This fund was established in 1929 for support of research and especially refers to non-ferrous mining and metallurgy. It is administered under the Board by a committee consisting of the President and Secretary and three members selected by the Board. HOWE MEMORIAL LECTURE The Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and outstanding attainment in the science and practice of iron and steel metallurgy or metallography, chosen by the Board of Directors upon recommendation of the Iron and Steel Division. United Engineering Society This is a corporation organized by the American Institute of Mining Engineers, American Society of Mechanical Engineers, and the American lnstitute of Electrical Engineers, to hold the title and administer the property at 29 West 39th St. In 1916, the American Society of Civil Engineers was admitted, and each society now has an equal one-fourth interest in the ownership, occupancy, and administration of the building. . The cost of this property has been over two million dollars. A. I. M. E. representatives are: Arthur S. Dwight, John V. N. Dorr and H. A. Guess. Alfred U. Flinn, Secretary, 29 West 39th St., New York City. Engineering Foundation This is a fund established by the United Engineering Society in 1915 with a gift of $200,000 from Ambrose Swasey. Subsequent gifts had increased the fund to about $620,000 on March 1, 1929. EXTENSIVE Sampling of coal in Illinois during the past 10 or 12 years by the State Geological Survey, in cooperation with various organizations, such as the U. S. Bureau of Mines, the University of Illinois, and the Illinois Cooperative Mining Investigations, has made possible the delineation of two areas of low-sulfur coal in the southern part of Illinois. The sulfur content is less than 1.25 per cent., so that, if otherwise suitable, these coals can be employed for metallurgical uses and for the manufacture of water-gas and retort gas. One of these areas is small and lies in Jack-son County, near Murphysboro, the other is much larger and includes a large part of the famous Franklin County field. A small area of No. 2, or Murphysboro, coal has been worked for many years near the town of Murphysboro, Jackson County, Ill. In two mines, at least, the coal has a sulfur content of less than 1.25 per cent. It is doubtful, however, whether this field will ever be a source of large tonnage as the total area underlain by low-sulfur coal in workable thickness is probably less than 15 sq. mi. (24.14 sq. km.), and a large part of it has already been worked out. The location of the area of low-sulfur coal in the Franklin County field is shown in the accompanying map. The small area underlain by the Murphysboro low-sulfur coal is shown near the town of that name in the central part of Jackson County. The larger area lies in the west side of Franklin County, extending also about 6 mi. (9.65 km.) south into Williamson County, about 4 mi. (6.43 km.) west into northern Jackson and western Perry County, and northward an undetermined distance into Jefferson County. All but the northern limit of the area is fairly well defined by sampling in numerous mines. The inner cross-lined area is underlain by coal having less than 1 per cent. sulfur, the outer boundary surrounding the area Underlain by coal having less than 1.25 per cent, sulfur.

Production of crude oil in Tennessee during 1935 approximated 20,000 bbl., an increase of about 5000 bbl. over 1934. The total production for the state is an estimate, since the only definite figures available are those for Scott and Morgan counties, where 12,377 bbl. were marketed during 1935, an increase of 4305 bbl. over the preceding year. The oil fields of Scott and Morgan counties are near the eastern margin of the Cumberland Plateau where Pennsylvanian sediments rest uncon-formably upon the Mississippian. Near Glenmary, in Scott County, the production is from the middle Mississippian, probably near the top of the St. Louis limestone. Accumulation is due to a low, east-west anticline which has been cut by a fault. This field is now 20 years old and only a few wells are pumped at present. Oil was Struck along Boone Camp Creek in Morgan County in 1924 and there has been small production since that time. The oil comes from the middle of the Fort Payne formation of lower Mississippian age at a depth of 1400 ft. Geologic work in the area has shown that a terrace and porosity conditions in the Fort Payne formation account for the accumulation. The production figures on a number of small producing wells in Clay and Overton counties are not available. As pointed out by Glenn1, the installation of small local skimming or topping plants in the fields has curtailed the shipment of crude oil out of the state and as a result it has been impossible to secure accurate