Emphasis on publications related to coal mining subsidence and damages is appropriate at present in view of the energy crisis and increased coal production and public alertness. I have worked in Harrisburg with the state government Public Utilities Commission on energy-fuel matters and issues (Parate, 1978-80). I have participated in the communication on subsidence/ damage reviews and status with the Bureau of Mines Liasion Office (Kebblish, 1978-79). I have done research (Parate, 1965) and published papers (Parate, 1972; Parate, 1967) in Britain on coal mining subsidence and damages around Sheffield-Nottinghamshire coal fields. I have a few comments on the recent paper titled, "Pennsylvania Subsidence Control Guidelines," by C.J. Bise. 1) What is the basis of the empirical formula or guideline, LD _ (0.27 x D) ± 4.6, defining the support area? 2) The particular structure may not be damaged due to vertical uniform displacement caused by mining beneath unless the displacement is differential (King, 1964). 3) The author mentions the limited subsidence research in the US, and quite rightly so. But he fails to quote any work reference by continental investigators except the British or review work by the US. What are the reasons? 4) The author has not mentioned the importance and role of angle of draw for Pennsylvania, Kentucky, or Illinois coal fields. Is there any current research investigation on the relationship between subsidence research investigation, damage, and transference of strains to structures? There have been a number of newspaper reports on subsidence damage in Wilkesbarre and other areas in Pennsylvania. Is the author aware of such instances and traditional attitudes to such issues? Many times government agencies--due to lack of funds, technical expertise, and public policies--are unable or do not find it interesting to keep updates on these issues, as per the author's knowledge and experience with state governments. 5) What is the net effect and role of the D.E.R. Insurance Office on the monitoring, reducing, or controlling subsidence damage, particularly in Pennsylvania?

The Pennsylvania-grade oil industry suffered a serious decline in 1938, which can be largely accounted for by the decrease in the use of lubricating oil. Production was considerably lower than in previous years and prices were very much lower. Operating profits undoubtedly were lower than the year 1933, for the average price of Bradford crude in 1938 was $1.898 as compared with $1.86 in 1933, and the difference in average price of $0.04 per barrel was more than offset by increased operating costs and taxes. Bradford Field Production in the Bradford field in the state of Pennsylvania averaged 36,759 bbl. per day in 1938 as compared with 41,300 bbl. in 1937. The decline in average daily production of 4541 bbl. can be attributed to low market price and pipe-line proration rather than to the actual physical capacity of the field. Pipe-line proration was in effect for the last eight months of the year and the daily average production per month fluctuated between a maximum of 41,852 bbl. per day in March 1938 and a minimum of 33,649 bbl. per day in November. Production figures for Bradford field have been corrected to include only the parts of the Bradford field that arc within the state of Pennsylvania, but the well-completion data for the Bradford field cannot be segregated and include those of the entire Bradford field, part of which is in Sew York state. Production from the Bradford field was obtained almost wholly by water-flooding and no radically new methods or practices occurred. Intensive research work was carried on both by individuals and companies and as a cpooperative enterprise, and minor improvements are gradually occurring in spacing, shooting, application of pressure and water conditions. Drilling Central and Southen Pennsylvania.—Pennsylvania production in central and southern Pennsylvania was obtained largely by air and gas repressuring together with the usual amount of natural production, and the repressuring operations in other than the Bradford field have not

A simple disturbance in a gas reservoir travels with a finite velocity which is nearly independent of the amplitude of the disturbance. As a result very complex transients may be set up which seriously affect observation at a well. The time of transient is much longer than commonly supposed. INTRODUCTION A change in pressure at a gas well is not propagated through the reservoir instantaneously but with a definite fin- ite velocity. Knowledge of the period ! of this transient is of value because: 1. Observations of pressure and flow-rate during the transient may affect interpretation of back-pressure tests. 2. Interference effects between wells may be used to determine continuity of formation. 