A COMPLETE discussion of the literature on the subject of the influence of copper on iron and steel will be published elsewhere.1 The present paper is concerned especially with the precipitation-hardening of copper steels, and brief mention will be made here only of the work of Kin-near,2,3 Nehl4 and Buchholtz and Koster,5 who alone have studied this phase of the subject. Kinnear found that normalized low-carbon steel castings containing about 1.0 per cent copper on drawing at temperatures in the neighbor-hood of 530° C. (1000° F.) increased in tensile strength and yield point, with little decrease in ductility. The maximum effect was obtained with about 0.9 to 1.0 per cent copper, and when the copper exceeded 3 per. cent no improvement occurred on reheating. Kinnear did not study the effect of time of reheating-an all important factor where precipitation is concerned. Nehl,6 who apparently was unaware of Kinnear's work, recognized the change as due to precipitation and studied the interdependence of time and temperature of reheating, the temperature of the initial solution heat treatment, and the speed of cooling necessary to retain the bulk of the copper in supersaturated solu-tion and to give an increase in hardness and tensile strength on reheating. Nehl found that if the final rolling or forging temperatures exceeded 700° C. (1300° F.) it was not necessary even to normalize the steel, but full precipitation occurred on merely reheating the forged or rolled shapes at 500° C. (930° F.).

EDITORIAL comments on the anthracite report of the Federal Fact-finding Coal Commission, which became public on July 5, together with an analysis of its more important conclusions, will be found on another page of this issue. In this place, only a few extracts from the report, bearing more directly on technical matters, can be quoted, for lack of space. COST OF MINING Mining cost, as it stands on the books of each mining company, represents the average cost of the total output, all sizes, of anthracite. Egg coal has at least five times the market value of barley, but these' sizes are mined together and their costs can not be separated. Mine costs directly reflect the conditions under which these deposits of coal are recovered. Even within the few counties in which anthracite is found there is a conspicuous range of natural conditions. The distinc-tion between the Northern, Middle, and Southern field, or, as they are also termed, the Wyoming, Lehigh, and Schuykill regions, is primarily geologic and topo-graphic, but the effects of the natural conditions largely control costs. The contrast is great between Some of the level-lying beds of moderate but fairly constant thickness under the broad Wyoming Valley, where mining and underground haulage present relatively simple problems to the engineer, and the steeply pitching or overturned and faulted beds of variable thickness in the Schuykill field, where crushed coal' and treacherous roof multiply the difficulties of mining; and increase the unavoidable waste. Even more direct is the connection between geologic processes and the, differences in the character of the coal as mined, the varying proportions of large and small sizes demanding differences in preparation and resulting in different average prices realized for the product of the mines.

(Read at the Philadelphia Meeting, February, 1878.) THIS paper is an abstract and a discussion of results obtained by the United States Test Board in experiments upon 14 brands of wrought iron, most of which are well known and of high repute.* The iron was all intended for chain-cables; it was tested in the form of bars, usually of nine sizes, from 1 inch to 2 inches round, and also in the forms of single links and short chains. Not less-than 2000 tensile tests were made, each showing elastic limit, elongation, and reduction of area. This work was done with conspicuous intelligence and fidelity, at the Washington Navy Yard, by Commander L. A. Beardslee. Some important practical results and principles which he has developed, and others which he has confirmed, will be referred to. The chemical part of this work consists of 42 complete analyses (including slag), by Mr. Blair, chemist to the Board. EFFECTS OF COMPOSITION ON STRENGTH. Variations in the physical qualities of iron may he due to different composition, or to different treatment in manufacture, or to both these complex causes. In order to determine the specific causes of variation, one class of altering conditions should be made to vary largely, while the other classes should be kept uniform. Then another class should be varied, and so on, until the value of each is ascertained. As all the irons under consideration were intended to have that purity and refinement which was deemed indispensable in chain-cables, their chemical analyses are perhaps more important in proving that physical variations result chiefly from treatment, than in pointing out the specific effects of certain ingredients. While the subject of treatment-especially the increase of strength by greater reduction in rolling-may be the more important one, it can be best appreciated after we have familiarized ourselves with the gen¬eral chemical and physical characters of the irons. The typical facts are given in the following tables. * As the present object of the Board is not to compare the products of different makers, but to discover the physical effects of various composition and treatment, the irons are designated by letters rather than by their trade names.

