The future of plant design in mineral processing and extractive metallurgy is discussed in relation to present trends and the future need to build plants that will treat larger tonnages and lower grades of ore. The future equipment and plant design of crushing, grinding, screening, classification, flotation, magnetic concentration, gravity concentration, hydrometallurgy, thickening, filtration, tailings disposal, health, safety, environment, and materials of construction are discussed. Future plants are expected to follow upon present evolutionary trends. The impact of escalation, energy costs, and increased regulation of the industry is foreseen as a major influence on plant design.

THE high corrosion resistance possessed by tin under most circumstances, combined with its generally satisfactory appearance and useful physical properties, has led to many and varied uses for the metal. These uses have been partly limited by the fact that tin is an expensive metal, therefore many applications have been developed in which tin has been employed in combination with lead, either by coating, as in tin-lined collapsible tubes, or by the formation of alloys containing various proportions of tin-rich and lead-rich phases, as terne plate. A detailed knowledge of the corrosion characteristics of the tin-lead couple therefore is of general interest and has become specially important at the present time, when every effort is being made to conserve tin as much as possible. The present study has been limited to carbonate solutions with a pH range from 8.4 to 11.2 so that the results may be related to earlier work on the corrosion of tin and its alloys.1-3,6 In these papers, the effects of a number of anion and cation additions to these solutions have been observed. APPARATUS AND METHOD The electrodes for the corrosion cell were cut from rolled sheet about 1/16 in. thick. The length of all specimens was held constant at 7 in., while the width was varied from ½ to 2 in. These electrodes were fastened to brass electrode supports, which were attached to rubber stoppers fitting into tall-type one-liter Pyrex beakers that contained the electrolyte. The lead electrodes were prepared from Omaha pig* and the tin was rolled from a slab of Chempur.† After cutting to size, the sheets were polished with No. I emery paper and cleaned with carbon tetrachloride. The edges, back and upper parts of the specimen were coated with a synthetic lacquer, which was supplemented with beeswax for the lead electrodes. The binding posts were coated with beeswax after the electrodes had been clamped. The pH of the electrolyte was controlled by adjusting the ratio of carbonate to bicarbonate. Approximately 600 ml. of electrolyte was used in each beaker. The entire assembly was placed in an oil bath thermostatically adjusted to operate at 30°C. ± 0.1°. Potentials were measured against a saturated calomel electrode connected to the cell by an agar-agar salt bridge. HENRY TRAPHAGEN, * Toledo, Ohio (written discussion t).-The occurrence of flakes in steel is a perplexing problem, if we consider this condition as a disease rather than a symptom. But if considered as an exaggerated phase of a common disease, flakes will be recognized as old and well-known enemies. I have frequently found flakes in open-hearth steel, converter steel, and even electric steel; and not only in the so-called alloy steels but in dead soft 12-point carbon castings. In fact, I have some twenty flaky test bars that came from a foundry that manufactures converter steel castings. The physical characteristics of such material are striking in their constancy, for the yield point and elastic limit are always high, the elongation is variable, and the reduction of area is nearly always negligible. Soft steels of this kind can easily be bent to an angle of 150° and the only bad symptom is the appearance of incipient cracks on the surface; when the carbon exceeds 30 points, the bending qualities are seriously affected; and when the carbon reaches the neighborhood of 50 points, the bars are generally pulled short. The elongation is peculiar in that it seems to take place along the whole length of the bar, giving a crinkly appearance such as is found in cast brass and monel metal. Of course, this elongation only takes place in the softer varieties of steel. I have stated that flakes in steel represent exaggerated symptoms of a common disease, and that disease is the presence of higher oxides of iron. In every instance that has come to my attention, this condition is coexistent with the presence of oxides in some form. In open-hearth practice when this condition occurs, almost invariably it will be found that the metal has been loaded with ore or that tons of rusty turnings were being melted. In converter practice, one of three conditions is nearly always present: bad cupola practice, the use of oxygenated pig iron, or faulty tuyeres. With the electric furnace, my experience is quite limited, but the few examples of flaky electric steel that have come to my notice were made from a charge of turnings and low-grade light scrap.

