ADEQUATE treatment of the difficulties surrounding the valuation of mineral lands requires that agreement be first reached defining value as understood for the purpose of appraisal. To define value as the price of a product is not sufficient, and does not assist us in using the factors that cause variations in values and in relative values. The real value of any product depends primarily upon its relation to the necessities, comforts and pleasures of mankind. As the necessities, comforts and pleasures of the civilized races differ from those of more primitive man, the value of products varies with the degree of civilization and the environment of the consumer. Coal has no value to the savages of warm climates, and arrow-head flint none to the residents of New York. It has long been recognized that what has been termed ? intrinsic value " must be limited to materials that are essential to existence-air, water, food. But "intrinsic value" cannot be measured in monetary terms. The intrinsic value of a bushel of wheat is due to the fact that it will support the life of an individual for a certain definite time, but this fact does not enable us to measure or to express that value in monetary terms. It has often been proposed to adopt as a measure of the value of any product the quantity of labor necessary to produce it, but this method is of limited application, and will not apply to what may be termed "intrinsic values." For many reasons it might be well, while assenting to the fact that any material may he intrinsically valuable, to abandon the use of the term " intrinsic value." One of these reasons is the tendency to confuse the idea of intrinsic value with a value that is conferred by economic conditions, that is purely artificial and that may be permanent or evanescent; Intrinsic value must from its nature be permanent and unchangeable.

The Subcommittee on Manganese prepared its paper in two forms. One was intended for inclusion with the series above referred to and approached its subject more particularly as an international problem. The other dealt more definitely with manganese as an element in the problem of national defense. This last was first written under date of January 24, 1924 as a confidential report, for and at the request of the War Department. It was later released and published, in slightly modified form, as a separate pamphlet by the Industrial Preparedness Committee of the American Institute of Mining and Metallurgical Engineers. After the lapse of eight years, in view of the vital position of manga-nese in the problem of industrial preparedness against a war emergency, the War Department made a request to have the conclusions of 1924 reviewed and brought up to date. To comply with this request the manganese subcommittee was reconvened (with a somewhat changed personnel) and exhaustive studies were once more made of the entire subject of manganese. A new report, with specific recommendations, was submitted to the War Department in February, 1932. This second report is now herewith released for publication. Certain specific conclusions and recommendations as expressed to the War Department are omitted. Otherwise the report stands as prepared and submitted by the manganese subcommittee of 1931. The Compania de Real del Monte y Pachuca started a 10-ton pilot plant in March, 1906. The distinctive features of the first cyanide installations at Pachuca were: grinding in cyanide solution, all-sliming and filtration of ore in which silver constituted the major value. Loreto started with a 300-ton " all-sliming" plant, using jaw crushers, grinding in stamps, Chilean mills and pebble mills in cyanide solution, concentrating with Wilfley tables and Johnson vanners, classification by cones and Dorr classifiers, intermittent thickening by decantation, mechanical agitation in flat tanks by stirrers and centrifugal pumps, filtration in Butters filters and precipitation by zinc shavings. The "San Francisco" mill No, 1 was contemporaneous, using a rather similar flow sheet. We shall trace the main developlnents in the three large mills of the district to their present practice. Developments in Large Mills of District Crushing and Grinding.—The trend of development in this part of the work has been the same as throughout the milling world; via., all increase in the degree of comminution of the ore in dry-crushing machines, the advance from pebble mill to rock mill and then to ball mill and the elimination of the stamp battery through the encroachment upon its field on the one side by finer dry crushing and on the other by more efficient wet grinding. The single-stage crushing in jaw type crushers, used at the start, has been replaced by two stages; at first, both stages by gyratory type and later the present practice, which is the same in all three mills, consisting of gyratory as primary followed by cone as secondary and delivering a product that may be rated at 56 to 1 inch. Primary wet grinding, at first performed by stamps and Chilean mills, is now by hall and/or rod mills; present practice differing widely in the three mills. This discussion was prepared by members of the Phelps Dodge Corpn. staff who were designated to review the minutes. It is confidential but permission has been granted to distribute copies among those who attended the Conference. The minutes of the above conference contain numerous references to the plants and practices of Phelps Dodge Corporation. As many of these references are inaccurate, the following notes are made covering such points: Construction Magnesite Brick in Reverb. Arch (1) An.18" arch, 20 feet long, was built on one furnace with 5 feet on each side of magnesite brick, the center portion .being of silica brick. The furnace was put in operation February 13, 1930 and on April 23rd after 68.8 days' operation it was replaced due to failure of the silica brick forming the center of the arch. At this time, while the silica brick had completely gone, there was 14" of magnesite left. Bridgewall Tapping (2) Tapping matte through the burner wall was first tried at the Copper Queen Smelter in April, 1925. At that time, a copper casting with 1 ½ extra heavy pipes for water cooling cast in it, and having one taphole block was used. Later, on the other (old) furnaces, similar castings, but equipped with two tapholes, were used. We found with these furnaces that we could tap through the burner wall at the beginning of a campaign, but would subsequently have to go back to side wall tapping. This was the case until sometime in 1926. The new furnaces, that went in operation at the beginning of 1927, each had water. cooled castings with two tapholes. These have been used entirely and have been quite successful. Sometime after the furnaces were put into operation sidewall tapholes were put in, simply for the removal of any accumulation of matte that might be temporarily retained at the front end by bridges or dams in the furnace formed by overcharging locally.

