The numerous direct processes which have been patented and brought before the iron-masters of the world, differ materially from that now introduced by Mr. Wilson. After a careful examination of his process, I am convinced that Mr. Wilson has succeeded in producing good blooms from iron-ore, and I think that I am able to point out theoretically the chief reasons of the success of his method. Without going deeply into the history of the metal, I may mention the well-known fact, that wrought-iron was extensively used in almost all quarters of the globe, before pig or cast-iron was ever produced. Without entering into the details of the processes by which this wrought-iron was made, it suffices for my present purpose to say that they were crude, wasteful, and expensive, so that they can IE employed to-day only in a very few localities favored with good and cheap ore, fuel, and labor. The constructiou of larger furnaces and the employment of higher temperatures led to the production of a highly carbonized, fusible metal, without any special design on the part of the manufacturers in producing it. This pig-iron, however, could be used only for a few purposes for which metallie iron was needed; but it was produced cheaply and with little loss of metal, and the attempt to decarbonize this product and bring it into a state in which it could be hammered and welded was soon successfully made. This process of decarbonizatioa, or some modification of it, has successfully held the field against all, so-called, direct processes up to the present time. Why ? Because the old-fashioned bloomeries and Catalan forges could produce blooms only at a high cost, and because the new processes introduced failed to turn out good blooms. Those produced were invariably "red-short," that is, they contained unreduced oxide of iron, which prevented the contact of the metallic particles, and rendered the welding together of these particles to form a solid bloom impossible. The process of puddling cast-iron, and transforming it by decarhonization into wrought-iron has, as everybody knows, been in successful practical operation for many years, and the direct process referred to so closely resembles this, that a short description of the theory of puddling is not out of place here.

THIS is the story of the recent operations of the Standard Cyaniding Co., which owns the Standard mine, a low-grade gold property in sight of Highway 40 about thirty miles from Lovelock toward Winnemucca, Nev. The ore is mined by power shovel and cyanided after grinding to only 3/S in. A total direct cost of $1.24 was attained in 1941 on 600 tons a day. Mining operations ceased, under Government edict, in 1942, and only in recent months have been resumed. The operating difficulties of today are: (1) the high cost of supplies; (2) labor problems; and (3) Federal laws as interpreted and enforced by executive bureaus of the Government. Of these, the increased cost of supplies is the least important.

T HE smelting industry in Utah is represented by four plants: The Midvale of the United States Smelting, Refining & Mini.ng Co., the Murray of the American Smelting and Refining Co., the Garfield of the same company and the Tooele of the Inter- na.tiona1 Smelting Co. The first two are lead smelters, the Garfield plant is a copper smelter while the last named embraces both a lead and copper smelter. A total daily smelting capacity of over 10,000 tons is represented, of which 4000 tons is lead smelting capacity. With the exception of Tooele, forty miles distant, all of these smelters are within twenty miles of Salt Lake City. Pyrometallurgical operations in this district are con- fined entirely to the production of unrefined bullion, which is shipped east to the various refineries of the respective companies. The smelting industry in this state had its beginning away back in the latter days of the Civil War, many years before the completion of the trans-continental railroad. Ox teams were still bringing their companies of better fixed Mormon emigrants across the plains to the valley of the Great Salt Lake and those in lesser circumstances were still pushing their hand- carts over the same roads to the temporary abode

The Santa Rita copper deposit first served as a source of native copper for Indian implements and weapons. In 1801 Santa Rita copper, trans- ported by mule train to Chihuahua, began to be used commercially for making coins. It was a small- scale operation made difficult by Indian raids, transportation costs and depletion of the higher grade ores. There was, moreover, no known method for economically extracting copper from the under- lying low grade sulfide ores. Originally, copper and copper oxide ores were mined by underground methods, but there was virtually no development of the deposit-which became United States territory after the Treaty of Guadalupe Hidalgo in 1848-for almost a hundred years. A number of small underground mines had been started during that time, but it was not until 1873 that all the principal claims were consolidated under one control.

THE tendency all over Europe, just as it is with us, is to go to the use of turbines for new construction or replacement of old steam or even gas engines. 'The lower construction cost and the lower operating cost, when they can have high steam temperatures and pressures, together with their efficiency, is the cause of this change to turbines, both high and low pressure. The present trend is to equip plants with modern, efficient steam boilers, turbines, etc., and gradually work into high-pressure superheated steam equipment to accomplish a saving. One company has just completed a 375 to 400 lb., 700 deg. superheated steam installation and turbo-blowers with this end in view. Some of our new steam plants are using 350 lb. working pressure.

