. The major departure from homogeneous or nearly homogeneous reservoir treatment is to characterize the fractured system as an entity having "double-porosity"; namely, we suppose the existence of both primary and secondary porosity, where the former is contained within a systematic array of identical rectangular matrix blocks and the latter is contained within an orthogonal system of continuous, uniform fractures (see Fig. 1). It is sufficient to assume that the permeability of the rock matrix is so small that movement of reservoir fluids to the producing wells is entirely through the fracture network. This assumption has been validated by Barenblatt3 and .employed by others?-7 Warren and Root7 used the double-porosity model to develop an interpretation of pressure drawdown and pressure buildup tests in naturally fractured

Pebble milling has been practiced in the reduction works of South Africa gold mines for well over 50 years. Originally flint pebbles were imported from Denmark to grind stamp-mill amalgamation-process tailing, which contained a good deal of extractable gold, but local operators soon found that large pieces of ore could be used for the same purpose. The ore is a hard, tough conglomerate in which quartz pebbles are cemented together by a matrix of redeposited silica interspersed with pyrite crystals. The gold, rarely visible, occurs as fine particles mostly segregated at the interface of the pebble and matrix, although a small fraction occurs within the pyrite crystals. There is seldom any gold in the pebbles themselves. Following the usual South African practice in pebble milling, Union Corp. grinds the ore wet in two or three milling stages incorporating classification. The sized broken ore used as grinding media is separated from the main ore stream in the crushing section that prepares the ore for milling. Where the ore channel, or reef, is narrow there is a shortage of large pebbles. In this case primary grinding may be done in ball mills or, more recently, in rod mills, which cost less per ton to operate. The trend, however, is to prepare finer feed for the milling section. This makes it possible to use smaller primary pebbles and eliminates the need for steel. REDUCTION WORKS OF UNION CORP. LTD. Union Corp. Ltd. exercises financial and technical control over a group of seven gold mines in the Transvaal and Orange Free State. In the Transvaal, with one exception. the mines lie 20 to 40 miles east of Johannesburg, in flat or gently rolling countryside. Winkelhaak, the first of several new mines that will be developed by Union Corp., is located in similar terrain in an entirely new gold mining district about 80 miles east of Johannesburg. Table I gives details of milling units for six of the Union Corp. mines, together with the tonnage milled in 1957. Winkelhaak Mines Ltd. is not included, as it did not begin milling until 1958. This reduction plant has no crushing section; ore is ground directly from the mine (autogenously) in 12x16-ft mills. Because these operations are still in development, they are not described in this article. It will be noted that certain reduction works have mills of more than one size in the same milling stage. This came about when plant extensions in- corporated larger units. In the case of Geduld Propty. Mines Ltd., which began milling operations 50 years ago, the primary stage is stamp milling. The reduction works follow a uniform pattern and are usually joined to the main ore shaft. Ore from other shafts is brought by standard-gage railway and dumped into a common transfer bin. The trend is to increase surface storage capacity to enable the crushing and milling sections to operate at a steady rate, independent of fluctuating ore deliveries from mine. Milling and cyanide extraction divisions of new mines are always designed to allow for extensions as mine production increases. The conveying, washing, and screening system of the crushing section is usually laid out in final form, with additional space for more crushing equipment. The crushing sections operate on one shift during early years of mine production; a second shift is introduced when the mining rate warrants it. Ample surge capacity is provided. Crushing and milling is done only on weekdays, as the law does not allow these operations to take place on Sunday in any plants constructed since 1911. The cyanide extraction sections, however, operate continuously seven days a week, drawing on mill pulp gradually built up in the thickeners during the week. Construction and equipment of milling plants follow standard practice. Dilution water is drawn from a large, high-level tank to obtain constant pressure, but gland service water for the pulp pumps is reticulated from high-pressure, two-stage pumps. The mills are equipped with the most up-to-date machinery and are designed to save labor. They compare favorably with milling plants in countries where native labor does not exist, and automatic controls are being installed wherever feasible. Hydrocyclone classifiers have replaced mechanical classifiers in modern milling plants, chiefly because of the saving in capital outlay, maintenance, and building space. The hydroclones are fed from steady head boxes rather than directly from pumps, and dilution water is introduced into these boxes. Tests have shown that in steadiness of operation and separating efficiency cyclones are comparable to mechanical classifiers. but protective stationarv screens are needed to keep the spigots clear. Rubber-lined pumps are used for pulp of about 3 mesh or finer and metal-lined pumps for coarser material. None of the Union Corp. milling plants practices gravity concentration of coarse gold by amalgamation or the use of corduroy blankets. Studies have proved that no economic case can be made for these methods, which complicate the milling process and demand extra precautions against theft.

