Levi Holbrook was born in Westboro, Mass., March 7, 1836. He was a descendant of John Holbrook, who came from England in 1660 and settled in the Massachusetts Bay Colony. Mr. Holbrook was prepared for college at Williston Seminary, East-hampton, Mass., and after one year spent in the West, he entered Yale. He was a, member of Phi Beta Kappa and of Linonia. During the six months following his graduation he was in Boston, under medical treatment for his cyes; then he took a horseback trip across the Rocky Mountains to the Columbia River and back, and resided in Danville, Va., for a time. From 1860 to 1863, as his eyes permitted, he was a student of modern languages and literature in Cambridge, Mass., part of the time being a resident graduate at Harvard University. Finally, however, he was obliged to abandon the idea of a literary life and from 1864 to 1867 he was engaged in financial business in Boston. The following year, he spent in New York, and then traveled for a year in Europe, Egypt and Asia Minor. In 1871, he returned to New York City. Mr. Holbrook was a member of the New England Historic Gcncalogical Society, the Society of Colonial Wars, and the Sons of the Revolution, was registrar general of the Order of the Founders and Patriots of America from 1915 to 1920, and had been governor of the New York society of that order. He was also a member of the American Fine Arts Society, the Order of the Cincinnati, the American Geographical Society (of which he was a councillor and secretary). and the Geographical Society of America. He joined the American Institute of Mining Engineers in 1878, and served as manager from 1895 to 1897. Mr. Holbrook died on July 26, 1922, from organic heart trouble, at his residence in Center Harbor, N. H. He was married Dec. 27, 1871, in Newark, N. Y., to Viola, daughter of John A, and Elizabeth (Failing)Vowers, who died on Sept. 10, less than six weeks after her husband. His two children, Clark Holbrook of Red Bank, N. J., and Mrs. Julian P. STUDIES of the kinetics of precipitation in binary alkali halide systems are of interest from a theoretical point of view, because of the possibility of controlling diffusion rates by additions of aliovalent impurities. This note reports some preliminary results of a study of the kinetics of precipitation of AgCl from supersaturated solid solutions of AgCl in NaCl containing trace amounts of divalent cation impurities. In their study of the system NaC1- AgC1, Stokes and Li1 derived the phase diagram containing a mis-cibility gap with a broad maximum at approximately 170°C. They found that single crystals quenched from above the miscibility gap and aged at various temperatures within the two-phase region gradually turned light blue, then cloudy white, and finally opaque. The rate of transformation depended markedly on the aging temperature. The light-blue color in the early stages of aging was interpreted to be the result of Rayleigh scattering from precipitated particles less than 0.1 µ in diameter. These qualitative observations have been confirmed by us. However, a more precise tool was needed in order to quantitatively follow the growth kinetics of the precipitate particles. Because of the suspected small size of the precipitate particles and for other reasons, small-angle X-ray scattering was thought to be a suitable technique for this study. Small-angle X-ray intensities scattered from powder specimens were recorded on a General Electric XRD-5 diffractometer using the four-slit geometry described by Neynaber, Brammer, and Beeman.2 The slits were 0.08 mm wide by 10.00 mm high. It was found that, with very careful alignment, meaningful data could be obtained to within 3 min from the middle of the direct beam. Chromium radiation (?Ka = 2.29Å) was used in order to spread the scattered intensity to a relatively high angle, as indicated by Eq. [1]. The account of oil and gas production in Tennessee, and of the geological factors related to such production, as given by the writer' a few years ago needs to be supplemented by brief statements as to production and development to bring it up to date. Activity in searching for favorable geological structures or in drilling given areas has never been comparable to the intensive work done in states of large production. It is not possible, therefore, to prepare a statement giving the details that may be readily available in such states, but instead one must be content with more general statements. In the past 10 or 12 years there has been a moderate amount of drilling for both oil and gas widely scattered over the state. Of much of this there is no available record. Morgan, Clay, Scott and Pickett