Production of both metallurgical and thermal coal represents a significant sector of the mining economy of British Columbia. The coal measures are located in the Rocky Mountains, and the majority of the coal is produced by open pit mining. The coal seams occur interbedded with siltstones, sandstones, mudstones, and shales. Consequently, large volumes of waste rock are generated in the course of open pit mining. The waste rock is consigned to waste rock piles that of necessity must be developed on moderate to steeply sloping terrain. Some of the waste dumps currently under development will ultimately contain in excess of 500 million cubic meters of material, and some of the proposed waste piles will attain heights in excess of 300 m. These waste piles must be developed in a manner that will assure their stability through all stages of development, as well as over the long term after mining operations have been completed. This paper describes methods of waste dump development, factors affecting stability, modes of potential failure, and a simple method for monitoring movements to provide a warning of pending unstable conditions.

In their recent complete review of the subject of age-hardening,' R. F. Mehl and L. K. Jetter classify the main types of precipitation-hardening alloys under two headings, depending upon the nature of the precipitate and the character of the precipitation. In the alloys falling under the first heading, which display "continuous precipitation" and are typified by the aluminum-copper alloys, "precipitation seems to occur without much regard to grain boundaries and apparently at much the same rate at every point," although an acceleration in regions plastically deformed has definitely been established.2 In the second type of alloys the precipitation is "discontinuous," as in the copper-silver system for example, and "seems to start in restricted regions, primarily those contiguous with the grain boundaries, and to spread inward in an advancing wave." The reasons for the occurrence of these two greatly different types of precipitation are unknown, as are those for many other reactions that take place in the solid state. In the present paper only the first or "continuous" type of precipitation will be dealt with, for which a complete crystallographic mechanism has been worked out for the process of precipitation from a supersaturated solid solution of copper in aluminum. Based upon this mechanism, an explanation of the various property changes found experimentally will be developed in the second paper of this series. In later papers ('discontinuous precipitation" in copper-silver alloys will be explained, and an effort will be made to rationalize the two processes and types of precipitation. In many iron, coal and copper mines where large tonnages are known before starting operation and proper provisions can be made, the problems of electric traction by trolley locomotives are not very different from those of surface plants. In such installations the gauge of the track, the radius of curves, and the clearances, both vertical and horizontal, can be made to suit the conditions of the traffic. It is more difficult to install electric traction in mines which were started with hand tramming and where no consideration was given to the possibility of mechanical traction being used. The writer having had some experience in the installation of electric traction in copper mines, the following remarks apply more particularly to these mines. With the gauge of track usually 18 or 20 in., the weight limit of locomotives obtainable from manufacturers in this country varies from 3 to 6 tons. The full-load speed varies from 49 to 6 miles per hour. These locomotives, being made to run on very small radius curves, have a short wheel base and a long overhang from axle to coupling, which necessitates a coupling' with a good deal of lateral motion to avoid derailing the cars on sharp curves, especially if couplings are of the standard railroad automatic type. Although 3-ton locomotives will run on 12- or 16-lb. rails, it has been found more satisfactory to use 25-lb. rails, as the track keeps in much better shape, it is easier to maintain the bonding in good order, and fewer derailments from dirt on the track occur with the larger rails. Where 6-ton locomotives are used the 25-lb. rails are satisfactory, but 40-lb. rails have proved cheaper where the traffic is heavy and the ground is soft, as the track maintenance is considerably lower with the heavy rails. The locomotives will run on 15-ft. radius curves, but on through runs it is advisable not to go below 40-ft. radius. The voltage used should not exceed 250 to 275 volts, and the trolley wire should be protected, to prevent accidental contacts, in front of chutes and at all points where it is low. EARLIER work1,2 has shown that the strength developed by fired magnetite pellets containing silica or silicates is due to three separate effects. Two of these are associated with the formation of slag in the interior of each pellet at temperatures above 1000°C, where the atmosphere is substantially though temporarily neutral. The third is independent of the silica content and is responsible for the development of a hard shell around the pellet during the initial stages of firing, a condition which permits the pellet to assume the increasing load of the overlying burden and prevents extrusion of the slagged and semi-liquid interior. Pellets made from hematite concentrates do not show these effects unless specific additives are incorporated, and it is these differences in behavior which in large part account for the difficulty in producing satisfactory pellets from such concentrates. Elsewhere it has been stated that "the most important factor responsible for the development of strength in fired magnetite pellets containing no additive is the oxidation of magnetite to hematite and the subsequent recrystallization and grain growth of this constituent."1 The object of the investigation reported in the present paper was to study in detail the mechanism described above and to evaluate its contribution to the strength of the fired pellet compared with other possible mechanisms, excluding slag bonding. This was effected by placing together polished faces of two cubes prepared from specific minerals and then heating them under constant pressure at different temperatures both in air and in nitrogen.

