it is well known1 that racemic mixtures of optical isomers can be separated by passing their solutions through a column packed with r- or 1-quartz powder so that one of the isomers becomes adsorbed selectively on the asymmetric quartz surfaces. Although the natural occurrence of r- and 1-quartz is more or less equally distributed, some localities show enough deviations toward a higher proportion of l-quartz2 to suggest that optical isomerism might influence quartz flotation. Beta-amines have an asymmetric carbon atom, and therefore optical activity may be expected. Beta-amines are reported to behave quite differently from alpha-amines in the flotation upgrading of certain oxidized iron ores.3 It is of interest, for both practical and theoretical reasons, to determine whether or not optical isomerism plays a role in the amine flotation of quartz. In this article the results of Hallimond tube flotation tests and of adsorption measurements using d-beta-phenylisopropylamine on both r- and 1-quartz are compared. D-beta-phenylisopropylamine was chosen for the tests because it is commercially available in optical isomers. MATERIALS AND METHODS Brazilian quartz crystals were hand-sorted according to the difference in trigonal trapezohedral faces, and each crystal was further checked by the Airy's spiral.4 The respective crystals were then crushed, and the -150 + 200-mesh fractions were screened out for the Hallimond tube tests. The samples were cleaned by brief leaching with warm, dilute hydrochloric acid, and then by repeated rinsing with distilled water. In preparation for the adsorption measurements, they were then dry-ground in a pebble mill for several hours, washed a few times with distilled water, and finally dried in a vacuum desiccator. By means of the Krypton gas adsorption method, the specific surfaces of r- and 1-quartz samples were determined to be 27,700 and 19,800 sq cm per gm respectively, the difference being due mainly to the decantation procedure rather than to the inherent difference in their grindability. D-beta-phenylisopropylamine was the only collector used in the study. It was solubilized by neutralizing with 110% of the stoichiometric requirement of 0.1 N hydrochloric acid. The specific rotation of the d-beta-phenylisopropylamine was determined with a polari-meter using sodium D line to be, Although the d-beta-phenylis~prop~lamine showed absorption maxima in the wave length region of 250 to 270 millimicrons, due presumably to the phenyl group, these peaks were too sensitive to be used for colorimetric determination of the residual concentration in the adsorption measurements. The amine-picrate method, used in the colorimetric analysis of dodecylammonium chloride,' was found to work satisfactorily for the d-beta-phenylisopropylamine. The adsorption densities were thus determined after equilibrating 40 gm of the ground quartz sample with 300 ml of solution by tumbling in separate glass-stoppered Erlenmeyer flasks for one hour. EXPERIMENTAL RESULTS Fig. 1 presents the adsorption densities of d-beta-phenylisopropylamine on the r- and 1-quarts in the pH range of 6 to 7.5. In agreement with data reported in the literature, the adsorption density of d-beta-phenylisopropylamine was slightly higher on the r-quartz than on the 1-quartz, although the difference was not as pronounced as one might expect from the capacity of r-quartz and 1-quartz to separate racemic

