Environmental constraints can both delay and raise the cost of a major plant addition, often requiring a complete reevaluation of the plant site and the proposed project. In this case history, steps are presented which were followed in applying for environmental permits for a major addition to a lime plant. Methods are described for determining expected emission increases and for selecting the best control technology for each source. The description progresses through pre-application conferences with control agencies, the formal application procedure, computer modeling the air quality impact, and the methods followed in obtaining a favorable determination.

The need for mechanized drilling to decrease mining costs has resulted in the development of the jumbo from column-and-bar drill by carriages to hydraulically controlled jib jumbos. Resultant savings from use of improved jumbos have been high enough usually to retire the machinery investment within a year. The jib jumbo unit has been and applied successfully to development and preparation programs and flat-bedded stopes, and an even wider field is forecast for its use.

During the past 15 years, rock mass structural properties have become acknowledged as the focal point for rock slope design. Re- search into the methods for measuring and incorporating structure into the design effort has taken many directions and has produced a variety of useful techniques. Among the findings at Kennecott has been the realization that structure-controlled instability can be categorized as regressive or progressive depending on the relative geometries of slope and structure and on the strength characteristics of the structures. It was further identified that a failure condition can initiate as regressive and in time become progressive should external stimuli increase or structure characteristics be altered due to extensive displacements. The transition point has been shown to be a useful indicator of the expectable collapse time. This paper defines three fundamental failure types as dictated by structure and offers discussion on the practical value of such a classification to slope design and failure control. Several prominent examples of failures typifying the categories of structure- controlled instability are discussed. An application of f allure prediction based on the regressive-to-progressive transition point is described.

The Taconites Are Ready, the editorial appearing on P. 933 of the September issue, has provoked comment from several informed engineers to the effect that the indicated profit margin was considerably exaggerated. The cost figures in the editorial, taken from the Congressional Record, were characterized as inaccurate by some correspondents. The theme of the story was, however, substantiated in the announcement (P. 1023, October) that Republic and Armco had joined forces in a $160 million project for taconite development. Chief among the dissenters was E. W. Davis, , Director of the Mines Experiment Station at the University of Minnesota. Mr. Davis has worked up the following set of cost figures:

Flotation of rutile with N-benzoyl-N-phenyl-hydroxyhmine (N-BPHA) has been investkated. Initially, floatability tests were performed in a Hallimond tube. The results indicated that rutile was floatable at pH 2-4 with N-BPHA concentration between 2 x 10-3 mol/L and 2 x 10-2 mol/L. Selectivity against hematite was recognized when operating at pH values below 2. Following the hypothesis of the formation of a surface chelate between N-BPHA and titanium ion, this compound was precipitated from a solution of Ti (SO4)2 to which N-BPHA was added. I. R. spectrometry of the rutile before and after treatment with N-BPHA solution confirmed the presence of this compound on the rutile surface. Adsorption isotherm and kinetics were determined by analyzing N-BPHA in solution with an U. V. technique. A hypothesis on the way N-BPHA is adsorbed on rutile is presented.

The news pages of MINING ENGINEERING and other trade publications have for the past two years carried a great many items about new developments in phosphate and potash, reflecting the surge in world consumption of these products as fertilizer. Today the question often arises concerning how much growth can be further anticipated by the phosphate and potash industries. To answer this question, a 15-year projection of world fertilizer consumption in terms of the three basic plant food nutrients-nitrogen, phosphate and potash-has been prepared. Two of these, phosphate and potash, are basic products of the mining industry. Nitrogen, once an important product of mining, is now mainly a chemical product. Another mineral, sulfur, although not a primary nutrient, depends on the fertilizer manufacturing industry for the bulk of its market. In crop year 1962-63, there began a startling in- crease in world fertilizer consumption. In that year, consumption increased by about 10% and in the following year by 10-12%.

In this paper, we discuss the possible impacts on market structure of imposing the pollution tax on coal producers in the Appalachian market. The consequence of such environmental restraints would (i) alter the trade and supply patterns, (ii) reduce consumptions of coal, and (iii) cause the Appalachian coal market to undergo a structural change. Simulations are then made to demonstrate that the model is rather sensitive to the pollution tax especially in terms of market boundaries.