counties have had more oil-drilling activity than any other counties, and likewise they have had almost all of the oil production. In Scott and Morgan counties production centers about Sunbright and Glenmary, the oil coming from the St. Louis limestone at a depth of 1200 to 1500 ft. Wells usually are small but generally hold up well. In Clay, Pickett, Fentress, Overton, Macon and Sumner counties there is a large area in which there are many small structural domes, some of which have been drilled. Wells vary from a few barrels to several hundred flush production and last for some years. The oil comes from porous weathered zones, mostly in the Trenton division of the Ordovician, though some comes from lower horizons beneath one or more bentonite beds that serve as horizon markers and are known as the "pencil cave." Wells recently drilled in the Central Basin and in the Western Highland Rim have been dry or have had only shows of oil. The horizons tested are also usually Ordovician in the Central Basin and usually either Ordovician or Mississippian; occasionally also Devonian on the Highland Rim. In the Gulf Embayment area of West Tennessee there has been but little activity. MINING taxation is a subject which bears definitely upon-the welfare of the mining indus-try. Every government must have a revenue but that revenue should be raised in such a way as to hamper as little as possible legitimate enterprise or industry. A mining tax should be fair, and one which appeals to the natural sense of justice. Our present system is a tax on net- profits after all expenses are met. On profits in excess of $10,000 the Mining Tax Act takes three per cent., one-half of which goes to the Govern-ment and one-half to the municipality in which the mines are situated, to meet local needs for roads, schools, etc. On profits from one to five million dollars", the tax is five per cent.; over five million, six per cent., and so on. The first $10,000 profit is exempt. The result is that if a mine is worked at a loss, it pays no tax at all; if it makes a small profit, it pays a small tax; if profits are large, the tax increases accordingly. It is difficult to imagine a fairer or less onerous method of taxation, or one better adapted to meet fluctuating conditions from year to year as profits rise or fall. A just and fair tax should be levied on profits, never on capital. There is, one branch of the mining industry upon which is levied a higher tax than upon other branches, namely, the nickel industry. I see no good reason why any branch of the mining industry should be discrim-inated against on a profits tax basis. A mining tax should not discourage development. The present tax meets this requirement. In the early years of a mine, when it is all outgo and no income, the mine pays no tax. Not until it reaches a productive and. profitable stage does the tax take effect, and then the mine can afford to pay it. Further, a tax on profits does not operate against the opening up of low-grade deposits, or those in which the chance of success is to a certain extent speculative.

The peculiar conditions under which lead and silver ores are now smelted in Salt Lake Valley, Utah, render it advantageous to make slags that are siliceous and carry a high percentage of lime. The ores treated come from Utah, Idaho, Montana, and Nevada; nine-tenths coming from Utah. These ores are siliceous, and contain but little fluxing material; the iron present scarcely sufficing for the sulphur and arsenic. Formerly ores high in iron were furnished from Cottonwood Canons, but this supply is meagre. The ores from Idaho, Montana, and Nevada are high grade galenas, more or less impure. They generally require a large amount of iron for the sulphur, arsenic, and antimony. In the winter and spring of 1880—'81, we were treating at the Germania Works principally Bingham Canon lead ores and silver ores from Tintic. The former contained 15 to 30 per cent. silica, and only 4 to 5 per cent. iron (generally as iron pyrites); they ranged high in lead and low in silver, and carried more or less alumina; the lead was present chiefly as carbonate. The silver ores from Tintic contained sulphides, and ran as high as 80 per cent. silica. We had been running on a slag approximating 40 per cent. FeO, 20 per cent. CaO, 10 per cent. other bases, and 30 per cent. SiO2, which had heretofore been very satisfactory; but with the class of ores then coming in it was of the utmost advantage to use less iron and more lime, especially as the iron ore (50-55 per cent. iron and 5-7 per cent. silica) cost four times as much as the limestone (50-55 per cent. lime, 3-5 per cent. silica). The large amount of alumina in the slag influenced them for the worse; the addition of lime to the charge helped them, and after many experiments regarding the proportion of FeO, CaO, and SiO2, a slag approximating 35 per cent. FeO, 25 per cent. CaO, 5 per cent. other bases, and 35 per cent. SiO2 seemed to answer

