COMMENCEMENT exercises this year have a peculiar significance because the graduating students are entering upon their life's work at the most critical time in the history of the United States. We are engaged in a great struggle the outcome of which is none too clear even to the best informed students of international affairs. We are starting late in a vicious world conflict where it is generally recognized that our adversaries have distinct superiority over us in armament on the land, on the sea, and in the air. We have the gigantic task of building up our armed forces and armament and at the same time supplying our allies with equipment which they must have. We can do this job if we are given sufficient time, but there is a possibility that the war will be over before we are ready. Few realize the seriousness of this situation. If this fight is to be won-and we dare not try to visualize the future of this country if it is lost-all dissension and bickering between Congress, capital, labor, and agriculture must cease. When and where voluntary co-operation proves inadequate for the successful conduct of the war effort, laws must be enacted or strengthened to achieve our purpose.

OUR present-day geological surveys show that 36 of our States are underlain with bituminous coal, covering a total area of 496,709 square miles. The North American continent possesses 69 per cent of the world's coal reserves, with the United States alone having an estimated 55 per cent. The American coal reserves, in tons, are calculated to he about 3,500,000,000,000 tons, of which we have exhausted about 1 to 1 1/2 per cent. If this coal were mined at the rate of the 1918 production-a record output of 579;000,000 tons-it would not be depleted for 4,000 years. The more easily accessible and high-grade coals would obviously be consumed much before this; some estimates are 100 years. The natural progress of the nation's industries up to 1910 encouraged on every hand the development of new mines, especially where cheap and easy access to coal measures was coupled with short hauls to the consumer. Over-development resulted, which is perhaps today one of the fundamental causes for the many difficulties faced by the coal industry, which is highly competitive; about 70 per cent of the production cost is labor. ONE OF THE NEWEST developments of industry rising from the commercial application of scientific knowledge is in the making of solid carbon dioxide from the gas about 1925 the first efforts were made to manufacture "dry ice" on a large scale and at a price to permit widespread use. From that beginning the industry has grown to a consumption of 40,000 tons in 1930. Carbon-dioxide ice, as the name implies, is merely the gas compressed and cooled to a solid. The ice has a temperature of 109° F. below zero and is in many ways superior to water ice. It evaporates to a gaseous form so it is not wet and leaves no trace; in fact, one suggested minor use is as coasters under water glasses on the dining table. The gas is harmless except in large concentrations and. when the ice is used as a refrigerant, the resulting gas actually becomes a preservative, keeping oxygen away from perishable products. Not only does the ice have a greater amount of cold in a small volume than water ice but cooling is effected by direct contact of the resulting gas with the materials to be refrigerated rather than by convection air currents.

PRODUCTION at Aguilar started in 1936 and by 1942 the mine had reached a peak of 25,000 tons a month. Present production is only about 60 per cent of this capacity because of difficulties in railroad transportation and the rationing of fuel oil brought about by the war. In the early years, cut-and-fill stopes were tried, but square sets were found to be the most practical method in the southern section of the mine, where blocky, treacherous ground and greater mining widths are prevalent. Square sets and opencut mining were the rule until 1942, when it became increasingly difficult to get mine timber. The ore beds in the northern section of the mine were found amenable to cut-and-fill stoping as the rock was firmer and the veins narrower. At present 69 per cent of the ore comes from cut-and-fill stopes, 27 per cent from opencut, and only 4 per cent from square-set stopes. Massive galena and sphalerite with comparatively little quartzitic gangue constitutes the higher-grade ore. The gangue minerals that can be detected by eye in low-grade ore are rhodonite, wollastonite, and pyrrhotite. Wall rocks range from shale to quartzite, with occasionally a little limestone.

FROM time to time geologists and mining engineers, impressed by the heavy demands made on our mineral reserves' by modern industry, and particularly by the steadily mounting rate of production necessary to meet that demand, have issued warnings as to the danger of exhaustion. There can be no dispute as to the fact that mineral deposits are exhaustible. New mineral, is not created to replace that taken from the earth and when a crop of mineral is once harvested another cannot be grown in the same area. The evidence of exhaustion 'of particular oreshoots, deposits, or even of whole districts is familiar to all who have mined. If one were to judge solely from the abandoned mills and prospect holes he would rightly conclude that mining is but a short-lived industry. If one were, furthermore, to assemble the data as to known reserves of almost any of the commonly used minerals, and divide them by the annual tonnage mined, he would come to the same conclusion. If, again, one were to consider the most carefully made estimates of competent men seeking to measure the earth's reserves of minerals and plot against them a projection of the curve of past consumption, he would be justified in viewing the situation with alarm.

