STABILIZATION of the adjustment of normal consumption to normal production of world commodities is quite different from reducing production until visible surpluses are consumed. The first means restoration and maintenance of prosperity, the second means merely a temporary alleviation of a condition with the prime cause remaining uncorrected. Overproduction of foodstuffs in some sections of the world while millions starve in other sections represents not so much overproduction of foodstuffs as mal-distribution of foodstuffs. The flour mills of Washington and Oregon normally ship quantities of flour to China. Now, the wheat that would make this flour goes East instead of West. Is this overproduction, or is there something wrong that calls for study, analysis and correction? Can the plan used by the ostrich of hiding its head in. the sand get us by this present world tragedy, or must the challenge to solve this problem be met, constructively? Can we not make out of this breakdown in the world's economic system an opportunity? And use it as the stimulus for remedying the basic cause of the trouble and not content ourselves with devising temporary expedients that aim at remedying this or that of the obvious conditions, in themselves not causes at all but rather the evidence of causes, or that are the symptoms of the real trouble.

I WISH to urge on this Committee the task of evaluating mining geology. -My motive is as follows: It, is a. duty of the Institute from time to5 time, to establish the social perspective of the professions grouped within it, not simply to promote their use, but to determine with engineering definiteness their true powers and functions. This becomes the delegated duty, therefore, of this committee in respect to geology. Be- cause my own subject is mining, I shall confine my remarks to mining geology. But I believe that the evaluation should be made to include all of that geology termed economic. The perspective for such evaluation is shown in the nature of the public support given to geology. The federal Geological Survey, the leading organization on the economic side, is actuated by the zeal of a small group of devoted professionals who consider its work valuable, ' It proceeds, however, on a starvation ration of appropriations, and that implies that neither the corporations, the voters nor the vote getters consider it important. Altogether, in' the public consciousness, geology is negligible. That, at the same moment, .the profession should act with full confidence, while everyone else should act' with opposite motives, is not fitting. For us, as a committee, to remain incurious regarding such a disparity of beliefs is quite impossible.

WHAT does management expect of W and from an engineer? First and foremost, it expects that he should become, and therefore should fit himself in every way to be, a part of management so that he may assume as much and as many of the responsibilities of management as his ability and the opportunities of the job permit. Let me make clear at the start that the profession of pure, technical engineering offers but limited opportunities at the top levels because of the inherent organization of engineering work. The line of succession to top jobs may be likened to a cone with a broad base and an extremely sharp point. Consider any oil company, large or small, or any operating function of that company, and you will find few top engineering jobs in the organization. This is true by the nature of the work handled. There will be a few district engineers depending on the spread of operations, a chief petroleum and production engineer, perhaps a few research engineers, possibly some technical executive assistants, and that is usually all. The road to these jobs is a long one and the competition is tough. The larger the organization the greater the opportunity, but always the ratio of engineers to top engineering jobs is only a small one.

GEOPHYSICAL methods as described in technical articles generally fail to answer the questions of prospectors and geologists as to which method they should apply and what information they may expect from their application. This article is an attempt to discuss the use of electrical methods with special reference to the prospecting for orebodies and the map¬ping of geologic structure. Especially on virgin ground, geological reconnaissance should precede electrical prospecting, with the object of outlining carefully the orebearing rock and determining the possibilities of elec¬trical prospecting. No electrical survey will then be carried out on ground which, for geological reasons, may be considered barren or where the electrical meth¬ods are inapplicable. As the success of electrical prospecting depends on the difference in conductivity between the ore and the country rock within which the orebody is inclosed, the conductivity of the two should be considered and de¬termined, if possible. The conductivity of an orebody depends on the distribution of conductive ore minerals and, in addition, on its size (length, width and depth). Most minerals with metallic luster show good electrical conductivity; for instance, the sulfides. Zinc-blende is an exception, but as it is often associated with the ore minerals of good conductivity (for instance, pyrite or galena), there is likelihood also of finding zinc.

