The Mariposa estate, a grant made by the Mexican Government to Juan 13. Alvarado, during the time when California was still under the dominion of Mexico, was purchased in 1847 by J. C. Fremont, and the United States patent issued to him in 1856. By sale, or its equivalent, money advanced, the property came into the hands of the Mariposa Company, June 25th, 1863, and through a varied existence of work and temporary inactivity, has as yet been kept as an undivided property, and rests at present with the Mariposa Land and Mining Company of California. I pass over this period of 15 years without giving the history of the ups and downs of the estate, partly because it is familiar to many, and also because I think in such a case this paper would assume too much the character of a narrative. The estate is situated in Mariposa County, California, about 170 miles southeast of San Francisco. It begins in lat. 37' 26' 38'' north, and long. 119' 55' west, and runs 6 miles north; thence 69 miles west; thence 5 miles northwesterly towards the Merced River; thence 84 miles southerly; thence 3 miles easterly; thence 1 mile southerly; thence 2 miles easterly; thence 2 miles southerly; thence 2 miles easterly; thence 1 mile southerly; thence 2 miles easterly; thence 1 mile northerly, and thence 2 miles easterly to the place of the beginning; embracing 44,387 acres (70 sq. miles) more or less. To describe this vast estate in detail as to its full geology, its numerous quartz veins, its many facilities to exploit them and work them by cheap methods, would lead me further than I intend to go at present, and I will content myself to describe the latest workings of the company and its immediate field of operations. As long ago as 1860 the late Dr. Adelberg advised the running of an adit from the northwestern edge of the estate at Benton Mills 011 the Mereed River. His object was to undercut the deepest workings of the then paying mines on the estate—the Pine Tree and Josephine. Following this advice, the tunnel known as "River Tunnel " was commenced. THE following article covers the history of a metallurgical campaign, commenced in March, 1905, at the mines of the Socorro Gold Co., in the so-called desert region of Yuma county, Arizona. The results obtained were simply a function of necessity, as will be seen from the description of the local economic conditions and the character of the ores treated. The mines and mill of the Socorro Gold Co. are located near the small village of Harrisburg, about 60 miles from Congress Junction, Arizona, which, at the time this work was undertaken, was the nearest railroad station, and from which all supplies were brought by wagon through the desert, at a cost varying from $10 to $15 per ton in addition to the railroad freights. Wood, the only available fuel, cost $7 per cord. Water for all purposes was pumped to the plant from a well in the valley about 4 miles away. Under the Arizona law, a working-shift is 8 hr. Wages were $6 per day for foremen and mill-men, $4 per day for blacksmiths and engineers, $3.50 per day for miners, and $3 per day for shovelers and trammers. The ore consisted of quartz, in which, above the 250-ft. level, the iron-minerals were largely oxidized and some free gold was visible; below that level few traces of oxidation occurred, and pyrite constituted the principal mineralizer in the quartz, together with occasional pockets of galena and a few eccentric specks of covellite. The 20-stamp mill was equipped with plates for amalgamation, and three Standard tables for concentration. The tails from the tables were elevated by a centrifugal pump to a launder, by which they were conveyed to a 60-ton cyanide-mill for further treatment. The cyanide-mill was erected at so great a distance from the stamp-mill that a separate crew of workers and a separate power-plant were necessary. THE Bureau of Mines for a number of years has been seeking additional ways and means of improving the efficiency of its operations and increasing its service to the public. It has become obvious that changes in the organization of the Bureau are essential to a more effective accomplishment of its functions and objectives. The old organization was defective in meeting current needs in that the Bureau's field activities were neither sufficiently coordinated with the national program nor were they particularly responsive to local needs of the mineral industries. Further, the traditional organization hampered the efforts of the Bureau to obtain, analyze and provide to the policy-making agencies of the Government essential information and advice in such a form that the requirements of domestic industry could be fully taken into consideration in the development of domestic and foreign policies. Consequently, the Bureau has now modified its organizational structure.

THE technical sessions at the Regional Meeting of the A.I.M.E. in San Francisco are to be de- voted LO changes, current or predictable, which may be expected to alter today's practices in mining and metallurgical engineering. Our present condition may be summarized as follows: Capacity to produce is excessive for domestic needs in molybdenum, copper, iron, and oil; sufficient in lead, zinc, and potash; deficient in aluminum, manganese, tungsten, chromium, and tin. Gold and silver are complicated by their use as money. Or, to look at it in another way, the "growth curles" of production, as C. K. Leith emphasizes, characteristically rise slowly at the beginning, show a second stage of rapid growth, and a third stage of leveling off. The third stage is already reached here in coal. copper, iron, lead, and zinc. But still in the second slage are oil, molybdenum, potash, and others.