of each particle on grain boundary movement is proportional to the area it occupies on the grain boundary and this increases with the square of the particle radius. In contrast to the impression gained by Tiwari the effectiveness of a particle, as a grain boundary obstacle, increases rapidly as the particle size increases. The counterbalancing factor in a dispersion of constant volume (e.g., those considered by Zener) is of course the rapidly diminishing number of particles, a situation which does not exist in thoria dispersed materials where the volume fraction of thoria remains constant. Although it has been assumed that the Zener approach is valid for the sake of the above argument, it is open to the following objections: 1) It assumes that the effect of many small particles along a grain boundary is cumulative and does not take into account the possibility of each small particle being overcome separately. In this case the boundary will not be able to move forward until the largest particle on the boundary has been overcome. This means that the rate controlling factor will be the rate at which a few relatively large particles are overcome with the remaining small particles playing a negligible role. 2) When the dispersion consists of very small particles the interparticle spacing is usually small compared to the grain size and most particles are located away from grain boundaries where they can play no part. The most efficient dispersion, from a purely geometrical viewpoint, is one where the particle spacing is equal to the grain size so that all the particles are on grain boundaries. Tiwari's second point that voids cannot prevent re-crystallization seems to be unfounded as several workes20-23 have shown that voids alone can retard grain boundary movement and recrystallization. To further convince Tiwari, Fig. 17 shows a void in deformed TD Nichrome holding back a recrystallization interface. Tiwari's explanation for the effect of voids on recrystallization, i.e., they reduce local strain energy and hence lower the driving force for recrystallization may be valid in itself but is irrelevant to the present case where even complete recrystallization after ONE of the more recently proposed expressions for describing stress-strain behavior is that due to Voce.1,2 This equation is usually written: s =s8 ?(s8?so)e??/?c [l] where s is the true stress, ? is true strain, cC is a constant called the characteristic strain, s8 is the asymptotic stress approached at high strain values, and so is the threshold stress at which the plastic deformation begins. While this expression has not been universally accepted as yet it does contain certain features which are consistent with experimental stress-strain behavior. In a more recent publication Hsu, Davies, and Royles3 employed the concept of generalized strain proposed by seth4 and identified a method for linearizing the stress-strain plot. In this approach the generalized strain was given by: where 7 is the generalized strain, 1 is the instantaneous length, 1, the datum length, and n is a constant called the "coefficient of strain measure". The mineral magnesite (MgCO3) if pure would consist of 47.7 pct MgO and 52.3 pct CO2. It is one of the calcite group of rhombohedral carbonates which includes calcite (CaCO3), siderite (FeCO3), rhodocrosite (MnCO3), and smithsonite (ZnCO3) among others. The members of this group enter into a wide range of substitutional solid solutions, whose range is still imperfectly known.* MgCO3 and FeCO3 appear to form a complete series of which breunnerite (ferroan magnesite) is a well known variety. Because of the considerable difference in size of the Ca and Mg ions, there is only a limited range in substitution in the MgCO3-CaCO3 series. (Dolomite, not strictly a member of the calcite group, may be regarded as an ordered structure developed when Ca: Mg is approximately 1:1.) The practical consequence of these relationships is that the lime carbonates (calcite and dolomite) are commonly present in magnesite deposits chiefly as mechanical mixtures. Magnesite may be either crystalline or "amorphous" (cryptocrystalline). The crystalline form has a hardness of 3.5 to 4.0. The color may range from white to black through shades of yellow, blue, red or gray. It is rarely found pure but generally contains variable amounts of iron, lime, and silicate minerals. Color cannot be used as an index of purity except under specific local conditions in a single quarry. In a given quarry an experienced man may be able roughly to grade magnesite by intuitively assessing such features as crystallinity and color. Crystalline magnesite occurs in larger deposits, but the cryptocrystalline variety is more common. The latter is fine-grained and compact and shows no cleavage; often it is descriptively called "bone magnesite." The fracture is usually conchoidal, and hardness is 3.5 to 5.0. It is normally white, but sometimes it is light yellow to orange or buff because of included impurities. In addition to lime and iron, which may be present in small amounts, silica may be present as inclusions of serpentine, quartz, chalcedony, or other