COMMENTING on the report of the latest Royal Commission for India, the September, 1926, issue of the National City Bank's monthly letter states, among other things, that "The decision of the Royal Commission is against the proposal for a gold coinage, but in favor of placing the silver coins and paper currency now redeemable in silver on a gold basis." Also, it quotes the following from the Royal Commission's report: The essence of the proposal * * * * * is that the ordinary medium of circulation in India should remain as at present the currency note and the silver rupee, and that the stability of the currency in terms of gold should be secured by making the currency directly convertible into gold for all purposes, but the gold should not circulate as money. It must not circulate at first, and it need not circulate ever. In this connection it may be stated that during the last one hundred and fifty years or so unsuccessful attempts have been made by the governments of different nations of the world to devise a plan or plans by which gold and silver could be used concurrently for money purposes and, particularly, as standard money; such, for example, as bimetallism, which, of course, is impracticable. But, since none of such plans has been adopted generally it is logical to conclude that their proponents did not shape them so as to conform to the basic principle of standard money, or else political issues were deemed to be dominant, or, perhaps, it was partly due to each.

In 1874 my attention was called to what seemed to me an interesting and new nickel and cobalt combination found in Ludwig and Carter's copper mine, near Mason Valley, Esmeralda County, Nevada. With the assistance of Mr. A. Hebberling I made several partial analyses of the mineral or minerals. I also communicated with my friend, Professor H. B. Cornwall, of the John C. Green School of Science, College of New Jersey, who analyzed a couple of specimens which I forwarded to him. The copper ore occurs in the mine principally as carbonate and to a certain extent as silicate, the latter generally in connection with clay seams or bands. In some places, together with the copper silicate and clay, generally interstratified with them, there occurred a compact shining black mineral (a) containing nickel and cobalt. Occasionally, in cavities, in connection with (a) was found a black substance (b), either massive and in this case very similar to (a) but with driller lustre, or forming an incrustation with rough and botryoidal surface and radial-fibrous structure, or granular and earthy. A few specimens were found having on the surface very fragile black needles (c) sometimes 1/2-inch long, interspersed with needles of malachite. ANDES, lying south of Chuquicamata and north of Braden on the western slope of Chile's cordillera, can best be described as a big well-managed copper-mining enterprise without any peculiarly outstanding features. In point of copper produced, since output started in 1927, it ranks fifth among the Porphyries, being exceeded only by its two Chilean contemporaries and by Utah Copper and Morenci in the United States. Even so, there is little to distinguish it from other properties. It does not have the phenomenally rich ore (better than 2 per cent copper) that characterizes Braden; and it is not in the same class as Chuquicamata whose ore has the excellent tenor of around 1.7 per cent, nor has it Chuqui's immense tonnage of proven ore reserves and potential ore resources. One might say the operations are standard in that there are no basic or radical departures from established practice. A letter from New York supplying me with sundry pertinent facts for which I had asked, makes this comment regarding the answer to one inquiry: "omitted because it is the ordinary equipment found in any well-run mine." The substance of that remark applies generally to the other operations, plants, and facilities. One interesting fact that helps explain this situation should not be overlooked. Until the "new" Morenci in 1942, Andes was the last of the Porphyry copper mines to come into production. It did not do much pioneering because other companies had, of necessity, charted the way in many particulars. The advantages of the tri-axial diagram in representing the composition of slags and silicates are well appreciated by many metallurgists. Prof. H. M. Howe* has pointed out the application of a fourth variable, in connection with the diagram, and has called attention to the usefulness of the general systern of tri-axial representation. In the discussion of Prof. Howe's paper, Mr. Firmstone† indicated how certain distances could be measured directly by projection. Prof. R. H. Thurston,‡ as early as 1877, had made use of a typtic model and of triangular diagrams, with contour-lines, rekrresenting varying physical properties corresponding to varying chemical composition. Still earlier, Prof. J. Willard Gibbs§ had used the diagram in similar work; and other scientists were thought by him to have preceded him in its use. During the period of nearly a quarter-century, following these early publications, there has been an ever-increasing use of graphic methods in numerous branches of scientific work, stimulated, in part, by the possibility of representation by three co-ordinates upon plane-surfaces. Yet the number of possible co-ordinates for graphic representation has always been, and always must be, insufficient to express many facts which are shown mathematically; while, without graphic representation, the involved nature of mathematical expression often fails to facilitate and promote research. The coming into use, therefore, of the fourth co-ordinate, permitting representation by four variables, marks but the beginning of some lines of research which could not well advance without this aid.

