(Cleveland Meeting, October, 1912.) THE structure of iron and steel, though the object of so much study and research for the past 25 years, is by no means thoroughly understood. In the first place, we have three or more distinct iron-carbon thermal diagrams, each with its own supporters, and each representing a theory of the structure and constitution of cast-iron. In the second place, by reason of the fact that austenite, the solid solution of carbon in iron, decomposes in the solid state into ferrite, or pure iron, and cementite (Fe3C), and that quenching from above this transition-range, no matter how rapid, cannot entirely prevent the change and thus preserve the austenite by itself at ordinary temperatures, it happens that under the microscope we find, in addition to the ferrite, Fe3C, and austenite, which the thermal diagram of steel requires, it series of transition-products with distinctive structures, to which have ,been given the names martensite, troostite, sorbite, etc. Now these transition-products, in addition to the solid solution, austenite, have been the source of much controversy, at times very bitter. One side would insist that, say, troostite was an entity, which the other side would deny, pointing out that it must be a transition-mixture, with a particular structure. That austenite was a solid solution of carbon in iron has been denied by one school ; we have been told that Fe24C dissolved both Fe3C and Fe, and thus gave rise to a whole series of quenching-products-all this in spite of the fact that no matter how the thermal diagrams differ in regard to cast-iron, they all agree in regard to the solid solution, austenite, for Fe24C finds no place on the diagram. THE young metallurgist of today who thinks casually of the technical literature of the steel industry might conclude that little has been published concerning the Bessemer process. This conclusion is true as relating to the last decade or two, but there is a fairly voluminous Bessemer literature in the period of 1860 to 1910, Since that time, however, an entirely new level of metal-lurgical knowledge of steelmaking has been reached; and the present paper is simply an effort to look broadly from this new level and to bring the recorded history of the process up to date, It is an effort to appraise the acid Bessemer method of steelmaking in the light of today's technical knowledge thereof. In this paper matters of history will be dealt with only insofar as they contribute to an understanding of today's situation. Attention will be directed to the apparent causes of past developments in seeking to perceive the true direction of trends now in existence and effective as bearing upon future developments. The paper will discuss the economics of the Bessemer process, but only to the extent that will bear upon the metallurgist's understanding of his respon-sibility. The problem of the quality of Bes-semer steel will be reviewed and examples will be given of the technical data upon which the reasoning of the paper is based, Matters of engineering design, mechanical maintenance, operation and metallurgical investigation will be surveyed. IT is indeed an honor to have been asked to participate in the program which celebrates the seventy-fifth birthday of the American Institute of Mining and Metallurgical Engineers. This great organization has occupied an important place in the professional and industrial life of this country-of the world. Its members have explored the far reaches of our globe and have played a great part in the discovery, extraction and utilization of the mineral resources upon which our civilization so largely depends. These engineers, together with the restless prospectors, on the one hand, and the scientists, on the other, have literally been the advance scouts of our modern way of life. As such, we owe them a deep and lasting debt of gratitude. May I, therefore, wish many happy returns to the American Institute of Mining and Metallurgical Engineers and express the hope that it may long continue to be of great service, as it has been in the past. The subject assigned to me-Iron Ore and the Steel Industry-is, indeed, important, as one considers the future of our world. I shall give as few figures as possible. Pertinent statistical data are included in the tables in this chapter, which, I think, will prove interesting. Many studies of iron-ore reserves have been -published and are available; hence I shall limit myself mainly to an interpretation of these figures. The term "operational research" was probably first used to describe work started under E. C. Williams, now Director, SHAPE Air Defense Technical Center, late in 1937 or 1938, at the Bawdsey Research Station of the British Air Ministry, a laboratory center concerned with the development of radar equipment. After the practicability of the early techniques had been demonstrated, a large (for those days) program of development and installation was authorized. It was very soon realized, both by the Royal Air Force and by the scientists that almost as important as the gear itself was the way in which it should be used. Accordingly, it was decided that some scientists should cooperate to study the way in which the equipment should be deployed and operated in conjunction with the Royal Air Force. To distinguish this work from the normal work of a research and development establishment, the term "operational research" was coined. It merely meant at this time that this particular section of scientists was to be concerned with the use of the gear rather than with its technical development and it seemed natural to those concerned to adopt the word "operations" which has a specific connotation in the armed forces.' This method was later extended to peacetime business enterprise, government operations and other human activities. Operations research appears to have penetrated the extractive industries more slowly and less completely than other industries, the military, or the government. This may be due (1) to a difference in the attitude of management towards operations research, or towards research of any kind, for that matter; (2) to unsuitability of the extractive industries for application of the operations research method; (3) to inaccessibility of the data; (4) or to a lack of trained personnel who are interested in applying operations research to the mineral industries.

