Stock piling-and by that I mean well-organized stock piling on a substantial scale-is almost as old as the hills themselves. It was back in early Biblical times, as recounted in the Book of Genesis, that Joseph was charged by Pharaoh with the responsibility of stock piling food during the seven years of plenty to guard against the seven subsequent years of famine that were revealed by the Pharaoh's dream. And this same policy of storing up food or materials to provide for future anticipated emergencies can be traced repeatedly down through the ages. So our own efforts are anything but new. Our modern concept of stock piling-the purchase and storage of strategic materials to assure supplies needed in time of some future war- stems from our experience in World War I. In 1920, the War Department was charged by Congress with the responsibility of procuring all War Department supplies and mobilizing industry in the event of another war. During the two decades that followed there were many authoritative studies made of our deficient mineral problem, all of which pointed out the urgent necessity of stock piling certain strategic materials as a reserve against future war. One such study, made in 1925 through the combined efforts of the Mining and Metallurgical Society and the AIME, was done at the ex- press request of the War Department. DURING the past fourteen months, this committee has had under consideration and study the subject of the licensing or registration of engineers. The fifteen members of the committee as appointed by Council, were selected from thirteen states, viz., Connecticut, New York, Pennsylvania, Ohio, Georgia, Louisiana, Illinois, Missouri, Iowa, Minnesota, Colorado, California and Washington, and therefore represent practically all sections* of the United States, as well as mechanical, electrical, mining, hydraulic, municipal, sanitary, railway and' structural engineering, and also colleges of engineering. The first work of the committee was to investigate the general subject and to collect, so far as possible, avail¬able material bearing upon the subject in hand,. in-' eluding opinions from many engineers as to the need or desirability of legislation, as well as copies of all state laws passed and proposed, having to do with licensing or registration of engineers, architects and surveyor, This preliminary investigation disclosed that very pronounced views were held by engineers throughout the country, both for and against state licensing or registration. The general sentiment one year ago was more opposed to such measures than it is today. The older members of the profession did not as a rule favor licensing nor did they feel there was need for state regulation of engineering practice, while among the younger men there was a feeling that licensing or registration by the states would add prestige to professional engineers and in many ways benefit -the profession, as well as individual engineers.

A LARGE proportion of the coke used is made in the by-product oven from the high-volatile coals mined in the adjacent district. At the beginning it was feared good by-product blast-furnace coke could not be made with our coals. By experimenting with various mixtures of coals, coking time, oven design, and coking temperatures, much has already been accomplished. The results show that a hard, dense coke, not easily broken by handling, can be produced. In its present state it is not all that could be desired, but it is being constantly improved. Such coke has been used alone as the fuel on several of the blast furnaces producing the highest daily production in the Pittsburgh district. Many of the coals in the Pittsburgh district when coked in the by-product oven yield a gas which contains a high percentage of sulfur, which is objection- able for many metallurgical operations. As this fuel is gradually replacing the ideal fuel, natural gas, which is becoming less plentiful, studies are being made of the best methods for purification. Some metallurgists believe sulfur to be a very injurious element in steel. Recent investigations by Government bureaus, scientific bodies and private firms, seem to indicate that a reasonable amount of sulfur may exist in steel without detriment. We have not yet begun. to realize the possibilities of automatic machinery, in part because we have not developed the designing brains, and in part because we have not sufficiently simplified industry to make possible the economical use of such machinery. The principle of the Jacquard loom, has scarcely been utilized except in weaving silk and in the player piano. It is the principle of bringing into action the various parts of a machine in accordance with a pattern traced on a steel card by perforations or as on the paper roll of a player piano. This principle gives us a control which can be applied to any kind of machine. It is a' great reserve principle for the future. But even now, with the machinery that we have at command, anyone can cut the number of employees in two, at the same time doubling his output, by installing semi-automatic or automatic machinery. And no one knows how far this process can go on. Cutting down the number of men is not just putting some poor fellows out of a job. It is increasing the number of good jobs by increasing the production per capita to a point where really satisfactory wages can be paid out of it, and this in turn- increases the amount of work required to be done and creates new jobs. Thus, cheapening in- creases the demand.