A summary of oil and gas development in Ohio for 1935 must necessarily be brief. As attention of the state government to the oil and gas industry has never included the collection and compilation of statistics on production, either by producing sands, by counties, by fields, or for the state as a whole, such information as requested in Table 1 of this symposium is impossible to secure for this state. In the absence of production data chief attention must be directed to drilling activity for the year. Information such as can be compiled from various sources, including weekly drilling reports to operating companies and trade journals, is given in the following paragraphs with the realization that the data may not be complete in all its details. Drilling Activity by Fields Drilling activity during 1935 was similar to the preceding year in , that the major operating companies were generally content to drill lease-requirement and offset wells and in that comparatively little effort was made to discover new pools. A compilation of completions recorded in weekly reports to drilling companies and in trade journals show 1022 tests completed for the year in 53 counties of the state. Of this total number, 653 wells were commercial producers and 369 were classed as dry holes. Production was secured in 40 counties from formations ranging in depth to 5700 ft. and ranging in age from Middle Ordovician to upper Pennsyl-vanian. From the standpoint of new production for the year, the most important sands are the Clinton of Silurian age, the Berea of Mississippian age and the Shallow sands of Mississippian above the Berea and of Pennsylvanian age. Trenton Sand Field Production in the field of Trenton sand, which originally included parts of 15 counties in northwestern Ohio, is now on the decline. Seventy-three completions were reported in this field during 1935, of which 33.8 per cent were dry holes. Activity centered in Allen County with 12 completions, two of which were dry holes; in Hardin County with 11 producers; and in Wyandot County with 12 producers and 2 dry holes.

Up to the beginning of World War I, the American ferro-alloy industry was in its infancy and largely dependent on Europe. During that War, capacity was over expanded. Later recovery and commercial and scientific development have resulted in an industry which in 1957 produced 1.8 million tons of ferro-alloys. THE ferro-alloy industry is today an important element of the industrial structure of the United States. Its output is valued at almost half a billion dollars annually and its products are basic not only to National defense but also to the peacetime standard of living. This has not always been so. The ferro-alloy industry from late in the last century has grown from small beginnings, nurtured by the demand for stronger, tougher materials; by the search for steels capable of absorbing severe impact loads and resisting corrosive media and high temperatures; and also by the need for electrical and electronic specialties. Conversely, the ferro-alloy industry has grown because it developed improved steels and alloys by extensive research, and because it was able to show to steel makers the advantages accruing from the more extensive and the more economical use of alloying elements. The industry has grown in scope from producing a few grades of ferro-alloys of the more common metals-manganese, chromium, vanadium, silicon, titanium, tungsten, and molybdenum-until there are today some 150 compositions of ferro-alloys available to the steel maker, including such elements as columbium, zirconium, and boron. In 1912 the industry produced 360,000 tons of alloys valued at about $12,000,000, while 1957 production figures show an output of 1.8 million tons worth $440,000,000. In the United States, the history of an industry is largely the history of the companies making up this industry; hence, this paper will briefly trace the development of the most important ferro-alloy-producing companies. Quite varied have been the reasons that caused the different companies to move into the ferro-alloy field; the Willson Aluminum Co., seeking methods of producing aluminum, succeeded with the production of calcium carbide, and their developing electric furnace skills led them to the production of ferro-silicon and ferrochromium alloys. Willson was the predecessor of the Electro Metallurgical Co. of Union Carbide. The awesome destructive power of known and projected weapons of war presages a new need for geologists and engineers, who may be called upon to locate vital industry underground, thereby protecting it from sky-borne destruction. The Corps of Engineers is now conducting special tests to establish design standards covering the general field of underground installations as well as surveys a of construction methods and the operational hazards connected with such plants. National planning must dictate a policy that is either tactical, where surface manufactured parts; are stored underground and during art emergency assembled, or operational with both the manufacturing and assemblage completed in subsurface plants. Both plans of operation require the use of subterranean plants. Relocation of vital plants underground will probably involve only a small percentage of the production capacity of this nation. The cost of rebuilding in new location will obviously limit its adoption

