THE distinction btween price reduction as a re-sult of lowering of production cost and price re-duction through unrestricted competition cannot be made too clear, because they are often interwoven in actual experience. Take the whole population of a town whose principal industry is shoe manufacturing as a concrete example. If the manufacturer is able to cut his price per pair in half because he has found out how to make a pair at half the cost, he will com-monly let a number of his men go, because reduction in production cost usually results from substituting cheap mechanical energy for expensive human energy. These people will normally find other employment. The workmen who remain employed usually earn more in dollars than they did before, and in spending it give employment where there was less before. Mining companies that initiate considerable enter-prises in foreign lands where the economic level is low, and where most of the people are busily but in-efficiently engaged in raising enough food to support themselves and their families, often find themselves confronted with an acute labor problem. If any con-siderable number of workers leave the land to work in and about the mines, those left on the land cannot raise enough food to keep them all unless they are taught better methods of agriculture and provided with equipment that will enable them to produce more with less expenditure of effort. Add to this the fact that managers commonly find that the "natives," as our British cousins designate them, usually need more food and a better balanced diet than they have been accustomed to in order to show anything above the lowest order of efficiency in industrial work,. and it is clear that to make a new industry possible in what may be termed an economic province involves increas-ing the productivity, not only of those who are em-ployed in it, but of the whole social group. It has already been pointed out that the employ-ment of large numbers of men in automobile manu-facture is only possible because the others have in-creased their productivity enough to turn out every-thing else that is needed without the help of the auto-mobile workers.

It has been suggested by a number of people that it would be worth while for some one to attempt to summarize or condense the proceedings of this symposium. This task has fallen to me as organizer and co-chairman. Its difficulty will be appreciated by anyone who attempts to read the whole proceedings. It is therefore with trepidation that I offer the following digest. In recent years there has been a renewal of interest in America on this subject of the cohesive strength of materials, and a growing appreciation of the need for a better theory of cohesion failure. The theories of elastic action and plastic action are well developed, particularly the former. The theory of plastic action is still in the course of development, but it is well along. Plastic action is terminated by cohesion failure and what is needed is a theory that will tell us when to expect the cohesion failure. In the past it has generally been assumed that cohesion failure will occur when a critical value of the maximum tensile stress has been reached. Many experiments have shown that this is not strictly true, and this symposium concerns itself with the failures of this simple hypothesis, and with the efforts that have been made to devise a more satisfactory theory. The most active contributor in recent years to knowledge in this field is Dr. McAdam, and he was asked to open the symposium with a summary or condensation of his papers and views. Undoubtedly it is presumptuous to attempt a still greater condensation, but perhaps it will be useful, because even his contribution to this symposium contains no summary, no concise statement of just what his contribution has been. Zinc, in its wrought form, is produced commercially in rolled strip, sheet, wire, rod and tubing. Wire has been made periodically, but due to the fact that slight drafts are necessary, the cost of production is greater than for the more common non-ferrous metals which are made into wire. Notwithstanding the cost, zinc wire has certain special uses for which it is particularly adaptable. Rod has been made both by rolling and extrusion; the product, however, has not indicated great commercial value. Tubing has been made from strip from time to time by forming a strip around a mandrel and either electrically or gas-welding a longitudinal joint. Recently a tube manufacturer has succeeded in making a fair quantity of this material. Its commercial adaptability is still to be dctcrmined but anyone who desires it can obtain quantities of the smaller sizes. Inasmuch as strip and sheet are commercially the most important, this paper will be devoted to these products. In the broader sense, zinc is not alloyed. That is, there are no combinations comparable to the various copper, aluminum and nickel alloys. It has been recognized for some time that the lead and cadmium occurring with commercial zinc have some effect on its properties and such alloys as may be said to exist are those made from zincs containing varying amounts of lead and cadmium with a relatively low iron content. The foreign rolled zinc will analyze higher in lead than the domestic grades. A representative foreign analysis will run 1.1 per cent. lead, 0.07 per cent. cadmium and 0.02 per cent. iron. The American grades vary from zinc approximating high grade and analyzing 0.08 per cent, lead, 0.002 per cent. cadmium and 0.015 per cent. iron, to the lower grades in which the lead will vary from 0.3 to 1.0 per cent., cadmium from 0.10 to 0.5 per cent. and the iron in the neighborhood