3. Additional information concerning the physical characteris- tics may possibly be deduced from the behavior of a well during the transient. MATHEMATICAL DEVELOPMENT It will be assumed that the well is initially closed in and that the pressure is constant throlughout the reservoir. As the initial disturbance passes outward from the well it is further assumed that a logarithmic pressure distribution is established between the most distant point reached and the well, so that: <l> = ((/)r-<t>w) I ------------ + (/) . No exact demarcation can be made between producfion engineering and engineering research projects which interest production engineers because the results of today&apos;s engineering research make possible many of the applied production engineering methods of tomorrow. A corollary of the development of fundamental research is that so-called practical research becomes necessary. Assuming engineering research to include all subjects related to oil and gas production on which knowledge is being increased through experimentation and through analyses of data obtained from both the laboratory and the field, a review of the work of 1932 shows that the fundamental concepts of at least three major problems have become better understood—bottom-hole pressures, solubility of gas in oil, and fluid movement—and that the established data on the relationships of oil and gas have been applied to obtain more efficient and more economic production of both. Engineers no longer are concerned primarily with the initial development of devices for obtaining the pressures at the bottom of wells. Advancement in the technique of obtaining reliable pressure readings in wells has been rapid. One of the first public suggestions regarding apparatus for obtaining precise information at the bottom of oil wells was made before the Petroleum Division of the A.I.M.E. in 1928. Even during the early development stages in East Texas, reservoir pressures were estimated from well-head observations. Soon, however, a number of proved devices and methods were available, and today bottom-hole pressures in many fields are being recorded and studied as an essential part of the production programs. The research now turns to interpretations of data, obtained with these devices, in terms of reservoir energy and to the development of methods whereby the oil and gas will be withdrawn in accordance with rational and equitable programs based on oil-gas-energy relationships. The term ((bottom-hole pressures" should not be interpreted as indicating the full scope of all research on this problem. THE permanent magnet alloy comol, which contains 17 pct Mo, 12 pct Co, balance Fe, exhibits a precipitation reaction analogous to that at the iron end of the binary Fe-Mo system. The equilibrium precipitate, (P,), has a structure isomorphous with Fe,Mo, which is rhombohedra1 with parameters a = 8.97A and a = 3038.6&apos; according to the work of Arnfelt and Westgren.&apos; In the ternary alloy the parameters are a = 8.87A and a = 31°0.5&apos;. Oscillating crystal patterns of a single matrix crystal, M, in which P, was precipitated by slow cooling from 1300°C, showed that the orientation relationship of the two lattices is as follows: (110)P3 // (110)* (111)p3 // (110)m There are crystallites of P, in 12 different orientations in a single crystal of the parent solid solution. Microscopic examination shows that the crystallites are generally plate-like with their lateral dimensions parallel to (110) matrix planes. When precipitation in a supersaturated alloy quenched from 1300°C progressed isothermally at temperatures between 600" to 800°C, the evolution of the P, structure could be traced. Diffuse diffraction effects in Laue patterns provided early evidence of the precipitation process. Analyses of these by a previously described technique2 showed that they corresponded to rod-like elements parallel to <110> matrix directions in reciprocal space. With further aging to promote growth of the precipitate, the rod-like elements contracted to points in reciprocal space for normal Bragg reflection from the precipitate as shown by the left diagram in Fig. 1. Thus the diffuse scattering was attributed to the small thickness of the plate-like particles which was inadequate for sharp diffraction. At the annual meeting of the Institute in February, 1927, we had a comprehensive discussion of Petroleum Engineering Education. This discussion covered basic training and prerequisites, laboratories and equipment, graduate courses, availability of lecturers, geological engineering, petroleum production engineering, refinery engineering, transportation engineering and economics and management. However, there are several phases of petroleum engineering education, which many members of the Institute felt should be further discussed at this year&apos;s meeting. The first was expressed by me in a letter to those participating in the written discussion, from which I quote as follows: "We fell that the question of handling engineering graduates who enter the petroleum industry should be thoroughly discussed. "During the first five years after graduntion from college, how can these young men be best trained to be of the greatest service to the industry and at the same time do work which will be interesting and of a character which will make them feel that they are accomplishing something and making progress leading toward personal advancement?" Both the written and oral discussion would indicate three groups of opinion; first, those who advocate letting the young engineers go into the industry and take care of themselves without any supervision, direction, or guidance; second, those who advocate the taking of young engineers into the industry and letting them go through all the steps that any laborer or any other mian without a technical education would take, but with some supervision, and third, those who advocate that young cngineers should be given special training for several years after entering the industry. Of course all of these different groups are found in rnost of our industries. The Doherty training school of the Empire Gas & Fuel Co., finds its counterpart in the practice of the Gcneral Electric and Westing-house companies in the electrical industry and the Baldwin and Brooks Locomotive works in mechanical engineering.

