In my opinion, the concentration of minerals by flotation is the most interesting problem in ore-dressing, and will command eventually far more consideration than it has at present. For many ores it furnishes a complete method of concentration absolutely independent of specific gravity, and thus simplifies the milling of many difficult combinations. Not having to recognize the influence of specific gravity, we are also able to dispense with some of the complications resulting from classifying-conditions. Where flotation cannot be used for a complete separation of the minerals from the gangue, it will be found, in nearly all cases, to save those portions which are generally lost by reason of their fine state of division. For this reason, it should be looked upon mainly as an aid to general concentration, although there are many ores so well adapted to flotation that more than 90 per cent. of the valuable metals can be recovered from them in one operation by this process. In presenting the results of my investigations in flotation, I have endeavored to theorize as little as possible. That side of the subject has been extensively discussed by others. My earliest work with flotation was done in 1895, when I used various oils, grease, soap, etc., with results that were remarkable. I did not realize then that with water alone equally good separations could be made. Up to 1906, my endeavors were confined to attempts to keep the concentrates on the tables well wetted and away from exposure to the air. In common with others, I observed that when there mas any obstruction in the wash-water on the table of sufficient size to divert the water to either side, the concentrates collected, and, on exposure to the air, would promptly float away. IN a report upon the geology of Leadville and vicinity, which is still in the hands of the Public Printer, I have given, at some length, my conclusions as to the genesis of the remarkable silver-lead deposits of that region, and the data, gathered during a long and careful consideration, upon which my views were founded. In the brief abstract of this report, published in 1881, the bare conclusions are given, with but few of the facts upon which they were founded. Since that time, these conclusions have been variously criticised, and it has even been assumed that the views I expressed with regard to these deposits were intended as a theory of ore-deposits in general. Had my final report been printed, no such misconception could have occurred; for, in that I explicitly disclaim any intention of general application of the theories there presented. Even in the abstract I am unable to find any statements which would. justify such a conclusion. Since my Leadville work, however, I have had further opportunities of examining ore-deposits, and have given the general subject much thought and study, and, as a result, I have made in my own mind certain generalizations, which, I am conscious, need the test of a far greater number of practical applications than I have yet been able to make, but which, I think, it may be well to present to the members of the Institute as suggestive, that their own observations may further prove or disprove them. I shall use my Leadville observations and the criticisms which have been made upon them as a sort of text for my remarks. Most publicity about the copper industry nowadays is focused on the adequacy of ore reserves and on excessive mining capacity. These concerns, stemming from public awareness of actual and potential shortages and oversupplies, relate to production rather than consumption. Perhaps the reason for this one-sided view is that copper is thought of as a commodity which is conspicuously traded in world markets, rather than as one of many industrial materials that serve today's rapidly changing technology. Copper differs from other widely traded commodities in that its real cost of production has progressively increased since World War 11. The reasons for the increase are identifiable by analyzing operations in one of the world's large producing centres, the copper province of Arizona. Another respect in which copper differs from some other commodities is that increases in demand occur less automatically in the case of copper than they tend to in commodities whose consumption is more directly related to population growth. The copper industry's current inability to generate and attract needed investment capital is attributable to these differences between copper and other commodities; it suggests that the concept of copper purely as a commodity is outdated. The key to the problem is better integration between the activities of copper producers and users. Depending on circumstances, integration takes various forms- for example, investment tied to long-term sales con- tracts between producers in developing countries and consumers overseas; common ownership of producing and manufacturing facilities in industrialized nations like the U.S.; and consumer-oriented research and marketing by the copper producers.