SUMMARY Statistics on roof falls indicate that the cost of just removing the unwanted waste from roof falls in US coal mines amounts to about $20 M per year. Almost 40 percent of fatal accidents occur under permanently supported roofs, indicating that the assessment of roof stability is still a very difficult task. In an effort to obtain a better understanding of roof fall occurrences, rock strength and ground stresses were determined in the roof of one mine each in Western Kentucky, northern West Virginia, and Eastern Kentucky. Triaxial ground stress determinations clearly show that horizontal stresses were higher than vertical stresses, and that maximum stresses in the horizontal plane were concentrated between the NE-SW to E-W direction, with the exception of the Eastern Kentucky site which was above the drainage. Magnitudes of stress components may vary considerably in one drlll hole. Strength tests of roof strata materials were done on core samples. Mapping of roof falls showed that the geometry of an opening or maximum span were not the overruling factor because in the same general area, a roof fall was observed in a room (entry) which connected two stable four-way intersections. It should be noted that, in very wet areas, the roof can break up to the bed where water is carried, and a very low ratio between extent of roof fall to height of roof, fall is observed. Geometry is, however, a contributing factor because nearly 70 percent of roof falls are intersection falls. The frequency of fractures parallel to bedding in failed roof strata is much higher than that observed in the original strata, indicating a significant amount of working in the roof before failure.

Because it is the basis of the economically important operation of hardening steel by quenching, the A3 transformation in iron has been the subject of numerous investigations. Although the contributions to this subject are interesting, no general review will be given here. Readers who care to follow the matter further are referred to the comprehensive summary by Cleaves and Thompson,l which covers the literature to about 1935. Their references to 53 papers on the subject suggest that further investigation is hardly justifiable. However, considerable interest has devel oped recently concerning the reversibility of the transformation. From thermo-dynamic considerations, the transition ought to occur at the same point on heating or cooling, if the change of temperature is sufficiently slow. Yet all of the earlier investigators found a difference of several degrees. Burgess and Crowe,2 who used thermal methods, obtained average temperatures of 912" for Ac3 and 900°C. for Ar3 on electrolytic iron. Their data indicate a considerable range of temperature over which the change occurs, both on heating and on cooling. Terry3 measured the susceptibility in the critical range and estimated from the steepest parts of his curves that Ac3 came at 9I8° and Ar3 at 903°C. Ishiwara4 was one of the first investigators to report a shorter interval between the temperature of the change in the two directions. He measured the change of susceptibility of kaolin-coated samples of steel, in a hydrogen atmosphere, at rater of heating and cooling so low that about 3 or 4 hr. were required for the transformation to complete itself. His results show some variability between samples, but indicate that the difference between Ac3 and Ar3 is in the vicinity of 6°C. Roberts and Davey5 measured the space lattice in pure iron in the vicinity of 900°C. and concluded that a change occurs reversibly between 907' 3" and 910" 3°C., probably between 907" and 910°C. Wells, Ackley, and Meh16 made dilatometric determinations of the Ac3 and Ar3 points in samples of hydrogen-treated carbonyl iron maintained under a vacuum. They used three rates of heating and cooling: 2°, ½°, and .?°C. per min. and found the spread between the two points decreased with low rates. At the slowest rate, the Ac3 transition occurred at 909° to 909. 5°C. and the Ar3 change at 907°C. in three of the samples believed to contain the lowest percentages of alien elements. They concluded that if the rate of temperature change and the content of alien eiements were low enough, the A3 transformation would be completely reversible at 909.50 + 1°C. In the general study of coal, all evidence points in the one direction —that coals had their origin in a manner analogous to that of peat. The best method of studying coal, whether it concerns its chemistry, composition, or physical condition, is to study peat. The essentials in a study of peat are a knowledge of the chemistry of plants, knowledge of decay and of the transformation process of plant-substances into peat. A number of facts must be emphasized, namely, (1) peat is formed under wet conditions only; (2) plants grow in the place where peat is formed; (3) all the plant substances go into the bog; and (4) all the plant substances are subjected to a series of phases of decay which are (a) in the air completely above the water level but in relatively moist conditions; (b) above the water level, but covered by debris; and (c) completely submerged by both water and debris. Plant Chemistry Plant chemistry as a whole is remarkably well understood. The number of compounds composing plants is large, and it is not possible here to give even a comprehensive outline, but a classification into definite groups is possible; this is as follows: Carbohydrates; glucosides; pigments; tannins; acids, alcohols and ketones, etc., and their salts; essential oils; resins; vegetable bases; proteins; enzymes. Plant substances may also be grouped according to the role they play in the life of the plant, such as: Framework materials, living materials, food materials, protecting materials, waste materials. While this classification groups them well for. certain purposes, it does not group them exactly chemically; but in a consideration of the composition of coal, this is an excellent classification for our purpose here.

