REGISTRATION and licensing of engineers is now being given consideration by a special committee of the Institute, authorized at the March meeting of the Board of Directors. The subject is one that has recently been or is now actively before engineering organizations in many of the States of the Union. In Washington, D. C., the Washington Society of Engineers and the local sections of ten national engineering societies, including the A.I.M.E., recently had a joint committee investigate the subject: this committee formulating a proposed law that has been presented to Washington engineers for their consideration. At the same time, the committee has summarized the reasons for and against registration of engineers in Washington, D. C. As many of these reasons are of more than local application, they are here reprinted so that all members of the A.I.M.E. may be informed on the subject. It is expected that some report of the Institute's Committee on Registration, State Councils and Professional Development will he made at some forthcoming meeting of the Board of Directors.

A comprehensive analysis of the crystallographic and metallographic structure of several Al-CuAl, lamellar eutectic grains solidified under equilibrium conditions has been performed. A consistent pattern was discovered which was interpreted in terms of a detailed atomistic model of an interface describable as: Interface II {111} AL 11 {211} <101>Al <120> ? Several arguments are presented to substantiate the theory. It is compared in detail with another interface model characteristic of the Wid-manstatten precipitate of CuAl2 in A1 at low Cu levels. In addition, a concept is proposed to help explain the structure of the compound CuAl2. It has been shown that the eutectic alloy between A1 and CuA1, can be forced to solidify as substantially parallel lamellae throughout a relatively large volume&apos; by appropriately controlling the solidification parameters of growth rate, thermal gradients, and impurity level and by causing solidification to proceed in a unidirectional fashion from one end of an ingot to the other. A typical ingot solidified in this manner shows three distinct zones along the length of the ingot, Fig. 1. At the head end is a region consisting of many different grains, some of which are elongated slightly in the direction of solidification. After a few centimeters of growth, this polygrained region gradually merges into the second zone which consists of a very few elongated coarse grains. The third zone at the tail end is a region of eutectic colonies caused by segregation of impurities. Microscopic examination of transverse and longitudinal sections of the ingots reveals that during the initial stages of growth (zone I) the lamellar structure is frequently highly distorted and twisted but that it straightens out in zone 11. This characteristic pattern suggests that nucleation of a eutectic grain begins randomly at the head end of the ingot, and that some particular orientation relationship between the phases is more favorable from an energy consideration than others for one reason or another, so that some grains grow and others which are less favorably oriented do not. The favorably oriented or "low energy" grains continue to grow until excess solute rejected at the advancing liquid-solid interface destroys the parallel lamellar structure by forming a cellular rather than a substantially planar interface. When this occurs, the parallel lamellae fan out and eutectic colonies are formed because the lamellae grow perpendicular to the local interface. Questions naturally arise as to the crystallographic nature of the "low energy" grains. What do the grains which persist into zone II have in common? Can this explain the stability of such grains during growth? To answer the first question it is necessary to determine the crystallographic orientation of the lamellae of each phase relative to one another. This has been done for Al-CuAl2 eutectic alloys by two different techniques on specimens prepared in different ways.2&apos;3 The results were different from each other and from a third orientation relationship between A1 and CuA1, reported for overaged A1-Cu alloys.4 The three orientation relationships are summarized below to illustrate their similarities and their differences. Creep activation energies for single aluminum crystals favorably oriented for shear by (010) [101] glide were detemined over the temperature range from 78" to 900°K. Observations of slip bands on the specimen surface were made in conjunction with the investigation. From 78" to 780°K, the activation energies obtained in this imestigation agreed closely with those previously found for creep by (111) [101] slip. Between 78" and 140°K, the activation energy was identified with the Peierls process, while between 260°and 780°K the activation energy was close to that for cross-slip. The coarse wavy slip bands nominally parallel to the (010) plane observed above 260°K were attributed to fine cross-slip. From 800" to 900°K, unusually high apparent activation energies ranging from 28,000 to 54,000 cal per mole were obtained. These apparent activation energies were attributed to re crystallization. AS illustrated in