The principle that conventional schemes for taxing petroleum or mineral resources are "inefficient" is illustrated using simulation calculations tested against an "ideal" system. Inefficiency is defined as the relative success in maximizing expected government revenues from the resources. Most systems fail because: 1) they leave oil in limbo, i.e. unproduced because of excessive fiscal burden; or 2) they unnecessarily increase the variance in the explorationist'c, rate of return by undertaxing large fields and overtaxing smaller but infra-marginal fields. This increases his discount rate and reduces taxable surplus. An "ideal" tax system is specified which maximizes government revenues while minimizing risk to the operator. Two criteria are developed: 1) the tax falls to zero on fields which yield only the minimum necessary rate of return ("marginal" fields); and 2) the after-tax present value of all fields is the same for all fields above a threshhold size. In particular, marginal fields, while contrib- uting little to expected values, do contribute to reducing variance and hence risk praemia by distributing the exploration costs over a higher probability of successful outcomes.

Fe-C alloys have been investigated at temperatures below the eutectoid transformation to determine whether the superplasticity phenomenon exists for these materials. As a result of void formation at the carbide-ferrite interfaces that led to void coalescence and premature failure, the large elongations characteristic of superplustic matem'als did not develop. It had generally been assumed that the conditions for obtaining superplasticity include: a) T/Tm =0.5, b) a strain rate sensitivity of the flow stress that results in m s 0.3, and c) fine-grain structure. Although superphsticity was not observed in the alloys studied, stress-strain rate measurements indicated that an additional condition for the existence of superplasticitv in Fe-C allovs is that the fine-wain structure be equiaxed in agveement with previous results on Zn-Al al1oys. MANY investigations have been made on the hot deformation of iron-base alloys in order to obtain an understanding of the variables that may affect high-temperature strength and ductility.'-6 However, only a few papers have studied the effect of carbon content on the high-temperature properties of iron-base alloys. Peretayat'ko and Zaikov and Wallquist and carlen4 studied the effect of carbon on strength in the y temperature range, and recently Robbins, Shepard, and sherby6 studied the influence of carbon on the torsional behavior of iron in the a and cu-plus-cemen-tite temperature ranges. In addition to studying hot deformation behavior, current investigations have also been concerned with the phenomenon of superplasticity in nonferrous materials, and, in particular, ferrous alloys. Superplasticity is identified by the increased resistance to necking that results from a high strain rate sensitivity of the flow tress. ackofenr proposed the strain rate hardening coefficient m = d log a/d log e as a measure of strain rate sensitivity and showed that m must be "-0.3 for superplasticity to exist. In addition, a fine-grained microstrcture,- a eutectic or eutectoid ornosition,- and a test temperature in the creep range (TITm > 0.5)" have also been advanced as necessary conditions for superplasticity. Although many workers""23 investigated superplasticity associated with the allotropic transformation in iron and the eutectoid transformation in steel, and recently chadler " and orrison have studied superplasticity in the a - y phase region, no one has measured the superplastic effect in the a + cementite temperature region. Therefore, the purpose of this investiga- tion was to determine the effect of carbon content, microstructure, and test temperature on the strain rate sensitivity of Fe-C alloys at temperatures below the eulectoid transformation. EXPERIMENTAL PROCEDURE Fe-C alloys with carbon contents of 0.2, 0.4, 0.6, 0.8, and 1.0 wt pct were prepared as 100 lb 54 in. ingots by vacuum-induction melting. The compositions are listed in Table I. All the ingots were soaked at 2100°F for 2 hr prior to rolling to 4 in. plate. The minimum finishing temperature for rolling was 1800°F. The plate was sheared in 10-in. lengths and tensile bars were rough-machined prior to heat treatment. The samples were heat-treated according to the schedule in Table I1 in order to obtain a fine-grained microstructure consisting of finely dispersed carbides in a matrix of small ferrite grains. All the tensile specimens were heat-treated prior to finish machining, and tensile testing was accomplished on an Instron machine in conjunction with a clamshell furnace. The buttonhead specimen configuration is shown in Fig. 1. An inert atmosphere, helium, was maintained during testing with a steel tube shroud in a bell jar