The metal sections of these grids, Fig. 1, are quite uniform for each pattern, but there is, among the various patterns, a variety of thicknesses. The cross-sections vary from 1/2 by 3/16 in. to as small as 1/8 by 1/8 in. The electrical resistance of a perfect casting lies within 10 per cent. above or below the fixed listed resistance for each pattern. Good molding is essential to success in the making of these grids, for with absolutely correct metal, a variation of 0.01 in. in width and thickness of section on some of the patterns may mean as much as 12 or 14 per cent. variation in resistance. The service for which these castings are intended demands that the metal, even in the smallest castings, be very soft, showing an open, gray, highly graphitic structure, in order that they may be resistant to shock, and stand up well under rough usage. The metal used for this purpose is a gray iron alloyed with 4 to 5 per cent. of nickel, which element, when the composition of the alloy is correct, imparts toughness and pliability to the metal and helps to overcome the tendency of metal to run white and become brittle because of the rapid cooling action of the sand mold. When cold, these castings can be twisted into various shapes, taking a permanent set without breaking. The alloy has approximately double the e1etrical resistance of ordinary cast iron. The metal specification is as follows: Per Cent. Silicon............................................. 2.40 to 2.60 Sulfur............................................. For the purposes of this paper, the boundaries of China and Siberia will be taken as they stood about 1907. Except in the Caspian region, it is doubtful if all the oil ever produced in these countries would equal one day&apos;s flow of a good Texas well. Considering the vastness of the regions and the variety of strata, it seems strange that these two countries should have made so small a showing in the petroleum industry. No doubt the condition is caused partly by lack of prospecting and of modern methods of development; in larger measure, however, it is evidently because of unfavorable geological conditions over nearly all of east-central and northern Asia. CHINA The known oil occurrences in China are very few. For many years, perhaps a barrel a day has been obtained by primitive methods from wells near the city of Yenchang in the northwestern province of Shensi. A like amount was obtained from wells bored for salt water in the vicinity of Kiating in southwestern Szechwan. The little oil was separated from salt water by allowing it to stand in jars. The salt wells yield also considerable natural gas, which is used to evaporate the salt and also for domestic purposes. There is evidence that wells were bored in this part of China before the third century. It is said that more than 1200 wells have been sunk in that district to depths of 1600 to 2000 ft. (485 to 610 m.) in connection with the salt industry. The scarcity of petroleum in China may be ascribed to three general geologic conditions: First, China contains practically no marine sediments of Mesozoic or Cenozoic age; second, the Paleozoic sediments are not for the most part of the types that generally contribute petroleum; third, the rocks of nearly all ages have been strongly folded, faulted, and more or less intruded by igneous rocks in all parts of China except certain areas in the west and northwest.