PRELIMINARY COMMENTS Recent years have been difficult for the mining industry, as reported in the most recently published Minerals Yearbook (Volume III), the estimated value of world crude mineral production has been generally declining since an historical peak in 1979 (16).* The costs of mineral extraction have, however, been rising rapidly. Individual project costs are, in general, exceeding the growth rate of mining companies, while operating and technical risks continue to increase (16). Risks resulting from currency flotation and political actions in the host country are also on the increase. Labor difficulties (such as those experienced by Phelps Dodge) and the Reagan Administration's recent rejection of a proposal by the International Trade Commission for higher tariffs and/or quotas on copper imports have also contributed to the mining industry's difficulties. The net result of these factors has been financial difficulties for mining companies with respect to paying for their current financial obligations as well as trouble finding new financing. It may be that one of the main factors in determining the future of the mining industry will be centered upon capital structure, i.e. how its assets are financed. Historical Perspective on Capital Structure In The Mining Industry As discussed by Isreal Borenstein in (4) and Thomas Navin in (7), mining firms typically have used a financial model based upon high financial leverage, i.e. large amounts of debt relative to equity. This has been especially true for American firms developing orebodies discovered overseas. Problems sometimes occurred for those who were forced to commit themselves to completion guarantees in order to obtain bank loans. Mines under these circumstances must be brought into operation regardless of market conditions. Politicians in overseas countries also may use the high profits required by these high risk ventures to argue for nationalization of mines. Coupled with the frequent use of high leverage, mining companies traditionally have paid out a higher percentage of earnings in the form of dividends than manufacturing firms. This is significant, in that such funds paid out in dividends are not available for other uses. Hence, a greater reliance upon debt and/or additional stock issues than would ordinarily be the case for manufacturing firms. Thomas Navin has stated in (7), that the theory behind the high dividend payout was that, "most mining investors thought of themselves as investing in a wasting asset, one that would gradually deplete over time until it ultimately became valueless." Investors, therefore, required a receipt, in the form of dividends, of a percentage of current earnings and a return on original capital. This view of reality, apparently, has not changed in some quarters, even though modern mine management ordinarily replaces depleted mines with new ones. It may be that this practice of high dividend payout coupled with relatively high financial leverage should be reexamined. Current capital structure theory could prove interesting and useful for those concerned with current conditions. Capital structure patterns and related practices in this industry are not, in many cases, congruent with those thought by some to be theoretically optimal. Prelude to Capital Structure Discussion With a few notable exceptions (such as the Guggenheims and Anaconda's chief operating,. officer in 1971) mining companies' chief executives and boards of directors have not been persons with financial backgrounds. This, one could conjecture, might have accounted for the relatively nonsophisticated nature of capital structures of mining companies. In order to appreciate the possibilities with respect to alternative influence on a firm's performance, one must be acquainted with the basics of financial theory. INTRODUCTION Mount Isa mine is a major producer of both copper and lead-zinc- silver ores. During the 1975/76 year, 4.3 million tonnes of copper ore were extracted at an average grade of 3.4%, and 2.4 million tonnes of lead-zinc-silver ore at average grades of 7.0%, 6.7% and 173 grams per tonnes respectively. Systematic lead-zinc mining has continued for just over 45 years and copper mining for just over 30 years. Virtually all mining is underground. The composite and somewhat schematic longitudinal section of Figure 1 shows the overall distribution of ore at the Mount Isa mine. The mine can be roughly divided into two parts about a central shaft complex: to the north there is predominantly lead-zinc ore and to the south there is copper ore. Underground operations are serviced by three shafts in the central shaft complex (P61, R62 andU62) and another to the south in the copper mining area (X41). Mining is spread over a total strike length of 2.9 km and extends to a depth of 960 m. Currently, lead-zinc ore is being extracted between 15 and 11 levels and is hauled to the central ore-hoisting shaft on 13 and 15 levels. Copper ore is being extracted between19 and 13 levels and is hauled to the central shafts on 19 level. The principal lead-zinc mining methods used now, as they have been over the last ten years, are sublevel open stoping and cut-and- fill stoping, with about equal tonnages of ore from each (Figure 2). Since about 1970, there have been several interesting developments in lead-zinc mining methods and procedures, principally: • the development of an effective method for the recovery of pillars between open stopes and • the evolution of safer and more productive cut-and- fill methods. During this period also, the focus of mining has moved 120 m deeper

FRANK N. SPELLER,? Pittsburgh,. Pa.-Mr. -Hayward's paper again draws attention to the fact that copper in steel is not the enemy that a good many of us it one time thought it was. He shows clearly that steel with over 0.75 per cent. of copper is as dependable, under the :conditions which he describes, as the same steel without copper. I might add that you-can weld copper-steel- satisfactorily up to that point; in fact, we have succeeded in welding pipe by the lap weld process up to 1 per cent. copper. Notwithstanding the date that have been presented on the effects of copper on the physical properties and corrosion of steel, a maximum copper limitation is still found in many specifications. In some cases the limit is extremely low, such as below 0.05 .or 0.03: per cent., or thereabout. That is a relic of days gone by, and I think the practice should be discouraged. E. F.
