This is an outstanding paper on comminution theory and represents a considerable advance in mathematical formulation. It clears the way for a discussion that should ultimately decide whether the work index should be considered as a parameter according to the Third Theory or as a constant. In the empirical differential equation dE = C dx/xn either C or n must be treated as a variable to satisfy known crushing and grinding conditions. The author has chosen the exponent n as the variable, with C as a constant.

This is an era of "expansion;" and, conformably with the change in commercial conditions, the function of the mining engineer, as well as that of his confréres in many other professions, has also expanded. From the position of an engineer, limited to the determination of technical questions, the engineer of to-day has come to assume an economic importance in those branches of industry dependent upon engineering skill for their development. He is indeed an engineer of limited usefulness who does not go further professionally than to submit a purely technical report on subjects presented for his consideration. While he has the same responsibility as formerly in the solution of the technical problems involved, he is further expected to supplement his report with advice on the financial and commercial aspects of these problems. For the great majority of problems presented to the engineer ultimately involve the determination of the pecuniary relations of the propositions under consideration. The great corporation lawyer no longer earns his fee by merely submitting his opinion as to the legal issues involved in law-suits affecting the corporation; he now assumes charge of the entire legal work, including both the organization of the corporation and the maintenance of its legal status thereafter. T HE 133rd meeting of the A. I. M. E., opening in New York on Feb. 15, promises to be as successful technically and socially as any in the past. The papers submitted for the various technical sessions are unusually excellent and insure something of interest to every group. Tentative programs have already been issued, and a concise resume of the various sessions, arranged chronologically, appears on page 48. Among the many interesting technical sessions arranged, attention is directed to those of the Petroleum Division, embracing the Symposium on Production that has come to be an annual feature, and new ones on refining practice, transportation and economics. The Institute of Metals program is similarly comprehensive. It includes 15 papers, 8 on copper, 4 on aluminum and its alloys, and one each on magnesium, lead, and fatigue of metals. The Coal Committee offers as a leading contribution its report, prepared under the direction of H. N. Eavenson, giving a new analysis of the capacity of the mines and a comparison of coal with other industries. This will be supplemented by a number of other papers of especial interest to operating men, among which are "Data on Use of Loading Machines in Bituminous Mines," by Graham Bright; "Evaluation of Coal," by R. H. Sweetser; "Selection of Coals for the Manufacture of Coke," by H. J. Rose; and "Relation of Origin and State of Carbonization of Coal to Problems of Low Temperature Carbonization," by S. W. Parr. The Iron and Steel Committee has scheduled seven papers, and there will be a special session on open-hearth practice, in which will be presented the first results of the two conferences, held by the sub- committee at Pittsburgh and Cleveland. A symposium on molding sands will be a special feature of the session on non-metallics.

FRIENDS of the late Charles F. Rand presented in 1930 a sum of money from which the income is available to support various phases of the work of the Institute in which Mr. Rand was so deeply interested. At present the fund amounts to $10,900. The specific terms of the deed of gift are as follows: "The fund collected to establish a memorial to the late Charles F. Rand shall be placed in the custody of the Board of Directors of the American Institute of Mining and Metallurgical Engineers, to be set up as a trust to be known as the `Charles F. Rand Foundation,' the income of which shall each year be applied to a distinct purpose to be decided upon in that year by vote of the Board of Directors. This purpose shall be such as to promote the general welfare of the Institute and to constitute a permanent memorial of the usefulness of Mr. Rand, who for many years gave unstintingly of his time and talents in its service. "It shall be within the discretion of the Board of Directors to establish a medal to be known as the Charles F. Rand Memorial Medal to be awarded at such a time and under such rules as may be determined by the Board of Directors, for Distinguished Achievement in Mining Administration." The establishment of this medal was announced at the annual meeting in February, 1932, the term "mining" being defined in its broad sense to include metallurgy and petroleum. The stabil ity of engineered embankments subjected to earthquakes has received considerable attention in the last 10 years, but most of the effort has been directed toward stability of earth dams. Based upon past performance, earthquake- induced failures on non-impounding mine waste structures will likely correspond to small, local slumps or debris slides, and their stability should be considered as an integral part of mine economic planning. As such, stability considerations should include earthquake hazard, characteristics of earthquake ground motion, dynamic slope stability, and the impact that waste-dump failures have on mine operations. Numerous techniques have been proposed for analyzing the stability of embankments subjected to earthquakes. Before choosing an analysis technique, it is worth noting two important differences between the dynamic response of waste embankments and natural slopes. First, waste embankments respond as structures having unique modes of vibration, which causes embankment motions to differ from nearby ground motion. Second, because of embankment response, accelerations can be different at embankment crests than elsewhere in the structure and occur at frequencies that do not correspond to input ground motion. Because of these factors, embankment response should be calculated prior to slope stability assessment. In this paper several analysis techniques designed to calculate slope stability are evaluated, and conventional pseudostatic techniques are shown to be inappropriate for dynamic considerations. Techniques to calculate dynamic stability should include embankment response, all characteristics of earthquake motion, and roughness along failure planes as input, and should provide a displacement time-history of the slide mass as output. Two techniques satisfy this criterion, and in this paper the LADRS technique is recommended for its versatility and simplicity.

