FOR the benefit of those of our members who may be asked what they know about Mr. Hoover's connec-tion with the Kaiping coal mines in China and who will naturally wish to appear thoroughly well informed on the subject, we reprint below an authoritative state-ment, recently made to the Japan Advertiser, by Tang Shao-yi, former premier of China, now retired to his country home at Tang Chia. "Information has reached me at my retreat that persons in America and China insinuate that Herbert Hoover acted dishonorably in dealings involving the Chinese Engineering and Mining Company a quarter of a century ago. I be-lieve myself the only Chinese living who was closely iden-tified with that company during Mr. Hoover's connection. My uncle founded the company and my family always has been a large shareholder and, therefore, I possess direct knowledge of its history. "I am actuated in this statement by a sense of justice and also gratitude for Mr. Hoover's acts in rescuing my family during the Boxer uprising. Mr. Hoover's record in China is clean and honorable, highly creditable and in many ways remarkable. Legal action brought in London in 1905 occurred after Mr. Hoover left the company. There were not any charges against Mr. Hoover and he was not a de-fendant in the lawsuit, but an important witness whose testimony helped the Chinese shareholders to save their property.

All engineering education is faced by certain basic problems, three of which seem to have particular present importance in geological engineering training in general, and in respect to training for oil field geo-exploratory work in particular. Problem i The first of these problems has to do with present and future educational objectives and with the numbers and qualities of the men who should be coming out of our geo-exploratory training programs. Before the war we needed ever-increasing numbers of graduates at the Bachelor's level and a very much smaller number of men who had reached the Doctorate degree. Now, with more difficult, more extensive, and more costly exploratory work; with a rapid expansion of company "staff" activities, and with the initiation of many new research organizations and laboratories; it is clear that men of exceptional ability will be more and more in demand, and that the schools will need to carry a greater proportion of their students through to the Ph.D, degree. Problem 2 Assuming that the mineral industries will need an increasing supply of well-qualified Ph.D.s for future geoexploratory work (staff, line and research), can the schools expect to provide this supply of able Ph.D.s merely by expanding the proportion of B.S. and B.A. majors who go on through to the doctorate stage of training? And the answer is definitely "No"—as the situation stands at present. Most A.B. graduates are years short of the preparations in basic science and elementary engineering prerequisite to effective graduate study in the geoexploratory fields (paleontology ex-cepted), and similarly many of the annual crop of B.S. graduates lack adequate training in English; in ancient and modern history; and in the modern principles of labor and public relations. Indeed, several basic problems of undergraduate curricular organization and integration remain to be solved before most recipients of a Bachelor's degree will have that sound and broad educational foundation prerequisite to graduate training on a really effective basis. It is for these reasons that we have continued to experiment with our geological engineering program at Princeton, in an endeavor to provide a pilot-plant demonstration of a suitably broad and flexible undergraduate curriculum. Problem 3 But assuming that the schools can and do get undergraduate curricula set up in proper phase and scale to meet needed enrollment quotas for graduate training, what about the most urgent part of our whole mineral-industry educational problem? What about finding and bringing into mineral-industry training those youngsters of superior ability who are, by potential or known inclination, especially well-qualified for geoexploratory work?

The Research,Division of The New Jersey Zinc Company (of Pa.) has conducted, over a period of years, numerous tests of the reducibility of various zinc ores and the reactivity of various kids of coal, using a number of different experimental methods. Most of these tests have involved the reduction of mixtures of ore and coal. In such cases the following simultaneous reactions are believed to be mainly responsible for the production of zinc, as was shown by Bodenstein' some years ago: ZnO + CO = Zn + CO2 [i] C + COj = 2CO [2] Each of these reactions is dependent upon the other for the supply of CO and COz, respectively, and the over-all rate of formation of zinc vapor will be determined by the slower of these two reactions. An analogous pair of reactions sometimes of importance is: ZnO + He = Zn + HZO 13] C + Hz0 = CO + He U3 While it is possible to obtain an indication of the relative reducibility of various ores, or of a fine versus a coarse Ore, by testing them with a given coal, and while coal reactivities may be measured in a corresponding manner, a more direct determination of relative reaction rates is possible by carrying out the desired reactions, such as I and 2, separately and under reproducible conditions. It is one purpose of this paper to present some of the results that have been obtained by the latter method. C. G. Maier2 discusses the relative rates of reactions I and 2 and concludes that while at relatively low temperatures reaction I is faster than reaction 2, this difference becomes less with increasing temperatures, although at smelting temperatures reaction is still the faster. He also says (p. 48), "At temperatures . . . be- -tween 1100' and 1300°C., . . . the zinc oxide reduction reaction is intrinsically more rapid than its physical limitations; that is, it is limited by gas diffusion rates.'' In the course of numerous reactivity tests involving the separate use of reactions and I and 2, we have obtained data that show by direct experiment, we believe for the first time, the correctness of Maier's statements concerning these reactions. We also include data on the relative rate of reaction 3, involving reduction by hydrogen. Finally, some interesting results obtained by carrying out the reduction of ' a zinc ore-coal briquet in streaming atmospheres of nitrogen, carbon monoxide and hydrogen, respectively, are presented.*