THE increased demand for titanium alloys with improved high-temperature creep strengths has stimulated interest in silicon as an alloying addition to titanium. Silicon is a potent solid-solution strength-ener and, if added in sufficient concentration and properly heat-treated, can also dispersion-strengthen titanium by eutectoid decomposition.' However, better understanding of the nature and distribution of the resulting silicide dispersion in more highly alloyed titanium matrices is necessary for the development of useful titanium alloys which utilize the latter strengthening mechanism. This note describes the chemical and crystallographic characteristics of the silicide phase as it occurs in a typical high-temperature near-a titanium alloy matrix. Several Ti-6A1-3Sn-3Zr a11oys containing various amounts of silicon ranging from 0.1 to 1.0 pct were melted as 10- to 20-lb ingots and processed into 1/2-in.-diam bar stock. The microstructures of specimens annealed at various temperatures were conveniently summarized by the (Ti-6Al-3Sn-3Zr)-Si pseudobinary phase diagram illustrated in Fig. 1. Comparison with the Ti-Si equilibrium diagram indicates the substitutional solutes (Al-Sn-Zr) increase the eutectoid temperature and decrease the a terminal solubility. Annealing at temperatures sufficiently high to dissolve the silicon in a ß solid solution and cooling rapidly enough to preclude coarsening generally produced a uniform dispersion of fine silicide particles, whereas annealing at temperatures near but below the ß transus produced relatively coarse silicide particles. Annealing in the limited a, plus 3 region produced a duplex coarse and fine silicide array. Several a-annealed specimens were examined by X-ray diffraction to determine the crystallographic identity of the precipitate phase. Copper Ka X-ray diffraction patterns of bulk specimens which contained 0.5 and 0.8 pct Si were virtually identical to that of the silicon-free Ti-6Al-3Sn-3Zr base alloy except for a slight shift in some of the high-angle diffraction lines. Apparently the silicide volume fraction was too low to be detected in bulk specimens. X-

Discussion of the paper of Reno H. Sales, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 80, August, 1913, pp. 1524 to 1626. L. C. GRATON, Cambridge, Mass.:-It has been my privilege to read with some care Mr. Sales's paper, and I feel it a sense of duty and a pleasure to discuss it briefly. After two months spent underground in the Butte mines by my associates-Messrs. Augustus Locke, A. M. Bateman, and E. H. Perry-and myself, it seems only fair to record our appreciation of the almost baffling structural complexity of the Butte veins, of the remarkable accuracy with which their mechanical details have been worked out, and of the unusually effective and intelligent use of geologic conceptions in interpreting their subtler characters and significance. During this period, under the courteous and helpful guidance of either Mr. Sales, the members of his staff, or the geologists of other companies, we have been afforded opportunity to test many of the conclusions embodied in the present paper, and it is but just to state that as our observations have accumulated sufficiently the great majority of these conclusions have received unquestioned confirmation in our minds. The pleasure consists in realization that the science of mining geology, to which so many of us have devoted ourselves, actually embraces the possibilities that this paper exhibits. The science of geology has been favored by many brilliant contributions of general nature, and by a smaller number of studies remarkable because of their detail and precision. I know, however, of no other piece of work like this, which, including Mr. Winchell's administration, virtually represents the combined results of over 15 years of work by a staff of trained geologists in a district which measures not much more from end to end than it now does from top to bottom. That this concentration of effort and observation has been required, and that it has been repaid by the results attained, are plentifully evident in Mr. Sales's paper. If one were inclined to doubt this after perusal of the text, surely he would be convinced by the maps and sections, several of which, I venture to say, are unapproached in detail and accuracy by anything attempted before.