WHEN the Mid-Continent Section of the A. I. M. E. met at the roof garden dining room of the Tulsa Club on Monday evening, May 13, most of the members present came prepared with a credulity-stretching yarn of some sort or other, gathered from actual experience. Perhaps it was not realized at the time that such anecdotes would eventually burst into print, but while the excellent dinner was appeasing the inner man the word was passed around that informality and spontaneity of expression would characterize the meeting, with the result that the shackles of convention were eventually cast aside and the meeting waxed better and better until the hour grew ,late, and the chairman, L. G. E. Bignell, originator of the idea, brought to a close what was agreed to be a profitable and entertaining evening. The ball was started rolling by Paul Ruedemann of the program committee, who offered the following:

Solvent-in-pulp extraction of uranium from acid leach slurries of flotation concentrates is described. Solvent extraction was carried out in a 10 in. diam pulsed-plate column. The extractant was a 0.1 M tertiary amine (General Mills Alamine 336) in a kerosene diluent containing isodecanol as an emulsion suppressor and third phase inhibitor. In pilot plant operation at the Beaverlodge mill of Eldorado Mining and Refining, Ltd., slurry feeds containing up to 35% solids were processed at a throughput rate of 13.5 tpd of dry feed. Uranium extraction obtained was as high as 98%. Amine losses to the raffinate were approximately 0.07 lb amine per ton of original dry feed. The Beaverlodge Mill of Eldorado Mining and Refining employs a carbonate leach for the extraction of uranium from the ore.',' Prior to carbonate leaching sulphides are removed by flotation to reduce reagent consumption. This flotation concentrate containing some uranium is then leached with sulfuric acid, filtered, and the uranium precipitated with magnesium hydroxide. The precipitate is then returned to the carbonate leach circuit. Although the tonnage of flotation concentrate treated by acid leaching is low, reagent costs are relatively high. Also maintenance costs on the acid leach filtration circuit were beginning to show significant increases. The choice of solvent extraction-in-pulp as an alternative to the present circuit was influenced by the following factors: 1) elimination of acid pulp filtration, 2) increase in overall recovery because of soluble loss elimination, 3) reduction of reagent cost (mill sodium carbonate solutions are used as strip), and 4) production of higher purity precipitate at the mill site. Because a solvent-in-pulp process would be difficult to test on a bench-scale, the Eldorado experience in the use of pulse columns,3-5 mixer-settlers,6 and solvent-in-pulp operations in particular7 was applied directly to the initial pilot plant carried out during the summer of 1965 and followed by the second pilot plant in 1966. The latter work, which is presented in this paper, determined the following factors for anticipated scale-up to plant production: 1) overall uranium recovery by this process, 2) tonnage throughput expected, and 3) solvent losses anticipated for the full-scale plant. The equipment used consisted of a 10 in. diam extraction pulse column and three mixer-settlers for scrubbing, stripping, and acid equilibration. All equipment was designed by Eldorado and much of the pilot plant was built at the mill site. I, Henry Carlisle, am going to ask him some questions on the highlights of his life, and he has been good enough to say that he will play this question and answer game with me. Now, John, let's pick out a very interesting period when you went to North Labrador and made a preliminary investigation of the big iron deposits there. You were working for either Timmins or Hollinger, which was it? John K. Gustafson: I was in charge at that time of a Hollinger Exploration Co. office in Toronto. We had acquired options on enough shares to control Labrador Mining and Explorations Co., and through Hollinger North Shore Ltd., another company, we had a 3000 square mile concession in Ungava, Quebec, on the direct extension of the iron ore fields.