In a previous investigation1 the authors studied the effect of pressure on the reduction of iron ores by hydrogen. With hydrogen as a reducing agent, the rate of reduction was increased substantially by increasing the pressure from 1 to 2 atmospheres. The results with hydrogen prompted the present study of the effect of pressure on reduction with carbon monoxide and with mixtures of carbon monoxide and nitrogen. Features of Reduction Process The gas stream in the lower part of the blast furnace always contains sufficient concentrations of reducing gases to complete reduction provided sufficient time is allowed for the reaction to proceed. Reducing gases react immediately with the iron oxide on the surface of lumps of ore. However, as the unreduced surface recedes from the easily accessible exterior of the lump, the reaction proceeds by virtue of the diffusion of the gases into and out of individual pieces. The rate of diffusion of gases, which undoubtedly plays an important role in the reduction of iron ores, depends on several factors, most important of which are: (1) molecular weight or density, (2) pressure, (3) temperature, (4) concentration gradient. Thus, the rate of reduction of a lump of iron ore at any temperature will depend not only on the specific reaction rate but also upon: (1) available surface of unreduced iron oxide, (2) rate of diffusion of the reducing gas to the reacting surface, (3) rate of effusion of the gaseous products of the reaction from the reacting surface, (4) adsorption of the gases on the reacting surface. Delayed failure in steel occurs by controlled initiation and growth of a crack. The incubation period for crack initiation was measured. Crack initiation and Propagation are controlled by interaction between hydrogen concentration and triaxial stress state. The incubation period results from stress-induced diffusion of hydrogen to the point of crack initiation. THIS paper describes the phenomenon of delayed failureland the kinetics of crack initiation and propagation in uniformly hydrogenated steel. The investigation was prompted by service failures of high-strength-steel components at applied stresses far below the conventional yield strength, after the part had successfully sustained equal or higher stresses for an extended time interval. This delayed failure phenomenon, often termed static fatigue, is associated1 with the presence of hydrogen. This is not surprising, since the voluminous literature on flaking and hydrogen embrit-tlement demonstrates that hydrogen may exert a potent embrittling influence. Flakes, or internal hairline cracks in alloy-steel forgings, are related to the presence of hydrogen retained from the steel-making process.2 On the other hand, embrit-tlement arises from hydrogen introduced during surface treatments such as acid pickling or electroplating. Laboratory delayed failures have been induced in notch specimens of 4340 steel by electrolytic charging of the specimen surface with hydrogen and subsequent static stressing.l,4,5 Static fatigue was observed over a wide range of applied stresses; however, failure did not occur below a critical applied stress, designated as the static fatigue limit. In this instance the extended time for failure resulted primarily from the macroscopic redistribution of hydrogen. A crack formed to the depth of the hydrogen enriched "case* upon loading; further crack growth naturally awaited diffusion of hydrogen into the material ahead of the crack. The crack-propagation rate was therefore controlled primarily by the macroscopic diffusion of hydrogen into the specimen interior during the test. Thus, in this instance static fatigue was associated with the movement of a gross concentration gradient. However, delayed failure in steel of uniform hydrogen concentration is of greater fundamental interest, as well as commercial significance. With a homogeneous hydrogen distribution a different mode of delayed failure might be expected. As the heterogeneous hydrogen distribution became more uniform,4,5 the initial crack-propagation rate decreased markedly and, in fact, what appeared to be an incubation period for crack initiation was observed. However, the macroscopic concentration gradient precluded an accurate evaluation of these observations. Although the existence of an incubation period, up to this time, has not been established definitely, it is not amiss to point out some implications of the concept. DURING the past few years, general interest in the steel-producing and steel-consuming industries has been centered on the so-called "inherent characteristics" of steels. While often vaguely described, these char-acteristics are known to influence the response to heat-treatment and the hardening characteristics of the material. Although most of the recent papers and discussions have associated the "inherent characteristics" with the austenitic grain size and empha-sized the importance of it, comparatively little is known of the variables that may affect the size of the austenite grain. The work to be described in this paper was carried out during the course of a study on the inherent characteristics of tool steel containing one per cent cart on. The discrepancies encountered in the determination and classification of the austenitic grain size led to in investigation of some of the variants influencing the austenitic grain size as determined by standard methods.