The Zener relaxation in alloys in the a! solid-solution region of the Cu-Ni-Zn ternary system has bear investigated. Of the binary solid solutions that bound this region, Cu-Zn and Ni-Zn exhibit measurable Zener peaks whereas Cu-Ni does not. At constant atomic percent copper, the Peak height drops uni.forinly from the value in the Cu-ZTL binary to zero in CIA-Ali. The cariation of peak ternperatuve with composition is linear. At constant atomic percent zinc, the peak height in the ternary alloys goes through a large maximum as compared with the binary values. The temperature of these peaks varies smoothly with composition. The half-width of the peaks in the ter nary alloys, however, are much larger than those in the binaries. A large enhancement of the relaxation strength of the Zener relaxation in ternary Au-Ag-Zn alloys as compared to the relaxation strengths in Au-Zn and Ag-Zn binary alloys was observed by Firson and ert.' Since this effect was unexpected, the present study was devised to investigate whether enhancement of the Zener relaxation in ternary alloys is a general feature or is particular to the Au-Ag-Zn system. We have chosen the Cu-Ni-Zn alloy system for this investigation. Measurable Zener relaxations are observed in both the Cu-Zn and the Ni-Zn binary systems, but not in the Cu-Ni binary system. A large solid-solution region extends to large concentrations of zinc, making it possible to vary composition of the alloys over a wide range without crossing phase boundaries. EXPERIMENTAL PROCEDURE Two series of alloys were prepared. the first at constant atomic percent copper, the second at constant atomic percent zinc. The compositions of these alloys are shown by the circles in Fig. 1. The alloys were prepared by melting the individual components, each of which had previously been vacuum-melted, in an evacuated quartz capsule in an induction furnace at 1500 C. The capsules containing the molten alloys were quenched in water to reduce coring. Any individual melt which exceeded 0.001 pct weight loss was discarded. The ingots were swaged to a 50 pct reduction of area and annealed for 1 week in an evacuated quartz capsule to aid homogenization. The alloys were then

(communication to the Secretary†):—The very interesting results obtained by Prof. Hofman and his assistants came to my attention when I had temporarily assumed charge of the metallurgical department of the Missouri School of Mines, and had found it, pending the completion of a new building, lacking a furnace in which to roast ore preparatory to the customary lead blast-furnace run. An attempt at lime-roasting had been already determined upon, but the use of a charge which would make a slag of definite composition was a new idea. The results following were obtained by Messrs. Aubrey Fellows, J. C. Long, E. R. Wash, and Dr. T. C. Tseung, under my supervision. IT, HAS been my privilege to be Chairman of Engineering Council for very nearly three years, during which time Mr. A. D. Flinn, the. Secretary, and myself, have seen the organization develop until it is functioning smoothly and accomplishing what it can with the money at its disposal. The earliest attempt at what may be called an Engi¬neering Council, of which. I have any knowledge, was made six or seven years ago when the four Founder Societies each appointed two men, who occasionally met to discuss matters submitted to them which were of importance to, the, profession as a whole. I was one of the representatives of the American Institute of Mining Engineers.

THE terms kaolin, china clay, ball clay, and paper clay are more or less loosely and interchangeably applied to a large class of white-burning clays. These clays are made up chiefly of hydrous amorphous (colloidal) aluminum silicates with variable amounts of free silica and other impurities in small quantities. Occasionally also the term kaolinite is wrongly applied to a white-burning clay, for kaolinite, is a mineral of definite chemical composition and definite crystalline form which occurs but sparingly in nature. It is not the purpose of this paper, however, to define or classify clays, or to enter into a discussion of the chemistry of clays. It is rather a general description of the occurrence and methods of mining of a kindred group of clays, and a discussion of their future economic aspect. In the Southern Appalachian States, the mining of white-burning clays has in recent years become an important industry. Although these clays are of several distinct types, which occur in as many localities under different geologic conditions, they are for the most part. primarily of the same origin. They are essentially the same in elementary constituents, and are largely consumed in the same industrial arts. From the standpoint of a mining engineer, therefore, and for convenience in comparison and correlation, it should be interesting to discuss them under one heading.