This paper deals with the results of a study of the application and development of mining machines for cutting out and removing dirt bands in bituminous coal beds. Face Preparation When one or more dirt bands1 occur in a seam of coal, the problem of elimination of impurities becomes manifest. The degree of completeness to which these impurities arc removed at the face has an important bearing upon labor costs, haulage costs and outside cleaning costs, and often the ash content of the product is markedly affected. Yet, because the present-day miller is paid for the number of tons he loads he often lacks interest in the quality of the coal. To insure a clean product, a system of penalties for dirty coal is enforced, but control of extraneous impurity content in the loaded coal is often inadequate and ineffectual when coal and banded impurity are shot as one. It seems only logical that to reduce the amount of impurities by proper face preparation before the men are permitted to load the coal is the most efficient method of preparation. Many mines with one or more bands of impurities in their seams are able to mine a desirable product with a comparatively small amount of surface preparation. In fact, three companies in West Virginia have recently changed their methods of fact* preparation, with most gratifying results. The first company (in the Kanawha field) after changing its cutting practice with the hope of relieving a sales problem, was rewarded by an approximate 3 per cent drop in ash in the product. Another company, operating in the same field, reduced its ash approximately 4 per cent by a change in cutting practice. The third company (in the Pocahontas field) found the wet washer inadequate in producing a marketable coal, and installed new cutting machines. Three cuts are now being made in each working place, and the results arc so satisfactory that the cleaning plant has been abandoned.

MINE safety is of the utmost importance to all operators and most operations have a safety organization, or safety inspector, whose job it is to be continually on the alert to detect and correct the hazards of mine operation. Reports from the Bureau of Mines show that next to roof falls, gas presents the greatest hazard in mining. The Bureau of Mines Information Circular 6680 shows that 162 explosions occurred in the United States during the five-year period ending June 30, 1932. Deaths resulting from these explosions amounted to 984, with a great many disabled and disfigured. A fatality rate of 6.07 persons shows the ex¬treme severity of this hazard to the industry. Various mine appliance companies have put on the market instruments for methane detection, which record in direct percentages the amount of methane present in the atmosphere. Unfortunately, few mining companies are using these instruments, however. Those available include the Burrell methane detector, the Wolf, the Martienssen, the Mine Safety Appliance detector, and the Union Carbide Company methane detector, which last I have used extensively in making mine inspections.