production figures in these counties. The operators, in most cases, are reluctant to give information, and there is no state law requiring them to do so. Based upon information available to the writers, it is believed that between 7000 and 8000 bbl. is a fair estimate of the production in Clay and Overton counties during 1935. More than 500 wells have been drilled in Clay County, the majority of which were drilled east of Cumberland River. A number of interesting wells were drilled in north central Texas during 1940. The Shell Oil Company's Smith well in scc. 143, block I, H. and T. C. survey, Stonewall County, was completed for an initial production of 581 bbl. per day from the Mississippian limestone, with a total depth of 6065 ft. The same company's Patterson well, sec. 393, block D. H. and T. C. survey, Stonewall County, tested the Ellenburger limestone and was abandoned as a dry hole with a total depth of 6760 feet. In Nolan County the Tex-Harvey Oil Co. drilled a well in sec. 43, near the Tipton well, which was completed as a small producer in the Strawn section. The Tex-Harvey well tested this producing horizon but was abandoned as a dry hole with a total depth of 5210 feet. The Montour-Haggart well, sec. 184, block 2, H. and T. C. survey, Fisher County, tested the Strawn and was abandoned with a total depth of 5664 feet. The Georgian Oil Company's Blach, sec. 309, T. R. and L.. Shackelford County, encountered the top of the Ellenburger limestone at 4725 ft. After being plugged back to 3915 It. from a total depth of 4825 ft., the well tested 10 bbl, of oil per day and 300 bbl. of water. The W. I. Sothern No. 2 Carlisle well in sec. 293 was deepened to the Cambrian. The top of the Ellenburger was encountered at 6540 fcet. A wildcat well in Fisher County, the E. A. Stephenson-Maberry, apparently opened a new pool when the well encountered sand from 3298 lo 3302 ft. and was completed for 50 bbl. per day in the Cook sand horizon. In Jones County, the King Oil Company's Olsen well, sec. 158, B. B. B. and C. survey, extended the Avoca-Olander pool. The well was completed for 263 bbl. in 8 1/2 hr. from the Palo Pinto limestone, from 3298 to 3302 ft. Ungren-Frazier extended the Akard pool with No. I Akard, in the D. 'T. Bruce survey. The well was completed for 83 bbl. per day from the Cook sand, encountered from 2109 to 2126 feet.

I have lately had occasion to conduct a campaign at the works of the Empire City Company, in Railroad District, Elko County, Nevada, which, if not highly satisfactory, was at least very interesting in a technical point of view, and which I therefore think worthy of communication to the Institute. The lead ores in this district occur in lenticular masses along and near the contact of crystalline limestone with a dioritic porphyry, and consist of argentiferous carbonate of lead and galena, the latter occurring in solid blocks, or in ribbons running through the limestone. Associated with these are silicate, carbonate, and suboxide of copper, and brown and calc-spar. Adding to this, that the proportion of galena in the ore is small, and that no iron pyrites exists in the district, it is at once evident that the ore-mixture is difficult to treat. For a successful reduction by smelting, it would be necessary to introduce into the charge: 1. The proper quantities of sillphur-bearing ingredients, to effect a complete separation of copper and lead; and, 2. Sufficient silica and iron oxide, to form with the lime and magnesia of the ore, a slag of the required fluidity. The first condition could be fulfilled only very imperfectly, there being no iron pyrites in Railroad, nor in the surrounding districts. The nearest occurrence is in Battle Mountain, whence a supply could not be procured in time. The second condition, i. e., the addition of iron ore and quartz, was easily complied with, there being an abundance of these materials in the vicinity. The furnace of the Empire City Company, is a small shaftfurnace, with an area of hearth of six square feet, and is supplied with blast by a NO. 4 Root blower. In spite of this small size the furnace smelted during this campaign, which lasted 31 days, an average of 28 tons of ore, and 13 tons of fluxes, together 41 tons of charge, per twenty-four hours. The following tables give the complete data in regard to the smelting process, and the results obtained:

