Flexibility is the keynote in designing modern exploration drills that and mobility. Add to the flexibility of individual drills the wide range of models, and the man looking for a drill has ample choice today. Weight? Choose from models as light as 50 lb or as heavy as 10,000 lb. Hole capacity? From less than 1 in. for smallest core drills to 20 in. or more for auger types. Transportation? The lightest go by packsack (in fact, that is one trade name) ; others are designed to go by Jeep, truck, on skids or are built on light trailers. Power? Select air power, gasoline or diesel engine, electric motor, or use a power take-off from the vehicle on which the drill is mounted. Drill bits offer almost as much variety as the drilling machines themselves. Many drills are suitable for a variety of uses, and often adapt to several types of bits with ease. Some of the types available are: diamond core, diamond reaming, rotary, auger, shot, and special soil sampling tools.

During the past several years the steel casting industry has made studies of heavy castings in which the test bar has been taken from heavy sections rather than from attached or separately cast coupons. It has been noted that the ductility properties of these heavy sections are often lower than those normally expected. Such lowered ductility is usually accompanied by a spotty test bar fracture and the ductility values often can be greatly improved if a low-temperature aging treatment is given to the casting. A loss of ductility of this type is considered "abnormal," since it is not accompanied by an increase of tensile strength or hardness, and "temporary" when the ductility can be restored by aging, The cure of such an abnormal condition represents a real improvement in the quality of the steel. Some hundreds of previous investigations, largely qualitative in nature, have established beyond reasonable doubt that hydrogen is normally present in newly manufactured steel and that this gas, in small amounts, can cause a temporary ab- normal loss of ductility. The commonly observed association of high gas content and low ductility has given strong evidence for the presumption that hydrogen, possibly assisted by other gases, is the primary cause of the low ductility observed. Accordingly, the Steel Founders' Society of America has, since Nov. I, 1944, sponsored investigations at Battelle Memorial Institute whose primary objective is to obtain quantitative information on the relation of the amount of hydrogen and nitrogen in steel, together with associated methods of steelmaking and treatment, to low-ductility effects and porosity. In order that these investigations might proceed on a quantitative basis, hydrogen analyses of a precision considerably higher than any previously reported in the literature were necessary. 'The method chosen was selected entirely on the basis that it had the highest probability of freedom from uncontrollable errors and will be described in detail in another publication.' Briefly, the method used consisted of the hot extraction of solid pieces of steel weighing from 45 to 50 g in a highly evacuated quartz tube maintained at 1050°C (1925°F) for a period of approximately 40 hr. The greatest precautions were taken to eliminate blanks and insure a sound gas-collection system. vacuum and temperature conditions were maintained automatically. WOULD you like to find a large new ore deposit next year? The answer is as obvious as the question is foolish. But perhaps the question does have some merit if we alter it slightly and ask: What are you doing about finding new ore? This one is more difficult to answer. Possibly you are doing nothing about finding new ore because you have proved reserves for many future years of production. Others may be investing some small percentage of time, effort, and money in mineral exploration, and reserves may be currently adequate, or inadequate, in terms of many future productive years. Still others may be engaged in large-scale mineral exploration programs involving large expenditures of time, personnel effort, and money. In whatever category you may be, a final question might well be asked. Is your current mineral exploration program, or lack of program, consistent with the long-range needs and objectives of your organization and of the mining industry as a whole, and is it designed to stimulate the growth of the industry in future years, or is it only a short-range program in response to some current situation?