HAVING had some experience in the use of gasoline-gas in a laboratory, I have been induced by frequent inquiry to present a few hints concerning it, which I hope may be of some value to those who are out of the reach of coal-gas, and who contemplate using this gas. While I will not delay to describe the method by which this gas is made, it may not be out of place to note that, unless frequent charges are put into the carburetter, the gas is variable in richness. This may be partially avoided, it is said, by repeatedly pumping from one cell in the carburetter to another. If a machine is in constant use for many months without re charging, the gas becomes rather poor for illuminating purposes ; but in this condition it may be burned in a Bunsen burner with advan tage. Could the gas be used always in this condition, no difficulty would be experienced, and it would be quite satisfactory for general laboratory purposes. Considerable annoyance, however, is experi enced whenever the machine is filled with gasoline. The Bunsen and other burners then produce a flame too smoky to be used with com fort, and, in fact, with most of them, a full supply of air; turned on at the base of the burner, will not suffice to completely burn off all the carbon. Finding it necessary to adopt some method by which I could get a flame free from unconsumed carbon, I adopted a plan which has in every way proved satisfactory. In addition to the pipe conveying the gas to the table, and ar ranged with a stopcock, there is brought to the table, within a fern inches of the gas-pipe, another pipe, conveying air direct from the pump. This pipe is also arranged with a stop-cock. The air- and gas-pipes are now connected with one pipe by a T joint; and to this last pipe is attached, by rubber tubing, the Bunsen or other burner. I have successfully used this simple system in connection with both small and large Bunsen burners, a burner with three tubes, arid a Fletcher burner; and recently I have added a new still to our equipment, and have been tising with it a Fletcher special high power burner No. 6, to which this system has been applied. At low sodium-oleate concentration, calcite flotation is substantially improved by the use of CO2 instead of air. Electrophoretic mobility measurements indicate that carbonation results in the accumulation o f positive charge on the calcite particles. This heightens adsorption of oleate anion, an effect confirmed by tracer-technique measurements. Fundamental insight is obtained as to how CO2 serves better as an activator than some mineral and organic acids, how oxalic acid acts as a depressor, and why the influence of Ca++ ions, liberated during carbonation, on flotation behavior of calcite is insignificant and sometimes adverse.

Early work for this Company, as some of you may know, was done at the Bully Hill Plant in California. After working there for some time Herbert Gepp, now Sir Herbert, came to the Anaconda Co. plants in Montana where I met him. He spent some months there, in fact almost a year if I remember rightly. That was when we were breaking in the new electrolytic zinc plant at Great Falls, Montana. From there he went back to Australia and started in on the plant there. I believe they had an original plant of about 20 tons per day of cathode zinc. We heard from them for some time, until they were able to go along on their own, and they have done very well ever since as you have heard. Their practice, (the flow sheet, the leaching practice), has been quite different as reported in the paper and apparently they are still following that practice to some extent. While the earliest work on selective flotation was done down in Australia, the big companies there, strange to say, were far behind the American companies in taking it up; and it is only in comparatively recent years they have gone to the alkaline circuit and dropped out thereby more of their iron and lead. The methods of electrical prospecting, which employ contact electrodes to produce an electric field in the ground, furnish information concerning the constitution of the material beneath the surface, as indicated by the distortion of this artificially produced field and anomalies therein. To reveal the distortion of such field of known character, it is only necessary to measure qualitatively the direction of the field, using sensitive compensation methods. In such a case, the survey is relatively simple, and that is an important factor from a practical point of view. The distortion of the normal field thus determined permits an easy interpretation and gives approximate information as to the subsurface conditions, without the necessity of a thorough theoretical knowledge of the electrical field. The true field of application of the equipotential lines and search-coil methods, which are based on this principle of directional determination of the electrical field in the ground, is that of search for deposits of economic minerals for the mining industry, although they can also be used in solution of other problems; for example, in the determination of the strike of anisotropic beds. The distortion of the electric field as represented by the picture of equipotential lines or other measured curves is striking only when bodies having conductivities different from that of the country rock are embedded in the underground, or when the underground is anisotropic. It is obvious that methods based on such a simple principle and capable of solving directly many of the practical problems of mining geology have found a widespread application. However, these methods are unable to furnish any information as to the presence, depth and physical properties of layers in the underground, which have different conductivities, but are parallel, or only slightly inclined, to the surface. INTRODUCTION Grouting is an engineering operation which has been practiced for many years and a considerable amount of experience and skill has been developed in this field. However, a review of the current literature (Houlsby, 1982) reveals that the theoretical background and experimental observations that are necessary to adequately predict or describe the performance of a particulate grout (e.g. cement based) in a jointed geologic media are somewhat inadequate. In the near future it is envisaged that the use of grout and grouting techiques will be used to tackle even more difficult problems than have been considered in the past. One problem that is currently being faced by the rock mechanics engineer is the development of geologic repositories for the disposal and containment of high level radioactive waste. In such structures there will be only one opportunity to ensure the success of the containment system. This success will depend to a large extent on the adequate and successful performance of the grout curtains to be utilized around the shafts and shaft liners. Regrouting will not be possible. There are other problems in rock mechanics in which it is frequently necessary to inject particulate media into passages of small dimensions, and where typically the size of fracture being injected is of the same order of magnitude as the particle dimension. For example, in the oil industry in hydraulic fracturing the enhancement of fracture conductivity is maintained by means of proppants introduced into the fracture.