SHORTLY after Ambrose Swasey suggested the creation of the Engineering Foundation in 1914, the World War broke. upon the scene. Consequently all eyes were soon turned to national security problems. In 1916 the newly-organized Engineering Foundation and the four National Societies joined with the National Academy of Sciences in establishing the National Research Council. From then until 1923 the Engineering Foundation devoted the greater part of its resources to the support of the Research Council and the Council's division of engineering. Since 1923, how-ever, it has turned to the original intention for which it was created, of cooperating with the national societies in proj-ects affecting engineering at large, though it still retains a connection with the Research Council. Mere enumeration and tabulation of work undertaken can of course lend but a vague idea of actual accomplish-ments. The reports of the Foundation give information of its widespread activities.

An "international gold conference" was held at Spokane, Wash., on Sept. 5, 1918, under the auspices of the Northwest Mining Association, which was attended by a large number of engineers, mine operators, and bankers, representing the northwestern states, as well as Alaska and British Columbia. The principal subject under consideration was the doleful condition of the gold-mining industry, gripped between the diminished purchasing value of its product, and the increased cost of its operation. Two resolutions were adopted by the meeting. The first approved the resolution adopted Aug. 12 by the American Gold Conference, a permanent organization formed at Reno, Nev., in which it is stated that relief by the United States to the gold producers of this country should he made to correspond with the increased cost of production, the extent of the relief to be fixed from time to time to Meet changing conditions. The second resolution, adopted after serious and long-continued discussion, was introduced by F. A. Ross, mining engineer, of Spokane, and a member of the Institute, and was as follows: WHEREAS, it is now clearly understood and agreed by the allied nations that national gold reserves must be augmented without delay if rapidly expanding credits are to be secured; and WHEREAS, at this time, the production of gold is daily decreasing to an alarming extent because of well known conditions that, render the mining of gold-bearing ores unprofitable; and WHEREAS there is no way by which the mining of gold-bearing ores may be made profitable except by the direct' aid and influence of the government; and WHEREAS the government has appealed to the mining industry for practical information and practicable suggestions upon this subject; therefore, be it

Discussion of the paper Of NOEL CUNNINGHAM, presented at the New York meeting, February, 1915, and printed in Bulletin No. 99, March, 1915, pp. 601 to 608. C. H. POIRIER, New York, N. Y. (communication to the Secretary*). -Mr. Cunningham's paper, written from the standpoint of a stamp advocate, while commenting more or less favorably upon the installation of ball mills in the Vipond plant, does not, in my opinion, give as much emphasis to the comparatively new departure as the installation of ball mills in the place of stamps justifies. This discussion is based upon my personal and intimate practical work for several years with stamp mills, and for the past three years with Hardinge ball and pebble mills. The fact that the Vipond mine contains about equal quantities of the A and B classes of ore mentioned by Air. Cunningham, and the further fact that I have had a most intimate knowledge of the working of both classes of ore in the Porcupine district in stamp mills and ball mills, justifies upholding my final decision to use ball mills in the place of stamps, and defends my present further action in now increasing the present Vipond capacity by the addition of another 6-ft. Hardinge ball mill, in which action the directors of my company concur. This is one of the strongest evidences I can possibly offer in substantiation of my opinion that the ball mill exceeds the efficiency of the stamp, both in metallurgical and mechanical economy. It is hardly fair to compare a 100-ton per clay plant with a mill handling several times this amount, yet it is my belief that the cost per ton. of grinding in the ball mill is far less than that of any stamp mill in the district, where capacities run up to 400 tons per clay.

THE recently announced run of three years, nine months and eleven days made by a. crucible steel melting furnace of the Columbia Tool Steel Co., which is claimed as a. world's record, brings forcibly to our attention the great improvements that have been made in the design, construction and operation of the Siemen's regenerative crucible- melting furnace since its introduction in this country. Credit for this advance should be given to the furnace designer, the manufacturer of refractories, and the operators of the furnaces, whose persistent efforts and intelligent co-operation in attacking the problem have resulted so satisfactorily. There are three factors that determine the life of a crucible furnace, or any other furnace for that matter : Design, nature of refractories and conditions of operation; (including the nature of steel melted) and to some extent these factors are interdependent. Thus, for instance, if a crucible furnace is to lie operated single turn and allowed to cool off considerably at night, in order to save fuel, the use of clay-brick melting holes may be advisable, since silica brick is not well adapted to endure rep eated heating and cooling. But the total life of a clay-brick melting hole is necessarily short. Again, if local conditions such as danger of flood make necessary the building of the furnace largely above ground, so that the radiation of beat is promoted, the cooling down of the furnace over the week ends, when no steel is melted, will be considerable-and the contraction of the furnace that results tends to wrack it to pieces. The character of the metal being melted affects the life of the furnace to a great extent. Low-carbon steels and steels made from iron and charcoal require higher temperatures and much longer melting tune than high-carbon steel or steel made largely from scrap; the life of the furnace will be shorter, and the number of heats melted will be much less, when such materials are melted.