We have seen that the first coal development in Pennsylvania was in the Pittsburgh bed in the southwestern corner of the state. The next mining, in point of time, was done in Clearfield County along the West Branch of the Susquehanna River, but the amount of mining done was quite small for a number of years and was soon exceeded by that from the area north of the Susquehanna River in Tioga, Bradford and Lycoming Counties, which will be considered now. It is claimed that coal was first noticed in Tioga County, in 1792, by Robert and Benjamin Patterson who were leading a party of settlers from Williamsport to southern New York, and while clearing a road near the site of Blossburg, found coal, which was said to be good. About 1815 David Clemons made an arrangement with Aaron Bloss, owner of the land, to work some of the coal and hauled the first load down the river to Painted Post, N. Y., as there were no available markets in his own state. Smiths found it an excellent fuel and apparently he found a ready market for the small amount he could transport by wagons and sleighs. As wood began to become scarce around the towns in New York State, the knowledge of the coal deposits in the mountains at the head of the Tioga River attracted attention to the field and the necessity, for means of transportation from it. Some coal had been floated down the river, but navigation was uncertain and dangerous. In 1827 an iron plant was built, and to ship its product and coal, it was proposed to build a canal along the river to reach Corning, N. Y. A company had been chartered in 1826 in Pennsylvania to "make a navigable canal or slack-water navigation" to the state line and coal was shipped on rafts of logs, both being sold, during highwater. In 1828 the company was authorized to build a railroad instead of a canal, and in September 1840, the railroad was completed from Corning to Blossburg.1 That some coal from Pennsylvania had been reaching southern New York towns prior to the improved means of transport is shown by the report of a committee to the New York Assembly: "the bituminous coal has been brought to us either from Great Britain or from that part of our own country which borders on, and lies west and south of the Susquehan-

T HE Executive Board of the American Engineering Council held its fourth meeting at St. Louis on the first anniversary of the organizing conference which met in Washington on June 3,1920. Representatives of a number of the leading engineering organizations in the vicinity of St. Louis were present by invitation. The members of the Executive Board were guests of the Associated Engineering Societies of St. Louis. They were given a delightful ride about the city and were entertained at the Glen Echo Country Club at dinner. The special committee that had been appointed to draft resolutions to Mr. Hoover submitted the following, which were adopted : WHEREAS, our President, Herbert Hoover, has been appointed Secretary of Commerce in the Cabinet of the President of the United States, and WHEREAS, in consequence of his acceptance of this high public office, he has deemed it necessary to tender his resignation as President of The Federated American Engineering Societies.

THE time of the Section delegates was economized this year by providing the section reports in mimeo- graphed form, together with the reports of the officers and committees of the Institute, for their consideration on arrival. The meeting was called for Thursday forenoon and despite a certain amount of oratory managed to get through before all the luncheon was gone. In all, nine section delegates and one from the Iron and Steel Division attended and took part. One delegate, who had come many miles, got lost in the complication of the program and failed to attend. Six appointed dele- gates failed to attend and two sections neglected to make appointments.

The difficulty of finding new ore bodies, the complexities of patenting them when they are found, and the absence of incentive legislation for exploration have limited mining exploration in the United States mostly to the big companies. This situation, coupled with ECA spending abroad, has caused American capital to look outside our national boundaries for investment opportunities which are further made attractive by some relaxing of restrictions to gain American dollars and patronage.

UNQUESTIONABLY the Coal Division has never had a meeting in which so many outstanding technical papers were presented of immediate practical application to problems of personnel, mining, safety, preparation, combustion, and carbonization. Should there have been those present with the lingering idea that all that was needed for success in the coal industry was a strong back and a weak mind they must have had a rude awakening.