Tun technical and engineering problems in the manufacture of coke are today the problems of the byproduct oven. Except in a few special localities, practically no beehive ovens have been built in the United States for the last 5 or 6 years except as renewals of old plants, and during these years the total number of beehive ovens in existence has been steadily falling. On the other hand, the number of byproduct ovens has increased from 4624 in 1911 to a total of about 7660 in operation at the end of 1917; with 2800 building, this makes a total of about 10,460 which will be in operation in 1918, or shortly thereafter. Preliminary Government estimates place the total production of coke for 1917 at 56,600,000 tons, the largest tonnage in the history of the industry. Of this 34,000,000 tons or 60 per cent. was beehive, and 22,-600,000 tons, or 40 per cent. was byproduct coke. Some time in 1918 the production of byproduct coke should pass the beehive output, and when the byproduct ovens now building are completed the total byproduct capacity will be about 40,000,000 tons of coke per. annum, which is over 70 per cent. of the record-breaking total coke production of 1917. The reasons for these changes in the coking industry are familiar to all of us, and need not be discussed here.

The most important area of the so-called Keewatin rocks of northern Minnesota is that which runs westerly from Lake Saganaga, near the national boundary, and finally disappears beneath the drift (or has not been farther traced), in the neighborhood of Vermilion Lake. With this belt we have a general acquaintance, extending back some four years. During the past year we have had the opportunity of studying in considerable detail a small part of it, embracing an area of about 12 square miles on the south and east shores of Vermilion Lake. In this paper we desire to record our observations and conclusions, which seem to us important. II.—Literature. Outside the Minnesota Geological Survey, the list of the investigators who have studied the geology of the Vermilion Lake area is not long. Whittlesey, in 1876,* mentioned the occurrence, in the area about Vermilion Lake, of rocks resembling the Canadian Laurentian. Chester,? in 1884, described the iron-ore at Vermilion Lake as occurring in connection with jasper and quartzite, intimately bedded with the country-rock, chiefly sericite schist, and standing in a nearly vertical attitude. The Vermilion iron-bearing rocks, and those of the Mesabi range, he says, are of the same age.

What is the cummulative rate of recovery of copper from a sulfide leach dump? The technical answers to this frequently asked question may vary from "I don't know" to "quite good" from people of the same company. Management also poses this question because it plays a vital role in planning future production. The answer is difficult because of the many variables between different operations such as physical construction of the dump, topography of the original site, characteristics of dump material, mineralization and water application. Each of these factors and others have a bearing on the rate of recovery. Anaconda's method of water distribution at Butte is unique in that each dump is drilled to allow physical injection of water into the dump. The injection holes are drilled vertically on 25 ft centers from the surface of the dump. Normally, the holes are drilled 40 ft deep and cased with 4-in. PVC perforated pipe. The pipe is perforated at one-foot intervals with four 1/2 in. diam holes at 90" spacing on the pipe circumference.

WASHINGTON CAMP, in Santa Cruz county, Arizona, is a small and little known mining district situated on the lower, eastern slope of the Patagonia mountains, about 20 miles east of Nogales and a like distance south of Patagonia Station on the Sonora railroad, which connects it Benson, 83 miles from Nogales, with the main line of the Southern Pacific. This district is also about 4 miles north of the international boundary, 35 miles west of Bisbee and 40 miles north of Cananea, in Sonora. The topography of the district, which lies at a general elevation of 5,500 ft. above the sea, is only very moderately rugged, and presents no obstacles to mining operations. Although some of the claims of the camp, including the Pride of the West, Belmont and Holland, were extensively worked for silver 25 years ago, they passed, at moderate depths, as in so many other districts, out of the argentiferous lead carbonate and sulphide into zinc, copper and iron sulphides; and for two decades the camp was abandoned and almost forgotten. In recent years, however, its apparent possi¬bilities as a copper producer have led to a revival of mining activity; but not, as yet, with conspicuous success. Although economically relatively unimportant, the deposits of Washington Camp are, mineralogically and structurally, nevertheless, typical examples of ore-bodies developed in connection with the garnet ledge now recognized as a normal feature of granite-limestone contacts; and, in the opinion of the writer, this is an instance where a minor example is yet essentially normal and capable of throwing important light upon the origin and genetic relations of the type.