of 0.02 percent. THE thermal expansion of pure beryllium was first investigated by Hidnert and Sweeneyl in 1925 on a single cast specimen stated to be of 98.9 pct purity. A study of the coefficients of expansion by X-ray methods has recently been made by P. Gordon' on powder obtained from the Brush Beryllium Co. assaying 97 wt pct beryllium with about 2 wt pct oxygen as an impurity. The present work pertains to about the highest purity metal obtainable from the Brush Beryllium Co. This metal was in the form of lumps which were remelted and cast in a high-vacuum induction furnace. Expansion data in this paper deal with beryllium extruded into bars of rectangular cross-section 4x1/2 in. and the anisotropic expansivity of a large cast single crystal. Analysis of the cast metal after extrusion indicated a beryllium assay of 99.28 pct. Impurities were 0.170 pct Fe, 0.140 pct Al, 0.014 pct Mg, 0.086 pct Si, 0.020 pct Cu, 0.020 pct Mn, 0.007 pct Ni, 0.007 pct Ca, 0.080 pct C, 0.179 pct 0, (as BeO). Part I—Extruded Metal Thermal expansion measurements were obtained with a fused quartz-tube differential type dilatom-eter3 on specimens cut from the extruded sections in longitudinal and transverse directions. Specimens were machined to a diameter of 0.250 in. and a length of 3.000 in. One sample from each direction was vacuum annealed for 1 hr at 800°C. The dilatometer tube was placed in a vertical tube furnace having a uniform temperature zone which was twice the length of the sample. Average time for a complete thermal cycle to 500°C was 18 hr. Temperatures were observed with two chromel-alumel thermocouples attached to the sample about 1 M in. apart. The accuracy of temperature measure-ment was ± 0.25°C. An argon gas atmosphere sur-rounded the specimen to prevent oxidation of the beryllium. Samples were identified as shown in table I. D. R. MITCHELL*—The Chairman mentioned that we have had many papers on cleaning of fine coal and treatment of wash water solids. There are, of course, two reasons for that. One is that we have legislation, particularly in the east. that is making us go into these things whether we want to or not. It just so happens at the present time that I have four plants that are going up under my general direction, three new and one rehabilitation job, and in all of them, we have these problems. Therefore, I was very happy to be able to listen to these papers, because some of the things that are in them are going to help me solve some of the problems that I am facing. Of course, the second reason why we are concerned about fine coal recovery is the fact that coal has become a luxury item in a good many places, particularly in the anthracite region, so that we cannot afford to have it go to waste like we did in former years. There is a third minor reason, and that is that we are finding how to handle and use the extremely fine sizes that we did not know how to use in former years. Now, I have a couple of questions that I would like to ask. First, what are the maximum solids that you could have in a pulp going to one of these launder screens? I realize that it would be for anthracite. Second, of course the life of these screen surfaces is not very long— with brass or bronze, I believe it is a week, and with stainless steel, a month. Would it be possible to use screen surfaces like the Bixby-Zimmer round rod for the small sizes and possibly increase the life? Have you experimented with that? Another point that I would like to bring out, both in Mr. Parton's paper and in some of the others, in studying cyclones and any settling apparatus where we use orifices, the life of the orifices is very short, and that is a problem that still has to be solved. I DISAGREE with Mr. Brinsmade on several points, and I will discuss his remarks under the same six topics which he has used. 1. Rate of Interest Earned by Sinking-Fund.-I believe Mr. Brinsmade is confused in his ideas as to the effect of new gold on the interest earned on money. The flood of gold which he mentions certainly should not operate, to increase interest rates, but since it replaces and adds to liquid capital should reduce interest rates and counteract the destruction of liquid capital which he mentions. Furthermore, it is doubtful if the destruction of capital since 1897 by wars and catastrophes has been any greater in proportion than in similar periods before 1897. With regard to savings banks, I would say that only 3 per cent. is allowed on deposits through a large part of the West. As to bonds, they can be bought to yield any rate. of interest desired up to 6 per cent., but, a 5 per. cent. bond is not as safe as a 4 per cent. bond, nor a 4 per cent. bond as safe as a 3 per cent. government security. I do not understand why Mr. Brinsmade says that Mr. Denny's quoted opinion of a 3 per cent. rate is evidently based on English conditions before the Boer War. Certainly there is no reference to the Boer war or to English conditions in Mr. Denny's article. M. Howard Burnham, in his admirable work on mine valuation, says': ". For instance, redemption is taken at 3 per cent., because even 4 per cent. represents a greater risk, as is indicated by the purchase of Government paper to bear only 3 per cent., the great desideratum of the .latter being security." . Again, Mr. Burnham says:2 "The tables are calculated on the assumption that the dividends shall accumulate at 3 per cent. only, as in accordance with the general idea set out elsewhere, a rate greater than 3 per cent. involves appreciable risk with which it were inaccurate to saddle the sinking-fund if risks are to be segregated, this being the basis of all the writer's calculations."