Probert, A.R.S.M., Morenci, Arizona (communication to the Secretary): The management of mines and the system of bookkeeping employed are subjects of great interest to mine-superintendents, and such papers as that of Mr. Davis callnot fail to attract attention. The Institution of Mining and Metallurgy, London, England, has done much within the last three years to promote discussion on the many systems adopted throughout the mining world; and any papers giving individual experience will benefit that class of men who are charged with the cconomical management of mining properties. It is often said that " a good mine shows a good manager," and more often that mismanagement is the chief cause of poor returns; or, as Mr. A. G. Charleton puts it, in his able paper on " Mining Accounts and Cost-Sheets,"* " accident may, and often

In 1972, coal mine productivity was in steady decline and labor and maintenance costs were spiralling upward. Yet, despite this sad state of affairs, nowhere in the US at that time was there a comprehensive and coordinated coal research and development plan in the offing. The Bureau of Mines had not yet been charged with such a responsibility, and industry was content to rely on machinery manufacturers for innovations. It was during this period that Bethlehem Steel Corp. determined that a new approach to coal mining research was needed for the industry as well as for the company itself. After studying Bethlehem's own mining practices, the state-of-the-art of mining research elsewhere, and development work by manufacturers, a comprehensive research package was presented to company management in late 1972. The ideas and experience of many operating and management personnel in the company contributed to the formulation of the final plan as approved.

Introduction One area of engineering utilization of materials in which the requirements are especially rigorous and demanding is that of aerospace systems, including aircraft, helicopters, missiles, and space satellites. Materials used in these systems must reliably perform many critical functions in a broad range of adverse environments. Some of the most critical functions are performed by polymeric nonmetallic materials such as elastomers (rubber), coatings, fibrous materials, and reinforced plastics. These types of polymeric materials have some common characteristics that make them attractive to aerospace system designers: light weight, corrosion resistance, and relative ease and low cost of processing and fabrication. Each type also has its own special characteristics that enable it to perform certain required functions better than other competing materials can (Table 1). The desirable properties of polymeric materials, which in some applications make them the only practical candidates, are partly offset by their principal limitation, which is degradation by exposure to high temperature. Despite recent economic problems, the future of the Florida phosphate industry appears optimistic. Florida has enormous reserves and will continue to produce a third of the world's phosphate supply simply by making changes in the present system of mining, beneficiation, waste disposal, and land reclamation. The geology and mineralogy of future deposits are discussed with reference to specific deposits. Lower ore grades, increasing power costs, and environmental regulations are necessitating development of new concepts of mining and matrix transportation. Because one of the ores to be mined in the future contains appreciable amounts of dolomite, research and development efforts are being concentrated on new techniques in beneficiation. Changes are being made in plant design to meet environmental and regulation standards. However, the expected new technology outlined for the industry depends on the geology and mineralogy of future reserves.