The problems confronting the development of Latin America's mineral resources have hinged largely on the political and economic climates-in short, the investment climate--existing and often changing in each nation. .The attractions and risks confronting today's investors in such mineral developments have been described and debated to considerable length during the past two decades, the arguments pro and con colored by the previous experiences incurred by the would-be investor, whether company or individual. In an effort to shed light on the investment climates existing today throughout Central and South America, the Council of Economics brought four experts together at the AIME Annual Meeting last March to give their views on this subject.

SAFETY practice or the elimination of accidents in our coal mines is specifically a problem of management. It cannot be delegated to any governmental agency except that the various coal-producing states do and should have some minimum safety standard laws. However, the legislative method of attempting to control mine accidents is ineffective because of the delay between the necessity and the action. It will always be impossible to keep our various state mining laws up to date; and when the law says you must do a certain thin there is a tendency to do this and no more. SOME 2,000 years ago Pliny is supposed to have said, "Out of Africa always something new." It may perhaps even now be news to a great many that the Belgian Congo has in recent years been producing approximately a quarter of a ton of diamonds annually. For that is what the 1 1/4 million carats, the recovery from 40-odd operating mines, and about 20 or 25 per cent of the world's normal consumption, amounts to. In 1915, first exploitation operations produced less than 50,000 carats from two mines. The rapid expansion of operations following the Euro¬pean war meant a most rapid development of a virgin land. The interior is now reached by air in one day from the mouth of the Congo River, where steamers unload mail and passengers from Antwerp. This trip formerly consumed 4 to 6 weeks by a narrow-gage, wood-burning, railroad around the rapids of the lower Congo and Livingston Falls; by river boat to the heads of navigation, Djoko Punda on the Kasai or Luebo on the Lulua; and thence by caravan of native porters over narrow-trails to head¬quarters on the Tshikapa. Hundreds of miles of automobile roads have been constructed over veldt and through forest, bridging streams and ferrying rivers. The railway from Capetown to the Katanga copper district to the East, once two months away by trail is now reached in 2 or 3 days over fair automobile highway. Native "boys" who a few short years ago wore little more than a smile and a string of beads and to whom a wheelbarrow was a complicated piece of machinery, are today driving Fords, tending boilers and engines and operating electrical equipment, or are capable mine workmen, machinists and artisans, and dressed in all manner of cast-off white man's clothing. Even as late as 1920, due to difficulties of securing and transporting machinery during and just after the war, the crudest hand operations were the rule for the excavation, sizing, and concentration of the diamondiferous gravel. All washing and concentration is now mechanized, using steam or electric power, and where operations are sufficiently large to permit competition with native labor costs, excavation and transportation are also accomplished by machinery.

THE earliest mention of the sulphur deposits in what is now Culberson County, Texas, seems to be contained in "Explorations and Surveys for a Railroad Route from the Mississippi River to the Pacific Ocean, United States War Department, 1853-54." Captain John Pope (he was not commissioned Captain until 1856) had charge of one of the divisions of the Survey. In his report on the geology of the route, William P. Blake noted the analysis of a greenish earthy powder from the bed of Delaware Creek, at the springs, which contained 18.28 per cent. of free sulphur. The report states: "From the chemical examination of the waters of the spring, by Dr. Booth, it appears that chloride of sodium is the principal solid ingredient, but considerable quantities of sulphide of sodium are present. * * * * * The waters from the springs examined by Dr. Booth were alkaline, but it is possible that some of the springs are acid; and in this case the precipitation of sulphur would ensue on the mixture of the acid waters with those charged with alkaline sulphurets and the origin of the deposits of sulphur would he thus explained." This is the first reference to the existence of sulphur in that region, the first mention of the character of the water found there and the first suggestion as to the' origin of the deposits. The possibility of the existence of acid waters was confirmed by E. M. Skeats, nearly 50 years later.1 In this publication, Skeats says that the water from the sulphur deposits in Section 11, Block 114,, Township 5, contains 79.08 grains of free sulphuric acid per gallon. This locality is about 13 miles (21 km.) south of Delaware Creek and about 35-miles (56 km.) east of the Delaware Springs. The next published reference to the existence of sulphur in Trans-Pecos Texas is in the First. Annual Report of the Geological Survey of Texas, 1889, page 226, where W. H. von Streeruwitz mentions that sulphur is found in that region, but gives no further information. In the