arrangement. ThE distribution of gold is obviously much wider than is Commanly supposed. Resides the usual matrices, vehicles, or associates, such as quartz, pyrite, chalcopyrite, etc., I find it occurring in quite a range of common rocks. For example, at the Rhodes mine, in Gaston County, a body of 9 to 12 feet of decoroposed, light-gray gneiss was worked together with the strings of quartz, and yielded from six to ten dollars to the ton. A mine in Moore County yields its gold mainly from a feldspathic schist. In the famous King's Mountain mine, in Gaston County, the gold is obtained not only from the seams of quartz in a blue, hydromicaceous schist, but a 60-foot ledge of grayish-blue, fine-grained, schistose limestone is quarried out bodily and sent to the stamps. It is gold-bearing throughout. In Montgomery County the singular concretionary, conglomeritic, quartzite schist, which contains Emmons's palceotrochis, is gold-bearing over wide tracts of country. This fact was noticed by Dr. Emmons. But a still more striking and significant fact is, that a large part of the gold of Montgomery, Davidson, and Randolph counties,

A NUMBER of articles have been published, notably those by R. S. Handy, R. T. Hancock and A. P. Watt in Engineering and Mining Journal, dealing with the calculations involved in ore dressing.. These publications demonstrate both, the importance of the subject and the lack of success in developing a generally recognized method for comparing enrichment effects. Considering that we may wish -to compare enrichment results on similar or dissimilar ores, that we may desire to make the comparison on the basis of either the absolute or the economical efficiency, and that the number of factors upon which the result depends is large, the question arises whether it is possible to set up a positive method for such calculations. In the following pages it is our aim to show that a sure, complete and successful way to overcome existing difficulties has been found. In this theoretical paper, a transport-reaction mechanism is suggested for the enhancement of the rate of vaporization of metals, or other materials, brought about by the process of convection and condensation. Based on theoretical reasoning it is predicted that, when there is a temperature gradient surrounding the heated object, a slight increase in the rate of vaporization brought about by natural convection is enhanced further as a result of condensation of the vapor close to the surface of the object. In order to derive the effective vapor-concentration profile, consideration is given to the super saturation of the vapor necessary for the homogeneous nucleation of the condensed phase from the vapor. For the formulation of the rate equation based on this mechanism, adequate information should be available on the transport properties of gases and vapors at elevated temperatures and the method of calculating nucleation pressures of the vapor. The methods of deriving such data are discussed in the paper and a rate equation is calculated for the vaporization of iron in helium for various temperature gradients in the boundary layer. Considerations are also given to the effect of oxygen on rates of vaporization of metals under isother ma1 and nonisotherma1 conditions. THE study of the methods of enhancement or retardation of basically transport-controlled vaporization reactions is of theoretical interest with possible practical implications. There are several ways of bringing about such effects. For example, Turk-dogan, Grieveson, and Darken1 demonstrated that the rates of vaporization of metals under isothermal conditions were increased by several orders of magnitude, up to the maximum rate attainable in vacuo, by introducing some reacting gas into the inert atmosphere surrounding the metal. Such an effect is brought about by the interaction of the counter-diffusing reacting gas and metal vapor in close proximity of the metal-gas interface. Another case which is often experienced in practice is that of vaporization affected by natural convection. Although several theoretical and experimental studies of this problem have already been made, no detailed consideration has been given to the possible effects of condensation of the vapor in the boundary layer on vaporization rates, which constitutes the subject matter of this paper. BASIC CONCEPT OF ENHANCED DIFFUSION-LIMITED VAPORIZATION When a heated object, for example a metal sphere, is submerged in a fluid medium, heat is transferred from the surface of the object to its surroundings by four simultaneously occurring transfer processes: i) free-molecular conduction at the gas-solid interface over the distance equal to the mean free path of the gas, ii) conduction and convection through the fluid-dynamic boundary layer, iii) latent heat of mass transferred, and it!) radiation. The free-molecular