At the Annual Meeting of the Institute, February, 1908, the following amendments to the Constitution were proposed for action at a future business meeting (see Trans., XXXIX, xxvii) To Art. II. After the first sentence of this Article, add the following sentence « These classes may be subdivided by the Council, according to profession, length of membership, nationality, or other conditions not inconsistent with the provisions of this article." To Art. III. In the first line, substitute " fifteen " for "ten " dollars. At the Annual Meeting of February, 1909, action upon these amendments was postponed to the next business meeting (see Bulletin No. 27, March, 1909, p. xiv). Of these two amendments, the first has been withdrawn, as unnecessary-the subdivision thereby authorized being already practicable without such amendment. The second amendment will be acted upon at the next Annual Meeting, February 15, 1910, and the Secretary has been instructed to call the attention of members to the subject in such a way as to secure a general vote upon it. A special circular, now being prepared by the Secretary, will shortly be sent to all members. Year Book of the Institute. In the use of the apparatus purchased for the new chemical laboratories of the university, no piece has given us more satisfaction, or has been a greater success, than a new still which is the subject of this paper. In the designing of this still I had two definite objects in view ; one, the utilizing of steam from the large 60 horse-power boiler used in heating the building, and the other, a provision for making distilled water with gas, when steam from the heating-plant was not available. The still is encased in wrought-iron, with a lining of asbestos, and is provided with a float which automatically regulates the flow of water from the supply-pipe. It was made for me by G. J. M?rrle, Pforzheim, Germany, and was imported by Messrs. Eimer & Amend, of New York City. It is a beautiful piece of apparatus, and the workmanship is excellent in every detail. The essential parts of this apparatus will be understood by consulting the accompanying figures, but a few words of explanation may be appropriate. The still has a capacity of seven gallons, and is made of heavy copper, tin-lined. The use of radioisotopes in obtaining basic information on large scale industrial processing is illustrated with two examples. The first is concerned with the operating characteristics of a kiln scrubbing tower and the second with those of a Hardinge ore mill. The examples show the advantages associated with the industrial use of tracers as well as the limitations. The Atomic Energy Commission regulations governing the use of radioisotopes in this manner are also discussed. The nuclear properties of radioactive isotopes have provided a new technique for obtaining basic information on large scale industrial processing. A small portion of the process stream is made radioactive by mixing with a suitable radioisotope or by irradiation in a nuclear reactor. The "tagged" portion is then part of the normal process stream and can be followed by detection and measurement of the associated radioactivity. The advantages of radioactive tracing over other forms of tracers are well known, and include such factors as chemical similarity, capability of precise determination of very small quantities due to the high sensitivity of detection apparatus, and the absence of foreign element contamination of the final product. This report will illustrate two applications of the use of radioactive tracers in large scale industrial processing which have provided information that would have been hard to obtain by other means. It has been found that sulfur can be more easily removed in racunm than in hydrogen and thai this process was hindered by the prescrzce of INCLUSIONS play an essential role in the development of cube-on-edge texture in Si-Fe. Their function consists in restraining the growth of primary grains up to about 900°C and in passing subsequently into solution at higher temperatures. This process is accompanied by the selective growth of secondary grains with (110)[001] orientation. The general effect of inclusions depends on such factors as the type of impurities, their amount. dispersion and stability, the conditions of diffusion in the space of lattice of metal, and the reactions at the metal/gas interface. In recent years, some of these factors were the subject of a special investigation. A positive influence of Mns, siN,' and vN3 has been established. The quantity of impurities4 and their dispersion5 have been found to be of major importance. Attention was called to the vital importance of diffusion and the conditions under which the impurities are removed from metal., It has also been demonstrated that in Fe-Si alloys by the techniques of powder metallurgy a special opportunity exists to obtain the (110)[001] type texture. 6 The aim of this work was to conduct qualitative investigations on the influence of inclusion stability on the development of cube-on-edge texture in a metal containing approximately 3 pct Si. Experiments were carried out on cast alloys and on those manufactured by powder-metallurgy techniques. The results obtained from these experiments were utilized to explain the phenomena involved and to analyze the relationships between stable and unstable inclusions and the magnetic properties of alloys. EXPERIMENTS AND RESULTS The raw materials used in these experiments were the powder of carbonyl iron with the analysis (in pct) 0.044 C, 0.01 Mn, 0.005 Si, 0.009 P, 0.002 S, traces of Cu, 0.06 Ni, 0.0015 Al, 0.03 Cr, 0.02 Mo, 0.01 Ti, 0.002 Co, traces of Pb, and the powder of silicon containing 94.14 Si, 0.003 S, 0.048 C. The powders were ground and mechanically mixed in 100-g batches. and then pressed at 9 tons per sq cm into 74 by 24 by 8 mm blocks. Sintering was carried out at 1100°C for 12 hr in vacuum (2 x lo-' Tr) or in hydrogen. In this instance the material was heated slowly and subjected to prolonged soaking at 350°, 650°, and 750 2C, respectively, to secure reduction of ferro-oxides. This was checked by making measurements of the dew point, which was found to change from -15" to -35°C after reduction. The compacts after sintering were hot-rolled to 2.4 mm, annealed at 800 C, and finally cold-reduced to 0.35 mm with intermediate annealing at 800°C at a gage of about 0.8 mm. September 1981 I'm here today to report on a revolution -- a revolution in the way the Federal Government looks at energy. I'm not talking about a simple change in the relative emphasis on sources -- such as more recognition for coal and nuclear power, with less rhetoric about "soft- technology." Nor am I describing a mere change in focus -- from the demand side to the supply side. And I am not referring exclusively to our obvious goal of budget cuts. No, I'm here to discuss a fundamental change in Federal direction -- one that started as soon as President Reagan was inaugurated, and one that is articulated in the National Energy Policy Plan he sent to Congress in July. That brief policy document was backed up by three volumes of supporting data; but I think I can catch it's flavor for you in just three phrases: * First, various energy forms complete with each other and complement one another. * Second, fair competition among them (which includes honest pricing) will give us the best "energy mix." • And, finally there may be ligitimate arguments about where Federal responsibility in regard to energy spills over into Federal interference; but it's about time we drew the distinction -- and eliminated the latter. This Administration's national energy policy is quite different from any we have had in recent years. It is tuned to human nature and changing times. We are seeking the best practical solutions in the energy -a lot better than the ones we have been offered before, but still something less than perfection. One way we do that is by counting on a fully informed public to guide it's own destiny. And, instead of treating energy as an isolated entity, we recognize it as part of the overall economy. The President's Program for Economic Recovery is as much a factor in energy policy as the specific actions of the Department of Energy. One striking difference from the past energy policy 1s that this policy plan does not say: "In 1985 we will -produce so many hundreds of millions of tons of coal: . . . or . . . "By the end of this century the Nation will be deriving X percent of it's electricity from wind generators." Unfortunately, targets like these are what many people have come to expect from the Federal Government -- and what they think of as energy policy, whether the figures hold up in the long run or not. But . . . think about it! Nether the Department of Energy nor any other part of the Federal Government produces coal, or mines uranium, or manufactures solar collectors. There are only a few sections of the country where the Federal Government generates and sells electricity. So it does not take any great insight to recognize that the amount of energy we will produce or consume as a Nation In the future depends on many factors beyond direct government action. And those future totals cannot be predicted precisely, anyway -- by the Government or by anybody else. According to our way of thinking, the choices should be up to the people. When the free market works within a healthy economy, individuals express their preferences in the marketplace -- adjusting the balance of all energy factors continually in a way that no computer could be programmed to reflect perfectly. So, instead of having the Government issue a rigid set of numerical goals, our main concern simply is that there be enough energy. We want the Nation itself to decide how much that should be, what form it should take, and how that energy should reach consumers. The marketplace decides. Considering the recent past, this is indeed a revolutionary idea. It has some pitfalls, and we won't reach this ideal of free choice overnight. But that is where we are headed. And I'll offer some evidence in a few minutes that the policy has already started working. First, let me give you some of it's highlights: 1) Nobody who appreciates the philosophical underpinnings of this Administration will be surprised that the energy policy shows faith In domestic energy production and the supply side of the economy; but it also recognizes the important role of energy conservation -- the wise and efficient use of energy resources.