IN some districts of the bituminous coal field the problem of constructing bulkheads to seal off water under pressure is becoming increasingly important. Recently this matter has been brought very much to the front by the loss of a large Illinois mine due to failure of a bulkhead that separated it from several old, flooded mines. As this great misfortune has provoked much inquiry about proper bulkhead design, it is felt that a description of the successful and extensive water-sealing practice at three mines that have different natural conditions will be of considerable interest to those connected with properties having a present or future water problem and to engineers that may have to design safe bulkheads of economical construction. These three mines are the Saxton and Dresser, near Terre Haute, Ind., and the Hegeler, near Danville, Ill. All three have water conditions that make it necessary to regularly seal off all worked-out sections of the mine, and there are considerably over a hundred bulkheads in each. As far as the writers know, these three mines are the only ones in the bituminous coal fields of the United States with anything like so large a number of water seals and experience, although a number of other mines are known to have a few bulkheads. More detail will be included herein on the Saxton mine than on the others, as the writers are more familiar with it. General Mining System All three of the mines use the same general panel room-and-pillar system, which consists of rooms turned both ways off room entries and a solid block of coal left on all sides of the completed panel except on the cross-entry side, where a heavier pillar is pierced by two entries for haul- age and air. On completion of the panel the two entries are sealed and the panel is then isolated from the rest of the mine. Owing to water conditions, no pillars are pulled; recovery inside the panel barrier pillars is approximately 65 per cent.

The economic manufacture of sulfuric acid by the ordinary chamber process usually involves production on a large scale and a plant that is costly to construct. The nature of sulfuric acid makes it costly to transport any great distance. For these reasons, the metallurgist has not found it feasible, at times, to beneficiate ores amenable to leaching, and a need exists for a local process that will produce acid cheaply on a small or large scale. To leach ores containing residual sulfides, an oxidizer, such as ferric sulfate, is needed in solution. Precipitation with scrap iron is one of the cheapest methods of removing some metals from solution, giving a plant of low first cost and supplying a source of cheap ferrous sulfate. The other ingredient needed for the process is SO2 roaster gas, the addition of which, as described below, will give both ferric sulfate and sulfuric acid. Where roaster gas is a waste or obnoxious product, the expense for materials is still further lessened. The use of ferric sulfate and sulfuric acid as a solvent lends itself well to the utilization of scrap iron as a precipitant, and the stages of the process fit in well together as an economic whole. Applications The hydrometallurgist usually thinks of ferric sulfate as a partial solvent for some of the sulfides of copper alone, as most work has been done on this metal. The processes of Hannay and Christensen, for leaching unroasted galena with ferric chloride made by anodic oxidation, show the added solvent action given by "ic" salts when added to brine solutions. It was found by R. D. Bradford (in some work to be published soon by the University of Utah) that, by the addition of a ferric salt to a brine solution, the silver as well as the lead in an unroasted semi-oxidized ore could be largely dissolved. The "ic" salt in the case of silver has evidently the same effect as the case of cupric sulfate when

Diffusion of carbon from gases into iron has been the object of much research, because of its long recognized importance in carburizing processes, but the direct diffusion of carbon from steel into iron has received relatively little attention. Because of the increasing use of clad metals in industry, direct diffusion from steel into iron is becoming of practical importance. Therefore, the object of this investigation was to study the diffusion of carbon from several different kinds of steel directly into relatively pure iron, realizing that elements in the steels other than carbon might influence the rate of carbon diffusion. The previous work on diffusion of carbon into iron has been considerable, and includes many reports in foreign languages. This work has recently been well reviewed by Mehll and Krynitsky12 and the reader is referred to their excellent bibliographies. Methods of Study There are two main methods by which the direct diffusion of carbon from steel into iron may be studied. In one method, steel is first decar-burized in part, and diffusion of carbon then allowed to take place