A common method of classifying non-water- impounding mine waste structures is necessary to facilitate professional comnunications within the industry and between representatives of industry and government. Camnon classifications can a1 so he1 p quickly create and maintain a mental picture of the structures being discussed. Three categories for classification presented in this paper include: (1) configuration and location with respect to existing topography. (2) material characteristics of waste, and (3) environmental sensitivity or characteristic; of the disposal area. Configuration and location classification involve terminologies typically utilized for waste dumps over the past several years. General classification categories for non-impounding structures include: (a) valley-fill, (b) cross-valley, (c) side-hill, (d) ridge, and (e) heaped. Material characteristics can govern the location, engineering details, and environmental sensitivity of the waste structure. Material classification includes: (a) hazardous, (b) non-hazardous, (c) inert, (d) fugitive dust susceptible and (e) leachate susceptible. A1 though many characteristics are potentially applicable, this paper will focus on the categories mentioned above. Environmental sensitivity of a waste structure encompasses many objective and subjective evaluations plus many multi-disciplinary considerations. Environmental sensitivity incorporates numerous factors in addition to those highlighted in configuration and location, and material characteristic classifications. A few examples of how this categorization can govern the engineering design and location of waste dumps are provided in this paper. In addition to the verbal descriptions of classifications, a simplified version of the combined classifications with an alphanumeric format and its methodology is discussed in this paper. Surface water controls often govern the classification or vice versa. In order to maintain a non- impounding status, water must be prevented from collecting behind the structures. Depending on material characteristics, water inflow to or over the site can cause significant environmental or human consequences. Finally, the access of water to the waste dumps can play a large role in the degree of environmental sensitivity to the site. This paper provides a framework in which to discuss the other aspects of this conference and also provides insights as to how the framework is based on actual practice.

The use of coal-dust fired reverberatory furnaces, or indeed of rever-beratory furnaces of any description, was for the Canadian Copper Co. a matter of necessity, and not of choice. For 20 years smelting had been done in blast furnaces alone, and with the Herreshoff furnaces used prior to 1904 there was no trouble in treating fine ores. But little flue dust was produced, and this, following the time-honored custom, was wetted down and put back with the charge. Whether the flue dust really smelted, or whether it was worn out by being chased around in a circle, was a problem that troubled no one. With the installation of modern blast furnaces and high-pressure blowing engines, in 1904, flue dust commenced to assert itself. Evidently more dust was made than could be smelted, but so many vital. problems engaged our attention at that time that this minor question was pushed to one side. In 1906, the details of blast-furnace smelting and the conversion of matte had been worked out to a satisfactory conclusion, and the ever-increasing piles of flue dust and fine ore on the stock yard demanded serious consideration. Numerous experiments in sintering, briquetting, mixing with converter slag, forming blocks of flue dust with green-ore fines and cement, and so on, were undertaken. None of these showed much promise. Our problem was still further complicated by the question of treating converter slag. The ore was basic, the slag was not needed as a furnace flux, and it was felt that under these conditions the old method of pouring slag in molds and resmelting in the blast furnace was an unnecessary expense. If the converter slag could be settled in basic-lined reverberatory furnaces, in which at the same time flue dust and green-ore fines could be smelted, two problems might thus be solved. Reverberatory practice with our ores was, however, an unknown factor. As carried on in the West, on siliceous ores and concentrates, at least 25 per cent. of fuel was required, and even this ratio depended greatly