Aluminum alloys, in common with most other metallic alloys exhibit slight density changes with variations in temper achieved by heat-treatment, which usually are the result of the variation with temperature of the solid solubility of the various alloy constituents in the solvent metal. Changes in density are, of course, most marked in conditions that exhibit the maximum variation in solid solubility of the constituents. In aluminum alloys these conditions usually prevail when alloys are quenched from just below the melting point and are subsequently reheated to some lower temperature. Since commercial heat-treatments may be of this type, the density changes, although small (of the order of 0.3 per cent which may be compared with the density change of about 1.5 per cent involved in the transformation, at ordinary temperatures, of gamma to alpha iron during the hardening of steel), may in some specific applications necessitate quantitative consideration. This phenomenon has been investigated extensively in the laboratories of the Aluminum Company of America over a period of years. A number of investigators '-5t have observed and measured the density changes accompanying the heat-treatment of aluminum alloys. In general, these changes have not been directly translated to dimensional changes and their significance has been overlooked to some extent by the practical user of aluminum alloys. It is the purpose of this paper to consider some practical aspects of these density and dimensional changes. These density changes were given some consideration in 1917 in connection with the use of aluminum-alloy pistons for aircraft engines. Investigations by Lea and Shakespear were reported in some confidential reports of the British Advisory Committee for Aeronautics, Light Alloys Subcommittee, during 1917 and 1918, which are not generally available in published form. The reports for the years 1942 and 1943 were written in 1943 and 1944, respectively, and were summarized at the meetings of the Institute in February 1941 and February 1944, but were held in manuscript form until released for publication in 1945. 1942 During the year 1942, developments in the Peruvian oil industry continued to be subject to repercussions from the swelling war effort, which steadily diverted more of the normal supply of men and materials into war channels, and necessitated the rerouting of supply lines. The result in Peru was an increasing demand for crude oil and products. The production of petroleum in Peru in 1942 was 13,626,259 bbl., as compared with 11,935,584 bbl. in 1941—an increase of 1,690,675 bbl., or approximately 14 per cent. The largest increase, amounting to over 61 per cent, was from the Lobitos fields, but this increase was caused largely by the subnormal production in 1941. International Petroleum Company's production in the La Brea y Parinas field increased 727,111 bbl., or 7 per cent, whereas the Peruvian Government's production in the small Zorritos field declined 10,380 bbl., or approximately 20 per cent. The final production figures for the Ganso Azul field at Agua Caliente were not available for 1942 at the end of the year, but the production was believed to have increased approximately 80 per cent from 1941, or from 13,750 to approximately 25,000 barrels. Development and Exploration Exploration in Peru in 1942 was very limited and confined to areas adjacent to the older producing fields, and the efforts there were largely expended in the extension and development of the producing areas. This situation resulted partly from the shortage of transportation and drilling equipment, and also from the strong demand for increased production of oil. . International Petroleum Co. completed 69 wells during the year, including seven exploratory wells, three of which added moderate extensions to the proven areas. Sixty of the completions were oil wells and nine were dry holes. Lobitos Oilfields, at Lobitos and Restin, is understood to have concentrated its drilling effort on development rather than on exploration. The Peruvian Government operating at Zorritos confined its drilling to the development of the small producing areas previously found. During the year it announced plans to drill three exploratory wells in the Pirin area of southern Peru (see map on p. 638). It was reported that the Government had made a survey of the Sechura area (representing the southern part of the Northern National Reserve as shown on the map), but no work under this arrangement was announced. The Cia. Ganso Azul, at Agua Caliente, completed its No. 6 well as a producer on March 27, and during the year it completed the installation of a 400-bbl. topping plant.

FOR the past three years, the senior writer has carried out, with inter-ruptions, a series of investigations into the characteristics of prospecting seismographs of a wide variety of construction. Early in 1932, a com-plete equipment was developed for both refraction and reflection observa-tions; its first function being, however, the application in reflection shooting. The performance of the equipment proved to be highly satis-factory in a series of field tests' which were carried out by the junior writer, whose services were loaned to the Colorado School of Mines by courtesy of the Plains Exploration Co. in Denver. The various problems that were encountered in the construction of the equipment, in its application in the field, and in the interpretation of the results, are fully treated in Publication 47 of the Department of Geophysics of the Colorado School of Mines. Its first part deals with the various problems encountered in the design of the instruments, and presents a discussion of such topics as the free and forced oscillations of damped and undamped mechanical seismographs, the action of oscil-lographic recording instruments and amplifiers, the characteristics of electromagnetic seismographs, and the requirements of damping, natural frequencies and static magnification for the pickups, amplifiers and oscillographs used in refraction and reflection seismographs. Further-more, a detailed discussion of the various methods of static and dynamic tests of seismic receivers, and a description of the reflection equipment developed at the School of Mines is presented. Unfortunately, a delay has occurred in the publication of the first part of this investigation concerning the instrument problems. There-fore, the second part, dealing with the field problems, is herewith pre-sented first.

The increased importance and value of chemical analysis in connection with metallurgical operations is largely, if not entirely, due to the increased accuracy of the analytical methods used for the quantitative determination of the foreign elements always associated with the metal operated upon. This applies especially in the working of iron and steel, and to the determination of the amounts of such elements as phosphorus, carbon, and silicon. The influence of greater or smaller amounts of these elements upon the physical properties of iron and steel will be better understood when the proper experiments shall have been made upon samples whose chemical composition is known with almost absolute certainty. From the present standpoint of analytical chemistry, it is easy to see that at least one reason for the failure of many attempts to solve this problem, is the inaccuracy of the analytical methods used.