By rapidly quenching Ag-Pt alloys from the melt, a continuous series of solid solutions has been obtained. At equilibrium''2 these fcc elements form a peritectic system, Fig. 1. Weighed amounts of silver and platinum powder (325 mesh, purity greater than 99.9 pct) were mixed for 24 to 120 hr, pressed into compacts, sintered at 1000°C in a hydrogen atmosphere for at least 16 hr, and then furnace-cooled. Because of the difficulty in achieving homogeneity in alloys containing more than about 40 at. pct Pt, the sintered compacts were induction-melted under hydrogen in alumina crucibles and then cold-rolled into wires. Small amounts ("30 mg) of alloys cut from various sections of the sintered compacts or rolled wires were heated to at least 50' ~ above the liquidus in an alumina insert held within an induction-heated graphite crucible; then the molten alloy was ejected by a blast of helium onto a lightly polished copper strip held on the inner periphery of a rotating wheel. The flakes thus obtained were typically 1 sq mm in area or often slightly larger for the silver-rich alloys. X-ray diffraction patterns were obtained with nickel-filtered copper K radiation in a 114.6-mm-diam Debye-Scherrer camera with rotated specimens. Lattice parameters and associated uncertainties were estimated from extrapolations against the Nelson-Riley function. High-angle lines were always resolved and spacings were computed relative to r(CuKa!,) = 1.540508 The details of these techniques have been discussed previously.s'6 Lattice parameters of the solid solutions are plotted in Fig. 2, together with the data of Schneider and Esch,' Johansson and Linde,' and Novikova and pudnitskii. Each of the present lattice spacings represents two or more independent determinations. The alloys were homogeneous within 2 at. pct of nominal composition as estimated from the uncertainties in the lattice spacings. Many of the mechanisms involved in the achievement of metastable solid solutions by rapidly quenching from the melt have been previously discussed. There is some evidence" that such solid solubility cannot be obtained when the liquid alloys are cooled

The Jeffrey Company Opens Branch in Seattle The Jeffrey Manufacturing Co. of Columbus, Ohio, announces the re-opening of its Northwestern Branch Office at Seattle, Wash., and the appointment of Mr. Percy E. Wright, Consulting Mechanical Engineer, as District Manager for Oregon, Washington, Alaska, British Columbia and Alberta. Mr. Wright, who has been in the Northwest since 1910, and whose connection with the Jeffrey company dates back to 1902, has' had a wide and varied experience and training in the handling of the Jeffrey line which will enable him to be of great assistance to customers in solving their elevating, conveying and transmission problems. Trade Catalogs To a majority of the public, the name 'DuPont suggests military powder-munitions of war. The DuPont Products Book A-430 (April, 1916) lists 251 distinct commodities made. and sold by this company, many of which are far removed from destructive work. Mining men are fully cognizant of the need for explosives in constructive work, but they may be surprised to know that side by side with the powder and dynamite this company manufactures such peaceful articles as substitute leather, combs and collar buttons. The substitute for leather is Fabrikoid, varying in weight from a quality light enough for bookbinding to one heavy enough for trunks and automobiles, and the combs and collar buttons (with scores of other articles) are made from Pyralin. The book also contains a long list of chemicals, and a shorter list of special products and miscellaneous materials such as charcoal, wood flour and saltpeter. The Jeffrey Manufacturing Co. of Columbus, Ohio, making elevating, conveying, crushing, screening and power transmission machinery, has just issued its. latest Bulletin, No. 177, :featuring self-propelling wagon and truck loaders for handling crushed stone, sand, gravel, clinker, coke, etc. These machines are described as having a capacity of 1 to 1 ½ cu. yd. of material per minute, with power to load crushed stone maximum size pieces through 3 ½ -in. ring and to load trucks or wagons in 3 or 4 min. The self-propelling device is designed to enable one man to operate the loader as it is fed into the pile, and to move the machine about under its own power.