In the nickel extraction process at Nicaro, Cuba, dried and ground nickel bearing laterites are reduced at 1300-1400F in multiple-hearth furnaces. Nickel is leached from the reduced ore by aeration in an aqueous solution of ammonium carbonate. Nickel carbonate is precipitated from the liquor and calcined to yield nickel oxide. The following are the more important modifications of the Nicaro process since plant rehabilitation and expansion. Ten percent increase in tonnage was achieved without decreasing the fineness of the ore by minor mechanical modifications of the grinding plant. Another five percent increase in tonnage was attained by intentionally overloading the ore prepration and leaching circuits in an effort to control cobalt extraction. Modifications at the sintering plant allowed it to handle the entire output of the expanded plant. A fifty percent increase in leach liquor cooling facilities alone provided an increase in nickel production of five percent. Stronger fresh leach liquor for increased nickel washing efficiency was obtained through improved distribution of water to the ammonia absorption towers. Advantage was taken of the reduced calcine's capability to precipitate cobalt, and modifications in the leach liquor circulation provided controlled cobalt solubility with minimum harm to nickel extraction. Several process changes at the drying plant brought about a ten percent reduction in the fuel oil consumption at this pint. Controlled air addition to the reduction furnaces' upper hearths burned formerly wasted combustibles thereby reducing oil consumption by twenty percent. The nickel extraction process successfully emplayed on the extensive but lowgrade lateritic ores of Eastern Cuba at the U. S. Government owned Nicaro plant, has been previously described in various publications. The large mine and plant operated by the Nickel Processing Corporation, located on the northeastern shore of Oriente Province, have been recently expanded to a yearly capacity of about 50 million pounds of nickel. Essentially, the operation involves open pit mining of a limonite-serpentine ore mixture containing 1.3 to 1.4 percent nickel and 34 to 38 percent iron. The comparatively lumpy, wet (25 to 30 percent moisture) ore is first dried and ground prior to chemical treatment, to which the entire 7,000 tons per day feed must be subjected. In the initial chemical action the dried and ground ore is reduced with carbon manoxide and hydrogen at 1300-1400° in multiple-hearth furnaces. Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives: 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. IT is with particular pleasure that I welcome the members of the Open-hearth Conference of the I American Institute of Mining and Metallurgical Engineers to this meeting, as I feel this is one of the most useful activities of the Institute in the field of ferrous metallurgy. For the information of our other members I might say the Open-hearth Conference was organized by Mr. Reynders when he was president, and is made up of open-hearth superintendents and metallurgists. All the plants are invited to send representatives, and practically all do, with the exception of the U. S. Steel Corporation. It meets twice a year to discuss various problems in connection with the manufacture of steel, and its minutes are published for the benefit of those attending, the expense being defrayed by the participating companies. This conference, .1 believe, should be a model for activities in the other branches of the work covered by this Institute. It works, not by reading formal papers, which we all know is not a very satisfactory method to bring out the experience of others, but rather by a round-table method of discussion. The spirit of the meetings is such that each member feels perfectly free to state his experience, and he gets as much as he gives. A series of topics for, discussion is brought to the attention of the chairman and after one is exhausted the next point is taken up. In this way there is a real interchange of ideas and experiences which cannot fail l to be of the greatest benefit to those attending. That these meetings are beneficial is evidenced by the "continued growing attendance and lively discussions at these half-yearly meetings.

THE essentials of the electrolytic zinc process, as now used in commercial plants, date back to work done by Letrange in 1881. He used sulfuric acid to leach roasted sulfide and ,oxide ores, purified his solution very much as we do now, and electrolyzed the purified zinc sulfate solution. Ten years later Hoepfner developed a process using chloride solutions, and built three plants. One in England operated until 1924 in one of the works now merged in the Imperial Chemical , Industries, Ltd. Ashcroft built a plant in 1898 in the Broken Hill district of Australia. He used both chloride and sulfate solutions.. While his work failed, the aid his published results have been to later workers has made him an outstanding contributor to the de- velopment of the electrolytic zinc process. A good deal of work was done in the following years, aiming to electrolyze zinc chloride solutions and fused zinc chloride. Quite a bit of work on sulfate solutions was also done in the last years before the war. With the outbreak of the war, metal demand and rise in metal prices provided the stimulus which resulted in the remarkably rapid commercial development of electrolytic zinc. In this last period of development, all the work brought to commercial fruition has been with sulfate solutions. The high-density process, or the Tainton process, is used, as you know, in the Sullivan electrolytic zinc plant at Kellogg, Idaho, and will be used in the Evans- Wallower plant now being built at East St. Louis. The low-density process is used by the other plants now operating in the United States and other countries. There are now in operation and under construction four electrolytic zinc plants in the United States, two in Canada, two in Italy and one each in Australia, Rhodesia, Poland, Norway and Germany.

Coal is the principal energy source for the American Electric Power System (AEP System), which generates and delivers more electric energy to its customers within a seven-state area than any other investor- owned electric public utility. The company expected to burn 21.5 million tons of coal in 1968 at its coal-fired, steam-electric generating stations. About 4.3 million tons, representing 20% of the firm's total annual requirement, was the expected yield of its captive coal mines; the other 17.2 million tons were to be purchased from commercial mines in Ohio, West Virginia, Virginia, Kentucky, Indiana, and Illinois. American Electric's largest captive coal mining operation is conducted by Central Ohio Coal Co., a subsidiary of Ohio Power Co., at the Muskingum mine in the Meigs Creek No. 9 coal field of southeastern Ohio. The mine was started in 1953 to produce the coal requirements of the Philo and Muskingum River generating plants of Ohio Power Co., and it has been supplying their annual requirements in the range of 2.5 to 3.5 million tons since that time. The Muskingum River plant is one of the major steam-electric generating stations on the AEP System. This plant began operation in 1953 with a 215-megawatt unit and now has five generating units with a total plant capacity of 1,495 megawatts. The addition of the 615-megawatt Unit 5 in the summer of 1968 increased the total annual coal requirement of the plant from 2.6 to 4.4 million tons. In order to produce the additional 1.8 million tons of coal for the Unit 5 addition and to exploit the remaining coal reserves at the Muskingum mine most economically, Central Ohio Coal Co. has undertaken a $41 million expansion and modernization program, involving the world's largest dragline and an electric railroad.