conduction becomes pronounced only when the total pressure in the system is very low, e.g., below 1 mm Hg. Therefore, this term may be neglected for ordinary pressures. At low mass-transfer rates, due to vaporization of the object, the contribution of process iii) to the heat transfer can also be neglected. Finally, since the temperature profile is not affected by radiation, the latter need not be considered. Since the days of Newcomen and Watt, when men first sought to turn the energy of fuels to useful purposes, coal-generated steam has supplied most of the power needed for both stationary and mobile applications. The low efficiency and large water requirements of the nineteenth century steam-power plant caused many engineers to turn their thoughts toward more direct means of converting heat into power. As far back as 1791, John Barber secured an English patent on a combination' which he might well have called a "gas turbine." He proposed to generate producer gas from coal or charcoal, to burn it under pressure in air obtained from a reciprocating compressor, and to drive a turbine wheel with the resultant hot combustion products. With the optimism characteristic of the inventor, he hoped that the turbine would not only operate his compressor but also perform useful work. There is no record that Barber ever built his machine, but if he had done so he would have learned that useful power can result from such a combination only when both turbine and compressor are highly efficient and when the temperature of the gas entering the turbine is not far below 1000°F. Hot-air prime movers continued to attract attention, and both Stirling in England and Ericsson in America2 built reciprocating engines that operated with some success upon coal-heated air. The internal-combustion engine, burning liquid fuels, supplanted the hot-air type, and, for the first time, challenged the supremacy of both the steam cycle and its familiar fuel, coal. Liquid Fuels Compete with Coal As the increasing use of the automobile multiplied the demand for gasoline, the supply of residual fuel increased rapidly, and heavy oil declined in price to the point where it became competitive with coal. First in the marine field and later in stationary plants in areas adjacent to refineries, oil began to be widely used. Oil's greater convenience and higher heating value per pound of weight or per cubic foot of bunker space have caused it to take over much of the marine field. The introduction of the highly efficient diesel engine, capable of burning a fuel that is cheaper than gasoline, again threatened the position of coal, for the operating costs of the diesel became directly competitive with those of coal-burning equipment. In isolated power plants and smaller marine installations, the diesel provided the medium by which oil again successfully invaded fields formerly dominated by coal. The diesel engine, provided with an electrical transmission, found an excellent application in railroad service. In 1930, Taggart, Taylor and Knoll1 found that addition of various electrolytes to suspensions of ground minerals resulted in the stopping or starting of Brownian movement of the suspended particles. On the basis of the many new facts found, they rejected the " classical"† theory of Brownian movement and proposed an "ioniza-tion " theory. This new theory was further supported in later publications by Taggart.3,4 The acceptance of the ionization theory by men in the field of flotation may be judged by the mention given this theory in Gaudin's "Principles of Mineral Dressing,'16 Wark's "Principles of Flotation,"8 as well as in a recent paper by Fitt, Thomas and Taggart.7 The proponents of the ionization theory have gone further than the mere statement of the new theory. A parallelism between the Brownian movement of mineral particles and their behavior in flotation was reported.1,3,4 Likewise, the correlation between flocculation-dispersion of mineral particles and the Brownian movement of these particles has been investigated.' Bankoffl5 has suggested that "slime-coating" can also be directly correlated with the Brownian movement of the slime particles. In each of the instances mentioned it is the ionization theory of Brownian movement that has been used to "explain" the correlations that were found. The essential conflict between the kinetic theory and the ionization theory can be understood best by a brief description of each. The kinetic theory* proposes that Brownian movement is caused by the impacts of liquid molecules against the solid particles. At any instant of time, the molecular impacts on all sides of the solid particle will not balance, and the particle will receive a push in some direction. According to this theory, dl particles suspended in a liquid are in Brownian movement. However, if the particle is very large, the impacts on all