IN CONSIDERING the question of mining methods the possible rate of production deserves much more attention than it often receives. Hoover's theorem that, in order to show the greatest profit, an orebody should be worked out in the shortest practicable time, should be better known. The author recently' obtained detailed statements of costs from iron-mine superintendents of the Lake Superior district. In discussing these, the effect of rate of mining on cost of production was considered and detailed estimates were made. The methods by which these estimates were made and the way in which they were presented are here described to illustrate the importance of this factor in mining operations. The saving due to lower costs is not the only factor that should be considered. The greater profit per ton is of much importance but of equal importance are the greater profit per ton that will be made on a greater number of tons per year, and the fact that the total profit will be received in a shorter; period. This last makes a great difference in the present value of a property, by shortening the period of discount on future profits. Another item of importance to those operating a number of mines is that the tonnage needed to supply the market can be obtained most profitably by operating the smallest number of mines that will supply the amount required when each is worked to maximum capacity. In the Lake Superior iron district there are many grades of ore, and the requirements for each are known. If the demand for a certain grade can be supplied from mines now operating, the development and mining of a new orebody of the same grade must result in lower rates of production and lower profits to all mines producing this grade. If a company is mining the same grade of ore from three mines when it can supply its needs by operating only two, by operating only two it can obtain the greatest profit. The year 1934 in Southwest Texas was marked by aggressive development and exploratory work and resulted in the finding of five new fields and a new producing horizon in one of the older fields. This activity is the result of a reasonable market outlet for production, on both oil and gas, and the fact that drilling and operating costs are reasonable and that possibilities of finding new productive areas are rather high. A large part of the area is prospective and very little, if any, satisfactory surface geological work can be done. This, together with the possibility of finding new productive areas, stimulates wildcatting throughout the counties under discussion. Development work continued actively in all of the newer fields. Exploratory work was most intense in Duval, McMullen, Starr and Zapata counties. The activity in Duval and McMullen counties was the result of persistent efforts to find new trends of production similar to and perhaps associated with the Government Wells group of fields. The activity in Starr and Zapata counties was stimulated by the discovery of the Sam Fordyce field in Hidalgo County as well as the continued effort to find new productive trends southeastward from some of the older fields in northeastern Zapata County and western Jim Hogg Comity. Statistics on production are shown in Tables 1 and 2. New Fields Lopeno.—The Lopeno gas field in the southwestern part of Zapata County was opened in August, 1934, by R. B. Morrison No. 1 Ramirez. This is an anticlinal structure mapable in Claiborne beds and the producing horizon is the Queen City sand at 2100 ft. in the Upper Mt. Selman. At the close of the year only two gas wells had been completed but drilling operations were in progress on several other wells and a gas line was being laid to the field so that withdrawals from the area will begin early in 1935. Comilas.—The Comitas field was opened by Merle Gunby No. 1 Haynes in a sand at 800 ft. in an area southwest of the Escobas field. THE indexing of a field-ion micrograph is in many cases similar to the indexing of the poles of a stereo-graphic projection.* If one has a standard projection as a guide, the task of indexing is relatively simple. In this way, field-ion micrographs of bcc and fcc wires have been oriented from projections available in most any text on X-ray diffraction. These books always illustrate the projections for the bcc and fcc structures and even for a particular hcp structure. There is no "standard" hcp projection because the angles between planes depend on the c/o ratio of the unit cell. In order to index field-ion micrographs of hcp metals, one must compute the angles between various planes—a rather laborious task. In recent work,, we have had to identify the structure and index the orientation of field-ion micrographs of the compounds WC and W,C. To overcome the problem of computing angles by hand or calculator, a program was written in Fortran lV for use on the IBM 360, Model 50 which will compute all angles between planeswith indices (hlklll) and (17,k,l2) in the range from (447) to (444) for any given c/o ratio. The program, which is more specific than that of Camp and clum, was so written as to take advantage of the multiplicity of the hexagonal system, and, for the limits defined above, only 26,649 values out of a possible 265,721 values had to be computed. This is a 90 pct saving in time (and cost) and was accomplished in the following way. Because the lattice parameters of the hexagonal crystal system are defined such that: a = b * c [1] the I index does not enter into the multiplicity (i.e., it cannot be transposed with the h or k indices), and all possible values of h and I, from 4 to 4 must be used—a total of eighty-one combinations. The index h2 varies the most—it must assume values from - Ill,: to 3Ihl. The indices kl and k2 are always equal and vary