minerals. In general, commercial deposits of "amorphous" magnesite have lesser amounts of accessory minerals than does crystalline magnesite. The specific gravity of "amorphous" magnesite is 2.90 to 3.0. Pure, crystalline magnesite has a specific gravity of 3.02, but iron carbonate, commonly present, raises the specific gravity to somewhat higher values. Magnesite dissociates, when sufficiently heated, into magnesia (MgO) and carbon dioxide. Either simultaneously or upon further heating the magnesia develops a crystalline structure identical with that of the natural mineral, periclase, which occurs sparingly in nature but not normally in workable deposits. Brucite is another magnesium mineral capable of being directly reduced to magnesia by heat alone. Brucite (Mg(OH)2) has been mined for the production of various grades of magnesia. It theoretically contains 69.1 pct MgO and 30.9 pct H2O. It may be white, but is generally blue or green with a gray cast. It has a translucent appearance. The mineral is soft (hardness, 2.5), and has a specific gravity of about 2.4. When considered from the viewpoint of world annual output, tin is one of the rarest metals. Its annual production is exceeded by that of iron, copper, lead, zinc. aluminum, magnesium; probably by that of the ferroalloys of manganese, chromium, and silicon, and possibly by the world production of sodium; while it exceeds only the output of such common metals as nickel, antimony, mercury, tungsten, molybdenum, silver, gold and the precious metals. Cassiterite, or tinstone, until the second World War was the only mineral that was an important source of tin. This mineral is frequently called "tin ore." The use of the term should be restricted to the ore containing the mineral, and not, in addition, to the concentrates of the mineral obtained from the ore or from stanniferous alluvial deposits. There is a general misuse of the term "tin ore" in the Malay Peninsula and adjacent localities, particularly where most of the mineral is obtained from secondary stanniferous deposits. The term "cassit-erite" is exclusively used in mineralogical, geological, and other scientific writings; it is unfortunate that it is not mole frequently used when referring to the occurrence of the mineral on an economic scale. Ores "Tinstone" js a very convenient old English term deserving a more frequent use. Tinstone is a dioxide of tin, or stannic oxide. When chemically Pure, as in the very rare transparent variety, it has a metallic content of 78.6 per cent tin. Frequently, however, the crystals and grains contain appreciable amounts of impurities, chiefly iron and tantalum. The impurities here referred to are those actually in the mineral itself. Tinstone usually has a deep brown or black color with an adamantine luster. Several other colored varieties are known, among them red ruby tin, yellow rosin tin, and yellow wax tin. the names jn each case being descriptive of the mineral's appearance. Ainalite is a variety of cassiterite con-taining almost g per cent of tantalum pentoxide. Sparable tin, tooth tin, and needle tin, as a result of their acute dite-tragonal pyramidal crystalline form, re-ceive their names from their crystallo-graphic appearance. Wood tin is a compact variety of cassiterite composed of radiating fibers resembling dry wood. Toad's-eye tin is a similar variety on a smaller scale in which the fibers appear to resemble the eye of a toad. Stream tin is water-worn tin-stone. Float tin is sometimes employed to describe the cassiterite occurring in soil derived from the weathered surface of a mineralized area. Stannite is an ore of tin of lesser impor-tance than cassiterite. It is a sulphide of tin, copper, and iron, sometimes known as tin pyrites or bell-metal ore. Its chemical com-position is sometimes expressed by the for-mula Cu,S.FeS.SnSz with zinc usually present in varying quantities. The tin con-tent varies from 22 to 27 per cent and there is about 29 per cent of copper, 13 per cent of iron, and 30 Per cent of sulphur.

IN discussing the waste upon which hinges, or is supposed to hinge, so largely the preservation of our national resources, the conclusions reached would be more reliable if actual ex¬perience were consulted, and fewer deductions were drawn from general statements, which are often the product of the imagination. It cannot be questioned that the value of by-products has not been sufficiently appreciated by us, and that our, tardiness in recovering the useful ingredients of the escaping gas of our coke-ovens is one of the most glaring instances of shortcoming in that direction. And yet even for that sin there is some palliation in the immature condition of affiliated industries. I presume that it is admitted, without argument, that, except under very exceptional conditions, all the elements cannot be recovered from most of the ores or natural products. which we treat. While it is a shame that the by-products from our coke-ovens should be dissipated, Edward W. Parker's report to the U. S. Geological Survey for 1906' supplies a fairly good excuse in justification of this appalling waste. He says (pp. 773 to 774.)