INCREASING attention has been given in the last decade to the possibilities of mine leasing in the West. The practice as described in this article does not refer to the leasing of entire properties for corporate operation. It is intended to deal rather with the advantages and problems incident to leasing portions of properties to individuals who themselves, individually or in groups, do the actual mining and transportation of the ore. These individuals are sometimes called "leasers" and sometimes called "tributors." The contracts under which they work set up an independent relationship of lessor and leaser, between themselves and the mineowner or operator. This relationship has many advantages to both sides over those created by the ordinary relationship of employer and employe. From the standpoint of the owners there is no liability on independent contractors for industrial injuries, social security taxes, unemployment taxes, or the manifold restrictions of the Federal Labor Relations and Wage Hour Acts and similar state acts where they exist. As the leaser's income depends on the quantity and quality of ore produced, there is a distinct incentive for maximum production of a good grade of ore. This in turn promotes careful mining of the areas under lease. Ordinarily in mining, labor cost is a high percentage of the total cost of operation. Under a leasing system, even if the leasers be allowed to retain half of the gross values that they produce, and the owner or operator gets half, in the case of marginal ore bodies this is ordinarily more than the lessor would realize if the property were worked by day labor. THE property at which this work was done consists of a large deposit of potash salts occurring in massive beds of rock salt, overlain by 600 ft. of salt-impregnated shales and marls. It is in the Province of Cataluiia, Spain, about 45 miles from the railway station of Mauresa and about a mile south of Suria. In addition to sinking the shaft, the program of construction work laid out by the European owners (not Spaniards) included a single-track narrow-gage railroad from Mauresa to the mine; one large office building and several large shop buildings, all of brick and concrete with steel truss roofs; two extensive benches for the future recovery plant; and a large village of stone dwellings for employees. The pay-roll showed approximately 1200 to 1500 men employed. After two years' operation, ending early in the autumn of 1920, the shaft had been sunk 325 ft. and still had an equal distance to go to reach the potash; all tunnels for the railroad were done and the road-bed $0 per cent completed; only a little more than the foundations were completed for all the large buildings, and the excavations of the benches were about 75 per cent done-while only a fair start had been made upon the employees' village. This was the state of affairs when the European owners decided to offer this property under a one-year option to an American syndicate, providing that they agreed to carry on the entire building program and to sink the shaft as fast as was consistent with the quality of work which they demanded, for they wished the shaft to endure at least 200 years.

THE program of government drilling, conducted jointly by the U. S. Geological Survey and the Bureau of Mines, has demonstrated the presence in Texas and New Mexico of potash-bearing beds of considerable importance. Information regarding the ex- tent and location of the potash deposits as presented at the non-metallic sessions was of great interest to many engineers. These subjects will be covered in greater detail in later paragraphs. The first session, with about 50 in attendance, convened at 10 a.m. on Feb. 18, with Oliver Bowles, chair- man of the Committee on Non-Metallic Minerals, pre- siding. The first paper was on "Soapstone Mining In Virginia," presented by C. W. Ryan of Lynchburg, Va. The nature and extent of the soapstone deposits of Nelson County were described in some detail. In origin, the soapstone is undoubtedly related to a basic peridotite rock though its mode of formation is some- what uncertain. This main soapstone deposit occurs in three veins, the western, middle, and eastern, the middle vein being of greatest economic importance. Methods of stripping, quarrying and milling the rock were described and the uses of soapstone were enum- erated. In discussing this paper, C. P. Berkey, of Co- lumbia University strongly favored the theory of igneous origin of the soapstone and the need for further detailed geological study. J. L. Gillson of Cambridge, Mass., stated that the Vermont and New York talc deposits were always associated with characteristic minerals, such as, a chlorite of one particular variety, siderite, amphibole, magnetite, and biotite. C. H. Behre of Cincinnati, Ohio, raised the question of parallelism in the soapstone structure and Mr. Ryan stated that such parallelism was in evidence in some parts of the deposits. H. A. Wheeler of St. Louis, Mo., also took 'part in the discussion.