The effectiveness of digital computing machines in making technical calculations depends on how well the work is arranged to utilize the capability of the machines. This note presents a particularly useful way of calculating hydrocarbon vapor-li.quid equilibrium in the flash vaporization (or condensation) system. The method is well suited to sequence-controlled computing equipment. It is not limited to equilibrium calculations and may be used for solution of most implicit equations in one variable. INTRODUCTION There is increasing interest in the use of electronic digital computers in research and engineering calculations. This is a fortunate and inevitable trend in view of both the increasingly extensive numerical work which is becoming a routine part of many daily production operations and growing demand for the overwhelming amounts of calculations required by newly developed numerical methods for solving heretofore unsolved problems. Machines are in many ways ideally suited to the task but of necessity present certain difficulties. for a particular poblem to be solved must often be formulated quite differently from the way it would be arranged for manual solution. This is done in order to take advantage of the inherent speed and precision of electronic computers and at the same time to limit the need for number storage to the capacity of the machine. Therefore, this note is submitted to present a general and quite powerful method of finding solutions of the frequently encountered implicit equation: F(x,y1,y2,...ya)=0.......(1) where the root, x, is to be found for a given set of y1, ... yn.. The procedure is well suited for use with computing machines, for it usually requires but little storage or programming beyond that necessary to evaluate F. HYDROCARBON EQUILIBRIUM The method is described in terms of the problem it was designed to solve, i.e., the calculation of hydrocarbon vapor-liquid equilibrium in flash vaporization. Given the composition of a hydrocarbon mixture and appropriate values of the equilibrium ratios K, to find the phase ratio and compositions in a closed system: let z, be the mol fraction of the i-th component in the mixture. An address before the Meeting of the New York Section, Nov. 4, 1914. As life advances one is inclined to look backward instead of forward, and the vista over which my memory carries me has been filled with such a shifting panorama of changes in metallurgy that the whole practice of the art seems to have been re-created. The first cupola furnace that I saw in operation was at one of the group of mines at Capelton, Quebec, from which the Nichols company still draws some of its sulphur supply. At that time it was operated by a Hartford, Conn., company, under a General Adams. When its small brick furnaces made a campaign of a week and smelted 10 tons a day, the feat redounded to the credit of the operator. The introduction of the water-jacketed cupola dates forward to the next decade. I was using one in Pennsylvania, making copper matte, to the horror of a noted metallurgist, who could not conceive it possible that you. could bring fused sulphides in contact with steel without rapid corrosion. In our ignorance we were doing what seemed to be an impossibility, and it is just that recklessness and disregard for precedent which has characterized so much of the work of American metallurgists, and carried us forward at such headlong speed. Once the water jacket was accepted as the type of the. copper cupola, its almost unlimited expansion in length, but not in width, was a matter of convenience rather than of skill. In Butte the cupolas have been enlarged by adding furnace to furnace. The first reverberatories which I saw in operation were those in Professor Hill's Black Hawk establishment, where the concentrates from the Gilpin County gold mills were run down into matte for separation in England. Sixty dollars per ton was the usual deduction in those days before gold and silver was paid for. Smelting was done with wood as fuel, and the capacity of the furnace was about 10 tons per diem. Shortly after this Professor Hill formed an alliance with Richard Pearce, who was running what, if I recollect aright, was called the Swansea Works, at the bend of the river approaching Georgetown.