MR. NEILSON was born Aug. 12, 1842, at Philadelphia, Pa., where he died Dec. 30, 1906. His business career began with his graduation, in the class of 1862, from the Polytechnic College of the State of Pennsylvania. For a short time after graduation he was instructor in mathematics at the college, and then became associated with Messrs. Booth & Garrett, chemists, of his native city: In 1867 he was sent to the Adirondack mountains to care for mining interests of the late Jay Cooke, and spent about three years there, operating the forges at Elizabethtown, Essex county, N. Y. He also prepared an interesting monograph on Catalan forges and their operations. In 1868 he published a chart showing the material progress of the United States, and the cost of certain staple products during a series of years, which is believed to be the first of its kind issued in this country. In 1870 he made a trip to the Pacific Coast, prior to entering the service of the Pennsylvania Steel Company. In 1871, when the Logan Iron & Steel Co., of Burnham, Pa., failed, Mr. Neilson was appointed receiver, re-organized the company, became' its General Manager, and spent more than four years in this work. In the meantime, he became interested in the Freedom forge of the same place, and, with Mr. Wm. Burnham and Mr. Milton Brosius, laid the foundations for what is now the Standard Steel Works. From Jan. 1, 1877, to April 1, 1890, he was General Manager of these works, and closely associated with the Baldwin Locomotive Works. In 1878 he was in charge of the first consignment of Baldwin locomotives to Europe, which, with a picked crew of men from Baldwin's, he took to Eydtkennen, Russia, and placed in service. This article is not intended to be a technical discussion of that act by title, subtitle, section, or supplement, nor an analysis of inter- dependent sections of the various acts over many years woven on the fiscal loom f our Congressional machine. Such a discussion would require the spinning of a web of words too long for patience. Yet ,a general statement of the underlying plan of the 1936 Act, so far as it affects dividend policies, is perhaps useful.

Over the past ten years, analysis of the acceptability of face ventilation systems has been based on numerical criteria rather than solely a study of air flow and methane patterns in the face area. This type of analysis has become possible primarily because of the instrumentation and mathematical models developed by the Ventilation Division, Pittsburgh Health Technology Center, Mine Safety and Health Administration (MSHA). To properly use these mathematical models, large amounts of methane and airflow data must be collected in the face area during mining activities. To supplement underground testing of face ventilation systems, a full scale model of a face area was built. This model includes a full scale model continuous miner, a face ventilation system, a gas release system, and a remote methane detection system. The remote methane detection system consists of an array of twelve methane sensors located throughout the face area. Data from the sensors are transmitted to strip chart recorders. Methane, air quantity, and other data collected during a test are entered into a computer for analysis. This paper presents the data entry system, the models used for data analysis, the test results, and the application of these results to a face ventilation system.

The authors give a definition of the various types of corrosion that may affect a metallic conductor buried in the ground, namely: 1. The metallic conductor may be attacked by the surrounding soil. This phenomenon is purely local and is called by them soil corrosiveness. 2. The metallic conductor may connect two regions of the ground when the electrolytes have a different composition. An electrical current will then be generated and certain zones of the conductor will be oxidized. This is autogalvanic corrosion. 3. Stray current may flow in the ground and enter the conductor in certain sections and leave it in others, thus causing oxidization in certain zones; this is electrolytic corrosion. The soil corrosiveness has been studied extensively by the United States Bureau of Standards and the authors give a summary of the work carried out and results obtained along this line. In autogalvanic corrosion it has been shown, by the investigation of buried pipes, that the zones of corrosion are associated with the zones of egress of the electric current (anodic zones). The location of these zones can be determined by measuring at the surface of the ground the difference of potential that exists along the path of the pipe. This work is performed easily and quickly with the apparatus invented by the authors for the exploration of conductive orebodies. The problem of electrolytic corrosion is a difficult one because it is a question of stray current which may vary in direction and intemsity at every instant. Therefore the components of the electrical field must be known at a given station and compared with the components of the clectrical field at another station, at the same moment. DURING the past twenty years, a considerable background of knowledge has been built up on the chemical behavior of oxygen in liquid iron. Little is known regarding oxygen in liquid nickel or the effect of nickel as