IN spite of a world production of lead amounting to 1,300,000 tons, of which the United States produces slightly less than one-half, it appears that the mines at present are hardly able to supply the demand. For this there are several reasons. The lead deposits, geologically speaking, were formed comparatively near the surface under conditions of lower temperatures, with the richer deposits often residuary; that is, enriched by surface water, and consequently soon exhausted. Lead is practically absent from a great part of the world. The great Canadian shield, the eastern part of the Dominion, contains practically none. Scandinavia contains no lead. It is absent from geo- logical formations of great age, but does occur in large quantities in the deposits in the Rocky Mountain region. These deposits are, more or less directly, of igneous origin, but here, too, there is a tendency of the lead shoots to concentrate in the upper part, and when they go down the deposits turn to zinc-copper and some other metals. This is one of the best established facts of economic geology. The deposits of the Mississippi Valley district, from Kansas-Oklahoma, to Canada, are in comparatively accessible limestone beds, at a depth seldom more than 500 ft. Therefore, the lead is easily mined but more easily exhausted.

WITH the renewal of the contract between bituminous miners and operators, whereby a period of three years is assured without the devastating effect of irregularity of operation due to general strikes; and, with the increasing comprehension on the part of the large consumers as to the stabilizing effect of adequate storage upon prices; the coal industry has reached that period of its history in which permanence of purpose towards necessary changes is being crystallized, and these changes accomplished by the industry. It is to be hoped that during this era the phrase- " Our National Coal Problem "-will be relegated to the limbo of' antiquated expressions. That this epoch is upon us is evinced by the fact that operators are turning to consolidations, whereby financially sound companies will acquire smaller production units and place themselves in position to maintain constant supervision and control of their development and output; and, as further proof of the arrival of these changes, may be cited the entrance of additional members of the engineering profession into the many phases of management and operation, where- by the cost per ton of output will be, constantly reduced through the increasing use of modern methods and equipment. As an instance, attention is specifically called to the developments in mechanical loading, proposed and actual continuous underground transportation systems and betterment in methods of preparation.

MILLING called for four sessions and a luncheon and covered broad ranges from speculative theory to basic practice, and from coal to gold. An attractive and profitable feature was the "get-together" of "coal preparers" and "ore dressers" for mutual discussion of their common problems. The first event was the Milling Luncheon in the Engi¬neers' Club on Monday. A concentrated group of high¬grade appeared and many matters were discussed, but only two called for official action: The meeting unanimously recommended the use of the Tyler standard sieve scale as against any new scale, and also the adoption of micron designation for fine particles in place of decimals of an inch or millimeter, or theoretical mesh size. The real sessions began on Monday afternoon with a menu of Mineral Physics for the ore dresser, metallurgist, geologist, physicist, et al. Four papers by the staff of the U. S. Bureau of Mines dealt with the chemical and physical aspects of mineral structure as revealed by the first two years of research to date. A fifth paper by Dr. M. J. Buerger correlated to the foregoing the knowledge of "The Lineage Structure of Crystals" and finally a sixth paper was a progress report of further developments of the last year in explosive shattering of minerals by the U. S. Bureau of Mines.

In 1936 the Institute established the Anthony F. Lucas Gold Medal, which will be awarded from time to time "for distinguished achievement in improving the technique and practice of finding and producing petroleum." These awards will be sponsored by the Petroleum Division. Captain Lucas was a pioneer in the oil industry, one of the early wildcatters and a leading mining and petroleum engineer. He was famous as the discoverer of Spindletop. He became a member of the Institute in 1895 and in 1913 was the first Chairman of the Petroleum and Gas Committee of the Institute, the forerunner of the present Petroleum Division. He also headed the Committee in 1914, 1917 and 1918. The first medal was presented at the annual dinner in 1937, Feb. 17, to J. Edgar Pew. Iraq Petroleum Co. together have produced more than 2,000,000 bbl. from all areas since 1927, most has been returned to the reservoir through the wells. Iraq Petroleum Company's small skimming plant at kirkuk supplies its operating requirements. Drilling Operations The Iraq Petroleum Co., since 1930, has discontinued exploratory drilling and concentrated on the exploitation of the Kirkrik field preparatory to filling its 84,000 bbl. pipe line. Drilling operations are on schedule and the I.P.C. expects to have its initial producing wells ready to turn into the line by April of this year. The Mosul Oil Fields Ltd., holding company of all the shares in the British Oil Development Co., after acquiring the "West Tigris Concession" in May, 1932, has completed a geological survey of its 46,000 square miles and is entering upon an exploratory drilling program with three cable-tool rigs. Petroleum in Iraq Transferred Territories in 1933* The Khanaqin Oil Co., which operates the Naft Khaneh field in the so-called Transferred Territories, has continued to supply the Iraq market with petroleum products during the period under review. The output of it's refinery at Alwand during the past three fiscal years ending March 31 has been as follows:

Meeting of June 4, 1915.-The President announced the appointment of the following Committee on National Reserve Corps of Engineers: Dr. Henry S. Drinker, Chairman; Arthur S. Dwight, and Warren A. Wilbur; also, the appointment of Arthur F. L. Bell as Chairman of the Committee on Petroleum and Gas, and of James F. hemp as Chairman of the Committee on Mining Geology. All of these appointments were approved. It was voted that the following minute be, placed on record and a copy sent, by order of the Board of Directors, to the family of John Birkinbine: "The Board of Directors of the American Institute of Mining Engineers hereby records its sense of sorrow and loss in the death of John Birkinbine, a former President, and for many years an active member of the Institute, and contributor to its Transactions. "Mr. Birkinbine's eminence as an engineer, author and editor, intimately connected with the industrial progress of the United States, brought him into contact With the leaders of science and the captains of industry, among whom his genial and estimable personal character won for him many friends; and his departure in the prime of Strength and usefulness is mourned by a wide circle."

There was a marked increase in the investigation of undeveloped areas in Colombia during 1936. The Shell company commenced geological and geophysical investigations on an intensive scale in the Upper Magdalena Valley and at the end of the year had several geological and geophysical parties working in that area. These investigations were supplemented by aerial photography and it is understood that negotiations are under way for having this work continued. The Shell is reported to have acquired some options and leases on private properties in the Upper Valley region and in the western part of Cundinamarca. The Socony Vacuum was making preparations to begin seismograph work on its property north of the Sogamoso River, acquired in 1934 from Sefior Luciano Restrepo. This company will probably start drilling on the property during 1937. The Richmond Petroleum Co. (Standard of California) is said to have renewed geological investigations in the Upper Magdalena Valley above Honda. Local Colombian interests took an active part in applying for concessions on nationally owned lands in the area between the Carare and Magdalena Rivers. The question of natural-gas supply is receiving careful consideration in many parts of the country, as in the winter months it is quite a problem to have on hand sufficient gas to satisfy the demand. Increasing the output of wells by the application of vacuum has been tried with various results and large companies have attempted to keep up the supply with gas compressors. The possibility of storing natural gas in the sands of exhausted gas pools has been tried in a few instances with satisfactory results. This method may prove of practical value in solving the problem, especially in the case of towns that formerly obtained gas from their immediate vicinity, but now must search for new pools. In all cases, only part of the available supply is utilized during the warns weather, so that many wells are shut-in, yet during the winter months, the supply is not sufficient even with all the wells on the line; in such cases it would be of great value if a large volume of stored gas were on hand, obtained through wells that would have been standing idle during the summer.

THE determination of the orientation of metal single crystals and the studies of plastic deformation are greatly facilitated by the use of the stereographic projection. To draw a standard projection of the crystal it is necessary to have a tabulation of the angles between the various crystal-lographic planes of the particular crystal studied. Bozorth' has published such a table for the cubic system which can be found in many reference books; such convenient tabulation for the hexagonal metals, however, does not appear to be in the literature, although scores of workers have calculated these angles. Therefore, Table I of angles for magnesium, zinc, and cadmium has been compiled. Since the c/a ratio is different for each of these metals, three separate calculations are necessary. The angles 4 between (HKIL) and (hkil) were calculated by means of the formula: Hh+Kk+½(Hk + hK)1+~3aLl cos The c/a ratios were calculated from data given in the 1948 edition of Metals Handbook. Fig. 1 is a typical (0001) standard projection of zinc. For all practical purposes, it serves for cadmium as well, as can be seen from the table. Mr. H. R. Batcheller, of the class of 1894, Massachusetts Institute of Technology, while experimenting with chlorine gas on a certain lot of roasted concentrates, met with the following difficulties: 1. A poor extraction of the gold. 2. A very large consumption of chlorine gas. 3. Inability to precipitate all of the gold from the solutioil containing the AuC1,. 4. The bullion obtained was very base. These difficulties were the same whether the chlorine was generated from H2SO47 MnO29 and salt, or whether H2SO, and bleaching powder were used. They may be accounted for partly by the presence of some arsenic left in the roasted ore, and partly by the presence of copper in the solution containing the AuCI3. It was therefore suggested to try the effect of bromine on a similar lot of ore. The use of this element is, of course, nothing new, but in the following experiments it seemed to present many advantages over chlorine. The material worked upon consisted of some concentrates containing 2.31 ounces of gold per ton, and 34.26 per cent. of arsenic, which would correspoild to about 74.4 per cent. Of