Discussion of the paper of FRANK ALFRED FAHRENWALD, presented at the New York meeting, February, 1916, and printed in Bulletin No. 109, January, 1916, pp. 103 to 149. F. A. FAHRENWALD, Cleveland, Ohio (communication to the Secretary*).-Since the publication of my paper in the January Bulletin, (which was largely a metallographic treatise), I have been questioned regarding two points referred to therein. One of these is that which deals with the application I have made, p. 119, of the equation for melting pressures which correspond with different working temperatures. The other refers to the statement, p. 137, that "Prolonged heating at relatively low temperatures gave fewer and larger crystals and crystals of different sizes, while a flashing at higher temperatures gave a very fine and uniform crystalline structure, which was much' to be preferred." Especial emphasis was not placed upon either of these two factors, for each seemed perfectly logical and obvious. As they do not seem to be self-explanatory, I will supplement with those portions of my notes which were purposely omitted from the manuscript submitted for publication. A few practical illustrations may serve as evidence in support of the first of these, but it must be understood that in this work the "amorphous theory" is considered as being sound, and that it is assumed that metals allow of distortion, without fracture, by virtue of the formation of slip surfaces, accompanied by the transformation of crystalline material to the, amorphous phase. Effect of Pressure.-In all forging, rolling, and drawing operations, it is known that specimens of small cross-section may be worked at a lower temperature than can be used for the same material in much greater mass and sectional area. In -the larger pieces the maximum pressure is brought to bear upon the material near the surface, so that the interior is not subjected to great pressure, but to, a stress more nearly tensile, or shearing, so only the surface is subjected to the critical melting pressure. In the case of wires which draw hollow, the center is subjected to practically a tensile stress which breaks it, while the surface skin draws perfectly, due to the enormous "flowing" pressure exerted upon it by the surface of the draw-plate.

(From the President's Address at St. Louis, 1874.) IN the course of this address, President Raymond referred to the law, said to have been discovered at the French works of Terrenoire, that the amount of phosphorus may be increased without injury to steel, if the amount of carbon be proportionately decreased. The works named have been for more than a year, it is said, manufacturing in the open hearth, by the Martin process, steel rails containing as high as 0.35 per cent. of phosphorus, with about 0.15 per cent. of carbon, which were not found inferior to Bessemer rails. It is not claimed by the manager of the works that phosphorus is an ingredient to be preferred, or purposely introduced; but only that materials containing it (such as old iron rails, etc.), can be succesfully employed. Other parties have apparently a higher opinion still of the new manipulation, and are prepared to claim for "phosphorus steel" superior qualities. Mr. I. Lowthian Bell alluded to the subject in his recent address as President of the British Iron and Steel Institute, but without expressing a positive opinion. After pointing out that the commercial value of the process turned on the cheap manufacture of ferro-manganese, by means of which only could the necessary amount of manganese be introduced into the Martin bath, without increasing its contents of carbon, Mr. Raymond proceeded to say that the principle alleged to have been discovered at Terrenoire was already known years ago, in this country, at least. Not only had steel been manufactured here, containing high percentages of phosphorus, coupled with low percentages of carbon, and suitable for use in rails, boiler-plates, etc., but the reason of its surprising qualities had been distinctly surmised, if not widely proclaimed. The following analyses and extracts from private letters prove these assertions. Some of them assert a similar principle in -the case of wrought iron ; but the analyses, and the remarks based upon them, have reference solely to the steel manufactured under the superintendence of Mr. Slade, at the works of the New Jersey Steel and Iron Company in Trenton.

In the Anthracite Region there are considerable areas where the original mining was done 50 or more years ago. In this original mining, the pillars that were left proved inadequate in size for the support of the roof, which has since collapsed as a result of squeezes, and completely filled the original openings. In an endeavor to recover the coal which remains in the pillars in such areas, the reopening cost for development, as well as for pillar recovery, has been excessive in many instances. Various methods have been tried out with a view to lowering the cost, in order that the greatest possible percentage of recovery of the reserve tonnage may be realized economically. Ordinary hand mining necessitates the driving of development road 10 ft. wide in the clear between timber legs, with 6 ft. of clearance over the rail to accommodate mine cars; collars or crossbars on the timber sets have been difficult to maintain in these openings in the heavily caved condition, especially in beds where the overburden is great,. Numerous failures have occurred on these development road timbers because of roof movement resulting from removal of pillars. The actual removal of pillars from this development work has been costly because full-width openings for transporting mine cars to the face have to be maintained by cleaning caved material from alongside the pillars, or skipping up along the pillars where pillars of sufficient width are found. Shaker-chute Methods A method of developing such caved conditions and recovering pillars tributary to this development, utilizing shaker chutes, is