A NEW LINE of specialists has arisen as a result of the trend toward labor socialization and collectivism in all branches of industry. These men are the ones who will govern the destiny of many companies and the labor policy of our government in coming years. They must be men of integrity and of rather exceptional qualifications; men who can foresee the trend of labor relations with business, and who are willing to sacrifice the immediate fruits of technical training for manual labor and study. They must take their place in industry, not with the idea of following the orthodox line of advancement, but knowing that they must stay at the bottom until they have learned to understand the viewpoints, the work, the advantages and the disadvantages of each classification of labor. They must not be of a radical nature or become easily biased, and they must study. You will say I am looking for a superman and in one sense that is true, but the business man and our government are both in the market even now for this type of man, and with the proper training and background, many of our young technicians can readily enter this field of work.

FOR the second consecutive year, attendance at the Coal Division sessions far exceeded exoectations. Those in charge were continually faced with problems of finding seats and space for attending members. 115 seats were set - II~ for the annual luncheon meeting of the Division and approximately 175 members showed un. Since the hotel management would not serve more than the 115 it meant that 60 members were forced to eat elsewhere. This created hard feelings with some members. How- ever, officials of the Division were not able to obtain in advance any indication of this overflow crowd, but are suggesting to the New York Office that some means other than ticket sales be adopted to obtain an estimate of Division luncheon and dinner attendance. Members could be circularized prior to he meeting or they could be checked when registering as to the events they expect to attend. Under the inspiring leadership of Cadwallader Evans, Jr., Chairman, the Coal Division had a phenomenal growth during the year. Reporting at the luncheon meeting, Newel1 Alford stated that approximately 190 new members had been obtained. A few more years of continuing increase at this rate will make the Coal Division one of the largest Divisions in the Institute.

Bulk density variations can usually be minimized by properly mixing the material before moisture measurement. The measuring of moisture on material being with- drawn directly from storage bins requires some form of bulk density correction. In Bethlehem's pellet plants continuous automatic bulk density correction and uniform feed-rate control are obtained with Bethlehem's patented Bin Level Control System. With this sys- tem a single probe, suspended or inserted in the bin, senses whether material is at the proper level in the bin and automatically regulates filter speed to control the filter-cake discharge rate to maintain this level. The level of concentrate in the filter-cake bin can thereby be controlled to within ± 1/2 in. of the point of contact between the concentrate and the probe. Material thickness on the conveyor does not have to be controlled accurately and mix compositions can vary widely as long as they do not contain variable amounts of water-soluble electrolytes. In sinter plants, errors caused by changes in normal feed rate and bed height are minimized by counter-weights that permit the free-floating to maintain a uniform contact pressure on the mix. Large changes in mix resistance can be taken care of either by resetting the control point or by adjusting the calibration control.

This magazine contains articles on a wide variety of subjects, as do most technical magazines. Several years ago the engineering societies of Colorado turned over to the Public Library of Denver their technical libraries and the Public Library now has a Technical Department serving engineers This library has been enlarged and is supported by the state as well as the engineering organizations of Colorado A bimonthly New Books List is sent out from the Technical Department to all engineers on the mailing list. Books will be lent for the cost of transportation The Technical Department endeavors to keep a file of all state and some foreign publications on mining, geology and engineering Effort will be made to borrow from other sources, any publications which are not on file. The Technical Department does research, compiles bibliographies and answers reference questions. The subject article is an excellent comparison between two potential oxidants, molecular oxygen and hydrogen peroxide, as used in the Palangana field at the time of the trials. The tests showed no advantage to using hydrogen peroxide; however, it would be unwise to generalize that the experience in these trials was universally true. During the time of the work cited, extremely high levels of an unusual impurity were recycling in the lixiviant, which substance was a catastrophically destructive catalyst for peroxide. Since this material was not removed before recycle, it was not surprising that much of the peroxide fed was decomposing in the feed piping and never made contact with the uranium mineralization. Under these conditions, indeed, peroxide showed no improvement over oxygen. This is, however, perhaps the most adverse environment encountered to date in US in-situ uranium leaching. In other operations, peroxide has proved advantageous where two factors have been exploited: 1.Despite the tendency for Hz02 to decompose to water and oxygen in the in-situ leach environment, its higher redox potential before decomposition has provided higher leach rates. In some formulations, overloading beyond the O2 saturation equivalent with peroxide has allowed higher oxidant levels, and higher leaching rates, when overloading with molecular O2, led to vapor-locking.

