Michigan reports another record year. Its production of 18,605,000 bbl. exceeds any previous year's total and is 2,000,000 bbl. over 1937, the previous record year. Production in 1938 brings the accumulated total for the state to a little over 100,000,000 bbl. It has taken 14 years to reach this accumulative figure, which would meet the needs of our country for about one month. Twelve new oil and gas fields were opened in 1938 and 978 tests for oil and gas were completed, of which 566 were oil wells, 25 gas wells and 387 dry holes. The new oil discovered is probably about equal to the oil produced during the year. Activities in 1938 The Temple field, Clare County, was the discovery of the year. Since July, 46 wells have been completed, and although not yet outlined it appears that more than 2000 acres have been proved for production from the Monroe of Devonian age, at a depth of 3900 ft. This discovery is the result of a wildcat test along a trend northwestward from the older fields of the central basin. The Edenville pool, Midland County, ranks second among the new fields. Thirty-five producing wells have been drilled to the Dundee at 3800 feet. The surprise development was in southwestern Alichigan, Allegan and Van Buren Counties, where six new Traverse lime pools were opened with a daily production of about 8000 bbl. at the end of the year. This is the first consistent Traverse production in the state and is about 100 miles southwest of the producing areas of the central basin. These fields have had a rapid development because of the shallow depths, which range from 900 to 1500 ft. Bloomingdale, Van Buren County, had a town-lot boom, and 72 wells have been drilled there since August 1938. Small operators from many states have been attracted to this shallow territory, and the coming year will see much drilling in these and surrounding counties. The Buckeye field, Gladwin County, led the state in amount of oil produced. Its total of over 7,000,000 bbl. was far ahead of that of any other pool.

Though production began in Canada only a short time after the discovery of oil in the United States, it has never attained large proportions, and if we were to judge entirely by the past the reserves of Canada would be put at a very low figure. There are only two areas from which oil is marketed at the present time; one, the old district around Petrolia in southern Ontario, and the other is the small Sheep Creek field near Calgary in Alberta. The former district has produced between 200,000 and 800,000 bbl. annually for the past 40 years, recent figures being near the minimum amount. Sheep Creek has produced about 12,000 bbl. annually for the past five years. The known reserves in proved territory in each of these fields are exceedingly small, when considered in terms of world reserves. The chief hope of Canada for reserves of considerable magnitude lies in the western provinces. Sedimentary rocks similar to those in the productive fields of the United States occupy thousands of square miles in the western provinces, so that it seems likely that somewhere within this great area the peculiar conditions necessary for the presence of oil pools will be found. Prospecting is being carried on energetically by several large companies, as well as by many independents. The Dominion Government, which controls most of the public lands, is pursuing a fairly liberal policy toward the prospector, which should stimulate wild-catting, although the province of British Columbia, which controls public lands within t.hat province, is at present unwilling to give adequate encouragement to make wildcatting attractive. As there is really no assurance that any productive pools will be found in western Canada, the estimates of reserves are subject to a wide possibility of error. In making estimates, the various areas within which geologic conditions are more or less uniform are discussed separately; the estimates given for each area are not given with the idea that there is a reasonable probability of their eventually proving to be correct. It is hoped that an average of these estimates, taken together with those made for other undeveloped countries, will give a correct total of reserves

In the course of this address, President Raymond referred to the law, said to have been discovered at the French works of Terrenoire, that the amount of phosphorus may be increased without injury to steel, if the amount of carbon be proportionately decreased. The works named have been for more than a year, it is said, manufacturing in the open hearth, by the Martin process, steel rails containing as high as 0.35 per cent. of phosphorus, with about 0.15 per cent. of carbon, which were not found inferior to Bessemer rails. It is not claimed by the manager of the works that phosphorus is an ingredient to be preferred, or purposely introduced; but only that materials containing it (such as old iron rails, etc.), can be succesfully employed. Other parties have apparently a higher opinion still of the new manipulation, and are prepared to claim for " phosphorus steel" superior qualities. Mr. I. Lowthian Bell alluded to the subject in his recent address as President of the British Iron and Steel Institute, but without expressing a positive opinion. After pointing out that the commercial value of the process turned on the cheap manufacture of ferro-manganese, by means of which only could the necessary amount of manganese be introduced into the Martin bath, without increasing its contents of carbon, Mr. Raymond proceeded to say that the principle alleged to have been discovered at Terrenoire was already known years ago, in this country, at least. Not only had steel been manufactured here, containing high percentages of phosphorus, coupled with low percentages of carbon, and suitable for use in rails, boiler-plates, etc., but the reason of its surprising qualities had been distinctly surmised, if not widely proclaimed. The following analyses and extracts from private letters prove these assertions. Some of them assert a similar principle in .the case of wrought iron; but the analyses, and the remarks based upon them, have reference solely to the steel manufactured under the superintendence of Mr. Slade, at the works of the New Jersey Steel and Iron Company in Trenton.