being tried out with considerable success at Loree colliery. An outline of the chute and apparatus is shown in Fig. 1, which indicates the location of pillars and caved material. The cost of both labor and material required in the recovery of such coal is considerably less than by ordinary hand methods. In order to try out this method of mining a location was chosen where a tightly caved area had been developed by ordinary hand methods to within 300 ft. of the property line. Although the subject matter contained in this paper is presented under a new title, its writing was induced by the work of S. Skowronski and K. W. McComas.' A discussion of the latter is here combined with the presentation of new and independent data. The' physical constants quoted by the authors of that paper, such as melting and boiling points, as also the chemical reactions of the substances involved, are so well established that the numerous confirmatory experiments and their application to metallurgical conditions leave little or no room for criticisms. On the contrary, they will greatly aid to dispel any lingering skepticism as to possible considerable losses of copper accruing when the metal is melted in the presence of its own and, probably, other chlorides and when no provision is made for the recovery of volatile products. Exception may be taken, to some degree, to that part of the work under the caption Melting Drillings of Copper Mixed with Sodium Chloride. These experiments should have been extended in order to make the implied reactions clear and the results convincing. The latter are stated to be, "that when sodium chloride is present above certain minimum quantity relative to copper some of it is found to volatilize in the melt while another part reacts with the metallic copper to produce the volatile cuprous chloride, and that when smaller quantities of sodium chloride are present the reaction is complete and all chlorine is found to have volatilized as cuprous chloride." Metallic copper and sodium chloride are mentioned as the sole reagents in this chemical process, acting, according to the authors, in a neutral atmosphere of carbon dioxide. Production of crude oil in Tennessee during 1935 approximated 20,000 bbl., an increase of about 5000 bbl. over 1934. The total production for the state is an estimate, since the only definite figures available are those for Scott and Morgan counties, where 12,377 bbl. were marketed during 1935, an increase of 4305 bbl. over the preceding year. The oil fields of Scott and Morgan counties are near the eastern margin of the Cumberland Plateau where Pennsylvanian sediments rest uncon-formably upon the Mississippian. Near Glenmary, in Scott County, the production is from the middle Mississippian, probably near the top of the St. Louis limestone. Accumulation is due to a low, east-west anticline which has been cut by a fault. This field is now 20 years old and only a few wells are pumped at present. Oil was Struck along Boone Camp Creek in Morgan County in 1924 and there has been small production since that time. The oil comes from the middle of the Fort Payne formation of lower Mississippian age at a depth of 1400 ft. Geologic work in the area has shown that a terrace and porosity conditions in the Fort Payne formation account for the accumulation. The production figures on a number of small producing wells in Clay and Overton counties are not available. As pointed out by Glenn1, the installation of small local skimming or topping plants in the fields has curtailed the shipment of crude oil out of the state and as a result it has been impossible to secure accurate production figures in these counties. The operators, in most cases, are reluctant to give information, and there is no state law requiring them to do so. Based upon information available to the writers, it is believed that between 7000 and 8000 bbl. is a fair estimate of the production in Clay and Overton counties during 1935. More than 500 wells have been drilled in Clay County, the majority of which were drilled east of Cumberland River. A number of interesting wells were drilled in north central Texas during 1940. The Shell Oil Company's Smith well in scc. 143, block I, H. and T. C. survey, Stonewall County, was completed for an initial production of 581 bbl. per day from the Mississippian limestone, with a total depth of 6065 ft. The same company's Patterson well, sec. 393, block D. H. and T. C. survey, Stonewall County, tested the Ellenburger limestone and was abandoned as a dry hole with a total depth of 6760 feet. In Nolan County the Tex-Harvey Oil Co. drilled a well in sec. 43, near the Tipton well, which was completed as a small producer in the Strawn section. The Tex-Harvey well tested this producing horizon but was abandoned as a dry hole with a total depth of 5210 feet. The Montour-Haggart well, sec. 184, block 2, H. and T. C. survey, Fisher County, tested the Strawn and was abandoned with a total depth of 5664 feet. The Georgian Oil Company's Blach, sec. 309, T. R. and L.. Shackelford County, encountered the top of the Ellenburger limestone at 4725 ft. After being plugged back to 3915 It. from a total depth of 4825 ft., the well tested 10 bbl, of oil per day and 300 bbl. of water. The W. I. Sothern No. 2 Carlisle well in sec. 293 was deepened to the Cambrian. The top of the Ellenburger was encountered at 6540 fcet. A wildcat well in Fisher County, the E. A. Stephenson-Maberry, apparently opened a new pool when the well encountered sand from 3298 lo 3302 ft. and was completed for 50 bbl. per day in the Cook sand horizon. In Jones County, the King Oil Company's Olsen well, sec. 158, B. B. B. and C. survey, extended the Avoca-Olander pool. The well was completed for 263 bbl. in 8 1/2 hr. from the Palo Pinto limestone, from 3298 to 3302 ft. Ungren-Frazier extended the Akard pool with No. I Akard, in the D. 'T. Bruce survey. The well was completed for 83 bbl. per day from the Cook sand, encountered from 2109 to 2126 feet.