This paper reviews the three major distillation processes: multiple effect (LTV) evaporation, multi-stage flash distillation and vapor-compression forced circulation evaporation. Scale preventative measures are discussed for all saline water applications. Operational data is presented on the Freeport, Texas, demonstration plant, which is the first government facility to produce one million gallons per day of fresh water for a municipality. There has been much publicity concerning the water crisis that confronts many peoples today. There is little doubt that the arid regions - which include the Middle East, parts of Africa and the Caribbean — have suffered to no slight extent for the lack of this most precious commodity. But what about our own country? Government experts have extrapolated demands and flatly predict that by 1980 we will be faced with a shortage of 80 billion gal per day. The validity of this prediction has been disputed by others; however, it appears certain that there will always be a natural abundance in some areas, a shortage of supply in other areas. Distributing our total natural water resource equitably would be impossible. Transmission of water by means of aqueducts can be an expensive undertaking. The controversial Feather River Project in Calif. is an example. The estimated cost for this venture is a staggering three billion dollars. As our population continues to increase and our standard of living rises, agricultural and industrial requirements will be proportionate. What can be done to avoid a crisis? We can conserve and use our water for industrial and irrigation purposes more judiciously: we can attempt to eliminate pollution of our natural resources from sewage and industrial wastes; we can develop, while there is time, saline water conversion processes for the massive production of low cost fresh water. The scope of this paper will be limited to only the distillation type processes that are commercially feasible. The first step in making potable water is to find a source of raw material. An inexhaustible supply is provided by oceans in coastal regions, but the supply of water is more critical in the inland communities of our country. The source of raw material in these. regions is brackish well water and this must be utilized. There is a significant process difference when handling brackish water compared to seawater and this brings out an important fact: No single conversion method can be universally applied to solve all the water problems. Composition of the raw water and degree of distillate purity are factors which must be considered before a particular process is selected. Local conditions at the plant site, fuel costs, labor costs, disposal facilities, etc. are other equally important factors which must be evaluated. WATER CONVERSION PROCESSES Conversion processes commercially feasible today are: 1) multiple effect evaporation, 2) multiple flash distillation, 3) vapor compression distillation and 4) electrodialysis. The first three are distillation processes which take potable water out of the raw water, while the fourth is a membrane process which takes out the salt. In addition to the above there are a good number of other promising methods for production of potable water, many of them in the basic research stage. Freezing is another promising process with commercial potential. This process hinges upon the formation of ice crystals which are free of salt occulsions. Separation and washing of the crystals are problems that must be solved before this process can be considered commercially feasible. Freezing processes have several advantages mostly attributable to the low temperature of operation. This low temperature reduces the scaling and corrosion problems encountered in higher temperature operations. Several different freezing processes are being considered and will be tested in the pilot plant at Wrightsville Beach. One process is a flash freeze process, a second uses a secondary refrigerant such as butane for freezing, and a third process employs a secondary refrigerant particularly controlled to produce large ice crystals. Uranium ore deposits in the Lisbon Valley area are in an arcuate belt, 15 miles long by one-half-mile wide, on the southwest flank of the Lisbon Valley anticline. They range in size from 500 to 1,500,000 tons and by mid-1965 had yielded 6,147,000 tons containing 48,530,000 pounds of U3O8. Ore bodies average 6 feet thick, are tabular, amoeba-shaped masses, concordant to the bedding, and are in the thickest, lowest sandstone unit of the Moss Back Member of the Chinle Formation of Triassic age. The host rock is predominantly a fluviatile, calcareous, fine-grained to conglomeratic sandstone. Uraninite, the principal ore mineral, fills the pores in the sandstone and partly replaces sand grains and fossil wood fragments. During Late Permian and Early Triassic time pre-Chinle Formations were arched to form the ancestral Permian anticline. Moss Back streams truncated Moenkopi and Cutler beds which capped the ancestral anticline and then covered it with fluviatile elastics, which were subsequently covered by thousands of feet of Triassic, Jurassic, and Cretaceous sediments. Uranium, probably derived from the Chinle Formation by diagenetic processes, was transported in connate ground waters, was moved by compaction or hydrostatic forces, and was deposited under reducing conditions. Uranium was emplaced around the crest of the ancestral anticline, prior to the Laramide orogeny. During the orogeny, the Tertiary-Lisbon valley anticline was super induced on the Permian anticline and, penecontemporaneous with uplift, was faulted parallel to its longitudinal axis. The Big Indian ore belt on the southwest flank footwall block was elevated to approximately its present position, and the northeast flank hanging wall block was elevated only slightly. An extension of the Big Indian ore belt around the northeast flank of the ancestral Permian anticline may exist in the Moss Back sandstone in the downthrown block northeast of the Lisbon Valley fault.