THIS paper is a report on work undertaken to investigate the results and conclusions of Ravitz and Porter1,2 that galena freed of surface oxidation products and lead carbonate ("clean" galena) is waterrepellent, and that the action of xanthates in flotation is the action of a cleansing agent, enabling oxidized galena particles to expose a pure lead sulphide, water-repellent surface. The apparatus, in construction and use, was essentially that of Ravitz and Porter. The only significant modification introduced by the present authors was the substitution of a three-necked flask for the flotation cell as the "reaction vessel." Our procedure was to place 50 grams of freshly ground, minus 200-mesh galena in the reaction vessel, sweep out all molecular oxygen from the system with oxygen-free nitrogen, and proceed to wash the galena surface free of its oxidation products with repeated small portions of (I) ammonium acetate (500 c.c. of water, 200 grams of ammonium acetate) or (2) ammonium chloride, hydrochloric acid (2 liters containing 200 grams of ammonium chloride and 25 c.c. Of 1.18 sp. gr hydrochloric acid). The galena was next washed with many 100-c.c. portions of oxygen-free, distilled water. The galena was finally considered free of soluble salts when wash water that had been in contact with the mineral for at least 48 hr.* gave negative tests for: (x) lead ion with sulphide; (2) chloride with silver ion; (3) acetate with cuprous chloride, sodium chloride; and (4) ammonium ion with Nessler's reagent. Next 500 c.c. of potassium ethyl xanthate solution, free of dissolved oxygen, was run onto the "clean" galena particles. For this system there were determined: I. The wetting properties of the clean galena particles by shaking the reaction flask and noting the degree of mineral collection at the liquid-air interface. This was, of course, simply a qualitative test, but it proved adequate for our purpose. 2. The removal of xanthate ion from the potassium xanthate solution on being shaken with the "cleansed" mineral. Xanthate concentrations were determined by iodine titration according to the methods of Taylor and Knoll.3 3. The pH of the xanthate solution after having been shaken with the "cleansed" galena. The pH was determined colorimetrically.4 The results of five experiments of the type mentioned above are given in Table x.

LATE in 1944 a group of petroleum and coal technologists was organized in Wash¬ington under the sponsorship of the Petroleum Administration for War and the U. S. Bureau of Mines. This group, known as the Technical Oil Mission, was placed under the authority of the Technical Industrial Intelligence Committee of the Joint Chiefs of Staff, which was then promoting the organization of other missions to be sent to Germany to obtain technical information regarding various industries in that country. The objective of the Technical Oil Mission was to obtain technical data on German production of synthetic oil from coal and all other commercial practices and research projects connected with the oil industry. The primary purpose was to obtain such data as were immediately essential to assist the war against Germany and Japan, with secondary emphasis on technical information that would assist American industry after the end of the war. Since oil-production facilities in Ger¬many and the occupied countries con¬trolled by Germany were the top targets for strategic bombing, the Technical Oil Mission was the first group under the Technical Industrial Intelligence Com¬mittee to enter Germany. A few members of the group flew to London in February 1945 and the majority of the remainder followed in March. In London they were joined by an equal number of British investigators and the combined, mission was then sent into Germany under the authority of the Combined Intelligence Objectives Subcommittee (CIOS). A sum¬mary of the more important information gained by this combined British and American mission is presented below. GERMAN OIL PRODUCTION The oil available to Germany, both natural and synthetic, and including pro¬duction from occupied countries, reached a peak in late 1943 and early 1944. Pro¬duction at this time was at the rate of 1,200,000 metric tons per month, equiva¬lent to i00,000,000 bbl. per year, or about 7 per cent of the wartime production in the United States. Of this production, 50 per cent was crude oil from Romania and Hungary, 12 per cent was crude oil from Germany itself, including Austria, 9 per cent com¬prised coal-carbonization products, that is, tar and light oil, and only the remaining 29 per cent was synthetic liquid fuel made from coal or tar. Synthetic liquid fuel made in Germany was equivalent therefore to less than 2 per cent of war¬time production of crude oil in the United States. The success of the strategic bombing campaign against German oil-production facilities is demonstrated by the fact that by September 1944 the Ploesti fields of Romania and much of the syn¬thetic oil production had been eliminated, so that the amount of oil available to the German war machine was only 25 per cent of the peak quantity mentioned above. The year 1926 has seen few radical changes or developments in methods of drilling and handling oil wells, but it has been a year of steady progress and development in deep drilling and production methods. Probably the outstanding development of the year was recognition by the directors of the American Petroleum Institute of the importance of natural gas in the production of oil, and the Institute directors' resolutions in December, 1926, regarding regulation of gas production with oil by state legislation. This matter is extremely important and will receive the attention of the industry in 1927. Advances in Drilling Equipment The history of the progress of deep well drilling is the solution of problems as they have confronted the operator. As the prospects for deeper production have become apparent, methods