THERE are about sixty bodies which chemists call elements ; the simplest forms of matter which they have been able to extract from the rocky crust of our earth, its waters, and its atmosphere. These substances are distributed in very unequal quantities, and in very different manners. As regards the frequency of these elements in nature, neglecting for the present those which constitute air and water, and confining ourselves to the solid matters of the earth's crust, there are a few which are exceedingly abundant, making up nine-tenths, if not ninety-five hundredths, of the rocks so far as known to us. The elements of which silica, alumina, lime, magnesia, potash, and soda are oxides, are very common, and occur almost everywhere. There are others which are much rarer, being found in comparatively small quantities. Many of these rarer elements are, however, of great importance in the economy of nature. Such are the common metals and other substances used in the arts, which occur in nature in quantities relatively very minute, but which have been collected by various agencies, and thus made available for the wants of man. It is chiefly of the well-known metals, iron, copper, silver, and gold, that I propose to speak to-night ; but there are two other elements not classed among the metals, which I shall notice for the reason that their history is extremely important, and will, moreover, enable , us to comprehend more clearly some points in that of the metals themselves. THE EL TIGRE MINE is a highgrade silver and gold producer located in the northern part of Sonora, Mexico. It has been worked continuously since 1903, producing 50,000.000 oz. of silver and returning handsome dividends. During 1930 and 1931 falling silver prices compelled the Tigre company to make representations before the Department of Labor in Mexico City showing the necessity for drastic reductions in wages and personnel. The delays in obtaining permission from the Federal Labor Board to make these readjustments caused the company to suffer considerable financial loss during those years. After the reduction in operations was finally effected, the Sonora state government headed by Señor Francisco Elias (former Governor, now Secretary of Agriculture) and Señor Rodolfo Elias Calles (present Governor and eldest son of Señor Plutarco Elias Calles, recently Secretary of War and former President of Mexico) have cooperated with the company to make continued operation possible by revising downward certain state taxes that would have been a factor in forcing the closing of this mine. Also, permission to change our workmen over to another system of mining was essential to continued operation.

AT the end of September, ' the metal-producing industries were almost prostrate, the production of fuels was largely curtailed, there was a fair degree of activity in general manufacturing, while retail trade was moderately good. Looking at industry on the whole, there was a large percentage of unemployment, the degree of which has increased, progressively, month by month since the beginning of 1921. There is the prospect of much destitution and misery this winter; yet while' in some, quarters, idle workers are already being fed from, commissaries; in other quarters profligacy; in "spending continues, unabated. Amid this confusion in conditions there is;' much that appears paradoxical, but in fact it is not so and indeed everything is running pretty true to form: Such activity in production as there is to be seen is mainly in textiles; - leather goods, foodstuffs, etc., i.e., consumption goods for immediate use. Even in hard times 105,000,000 people must buy a good deal of clothing and food. Besides this there is indispensable repair work and- maintenances. Thus, the good business of the year in white lead for painting. The chief uses for the metals, however, are in the production of capital goods, and except for occasional and special reasons nobody in his senses is capitalizing anything at present prices for labor. Hence several millions of men are idle. The impoverishment of Europe and the exhaustion of her credits adds to this by curtailing our export trade.

We have already devoted two previous memoirs to this question. In the firstL we collated and discussed the existing literature on the subject; in the second: we described the crystalline forms obtained by the reduction, at different temperatures, of ferrous chloride by hydrogen or by zinc-vapor. The conclusion from these researches was that the three allo-tropic states of iron—a, stable below A2; , stable between A2 and A3; and , stable above A3—all crystallize in the cubic system. The differences observed were such as are customarily encountered in the crystallographic records of many minerals of which allotropic varieties or isomerides are not known, and did not conform to the ordinary definition of polymorphism. It is, however, improbable that allotropic transformations, which are placed beyond doubt by a series of positive facts, do not involve some changes in the intimate structure. As a matter of fact, the crystals we did obtain were too small to allow of a precise examination, and this might introduce an element of uncertainty in the firm establishment of our conclusions. Professor H. Le Chatelier mas even led to think from some of our results that r-iron could very well be a rhom-bohedron simulating a cube, and not a true cube, and it will be remembered that the crystalline form of bismuth was for a long time incorrectly regarded as cubic. A forecast of mineral demand during the remaining years of the 20th century can serve as an excellent starting point for student mining and mineral engineers in planning their professional careers. This approach of appraising demand before seeking supply is not new. of course, but, it is quite the opposite of the traditional attack on mineral resources in which adventurous prospectors, followed by practical miners and engineers, have in the past sought out and developed mineral supply with a faith that markets existed for the products they were preparing to offer. Such faith, even to this day remains fully justified if the product is gold, which still enjoys an unlimited market at $35 a fine ounce, but other mineral products must compete in markets of varying stability and capacity for adsorbing new supply. The world is in a period of rapid expansion. Most basic is the worldwide increase in the number of people which has reached proportions popularly termed "the population explosion." Conservative demographers, noting an increase from 1 ?h billion people at the beginning of the 20th century to 3 billion today, are predicting 5 billion by the year 2000; some predictions are much higher.