A summary of oil and gas development in Ohio for 1936 is necessarily brief and, in some details incomplete, owing to the lack of a central state agency for the collection of data and statistics on well drilling and production. The information used in this report was compiled from the records of the several companies operating in the state. Drilling activity in Ohio increased during 1936 as compared to the two preceding years. During the year 1157 wells were completed, as compared to 1022 wells in 1935 and 1055 wells in 1934. However, in spite of this increase in drilling activity, both oil and gas production declined for the year. Activity by Fields Trenton Sand Field.—The Trenton sand field is located in 15 counties of northwestern Ohio, trending from Toledo on the north, south and west through Findlay into Indiana. About 40 years ago the Trenton field was one of the most important oil-producing fields in the United States, but it has declined to a position of minor importance. During the year 1936 there were 52 completions in this field—29 gas wells, 19 oil wells and 4 dry holes. Clinton Sand Field.—The Clinton sand is by far the most important gas-producing field in the state. Production is located in small pools separated by nonproducing areas, on a band of varying width reaching from Cleveland on the north to Lawrence County on the Ohio River on the south. During 1936 a small pool of patchy character was developed in Butler township, Knox County. Seventeen wells were completed in the Clinton sand, of which 13 were gas wells and 4 were dry holes. The average initial production secured per well drilled, including dry holes, was 1,288,000 cu. ft. The average depth of the Clinton sand was 3000 feet. Production of crude oil in Tennessee during 1937 was slightly over 37,000 bbl., an 85 per cent increase over the preceding year and the highest since 1928. Closer cooperation between the operators and the State Division of Geology has resulted in more accurate data than have been possible for the past few years. Such cooperation is most desirable, especially in this state, which has no law requiring the filling of drilling permits, logs, and production figures. The increased production for the year has resulted from discoveries of four small pools in the shallow district of Clay and near-by counties. The most promising of these began production late in 1937 and consequently has had little effect on the 1937 total. These discoveries, along with renewed activities in some of the older areas, have increased the production for Clay and adjoining counties from less than 5000 bbl. during 1936 to over 21,000 bbl. in 1937. The Mississippi lime production in Scott and Morgan Counties declined from 16,335 bbl. in 1936 to 14,644 bbl. during 1937. While the decline curve on this production has been gradual, some of the wells are over 20 years old, and it becomes necessary to look for other favorable structures in this general region if increased production is to be obtained or past production maintained. The only natural gas marketed off the lease in Tennessee during 1937 was in Morgan County, where a small amount was furnished for the town of Sunbright and its immediate vicinity. The gas occurs with the oil in the Boone Camp field and small amounts were put on the line from the near-by Coon Hollow and Seabolt pools. Development There were 59 wells spudded in during 1937, of which 18 were drilling or only temporarily shut down on Dec. 31, 1937. Of the 41 completions, 17 produced oil, 5 were gas wells of undetermined quantity, and 19 were dry or near-dry holes. The flush production on the new wells totaled about 1300 bbl. per day. READJUSTMENT Of the industrial world to a peace .basis after more than 4 years of war will involve many fundamental and far-reaching changes that cannot as yet he clearly foreseen or definitely provided for. Such problems may be subdivided, in the vocabulary of war, into those involving material and those centering about personnel. Of the two, the-latter group is the more difficult and obscure, as the factors involved are less clearly understood and the methods to be followed are not yet tested and standardized. When it is said that the market is weak, stocks large, and demand light, every business man understands clearly what is meant and. what course he should adopt to adjust himself, so far as possible, to such conditions. But when it is said that the rapid spread of Bolshevism in Europe is a danger to industrial organization in this country, it is difficult to have any assured sense that all that the statement may mean is clearly understood or that the means to be followed to meet such a situation are definitely known. Since Bolshevism is primarily a mental phenomenon and since the rupture it brings about in industrial organization should be prevented, if possible, it is my purpose to restrict this discussion of the activities of the Committee on Industrial Organization to some of its mental aspects, as the chairmen of the sub-committees, from their special knowledge of their own fields, can best set forth recent progress in the lines with which they are especially concerned. The first requisites of success in industrial organization, as in the biological organism of which it is the social counterpart, are unity of purpose and coordinated activity. Typical good and bad examples of this are the relative parts that the United States and Russia have played in the great war. These two factors are primarily mental, and it is not difficult to view the mental aspects of all problems of industrial organization as the most important ones. Unless we can attain unity of purpose and coordinated activity in industry, the provision of comfortable homes at reasonable rent, the assurance of steady work at good wages, the