Fig. 1, a recent investigation1 has shown that creep of aluminum single crystals by the (111) [i01] mechanism is controlled by three unique processes, each of which is characterized by a single activation energy which is independent of the applied stress and the creep strain. A comparison of the observed activation energies with theoretically calculated values permits a fairly clear identification of the three operative creep processes. Below 450°K, where the activation energy for creep is 3,400 cal per mole, the deformation is controlled by the Peierls process, the activation energy for creep agreeing well with that calculated by seeger2 for the energy required to nucleate the motion of a dislocation loop against the atomic forces of the lattice. Between 590° and 750°K, the observed activation energy for creep of about 28,000 cal per mole agrees well with the energy necessary to induce cross-slip. Seeger and schoeck3 estimate that the activation energy is about 24,000 cal per mole whereas Friedel4 recently calculated this activation energy to be 28,000 cal per mole. Above 800°K the activation energy of 35,500 cal per mole that was observed for creep agrees well with that estimated for self-diffusion in aluminum.= In this range the operative rate-controlling slip process has been clearly identified as that arising from the climb of edge dislocations. The objective of this investigation is to ascertain whether a single crystal of aluminum favorably oriented for simple shear in the [loll direction on the (010) plane might exhibit uniquely different activation energies for creep from those obtained previously for (111) [101] slip. Whereas the exis- tence of such unique activation energies would constitute incontrover table evidence for new mechanisms of slip, the absence of any new activation energies might suggest that slip of aluminum is confined to the (111) [loll mechanism. Several factors prompted the selection of the (010) [101] orientation for study. First, there are more reported observations of (010) [loll slip than of any other nonoctahe-dral mechanism.8-10Secondly, Chalmers and Martius1l have concluded from considerations of the energies of dislocations that (010) slip is the second most favored mechanism in face-centered-cubic metals. Finally, favorable orientations for simple shear by the (010) [loll mechanism provide the least favored orientation for slip by the (111) [101] mechanism. EXPE-RIMENTAL PRO-CEDURE The high-purity aluminum stock, specimen preparation, shear fixture, extensometry, and experimental technique used in this investigation were the same as those previously reported.&apos; Single-crystal spheres grown from the melt of 99.995 pct pure Al* were _ *The high-purity aluminum used in this investigation was graciously given by the Aluminum Company of America. oriented, carefully machined into dumbbell-shaped shear specimens, annealed, and chemically polished. The finished specimen had a central reduced section 0.190 in. wide and 0.590 in. in diam and 1/4-in. grip sections at both sides, 0.690 in. in diameter. The specimen was oriented in the stainless steel grips of the shear fixture with the (010) plane perpendicular to the dumbbell axis and the [loll direction parallel to the stress axis within 2 deg. Creep activation energies were calculated in the previously described manner1 from determinations of the instantaneous change in shear strain rate produced by an abrupt 15 to 20 deg increase or decrease in test temperature. My predecessor in the office of President of the Institute started a custom of visiting the various local sections, thus obtaining their points . of view and their ideas as to how the Institute can best serve the interests of its members. Exceedingly valuable- exchange of ideas was thus brought about. I am following this custom as far as the limited amount of free time at my disposal will allow me, and I trust that my successor in office will appreciate the benefit to be derived from following the custom thus initiated and will continue the swing around the circle of the local sections. The activities of the Institute are increased by the prestige gained from large numbers and I trust that every member of this local section will consider himself a member of the committee on increase of membership and will see if he is not able during the coming year to gain at least one new member for the Institute. This is a perfectly possible proposition for, although the membership of the Institute is at present approximately seven thousand, I feel sure there are at least seven thousand more men in the United States who are interested in mining, metallurgy or geology from the metal-mining point of view who would make admirable members or associate members of the Institute. The first consideration of the Institute as a body, and of each member as an individual, is to win the war and defeat the Huns. In order to accomplish this, the Institute, as a body, has cooperated with the other national engineering societies and the great bureaus of the Department of the Interior, the United States Geological Survey and the Bureau of Mines in forming committees to study and advise the Government on pressing problems of vital importance.