The purpose of this article is not only to describe the plant and method of cyaniding the Treadwell concentrates, but to present some of the results of the experimental work obtained in the past three years for the Alaska-Treadwell Qold Mining Co., at Douglas Island, Alaska, under the direction of F. W. Bradley, Consulting Engineer, and Robert A. Kinzie, General Superintendent, of the affiliated companies. At the time the experimental work was undertaken the concentrates were being shipped to the smeltery at Tacoma, Wash., and the cost for treatment of 3-oz. (gold) concentrates was $11.95 per ton, divided as follows : Smelting-charges,......... $4.00 Loading, freight, insurance, etc., . 2.89 Interest due to time loat in transit and in settlement,... 0.05 Loss due to settlement for 95 per cent. of the gold at $20 per ounce, 6.01 Total,...$11.95 From the experimental work described later, it was estimated that 96 per cent. extraction could be made by treatment on the ground, and that the cost, when treating 80 tons per day, would be $3.25 per ton, divided as follows : Per Day. In my last report on Petroleum in Burma and India1, details were given of production and development up to 1932. It was pointed nut, that the only statements available for Burma were those published officially by' the Government of India in the Annual Review of the Mineral Production of India (Records of the Geological Survey of India), which are issued about 10 or 11 months after the close of the year. Operations in Burma are almost entirely in the hands of three companies—the Burmah Oil Co., the British Burmah Petroleum Co. (with its subsidiary, the Rangoon Oil Co.) and the Indo-Burma Petroleum Co.—and these companies preserve a policy of secrecy, so that details are not available of new wells, depth, wells abandoned, or of other figures, except in so far as the Government considers it advisable to publish the information in its possession. GeneRal Developments in 1933-1934 As predicted in 1933, there have been no spectacular developments and no new fields have been discovered. Nor are there any new indications of a likelihood of fresh discoveries. The policy of extremely careful exploitation. has been continued and intensified; production is being maintained at an almost steady level and can be so maintained for many years to come—indeed, it is the policy of the leading company to permit refinery and local market requirements to dictate the production required. Contrary to experience in practically every other part of the world, India has shown a slightly decreased demand for petroleum products—especially kerosene, but also for gasoline. The increased use of electricity would explain the lower demand for kerosene, but the falling off in the demand for gasolinc can only be attributed, according to the Chairman of the Burmah Oil Co., to the depression and to the incidence of heavy taxation. In India (including Burma) as a whole, production was 305,018,751 Imperial gallons in 1931 (8,714,822 U. S. barrels); 308,606,031 Imp. gal. in 1932; 306,009,022 in 1933 and is estimated at 308,000,000 in 1934.