of penetrating the earth to greater depths have been devised. Rotary Equipment Improvements in the construction and in the methods of operation of rotary drilling equipment have practically caused elimination of cable tools in California for all but shallow work. The rotary drill, from 1910 when it began to be a practical factor in California, has been making steady advances, first displacing cable tools for drilling to the oil sands in proved fields and later displacing the cable-tool outfit entirely. With the perfection of machinery for taking core samples of the formation penetrated, the rotary drill has become generally used for wildcat work, continuous coring being practiced when desirable. Deep Holes The use of the rotary drill has made commercially feasible the opening of oil fields at greater depths than was considered possible with cable tools. K. F. Tromp (Kerkrade, Holland)—Your assumption that the Dutch State Mines have lead in the development of heavy medium processes—the Barvoys, Loess, Driessen—is not correct. The credit should be given to a Dutch engineer Mr. deVooys, the inventor of the Barvoys process. deVooys started in 1932 in Hiickelhoven, a German but Dutch-owned mine, where he was a director. Several plants on the Continent as well as in Great Britain were erected. The State Mines started their first plant in 1937. They could not get that plant working satisfactorily and built another one. Their process made no headway, and up to 1946 there was only one plant installed, the one at their own pit. Since 1946 they started the cyclone process and only since that time have they been more active, though industrial cyclone washeries are still in their infancy. deVooys sold his patents to the Dutch State Mines in 1946 and this might have given you the impression that the pioneer work had been done by the Dutch State Mines. During the year 1940, production of crude oil in RiIexico totaled 43,914,000 bbl., or 2,776,000 less than in 1937, the year before expropriation. The 1940 output was I,2000,000 higher than in the previous year. In 1937, Poza Rica production accounted Declines in exports of Panuco crude, fuel oil and gasoline were recorded but these were more than offset by increased exports of 4,000,000 bbl. of Poza Rica crude, which was the approximate amount shipped to Sinclair during 1940 under the terms of the settlement. Over-all exports increased by 1,500,000 bbl. over the preceding year. The outstanding development regarding the destination of Mexican exports in 1940 was the increase of I0,000,000 bbl. in the exports to the United States. Exports to Germany ceased toward the end of '939 and to Italy in the second half of 1940. During the year 1940 the Sinclair interests and the Mexican Government settled their expropriation question. By the terms of the settlement Sinclair is to be compensated by cash payments and oil-purchase contracts. On Dec. I, 1940, Ada Camacho was inaugurated President of Mexico for a term of six years. Among his first acts following his election were: I. A proposal to change the Constitution to restore Supreme Court Judges' terms to life tenure. This has been ratified by both chambers of the Mexican congress and is now before the legislatures of the States of Mexico for ratification. The " law of the apex," with its vague and impracticable " extra-lateral rights," is defended—if it is defended at all— on the ground that it is required by the peculiar conditions of the mineral deposits or of the mining industry in those States and Territories in which it is operative. As I have repeatedly attempted to show, in papers read before the Institute, and most recently in an article on " The Relation of the Mining Law of the United States to the Davelopment of its Mineral Resources," published in Mr. Rothwell's Mineral Industry for 1894, there is now (whatever may have been the case formerly) no peculiarity of conditions in the regions referred to which warrants the subjection of their mining industry to a burden so vexatious and injurious as this law imposes. I have called attention to the absolute freedom from expensive litigations over mining titles enjoyed by all other States in the Union and all other regions in the world where the absurd extra-lateral right does not exist.

The honor so fairly earned and so incompletely and tardily paid to Henry Cort, the inventor of the puddling-furnace and the rolling-mill, has been fully set forth by Mr. Charles H. Morgan,' and needs no further emphasis here. In view of the importance of the rolling-mill in the treat ment of iron and steel, the paucity of information concerning it is surprising. With the exception of a book, written about 35 years ago, by Peter Ritter von Tunner, an Honorary Member of this Institute, and of desultory articles on simple sections, which have appeared in technical journals, I know of no publication attempting to treat this subject, although volumes have been written on the scientific theory and technical manipulations involved in other branches of the iron- and steel-industry. This strange anomaly may be due to the fact that roll-turning cannot be called a scientific business. It does not ordinarily come within the range of an educated engineer; yet it cannot be performed by an ordinary mechanic. The method usually employed in accurate determinations of sulphur in pig-iron and steel is to treat a weighed sample of borings in a flask with muriatic acid, and to pass the gaseous products through an alkaline solution of lead or silver, which precipitates all the solphur of the sulphuretted hydrogen in the form of sulphide of lead or silver. The sulphide thus formed is subsequently oxidized by aqua regia, bromine, or other oxidizing agent, and the sulphuric acid formed precipitated in the usual way by chloride of barium. I have substituted for the alkaline metallic solution, a solution of permanganate of potash in the strength of one gramme of permanganate