Geophysical methods of prospecting taken as a whole do not seem to offer much promise to a young man planning to enter them in the future. They have come to stay, to be sure, and they will continue in at least moderate use for a long time. Domestic use of those methods presumably is at a maximum at the present time. Geophysical prospecting is expensive; the effects of the law of diminishing returns in efficiency in finding prospects can already be recognized. Small oil companies, independent oil operators, and royalty buyers have been doing much geophysical work. But in face of the increasing costs of discovery of prospects and in face of the probably decreasing favorability of the prospects discovered, I expect to see a sharp drop in their use of geophysics within the next 10 years. The major oil companies and the larger small oil companies will continue to use geophysics indefinitely, but it seems doubtful whether the very extensive domestic campaigns of a few companies will be maintained for many years, certainly not for 10 years. The use of the geophysical methods in foreign countries has not yet reached its peak, and probaby will continue to increase for several years. That peak level of activity will probably be held for 10 years, although the site of maximum activity will shift from country to country; by the end of 25 years from now, I should expect the foreign use of the methods to have leveled off to one-fourth to one-half the peak level. Foreign service in geophysics does not seem to offer an attractive career, except for men of exceptional disposition. Young men just out of college, who are willing and who can afford to spend three or four years having a fling at adventure before settling down, will find it attractive, but when their tour of foreign service is over, they probably will have harder work finding a job than when they were seniors, and their foreign experience will count for little, except for further foreign service. A few men, mainly the higher men, will have headquarters at civilized or semi-civilized cities and towns or at permanent oil-company towns, and can

Isothermal transformation, or "aus-tempering," of a carbon-containing aus-tenite at elevated temperatures yields so-called "intermediate products." Their structure and properties are, for a given hardness, rather different from those of "tempered martensite" obtained on conventional quenching and tempering.' Several investigators2,3 have found that for high carbon and slightly alloyed steels the intermediate products formed at temperatures close to that of the martensite reaction possess strength properties superior to those of tempered martensite. The structure of these low temperature, intermediate products is generally acicular (bainite) but clearly different from that of martensite. However, at higher austempering temperatures, between 1000 and 1300°F (540 and 700°C) carbon steels were found to exhibit a rather low ductility.4,5 Thus notch bar tensile tests showed the ratio between notch strength and regular tensile strength to decrease with increasing austempering temperature. For ductilities below a few percent this notch strength ratio is a measure of ductility, according to investigations on low alloy steels.637 Furthermore the presence of intermediate products formed unintentionally on quenching was considered as responsible for the low ductility and impact energy of some heat treated steels,8 These intermediate products could result from partial transformation at the so-called "nose-temperature" where the rate of the transformation is a maximum. Tempering improved such mixtures of martensite and intermediate products, their properties approaching those of tempered martensite of equal hardness. The following investigation constitutes an attempt to determine certain strength properties of a partially austempered and subsequently quenched low alloy steel, namely, a chromium steel (SAE 5140) The structures formed by such a treatment should consist of a mixture of intermediate products formed on austempering and a martensite formed on oil quenching from the austempering temperature. It was intended, by varying the austempering time, to vary the quantity of the intermediate products between zero and 100 pct. The austempering temperature of 860°F was selected after extensive preliminary tests close to the nose-temperature. Austempering at this temperature yielded an acicular intermediate product. .Additional tests under less exacting