Preamble At the present time many bodies are engaged in -the formulation of standards. There is no uniformity in the rules for such procedure in the different organizations; in some cases the committees engaged in the work are not fully representative, and in. a considerable proportion of cases they do not consult all of the allied interests. The present custom results in a considerable duplication of work, and in some fields several "standards" are proposed for the same thing, differing from one another only slightly and often in unimportant details. It is very much more difficult to obtain agreement between the proposers of overlapping standards after they have been published than it would be to get the proposers to agree before they had committed themselves publicly. The American Institute of Electrical Engineers, the American Institute of Mining Engineers, the American Society of Civil Engineers, the American Society of Mechanical Engineers, and the American Society for Testing Materials have appointed a committee to consider the advisability of cooperating in engineering standardization. This committee recommends that these societies form a permanent organization by appointing a committee as proposed in the following constitution and rules of procedure to carry on this very important work.

World consumption of petroleum and its substitutes in 1940, which, except for the United States, does not include consumption for military purposes even in peacetime, is estimated at 2,006,000,000 bbl., or approximately 21,000,000 bbl. less than in 1939. As consumption figures for belligerent countries and those affected by the war are unavailable, in order to arrive at a gross approximation the assumption has been made that the rate of civil consumption in these countries has declined 80 per cent since the German occupation or the effect of the war made itself felt. In 1940 the total consumption in the United States increased 94,000,000 bbl. over the previous year, while the civil consumption in the countries directly affected by the war—some of them occupied during the last half of the year—decreased 126,000,000 bbl. In the rest of the world consumption increased II,000,000 bbl., resulting in an over-all decrease in world civil consumption grossly estimated at 21,000,-000 barrels. At the meeting after the dinner, the Chairman called attention to the work of Mr. Hoover in Belgium and spoke briefly of the assistance which' could be given him through the Belgian Kiddies, Ltd. Mr. Alonzo Kinyon read a paper on "Burring Powdered Coal" which so interested the members that many of them participated in the long discussion which followed. Prof. Harry B. Pulsifier then described the metallurgical plants about Chicago. He mentioned briefly the equipment and interesting features of 30 metallurgical plants of importance and stated that there were also 200 foundries in the district. He said that when number, size, quality and diversity of the plants are considered, the Chicago District is justified in calling itself the greatest metallurgical center on earth. (written 'discussion *).-Prof. Young's paper shows another application of electricity in solving problems in coal mining, and suggests that it may be possible to utilize the data he has collected in developing an electric firedamp detector. If electric lamps are to be adopted in gassy coal mines, the use of an electric firedamp detector becomes almost imperative, for safety lamps and electric lamps in the same mine are not always conducive to safety, and Liveings electric firedamp detector, is too cumbersome to meet with general approval. Three well understood facts are verified in a new way by Prof. Young's experiments: - 1. The temperature at which methane ignites. 2. The more inflammable gas present in an atmosphere, the hotter will be the flame, and the longer the cap in a safety lamp. 3. As the temperature at the source of ignition varies, the length of the gas-cap flame varies. Prof. H. B. Dixon collaborating with Mr. H. F. Coward, some years ago, made experiments on the ignition of various gases to find the tem-perature of their kindling points.1 From the results of their experiments, the writer has culled the ignition temperatures of some hydrocarbon gases, and has tabulated them with other data, in Table 1.

R. Venkataramani (Assistant Professor of Mining Engineering, Dept. of Mining, The Pennsylvania State University, University Park, Pa.)-Y. J. Wang and L. W. Saperstein are to be congratulated for their paper on the computer solution of ventilation problems. The limitations on the problem size to be solved by the program (Appendix II) has been outlined in the paper. I would like to add the following additional limitations of this computer program: The dimensions of the variable J1and J2 should be changed to J, (550) and J2 (550) to handle problems containing more than 400 branches, and up to 550 branches. If there are a large number of branches common to the various meshes, another limitation on the problem size will be the dimension of the variable NA. While a higher-order polynomial fitting for the fan characteristic data points is more rigorous, a quadratic relation, if linear interpolation between the points is inadequate, will result in saving computing time without much loss of accuracy. Of course, this can be handled by minor modifications to the existing polynomial fitting routine in the program. M. J.