The earliest mention of the sulphur deposits in what is now Culberson County, Texas, seems to be contained in " Explorations and Surveys for a Railroad Route from the Mississippi River to the Pacific Ocean, United States War Department, 1853-54." Captain John Pope (he was not commissioned Captain until 1856) had charge of one of the divisions of the Survey. In his report on the geology of the route, William P. Blake noted the analysis of a greenish earthy powder from the bed of Delaware Creek, at the springs, which contained 18.28 per cent. of free sulphur. The report states: "From the chemical examination of the waters of the spring, by Dr. Booth, it appears that chloride of sodium is the principal solid ingredient, but considerable quantities of sulphide of sodium are present. ***** The waters from the springs examined by Dr. Booth were alkaline, but it is possible that some of the springs are acid; and in this case the precipitation of sulphur would ensue on the mixture of the acid waters with those charged with alkaline sulphurets and the origin of the deposits of sulphur would be thus explained." This is the first reference to the existence of sulphur in that region, the first mention of the character of the water found there and the first suggestion as to the origin of the deposits. The possibility of the existence of acid waters was confirmed by E. M. Skeats, nearly 50 years later.&apos; In this publication, Skeats says that the water from the sulphur deposits in Section 11, Block 114, Township 6, contains 79.08 grains of free sillphuric acid per gallon. This locality is about 13 miles (21 km.) south . of Delaware Creek and about 35 miles (56 km.) east of the Delaware Springs. The next published reference to the existence of sulphur in Trans-Pecos. Texas is in the Pirst Annual Report of the Geological Survey of Texas, 1889, page 226, where W. H. von Streeruwitz mentions that sulphur is found in that region, but gives no further information. THIS paper is not intended to be a technical discussion of square-set framing as used in mines, but merely a short description of the different kinds of framing that have been used in the Butte mines, and what has been decided upon, after years of practical experience, as being the best, taking into consideration the physical condition of the veins and country rock, and. also the supply of timber available for mining purposes. Butte is, essentially, a square-set district. Virginia City, Nev., was the first mining camp to use this method of timbering, and to Philip Deidesheimer, who went to the Ophir mine in 1860, is given the credit of solving the problem of square-set framing, where large bodies of ore were stoped and the timbers were supposed to hold the ground from caving without any filling. That he did his work well is shown by the fact that the main features of his framing are in use to-day. In the Butte mines the conditions are such that this method of timbering is generally used. We do not, of course, depend upon the timbers any more than is necessary. The worked-out stopes are filled with waste rock as close behind the miners as possible and not interfere with mining operations. The waste rock is obtained from development work on the different levels or from the surface. In the earlier days of mining in Butte there were numerous independent companies and naturally there were different ideas as to the best way to frame the square sets, although the general features were the same.

There have been major changes in the makeup and nature of the uranium exploration industry in recent years. Significant price increases precipitated an increase in exploration activity-according to the Department of Energy, exploratory drilling in 1977, by 140 companies, was almost 8 million m (26 million ft). This represents a 37% increase over the prior year&apos;s drilling. Projections for 1978 indicate at least 9 million m (30 million ft) of exploratory holes will be drilled in the US. Exploration expenditures in 1979, including land acquisition, drilling, and other costs, were estimated by DOE at over $236 million. Domestic expenditures for 1978 are estimated at over $250 million.