conditions were made for an austempering temperature of 950°F where the intermediate product appeared to be very fine pearlite. Being on a visit to your great and prosperous country, and having been favored with an invitation to attend this meeting of your Institute, the author has been requested by your Secretary to give a short account of his invention of the " soaking-pit," which he has great pleasure in doing. The object of the soaking-pit is the rolling of steel ingots with their own initial heat, that is, to supply the missing link in that chain of metallurgical operations which Sir Henry Bessemer began in 1857, when he proved how it was possible to produce malleable iron or steel direct from the fluid cast-iron out of the blast-furnace, without any further direct use of fuel. The great Bessemer invention has revolutionized iron and steelmaking throughout the world; but it stopped short at producing the ingot, which, it was found, had afterwards to be heated in a furnace to enable it to be rolled or hammered; and it is only lately, twenty-five years after Mr. Bessemer's announcement, that the author of this paper has been able to show that furnacing can be dispensed with, and that it is practicable to roll a steel ingot into say a bloom, a rail, or a billet, with its own initial heat. It has no doubt suggested itself to many that there ought to be heat enough in the ingot just cast, for the purpose of rolling; and from time to time attempts have been made to utilize this heat; but such attempts always ending in failure, it became a settled opinion in the trade that it could not be done—an opinion which the author is aware that your late lamented countryman, Mr. Holley, than whom there was none more conversant with Bessemer steel-making, also entertained. But settled opinions sometimes prove to be great fallacies. As an instance, it is not many years since the opinion prevailed in the trade that steel ingots could not be rolled successfully, that is, so as to make good rails, unless they were first allowed to get quite cold, and afterwards heated. Size effects in quenching steel are particularly prominent and well recognized because of the existence of a critical cooling rate separating nuclea-tion and growth transformations, as exemplified by the formation of pearl-ite, from the shear type of transformation characterizing the martensite reaction. The absence of a similar, sharply demarcating cooling rate is characteristic of precipitation hardening systems and size effects in these are correspondingly less prominent. This paper is concerned with a size effect in high-purity, precipitation-hardenable alloys which appears not to have been recognized previously. This effect is believed to result from the thermal fluctuations which inevitably occur in quenching a specimen of finite size into a cooling liquid rather than from the existence of a critical cooling rate. QUENCHING "ANOMALIES" The precipitation hardening literature contains many references to so-called anomalous quenching and aging results. By "anomalous", investigators usually meant that their alloys did not consistently harden on aging after quenching according to some anticipated pnttern: not infrequently virtually no age hardening occurred with compositions known to be precipitation-hardenable. Perhaps the most prominent series of anomalies was reported over a 15-year period by Gayler and coworkers on aluminum-copper.l,2,3,4 Working with silver-rich copper alloy, Cohen5 secured some very interesting Rockwell F hardness changes of from 1-5 Rockwell points between the first peak and valley. Fink and Smith borrowed one of Cohen's specimens and, following his heat treatment and quenching practice to the letter, secured6 very different results in which only one peak was obtained and in which the hardness level at the aging lime of Cohen's first peak was 20 Rockwell F points higher. Fink and Van Horn7 encountered serious deviations in age-hardening high purity aluminum-zinc alloys. They stated that "the discrepancies were larger than might be expected from possible experimental errors in the Brinell readings." Geisler, Barrett and Mehl8 likewise encountered anomalous hardening results in aluminum-silver alloys, securing quite different age-hardening curves from two identical specimens. They stated that "the treatments of these samples had been the same, so that the different behaviors could be attributed only to accidental variations in the quenching practice."