R. G. Wuerker (University of Illinois, Urbana)—Mr. Mather is to be congratulated for stressing the most urgent need for a program of testing the physical properties of rocks, as they are encountered by the petroleum engineers on their drilling jobs and by the miners on their excavating, roof control and mineral preparation tasks. Another valuable source of information is the Handbook of Physical Constants.22 It stresses the physicist's approach rather than the engineer's procedure. The study of hardness, and rock hardness in particular, is beset with many difficulties. There is no satisfactory definition of hardness yet, and the term hardness is used to describe a number of quite dif- ferent properties. Hardness tests are grouped into static and dynamic determinations. They should be expressed with reference to the mechanical action of the applied force, like indentation hardness, scratch hardness, abrasion hardness, rebound hardness. A discussion of all these various hardness tests and of the special difficulties encountered in hardness testing of such heterogeneous material as rocks is given in the U. S. Bureau of Mines' standard proposal. The more critical student may be referred to the book by D. Landau: Hardness, which is in my opinion the best existing treatise on this subject.

In a study of the kinetics of flotation of coal, employing a single-cell continuous flotation system, Jowett and Safvi1 pointed out that it was experimentally impossible to float all of the coal which could be floated in a batch tests. On the other hand, deBruyn and Modi, in a discussion of their paper, suggested that under certain conditions the recovery of floatable material from a similar one-cell continuous system would have been 100%.2 Both of these pairs of authors make the assumption that a state of perfect mixing exist in the flotation cell. This assumption, usually made by investigators studying flotation kinetics in a continuous system, has been confirmed experimentally on several occasions. The work is summarized by Arbiter and Harris.3 It is the purpose of this note to demonstrate that, for conditions of perfect mixing, one of two conditions exist: 1) the recovery of floatable material is 100%, and the flotation is infinitely fast, or 2) the recovery of floatable material must be less than 100%. This theorem can be proved simply in the following manner: 1) If recovery, R, of the floatable material is 100%, the concentration in the tailing must be zero. This follows from the definition of recovery as

K. F. Tromp (Kerkrade, Holland)—Your assumption that the Dutch State Mines have lead in the development of heavy medium processes—the Barvoys, Loess, Driessen—is not correct. The credit should be given to a Dutch engineer Mr. deVooys, the inventor of the Barvoys process. deVooys started in 1932 in Hiickelhoven, a German but Dutch-owned mine, where he was a director. Several plants on the Continent as well as in Great Britain were erected. The State Mines started their first plant in 1937. They could not get that plant working satisfactorily and built another one. Their process made no headway, and up to 1946 there was only one plant installed, the one at their own pit. Since 1946 they started the cyclone process and only since that time have they been more active, though industrial cyclone washeries are still in their infancy. deVooys sold his patents to the Dutch State Mines in 1946 and this might have given you the impression that the pioneer work had been done by the Dutch State Mines. S. ROLLE*—As one who has been privileged to read Mr. Poland's paper before its publication, I wish to express high praise for it and the record which it gives of the work done by the Research and Development Department of Revere Copper and Brass Inc. in developing a satisfactory furnace for the recovery of metallic zinc from secondary metals by distillation. I have also had the opportunity of studying the operation of the furnace when running on scrap brass at the Detroit plant of Revere, and I can therefore say from knowledge gained first-hand that the unit is efficient and economical when used in conjunction with distillation. However, when I read what Mr. Poland has to say in reference to the possibility of using the furnace for melting copper cathodes for the production of oxygen-free and tough-pitch copper shapes, I am constrained to be somewhat skeptical. No doubt the furnace can readily be modified so as to make it possible to melt cathodes, but that is only a part of what is required to produce refinery shapes. Because of its construction the atmosphere in the furnace is highly reducing and even without protective gases such as nitrogen the copper cathodes which are