DOCTOR Albert Sauveur, distinguished scientist and Honorary Member of this Institute, predicted in the first Howe Memorial Lecture that the privilege of delivering this annual address would be considered a highly significant honor. The intervening years have well borne out Sauveur's prophecy. I wish to assure the American Institute of Mining and Metallurgical Engineers that I also deeply appreciate this honor, recognizing at the same time the present and even more the future responsibilities with which it is accompanied. Several of the previous lecturers had the good fortune to attend the classes of Professor Howe and to work in his laboratories. I was similarly favored, although in my instance and to my great regret the period was all too short. However, Howe's book, published in 1903, "Iron, Steel and Other Alloys," afforded me abundant opportunity to continue these studies. How well I remember the inspiration I derived from this famous book by Howe, the metallurgical master, pioneer, and educator! Remembering that Professor Howe contributed numerous papers to The Metallographist, a magazine supported from a technical point of view by the world's pioneers in metallography, I was curious a few days ago to learn the nature of Howe's early contributions to this magazine. The first paper by Howe in the first year of The Metallographist (1898) dealt with the allotropic theory; the second also treated of allotropy, and I quote the first sentence of that paper: The allotropic theory of the hardening of steel may, like so many other important theories, have to be accepted or rejected not on direct proof or disproof, but on the accumulation of circumstantial evidence for or against it. Howe's ability to stimulate others by his deep understanding and clarity of expression was truly remarkable; but just as striking was his intuitive judgment concerning the implications of metallurgical data in the arts and sciences. It therefore seems fitting that this lecture comprise a broad treatment of the subject chosen, rather than a closely documented thesis on any one phase of the problem; that in it attention be focused

TAKING into consideration the present state of geologic knowledge and present economic status of the oil industry, we have attempted to outline the six principal districts in which oil occurs and new pools may be expected. The map, Fig. 1, also shows the location of the present productive pools-about 100 in number. The unshaded areas represent territory where drilling depths to known sands are prohibitive with present development and pumping methods, or such sands are absent or give promise of such small production that deep wildcat tests are unwarranted. They include, also, territory where the oil-source materials are absent or not of the right type; and where shales are insufficient in the stratigraphic section to prevent the escape of oil and gas. Some doubtful districts are also included, such as the Pecos Valley, where the percentage of rigid beds, sandstones and limestones may be too great; and the Nacogdoches oil field, where small shallow production is obtained but where deep or large production is unlikely. The map is not offered as final but in the hope that it may prevent the expenditure of large sums in attempted development of unlikely territory and as the warning that those who drill in the unshaded territory do so at great risk. Those who drill in such territory should have large sums available for pioneering and experimenting and only attempt it if they can well afford to lose the money expended. Search in the shaded or cross-hatched areas is hazardous enough and should only be undertaken after detailed geologic surveys. Out of a total area of 256,000 sq. mi., the oil and gas districts comprise about 80,000 sq. mi.; the territory embraced in these districts is shown in the shaded portions. This may ultimately be increased somewhat by the addition of some minor districts, but such additions will be offset by territory probably now included in the unshaded areas. The shaded areas probably contain 98 per cent. or more of the ultimate production of the state, despite the fact that they represent only 31 per cent. of the total area.