Using an approach based on the theory of similitude, the author develops a general equation and related concepts that provide new insights to an old problem. The load-bearing capacity (strength) of a square, rectangular, or cylindrical prism of a brittle material such as rock, coal, or concrete is expressed as the mathematical product of a size effect, a shape effect, and a function of the mechanical properties (deformability, cleat/joint spacing, and friction) of the pillar, roof, and floor materials. Through an application of multivariate statistical analysis, the results of assorted tests (laboratory and in situ) and observations of failed pillars can be combined into a fundamental scaling equation, which provides a unified, consistent approach to the estimation of mine pillar strength. The form of the equation is sufficiently general to be able to incorporate refinements in the characterization of the structural parameters, as they become available through future analysis and experimentation. Analysis of the published test data suggests that pillar compressive strength (per unit of area) is proportional to the cube root of the pillar width, and that the height effect can be described as the superimposing of a variable size effect (characteristic of the material) on the constant width effect.

AN interesting feature among the mining structures, on the Mesabi. iron range is the iron ore stacker erected in 1934 at the Mesabi Chief washing plant at Keewatin, Minn. It is built of structural steel, and carries a system of belt conveyors which collects the washed product of the plant and places it on a stockpile for subsequent shipment. Although the only one of its kind in the Lake Superior iron district, installations of similar nature have been used elsewhere in the handling of coal and gravel and in earthwork construction. The reasons for stocking Lake Superior iron ores may be as various and diversified as the methods used in building the piles. At the under¬ground mines the existence of the huge piles in evidence at each active shaft is due, principally, to climatic conditions in this north country where the shipping period is much shorter than the operating season. Conversely, at the washing. plants it may be desirable to stockpile washed ores because the shipping season is commonly of longer duration than the period during which the plants may be operated. INTRODUCTION The stratified deposits of the coal measures are strongly laminated and exhibit a high degree of anisotropy. The stronger rocks in the sequence possess joints and shear planes, the coal itself has a closely spaced cleat pattern, and the softer rocks are capable of flowage. To calculate the general distribution of stress in such a medium by analytical means based on the theories of elasticity is difficult, and has not yet been satisfactorily achieved. Nevertheless, some estimate is required to aid the design of supporting pillars and permit the correct siting of main roadways. This is important when laying out districts for longwall extraction, particularly if the results of previous experience are not available in the area to be exploited. Although elastic stress analyses, including finite element analysis, may not be very appropriate, the basic equilibrium conditions will apply. These, combined with logical deductions based on observed fact, can be used to give appropriate solutions which experience has shown to be capable of giving acceptable results in the design of pillars associated with longwall workings. Constancy of cover load is one of the fundamental equilibrium conditions. When mining below ground, the cover is not removed, therefore the average vertical load after mining must equal the initial cover load. If mining produces a local decrease in load in any particular area, it must be balanced by an equivalent increase in load nearby. Bending moments in the strata above are capable of compensating for the turning moments which this redistribution of load may produce, and the existence of a "rear abutment", much discussed between 1950 and 1960, is not an essential equilibrium requirement. If the distribution of vertical stress is plotted three-dimensionally, then the load on any small element of area 6S will be o.6S, where o is the average stress. This also represents the volume of the "stress envelope" which lies above 6s. By making the individual areas very small and summing together, it is possible to show that the total load on any particular area can be found by calculating the volume of the stress distribution envelope which lies above it. A similar consideration applies to the stress distribution in a two-dimensional situation. If the stress distribution curve is drawn, then the area below any portion will represent the load per unit depth of section. For example, Figure 1 represents the possible stress distribution across a caved waste and associated ribside. If AW is the load deficiency [ ] These loads must balance, therefore area AW = AS, and if one can be deduced, the other will then be known. Attempts have been made to measure stress distributions in the ribside and in the waste. Stress meters in soft rocks such as the coal measures have not proved very effective. Those based on the measurement of strain have experienced difficulty in strata capable of flowage, high modulus stress meters suffer from cross sensitivity, and overcoming to obtain absolute stress is almost impossible. Load measuring instruments left in the waste have also proved largely ineffective, mainly as a result of the difficulties of protecting the leads in a caving environment. Certain logical deductions, however, can be made about the conditions in the waste. CONDITIONS IN THE WASTE Over the area of the waste the surface trough which develops is remarkably consistent, despite the geological variations which occur from coalfield to coalfield. In Britain, an accuracy of 210% is claimed for subsidence prediction based on width of extraction and depth of cover (National Coal Board, 1975). The subsidence in the USA is more variable (Adamek and Jeran, 1981), particularly with respect to the point of inflexion, but the same general pattern occurs. At the shallower depths the somewhat harder roof strata involved in the caving in the USA may suffer less compaction, giving reduced values of subsidence. The authors of this paper, in substituting values in a material balance equation associated with a gas reserve and a water drive, cannot find sustainment of what the gas in place should be; therefore, their conclusion is that this type of problem dealing with gas reservoirs is insoluble. They have introduced the word, "cybernetics," based on the work of Norbert Wiener, that further extends this line of reasoning, namely, to the effect that the system is a "black box", and that the gas reservoir and aquifer can take on infinite aspects 'based upon their past performance, to quote the authors. The inference is that this black box is an unknown. which permits in computer programming to subscribe as many variables as possible to observe by adjustment of one to another those combinations of conditions that fit field behavior. This may satisfy those in this discipline whose dedication is to programming, but to the others this is a comparison to the rationalization of the combinational results of the throwing of dice—a probability procedure. In reservoir engineering we are more direct. We learn from the examination of individual we'll and field data exactly what is in this black box. I now come to the impasse that has confronted these authors in their machine calculations. In this I have reproduced from their own production data (Tables 1 and 2 of their paper) pressure vs cumulative gas produced. shown as Figs. D-1 through D-5. A perusal of any of these five plots, for the corresponding fields in the Po Valley, shows the straight-line relation of pressure vs gas produced, evidencing pressure depletion. The point I make is that in their fundamental production data, there is no variance from a straight line that can support a water drive.