As we now look back, it is easy to believe that this holding of the line of defense intact by General Carey and his men was a determining factor in the outcome of the war. To have played so important and noble a part in this vital effort as that taken by Perry is assuredly the privilege of few. Our lives, it seems, are like capital entrusted to us to be expended as wisely and effectively as we may. With them we purchase whatever of accomplishment the stuff that is in us permits. It is impossible to escape profound regret that a career so full of the highest promise, and a personality so overflowing with all that is fine and lovable, should have been cut short at the age of thirty-one. Yet who can doubt that in a few months Perry bought with his life the fullest achievement of a life-time—a glorious part in the salvation of Liberty and Justice and Decency, indeed of Civilization itself! TheRe is a small area about Murray where bedded gold quartz veins occur in Prichard slate. The ore taken from the upper levels, during the early days, was free milling and was treated by stamp milling and amalgamation. There was likewise a considerable placer working. The report is current that tungsten (scheelite) was encountered, which interfered with the amalgamation in the stamp mills and which, in placering, collected in the riffles in the sluice boxes and clogged them. Consequently, in the quartz mines, the scheelite, when encountered, was rejected, being thrown into the waste, sometimes inside the mine and at other times outside on the dump. The free surface ores became worked out and as the ore in depth became pyritic and rebellious to amalgamation the mines closed down. Last spring tungsten ore brought a high price, near $80 per unit, 60 per cent. W03 and up. This so stimulated the output of tungsten ore that old dumps were explored and waste stored in the mines was gone over. Tungsten was likewise mined from virgin ground. So the district produced quite heavily for a time. The condition now is different. The price is not so high, about $20 per unit WO3, which makes profits questionable when mining in new ground. The accumulations from early day mining have been exhausted and the output has greatly declined. The Golden Chest mine was the heaviest producer of tungsten. The months of June and July were spent at this mine studying the problem. Since the mine had produced both gold and tungsten, we looked forward to the problem of recovering both from what might be called a gold-tungsten ore. A study of the Golden Chest vein showed this was not to be the case. While gold ore and tungsten ore come from the same vein, the tungsten ore is confined to a more or less disturbed or distorted portion

IN connection with a research on gallium alloys, a method for the thermal analysis of very low melting alloys was developed, which appeared to be worthy of more than passing interest. As used, the method was suitable for work in the temperature range, — 72° to 250°C. However, with suitable adjustment, the method could be adapted for use over broader temperature ranges. The Rosenhain temperature gradient furnace,' adapted for low-temperature use, was the basis for the method. The gradient was set up in a stainless steel tube. The specimens were lowered through it at a constant rate while time-temperature or inverse rate data were taken. It was essential to maintain careful control of the top and bottom temperatures of the gradient. Also essential was good heat transfer from the walls to the specimen. This was accomplished by a liquid heat-transfer medium.

THE solubility of gases in metals has been of interest since Graham's time in 1866, but, although the subject was actively studied by iron and steel metallurgists during the eighties, the era of painstaking laboratory investigation begins in 1907 with the publication of Sieverts'1 thesis on the occlusion and diffusion of gases in metals. Since then, Sieverts has worked almost continuously in this field, and his views on the subject are the prevailing ones at the present time.2 Probably the most important result obtained by Sieverts, and frequently verified since by other observers, is the discovery that at a constant temperature the solubility of almost all gases in both the liquid and solid state of most of the metals is proportional to the square root of the pressure (for pressure above 100 mm.). The obvious explanation of this fact is that the gas dissolves as atoms and not as molecules, although it has been pointed out a number of times, first by Donnan and Shawl in connection with their work on the solubility of oxygen in silver at 1075° C., that the formation and solution of a compound of the metal and gas would also be indicated by a variation of the solubility with the square or higher root of the pressure. Sieverts4 himself raised the question whether the usual explanation (i. e., that the gas dissolves as atoms) may not be wrong, when he found that the square root law held also for the solubility of sulfur dioxide in molten copper; in which case dissociation into simpler molecules or atoms does not take place. IT has been said that "the command of nature has been put into the hands of man before he knows how to command himself," and what we see about us gives particular emphasis to this observation. If this condition be granted, the vaunted boast of school and college, of the institution that had the training of this generation, and of its fathers, and of its grandfathers, the boast that education is a "preparation for life," stands exposed as a hollow claim, or as a ghastly, cynical conception of life, or else education has fallen far short of its intentions. It has been evident for some time that education was not meeting the fullest expectations of society. In recent years there has been a deal of speculation indulged in by both laity and faculty in regard to American education and American civilization, and some few and sporadic changes have been effected. Today, however, there is no longer time for mere hypothetical considerations; we are faced with certain definite facts and confronted with obvious conditions that will not wait for fine-spun theories. If educators do not put their house in order, someone else will do it for them. The trends in mineral industries education must be in harmony with this general realignment that is today visible on the educational horizon, and only as these trends are in conformity with this movement can they be called sound. Two questions, then, confront mineral industries educators: (1) What are the trends in mineral industries education, and (2) how do these trends correlate with the major educational movements of the day?