an alloying element on the behavior of oxygen in liquid steel. The solubility of oxygen in liquid iron was determined by Fetters and Chipman' and, more precisely, by Taylor and Chipman.' The Ni-NiO eutectic was placed by Merica and Waltenberg"' * at 1438°C and 0.24 pct 0, and this point has been confirmed by others." O It was reported by von Bohlen und Halbach and LeitgebelT that nickel and its oxide are miscible in all proportions at 1600°C, but this report is discredited by observations of others. The melting point of NiO according to von Wartenberg and ReuschV s 1990°C. Approximate values of oxygen solubility at several temperatures were reported by Hensel and Sc0tt.O The data of Krupowski and Balickil0 are inconsistent with those of Hensel and Scott and indicate a solubility less than half that found in the present study. For oxygen solubility in Fe-Ni alloys under pure iron oxide-nickel oxide slags, only the scattered data of von Bohlen und Halbach and LeitgebelT are avail- able. The careful work of Bardenheuer and Brauns" involved silica-saturated slags. The equilibrium between Fe-Ni alloys and iron oxide-nickel oxide slags was studied by zur Strassenu and by Jander and Senf,u but no oxygen analyses were reported. Oxygen in Pure Nickel Apparatus and Nlethod: Samples were taken with a "Taylor sampler" from a bath of molten electrolytic nickel held under an air atmosphere in a magnesia-lined 30 lb induction furnace. Saturation of the melt with oxygen was effected partly by the addition of chemically pure black nickel oxide and partly by the air atmosphere. Samples were taken only when there was a clearly visible oxide phase present. To avoid contamination of this oxide phase, the silica-sheathed Pt—Pt-10 pct Rh thermocouples, by means of which temperatures were measured, were immersed in the melt for the minimum time consistent with accurate reading. It is deMonstrated that quenching from an elevated temperataupe accelerates the grain boundary relaxation in two solid solutions (aAg-Zn and a Cu-Al). This result is consistent with the proposal that, in solid solutions, grain boundary relaxation occurs by a mechanism of' self diffusion. Nevertheless, an alternative possibilitg, that quenching introduces vacancies into the boundary itself, must also be considered. THE phcnomenon of grain boundary relaxation has been well known for many years,1,2 yet the mechanism of this process is very poorly understood. One of the most interesting suggestions which relates to the mechanism of grain boundary relaxation was that of Ke,3 who claimed that the activation energy for grain boundary relaxation and for lattice self diffusion were essentially the same. The implication is therefore that the elementary step in the two processes is the same. This suggestion is particularly startling in view of the fact that activation energy for self diffusion along a grain boundary is very significantly lower than that for volume self-diffusion. Later evidence5-7 showed that there really are two grain boundary peaks, one which appears in high-purity metals, and the other (which develops at a higher temperature than the first) which appears in solid solutions beginning at solute concentrations in the range of 0.1 pct. Data for silver6 show that Kg's hypothesis is surely incorrect for the grain boundary peak in the high-purity metal, since it has an activation energy of only 22 kcal per mole, but that the hypothesis may still be correct for the grain boundary peak in various silver solid solutions, for which activation energies in the range 40 to 50 kcal per mole are observed. If the elementary step in the grain boundary relaxation process were the same as that for self-diffusion, it would be expected that the relaxation process could be hastened by quenching, 2.c. by introducing a non-equilibrium excess of lattice vacancies. Such a quenching effect has already been demonstrated in the case of another anelastic relaxation process, viz., the Zener relaxation effect. The Zener effect, which occurs in essentially all solid solutions, may be attributed to the reorientation of pairs of solute atoms in the presence of an applied shear stress,' and therefore must take place by means of a volume diffusion mechanism. The hastening of this process through quenching9 has been one way of demonstrating that atom movements in the lattice take place through a defect mechanism, presumably single vacancies. In order to see if the grain boundary relaxation is affected by quenching, it is particularly convenient to compare the grain boundary relaxation with the Zener effect, by choosing a specimen for which both relaxation effects appear. Specifically, a fine-grained sample of a solid solution shows in the curve of internal friction vs temperature, first a peak due to the Zener effect, then a second rise (and eventually a peak at substantially higher temperatures) due to the grain boundary relaxation. The same phenomena are also observable in static anelastic measurements, such as creep at very low stress levels. Thus, for the same fine-grained solid solution, the creepstrain, when plotted against log time, falls on a sigmodial curve with a sharp inflection point, due to the Zener effect, which is followed by a second rise and inflection resulting from the grain boundary relaxation. To look for a quenching