THE John Fritz Medal Board of Award, at its regu¬lar annual meeting Oct. 19, awarded its gold medal to Herbert Clark Hoover. Thus ended a process of selection begun a few years ago. The award was tentatively made a year ago by the Board, which is composed of sixteen recent past-presidents of the four national societies of Civil, Mining and Metallurgical, Mechanical, and Electrical Engineers, having together a membership of nearly 60,000. It is probable that the word "anthracite" was derived from the Greek preposition an, and the Greek word for Thrace, meaning, in combination, "toward or near Thrace." Aristotle, Theophrastus, Strabo and Pliny all mention Thrace, or Samothrace, in treatises upon stones and stone coals dating back to about 371 B.C. In 1769 Obadiah Gore, a blacksmith of Wilkes-Barre, successfully burned anthracite in his forge, the first of millions of consumers of Pennsylvania anthracite. The Anthracite Region While anthracite is found in widely scattered locations throughout the world, 99 per cent of the total production of the United States origintitles within an area of 3300 square miles in castern Pennsylvania, less than 500 square miles of which arc underlain by workable coal beds. Eminent authorities such as the United States Geological Survey agree that this Pennsylvania anthracite is the only true anthracite east of the Rocky Mountains. There is some graphitic anthracite in Rhode Island but it is not suitable for combustion; and coals from such states as Virginia and Arkansas, frequently sold as anthracite, are in reality semi-