Geophysical methods of prospecting taken as a whole do not seem to offer much promise to a young man planning to enter them in the future. They have come to stay, to be sure, and they will continue in at least moderate use for a long time. Domestic use of those methods presumably is at a maximum at the present time. Geophysical prospecting is expensive; the effects of the law of diminishing returns in efficiency in finding prospects can already be recognized. Small oil companies, independent oil operators, and royalty buyers have been doing much geophysical work. But in face of the increasing costs of discovery of prospects and in face of the probably decreasing favorability of the prospects discovered, I expect to see a sharp drop in their use of geophysics within the next 10 years. The major oil companies and the larger small oil companies will continue to use geophysics indefinitely, but it seems doubtful whether the very extensive domestic campaigns of a few companies will be maintained for many years, certainly not for 10 years. The use of the geophysical methods in foreign countries has not yet reached its peak, and probaby will continue to increase for several years. Kyanite, long known to occur in Georgia, did not excite coimmercial interest until about 1930. Investigation1 revealed two main types of deposits: (1) separate kyanite crystals embedded in mica schist; and (2) crystal aggregates of kyanite associated with quartz in small and very irregular veins. The second kind at first sight appeared to be the best source of supply. Large boulders or dornicks of kyanite with more or less quartz were found on the surface at many places throughout the Piedmont and Highland sections of the state, but prospecting failed to disclose a sizable vein. These dornicks seem to be a surface accumulation from small veins or lens-shaped masses not more than one or two feet thick, and with a horizontal extent of not more than a few feet. 'rile larger surface accumulation of kyanite dornicks, where not too badly stained by iron oxide, may prove to be marketable, but it is extremely doubtful whether a vein large enough to mine will ever be found. In 1932 deposits of the kyanite-mica schist were known to occur in two places northwest of Clarkesville, in Habersharn County. In 1934, at the request of and in cooperation with the Georgia Geological Survey, the United States Geological Survey made a thorough investigation2 of the deposits and found that the two known areas of kyanite-mica schist in Habershain County were but a part of an unsymmetrical, U-shaped belt (Fig. 1) with a western limb extending into Rabun County and somewhat longer than the eastern limb. The total length of the belt is about 30 miles. The width of outcrop ranges from 100 ft. to 1/4 mile or more. Deposits of kyanite-mica schist of very doubtful commercial importance were found in several other counties. Only the deposits of this kyanitc-mica schist belt in Habersham and Rabun counties will bc discussed in this paper. Geology The kyanite-mica schist of Habersham and Rabun counties occurs near the northern cdge of the Piedmont Upland in metamorphic rocks of pre-Cambrian age3. In the course of the examination, at the BureLu of Standards, of fusible tin boiler plugs for the Steamboat Inspection Service, it became evident that an investigation should be undcrtaken to determine the precautions necessary in the manufacture of acceptable plugs. The results of the tests of these plugs show that their manufacture has improved, though at present not all of the plugs tested are, satisfactory. Table 1 gives the result of tests of some 1500 plugs from about 100 makers. Records of the tests show that several of the makers were able to produce satisfactory plugs with every pouring. The Steamboat Inspection Service has the following specifications for fusible plugs: "Fusible plugs for use in boilers of steam vessels under the jurisdiction of the Steamboat Inspection Service shall be made of bronze casing with the bore tapering continuously and openly from end to end, and filled from end to end with tin not less than 99.7 per cent. pure and to contain not more than 0.1 per cent. of lead and not more than 0.1 per cent. of zinc. The small end of the bore may be countersunk not more than 1/32 in. in depth and width, but no recess, thread, or cavity other than this countersink shall be allowed." This chapter is written primarily from the standpoint of development of flotation processes for treatment of specific ores. However, most of the principles and techniques discussed are equally applicable to other forms of applied flotation research such as improvement of procedures in existing plants and development of new reagents or methods without reference to specific ores. Because it is not possible to cover this subject in detail here, much of the material presented is in the form of a guide to the literature, with emphasis on readily available, English language publications. Details are included only if considered to be widely applicable or not readily accessible in the literature. Related subjects which are covered elsewhere in this volume, such as flowsheet design and statistical techniques, are not emphasized in this chapter. The material presented is intended primarily for those familiar with the theory and practice of flotation, but with limited experience in applied flotation research. It may be of value to the experienced investigator as well, by calling to his attention some useful viewpoints or techniques that he may have overlooked. It has often been said that flotation is more of an art than a science. In- deed much of the knowledge of flotation behavior is empirical. However, the unsystematic, artisan approach to flotation problems results only in an ac- cumulation of unrelated data. Like any other physical or chemical process, flotation is amenable to investigation by systematic experimental methods. The experiments should be based, as far as possible, on an understanding of the natural laws that govern the process and on good experimental procedures. SAMPLING OF A DEPOSIT In working out a flotation process for a mineral deposit, no step is more important than that of obtaining a suitable sample or samples. Experimental procedures cannot compensate for the lack of a representative sample. Methods of sampling a deposit have been published elsewhere,l-4 but a few points are of special importance from the standpoint of flotation. First, the sample should be representative of the deposit, not only in respect to chemical composition, but also in respect to mineralogical composition and degree of dissemination of the valuable minerals.