Prior to the construction of a 450 tpd concentrator at the Mayflower mine, owned by the New Park Mining Co. and operated by the Hecla Mining Co., the common mining methods were cut and fill, with waste or gob filling and square set timbering with waste fill. Stoping operations were beset with the usual problems related to waste filling methods- storage and handling of fill material from development, costly waste excavations necessary to obtain a portion of the needed waste rock, slow mining cycles due to filling and inefficient ground support. After Hecla Mining Co.'s successful utilization of sandfill in its mines in the Coeur d'Alene district, utilization of hydraulic fill in stoping operations at the Mayflower was a logical development of the modernization plan then in progress. The mine, located in the southeasterly part of the Park City mining district, Utah, is a medium size producer of lead and zinc ores, with gold, silver and copper as secondary minerals. The mine has been producing commercial ore since 1939 from a dual vein system which outcrops at an elevation of 7200 ft in the Wasatch Range. Access to the present mining areas is gained by a 7200-ft haulage tunnel and by an interior, three-compartment main shaft. The present mining horizons are about 2400 ft deep. The average horizontal cut and fill stopes, ranging from 3-15 ft wide and up to 120 ft long, can be classed as small.

Few men in the coal-mining industry have had experience in metal mining as well, as has Carroll A. Garner. He went to the Arizona copper country immediately after graduating from Penn State in mining engineering in 1910, and worked in the engineering departments of the Miami and Inspiration companies for two years. Then he came back to Penn State far a year as an instructor in mining engineering before embarking in the coal industry. He was born in Ashland, Pa., July 6, 1889, and reared there, in the heart of the anthracite district, which undoubtedly influenced his choice of a professional career. The green Pennsylvania hills were preferred to the Arizona cactus country. His first coal-mining job was with the Lehigh Valley Coal Co., of which he was division engineer at Hazleton when he joined the Institute in 1917. He gave that up to go to Ohio as head of the Fernwood Mining Co. in 1921, but even that was too far west and after two months he was back in Pennsylvania as assistant general manager of the company that has since monopolized his services the Jeddo Highland Coal Co. Since 1927 he has been vice-president in charge of operations of both the Jeddo-Highland and the Hazle Brook Coal Companies, Jeddo, Pa. Between them they normally produce about 1,500,000 tons of what Mr. Garner will readily admit is the very highest grade of anthracite, utilizing the services of some 2600 men.

Conservationists have launched an attack on the mining law of 1872, accusing it of permitting the min- ing industry to rob the public and despoil the environment while doing it. Michael McCloskey, executive director of the Sierra Club, and one who has made known his opposition to the law said, "environmentalists are unified in their agreement that repeal . . . is one of conservation's most urgent tasks . . . ." Charles H. Callahan, executive vice president of the National Audubon Society, paralleled McCloskey's sentiments, calling the law a "disgrace" and a "give-away." In his opening statement before the Senate Interior Committee, Chairman Henry M. Jackson (D-Wash.) said that legislation pending before the committee would put the hard rock minerals under a leasing system as is the case with oil and gas.

I desire to call the attention of the Institute to a new form of drawing-board trestle. With the ordinary four-legged trestle, commonly used, one has not the means of adjusting the height of the board to the draughtsman. To obviate this inconvenience, and at the same time to enable one to incline the board, I have devised an arrangement of curved and straight slots and thumb-screws, by means of which the hoard can be raised three or more inches, and placed at any desired angle of inclination on either side. Figures 2, 3 (Plate I) show side and end elevations of the trestle for a single board, and Figure 4 for two boards. The latter form is adapted for use in schools, or where it is desired to economize space.

ENGINEERS and geologists find the magnetic compass unreliable in many mineral bearing areas because of local magnetic attraction. This is the case in the vicinity of many contact deposits, and particularly true in the Lake Superior district where iron formation is wide spread and causes wide fluctuations of the magnetic needle. One of the most useful instruments for geologic traversing or running grid and claim lines under these conditions is the dial compass which does not depend upon magnetism. Difficulties encountered in the field because of local attraction can be overcome through transit observation of Polaris or the sun, or use of the solar attachment. However, a field party often lacks the equipment or time for work of such accuracy and it is here that the dial compass finds its use.