Henri Le Chatelier, of Paris, France, and Andrew Carnegie, of New York, N. Y., having been nominated by a large number of members, and recommended by unanimous vote of the Council, were unanimously elected Honorary Members, in recognition of their distinguished services to the arts and professions represented by the Institute. At a meeting held February 7, 1,906, Dr. James Douglas, of New York, N. Y., having been" nominated by a large number of leading members, and recommended by unammous vote of the Council, was unanimously elected an Honorary Member, in recognition of his distinguished services to the practice and the literature of mining and metallurgy, his zealous and loyal devotion to this Institute, his fraternal generosity towards professional colleagues, and his effective advocacy, by public utterance and private example, of the free communication of technical knowledge and experience. At the same meeting, By-Law IV., which now authorizes the Secretary to appoint an '1 Assistant Editor," was amended by substituting the words, " Assistant with the title of Editor." At the same meeting, the resignation of Mr. Theodore Dwight, as Assistant Secretary and Assistant Treasurer of the Institute, was presented and accepted, and the Secretary was instructed to express to Mr. Dwight the thanks of the Board for his loyal and efficient services, and its regret that he could not continue in that position. . THE substances or materials employed in this manufacture, are the same as those used in the preparation of mortar and concrete, viz., the different kinds of lime and sand. Instead of, or in conjunction with, sand there may be used calcined clay, blast-furnace slag, clinkers or ashes from furnaces, natural puzzolana, powdered chippings from stone quarries, etc. Of the different kinds of sand, pit-sand-siliceous sand, as it commonly occurs mixed with gravel-and the sand found on the seashore, where the salt has been washed out by long exposure, whilst out of reach of the tide, may be used. The purer the above-named materials are from admixtures of clay, earth, or organic substances, the more complete will be their combination with the lime, the quicker will the manufactured brick or block set, and the more satisfactory will be the quality which it ultimately attains. For this reason, subdivided blast-furnace slag is preferable in most cases to sand, and the only sand which, in reference to setting capacity, is analogous to blast-furnace slag, is the volcanic sand occurring in different localities in North and South Wales, as an almost pure calcined silica. The lime used for the manufacture may be either slaked or unslaked. In the first case, (slaked), in order to obtain satisfactory results, the lime must be strongly hydraulic. The use of unslaked lime, however, is by far preferable. A process for using fresh or unslaked lime has been patented in England by Major-General Scott. Lime thus prepared is called " selenitic lime," and consists of a mixture of fresh (un¬slaked) lime with sulphate of lime, or plaster of Paris. The gray-stone lime, for instance, found by the Medway, is mixed with from 5 to 7 per cent. of plaster, which has the effect of keeping the lime from slaking when water is added. This mixture also partakes of the nature of cement, and when used for mortar, or concrete, attains in a shorter time a greater degree of hardness than the same lime would ever have obtained after being slaked. Bodmer's process for the manufacture of artificial stone bricks consists chiefly in the use of automatic measuring, forwarding, and mixing apparatus, by means of which the materials are supplied and unite in a continuous stream, and are accurately measured. In the history of mining in this country there has been nothing exactly similar to the Mesabi iron-range in Minnesota, and the conditions there prevalent. Soft-ore mines are found in many parts of the country. In some the deposits are vertical, and are worked in open pits, or have been so worked, until it was found cheaper to go under ground. In other localities, the ore is scattered through clay beds in the form of hard lumps. These clay beds are sometimes excavated in open pits, and the ore separated by washing. On the Mesabi, the ore itself occurs in strata, and these strata appear quite flat to one standing upon the ground. The ore is soft in the main, and does not require much sorting to free it from foreign or deleterious substances. It is usually covered by the glacial drift-mantle, but occasionally passes beneath a capping of jasperoid rock called " taconite." The ore is twice or three times the thickness of the layer of drift lying upon it. This drift consists of clay, sand, and gravel, with occasional beds of large boulders. There is great difference of opinion among competent miners as to the cheapest methods of mining this ore. It is admitted that local conditions will govern largely ; but there is such a similarity among many of the mines that it seems possible to arrive at some general conclusions on the subject. A typical example of a Mesabi mine is found in the Biwabik. It is one of the largest, and is the most advanced in development. Not a single ton of ore has yet been shipped from this mine, but the expense of the explorations upon which the following description is based has exceeded $60,000. It is seldom that such accurate and complete exploration of a deposit of this magnitude has been possible in the space of time which has elapsed since the discovery of this ore-body. It lies in a new. region, and was remote from railroads until last August, yet, not only the width and length but the depth and quality of the ore-deposit have been learned, and the probable expense of' mining its 20,000,000 tons of ore has been closely figured. MESSRS. BURT and Shockley and others have been for three years urging upon the Institute the matter of simplified spelling. The Institute endeavors to be progressive in the matter of spelling and. is in cooperation with the national body which has this in hand and which has its principal office in New York. Our spellings are changed as fast as-good usage will permit (so it seems to the Board of Directors) and the national body, which is the real representative of the simplified spelling interests, deems that the Institute is making real progress, although not quite as fast as extremists would wish. In January, 1919, Mr. Shockley sent out letter ballots which created a misconception in the minds of many members, who received the impression that the communications came from the Institute instead of from a small group of members. As a result of this propaganda 163 proposal-ballots were sent in to the Institute divided as follows: Yes ?114 No ?20 Negative letters ?9 Split ballots ?20 Total ?163 The total membership at this time was about 7200. The disgusted members would not vote.