THE most unsatisfactory occurrences in the experience of a manufacturer are those from which he suffers damage and learns nothing useful. That there are such incidents, and that they occur with annoying frequency, is unfortunately true. An accident which can be understood and explained always carries some consolation with it. However bad the copnsequencee, one finds comfort in reflecting that they might have been worse, and that the knowledge of how to avert a more disastrous calamity from the same cause is worth what it cost. But when an accident occurs, which remains unexplained after anxious days of investigation and sleepless nights of reflection, and which is as liable to occur twice or twenty times, as once, very little satisfaction of any kind can be extracted from it by the most philosophical victim. Three such incidents have come under my notice in one establishment. Fortunately none of them were attended with very serious consequences, as no one was hurt, and the damage to property was slight; but in each instance, loss of life and great destruction were escaped by so narrow a margin as to make them extremely disquieting. I have recorded them in the hope, that from the experience of others maybe gained what my own careful investigations have failed to reach-—satisfactory explanations. The first of these curious occurrences was the bunting of a 16-inch pipe carrying air under a compression of about 1 pound. The pipe was made of light galvanized iron with soldered seams. Into it a rotary fan-blower delivered air, and from it smaller pipes were carried to the furnaces. The blower was run continuously. Neither the main pipe nor its branches had any connection with the gas conduits. Both air- and gas-pipes delivered into the furnaces; but although the gas was under much higher compression than the air, there appeared to be no good reason why, having free escape in case of leakage, it should ever make its way back into the air-pipe. A method using computer techniques is described for the comparative evaluation of truck performance over any given haul road using readily obtainable manufacturers' data. An additional computer program is utilized to calculate individual cycle times for each truck and shovel combination, fleet requirements for any desired production rate, and to estimate comparative costs. The introduction of a large number of variables into the program permits management to determine the critical system factors having the greatest bearing on costs. Thus, the method described can be used not only for analysis of needs for a new surface mine but for cost improvement in existing mines where changes in truck and shovel operations are contemplated. The systems analysis approach to the solution of problems in the mining industry is gaining in industry acceptance. This is a logical development in view of the fact that a mine constitutes one of the most dynamic systems of production. In contrast with a manufacturing plant, situated in a location selected through choice and utilizing a regulated source of quality controlled raw materials, the miner must go where the ore is and he is faced with ever changing physical conditions. He is subjected to the vagaries of nature, and he can never mine the same ore twice. What is systems engineering? There seems to be no concise and universally accepted definition of the term and its meaning is still fairly local. It deals largely with trade-offs of subsystem characteristics to achieve some desired result in an overall system. This concept of suboptimization can be explained by an example. If the objective of a mining company is to produce a certain quality ore at minimum cost, the optimum operation is not achieved by minimizing all costs, since all phases of mining are interrelated. Reduction of blasting costs might well increase loading, hauling, and crushing costs out of proportion to the resulting saving in explosives. Hence tradeoffs are necessary. It is evident then that an optimum system is achieved through a blending of suboptimal components which taken together yield the desired result. An etching technique.has been used to investigate the dislocation structure of deformed @-brass single crystals. Isolated single ended pileups have been observed, and it is shown that, in certain cases, the configurations of such pileups agree with theoretical predictions. Many discrete pileups within heavily deformed regions have also been detected and the influence of surrounding dislocations on these groups are reported and discussed. Divergences between the experimental and theoretical spacings in the isolated pileups and the origin of the stress maintaining the pileups are discussed. THE spatial configuration of a linear array of identical dislocations has been evaluated theoretically by Eshelby, Frank, and Nabarro.' Of particular interest is the equilibrium spacing of a series of dislocations under a uniform shear sti-ess when the leading dislocation is held fixed in the lattice; such an array is termed a single ended pileup. Eshelby, Frank, and Nabarro' found that an explicit analytical solution to the problem of n dislocations in a pileup is not possible, but they were able to derive approximate formulae applicable under various limiting conditions. An alternative method of determining the equilibrium configuration was proposed by Leibfried and Leibfried and Haasen in which the discrete dislocations are replaced by a continuous dislocation density. This technique was used by Head and Louat to solve in first approximation, a number of problems of particular interest, eg., single and double ended pileups. Head has also solved numerically a number of specific configurations involving up to six dislocations. Recently Kuhlmann-Wilsdorf has obtained numerical solutions for single-ended pileups containing between three and seventy dislocations, thus making possible a comparison between appropriate experimental results and accurate theoretical values. The considerable use of the pileup concept in theories of plastic flow has stimulated a number of attempts to observe such arrays experimentally. There is of course considerable intrinsic value in revealing an isolated pileup because a direct check on the elastic theory of dislocations then becomes possible. The only technique generally applicable for studying pileups in bulk metal specimens is selective etching of the point of emergence of individual dislocations. Ore