The investigations of large-grained specimens carried out by Polanyi and Schmid,1 Sykes,2 Goucher,3 Yamaguchi,4 Gough, Cox, and Sopwith,5 Carpenter and Elam,6 Aston,7 and others have shown qualitatively that grain boundaries restrain the deformation of adjacent crystals. But whether or not the influence of the grain boundary is confined to the glide planes intersected by the boundary has not been demonstrated in any of these investigations, nor has there been carried out any quanti-tative analysis, of the influence of a boundary on the deformation of a crystal. Before considering the optical characters of minerals in general, and more particularly those that belong to the crystals of the different systems, it is desirable to review briefly some of the more important principles of optics upon which the phenomena in question depend. The Nature of Light. - Light is now considered to be an electro- magnetic phenomenon due to a periodic/variation in the energy given off by vibrating electrons. This energy is transmitted by a series of periodic changes that show all the characters of ordinary wave phenomena. The light waves, as they are commonly called, possess certain short wave-lengths that are of the correct magnitude to affect the optic nerves. Other similar waves with longer or shorter wave-lengths belong to the same class of phenomena. Immediately beyond the violet end of the visible spectrum come the so-called "ultra- violet" waves with still shorter wave-lengths and on beyond these we have the X-rays and the "gamma" rays produced by radium. Preliminary estimates indicate that world consumption of petroleum and related fuels in 1938 will be close to 1,908,000,000 bbl., or approximately 7,000,000 bbl. less than in 1937. This total does not include military consumption in foreign countries, which for obvious reasons is not made public. Foreign military consumption in any one year, however, is approximately represented by the difference between the total production of petroleum and related fuels and the "partial total" consumption above noted, after adding any decrease, or subtracting any increase in stocks in the United States. Fig. 1 illustrates this "difference" and shows that in 1937 and 1938, owing to the wars in China and Spain and the possibility of armed conflict in Central Europe, foreign military consumption—and possibly additions to foreign stocks—increased nearly 70,000,000 bbl. in 1937 over 1936 and remained at this high rate throughout 1938. No official information on foreign oil stocks is available to the writers. Table 1, recently published, purports to give the oil in storage in some of the European countries, but it is not known whether the figures include oil stocks for military purposes. It should be noted that with the annexation by Germany of Austria and part of Czechoslovakia the consumption of the country has increased to 53,000,000 bbl., which is about 36,000,000 short of the German produc-

The regular activities of the Insti¬tute are financed mainly by income derived from members' dues, from advertising in MINING AND METALLURGY, and from the sale of publications to the public. In addition, collateral activities and special projects are financed each year by means of income from endowed funds controlled and administered by the Institute. In the aggregate, the principal sums of these endowments amount to more than $560,000. An active effort is being made to in¬crease the endowment funds of the Institute through a standing committee, of which H. T. Hamilton is chairman; Paul D. Merica, vice-chairman, and of which the other members are: W. H. Aldridge, George D. Barron, Cleveland E. Dodge, John V. M. Dorr, Howard N. Eavenson, D. C. Jackling, Henry Krumb John M. Lovejoy, Harvey D. Mudd and J. V. W. Reynders. This committee feels that there exists a tremendous opportunity for the Institute to be of ever-growing service to the public, to the mineral industries, and to the profession. It welcomes suggestions as to names of men of means who are vitally interested in the mineral industries, and to whom the opportunity to make a contribution or bequest might appeal favorably if presented in the proper light by the committee.

Inflammability and crossing point apparatus were used to study the influence of increasing amounts oi such inerts as ash, fly-ash, pyrite, limestone and Portland cement with several pulverized bituminous coals. The results indicate that it requires large proportions of inerts to substantially suppress the ease of ignition. The ignition phase of the combustion of solid fuels has been under study periodically since 1900. With the advent of pulverized coal firing some 60 years ago, a technique now dominating the coal utilization field, the ignitibility characteristics have become increasingly important. Much of the early work was directed toward the prevention of coal dust explosions and improved mine safety rather than combustion. Many factors affecting ignitibility have been studied and numerous methods devised in an effort to measure the ignition temperature and these have been reviewed by other authors. A recent survey was made by Finney and Spicerl in 1959, so a discussion of previous work will be omitted. Despite these efforts, the initial stage of combustion, termed ignitibility, is still a little understood phenomenon. In fact, no ASTM method has been adopted for the calibration of this illusive property. However, a D-5 Subcommittee XVI on Ignitibility of Coal and Coke of ASTM (now inactive) defined ignitibility:' "The ignitibility of a fuel is that char-

BUMPS in No. 2 Mine, Springhill, N. S., furnished the main feature for discussion at the morning meeting* on Ground Movement and Subsidence on Feb. 18. Walter Herd, the author of the paper by which the discussion was introduced, not being well, was unable to be present. The paper was presented by T. L. McCall, who laid stress on the presence of sand- stone as the cause of bumps, on the value of retreating longwall in eliminating such phenomena at the coal face and on the advantage of wide headings with packs on either side, leaving space behind them for any coal that bumps might dislodge. George S. Rice, who presided, referred to his visits to the Nova Scotia mines and said that bumps usually occurred only where the coal was thick and strong and the roof and floor both more than usually hard. If any of the three were weak, bumps were not likely to occur. In the Nova Scotia mine, to which Mr. Herd referred, there was no material for packwalls and for this reason as well as for safety he had been convinced that long- wall retreating with a small percentage of pack walling was the most feasible plan.