A JOINT meeting of the Canadian Institute of Mining and Metallurgy and the American Institute of Mining and Metallurgical Engineers was held at Spokane, Wash., and Cranbrook and Kimberley, B. C., on Oct. 13 to 16, 1926, with a total attendance at one or another or all of the meetings of about 300 members, ladies and guests. At the opening meeting, on Oct. 13, in the Davenport Hotel, Spokane, about 175 were present. The morning was occupied with addresses of welcome by M. H. Sullivan for the Columbia Section, who called on Mayor Charles A. Fleming, President John F. Davies for the Chamber of Commerce, and E. R. Hannibal, president of the Associated Engineers, each of whom heartily welcomed the visitors. Philip N. Moore, former president, and special representative of President Samuel A. Taylor, replied for the A.I.M.E., and Lewis Stockett, president, and Charles A. Banks, chairman, British Columbia Division, Canadian Institute of Mining and Metallurgy, and Henry M. Parks for the visiting A.I.M.E. sections, made appropriate responses on behalf of those they represented. The members and ladies had luncheon with the Associated Engineers. Philip N. Moore addressed the assembly on "The Opportunity of the Engineer"; an excerpt from his address appears on another page. At the afternoon meeting, with Lewis Stockett in the chair, Frank M. Smith was asked to make a brief statement of the proceedings of the Silver Producers Association in Denver. Supplementing his talk by placing a well-prepared statement on "Silver and the Plan of the Royal Commission on Indian Currency and Finance" in the hands of those present, he narrated what had been undertaken by the Silver Producers Association and what they hoped to accomplish.

CAREFUL- sampling and good judgment as to probable recoveries are important factors in estimates of ore reserves, based on prospecting drilling results, but other factors are equally as important and may be more misleading and perhaps disastrous if not properly interpreted. Some of these are: 1. The case where no, ore is shown in the "sludgings," when, as a matter of fact, the drill has passed through a thick sheet of ore which has been broken up and washed away into open crevices. In numerous cases, later mining operations have shown that this has happened. This condition may be discovered by shooting the drill .hole at the point where the open crevices occur, but shooting should not be done until after the drill hole is completed, because the resulting shattered formation may salt the drill hole at lower levels. 2. The case where rich cuttings are shown for a thickness of 20 or 30 ft., when ore was encountered in only the first sludging. Owing to soft or loose formation, the ore from the first sludging has salted the lower sludgings. The presence of large pieces of ore and a similar ratio between zinc and iron assays in the lower sludgings frequently indicate this condition. In the lower sludgings, the presence of oxidized ore in unaltered limestone sometimes shows this condition. 3. The case where the drill hole shows a considerable thickness of ore; but owing to the presence of a vertical sheet of ore, perhaps not more than 1 in. thick, at the place where the drill hole is located, the good assays resulting might be misleading. If this condition is suspected, the drilling of several more holes within a distance of 10 or 15, ft. will usually show it.

THE genial assistant to the president of the New York Trust Co. is the latest addition to the Institute's board of directors, having been elected at the March meeting of the hoard to fill the unexpired term of the late E. E. Ellis. Usually when a banker is appointed to the board of a company the reason is obvious; the difference in this case is that the New York Trust Co. has some of the Institute's money, instead of vice versa. But Harry Hamilton is not really a banker-at least not primarily. Frefluently big financial institutions have a good mining engineer on their staffs to keep them from financing too many "cats and dogs." At any rate Mr. Hamilton gave up his consulting practice in San Francisco back in 1927, to accept his present position in New York. Until then, from the time he graduated from Yale in 1904, lie was constantly engaged in mining operations of one kind or another in the West and in Mexico. His first job was at Christmas, Ariz., where lie did "sampling and miscellaneous work" for the Saddle Mountain Mining Co. The writer tramped up to, all over, and through that property one hog day many years later, when it was run by the Christmas Mining Co., and carp assure the reader that without doubt the young Yale graduate got some good experience and was well broken in. From there Mr. Hamilton went to Cananea for a time, and then to the Copper Queen, at Bisbee, where he was a valued member of the rigging gang. An assignment of assaying and sampling for the Shan¬non Copper Co. at Metcalf lasted for a few months and then he accepted a job for a year with the geological department