broken at the mine or quarry face generally is loaded by power shovels into large trucks or rail cars and hauled to a primary crushing plant where it is reduced to a more workable size for ease in handling. The primary crushing plant is customarily located as close as possible to the center of gravity of the ore body and the projected limits of the mine pit to minimize the cost of hauling and to increase safety from flying rock as a result of blasting operations. A belt conveyor is used to transport the crushed product to a nearby ore treatment plant or, should this plant be located some distance away, the ore is loaded directly into cars and hauled by rail. Between trips the crusher product is accumulated in bins or stock piles. In all open pit mining and quarrying operations, the power shovel, the transportation equipment, and the primary crushing plant should work as a team, complementing each other. When establishing the design and selecting the equipment for these closely integrated operations, capital and operating costs for each unit operation must be weighed to achieve an optimum balance. Rising labor costs have given impetus to the universal trend toward greater efficiency, higher speed and larger equipment, and higher degrees of automatic control. The result is that power shovels have increased in size, haulage trucks are larger and faster, and only coarse crushers with feed openings adequate to receive run-of-mine lumps of ore with a minimum of secondary blasting are selected for new installations. These coarse crushers also have large through-put capacities, even when adjusted to produce a 6- to 10-in. size of product, thus making it possible to use a single stage of coarse crushing at the average mine. The use of a single crusher results in a compact crushing plant layout consisting of a dumping pocket for receiving loads of run-of-mine ore, a coarse crusher followed by a surge chamber for the crushed product, and a feeder to withdraw the ore at a uniform rate to deposit it on a belt conveyor. During 1937 the Russian oil industry made very satisfactory progress in its exploration branch and added considerably to its proven reserves in the older producing districts, while several entirely new potential areas were opened for development by discovery wildcats. The exploitation of known fields, however, suffered greatly from internal political difficulties, referred to as "sabotage," and was also seriously handicapped by the requirements for national defense under the duress of a grave international situation. More particularly, the necessity for preparing for a major war resulted during 1937 in short-rationing of the oil industry in its iron, steel and rubber requirements, affecting quantitatively drill pipe, casing, tubing and the rubber equipment of automobiles, and qualitatively much of the oil-field machinery for which it was either impossible or difficult to obtain iron or steel of required specifications, which necessitated manufacture of heavier and unwieldy equipment and caused directly and indirectly an unavoidable major curtailment of drilling operations below the planned footage. War-preparation measures during 1937 also required accumulation of a large gasoline reserve in the Vladivostok area and inasmuch as shipments from California can be made much more cheaply than from Caucasian refineries, either by tank cars across Siberia or by tankers via Suez Canal and Indian Ocean, some 2,000,000 bbl. of gasoline was imported from the United States in the past year, resulting in a decline of 46.98 per cent in net exports of all petroleum products from Russia below the 1936 net export volume, which is the lowest level since 1925. Production of crude oil during 1937 is estimated at 212,742,000 bbl. as compared with 202,543,700 bbl. produced in 1936, an increase of 5.04 per cent, but 11 per cent below the planned output. There were no major readjustments as to the source of crude-oil production, Baku district still accounting for the largest share; that, is, 77.21 per cent of the total. Exploration operations were outstandingly successful during the past year, major discoveries having been made on the Apsheron Peninsula, in Grozny and Maikop-Kuban districts, in Ural-Permian Basin, in Middle Volga-Samara district and other areas.

The phosphate ores mined in middle Tennessee typically consist of granular rock phosphate particles disseminated in a clayey matrix. In the TVA plant near Columbia, Tenn., the phosphate ore is mined, made into a slurry with the addition of a small amount of sodium hydroxide as dispersant, and treated in a hydroseparator to remove minus 10 micron material. The hydro-separator underflow, comprising a rough concentrate, is transported by pipeline to the plant; the hydro-separator overflow, comprising a tailing, is flocculated by addition of calcium sulphate and is discharged to settling ponds at a rate of about 1400 gpm. Sedimentation in the ponds produces a clarified efluent, which may be recycled for use as process water or discharged to surface drainage. This method of tailing treatment is not entirely satisfactory since poor sedimentation characteristics of the tailing result in poor ultimate utilization of pond storage volume. The sediment contains about 70 pct water, even after several years of settling, and is not sufficiently dry to permit it to be used as back-fill, which would provide a method for reclaiming ponds that had been filled with sediment. Since important advantages would result from a process whereby the water content of the tailing solids would be made substantially lower than that obtained in the present process, several possibilities of achiev- ing this were considered. Flocculation tests were made with a wide variety of chemicals, but none gave any improvement over the results obtained with calcium sulphate. Filtering or centrifuging was found to be infeasible. Small-scale tests of dewatering by electrophoresis showed promising results, so this method was studied further in pilot-plant equipment. It was found that the tailing could be dewatered by electrophoresis to produce the solids in a form suitable for use as back-fill. However, the de-watered tailing has no monetary value at present, and the process is not economically competitive with settling pond operation under present conditions. This paper describes the pilot-plant work on electrical dewatering. It is believed that the data may find application in dewatering physically similar but economically valuable materials such as clays or mill slimes, or in dewatering phosphate tailing in the event of increased settling pond costs