MECHANICAL loading and conveying equipment has been available for the coal-mining industry for more than twenty years. The earlier equip-ment-was admittedly crude and ill-fitted to perform its intended functions, but there are available today a variety of mechanical loaders and conveyors which may be said to be almost on a par with coal-cutting machines. Despite the fact that such equipment is available and that better and other types of equipment are continually being developed, mechanical loading of coal cannot yet be said to be economically successful, except in a few special cases. It is not an accomplished fact in the sense that machine cutting of coal and electric haulage are accomplished facts and a part of accepted practice. There are two general opinions why we have failed to obtain better results with mechanical loading and con-veying equipment. The equipment manufacturers will say that coal-mine operators have generally failed to establish and maintain the conditions required for suc-cess. The coal-mine operator says that the equipment is not adapted to cope with his specific conditions to the extent required for economically successful results. Just what is the objective of this movement toward mechanical loading? We speak of mechanical loading in such a way as to lead one to believe that we are mere-ly seeking a mechanical equivalent of the human loader and his shovel. Really, we are impressed with the fact that the coal-mining industry has not advanced toward greater productive efficiency to anything like the degree achieved by practically all of the other productive in-dustries, and we are seeking the means to remedy this. We have seen the advantages which follow the intro-duction of coal-cutters and electric haulage-locomotives. The loading of coal is the one major operation in coal mining which has not been mechanized. We believe that a satisfactory, mechanical substitute for the man with the shovel will help us increase our productive efficiency to the same degree as has been accomplished in the other productive industries.

PROBABLY some of the views advanced in this paper will appear, from a metallurgical standpoint, little less than revolutionary. It is with considerable hesitancy that I venture to offer a few thoughts concerning what, seems to me to be perhaps the most important development of metallurgy since the introduction of Bessemer steel. Dr. John Percy, with that rare insight which characterizes the epoch-making man, described in a communication to the Royal Society, about 1855, an alloy of duminum and copper which he called aluminum-bronze. The name has "stuck." The term "bronze" has been so variously used that I confess I do not know exactly what constitutes a bronze; but I know that in the great materials of engineering simplicity of composition is a cardinal excellence; and I wish to venture the suggestion that aluminum-bronze is not an alloy of aluminum and copper in any such sense as the compounds of tin and zinc with copper (except the copper-tin compound SnCn3) are alloys. There are several reasons which lead me to this view. In the first place, if a series of bars be prepared containing varying percentages of aluminum and copper, and the electrical conductivity of these bars be carefully determined, a curve of conductivity will be obtained, as shown in Fig. 1, which represents the result of such experiments. While I am not sure, at this time, that the values of conductivity shown in this diagram are wholly dependent upon the percentage of aluminum added, the assumption is a probable one; and the curve indicates that an extremely small percentage of aluminum affects the conductivity in a ratio out of all proportion to the amount of that metal. Another reason is drawn directly from experience in the foundry. If we take from the furnace a crucible containing melted aluminum and one containing melted copper, both at a little more than a red heat, and pour them together, the reaction is so intense that the

FOR many years the treatment of mine timbers with preservatives was confined to a few pioneer plants in the United States, and it is only in the past few years that the practice has grown appreciably. In a field study of the mine timber situation in Illinois, Pennsylvania, and further study of the situation in the country as a whole, I found that most mine operators did not keep records on mine timber that would afford the necessary data for determining the possible savings from preservative treatment. Some primary questions the mining engineer should be able to answer before making his decision on preservative treatment. for a particular mine are: (1) Quantity and cost of timber going into permanent workings annually; (2) quantity and cost of annual replacements due to decay; (3) life of untreated