Through the use of pressure and production records, formation properties and bottom-hole sample data, the performance of an oil reservoir may be studied analytically to define and evaluate the natural forces acting on and within the reservoir. Use is made of material-halance methods and the equations for natural water encroachment. to estimate reserves. Methods for calculation of pressures are given. A study of the Jones sand, Schuler field, Arkansas, has been made and is given here to illustrate the value of the methods discussed. Introduction With the decreasing rate of discovery of new oil reserves, attention is necessarily focused on the efficient development, evaluation, and production of existing reserves. From the nation's viewpoint, the necessity of conserving resources is obvious. From the operator's viewpoint, the problem is to lengthen the period of profitable operation, in an attempt to increase the return on his investment. To do this the operator must take advantage of the natural forces acting on and within the reservoir. Natural water encroachment, the nemesis of profitable operation in the past, can be and is being harnessed to produce a greater oil recovery during the stage of flowing production. Proper evaluation of water encroachment rates and a fuller under- standing of reservoir behavior dictate the appropriate production procedures. Complacency in hit and miss production is obsolete. Oil production must and will approach the efficiency of other businesses, such as manufacturing. A manufacturer will not place an article on the market until he has fully investigated the processes involved, additional investment in equipment, costs of production, and expected profits. These may be modified by actual experience at a later date, but at least he begins with an idea of expected return. It is just as logical that an oil operator should investigate these same factors during the development and the early period of production of an oil reserve. The complexity of the problems existing in oil reservoirs should not be underestimated. Conversely, they should not be regarded as insoluble. Many completely defy solution, but there are others that can be solved completely or attacked intelligently to yield approximate results. The petroleum engineer has many tools, both figuratively and literally, at his disposal. Physical data such as core analyses, electrical logs, bottom-hole sample analyses, and bottom-hole pressures are accumulated extensively. Advances in the analytics of fluid flow have kept pace with the advances in measurement of physical data. It is the purpose of this paper to show how some of these records may be analyzed to define certain phases of reservoir behavior.

Recognizing the fact that the problems of the committee named by the Board to prepare the "official ticket" for officers and Directors of the Institute are various and difficult; and desiring to assist this committee by setting forth some of the principles that should guide the committee and some of the qualifications that should be required of candidates, the following instructions are formulated and the Secretary is directed to publish them in MINING AND METALLURGY concurrently with the publication of the names of each newly appointed Nominating Committee and to send a copy to each member of the Committee. In a former paper read at the Washington meeting of the Institute, February, 1881,' I presented a general view of the geology and veins of Tombstone as then developed. Considerable additions have been made to our knowledge of the oredeposits since that date, nearly all the mines having been worked down to the general wster-level of the district. This water was a bar to further progress in depth and costly pumps were erected at the Grand Central mine and at the Contention. By the united action of these pumps the water was gradually lowered, not only in these two mines, but in all the important mines of the district. Pending a consolidation of interests, or an equitable distribution of the cost of unwatering, both pumping-plants were destroyed by fire, and the mines were closed

The primary purpose of the Institute is to advance the technologic and engineer-. in- arts embraced by it through inter¬change of knowledge. This can best be clone by the presentation and discussion of technical papers by its members. Short " practical papers are especially welcome. An author should always satisfy himself that his material is of a quality that Will be a credit to him and to the Institute. The preparation of a good paper fre¬quently leads to a reorientation of the author's thoughts, and publication con¬tributes much to the professional standing of the author. Members are urged to submit papers presenting the results of their work. Attention to the following sugges¬tions will greatly further the prompt and efficient handling of manuscripts. 1. SUBJECTS: The subject must be within the field of the Institute.

New Device Eliminates Blasting in Coal A non-explosive device developed by duPont utilizes the high pressure of a gas generated inside a steel tube which is inserted in a hole drilled in a coal seam to break down the face of coal. Chemical reaction is started by an electric current which produces heat to initiate the action. The same heat destroys the starter wire as soon as electric current is no longer needed. The tube containing the chemical is closed at the outer end by a plug with electrical connections, and at the other with a disk that is ruptured by the compressed gases formed. When the gas has been liberated in sufficient quantities to create a desired pressure the disk breaks and the released gas breaks down the coal face. The new device is called a Chemechol.

Pulverized coal has been introduced at the anode where it is oxidized during the electrowinning of metals from their aqueous solutions This substitutes an electrochemical reaction between coal and water for the usual oxygen-evolving half-cell reaction at the anode, with the result that overall cell potential is significantly lowered and the consumption of electrical energy is correspondingly reduced. Experimental results are reported for electrowinning copper as an example of this novel modification of the electrowinning process in this example, the use of coal lowered the consumption of electricity by two-thirds of the requirement of the conventional process When the potential electrical energy of the coal consumed is considered the new, coal-assisted process consumes about 45% less energy, and the energy costs (combined costs of coal and electricity) are reduced by about 50%.