THIS test was described in a privately circulated First Progress Report on Slacking Characteristics of Coal, by A. C. Fieldner and W. A. Selvig, May 1, 1928. The test was described in detail in U. S. Bureau of Mines Report of Investigation 3055, in November, 1930.1 The test, in brief, is conducted as follows: A sample of freshly mined coal consisting of 18 to 25 pieces approximating 1 ¼ cubes, and weighing 500 to 600 grams, is taken for the test. The sample is subjected to a "blank sieving" of carefully regulated degree, on an 8-in. circular sieve with 0.263-in. square openings; and the undersize and oversize weighed. The oversize is placed on a sheet-iron pan and dried for about 24 hr. in an A.S.T.M. air-drying oven maintained at 30° to 35° C. through which a current of warm air is drawn. The sample is then cooled to room temperature and immersed for one hour in water at the same temperature. The water is then drained off, the sample dried for 24 hr. as before, cooled, sieved as before, and the oversize and undersize weighed. The percentage weight of the undersize, is calculated and reported as the first cycle loss. This loss, corrected by subtracting the percentage loss in the blank sieving, is termed the slacking index. The sample may be subjected to further cycles of wetting, draining, air-drying, sieving and weighing. In a letter (August, 1932) W. A. Selvig approved making the blank sieving on a duplicate sample, rather than on the sample used for the test, where sufficient coal was available. This method is now employed in these laboratories. The accelerated weathering test has been employed in the labora-tories of the Research Council of Alberta, at Edmonton, since 1928, but not found entirely satisfactory as repeat determinations with samples taken from the same or adjacent mines frequently showed serious differ-ences. Differences must be expected as the coal may vary in the seam, and the selection of a typical set of lumps approximating 1 ¼ -in. cubes

While our coal-mining practice, in regard to hauling on main roads, has advanced very rapidly in recent years by means of compressed air, electricity and ropes, that of gathering from rooms or working-places has remained almost stationary. Few large mines are without some method of mechanical haulage on main roads, but the gathering from working-places is still done almost entirely by means of animals or men. An effort to improve this has been made recently by the Consolidation Coal Company, under the direction of the writer, at its mines in the Georges Creek region. The seam worked is the Pittsburg bed, known locally as the " Big Vein." It is from 8 to 12 feet thick. Immediately overlying the coal there is from 5 to 6 feet of " rashings," consisting of thin alternating beds of shale and coal, which disintegrate rapidly on exposure to the air, and making a very treacherous roof. Rooms are driven from 12 to 15 ft. wide, with a single track close to one side. A line of posts is placed just far enough from this side to leave a clear space for the mine-car with a driver at the brake. This brings the post not far from the middle of the cross-bar, and provides more effectual support than if placed at the end. The tracks in these rooms are usually of 4 in. x 4 in. oak scantling, though of late years, owing to the advance in the price of lumber and the reduction in steel rails, more of the latter are being used. This track is laid by the miner. His pay for the work is included in the price per ton for mining. It is therefore, as a rule, unskillfully and often carelessly laid, and cannot be relied upon to carry safely any weight materially greater than the loaded mine-car. Although the situation in the oil industry during the past year has not been conducive to large expenditures for development and research, there is little indication that such expenditures have been curtailed. While few outstanding achievements have been reported, considerable progress has been made in the development of new product,s and the adaptation of petroleum derivatives to new uses. The most important question facing the refiner today is the antiknock quality of his gasoline. This year has seen the widespread adoption of the term "octane number" as a measure for anti-knock values, and in the latter months of the year the public has been made acutely aware of this condition through competitive advertising. Gasoline is no longer priced on volatility and gravity alone, but on octane number as well; and premiums are being paid for material of relatively high octane rating. The situation has grown more and more competitive and has forced refiners continually to raise the octane rating of their regular and competitive grades, and at this writing the same situation exists for