AT THE beginning of a Henry M. Howe lecture it seems fitting to refer to Howe's great contributions to steel metallurgy, and particularly to the literature thereof. Most of my predecessors in this role have been able, from their association with him, to give direct testimony as to his great services; but although connected with him for years in a business way, I am less familiar with what might be called his academic side, except as .it is embodied in his utterances, written and oral. Howe was adept in his genial way in extracting information in any line which, at the time, was of interest to him. In a technical lecture one expects as a rule new knowledge-something about recent advances relating to the subject. On this occasion, however, I will ask you to go back with me to the primary department of steel lore, as the title of my lecture shows, to review the more fundamental features in that field for the purpose of seeking some gaps which we can fill and so give the subject renewed interest. In thus going back one must inevitably repeat many familiar facts, but that seems to be necessary in order to reach a clear understanding of the unrecorded matters. The full interpretation of a steel analysis is at present unattainable, though much progress toward that end has been made. The ultimate analysis, giving the percentages of the five commonly determined elements, does indeed usually give a fair idea of what the steel is, and is ordinarily enough, with knowledge of its history and physical condition, to enable it to be assigned to some purpose or use for which it is reasonably suitable. But discrepancies arise. Every maker and every user of steel knows, from at least occasional examples in his own experience, that the ultimate analysis is insufficient by itself to enable one to tell positively, from its interpretation, either the mechanical properties of the steel or its adaptability to the purpose for which it was made. Further, if, while having the specified composition, it is abnormal or unsatisfactory, why it is so. Good, bad and indifferent steels may have substantially the same ultimate analysis.

SINCE the introduction of the first percussion rock drill in about 1850, drilling equipment has undergone a progressive evolution so that a wide range of special classes of machines now are marketed by several manufacturers. Essentially all of the drilling machines presently employed for blasthole drilling are of the hammer-drill type. They are classified as hand-held hammers (jackhammers, sinkers, etc.), drifters (light or heavy), and stopers and are of many sizes; varying in weight and rotative and blowing power. Most makes of drill machines fundamentally are the same in principle of operation as they are designed to strike a blow on the end of a drill rod in the manner of early-day hand drilling. However, beyond this common characteristic, the similarity among different makes ceases. In choosing between similar machines of one make or another, it is important to remember that rock drill manufacturers have not attempted to standardize drill parts, the result being that a mine operator must approach, because of replacement parts, standardization by limiting the makes of machines used. The present-day selection of any particular drilling machine is dependent fundamentally on its inherent ability to make a hole, or series of holes, as speedily and as cheaply as is possible. Two categories of controlling elements become apparent in any analysis devoted to making the choice of a drill, namely: 1-Conditions under which the equipment is to be used, such as mining method practiced, type of labor available, character of rock material. 2-Physical characteristics or features of the given drilling machine. Regardless of the controls of class 1, above, the elements of this category are fixed by several factors. All of them are interrelated and, though some often are more important in one case than in another, an unfavorable variation of any-others being essentially equal-is sufficient to discredit the optimum applicability of the particular drill machine. The relative factors in the selection of a machine are as follows: First cost-This is not generally an important item on a comparative basis as the marketing of drill machines is highly competitive and most makes are priced closely.

IN the past few years the mineral raw materials problem has risen from comparatively obscurity to great national significance. The transition has come so rapidly that the nature of the problem and what it portends have not yet been clearly defined. Consequently there are wide differences of opinion among the experts as to what can, or should be done to insure a continuing, adequate supply. On one hand, it is said that depletion of known domestic deposits and lagging discovery of new ones will bring about an imminent decline in mineral production and that in future U. S. mineral-using industries will have to depend on foreign sources for more and more of the major mineral raw materials. On the other hand, it is argued that domestic mineral resources are virtually inexhaustible if there were only legislation against competition from low-cost foreign producers. Still another school of thought contends that within the past decade the country has entered a period of unprecedented mineral discovery that is rapidly solving the problem of depletion. Only time will tell which of these widely divergent views is nearer the truth, for mineral resources are, after all, the result of research and adaptation, and resources of the future, as of the past, will depend largely on human response to circumstances. Of 18 substances now termed reactive metals, only 8 (boron, thorium, potassium, sodium, lithium, uranium, molybdenum, and tungsten) were considered of commercial significance at the turn of the century. Except for hafnium and rhenium, the other ten were well known to chemists and mineralogists before this, but none had found use commercially, whereas some, like titanium, were looked upon as nuisances in the ores of other metals. Of these ten elements, several were considered of minor commercial significance, and others were of little more than academic interest as recently as 15 years ago. Before World War II only a few of the better informed spoke of uranium or thorium as possible sources of power. Still fewer talked of converting boron into a super- fuel, and the time had not yet arrived when hafnium, rhenium and even zirconium were thought of as critical to U. S. welfare and safety.