An analysis of the powder patterns of the omega transition phase in three binary titanium alloys containing 8 pct Cr, 13 pet Mo, and 15 pet V, respectively, showed that all could be indexed on an orthorhombic unit cell. The unit-cell dimensions were all quite similar. There is evidence for the occurrence of more than one transition phase in Ti-Cr and Ti-V alloys. FOLLOWING the discovery of a new brittle phase in certain titanium-chromium alloys by Frost, Parris, Hirsch, Doig, and Schwartz,' named ? by these investigators, much interest has developed concerning the identification of alloy systems in which this phase exists, kinetics of the transformation in such systems, and the crystal structure of the ? phases appearing. Omega has been found in alloys of titanium-manganese, titanium-molybdenum, titanium-iron,' and titanium-vanadium.' In the present work, a study was made of the powder patterns of the ? phase occurring in alloys of Ti-8Cr, Ti-13Mo and Ti-15V in an effort to obtain a basis of comparison for ? phases appearing in these different alloys. Comparison of Alloys for ?-Phases Two hundred mesh powders of Ti-8Cr, Ti-13Mo and Ti-15V were prepared. A portion of powder sufficient for three x-ray powder specimens was placed in a Vycor tube, evacuated to less than 0.1 µ pressure, filled with argon, and sealed. The tubes were then heated to 900°C, held at this temperature for 30 min, and water-quenched. Following this transformation to the ß phase, the specimens were quenched in lead or solder pots, held at the desired temperature for varying lengths of time and water-quenched. The heat-treatments used and the phases identified are listed in Table I. The intermediate water quench was used in lieu of direct downquenching from 900°C to the bath temperature desired to circumvent the possibility of transformation of the powder specimen from ß to (ß + a) while it was being moved from the homog-enization furnace to the lead bath. To check the possibility that upquenching to the bath temperature might bring into play a different mechanism than downquenching to this temperature, resistivity measurements were compared on Ti-8Cr rod specimens which were transformed isothermally at 400°C by downquenching from the solution-treatment temperature and those which were transformed at 400" C by upquenching ß specimens from room temperature. The results are shown in Fig. 1. No difference in transformation mechanism was noted. It soon became apparent that sufficiently detailed Debye-Scherrer photograms of the ? phase in the alloys which were to be used could not be obtained by the use of copper radiation. Although satisfactory photograms of ß and ß + a phases were obtained with this radiation, the ? phase appeared to exhibit mild fluorescence, making interplanar spacing computation virtually impossible. Molybdenum radiation appeared to offer promise in cutting down this fluorescent effect, the mass absorption of titanium for molybdenum radiation being 23.7 in contrast to 204 for copper radiation. The reduction in the accuracy in determining the location of the photo-gram lines caused by the shorter wave length of molybdenum characteristic radiation did not appear to be a significant factor. Utilizing a camera of 57.3 mm radius, best results were obtained for exposure times ranging between 30 and 40 hr. Tube potential

The purpose of this paper is to convince the managers of silvermills that their customary reports in regard to the percentage of silver saved are far from the truth. It may be unpleasant for them to have the proofs of this fact brought before the public, and for this rezson the author refrains from giving the names of the mines and mills from which the statistics here recorded were obtained. It may be asked: What is gained by informing the stockholders of our silver-mines that they receive incorrect reports? Will this increase their dividends or lessen their assessments? In the first place, it is always better to publish honest facts than fiction. In the second place, many superintendents believe in the correctness of their reports, and have no idea how much they deceive themselves. Finally, the knowledge that hitherto unexpected losses of silver take place may lead to the adoption of methods by which these losses are greatly reduced. These remarks refer also to smelting-works. The present paper, however, is concerned exclusively with amalgamation and lixiviation. The first and most important error is found in the inaccuracy of the commercial assay; the second in the incorrect sampling of tailings in amalgamation. Further, mills not doing custom-work, but reducing exclusively ores from mines to which the mills belong, are in the habit of weighing the ore only approximately and without making moisture-tests. Thus, a correct basis for calculating the actual percentage of silver extracted is lacking. The superintendent, then, finds it convenient to report the apparent extraction, i.e., the extraction indicated by comparing the value of the roasted ore, minus soluble salts, with the value of the tailings. How many errors are thereby committed it is not necessary to point out.

The depletion of most high-grade ore reserves coupled with growing demands for metals and fuels has made it necessary to bring into production increasingly lower grade deposits. Improvements in technology have made lower grade ores economically recoverable in spite of major increases in labor and material costs and the initial investments required to open new mines and build their metallurgical and service plants. To remain competitive, managements of mining companies must keep abreast of and exploit these often complex technical developments. The proper application of these improvements in technology requires extensive and detailed study. In addition, managements of mining and other industries are becoming more deeply involved in public affairs and the myriad of other nontechnical problems common to all industries. These involvements, plus the demands of evaluating technological developments as well as the necessary work related to the routine administration of operations, have required mining managements to delegate additional study and review functions to staff services. To help overcome the problems involved in adopting the best technologies, managements have generally expanded their engineering and research staff services. Integrated, base-metal-producing companies, having open pits, concentrators, smelters, and refineries, are generally more research and engineering oriented than are most smaller mining companies and quarries. However, mining methods for even the simplest open pits and quarries are improving rapidly, and installations of these improvements are essential to combat increasing costs. Because of this, the managements of smaller operations may also require enhanced engineering staff services to realize the potential benefits.