timber in different places; (4) desired life of timber. With the necessary facts in hand, he can then con-fidently select a method of treatment and preservative that is best suited to his needs. In former years when timber was cheap and an abundant supply could be had close at hand, as was the case in the majority of mining regions, the mine op-erator did not concern himself much except to see that enough was supplied to keep the workings safe. The cost figure for timber and labor, distributed to cost per ton of ore, was all the bookkeeping necessary. With present costs of timber, labor, and increasing length of haul to the mine, many operators are paying closer attention to timbering costs and studying them in. more detail. Some of the larger and more progressive opera-tions now keep detailed&apos; figures that give information on all phases of their timber problems. On August 4, 1844, J. C. Fremont made the first record found of coal in Wyoming. On the North Fork of the Platte River, beyond Medicine Butte, in Carbon County, he noted: "in the precipitous bluffs were displayed a succession of strata containing fossil, vegetable remains, and several beds of coal. In some of the beds, the coal did not appear to be perfectly mineralized; and in some of the seams, it was compact and remarkably lustrous." A little later he noted, "longitude 111°, latitude 4 1/2°-Muddy R.--coal."1 In 1848, Clayton reported coal on Sulphur Creek near the site of old Bear River City, in Uinta County.2 Maj. Osborne Cross in his journal, on July 1, 1849, records seeing coal on Deer Creek and in one of the hills near Crooked Muddy Creek, in Converse County; on July 7, he records that the country from Deer Creek to the Sweetwater River abounds in coal, probably in Natrona and Carbon Counties.3 A letter from Asst. Quartermaster Van Vliet to General Jessup dated July 25, 1850, asked an appropriation for building shops at Fort Laramie for making repairs for the emigrants, and mentions "coal and timber," but undoubtedly meant charcoal, as no other mention of stone coal is made in the records of the fort.4 Stansbury, in 1852, placed on his map of this section the words: "Great Coal Basin," extending from the west bank of Bear River, near the present Evanston, to Point of Rocks in Sweetwater County. In 1859, a military coal reservation was established near here, but the coal was never worked to any great extent, although probably some was hauled to Fort Bridger for smithing purposes. When the fort was abandoned this reservation returned to the public lands .2 In the same year (1859), Hayden traced the lignite formation uninterruptedly from the upper Missouri Valley to a point on the North Platte River, about 80 miles northwest of Fort Laramie.5 On August 25, 1865,

This report covers the area producing from limes and sands of Pennsylvanian age, roughly embracing the territory between the Red River on the north and the Llano Mountains on the south, and between Fort Worth on the east and Abilene on the west. It includes Archer, Cooke, Montague, Wichita, Wilbarger, Clay, Baylor and Foard counties in the North Central Texas or Red River Basin area, and Brown, Callahan Coleman, Comanche, Eastland, Erath, Palo Pinto, Stephens, Shackel-ford, Throckmorton, Young and Jack counties in the West Central Texas area. Furthermore, it includes a brief review of development in Jones, Runnels, Haskell and Fisher counties. North Central and West Central Texas during the year 1928 produced an approximate total of 50,948,7461 bbl. or oil. This represents a decrease of approximately 7,720,250 bbl. under 1927 total production. This decrease was due to a slump in production in Brown, Archer, Wichita, Stephens and Cooke counties. Brown County showed the greatest decrease. The 1928 prodction in this county was approximately 4,500,000 bbl. less than the 1927 production. Gross production during 1929 in the North and West Central Texas area can be expected to be lower than in the year 1928. Only one county showed a considerable increase in production. Wilbarger County production increased approximately 3,000,000 bbl. during 1928. Its daily average increased from 9000 bbl. in April to 36,000 bbl. in August. At the close of 1928 it was averaging close to 32,000 bbl. daily. Drilling activity in North and West Central Texas during 1928 showed but a slight increase in completions. The total number of completions during 1928 was 3902, of which 2094 (53 per cent.) were producers, as compared to 3805 completions and 2112 (56 per cent.) producers during 1927. Brown, Young, Wichita, Archer and Wilbarger counties were the leaders in development. The outstanding discoveries for the districts were the Consolidated pool, extensions in the Greyback pool of Wilbarger County, and the Stephens pool, Fisher County.

