Construction of the Ranger uranium project, located 230 kms east of Darwin in the Northern Territory, Australia, commenced in January 1979. Energy Resources of Australia Ltd (ERA) was incorporated in February 1980 to acquire all the rights in the project. The total cost to ERA of these rights was A$407 million, made up of A$125 million in cash to the Federal Government and the issue of 125 million A$1.00 shares at par, plus a payment of A$16 million in cash to each of Peko-Wallsend Ltd. (Peko) and EZ Industries Ltd. (EZ). ERA's cash requirements to complete the project were estimated in October 1980 to be A$553 million. Project loans, secured by first ranking debenture stock, were arranged for a total of US$390 million, while second-ranking debenture loans totalling A$60 million were [ ] obtained from the vendors, Peko and EZ. Overseas participants (power utilities who had agreed to purchase uranium yellowcake under contract) arranged to take up 25% of the equity capital for A$102.5 million; Peko and EZ were allotted 30.5% each as satisfaction of vendors' consideration; and 14% representing A$57.5 million was issued to Australian residents in an underwritten public flotation in November, 1980. The loan and equity financing arrangements required the successful resolution of many complex and interlocking factors, including technical and economic feasibility, agreement with Aboriginal interests, compliance with Government policies, and securing of sales contracts.

The old laboratory at the School of Mines was among the notoriously bad ones, being situated in apartments of the main collegebuildings not originally intended, and conspicuously unfit, for the use to which they were put; while, as in many of our schools and colleges, the assaying was done in the basement of the college. Prominent among the disadvantages of such an arrangement are insufficient light, poor ventilation, and little or no provision to carry off offensive gases. It is not my intention now to present a complete description of this building. I wish merely to call attention to a few points in its construction and equipment, which may prove of interest to those who contemplate erecting buildings for snch work, and who may be, as we were in this instance, limited as to funds. NORMAN CARMICHAEL.-We realized the objections too the gable-bottom car, but were almost forced to its adoption by the same reasons that caused us to retain the 20-in. gage. To use another car would have meant a vast number of changes, for our transportation system was quite extensive; all mine chutes and ore bins were arranged for that car. Had we been laying out, new works, many of our decisions would have been different. MEMBER.-If you were planning it now, would you not put in box bottom cars with a rotary dump? NORMAN CARMICHAEL.-We surely would. One objection to the gable-bottom car is the spill. No, matter how carefully the cars are kept up,: there is always leakage and spill. The cost of keeping and maintaining the cars in a good state of repair, so as to keep that loss at a minimum, is not necessary for a box-bottom car.

When dry chlorine gas is made to act in the cold upon fiuely-divided gold,' it converts the latter with evolution of heat into auro-auric chloride, Au4 Cl4, a hard, dark-red, hygroscopic salt. Moisture splits this salt into aurous and auric chloride, Au²C14 = AuCl + AuCl³; treatment with water converts it into auric chloride and gold, 3 Au²CI4 = 4 AuC1³ + Au². Aurous chloride, when stirred with water, undergoes a similar decomposition, 3 AuCl = AuCI, + Au,. These decompositions of auro-auric chloride and of aurons chloride furnish the explanation for the practice of moistening an ore before it is treated by the Plattner chlorination-process; practical experience having shown that gaseous chlorine gave an unsatisfactory extraction with dry ore. According to Rose12 fine gold is acted upon more slowly by chlorine than gold containing some base metal, e.g., copper. He also says that small quantities of silver increase the rate of solution, but adds that the coating of silver chloride formed, checks, and finally stops, further action, if the percentage of Silver be increased beyond a certain undetermined amount. Bromine3 acts upon finely-divided gold in a manuer similar to chlorine; the auro-auric bromide, Au²,Br4,, however, is not hygroscopic. Upon treatment with water it is decomposed as is the corresponding chlorine salt. It is generally believed that bromine does not act as energetically upon gold as does chlorine. IsolatEd alloys of copper and silicon were prepared and examined by chemical methods more than one hundred years ago, but it was not until the work of Rudolfi l that the equilibrium relations were studied. The early history of the alloys was well described by Baradue-Muller 2 and need not be further discussed here. The diagram of Rudolfi, based entirely on thermal observations, showed sillcon to be soluble in copper up to 4.5 per cent. at 849" C., at which temperature there was a peritectic horizontal resulting from the formation of a ß phase with about 7.4 per cent. silicon from a and liquid with 7.85 per cent. silicon. lHE general constitution of a number of metal-lead telluride and metal-tin telluride systems has recently been studied in an effort designed to furnish background information for the study of degradation mechanisms on junctions between thermoelectric power generation materials and metals.1"4 This paper reports further results of that effort. It was found that cobalt-lead telluride constitutes a stable pseudobinary section through the ternary Co-Pb-Te system. Materials used in the study were lead and tellurium of semiconductor-grade purity (American Smelting and Refining Corp., 99.999+ pet). Cobalt (Johnson Matthey & Co., 99.999 pet purity) was used in the form of slices cut from rods of 5 mm diam. Twenty- gram charges of the alloys were melted in evacuated quartz ampoules. Thermal analysis, as described previously,2'3 and metallographic and X-ray diffraction methods (Debye-Scherrer photographs) were used as investigative tools. Substantial difficulties were encountered in polishing, as reported previously for the lead telluride-iron system.3 A number of different etches were used, including dilute aqua regia, Murakami solution, an etch containing copper nitrate,3 and HC1-HNO3-acetic acid-water mixtures. The initial yielding characteristics of a vacuum-melted iron have been measured as a function of thertnal history after slow cooling or quenching from a 700°C recrystallizntion anneal. A thermal history favoring the segregation of interstitials to grairz boundaries results in a material having high values of upper and lower yield stress and long, irregutar Luders' plateaus, wheueas specimens treated to minimize grain boundary segregation have significantly lower values of these yielding characteristics. The struc- ture of typical grain boundary areas as revealed by electron transmission microscopy is consistent with these findings. The grain boundaries in iron are considered to be principally responsible for the release of dislocations during macroscopic yielding and it is suggested that strong locking results when a substantial amount of grain boundary segregution is present; it follows that weak locking results from a more random distribution of interstitials to grown in dislocations. RECENT years have seen an increased emphasis placed on a more quantitative study of the influence of grain boundaries on the yield behavior of bcc metals. THIS paper deals primarily, with the advantages realized from the adoption of methods more suitable than those previously used. The improvements noted include: (1) modification of practice in shrinkage stoping, (2) use of sublevel caving over grizzlies, (3) improved haulage and loading, (4) use of contract wages wherever possible. The Washington mine is on Jonestown Hill, one mile south of Oxford, in northwestern New Jersey. It is producing 16,000 tons of concentrates a month, which are being shipped to the Alan Wood Steel Company's furnaces at Swedeland, Pennsylvania.