Techniques for studying the performance characteristics of heterogeneous reservoirs have been developed. The effect of permeability variation on both the steady-state and the transient flow of a single fluid has been investigated. Limited comparisons with field and laboratory data have been made. The physical models studied consist of random three-dimensional arrays of homogeneous porous blocks. The permeabilities of the individual elements are assigned according to a specific distribution function; uniform anisotropy is introduced by varying the relative dimensions of the blocks. A particular model is perturbed simply by re-arranging its elements at random. The behavior of a physical model is determined by digitally solving its numerical analogue. Based on computational experiments, subject to the restrictions implied by the assumptions that were made, the following general conclusions have been drawn. 1. The most probable behavior of a heterogeneous system approaches that of a homogeneous system with a permeability equal to the geometric mean of the individual permeabilities. 2. The effects of flow geometry and anisotropy on the most probable value of the effective permeability of a heterogeneous medium are finite but not significant. 3. The permeability determined from a pressure build-up curve lor a heterogeneous reservoir gives a reasonable value for the effective permeability of the drainage area. 4. A qualitative measure of the degree of heterogeneity and its spatial configuration are obtained from a comparative study of core analysis and pressure build-up data. It has been indicated that these conclusions are predicated on the assumption that the core analysis and the pressure build-up data represent true reservoir characteristics. Common sources of error in these data have been discussed. One of the most significant problems of reservoir engineering is that of determining the nature and the disposition of the heterogeneities that inevitably occur in petroliferous formations. It is with this problem that this paper is concerned. Extensive research, both theoretical and experimental, has provided reasonable descriptions of the physical processes that are associated with primary and secondaryrecovery mechanisms. Similar progress in the fie1d of numerical analysis and the evolution of truly high-speed digital computers have made it feasible to calculate the behavior of these mechanisms under almost any environmental conditions. It appears to be logical, then, to conclude that the mechanistic performance of any reservoir can be predicted with some confidence. Unfortunate1y, a necessary condition for the validity of this conclusion is that the formation be adequately described in a macroscopic sense. This condition cannot be satisfied ill general; therefore, a frustrating situation currently exists — it is possible to compute the effect of reservoir heterogeneity on behavior, but it is not possible to specify the heterogeneity itself. In many cases, the predicted behavior of a project is so completely dominated by irregularities in the formation's physical properties that the gratuitous assumptior, of a particular form for the variation can reduce the solution of the problem to a mere tautological exercise. While all porous media are microscopically heterogeneous, only macroscopic fluctuations need be considered since the fundamental concepts of reservoir mechanics are based on macroscopic quantities. For the simplest case in which only one physical property varies from point to point, the degree of heterogeneity that is apparent depends on three distinct factors, i.e., the nature of the property's variation (frequency distribution), its disposition (spatial distribution) and the inherent stability of the mechanism being studied. Consequently, any attempt to devise an unambiguous scale of heterogeneity must take these factors into account. Since this investigation is intended to be exploratory, it will be restricted to single-phase flow because of the simplification implied; both steady-state and unsteady-state behavior will be considered. URANIUM is commonly recovered by either column ion exchange (IX) or basket ion exchange (RIP) from solutions resulting from sulfuric acid leaching of uranium-bearing ores. In both operations a solid state ion exchanging resin is used, the major difference being that practically clear uranium pregnant solutions are required for passage through resin columns whereas in RIP, leach slurries from which only the sands have been removed are caused to flow through ion exchanging resins contained in baskets. The solvent extraction process as used for recovering uranium from acid leach solutions is also an ion exchanging process, but one in which the ion exchanging medium is a liquid rather than a solid state resin. For this reason, SX is often referred to as liquid ion exchange, although liquid- liquid extraction is probably more accurate. Uranium in its sulfuric acid leach solutions exists in an equilibrium that may be visualized as follows: [ ] Because of an equilibrium of this nature, uranium may be recovered on either cation exchanging or anion exchanging resins and then concentrated during the resin eluting operation. Similarly, solvent extraction processes may utilize either anion ex- changing or cation exchanging liquid organic phases, which capture the uranium and permit its subsequent concentration when the organic phase is stripped.