Hundreds of millions of dollars have been spent to discover or purchase uranium resources that cannot, or should not, be mined with conventional methods if human, natural and financial resources are to be conserved. Three years ago, an industry-supported research stud was initiated to determine whether a safer and more efficient (in terms of cost and environment) uranium mining method could be designed to replace existing techniques. As a result of this study, the "underground in situ" method was conceived and developed to the stage where it is now feasible. This approach involves: (1) sinking a shaft; (2) driving a drift on the ore horizon the length of the ore body; (3) drilling almost-horizontal long holes the width of the ore body; and (4) oxidizing and leaching the uranium drawn from these holes. The method is unique in that the uranium is removed with a minimum of disturbance to the natural hydrology of host or surrounding sands.

THIS paper deals with recent geologic studies in the slate belt of Northampton, Lehigh and Berks counties, Pennsylvania. The work was conducted under the auspices of the Pennsylvania Topographic and Geologic Survey. Three years have now been spent in detailed consideration of the economic geology of this region. In the field, particular attention was paid to the bearing of geology on quarry development and property valuation and the object of this paper is to summarize the results from that viewpoint. Excellent studies of a somewhat similar nature have already been carried out by Bowles,1 but with the emphasis upon the details of quarrying and fabricating methods, rather than upon the geologic relations. THE NORTHAMPTON-LEHIGH-BERKS DISTRICT Location The region here discussed lies in east-central Pennsylvania and extends southwestward from Delaware River, on the New Jersey line, to the Schuylkill in north-central Berks County. It is an elongated belt occupying the northern sections of the three counties mentioned and lying along the southern edge of Blue Mountain. Its length is about 50 miles and its average width five or six, though in places it attains a maximum of 10 miles.

Equilibria involving Cu-Pt alloys, copper oxides, and atmospheres of known ox2gen pressures have been determined at 1000&apos; and 1200 C. The data obtained have been used to calculate activity-composition relations in the alloys. A moderate negative deviation from ideality is found. At high copper concentrations, the results of the present study are in good agreement with those of previous investigators, whereas at low copper concentrations the activities obtained in this investigation are slightly higher than those reported previously. The present study is part of a research program dealing with the determination of phase relations and thermodynamic properties of copper-containing systems at high temperatures. The information available for such systems is very scanty, particularly for copper oxides and their combinations with other oxide components. Platinum is commonly used as a container in studies of oxide equilibria. To evaluate quantitatively the extent of reaction between the oxide and the container, a knowledge of activity-composition relations in Cu-Pt alloys is necessary. Such data are not available for Cu-Pt alloys in the temperature range of particular interest in the present research program, and particularly for alloys low in copper. Studies of various aspects of the systems Cu-Pt and Cu-0 have been reported in previous literature. The system Cu-Pt is known1 to form a continuous solid-solution series above 812.C, whereas ordered phases are present in certain composition ranges at lower temperatures. Thermodynamic data for the system have been reviewed by Hultgren et al.,&apos; who presented free energies of mixing at 65Oo C, mainly derived from electromotive force cell measurements by Weibke and Matthes.3 Enthalpies of mixing at 640°C have been obtained by Oriani and Murphy4 with liquid tin calorime-try. Their results differ considerably from those derived from the temperature dependence of the data of Weibke and Matthes. Thermodynamic data for the disordered alloys have been obtained by Assayag,5 and more recently by Schmahl and Minzl,6 by Myles and Darby,7 and by McCormack, Myers, and Saxer.8 The two latter sets of data7&apos;&apos; became available after the present study was completed. In the system Cu-0+ two oxides are stable at high temperatures, CuO and CuzO+ each having only minor deviations from stoichiometry. Equilibria in the liquidus temperature region of the system Cu2O-CuO have been studied by Roberts and systemsmyth,9&apos;10CuzO-CuO by Vogel and ocher,I1 by Osterwald,12 and recently the the present authors.13 The system is of the eutectic type with a eutectic temperature of 1083.C The composition of the eutectic liquid corresponds to Xcu0 = °.44, and the oxygen pressure of the coexisting gas phase is Po2 = 0.55 atm.13 Equilibrium oxygen pressures for coexistence of solid