premium grades which have possessed relatively high anti-knock properties for some time. Straight-run gasoline produced from paraffin-base or semiparaffin-base crudes has an inherently low anti-knock value, and in order to convert this material to a higher quality it has been found necessary to crack an increasing percentage of the crude oil charge. By completely cracking the heavier portions of the crude and blending back with the straight-run gasoline, it has been possible to produce an average of 63 to 65 octane number gasoline on average Mid-Continent crude. This operation carried to the fullest extent does not suffice, however, and the recent and rapid development of the so-called '(reforming unit," has resulted. The straight-run gasoline fraction is cut into two parts: a light, low boiling point gasoline; and a heavy gasoline or naphtha. The latter containing the low anti-knock portions of the gasoline, is sent through a re-forming unit and subjected either to high temperature or pressure, or both, which materially increases its octane number. For anyone contemplating flotation research with only a very limited amount of mineral available for testing, the choice of suitable experimental equipment is by no means obvious. Hallimond's original and delightfully simple cell1 has been modified by subsequent investigators2to give quantitative and reproducible results on small samples. However, the modifications have necessarily compromised its simplicity, and the services of a skilled glass blower are required to duplicate the cell. Vacuum flotation tests3 at best qualitative and may, under certain conditions4, be quite impracticable. A hundred years ago, Thoreau observed that "our life is frittered away by detail," and his advice was to "simplify, simplify," The success of the simple cell described below, which was developed by the author and differs somewhat from Hallimond's original, suggests that Thoreau's advice still has merit a century later. CELL CONSTRUCTION The cell [Fig. 1 (a) and 1 (b)] consists essentially of a 25-ml pipet from which has been cut the con- stricted top. The length cut off is not critical since this merely determines the final volume of the cell. Cell volume may be varied in this way from 20 to 50 cc. A pyrex extension tube, equal in diameter and approximately half the length of the cut pipet, is attached to the top of the pipet by means of 2 ½ in. of close-fitting tygon tubing. When assembled, the two pyrex tubes should be spaced about ½ in. apart. Another length of tygon tubing is added to the extension piece for sealing purposes. A ¾ -in. disc of porous material (teflon cloth is ideal), secured in place over the pipet tip with another piece of shaped tygon tubing, completes the cell assembly. Tygon tubing may be shaped by pushing it over the pipet tip or some similar form and heating carefully over a low flame. For flotation [Fig. 1 (c) 1, the pyrex extension tube is rotated approximately 70º from the vertical and held in position by a wire hook and eye. Floated material, after reaching the free surface, falls and rests on this inclined plane. The barrier formed by the bent tygon tubing ensures that floated material does not slide back and return to the vertical portion of the cell.

WEST TEXAS and New Mexico has been overshadowed by the develop-ment in East Texas to such an extent that the area has been placed on a settled production basis by most of the operators. Considerable develop-ment work on both proven and unproven acreage remains to be carried on, but the incentive, a ready and profitable market, has been lacking. The main characteristics of the fields in this area are so well known that they are not described again in this paper, which thus resolves itself into a statistical review of the more important production features of the area. Proration has been in effect during the year and has been rigorously applied with the full cooperation of all producers. Proration in West Texas and New Mexico is based in the more pro-ductive fields on a potential and acreage distrbution of the allowance to the individual wells or acreage units. Potentials are determined generally by a short production test of from 1 to 4 hr.; and the hourly rate is multiplied by 24 to obtain the 24-hr. production or rated potential of the separate wells. The potential values thus set up have been questioned by many production men who are not willing to concede that the instantaneous (hourly) capacity of a well to produce is its potential capacity for a day with all other wells in the pool producing at their capacity. However, the potential of a well determined as above remains its chief rating as a measure of the permeability in place and as an indication of the possible reserve feeding that well. , The acreage factor has made it unnecessary to overdevelop properties in order to obtain an allowance proportionate to neighbors who are willing to drill an excessive number of wells on a piece of acreage in the hopes of a quick drainage and a corresponding profit. Proration has resulted in an orderly development of many of the pools in this area on the base as out-lined above, resulting in more reasonable spacing of wells and the more even withdrawal of oil and the ensuing expectation of high recoveries.