" -Charles Kettering INTRODUCTION Since the early 1970s, there has been no economic phenomenon that has been more widely discussed or experienced in the United States than inflation. Al- though its precise definition and measurement are elusive, inflation has had pro- found and extensive impacts on the manner in which nearly everyone lives. It is painfully obvious to consumers that inflation is characterized by a continuing up- ward spiral of prices. In a capital-intensive industry like mining, those increases can be positively breathtaking. An interesting example is shown in Table 1. Table I shows that on a unit basis, the equivalent 1980 capital cost of Cuajone was over six times the cost of the adjacent and quite similar Toquepala operation completed in 1959. Such sobering statistics weigh heavily on the minds of executives who are contemplating major investments in new mining facilities. In spite of its monumental presence, inflation has usually been either inadequately covered or totally ignored in textbooks on engineering economy. The reasons for this are not entirely clear, but a contributing factor is the inherent difficulty in accurately predicting inflation. However, under certain conditions, inflation may become the most important factor in a mining investment, and it can rarely be safely ignored in capital investment analyses. DEFINING AND MEASURING INFLATION Defining inflation and related terms is relatively easy. Its measurement, how- ever, is the source of almost endless debate in economic and political circles. How- ever, much of that debate is not relevant to the scope of this book, so that only those issues which impact directly on the capital investment decision are covered in this section. Inflation is the general decline in the value of money as measured by what it will buy. It is clear, then, that the rate of inflation varies with the particular currency under consideration as well as the type of goods and services being purchased. UNTIL VERY RECENTLY the flotation process has not found much application in the treatment of gold ores. No appreciable improvement has been made lately in the technology of this application; but the possibilities of flotation have been more fully appreciated. Excellent results were obtained long ago, but few operators paid much attention to them. For instance, in 1915 extensive experiments were carried out by Mr. Beauchamp and Minerals Separation on ores from the Dutch-Sweeney mine near Jimtown, Calif. The ore contained gold-bearing pyrite and laboratory tests indicated a 10c. tailing on a $6 head. In 1918 a 300-ton flotation mill using Minerals Separation machines was built based on the results obtained. However, when the mill began full-scale operation, mill heads did not come up to expectation, being only $4; also the-tonnage was considerably less than had been expected. Flotation mill tailing assayed 15c., indicating a recovery of over 96 per cent, so that excellent metallurgical results were obtained. The operation was a success but the patient died.

A program of exploration for radioactive deposits, conducted in 1945 in the well-known mineralized areas of the Front Range, Colorado, was rewarded with the discovery of pitchblende in a dump at Caribou Hill. The presence of pitchblende in. the silver veins at depth apparently is not expressed as gamma-ray anomalies at the surface.

WHEN an Alaskan prospector makes a new mineral discovery he stakes out his claims and then starts prospecting for a near-by landing field. This may be a convenient lake but more often it is a gravel bar along a river, where, by cutting off some brush and throwing the larger rocks to one side and then tying a flour sack to a pole, he may decoy some intrepid aviator into testing it gingerly with the wheels of his plane. It was only a few years ago that .the fence around the baseball park at Fairbanks, Alaska, was taken down so that planes could get in and out of the ball park without ripping off boards. Today the grandstand is lost among the modern hangars which line one side of a modern and busy airport. Planes come and go all during the day, and in summer, when there is no darkness, the night stillness is frequently broken by the hum of a motor overhead. Fairbanks is the hub of interior Alaska and from that hub airplanes radiate in all directions to mining camps large and small. An air industry of comparable size is based at the town of Anchorage, and in fact there are but few towns of more than 200 population in the Territory that do not have one or more planes based there.