effect, static measurements are preferable to the dynamic internal friction measurements, due to the fact that quenching effects tend to anneal out too rapidly at the temperatures at which the internal friction is measured.9 RESULTS AND DISCUSSION Creep experiments in torsion were carried out in an apparatus similar to that described by Ke1, whereby a wire is held under constant torque and its angular displacement is observed as a function of time. The alloy Ag-30 at. pct Znwas selected because of the large Zener relaxation that it displays. The two samples used were a "coarse grained" wire with a mean grain size about twice the diameter of the wire (diam = 0.032 in.), and a "fine-grained" wire which had several grains across the diameter. In Fig. 1 a comparison is made of the creep curves at 160°C of these two samples after they had been cooled slowly from 400°C. Curve A, which represents the coarsegrained sample, shows a unique relaxation process due to the Zener relaxation, with a relaxation time, T , in the vicinity of 100 sec. Curve B, which represents the behavior of the fine-grained sample, on the other hand, shows first the same relaxation process as that in A, followed by a turning up of the curve which corresponds to the onset of a second overlap-

Introduction This paper is a general description of current central Florida phosphate mining, beneficiation, and product transportation. It is directed and believed to be of interest to engineers not familiar with this industry. Deposit: The phosphate deposits of central Florida are generally located in a five county area which includes Polk, Hillsborough, Hardee, Manatee, and DeSota counties. Geologically, the deposit is of marine origin and is identified as the Bone Valley formation. This formation is Pliocene to Recent in geological age and overlies a Miocene limestone formation known as the Hawthorn. The Bone Valley formation sediments are regionally characterized by equal proportions of apatite, quartz, and clay. The clay is predominantly of the mont-morillonite family. On a local scale, however, the proportions of these three major constituents vary considerably. The phosphate occurs as the apatite mineral (Ca 10F2(PO4)(6) and with the clay and sand, the minable ore is commonly referred to as matrix. This matrix is overlain by unconsolidated overburden of sand and sandy clays, ranging in depth from 10 to 45 ft. The matrix usually occurs in fairly horizontal continuous beds from 3 to 25 ft in thickness. The bedded limestone formation lies directly below the matrix and is generally well defined. The phosphate particles range from 3/4 in. to 200 mesh (Tyler) in size. The phosphate particles coarser than 14 mesh are called pebble phosphate and those less than 14 mesh are termed flotation feed which, when beneficiated, subsequently become concentrates. Through mining and beneficiation, phosphate quality is measured in BPL percent which stands for bone phosphate of lime units. In subsequent chemical manufacturing, the quality is indicated by P205 content. The deposit is economically characterized by various ratios such as tons of product per acre and cubic yards handled per ton of product. Magnesium, iron, and aluminum content are also considered in evaluating ore reserves. These elements are often critical to the chemical fertilizer processes. Presently, an ore body is considered economically minable if it meets the criteria shown in [Table 1]. These, of course, are general guidelines and specific costs and returns on investment must be considered in each case for acquiring reserves. On a new grass-root venture, a 20-30 year life is generally expected with a mineral recovery of 80%. History and Uses Phosphate mining in central Florida began around the turn of the century. However, in the early days, only pebble phosphate was produced until about 1930 when technology was available to beneficiate the -14 + 150 mesh particles. The -150 or -200 mesh material was discarded as it is today. The basic processes for beneficiation are washing, scrubbing, desliming, sizing, and flotation. These basic unit processes are essentially the same today although many improvements have been developed since the early days. Phosphate is used primarily in the production of high analysis fertilizer chemicals, typical of which are triple superphosphate, monoammonium phosphate (MAP), and diammonium phosphate (DAP). Phosphate is also used in the production of food preservatives, dyes for cloths, vitamin and mineral capsules, steel hardeners, gasoline and oil additives, toothpaste, shaving creams and soaps, bone china dishes, plastics, optical glass, photographic films, light filaments, water softeners, insecticides, soft drinks, road fill, and livestock feed supplements. Florida produces over 80% of the nation's marketable phosphate rock and one-third of the world production, according to the US Bureau of Mines. This amounted to approximately 35 million tons in 1975. Exports of Florida phosphate rock were to such countries as Canada, Japan, West Germany, Italy, and India, with Canada and Japan being the major users. Almost 95 o of all outbound cargo shipped through the port of Tampa is phosphate rock or related products. Beneficiation Following is a description of Agrico's new Fort Green beneficiation plant which is typical