MOST of the bituminous and semibituminous coals of this country Will coke, and all of them yield, on carbonizing, more or less marketable gas and byproducts. We need, however, a finer distinction as between various grades of coking coals and between coals of different degrees of byproduct and gas-making possibilities. There is required by the consumer or the coal producer a dependable test to show whether a certain coal or mixture of coals will make coke of good commercial value for blast, furnace, foundry, water-gas, or domestic use; whether any difficulties in operation may arise from properties inherent in the coal; and whether gas and byproducts may be expected of good quality and in profitable quantity. For determining coke quality, the most dependable test is in actual run in an oven, but for byproducts a coal may better and more accurately be tested in the laboratory or in a miniature oven or retort. As to what are the most desirable qualities in blast-furnace coke, the furnace men themselves are not in complete agreement. Soiree desire a hard, well-burned, "hot" coke, and others get better results from a "greener," less hardened product that burns somewhat more readily in the furnace. But certain qualities of cell structure and porosity are commonly agreed upon as desirable. Information as to what kind of coke a certain coal may be made to yield is valuable in advance, whatever may be the consumer's ideas as to the particular kind most suitable to his needs. The question arises, Can we predict coking quality with any degree of satisfaction from a small-scale test? It used to be said that coals could not be tested satisfactorily on a laboratory scale either for the coke they would yield or-the byproducts. On account of the mystery with which the coking quality of -coal has been shrouded and the large determining influences that many believe are exerted by mass, pressure, and the passage of carbonaceous volatile matter through the coking material, it has seemed difficult to reproduce in the laboratory the exact conditions of commercial practice. When examining a coal property it is customary for the engineer to take channel samples at several coal faces. In doing so the extraneous matter, or partings, which can be removed by hand, or mechanically, with the facilities at hand, or proposed, is rejected. Where there is doubt concerning a stratum it is usually rejected from the main sample but part is taken for separate analysis. The samples are forwarded to a chemist for proximate analyses and determination of British thermal units, and, sometimes, ash fusion. Consideration is given all available commercial analyses but frequently the owner presents only the favorable ones. From the results thus obtained a general evaluation is made, monies are loaned or expended, markets are determined, and realization is estimated. In many instances, such grades are not substantiated and it is time we looked deeper for a basis which will prove more practical. Institute committees are working hard on analytic and use classifications and much valuable information has already been assembled and distributed. However, no single grade can be applied to any particular bed or region. Much study has been given the Pittsburgh No. 8 seam, yet that bed is subject to material differences in a single section;i. e., some strata of a face may differ from others in structure and analysis, particularly in sulfur content. From some localities it yields a good carbonization fuel, while in others it is chemically unfit for such use. Traveling south to the Logan, W. Va., field we find the Cedar Grove (Island Creek) seam a hard, gray splint coal., In the same field, and not far distant, the same bed changes, both structurally and chemically, and consists of excellent gas coal. In Illinois the moisture content of a bed may vary greatly in different localities. We have seen mines in which part of the coal is excellent for special purpose use but is spoiled by the product from another part of the same mine. Many other illustrations could be given but these are sufficient to show that application of any grading of coal must be distinctly local. IT is not possible to include in this paper, limited as it is in scope, the many diverse steps toward the reduction of mine accidents that are taken in the mines that produce the nation's coal. Every coal-producing state has enacted laws covering proper mining practices, and the major portion of these are directly related to the safety of the mine employees. The United States Bureau of Mines, the American Institute of Mining and Metallurgical Engineers, The American Mining Congress, a number of national, regional and state organizations, as well as the coal technical press, have covered time and time again all of the "do" and "don't" phases of mine operation that bear on the important question of mine and employee safety. Within the past 15 years The Union Pacific Coal Co. has attempted to put into practice in its mines in southern Wyoming these many good recommendations, finding some value in all, and yet, to secure substantial results, the management found it necessary to resort in the end to what might be referred to as "extra-territorial" methods. It is the writer's purpose to show in this paper that marked and even extraordinary betterment can be brought about when employer and employee work together with due sincerity. In presenting our own experience, one that has been duplicated in so far as results are concerned on numerous other properties, no theory of perfection of management exists; on the other hand, our organization feels that as long as our record of accidents remains as shown by even our latest and best performance we still have far to go. It is the writer's purpose to show in this paper that marked and even extraordinary betterment can be brought about when employer and employee work together with due sincerity. In presenting our own experience, one that has been duplicated in so far as results are concerned on numerous other properties, no theory of perfection of management exists; on the other hand, our organization feels that as long as our record of accidents remains as shown by even our latest and best performance we still have far to go.