It is too late to gloat over the fact that minerals have furnished 67 per cent of the primary wealth of Pennsylvania. It is high time that Pennsylvanians do some constructive thinking in terms of the present and future with regard to the remaining mineral heritage.1 The discovery of a deposit of pyrophyllite in the South Mountain region of the Cumberland Valley indeed emphasizes the increased importance of a more exact inventory of the metal and mineral resources of Pennsylvania. Active geological work and research have been in progress for many years, but the surface has been little more than scratched. The results obtained thus far in survey and research have been extremely beneficial to the Commonwealth and a fundamental hub of its industrial development. But these activities are wholly inadequate in the face of rising demands for the future. The need for an accelerated program to continue a study of Pennsylvania's mineral resources on a more intensive scale was never more acute.2 In part, this has been caused by the insatiable demands of industry. It has been caused also by wasteful use and ignorance.

Three rocks of highly varied physical properties are selected for the first reported experimental study concerning microseismic activity of rock under tension to determine the effects of static fatigue, loading rate, repeated loading and rock anistropy compared to compression and bending loads. The microseismic method of detecting rock under deformation may be a great potential tool in surveillance and location in situ of dangerously stressed strata, as well as predicting rock failures. Noises emitted under load or the rate of energy (energy of noise pulses generated per unit time) are computed for varying conditions. The tests are conducted at constant load on a dead weight loading machine to eliminate all possible extraneous noises — an indispensable precaution — at various load levels. Experimental results are reported including the relation of total energy emitted to tensile strength of rock and the possibility of simulating a phenomenological model for microseismic activity. Plots of some of the experiments are included. INTRODUCTION Rock failure, whether on a large scale faulting in the earth's crust and rock bursts in mines, or on small scale ruptures of laboratory test specimens, generates transient vibrations in the rock mass. Mechanisms of intermittent deformation, such as twinning and cracking through and between mineral grains, also produce similar vibrations, but of very small amplitude.