To obtain a negative determination for prime farmlands in its approved lignite surface mine permit application, Phillips Coal Co. conducted a soils mapping effort and a historic land use survey. In addressing the justification for topsoil substitute materials, the company relied on results of a geochemical evaluation to demonstrate improved drainage, trafficability, and fertility. It also relied on results of field test plots. Post-mining land use was determined through the use of overlay maps considering existing land use, vegetation, and historic prime farmland. The reclamation plan incorporated these elements plus indicator species, existing vegetation, and wildlife needs.

I am indebted to The Kaolin Co. of West Cornwall, Conn., and particularly to its engineer, Mr. M. Wanner, for permission to make public, through the Transactions of the American Institute of Mining Engineers, the interesting results of his experiments, having in view the winning of kaolin from deep deposits without shaft-sinking or removing of the overburden. So far as I am aware, nothing like it has been accomplished heretofore, although it reminds one of the methods successfully employed in Louisiana for the winning of sulphur from deep beds by the sinking of pipes one within another, injecting superheated steam under pressure through one pipe, the heat of the steam liquefying the sulphur and the pressure forcing it up through the other pipe to bins at the surface. The kaolin-deposit at West Cornwall is an alteration in situ— that is, it is not sedimentary. A series of clay-veins, dipping about 50" from the vertical, lie between a foot-wall of' limonite and a hanging-wall of gneiss and hornblende schist. The clay-veins alternate with veins or seams of more or less broken quartz, and unaltered feldspar. The deposit, which occurs at a point about 600 ft. above the Housatonic river, was opened five years ago, and about 5,000 tons of a superior grade of washed kaolin have been extracted from open pits, and sold. It soon became evident that this mode of extracting the product would prove unremunerative, by reason of the dip of the vein and the intercalary strata and lenses of quartz, and a more satisfactory method of working the deposit was sought. It is well understood that, in the preparation of all clays for market, especially residuary kaolin, the most important as well as the most difficult step is the washing of the crude product. The authors have developed and tested a new method for measuring pellet-bed temperatures in the traveling-grate or the shaft furnace. This method-using silver-palladium alloy wires as indicators-is less costly and less time-consuming than existing methods. Silver palladium wires, having specific melting points in the 2000° to 2500°F range, are enclosed in ceramic capsules. Each capsule is placed in a nichrome wire basket filled with a sample of green pellets, the baskets being the means for recovering the capsule after firing. After the encapsulated wires have been exposed to the firing cycle, the alloy wires are examined to determine the maximum temperatures attained by the pellet sample. This gives accurate, rapid determinations of maximum temperatures attained during pellet induration in either the traveling-grate or shaft furnace.