Though liberality is not supposed to be a prominent trait of the Scottish character, Canada owes to a Scotchman, Sir Wm. Macdonald, more than to any other of its people, not only wise ideas, but pecuniary help towards extending education: and another Scotchman, in New York, has sumptuously housed under one roof three branches of the engineering fraternity, of which we are one. Having thus created us members of the same family—for the metaphorical meaning of house and kinship is identical—Mr. Carnegie expresses more emphatically than even he could in words, that, by aff'ording facilities for closest intercourse, he invites the mechanical, electrical and mining engineers to participate in the freest interchange of idea and experience, and to correlate and combine the results of their studies and activities; and, being members of the same household, to banish reserve and secrecy. And now we, the members of the American Institute of Mining Engineers, meet as though we were at home in a neighboring country. For whether we meet in Canada, in England, or elsewhere, the Institute is always received as though no political or geographical divisions separated its members from those of congenial associations in the land of its host. In truth, the title which we have assumed claims for the sphere of our activities the whole American continent, regardless of such trifling details as boundary-lines. The fact that we meet to communicate each other's experience, to discuss our difficulties, and to seek each other's aid in solving the intricate problems that so often present themselves in the course of our professional life, is an acknowledgment of our individual helplessness; and therefore an argument for united effort. But no effort can be of any value if there is an underlying suspicion

The 1970's have been considered a pivotal decade for the mineral industries. Undergraduate mineral engineering education is relevant to this theme; in particular, there are three interrelated problems: 1) The goals, and therefore the course requirements, of the under- graduate curricula are in question; 2) The unit costs of undergraduate education appear excessive to those who bear the charges; and 3) The present social ambience detrimentally affects the work attitudes and career motivation of both prospective and in-course students. Any discussion of these problems must bottom upon recognized national needs for minerals and a technologically sound minerals industry staffed by competent engineers, particularly at the exploration, development and production levels. Fortunately, these needs have been recognized and to some extent quantified, and they are even now under further intensive study by some of the most competent members of society and the profession.

THIS paper shows that volume stability, low porosity and decreased pyroplasticity are desirable for blast-furnace linings, particularly for the hearth. It shows further that a hot load test is a valuable means of testing the fusion or softening behavior of a refractory at operating temperatures. The effect of carbon monoxide on commercial blast-furnace refractories in their as-received condition and after refiring is reported, showing that many commercial blast-furnace refractories disintegrate badly but that refiring decreases the effect and certain special refractories are now available which are almost free of the tendency. FACTORS AFFECTING CHOICE OF REFRACTORIES If one were to depend entirely upon experience or trial in the selection of clay refractories, the solution of a problem would be a slow process. Furnace campaigns are so long and attended by so many variables that it is difficult to draw fine distinctions within a reasonable period of time in regard to the quality of refractories used. It could be said, of course, that if service results do not yield the proper information for intelligent choice, there is no difference in the quality of brick being considered, but this is not necessarily true. Conventional ceramic tests are designed to give the ceramic engineer information as to the refractoriness and firing temperature, which he in turn interprets in terms of volume stability, ability to withstand load at high temperature (pyroplasticity), permeability, chemical stability and resistance to the action of slag. In most refractory applications several of these factors are involved. In a particular instance, one requirement may be predominant, while in others some other factors may be of primary importance. In this country, clay refractories are generally made from mixtures of plastic and flint fire clays. The process of firing a clay refractory is one of slowly melting the constituents, and during this operation its porosity is gradually reduced. The process is arrested, of course, in its incipient stages and the progress is determined by measuring slight changes in. porosity, volume, bulk gravity, etc., that have taken place. Often the temperatures to which clay refractories are exposed in service are higher than those employed in their firing. However, if the manufacturer were to fire them at such high temperatures the brick would distort. Therefore it would be difficult for the manufacturer to fire all of his clay refractories to temperatures . at which they are to be used, although in many cases it would be desirable from the user's point of view if he would do so. The porosity of clay refractories decreases by firing, to a minimum limit, after which a further increase in the temperature causes expansion in certain clay constituents and bloating in others. -Both may occur in the same refractory containing two such clays.