NOT only has the demonstration of progress in all fields of science been characteristic of the Chicago "Century of Progress," but the manner in which the fundamentals of these sciences have been displayed captivated the visitor's eye and ear at the same time. The average individual is interested most in progress which concerns his every-day life. He is fairly well educated in medicine, biology and certain aspects of physics. But how raw materials and chiefly minerals occur, how they are located, taken out of the ground and refined, is something which appears to be more remote from the every-day line of interest, and about which, therefore, the public knows comparatively little. This is particularly true of the oil industry, although it ranks in size second only to agriculture in the United States. In appreciation of the tremendous educational value which a complete exhibit on all phases of the mineral industries would have, both mining and metallurgical as well as oil inter¬ests took steps early to make these exhibits at Chicago a reality. The board of directors of the A. I. M. E. authorized an advisory committee to the Museum of Science and Industry early in 1932. It is divided into four subcommittees - for geology and petroleum, for metal mining, for coal mining, and for metallurgy respectively. The entire committee held its first meeting in Chicago on April 11 and 12, 1932, to advise with the Museum's officials and experts about the most advantageous arrangement of the minerals industries' and geology exhibits.

EARLY in 1954, as initial development of the Galena mine was being finished, plans for stoping operations became the foremost consideration of the operating management. The Galena is being operated under lease agreement with the owner, Vulcan Silver-Lead Corp. Started in 1947, the Galena is a deep level development of American Smelting & Refining Co. and Day Mines Inc. under the management of ASARCO, in the Coeur d'Alene mining district. Lead mineralization was found on the 3000 level in 1950. In 1953 development on the 3000 level disclosed a siderite vein, later known as the Silver vein, which contains commercial quantities of silver in Tetrahedrite. This vein was explored on the 2800 and 2400 levels and later on the 3400 level, the lowest in the mine. Work above the 2400 level to date has indicated that the vein dissipates to weak mineralization, and ore values are uncertain above the 2200 horizon.

ACCORDING to the records, Phelps Dodge made its original entry into the production of copper in the oldest copper mines of Arizona at Morenci in 1881. The ore body now being mined as the Morenci open-pit, as outlined by churn-drill holes, diamond-drill holes, and underground workings, is estimated to yield 230,000,000 tons of ore averaging 1.06 per cent copper. This development will add 2,500,000 tons of copper to the 900,000 tons already produced in the district. Some five years ago preliminary development of the ore body began, with big-scale production planned including the erection of a new treatment plant to be built near the mine. Inasmuch as the Morenci open-pit was an entirely new project this required the grading of roads, establishment of mining benches, construction of railroad grades, building of railroad tracks, erection of shops, as well as the purchase of the necessary equipment to satisfactorily and economically maintain the schedules of production forecast. Along with the preparation of the main ore body it was also desirable to mine and deliver to an experimental mill a relatively small daily tonnage of typical ore.

AT the Tulsa meeting of the A. P. I., the following reso-lutions, expressive of the policy of that organization, were among those adopted: RESOLVED, That we endorse the conclusion of the Federal Oil Conservation Board in its report of September, 1926, that the prevention of the waste of gas incident to the pro-duction of oil is of paramount importance in the conserva-tion and economical production of oil, and the president of the Institute is requested to appoint a committee of seven to devise and suggest to this board, or the executive com-mittee, such measures as will enable the industry, while continuing to meet the consumption requirements for pe-troleum and its products, to conserve in its natural state such reserves of petroleum as may not then be required for consumption. RESOLVED, That the president of the Institute appoint a committee of seven to formulate and recommend to this board or its executive committee, at the earliest practicable date, a program of legislation; Federal and State, to be advocated by the Institute giving sanction and effect to agreements by oil producers for the curtailment of produc-tion in pools where and during periods when there is over-production, having for their purpose the economical and orderly production of oil.

THE constitution of the indium-zinc alloy series has been investigated by Wilson and Peretti,1 who determined the liquidus and eutectic temperatures by the conventional method of cooling curves and the eutectic composition by analyzing eutectic exudations. Recent developments affecting the availability of indium and consequent increased interest in its applications make a more complete knowledge of the constitution of its alloys desirable. As a part of a program for the reexamination of the constitution of indium alloys by precision methods, the indium-zinc phase diagram [ ] (Figs. I and 2) has been redetermined in its entirety. The eutectic temperature (143.5°C.) reported by Wilson and Peretti has been confirmed exactly, but their value of the zinc concentration at the eutectic, 4 per cent, was found to be high; the new value is 2.8 per cent of zinc.