from the steel into the decarburized steel. This method is open to two serious objections: (1) the decarburized steel is not iron, but contains elements such as manganese, silicon, chromium or tungsten, which may be an essential part of the steel under study, and which may seriously influence the diffusion of carbon into the decarburized area; (2) there is from the start of diffusion an unknown carbon-concentration gradient between the steel and the decarburized area. Another method, which possesses neither of these disadvantages, is to study diffusion from steel into a thick plating of electrolytic iron. Herc the chief difficulty is to secure an electrolytic deposit of iron upon steel without introducing an oxide film at the interface that will interfere with diffusion. The author is able to deposit iron upon any kind of steel without introducing an oxide film at the interface, so that diffusion of elements from the steel into the iron is free to proceed unhindered.

Ten years ago: October, 1914, the author had the privilege of giving an illustrated address on investigations of coal-dust explosions1 to this Institute at one session of its fall meeting in Pittsburgh, Pa,. On the following day, the members had the opportunity of seeing a large-scale explosion test at the Experimental Mine near Bruceton, in which the explosion was made to follow a predetermined path by means of rock-dust barriers of various types, which had prevented the explosive waves from reaching the outlets of the mine by the shortest paths.2 There was also shown a ((home-made" rock-dusting machine discharging the dust from a flexible nozzle, and a cement gun operated for the quick erection of a fire or ventilation stopping, such as might be put up after an explosion. Following that paper, there was presented a paper by J. Taffanel, Director of the Lìévin testing station in the Pas de Calais, which reviewed the French coal-dust investigations.3 A paper4 by Howard N. Eavenson contains lists of explosions that occurred in North America and Great Britain, from early in the 19th century to 1912; in France to 1903, and Belgium to 1909. Although explosions still occur, we are hopeful that we have entered a happier freedom from these visitations, as the result of increased knowledge of the causes and means of prevention. Looking back over coal-dust investigations, there appear to have been periods of advance and of stagnation. Coal-dust Investigations From the earliest times of coal mining, which chiefly affected Great Britain as the first nation to take up coal mining on a large scale, to the beginning of the 19th century, no one thought of coal dust as an explosive agency; firedamp was the cause dreaded. Fox several years there has been in progress in the Materials Testing Laboratory of the University of Illinois an investigation of creep and fracture of lead and lead alloys. In the course of this investigation it has been shown that the phenomenon of creep occurs in part at the grain boundaries of lead and lead alloys. To study the occurrence of creep and the development of fracture within crystalline grains, two series of tests of single crystals of lead have been carried out. The first of these, a preliminary series, by Mr. Betty, has been described.1,2 The second, pursued by Mr. Baker for his doctoral dissertation, was carried out under the direction of Professor Moore, with the assistance of Prof. G. L. Clark in the X-ray work, and the cooperation and advice of Mr. Betty. This paper is based on the test data obtained in this second series. Single crystals of a very pure commercial lead have been prepared, some of them tested to measure creep, others tested to fracture under long-continued steady load, and still others tested under cycles of repeated tension. An interpretation of the test data of these single-crystal tests is offered, which is a combination of parts of several well-known theories. SPECIMENS The single-crystal specimens were made from a piece of very pure commercial lead sheathing. A spectroscopic analysis of one of the single crystals showed the presence of 0.005 per cent Bi, 0.0001 per cent Cu and 0.0003 per cent Ag. Preparation.-The Bridgman method of casting single-crystal speci¬mens was used.3 The specimens were cast to the shape and size shown in Fig. I (dimensions in Fig. 4c) in a duralumin mold. Above 200°C the observed increase in the apparent solubility of hydrogen in low alloy steels caused by cold work is attributed to the formation of methane in microvoids. This methane can be isolated quantitatively, and furthermore, the amount of methane is in accord with the equilibrium 2H2 + Fe3C = CH4 + 3Fe. The micro-void volume, calculated from the methane content via the equation of state for methane, corresponds approximately to that calculated from the measured density decrement produced by cold work. THIS investigation was undertaken with the intent of employing the hydrogen atom as a probe in detecting