sides will very nearly balance and the motion will not be noticeable. Another factor, besides the size of the particle, that affects the magnitude of the Brownian movement is the viscosity of the liquid—the greater the viscosity, the less the displacement of particles by Brownian movement. This theory has been verified experimentally by measurement of the velocity of Brownian movement, and by measurement of the compacting of suspensoid particles under the influence of gravity.2 The originators of the ionization theory found that he addition of various electrolytes to slime pulps caused cessation or commencement of Brownian movement, depending upon the chemical nature of the particle and the electrolyte. The primary object of this study was to determine the effect of ferrite and its orientation upon the mechanical properties of a precipitation -hardening stainless steel with particular attention to the short-transverse properties. The investigation consisted of Jour major parts : the preliminary investigation of billet properties, the effect of forging reduction and ferrite content upon mechanical properties, the effect of notch orientation upon impact strength, and the relationship of heat composition to ferrite content. Low ductility and impact strength in the short transverse direction were found to he associated with the orientation and shape of- the ferrite plates. It was also determined that impact strength varied with notch orientation. The test values obtained with the notch perpendicular to the plane of the ferrite plate were lower than those obtained in the notch-parallel condition. The over-all investigation showed that high ferrite contents in general had a deleterious effect upon mechanical properties and that the ferrite content could he minimized by exercising rigorous control of the heat composition. A careful balance of elements, nitrogen in particular, must he maintained in order to reduce the formation of ferrite. THE precipitation-hardening stainless steels were developed to fulfill a need for high-strength corrosion-resistant alloys. In the annealed condition they are soft and ductile and possess many of the desirable characteristics of the austenitic stainless steels. In the hardened condition, the alloys exhibit the high strength and hardness of the martensitic stainless steels. The alloy under consideration in this investigation has a nominal composition as follows: C Mn Si Cr Ni Mo N 0.13 0.95 0.25 15.50 4.30 2.75 0.10 The hardening mechanism is identical to that of other hardenable steels in that it depends upon the transformation of austenite to martensite. This alloy because of its annealed structure and its ability to be hardened combines the desirable forming and corrosion properties of the austenitic grades with the high hardness and strength levels attainable with the hardenable grades. The reason for this apparent duplicity of proper- ties can be explained by considering a basic metallurgical difference between the hardenable stainless steels and those of the austenitic group. Both types are austenitic at 1800°F but, while the martensitic grades transform to martensite upon rapid cooling to room temperature, the austenitic grades remain austenitic even when cooled to temperatures below room temperature. The major difference then is in the degree of austenite stability. This stability can quantitatively be described by the Ms temperature. The Ms is defined as that temperature at which austenite begins to transform to martensite. The austenitic grades for example may be cooled to -300°F without producing significant quantities of martensite. The hardenable stainless steels on the other hand have an Ms temperature in the vicinity of 400" to 700°F. In cooling to room temperature, these alloys traverse the entire Ms-Mf range and show almost complete transformation to martensite. The semiaustenitic stainless steel, however, occupies an intermediate position with respect to its austenite stability. The analysis is so balanced that the Ills temperature lies at or slightly above room temperature. The resulting alloy retains much of its austenite at room temperature and yet responds to hardening heat treatments. Achieving this delicate balance of elements is therefore of great importance. Slight imbalances of the equivalent Cr-Ni ratios frequently result in the presence of 6 ferrite. It is the effects of this ferrit with which we are concerned, more specifically the effect of the quantity and ferrite orientation upon mechanical properties, particularly ductility. PROCEDURE A) Preliminary Investigation of Billet and Forging Properties. In order to determine the effect of ferrite on billet properties, billet stock from three heats with various ferrite contents was utilized. Tensile specimens were obtained in the transverse and longitudinal directions from this material and heat-treated as shown in Tables I and 11. Forgings were made from these same heats, the purpose being to determine what effect, if any, the ferrite might have upon the mechanical properties. These forgings were made in such a manner as to elongate the ferrite in the longitudinal and transverse directions. The method of forging was as follows. A section was cut from a 6-in.-sq billet of Heat A and flat-forged to 1-1/2 in. thick. Working was done from one direction only with no edging passes as shown