IN 1925 the writer undertook a detailed statistical study of all producing areas in the Joplin district as a basis for evaluating programs and measuring objectives. For this purpose, the published figures in the yearly volumes of Mineral Resources were used, supplemented for earlier years by publications of the Missouri Geological Survey and other local and less official sources. When all else failed, the available data were projected backward to hazard a reasonable guess as to the unrecorded early output of important areas. Fortunately, the proportion of such prehistory production is not a large factor in any of the totals. These results were used during the next few years to measure the relative importance of various producing areas and to predict the peak period of development of the all-important Picher field. For the purpose of this review, the charts have been completed to the end of 1950. During World War 11, the U. S. Bureau of Mines became interested in a similar study and issued comprehensive statistical tabulations of data up to 1945 ( Info. Circular 7383), which have been checked against the figures used herein. This tabulation, however, does not include all the earlier data used by the writer nor does it offer any estimates of the wholly unrecorded era in the beginnings of the earlier camps. The area covered in this study is shown in Fig. 1 on which are indicated the relative location and approximate outlines of the principal producing camps. This also shows the approximate yield to date of each major camp in terms of combined lead and zinc concentrates. The output of zinc concentrates is roughly seven times that of lead. Hence, the economy of the district has depended primarily on the price of zinc, with lead as an important byproduct. Over much of the productive period, lead concentrates averaged about twice the value of zinc concentrates per ton, and in certain mines or areas the proportion of lead to zinc was substantially above average. The Joplin district is largely flat prairie but is partly moderately dissected, partially wooded land with a relief generally less than 100 ft. The rocks are almost flat-lying, nearly parallel to the surface, and the chief ore formation is the Mississippian Boone limestone, including its cherty phases. This formation either outcrops in the producing areas or is covered by a thin veneer of Pennsylvanian shales. Virtually all the ore occurs within 400 ft of the surface, and a large part at less than 300 ft in depth. Most of the land was divided into small farms or town lots before mineral development; tracts seldom exceeded 160 acres, and averaged considerably less. Mineral rights followed the surface ownership, segregation was rare, and a system of leasing for mineral development became well established early in the region's history, many landowners deriving small to sizable fortunes from royalties. Because of the shal-lowness of the ore and other factors, prospecting and mining was cheaper than in almost any comparable mining district in the United States. This situation, coupled with the widely divided land ownership, offered a fertile field for promoters and speculators and led to the rise of many small mining concerns. Only in its later history, under stern economic compulsion, has control tended to centralize in a few companies. Under these conditions, any important new discovery or successful development had much the effect of a gold rush or an oil boom. Every property in the area was leased quickly, promptly drilled, and, if ore was found, it was soon on the market. Many companies and individuals participated, and the average producing lease-hold probably was about 40 acres in extent. Any important field thus was attacked by anywhere from 10 to 100 or more producers. Production zoomed, eventually steadied or wavered, and ultimately subsided, leaving a desolation of tailings mountains, cave-ins, empty housing, and wreckage. The object of this paper is to depict the pattern of this process, so far as metal production is concerned, and to note the way in which it reacted to economic and political pressures. Production Charts In Fig. 2 is charted the production record, in tons of lead and zinc concentrates combined, of eight of the principal camps, which together account for approximately 99 pct of the total district production, over the years from 1870 to 1950. This period covers all but the very minor beginning of mining history. Two important camps are divided by state lines; hence, it has been necessary to combine production records for the two portions, based on estimates that may be slightly in error. Certain camps are sub-dividable into important units for which separate figures are available in whole or in part and have been charted as fractions of the major unit. The corresponding price of zinc is shown above all the charts. Three camps, Aurora, Neck City, and Galena, show a remarkably symmetrical graphic pattern, which is interpreted as the norm. The curves rise steeply to a peak, level off for an irregular interval, and then drop sharply to zero on a slope corresponding roughly to that covered by the initial rise. The three portions of these charts seem appropriately characterized by the designations of youth, maturity, and decline. On the whole, with some irregularities, the production in each of the three periods seems to be almost equal. A fourth camp, Granby, fails to conform to the normal pattern. It exhibits a very long period of reasonably uniform, stabilized production corresponding to maturity, followed by a rather precipitate decline. Its youth is hidden in the era of prehistory. This habit of steady, long-continued production at an even keel is attributable to the fact that this camp, more than any other, was controlled largely by a single principal owner at any given period over most of its history and this permitted the imposition