REASONS FOR THIS CHAPTER Up to this point in the book the material presented has addressed the fundamental parameters associated with the evaluation of mining ventures and other investment alternatives. The procedures and techniques illustrated represent the basic approach to project evaluation, particularly when considering the normal engineering economic analysis of investment proposals. The evaluation procedure is complicated, however, when dealing specifically with mining-related investment proposals. These complicating factors are invariably directly related to the many special characteristics of the mining industry. Many of these special features such as tax policies, revenue and cost estimation, and ore reserves have been addressed in previous chapters. In addition to the many special features of mining which directly impact, in a quantitative manner, the various line items in the pro forma income statements of a cash flow analysis, other features of mining affect evaluation procedures in a more general manner. The main purpose of this chapter, then, is to provide an exposition of some of these more qualitative factors. We hope this will enable the reader to recognize these factors in mine evaluation practice and to make suitable adjustments in his or her analysis.

ENGINEERS, operators, miners, and others di-rectly interested in mining will readily agree that more of well-directed illumination in mines will result in a reduction of accidents and general im-provement in the working conditions, comfort, and effi-ciency of those employed underground. Progress has been made in the amount of illumination from individual lamps carried by miners. The candle, which a great many of us can remember as the general method of lighting, was replaced by the oil lamp or torch, later by a specially prepared oil known as "Sunshine," and eventually by the carbide cap lamp. The metal mines still present a field for progress from the standpoint of general illumination, particular-ly those mines having high stopes. Attention is being more and more focussed upon the advantages of im-proved lighting in mines, in order that the underground employee may benefit as the factory workers have al-ready done. The management is vitally interested in the morale of its employees, the reduction of costly accidents and increased production, all of which, judging by results in other industries, will be sub-stantially benefitted through the means of improved general illumination. From data available to the writer, 40 to 50 per cent of the accidents in the metal mines occur at the face; they may be due to roof falls, movement of loose ore, loading of cans, handling of tools, etc. Very probably a large proportion of these accidents may be attributed to lack of light. If sufficient illumination had been present the employee could have seen what was happen-ing and taken the proper precautions. The introduc-tion of better illumination means better visibility, de-crease in accidents, and increase in efficiency.

WITH rapidly diminishing oil reserves: a great percentage of which are uneconomical at present prices, some of the existing methods of development and production will have to undergo radical re- visions to meet the changes continually taking place in the petroleum industry. Imagination in an engineer is a great asset. The fancy of today is found to be the realization of tomorrow, and with this thought in mind, there is here presented a more or less imaginative picture which, to my mind, has a meritorious basis. Directed drilling has reached a stage of accuracy sufficient to allow the prediction that this art will be used in the future development of oil structures, especially those \\,it11 thin sand bodies 'and steep dips. Directional drilling in a number of fields in California has gratifying results. Wells which practically laid pipe lines through the oil sands have enjoyed a greater drainage radius with a consequent greater initial and cumulative production. In one field where the vertical thickness of sands was approximately 550 ft., wells drifting at an angle as great as 55 deg. fro111 vertical had over 1100 ft. of perforated pipe in contact with these sands. The petroleum industry is confronted with the problem of conservalion. This is not a simple problem in view of a wide difference of opinion among authorities as to whether conservation is necessary and the specific direction that it should take. Many writers accuse the petroleum industry of wasting the natural resources of the country. Others link the consuming public with the industry in this waste. Let us define our terms; agree, if possible, on where and when waste occurs in connection with either the recovery or use of petroleum and select such plans for conservation as appear most practical. A plan for conserv3tion which appears to be logical today may not meet the problem tomorrow. The conservation of petroleum is closely linked with the advancement of marly arts and sciences and as these advance, the plan of conservation has to change. The need for conservation does not necessarily rest upon the elimination of waste. There is not necessarily a fixed connection between waste and conservation. Conservation may be necessary or desirable although there is no waste. Definitions Waste: Useless or unnecessary expenditure. Conservation: The preservation of the natural resources for economical use. Both definitions contain adjectives the interpretation of which is extremely difficult. It is the determination of what expenditures are "unnecessary" or what uses are "economical" that will require study and agreement. If one lets his automobile engine run in cold weather in order to keep it hot, it is difficult to measure that necessity. If an automobile is driven two blocks, when the driver is physically capable of walking, what is the measure of necessity. This question is in the realm of one of the oldest of sociological problems, "What is a luxury?"—a problem which has not been solved. The history of society indicates that the measure of a man's wealth has been the measure of necessity. What he can afford to buy without stinting himself in some other direction, is not a luxury to him and, if it fulfills his desires, may be considered his necessity.