Oil produced in Iraq for export during 1938 was 31,354,090 bbl., or a daily average of 85,901 bbl; This is an increase of 182,614 bbl., or 0.5 per cent over 1937. All oil exported was produced from the Kirkuk field. The Khanaqin Oil Company, Ltd., a subsidiary of the Anglo-Iranian Oil Company, Ltd., continued to supply local market requirements from its Naft Khaneh field in the Transferred Territories. Slightly more than 32,000,000 bbl. was produced in Iraq, a small part of which was used in field operations. During the year 12 wells were completed and 9 wells were drilling at the end of the year. Of the completions, 5 were producers and 1 was an oil-water level observation well in proved fields, and 6 were listed as failures. Basrah Concession The outstanding event of the year was the granting, by the Kingdom of Iraq, of a 75-year concession embracing approximately 89,000 sq. miles to the Basrah Petroleum Company, Ltd., a British company with French and American participation. The concession covers all parts of the Kingdom, its territorial waters, islands, submerged lands, and its interest in the Neutral Zone separating Iraq and Saudi Arabia that

The time effect in reheating certain steels below the critical range is very marked. The increased toughness, shock-resisting power, and machinability of steel subjected to a long, high drawing temperature has been thoroughly demonstrated and is of practical importance, particularly in the manufacture of "smokeless" rifle-barrel steel. The time effect in tempering is most important when a maximum drawing effect is desired, in which case the highest physical properties as well as ease of machining are important considerations. These are the conditions in drilling a rifle barrel. A hole, 0.30 in. in diameter and 24 in. long for the Springfield rifle, and 30 in. long for the Russian military rifle, has to be drilled in the heat-treated material. This barrel-drilling operation is probably the most difficult one in rifle manufacture, and anyone who has been connected with rifle manufacture knows how seriously production is affected when "hard" or non-uniform steel for barrels is encountered. The importance of high physical properties (tensile strength, toughness and resilience) in a rifle barrel is obvious. The physical properties of two different lots of barrel steel are given below. The first lot, No. 1, gave serious trouble in the drilling operation; the second gave no trouble at all.

The age of specialization has made man increasingly dependent on a larger number of different metals and minerals. Overexploitation during World War II and lavish squandering of irreplaceable mineral wealth in the past has resulted in the rapidly approaching exhaustion of some of the major domestic ore sources. History clearly points out that the United States cannot continue to be a world power on an "import to survive" policy. A constructive program of development and appraisal of the nation's mineral wealth, including the planned conservation of her resources, must be adopted. Strictly speaking, conservation of minerals must mean the orderly exploitation of our resources and the prevention of waste in use, with due regard for the future. Real concern for the future may not extend beyond a few generations. Eventually science and invention should take care of the problems arising from shortages of some minerals, and the national defense aspects of domestic deficiencies can be provided for by stock piling and other measures. Early conservationists had this viewpoint; but with a rapidly developing industry and population, a farsighted policy that would deny full realization of immediate ambitions became unpopular. Consequently, the politically minded conservationist broadened the concept to include "prudent use of resources" and brought under the conservation umbrella

What progress has been made in rapid excavation of tunnels and shafts? Where do we go from here? To get some answers to these questions was the reason that 500 tunnel men-contractors, geologists, professors, lawyers, mining engineers--came to the University of Minnesota May 15-17. The attendance of 500 astonished conference organizer Professor D. H. Yardley, who had anticipated half that number. They came from Japan, South Africa, Austria, Sweden, and Australia to name a few, and an officer of the Corps of Engineers thought all his people should have been there. The Civil and Mining Engineering Departments of the University combined for the program, which was staged by M. K. Cragun for the General Extension Division. The Saga of the Oso Tunnel The present state of the art of rapid excavation is "good." There is little controversy about where we go from here and what's more, this reporter finds that the technical know-how to automate excavation in any kind of ground is extant, even if it will take some years to achieve this state. In a nut- shell though, the present status can be seen in its various ramifications in the saga of the Oso Tunnel, as told by V. L. "Vic" Stevens of Boyles Brothers Drilling Co. :