Based upon an instrumental improvement, a new development has taken place in the art of electrical prospecting, and some remarkable results have already been obtained with regard to potential exploration. In order to visualize the importance of this development, it is deemed advisable to review briefly the fundamental facts about potential surveys. Potential exploration may be carried out qualitatively or quantitatively. Qualitative investigations are made by determining and plotting on a map points of equal potential, whereby any anomalies are revealed, without, however, much clue to their magnitude. Quantitative investigations determine the variations of potential or potential drop, and thus show not only the location of the anomalies, but also their magnitude. Figs. 1 to 6 illustrate the influence of simple types of ground inhomo-geneities, assuming one effective exciter potential only. Such a condition can be closely realized by connecting an electric current source to two electrodes, one of which is located at a great distance. Assuming uniform ground resistivity, the resultant potential distribution mar be represented by concentric spheres. Any change from the normal condition causes a characteristic distortion of the spheres, which becomes different for different types of resistivity variation. The series of Figs. la to 6a illustrates schematically results of qualitative investigations and series lb to 6b results of quantitative investigations. Figs. 1 and 2 picture the well-known case of local resistivity variations normally encountered in ore prospecting. Figs. 3 and 4 show the reactions caused by more or less vertical resistivity contacts and Figs. 5 and 6 refer to the problem of ground-water and bedrock investigations where the resistivity contact is horizontal or nearly SO. It is evident from Figs. 5a and 6a that qualitative measurements do not permit an identification of such general geological features as widespread horizontal strata, because the resultant contraction or expansion of the equipotential circles at the surface cannot be recognized without quantitative determinations. THE most important non-metallic mineral industries from a tonnage standpoint are those that are allied with the construction industries and are engaged in handling sand and gravel, crushed stone, building stone, cement, lime and gypsum. The greatest problem facing a number of these industries at this time is over-production. They have experienced un- usual, and in some instances phenomenal, growth during recent years, stinlulated by extensive highway and building construction, but in some localities expansion of producing plants has far outstripped industrial needs. The cement industry is operating at about two- thirds capacity. Over-production tends toward price- cutting and unprofitable and interrupted operation, involving maintenance expenses for idle plants and disorganization of working forces. This condition has encouraged active efforts toward reducing production costs by the introduction of labor-saving equipment. Also, there is a tendency toward the location of manufacturing plants, wherever possible, near the centers of consumption rather than at points of production of raw materials. In order to reduce overhead expense, or for other reasons, many consolidations of companies into larger units have taken place. An economic study of conditions in these industries is highly desirable. The U. S. Bureau of Mines has taken one step forward in this direction in the issuance of Economic Paper 7, entitled "Economics of New Sand and Gravel Developments." Briefly, this report emphasizes the importance of making a thorough study of all the economic factors involved before undertaking new .enterprises.

Safety in coal mines depends largely upon adequate training of the foreman. Although management must provide modern and safe equipment and at all times keep mines in first class condition from a safety viewpoint, final results will be determined by the quality of supervision. HANNA COAL CO., Division of Pittsburgh Consolidation Coal Co., operates three large underground mines in eastern Ohio. The section of Pittsburgh No. 8 coal seam in which these mines are located varies in thickness from 52 to 64 in. It is immediately overlain by a stratum of shaly material 12 to 15 in. thick locally known as draw slate, which is structurally very weak and which disintegrates rapidly upon exposure to atmosphere. Immediately above the draw slate as it is normally found is a band of extremely high ash material 6 to 12 in. thick known as roof coal or rooster coal, and above this is a stratum of conglomerate material varying from 4 to 10 ft in depth. Overlying the conglomerate is a relatively thick stratum of limestone, the first stable material above the Pittsburgh coal seam in eastern Ohio. With the method of full-seam mining that has been adopted, draw slate is shot down, loaded with the coal, and removed in the preparation plants. The roof coal then becomes the permanent roof. The major problem in mining the No. 8 seam in eastern Ohio is control of the roof. Since the strata above the draw slate contains no material with a structure firm enough to provide self-support, the roof begins to sag in a relatively short time after the coal and draw slate have been removed. The problem thus becomes one of getting temporary safety posts under this roof as quickly as possible to prevent a break or separation from occurring either in the roof coal or in the conglomerate above it. Haulage System The Pittsburgh No. 8 seam in eastern Ohio is relatively level, with only minor local dips. Throughout the Hanna Coal Co. mines, entries are generally 12 ft wide. Rooms are driven on a 60" angle on 30-ft centers and are 22 ft wide. No attempt is made to extract the 8-ft pillars between. The entire length of main line haulage is gunited in one mine, and a major portion in another. Two of the mines have single-track main haulage roads with passways. The third, a new mine, is double-tracked, and the roof is supported by steel crossbars, 60 lb or heavier, spaced on 4-ft centers and lagged. In recent years timbering on main line and secondary haulage roads has been accomplished by one