In an earlier publication, the application of exoelectron technology to the monitoring of dry grinding in a ball mill was reported. Recently, the author has investigated the ball mill problem in more detail with the system shown in [Fig.1]. Here, some of the current generated in the ore-ball-water mixture was picked up by the metal chains and served as a measure of the rate of grinding. While the mechanism of current generation has not been completely clarified, a parallel study of electrical effects associated with rock drilling indicated that the major driving force is the zeta potential*, while oxidation of the freshly fractured material provides the remainder of the current. Both of these effects are sensitive to the exposed surface area, and it might be expected that the observed currents would provide a measure of the grinding rate. This "surface area" effect allows the measurement system to be used in any type of rock or ore grinding. Some studies with sulfide copper ore indicate higher currents than those observed with silica sand, but the overall pattern of current versus grinding rate is essentially the same. Experimental Studies The experimental system was set up as shown in [Fig. 1]. The initial studies were done with silica sand because of its availability and for comparison with the data of reference 1. The sand was sized to an average of 425 /MI (40 mesh); a typical charge consisted of 2.5 kg (5.5 lb) of sand, 0.85 L (0.22 gal) of tap water and 2.5 kg (5.5 lb) of iron grinding balls 25.5 mm (1 in.) in diameter. For a typical "run," the mill was loaded with a fresh charge of ore and operated for periods ranging from 10-60 min. During this time, the current was measured with a Keithley 417 picoammeter and a chart recorder. At the end of the grinding period, the charge was removed and sieved to recover the 425, 300, and 212 µm (40, 50, and 70 mesh) fractions which were then drained and weighed. A fresh charge was used for each test and every attempt was made to keep the draining and weighing processes uniform.

Ancient as is the art of producing copper, so ancient is one of its eternal problems: refractories. Looking backward, in the light of present knowledge, clouded though it be, one cannot avoid a sense of profound respect for the patience, acumen and courage of those who have wrought so successfully despite difficulties, a more accurate understanding of which seems merely to accentuate. The problem of refractories arises from the necessity for constructing containers in which to bring natural ores into thermal solution in order to effect reduction and separation of the valuable metal content and free it of undesirable contamination while producing a waste slag. The very forces known to produce thermal solution of sufficient liquidity are necessarily destructive of exposed refractory linings in proportions varying inversely with thermal conductivity, directly with the porosity and ease of fluxing of the refractories used, and directly with the temperatures employed. Beyond this, mechanical forces are set up within the refractory lining incident to rapid heating or cooling, shrinkage at high temperatures, and unequal or excessive loading, that frequently pass the elastic limit, causing spalling or distortion. The effects of these forces are often accentuated by the necessity of providing at the same time as hot a bath and as cool a container as are consistent with fuel economy. Evolution in the Use of Refractories Clay Brick.—Fireclay and clay refractories had to yield wherever they were in contact with slags rich in basic oxides, first because of the combining power of those oxides with free silica and secondly because of the tendency of alumina to form either aluminates or alumina-silicates of varying complexity. Of no less importance, the incipient fusion point was low as compared with good clay brick of today, while the brick lacked strength at high temperatures. Expansion was slight, therefore it was difficult to make and maintain tight walls, roof, or bottom. However, the spalling tendency was low because of some of these properties and clay brick have retained their place in roasting furnaces, boiler furnace linings, and in the upper walls of some of the reverberatory types such as some refining, anode and wire-bar furnaces. They have served often and most efficiently for hot patching.