THE potential iron ores of Michigan can be classified from the stand- point of the predominant impurities into siliceous, sulphurous and phosphorous ores. Research on the flotation of each of these classes of ore was carried out in the following manner. The flotative properties of the valuable minerals of iron and of the worthless and deleterious ones were first determined under carefully controlled conditions. This information was then applied to synthetic mixtures of these minerals, which simulated the potential ores. Finally, data obtained during the two foregoing stages of the investigation were used in the flotation beneficiation of samples of the potential ores. Hematite is the most important mineral of iron in each of the above classes of iron ores. This paper deals with a study of that mineral in the very nearly pure state. There are two varieties of the mineral-specular hematite and massive hematite. The latter is the principal variety, but the former is an important mineral of iron in some of the potential ores. Because of this condition, flotation research was performed with both varieties. This research consisted essentially of: (1) a survey of the literature on hematite flotation, (2) the preparation of pure massive hematite, (3) the preparation of pure specular hematite, (4) the development of a laboratory procedure and (5) flotation experimentation. For the purpose of this discussion, the results of previous work on the flotative properties of hematite can be summarized as follows: Specular hematite has been readily floated with terpineol and sodium oleate or heptylic acid1. Further, hematite has been likewise floated with a proprietary frother and oleic acid or other soluble oils2. IN these days of the almost exclusive use of byproduct coke as the blast-furnace fuel in this country, it may seem out of place, and smacking too much of reminiscing, to say anything about the use of anthracite coal for blast-furnace fuel. Viewed in the light of present day research and of developments in alloy steel, some observations seem appropriate regarding this raw material that played such an important part in the development of the iron and steel industry during 50 years of the past century. The research work of that period, in which the whole iron and steel industry was revolutionized, passing from wrought iron to steel and from charcoal to three new mineral fuels for blast furnaces, was done chiefly in the full-sized plants of that day; and it was done largely by the ironmasters themselves. The laboratory had not become a part of the ironworks, and scientific instruments were lacking around the blast furnaces; "rule o' thumb" and erroneous theories prevailed-and have not yet all been eliminated. The recent interest in meteoric iron in connection with nickel steels and other alloys proves that it is worth while to search for the reasons for excellence and the causes for failures in the metallurgy of bygone days. Turner1 gives the reasons why the blast furnace of Dr. F. W. Geissenhainer on Silver Creek, Schuylkill County, Pennsylvania, about 10 miles northeast of Pottsville, was operated successfully with anthracite2 in August and September, 1836, and why several other attempts failed. It has taken a long time for us to find out that there are great differences in the behavior of anthracites from the several parts of the anthracite region, as well as differences in coking coals from the bituminous fields.

Mining and exploration, in the year 1971, can be characterized as a year of politics and the beginning of an era of legislation. Certainly the activities of our state and federal lawmakers and international politicians over-shadowed technical developments, which are outlined in the following pages. The nationalization of the Chilean copper industry was the most far-reaching event of the year. Not only will it have an effect on international metal trade, but the nationalization will also affect the major mining companies in such a way as to cause strategic, managerial and technical adjustments in metal mining and exploration efforts in other parts of the world.

The never ending search for lower unit costs led Pima Min- ing Company's management to study various alternatives shortly after Expansion III was completed. A considerable amount of ore as- saying 0.35% copper had to be moved to maintain mill feed at the desired 0.54 % copper content, which is the overall grade of the ore reserves. Detailed investigations revealed that for a period of 8-10 yr, about 14,000 tpd of 0.30- 0.40% copper ore pass the crusher enroute to the low grade stockpile. This ore is very hard, very clean and has to be mined at a uniform rate. A six month pilot plant run testing autogenous and semi-autogenous grinding gave encouraging results. Since no mining costs need to be charged to the extra tonnage (it had to be mined anyway), the major costs would be against milling. The decision to proceed was made in August 1970. Numerous laboratory tests and field measurements conducted by different persons have indicated that most mine rocks behave viscoelastically rather than elastically. Hence, for an accurate and realistic design of underground structure, the time factor should be taken into account, and the theory of viscoelasticity can be used. By considering the time factor, the time-safe-strength may be used for economical design instead of liberal safety factors with design based on the elasticity theory. The deflection and moment distributions on an elastic roof slab resting on elastic pillars have already been studied.l In this chapter, the stress- strain analysis for a viscoelastic mine roof resting on pillars of the same material or on supports of different material is first considered theoretically. Viscoelastic solutions for deflections, moments, and shears are de- rived from the elastic plate theory on the basis of the elastic-viscoelastic correspondence principle. The Laplace transformation technique is employed as the operational method in the mathematical treatment. The roof slab materials are represented by four different rheological models and four different loading histories are considered. The method of finite difference equations is employed for solving the partial differential equations, using FORTRAN programs to calculate roof deflections, moments, and shears. Numerical examples are given for one of the four models under two of the four loading histories with regular and staggered pillar patterns. The results are discussed in terms of the variance with time of deflections, moments, and shears as well as their variation in space due to the dimensions and configuration of the structure system. Discussion of the paper of WALTER 0. SNELLING, presented at the New York meeting, February, 1915, and printed in Bulletin No. 100, April, 1915, pp. 695 to 704. A. F. LUCAS, Washington, D. C.-Are the results of the experiments in practical operation? WALTER 0. SNELLING.-There have been no large-scale operations up to the present. The necessary conditions of temperature are easily arranged for, but the required condition of pressure, 800 lb., is not so simple a matter. The company has been working on this problem, and at the refinery in Oklahoma work of this kind is now being carried on. The way in which an ordinary still will leak at 50 lb., and more at 100 lb., leaves some doubt in the mind of many as to what can be clone at a continuous working pressure of 800 lb. On the other hand, the fact that they are making ammonia abroad by a method which employs higher pressures and temperatures than anything involved in this method, leads me to believe that the difficulties, which will undoubtedly arise when this is attempted on a commercial scale, can be overcome.