to 200 cubic centimetres of water, and find that it gives results quite as accurate as those obtained by using an ammoniacal solution of silver. By the employment of the permanganate it will be readily seen that there is considerable saving of time and work. The paper deals with the investigation of two types of coreless induction furnaces, one of 60 cycles, the other of 5000 cycles. Nickel was used as test material and the absorption of oxygen by molten nickel was chosen for determining the influence of the frequency on the metallurgical characteristics of the furnaces. Dr. Herty's aluminum method, slightly modified, was found suitable for determining the nickel oxide content in nickel. Also an electrolytic method for determining alumina in nickel was worked out. The solubility-temperature relations for nickel oxide in molten nickel were determined approximately. It was found that the solubility of nickel oxide increases with the temperature. Comparative tests on the rate of oxygen absorption made in a 60 and a 5000-cycle furnace showed that the absorption of nickel oxide in nickel is an increasing function of turbulence, time and temperature. The rate of oxygen pickup in the 60-cycle furnace is about three times as great as in the 5000-cycle furnace. In the 60-cycle furnace the maximum oxygen content of the melt comes close to the saturation limit. Melting under an oxygen-free atmosphere prevents oxidation in both types of furnaces. PINE Creek mine of Union Carbide Nuclear Co. is some 23 miles northwest of Bishop, Calif., in the Sierra Nevada Mts. Office and mill are 7800 ft above sea level, the 1500 level portal is at 9300 ft, the A level portal at 10,800 ft, and the 3050 portal at 11,500 ft. Original claims were located in 1916, and the mine worked intermittently until 1936, when it was purchased by Union Carbide Corp. Since then the property has been operated continuously, except for two brief periods when operations were suspended because of manpower shortages. Mine production through 1956 amounted to 2,792,425 dry tons of ore.

The methods of handling the oil output of the Mid-Continent fields are not unlike those practised in other oil fields of the United States, and it is not expected that this paper will present any entirely novel ideas. Some features of the practice of handling this oil may be of interest, however. Wooden Gaging Tanks Practically all of the oil sold to pipe line? and other purchasing agencies throughout the Mid-Continent field is gaged from wooden tanks. Steel gaging tanks are slowly coming into use, and are preferable in many ways—leakage and evaporation are reduced, and the strapping and recalculation of capacities are unnecessary. The wooden tanks are slightly coned to facilitate tightening the hoops. The sizes in common use are 250, 500, 800 and 1600 bbl. The number and the capacity of the gaging tanks upon any producing oil property depend upon its production, and the facilities for disposing of the output. The 1600-bbl. size was the most common in the Cushing field, particularly during the period of flush production. The tanks are distributed over the leased premises in groups of two, three, and four tanks each, and these are filled from flow tanks, or through direct pipe connections with the heads of the wells. Flow tanks are merely temporary reservoirs to facilitate the transfer of oil from the wells to the gaging tanks. They diminish fire risk, and are considered indispensable on small producing properties where water is pumped with the oil, as they permit the refuse and water to 'settle out before the production is run to the gaging tanks. strapping and Calculations After a gaging tank has been strapped (measured) and its contents computed, a deduction of 3 per cent. is made from its computed volume. The results of the cyanide-operations, given in detail in the following paper, show the progress that is being made at the Minas del Tajo. The old pan-amalgamation process, in operation up to and including 1905, while paying a profit on high-grade ores, was no longer able to treat profitably the ores in sight at that time; hence an alteration in the process was imperative. During the past few years considerable interest has been shown in the study of fiber, and its effect, in wrought metals. Fiber has recently been defined as a "condition of parallelism of important lines or details in the structure."' Briefly stated, two distinct types of fiber are commonly encountered. One results from the alignment in the direction of working of constituents, more or less segregated, such as slag, oxides, carbides and dendritic formations. The second, and least understood, type is produced by working the metal below the recrystallization temperature in such a way as to develop a parallelism of the grains. This condition is readily recognized by the pronounced elongation of the grains in the direction of working. Under certain deformational treatments the grain fragments produced by cold working tend to orient in certain definite directions with respect to the axis of extension. Furthermore, even in metals that have been annealed after cold working preferred orientations may be present. It is perhaps logical to assume that such marked parallelism of structural elements would be manifested by directional properties in the metal. As a matter of fact, tests on many kinds of materials have shown differences in varying degrees. In recognition of this condition, proper design, for many purposes, places the fiber axis in such a way as to present the direction of maximum strength to the greatest applied stress. Earlier Investigations Howe2 has written at considerable length regarding the causes and practical significance of fiber in steel and wrought iron. His studies showed that wrought iron and the puddled steel sheets (materials of plastic origin) were weaker transversely than longitudinally. The transverse deficit ranged from 5 to 29 per cent.