specific crystallographic defects in cold worked steel. It was expected that different degrees of chemical interaction of hydrogen with the various types of defects could be utilized. The original aim was to assign concentration values to defect sites. The success of this approach requires that experimental conditions can be attained under which lattice-dissolved hydrogen equilibrates primarily with only one type of defect. A set of experiments which appeared potentially to embody these requirements was described several years ago by Keeler and Davis.1 They noted in the case of a mild steel (low carbon) that the solubility of hydrogen between 200° and 400°C near atmospheric pressure was notably increased by cold working the steel. The observed solubility was an order of magnitude greater than the normal lattice solubility. * Although the Keeler and Davis studies suggested that the density decrement effected by their cold-working operation might be related to the anomalous solubility of hydrogen, they offered no explanation of the relationship between the two effects. Prior to this work, Darken and smith3 had noted a similar effect of cold work upon enhanced sorption of hydrogen by steel when charged by acid pickling. In the light of present-day concepts, interaction between lattice-dissolved hydrogen and dislocations was strongly suggested. More recently, Hill and Johnson,4 working with a

Discussion of the paper of Archer E. Wheeler and Milo W. Krejci, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 80, August, 1913, pp. 1831 to 1880. BRADLEY STOUGHTON, New York, N. Y.:-I would like to ask Mr. Krejci whether they have tried mixing coke dust with the lime in those converters and, if so, if any advantage has been found. It has been a very great advantage in the steel converters where coke dust has been mixed with the lime near the tuyeres. Of course the agent that causes the corrosion at that point is oxide of iron, and coke seems to prevent the formation of the oxide of iron and so protect the tuyeres. It would be interesting to know if it had the same effect in the copper converters. MILO W. KREJCI:-We have never tried it here. At Anaconda the tuyere section was formerly put in by mixing magnesite with tar and ramming that into the tuyere section, but they have abandoned that. Might I ask how you would apply the coke dust? How get it into the tuyere section ? How hold it there ? BRADLEY STOUGHTON :-The coke dust is mixed with silica and clay and then rammed in and burned. I suppose in your converters it would be mixed with the magnetite or magnesite and then agglomerated with the material in place. MILO W. KREJCI:-We never tried it here. PROF. JOSEPH W. RICHARDS, South Bethlehem, Pa.:-I would like to ask how thick this deposit of magnetite is on the lining. How thick a layer would be practical ? MILO W. KREJCI:-About 21 in. would be sufficient. SOLOMON LE FEVRE, Mineville, N. Y.:-I was interested to hear of the use of magnetite in connection with the copper smelter. In some districts of the bituminous coal field the problem of constructing bulkheads to seal off water under pressure is becoming increasingly important. Recently this matter has been brought very much to the front by the loss of a large Illinois mine due to failure of a bulkhead that separated it from several old, flooded mines. As this great misfortune has provoked much inquiry about proper bulkhead design, it is felt that a description of the successful and extensive water-sealing practice at three mines that have different natural conditions will be of considerable interest to those connected with properties having a present or future water problem and to engineers that may have to design safe bulkheads of economical construction. These three mines are the Saxton and Dresser, near Terre Haute, Ind., and the Hegeler, near Danville, Ill. All three have water conditions that make it necessary to regularly seal off all worked-out sections of the mine, and there are considerably over a hundred bulkheads in each. AS far as the writers know, these three mines are the only ones in the bituminous coal fields of the United States with anything like so large a number of water seals and experience, although a number of other mines are known to have a few bulkheads. More detail will be included herein on the Saxton mine than on the others, as the writers are more familiar with it. General Mining System All three of the mines use the same general panel room-and-pillar system, which consists of rooms turned both ways off room entries and a solid block of coal left on all sides of the completed panel except on the cross-entry side, where a heavier pillar is pierced by two entries for haulage and air. On completion of the panel the two entries arc sealed and the panel is then isolated from the rest of the mine. Owing to water conditions, no pillars are pulled; recovery inside the panel barrier pillars is approximately 65 per cent.