Efficiency of industrial research and development depends on the ability of engineers and scientists to collect and present data to top management for decisions. In many cases, the data presented are so deceptive that management makes costly wrong decisions. Since management personnel often are selected on the basis of higher administrative quality than technical ability, it is the responsibility of the industrial scientist or research engineer to make certain that the data presented tell a completely ac- curate story of each industrial problem. It is rare that misleading data are deliberately presented, but when this is done, it is? of course, dishonest. The rise of deceptive data usually stems from the lack of knowledge of experimental design and statistical methods of analysis. Most of the better chemical engineering schools have recognized the need for courses in industrial experimentation and many of them offer complete courses at both graduate and un- dergrarluate levels. By contrast, many of the mining and metallurgical schools have not recognized the importance of industrial experimentation courses and some of them, in fact, do not allow credit toward a mining or metallurgical engineering degree for statistical courses even when taken as an elective. The sole purpose of this paper is to make a plea for mining and metallurgical schools to present required industrial. statistical courses for their graduates. It is true that fine industrial research has been accomplished in the past without the assistance of any statistical techniques. Industrial problems have also been solved without the use of digital or analog computers, electron microscopes or other modern conveniences. The fact remains, however, that the correct use of these modern tools tends to reduce the cost of research and to eliminate costly errors. A working knowledge of experimental design and statistical data analysis must simply be viewed as a valuable tool whose proper use will greatly reduce the cost of experimentation and minimize the cost of false conclusions. These statistical methods, however, simply cannot replace fundamental knowledge or, for that matter, "good horse sense". Nevertheless. an experimenter armed with fundamental knowledge and good horse sense but completely ignorant of elementary statistical techniques, may easily present his data in such a deceptive form to cause management to make incorrect decisions.

The technical papers of the last few years give numerous in stances of serious failures by cracking or rupture of soft steel boiler plates, marly of which have satisfactorily passed the rigid inspection and tests required by both Lloyds' Register and the Board of Trade in England. I speak of the inspecting department of Lloyds' and the Board of Trade, for we do not begin to have as systematic and intelligent work regularly done in this country as is done by these institutions in England. Tension-tests of this steel have given from 65,000 to 65,000 pounds per square inch tensile strength, with from 20 to 30 per cent. elongation in 8 inches. Chemical analyses have shown the steel to contain from 0.12 to 0.15 per cent. carbon, from 0.25 to 0.40 per cent. manganese, and from 0.03 to 0.05 per cent. phosphorus. All of these tests are considered normal, and, in the words of one of our members, " boiler-plates with these qualities ought not to fail." There are, however, several causes of failure in soft steel plates which, although the writer does not presume to ascribe to then], or either of them, any particular instance, are still dangerous, and ought to be guarded against much more carefully than in usual present practice. These causes are: 1. The hardening property of all steel. 2. Insufficient work from the ingot to the finished plates. 3. Temporary fiber in certain steels. 4. Internal strains caused by unequal work upon the material. Hardening.-The writer, in a paper read before the Institute in October, 1883," made the statement that soft .steel, no matter how low in carbon, would harden to a certain extent upon being heated red-hot and plunged into water, and that it hardened more when plunged into brine and less when quenched in oil, and gave the results of one experiment, merely as an illustration of many which had all confirmed the statement made. The illustration was a heat of open-hearth steel made by the . writer, of 0.15 per cent. carbon and 0.29 per cent. of manganese, which gave (he following results upon test-pieces from the same 1/4-thick plate.