The sample is subjected to a "blank sieving" of carefully regulated degree, on an 8-in. circular sieve with 0.263-in. square openings, and the undersize and oversize weighed. The oversize is placed on a sheet-iron pan and dried for about 24 hr. in an A.S.T.M. air-drying oven maintained at 30" to 35" C. through which a current of warm air is drawn. The sample is then cooled to room temperature and immersed for one hour in water at the same temperature. The water is then drained off, the sample dried for 24 hr. as before, cooled, sieved as before, and the oversize and undersize weighed. The percentage weight of the undersize is calculated and reported as the first cycle loss. This loss, corrected by subtracting the percentage loss in the blank sieving, is termed the slacking index. The sample may be subjected to further cycles of wetting, draining, air-drying, sieving and weighing. In a letter (August, 1932) W. A. Selvig approved making the blank sieving on a duplicate sample, rather than on the sample used for the test, where sufficient coal was available. This method is now employed in these laboratories. The accelerated weathering test has been employed in the laboratories of the Research Council of Alberta, at Edmonton, since 1928, but not found entirely satisfactory as repeat determinations with samples taken from the same or adjacent mines frequently showed serious differences. Differences must be expected as the coal may vary in the seam, and the selection of a typical set of lumps approximating 1 1/4-in. cubes

The rapid progress of basic changes in refining processes, which has characterized this division of the petroleum industry during the last 7 years, slowed up in 1926 and the industry as a whole devoted itself to the enormous task of adopting these changes to its methods of manufacturing. If for no other reason, the year of 1926 will stand out as the first year of widespread activities in placing refining on a true manufacturing basis. A brief survey of each of the important operations and the trend of the changes with their economic results indicate the importance of this period of transition. No attempt has been made to detail the numerous activities in each of the major operations and the writer would refer those seeking such information to the various trade papers and the paper on "Basic Changes in Refining Processes," by Walter Miller.' Distillation.—-Distillation (excluding cracking) is the major item in refining. During the past year there has been a wide application of the improvements developed in former years. Operating costs have been reduced for fuel, labor and capital items. Practically all types of distillations are now carried on as semi-continuous or continuous operations, rather than by the old batch method. Heat-saving devices, such as heat exchangers, or improved combustion chambers, have had a marked effect on the total fuel bill of the industry. The modern pipe-still has been widely used and figures available show that approximately 10 per cent. of the older shell equipment was replaced by pipe-stills during 1926. The range of usefulness of this type of equipment has been extended successfully to the most complicated types of lubricating oil manufacture. These stills afford marked economies in fuel as well as labor costs, also many advantages in older plants where space is limited, as a single pipe-still can replace several batteries of shell stills. Capital expenditure per barrel capacity is decidedly lower and offers economy in this direction. Although there has been considerable discussion of other types of distillation equipment such as the vacuum still, there has been no appreciable increase in these installations during 1926. Robert Carl Sticht, member of the Institute since 1886, an American metallurgist of world-wide reputation, died in St. Margaret's Hospital, Launceston, Tasmania, on April 30, 1922, after an illness of eleven months, against which he fought with the highest courage and characteristic fortitude. The news of his passing came as a great shock to a host of his friends and former associates here, but on account of his long absence from the United States, exact biographical details have been heretofore lacking. Throughout Tasmania, the expressions of public sorrow were many and impressive, and the flags were flown at half-mast in Queenstown, Zeehan, and the entire Mt. Lyell district, in honor of the man who had won his place in the community as a great captain of industry and a man universally admired and loved. Sticht had been connected with the Mt. Lyell Mining & Railway Co. in Tasmania throughout its entire productive period. He had originally been induced to go to Tasmania through the good offices of the late Dr. E. D. Peters, then professor of metallurgy at Harvard University, who after personally examining the undeveloped Mt. Lyell properties, recommended Sticht as the best possible man to work out the complex metallurgical