The term "milling" as applied to nonmetallic minerals often refers merely to pulverizing without preliminary beneficiation. As applied to dimension stone, it embraces all the gteps involved in shaping and giving the desired finish to blocks. Processes such as sawing, planing, rubbing and polishing seem far removed from milling as the term is used in ore dressing, nevertheless they involve the element of concentration, for only 25 to 50 per cent of the gross quarry output may leave the mill as finished products after imperfect stone has been culled and the rough blocks trimmed. On the other hand, numerous nonmetallic minerals have to be concentrated in much the same manner as low-grade ores. Engineers and machinery manufacturers have begun to recognize more clearly the opportunities awaiting them in the nonmetallic field and have brought with them the methods and equipment developed in metal-mining camps, occasionally with little modification. General Economic Considerations Approximately one-half of the total value of the mineral production of the United States represents mineral fuels, and the other half is about equally divided between metals and nonmetals, the nonmetals recently having become relatively more important. In terms of volume the domestic output of nonmetallic minerals other than fuels is more than 10 times the annual output of metals. Considered on the basis of industrial utility and general commercial and military significance, moreover, the flow of nonmetallic mineral products is quite as needful to our national integrity and well-being as is that of metals, fuels, or other basic materials. Despite their importance individually and as a group, the nonmetallic mineral industries differ so widely in essential characters and economic environment that producers thereof have been slow to develop a community of interest among themselves or with the metal-mining fraternity. A spirit of change is in the air, rule-of-thumb methods soon may be relegated to limbo, and new methods—especially time-tested ideas borrowed from ore-dressing practice—are being introduced. For several years there has been in progress in the Materials Testing Laboratory of the University of Illinois an investigation of creep and fracture of lead and lead alloys. In the course of this investigation it has been shown that the phenomenon of creep occurs in part at the grain boundaries of lead and lead alloys. To study the occurrence of creep and the development of fracture within crystalline grains, two series of tests of single crystals of lead have been carried out. The first of these, a preliminary series, by Mr. Betty, has been described.l,2 The second, pursued by Mr. Baker for his doctoral dissertation, was carried out under the direction of Professor Moore, with the assistance of Prof. G. L. Clark in the X-ray work, and the cooperation and advice of Mr. Betty. This paper is based on the test data obtained in this second series. Single crystals of a very pure commercial lead have been prepared, some of them tested to measure creep, others tested to fracture under long-continued steady load, and still others tested under cycles of repeated tension. An interpretation of the test data of these single-crystal tests is offered, which is a combination of parts of several well-known theories. Specimens The single-crystal specimens were made from a piece of very pure commercial lead sheathing. A spectroscopic analysis of one of the single crystals showed the presence of 0.005 per cent Bi, 0.0001 per cent Cu and 0.0003 per cent Ag. Preparation.—The Bridgman method of casting single-crystal specimens was used.3 The specimens were cast to the shape and size shown in Fig. 1 (dimensions in Fig. 4c) in a duralumin mold. The different influences exerted by the various alloying elements in iron and iron-carbon alloys give rise to a great number of complexities, which are difficult to grasp. It is important therefore to study any systematic relations that may exist between the effects exerted by the various alloying elements, in order to obtain a general classification and thus a clearer conception of the nature of alloy steels. A systematic survey of the alloys of iron, based on an investigation of the binary equilibrium diagrams, was recently published by Wever. Although his work deals little with properties of importance in works practice, its purpose being rather to point out the theoretical agreement among the types of binary equilibrium diagrams and the position of the alloying elements in the periodic system (atomic radii, etc.), the classification proposed nevertheless also suggests relationships among the properties of the alloys in question, even though the alloys may contain carbon in addition to iron and the alloying element. Wever divided the alloys of iron into one group exhibiting an open or enlarged gamma field and another exhibiting a closed or restricted gamma field, with both groups capable of further subdivision depending upon whether a continuous series of solid solutions is formed, or, owing to the separation of compounds, etc., only a limited series. Thus all alloying elements which with iron form a closed gamma field, a "gamma loop," produce alloys that beyond the composition corresponding to the greatest extent of the gamma loop are composed of ferrite alone at all temperatures. Alloys of this composition accordingly are not susceptible to ordinary heat treatment because of the lack of transformations. Steels of this class may thus be divided into steels that contain less than the critical amount of alloying element, and are subject to heat treatment, and those that contain more than the critical amount of alloying element and are not subject to heat treatment.