of two methods: 1—crossbars are supported on a small section of post set in a hitch hole in the rib, or 2—or a hole is drilled in the rib about 12 in. below the roof, of sufficient depth to fasten securely a short length of 40-lb rail, the bottom of the rail facing the roof, on which a short post is set directly under the crossbar. At present the hitch-hole timbering method is favored. At two of the mines the main line haulage locomotives are 26-ton, 8-wheel units. These locomotives are of the axleless type, each wheel being individually mounted on the frame. The motorman's compartment is encircled by 3-in. armor plate for the protection of the occupants. At the third underground mine conventional 15-ton locomotives are being used. However, these locomotives have been completely rebuilt in the company's shops. Equipment has been streamlined and quarters have been provided for two people, who are protected by heavy steel plate in much the same way described above. This modernization program has been completed on all secondary haulage locomotives at the three mines, and the company is well on the way to similar equipment of the 6-ton section locomotives. The following additional features have been included in their modernization: 1—additional support for the motors to prevent their falling to the middle of the track and derailing the locomotives should a break occur in the suspension bar support; 2—installation of additional bracing to prevent brake rigging from becoming displaced and causing derailments; 3—enclosure of all electric wiring in conduit or raceway; 4—provision of an enclosed compartment for the storage of re-railers, jacks, and other equipment, so that they need not be carried on the outside of the motor; and 5—redesign of the end of the locomotive opposite the operator's compartment to prevent anyone's mounting from that direction. Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives: 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. Granduc lies near the Alaskan border in British Columbia, about 600 miles (960 km) north of Vancouver. Prospecting in the area must take place in the short summer months of fog and rain because the winter is bitter cold, with snowfall up to 960 inches (24.4 m) accompanied by avalanches. Despite these difficulties, the mineral ized area was discovered in the 1920's. By 1956, Newmont Mining Corporation had developed mineable ore reserves estimated at 32,500,000 tons of 1.93% copper. Newmont and ASARCO, in a joint venture, then began development of the ore body, which was partially covered by glaciers. It was apparent a concentrator could not be built at the mine site where overland access was impossible due to the weather conditions and the terrain. Years of engineering studies of all possible access routes finally dictated the driving of an 11 mi long (17.6 km) tunnel passing under three glaciers and three mountain ranges to the nearest feasible concentrator site at Tide Lake. Even then, a mountain road subject to an average snowfall of 800 in. (20. 3 m) had to be built 32 mi (51 krn) from the concentrator through Alaska to Stewart, British Columbia, the nearest port. At Stewart, which is located at the head of a fjord 120 mi (192 krn) from the Pacific Odean, a fully equipped marine terminal was built. The tunnel, the lifeline between mine and mill, was to be driven from both ends; however, in 1965, an avalanche occurred at the Leduc portal, killing 26 crew members and wrecking much of the camp. The tunnel was then driven from one heading adjacent to the concentrator site at Tide Lake, a distance of 53,744 ft (16,381 m) to a point under the ore body. The remote location, type of terrain, and bad weather made supply of crews, equipment, and construction materials difficult; but in spite of these extremely adverse conditions, the tunnel crews set many world records. Mineralization throughout the ore zone is generally uniform in grade and composition and is primarily chalcopyrite and pyrrhotite associated with pyrite. Mining is mainly by sublevel caving. After blasting, rubber-tired load-and-haul equipment moves from level to level by means of an internal connecting ramp system on a 15% slope. Heaving in roads built on the Mancos Shale is a serious problem in east-central Utah. Heaves are expressed as local bumps, general rises and severe cracking of the pavement. The heaves usually occur in shale road cuts and generally show a seasonal cycle, which reaches a maximum development in the winter. The presence of certain salts, absorption of moisture and physical properties of the subgrade materials were considered, in Utah, to be the main factors in the heaving mechanism. Work done on similar problems elsewhere and studies conducted by the author indicate that the latter two factors are the most important. Results of this investigation indicate that heaving areas are associated with slaking shale or expansive clays, with and without salts present. Laboratory studies show that the initial moisture content of remolded samples and the desiccation history of un- disturbed samples have a major effect on swelling. Swell tests on compacted samples at various temperatures indicate that water has more influence on swell than temperature, except for samples containing sodium sulphate, which swelled with decreasing temperature. Chloride salts inhibited swelling. Tests on shale cores indicate that the stability of slaking shale can be preserved by maintaining its original moisture content. It is concluded that shales and expansive clays, when exposed in road cuts, become desiccated and are subject to expansion when moisture is subsequently available. The seasonal cycle of heaving may possibly be explained by the annual moisture excess and deficiency. To minimize the problem, freshly exposed shale should be kept wet, and the thickness of the subbase and base courses should be increased. The Utah State Department of Highways has been plagued for many years with a distressed condition that develops in roads constructed on the Mancos Shale.