problem which that great orebody presented. Sticht had already made himself the leading authority on pyritic smelting, having taken up the idea as suggested and partly worked out by Lawrence Austin and carried it through to a certain degree of perfection in the case of limited tonnages of special ores. After studying the situation at Mt. Lyell, Sticht found the conditions there to be almost ideal for pyritic smelting, and he had the courage to adopt as the basis for a permanent, and eventually successful, solution of the metallurgical problem, a process that was then little more than a theoretically interesting possibility. The thorough studies and remarkable results attained at Mt. Lyell were published as chapters in Doctor Peters' various publications on the metallurgy of copper, Doctor Peters giving full credit to Sticht for their authorship. Those engaged in pumping from shafts, or other mining works, may be intereited in the following suggestion of what is believed to be a novel method of raising moderate quantities of water against a considerable head. It is admitted that the ordinary Cornish pump, as generally used in mines, is hard to beat, on account of both its extreme simplicity and its easy adaptation to the requirements of mining; its great drawback, however, being the enormous weight of heavy rods and successive plungers that have to be kept in motion, not to mention the necessary " balance-" and " angle-bobs," with all their accompanying friction and wear and tear. It is contended that the following method would, to a great extent, overcome these drawbacks ; though, no doubt, many old miners may say it would also introduce new ones. Possibly, this may be the case. It is only desired that this pump may be judged upon its merits. The chief novelty of the method consists in employing the almost unlimited pressure obtainable from a high column of water, augmented, if necessary, by a hydraulic ram or press at the top, to work a small-diameter piston or plunger at the bottom of a shaft or well. This high-pressure plunger, indicated at E, in Fig. 1, transmits power direct to a larger-diameter plunger, F, constituting, together with the ordinary H-piece, valves, and wind-bore, the actual pump, which raises the water, by column C, to the adit-level or other discharge, placed as far as possible below the head of the high-pressure column A and ram W. It will thus be seen, that it is only necessary to maintain a prmsnre on the small piston, E, equal to that on the larger one, F, by means of the small but high column of water, A, in order to cause F to descend, and thus force the water up through C. Dimitri Konstantinovitch Tschernoff, was horn in Petrograd, Russia, on Nov. 1, 1839, and died in Yalta (Crimea) in the south of Russia, on Jan. 2, 1921. He obtained his early education in the Russian Gymnasium, corresponding to the American high school, and in the Technologic Institute. On graduation from this Institute in 1858, he was engaged as a professor of geometry and algebra and later became a librarian and superintendent of the museum in the same Institute. He also attended lectures in the mathematical physics section at the Univrrsity of Petrograd from 1859 to 1862. In 1866, Professor Tschernoff left the Technologic Institute and entered the employ of the Obouchoff steel plant, founded in 1863 for the manufacture of guns. Here he did his most important work on the heat treatment of steel, its crystallization and metallography. In 1880, he left the Obouchoff plant and went to the south of European Russia, where he discovered and developed some rock-salt mines. This enterprise brought him a rather large fortune. In 1884, he returned to Petrograd and during the next four years held several prominent positions in government departments. In 1899, he became professor of metallurgy in the Michael Artillery Academy, and retained that position until the time of the Russian Revolution. In 1902, Professor Tschernoff was elected an honorary member of the American Institute of Mining and Metallurgical Engineers. In September, 1917, Professor Tschernoff was sponding his vacation, as usual, in the city of Yalta (Crimea) in the south of Russia, with his wife and one of his daughters. The revolution progressed so rapidly that they were unable to return to Petrograd, and were compelled to stay in Yalta without provision for the winter season. Suffering from hunger. and lack of sufficient clothing, and deprived of his books, Tschernoff nevertheless continued his studies and gave a number of lectures on steel at the Polytechnic Institute. At the same time he worked hard on some. mathematical problems. His health broke down through long-continued under-nourishment. His works in the metallurgical field are well known to the students of metallurgy; good abstracts of his most important papers were published in Revue de Metallurgie (1915, pp. 829-882) in commemoration of his 75th birthday.