of the newer large capacity plants being built in the field. Agrico's Fort Green mine was completed in 1975 and is located in the southwest corner of Polk County and is directly adjacent to Manatee, Hillsborough, and Hardee Counties. With some minor differences, Fort Green is typical of a modern central Florida plant. The rated capacity is 3,000,000 plus tons of product per year and this varies according to the richness of the ore being handled. A simplified flowsheet is presented in [Figs.1 and 2]. This plant is served by three draglines of the 40-cu-yd class. The phosphate beneficiation is usually divided into three major functional steps: (1) washing and screening to produce a pebble product and flotation feed, (2) feed preparation and (3) flotation to produce concentrates. The typical plant is similarly divided into these three functional areas. Washer: Briefly, the slurried matrix is pumped from two draglines simultaneously at a combined rate of about 20,000 gpm at 2000 tph (solids) to rotary trommel screens sized to make a 7/8-in. separation. ([See Fig. 1]-) The trommel oversize is sent to hammermills where it is crushed and returned to the trommel screens, or pumped to tailings if minor impurities (Fe203, A1203, MgO) are too high. The trommel undersize is pumped to 14 mesh stationary (static) flat screens. The flat screen over¬size is subjected to three stages of 14 mesh vibrating screening and two stages of log washing in order to produce a final pebble product. This paper comprises suggestions on certain points rather than a complete survey of the whole subject. In other words, it is a contribution to the kenera1 discussion invited by John Hays Hammond in his paper, presented as a Presidential address at the Chattanooga meeting of the Institute, in October, 1908.1 Mr. Hammond says, in conclusion: "... I am not offering a code, or even an official and representative declaration of principles.. My remarks are intended, and will, I hope, be accepted, simply as a contribution to that discussion of their theme in which every engineer of experience may participate." Such a discussion has been conducted in technical journals, as well as in contributions to the Transuctions of the Institute; and, in the remarks here offered, I shall have occasion to refer the read& to what I have thus published elsewhere, for more extended statements of my views. What Mr. Hammond says about loyalty to employers, the double capacity of the engineer as an employer, the expert witness, commissions on machinery, the statement that most swindling is done by laymen and not by engineers, duty to the investing public, and the engagement of local engineers as colleagues, it is a pleasure to indorse. DEVELOPMENT of the cement industry in Mexico began some 40 years ago. It has gradually reached great importance in the economic life of the country and has contributed greatly to the technical and economical advances which have been so noteworthy, particularly during the last 15 years. From a modest start, the industry now comprises 18 cement-producing plants having a potential annual capacity of approximately 14 million bbl. About half the plants were built and equipped with secondhand machinery during the last world war when no new machinery could be procured. They will hardly attain full production before being modernized and reconditioned, a job now under way in several of the plants. At present, the yearly consumption is only about 8 to 9 million bbl but is steadily increasing. This is only a fraction of the cement consumed in the U.S.A., which is about 250 million bbl per year, although on the basis of consumption per capita per year, the figure is 1/3 bbl for Mexico and 1 2/3 bbl for the U.S.A. Cement consumption in Mexico is well above the average of all other Latin American countries, with the exception of the Argentine, and considering the potentialities and undeveloped riches of Mexico, the road construction and irrigation works, it is fair to assume that the Mexican cement industry will still prosper and expand in spite of temporary setbacks in the future caused by local events of economic or political nature. Portland cement is manufactured by burning a mixture of raw materials, one of which is mainly composed of calcium carbonates and the other of aluminum silicates. The most typical materials answering this description are limestone and clay, both of which occur in Mexico in many varieties. To be usable for cement manufacture limestone should contain at least 77 to 80 pct calcium carbonate. Lower grade limestone can be used for cement manufacture only if the lime content is increased by the beneficiation process, which has not yet been adopted by the Mexican cement industry. Most of the limestone used by Mexican cement plants has a calcium carbonate content of 90 to 95 pct and therefore requires addition of one or several correction materials. A typical composition of raw mix for cement manufacture is 85 pct limestone and 15 pct shale, clay or volcanic materials. Occasionally it is necessary to add a smaller amount of sand or other siliceous material to increase the silica ratio in the raw mix. Likewise, it is sometimes necessary to add 1 or 2 pct iron ore to facilitate fusion in the kiln and to obtain proper relation between alumina and iron oxide. After calcining and