Introduction THAT an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1597 in authorizing entry of oil-lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of an appropriate law for their disposition-a withdrawal that has been specially ratified by Congress in the case of one State, Utah-and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on .the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil-lands.

The production of petroleum in Mexico during 1930 was approximately 39,600,000 bbl., or 5,188,000 bbl. less than in 1929. The decline which has continued for the last eight years, will place Mexico in fifth or sixth rank as an oil-producing country. The production of the northern and southern fields near Tampico declined over 5,250,000 bbl., while that of the fields in the Isthmus of Tehuantepec moderately increased. The wildcat operations which have been conducted for some years near the international border along a 290-mile belt, extending roughly 170 miles northwest and 120 miles southeast from Laredo, Texas, have so far met with little encouragement, although the oil possibilities of the region warrant the belief that commercially productive fields will be discovered eventually. An interesting development during the year was the starting of construction of the oil pipe line from Palma Sola in the South Fields near sea level—over Sierra Madre at 8660 ft.—to Atzcapotzalco, a suburb of Mexico City at an elevation of 7350 ft. This line, about 146 miles long, has a diameter of 10 in. and an estimated daily capacity of 10,000 bbl., and with its terminal refinery at Mexico City will form a transporting and refining unit which should materially affect the distribution and marketing of refined products in the Republic. Development During the past year 148 wells were drilled, as compared with 214 in 1929 and 371 in 1928, the percentage of producers being 49 as against 47 in 1929. With the exception of one well in San Isidro, at the extreme southern end of the Golden Lane, the Jardln Paso Real area was the only sector of the old fields where new development could be considered as successful, all other producers brought in during the year being drilled in nearly exhausted pools to be operated as ('strippers." Northern Fields A total of 71 wells were drilled in the northern fields, of which 22 were producers; one well in Ebano was estimated at 5000 bbl. per day, while the general average of all producers was less than 300 bbl. IN the Parkes process of lead refining, after desilverization has been completed by means of zinc additions, there will remain in the lead from 0.5 to 0.6 per cent zinc. At this stage in the refining practically all impurities are reduced to refined lead specifications except zinc and antimony. All excess of copper and nearly all the arsenic goes out with the silver. Silver remaining should not exceed 0.1 oz. per ton. It thus remains only to remove zinc and antimony to produce refined lead. The older practice was to complete refining by means of oxidation processes in reverberatory furnaces. Essentially this consisted of heating the lead to 1200° to 1300° F. and allowing it to come in contact with a considerable excess of air passing through the furnace, or accom-plish the same result by blowing the lead with steam by means of pipes introduced for that purpose, at the same time allowing air to enter the furnace. Usually some procedure involving alternate oxidation and reduction with fine coal or coke was employed in order to reduce the weight of dross or skim finally removed from the furnace. This practice had many elements of weakness in that the main flow of lead, after the preceding expensive operations had been performed, and the whole refining process nearly completed, was subjected to an operation at a comparatively high temperature, which involved much lead loss if the furnaces were not on bags, and the production of 3 to 5 per cent of the weight of the lead as dross or skim, which had to be resmelted and the lead either refined or produced as antimonial lead. In addition, the operating expense of the process was a considerable item. The, process of dezincing with chlorine was developed as a substitute for the foregoing described oxidation process, and finally resulted in such advantages as nearly equal operating costs, a practical elimination of the lead loss, and the direct production of a very valuable byproduct, zinc chloride, that may be sold as such or retreated for its zinc and chlorine contents, both of which can be reused in the refining processes.