CuO and solid Cu2O have been determined by Schmahl and Muller,l4 by Gadalla, Ford, and white,l5 by Bidwell,16 and recently by the present authors.13 There is reasonably good agreement among the various sets of data. Free energies of formation of Cu2O(s) from the elements have been derived by Tretyakov,17 by Bidwell,16 by Kiukkola and wagner,18 by Pal&apos;guev and Neuimin," and by Steele and Alcock,20 There is particularly good agreement among the latter three1&apos;-20 sets of data. MICROSCOPIC rnetallography has been exploited quite well enough to bring about a very general understanding that the typical metal or alloy is composed of minute crystalline particles blended into a coherent microstructural mosaic. One does not have to be a specialist in metallography to realize that the properties of such an aggregate are essentially a summation in appropriate form of individual effects derived from the shape, size, placement or orientation and cohesive characteristics of the component particles. It is clearly of great importance to consider the various forms of discontinuity which may occur at the boundaries between these crystalline particles. When a number of particles each possessing the same orderly arrangement of atoms are brought together into a close-fitting system of purely haphazard contacts, not unlike a handful of snowflakes compacted into a snowball, the particles are said to possess random orientation. There are no generally accepted views concerning the arrangement of the atomis or the constitutional reaction between atoms where one crystal meets another, but these contact regions are characterized by strength rather than weakness and it is customary to require the presence of many rather than few boundaries in preparing metal for useful service. Under certain circumstances all of the particles in a metal may be nearly alike in orientation. Other general tendencies of orientation may be associated with particular forms of mechanical and thermal treatment. In contrast with these cases of fortuitous or statistical diversity of orientation, we often find adjacent particles united along a plane which possesses a grouping of atoms belonging equally well to both structures. This, of course, determines a fixed relationship between the two orientations and it is always possible to derive one from the other by some form of rotation or reflection prescribed by the symmetry of the crystal structure under consideration. Particles united in this manner are known as twin crystals although the term refers to the form of association rather than the number of individuals concerned.

THE solubility of nitrogen in iron and steel has been of considerable interest due to the role of nitrogen in strain-aging and in quench-aging. It is generally considered that quench-aging is the result of precipitation of carbide and nitride particles from supersaturated solid solution, while strain-aging results from the segregation of carbon and nitrogen atoms to dislocations.1-9 The rate of strain-aging is controlled primarily by the amount of carbon and nitrogen in solution and the temperature. The results of drilling in Missouri in 1938 are overshadowed by the leasing activity in northern Missouri, which began about the middle of the year. Nothing like it has ever been witnessed by the oil industry. With no production except a minor amount of gas, and with no drilling except in Clay, Platte and Marion Counties, a leasing campaign has embraced most of the counties north of the Missouri River and spread into southern Iowa, southeastern Nebraska and northeastern Kansas. It is reported that nearly all farms that could be leased without payment of a bonus have been leased, mostly on 10-yr. contracts, and at the end of the year a policy of bonus paying is in effect. Many of the major oil companies are leasing in the area and at least 15 of them are represented by scouts. Similarity to the Illinois Basin, low-priced leases and low drilling costs are among the reasons advanced for the leasing activity. Drilling activity in Missouri increased nearly two-thirds over 1937, with a total of 164 completions. The main activity was the extension of the "shoestring" of the so-called Bartlesville gas pool in Jackson County. It now seems that this sand is probably at the horizon of the Burbank sand. A new Squirrel sand oil pool was discovered in Jackson County. Cass County had five oil wells, with 63 bbl. initial production, four gas wells with 542,000 cu. ft. initial open flow, and 15 dry holes. Jackson County had three oil wells, with 24 bbl. initial production, 56 gas wells with 52,021,168 cu. ft. initial open flow and 57 dry holes. In Vernon County seven oil wells, with about 36 bbl. initial production, and two dry holes were completed. The oil production dropped off very quickly. In counties where wildcatting was carried on, new production was found. Clay County had seven dry holes, Hickory and Marion one each; Platte, four and St. Clair, two.