This is the dawning of the computer age in process control. As 1968 drew to a close, many plants had computer installations which were being used for logging, monitoring and reporting. Today, computer usage is given serious consideration before the construction of any major minerals processing plant. Unitized automatic control of individual processes is abundant. Many plants are considering closing these control loops, i.e., allowing the computer to direct the operation of the controllers (Digital Analog Control-DAC). The next step is to make the computer itself the controller (Direct Digital Control-DDC)1 Perhaps the most important future use of computers will be in controlling interrelated operations and control units. Progress along these lines depends on the steadily improving capabilities in the field of mathematical modeling.

The ripper is not a new tool. In fact, it dates back as far as the Roman Empire. The Roman's ripper-mounted on wheels and shaped something like a plow-was pulled by oxen and was used to loosen the earth for the shovelers and basket carriers building the Appian Way. There are records of rippers being used in this country in railroad construction between 1860 and 1880. The tractor-mounted ripper, introduced a little over ten years ago, extended the capability of the ripper because of greatly improved maneuverability and the additional weight which could be brought to bear upon the ripper tooth. Increases through the last ten years in tractor weight and horsepower further increased ripper capability until now, in some geographic areas, hardly any rock is unchallenged by them.

R. E. Carter (General Research Laboratory, Schenec-tady, N. Y.)—Brown, Gaudin, and Loeb in their study of intergranular comminution by heating attempt to find one explanation for all types of rock in terms of the properties of the phases present. The only necessary condition for intergranular cracking by heating is the setting up of high stresses at the grain boundaries. Such stresses may be set up in multiphase isotropic mixtures if the thermal expansions of the phases are different, in non-cubic single phases because of the anisotropy of thermal expansion in the various crys-tallographic directions, and in materials containing quartz because of the a-p' transformation at 575°C. In addition, for intergranular comminution by heating, the cooling and not the heating is most important.

Since coal is one of the largest cost items in the production of electricity, its analysis for heat value and composition has been the subject of intensive study. Sampling started with crude hand methods, out of the railroad car or barge or from moving conveyor discharge, and progressed to reliable mechanical in-plant sampling systems. The mechanical system takes its sample from a falling stream of coal such as a conveyor discharge or crusher discharge hopper. But this has a disadvantage in that the identity of the coal is lost. Coal is shipped to the user in train-loads, often made up of shipments from various mines. When the cars are dumped into hoppers and the coal conveyed to the power station, the various shipments become mixed because residual coal remains in hoppers and chutes.

THE theoretical possibilities for the realization of flash smelting have been known for a long time. Calculations concerning the same can be found in previously published literature,1 and suggestions for its accomplishment in practice are described in patents on the subject. Likewise a smaller number of practical test results are known. Autogenous smelting is closely connected with flash smelting, since in flash smelting techniques it is possible to use the heat evolved by oxidation of the sulfides for the smelting process to such an extent that under certain conditions smelting can proceed without additional fuel. However, in the event that insufficient heat is available from the oxidation of the sulfide concentrates, then additional heat may be supplied by preheating the air, using oxygen enriched air, on burning additional fuel with the concentrate.

GEOCHEMICAL investigation of trace elements in surface materials was begun near Ely, Minn., in 1953 along the basal contact of Duluth gabbro with Giants Range granite (Fig. 1). This article presents data on the distribution of copper and nickel in till and in stream sediments in the area and proposes an explanation for the types of distribution found. The Duluth gabbro, one of the world's largest basic intrusives, intrudes rocks which range in age from Keewatin to middle Keweenawan. Within the test area the gabbro is in contact with granite except for short sections where it is in contact with remnants of iron formation. Sulfide mineralization occurs within the gabbro, near and parallel to the basal contact for a distance of several miles. Schwartz and Davidson1 have described the geologic setting of the mineralization.

SUBSIDENCE caused by mining operations has been a matter of interest for the mining engineer for just 111 years, since the Belgian Committee for study of subsidence in the city of Liege submitted its first report in 1825. This interest is fairly expressed in the enormous amount of literature that has since appeared on this subject. A bibliography, probably far from being complete, which preceded this study as a pre-liminary survey, comprises more than 800 titles. In spite of this fact the problem remains today as acute as it has ever been. The questions of as good a recovery as possible of the national resources, the safety of the operations, and the protection of private and public property are the important angles from which to look at the problem.