The predominant orientation in both straight-rolled and cross-rolled molybdenum is the {100} [110] texture. Upon complete recrystallization, this same texture predominates, but there is less spread about the ideal orientation. A secondary orientation about the [111] direction as the axis develops in cross-rolled sheet. Compression-rolled sheet exhibits random orientation in the plane of the sheet. Some mechanical properties were measured at varying angles to the rolling direction to determine the effect of preferred orientation on anisotropy in molybdenum sheet which had been straight, cross, or compression rolled. THE development of the arc-cast process has made available large ingots of molybdenum from which it is possible to roll sheet of considerable size. It is anticipated that such sheet will be further fabricated by spinning, drawing, stamping, or forming. Anisotropy of physical properties caused by the preferred orientation developed in the sheet during rolling may be expected to affect the behavior of the metal when subjected to these fabricating operations. To produce a sheet which will be most amenable to the fabrication of a given shape by a particular operation, consideration should be given to the directions and magnitudes of plastic deformations produced in the operation. When possible, the rolling schedule should be controlled to develop a texture which favors the required deformation. The existence of preferred orientations in rolled molybdenum sheet has been reported by Jeffries,' Konobejewsky,' Fujiwara," Goss,' and Ransley and Rooksby." None of these investigators obtained sufficient X-ray data to permit the construction of pole figures; instead, they based their conclusions upon Debye-Scherrer patterns of a limited number of positions. Ransley and Rooksby devoted some attention to transcrystalline cleavage at 45" to the rolling direction, indicating that it is appreciable in polycrystalline material only when the crystals are in the ideally preferred condition, and that this condition is only approached if the metal has been rolled successively in two perpendicular directions. In a recent paper, Custers and Riemersmao introduced the first pole figures to describe the textures of straight-rolled and cross-rolled molybdenum sheet. To increase the knowledge concerning the generation and effects of preferred orientations in molybdenum sheet, an investigation was undertaken to determine the effects of variations in rolling schedule and annealing treatments on preferred orientation, and to correlate preferred orientations with some mechanical properties. The orientations of straight-rolled, cross-rolled, and compression-rolled sheet have been determined by X-ray analysis, both as-rolled and after recrystallization. Pole figures have been constructed to describe the textures produced by these various rolling procedures. Texture of Cast Molybdenum Ingots In the arc-cast process, molybdenum powder is pressed into a vertical column which is sintered to increase its strength as it proceeds downward into a water-cooled mold, where the metal is melted in an alternating-current arc established between the end of the formed powder electrode and the metal bath at the top of the growing ingot. Since the solid-liquid interface moves continuously upward in the mold, the crystal axes are not normal to the cold surface of the mold but have the curvature shown in Fig. la. X-ray analysis reveals that the cube axis is the fiber axis and that it is normal to the cold surface of the mold; that is, the [loo] direction is parallel to the longitudinal axis of the ingot. So FAR as the quality of the product is concerned, the history of the production of pig iron for foundry purposes is one of constant retrogression. The steps in this deterioration began with cold-blast charcoal pig iron, then anthracite iron, coke iron; then gradually warm to hot-blast coke iron, with the charcoal furnaces also heating their blast to get greater tonnages, and finally the present day hot-blast coke irons with scrap additions to the ordinary burden that, according to one European report, have gone as high as 135 per cent. Parallel with this quality retrogression is the enormous increase in furnace tonnages from about 15 tons daily to over 1000 tons per day in exceptional instances of modern practice. The key to this situation is economic pressure. The effect is a growing differentiation between furnace production for gray iron and malleable foundries and for the production of commercial steel. As the foundry is often compelled to draw upon the pig irons made for steel purposes, for economic reasons, whereas the steel industry does not draw upon foundry pig irons proper, the situation is resolving itself into one of grave consequence for the life of the gray-iron castings industry, and hence the intensive present-day feeling in foundry circles for rigid specifications to govern the quality of pig irons sold for foundry use. In the discussion of a paper on the use of scrap in the blast furnace held recently in the Institute, a very pertinent remark was made by one of the participating furnacemen, who confessed that "the things found wrong by the foundryman with his iron were beyond his depth." It may be added that those things are also beyond the depth of most foundrymen who, however, know from their results that they are getting poorer castings today with many pig irons than they did with those same brands in former years. Under the former fracture buying, the foundryman at least could select the strongest metal, as judged by the sledge, from various brands of similar fracture and pig section, and his results proved the soundness of his conclusions.