Irregular distribution of oxygen within ingots makes necessary special precautions in sampling of rolled products for analysis of oxygen. Oxygen distribution is discussed in terms of recently published solidification concepts which had been successfully applied to simpler cases of segregation. These concepts have been found inadequate to explain observed oxygen distributions. Convective movements of the liquid metal, as determined by tracer elements, are shown to be capable of accounting for the observed distributions of oxygen. IN an effort to explore the origin of surface and subsurface imperfections in pierced steel products, a study of oxygen and sulfur segregation was made on ingots cast in open-top and hot-top molds. The results of our previous investigations1"3 have indicated the importance of the location and amount of oxide inclusions in an ingot. Inclusions close to the surface of the ingot have been found to contribute greatly to the formation of imperfections in the surface of finished products. This study of the effects of deoxidation and casting practice on segregation and the resulting oxygen distribution in ingots was initiated to determine the parameters controlling the location of inclusions in an ingot. Segregation of solute elements during solidification of low-melting binary alloys has been studied in the past.1, 5 Formation and growth of inclusions in iron melts have been studied under specific conditions."- In spite of these and other recent studies,10-12 segregation during solidification of commercial, killed steel ingots is not well understood. Consideration of solidification rates, of segregation during solidification of the chill, dendritic, and central zones, and of material balances for the segregated elements has indicated that a simplified theoretical solidification model is not adequate. However, the observed high oxygen contents in localized volumes of the dendritic zone can be rationalized if additional effects of convection currents in the ingots, precipitation, and rapid growth of new phases are considered. EXPERIMENTAL PROCEDURE Steelmaking and Processing. A group of nine killed. medium carbon steel heats having compositions listed in Table I have been studied. The deoxidation and mold practices used were varied to give a wide range of steel oxygen contents. The amounts of aluminum added to the ladle and the ingot casting practices (hot top and open top) were the main variables. The steel was made by a duplex practice in 160-ton tilting basic open-hearth furnaces. All nine heats were top-cast into 24 by 24 in. big end down, fluted molds, to a height between 60 and 76 in., using both open tops and exothermic hot tops. The deoxidation practice and the tapping and teeming details for each heat and ingot studied are given in Tables II and III, respectively. Hot-top practice is indicated by the letter H following the heat designation. Furnace and ladle temperatures were measured by standard disposable-tip, Pt/10 pet PtRh thermocouples. Teeming-stream temperatures were obtained as described by Samways et al.,13 by immersing a Pt/10 pet PtRh thermocouple, covered by a silica sheath, into the teeming stream under the nozzle. The output of this thermocouple was recorded with Leeds & Northrup Speedomax potentiometer. Calibration of the latter thermocouples was based on the freezing point of a pure iron/oxygen alloy (2795°F). The accumulated errors of measurements were within ±10°F. The thermocouple measurements were supplemented in this investigation by continuous recording of a ratioing, two-color pyrometer (Shawmeter), protected from smoke by a blast of clean air within the sighting tube, and calibrated to read with better than ±10°F accuracy. Following teeming of three heats, P, R, and T, tracer elements were added to the steel in the molds to obtain a record of the progress of solidification. As soon as the teeming stream was shut off, a 0.010-in.-thick steel can containing a mixture of crushed standard ferro-titanium and ferro-vanadium (0.05 pet of each alloy element) was plunged into the middle of the steel pool to a depth of 6 in. In about 30 sec no indication of the can or its contents remained. The surface of the open-top ingots solidified in 20 to 30 sec. A study of liquid metal movement and the precipitation of oxides was facilitated materially by use of the tracer technique as titanium has a low distribution coefficient between solid and liquid steel while vanadium has a high distribution coefficient.