IN both Sweden and England rapid progress is being made in metallurgical development, and the steel industry in both countries is distinctly on the mend. There has been some industrial trouble in Sweden in the iron mines and the wood pulp mills, but at the same time all the steel works have a sufficient stock of pig iron and ore to continue their operations for many months to come. Consequently the strike, unless long protracted, will not affect the output of steel in Sweden. Several of the steel manufacturers in Sweden, most notably Forsbacka and Sandviken, have been very suc-cessful recently in securing large orders, particularly from the continent, for ball-bearing steel, both hollow and solid. Whereas some years ago they ran into-se-rious competition with the German mills, the quality of the steel from these Swedish mills is such that they are now firmly established, and are selling some of the lead-ing manufacturers of bearings on the Continent, as well as automobile manufacturers. The secret of their success seems to lie in a better selection of ores, in more careful control of blast-fur-nace operations and better equipment. Rule of thumb in steel making is taboo, and strict reliance is placed on the laboratory. They are constantly experimenting, and metallurgists and chemists are sent to different countries for study and investigation. In their native ores they have, of course, a unique advantage in pos-sessing iron ores extraordinarily free from phosphorus. At Forsbacka, they are not content with the ordinary chemical analysis of the ingot; but also test the physical properties, as well as make metallographic investiga-tions for slag inclusions, segregations and oxides. In both England and Sweden they watch the nitrogen con-tent of the steel very carefully, a feature which does not appear in the ordinary analysis. In testing carbon, they do not use the color test, but employ an electric .induction device.

Table 1 gives the composition of the specimens listed by the author. The details of test procedure and the results of the tests on mechanical, magnetic and electrical properties and cor-rodibility of the alloys are published in full in a paper by the same author, "Alloys of Iron and Manganese Containing Low Carbon," presented before the Iron and Steel Institute (of Great Britain) and published in full in their Proceedings for 1927, to which reference should be made. After reporting these tests the author gives the following discussion of results:] The studies here reported do not indicate that any of the series has really valuable or useful qualities for industrial applications, though the demands of industry are so varied that it is unsafe to prophesy that no special use will be found for a given material. The non-magnetic property of manganese steel is due to the association of Fe and Mn, but carbon has also an effect, enabling non-magnetic qualities to be obtained with a much lower percentage of Mn than would otherwise be the case; for example, 16 per cent. Mn is necessary for alloys practically free from carbon, while with 1 per cent. C nonmagnetic alloys may be obtained with as little as 7 per cent. Mn. Carbon, however, is the prime cause of the development of magnetic qualities by heat treatment. (Sec section 8 of the paper referred to above.) These Fe-Mn alloys show a resistance up to 87 microhms per c. c., but. as there are other alloys which have a resistance as high as 130 microhms per C. c., this does not provide any new feature of value. The most marked feature of the series studied is the brittleness in the range 3 to 10 per cent., with a maximum of brittleness at 7 per cent. The same limitations&apos; that characterized 1931 existed in the old fields of Indiana and Illinois during 1932. Prices remained low. The average for the year for Illinois and southwestern Indiana was $1.032 as against $0.852 for 1931 and $1.616 for 1930. In September a curtailment of production of about 25 per cent became effective and was continued to the end of the year. There were no new discoveries and very little wildcatting was done. Considering the age of the wells, and the number still producing, there were few abandonments. The most outstanding thing about the old fields in these states is their long continued productivity. Illinois The fields along the southeast end of the LaSalle anticline had their peak of 33,686,000 bbl. in 1908. In 1932, with a 25 per cent restriction for 355 months, these fields produced 4,661,000 bb1.l There were 52 new completions (most of them in old territory) and of these 33 were dry, 8 were gas, and 11 were oil wells. The new oil wells had a total initial of 102 bbl., or an average of 9.3 bbl. per well. Nineteen of the new producers were in Crawford County. There were about 200 wells abandoned in the old southeast fields in 1932 as compared to 210 in 1931. The greatest number, 86, were in Lawrence County. To the end of 1932, the four major counties—Clark, Crawford, Lawrence and Wabash—had produced almost 394,000,000 bbl. from 92,160 acres. Better than one-half of this was produced in Lawrence County from 26,240 acres. The Dupo area of Sinclair County had no additions to production although four wells were drilled. On the Jacksonville structure in Morgan County, six gas wells with an average depth of 300 ft. were drilled to sands in the base of the Pennsylvanian. They produced an open-flow total initial of 2,000,000 cu. ft. This gas will be developed further to supply a local market.
