Copper production has been under Government scrutiny for many years because it's known as a concentrated industry which in turn creates what many economists label administrative prices. Neither of these conditions is illegitimate, per se, the Federal Trade Commission and the Justice Department have said time and again. But Justice spoke up once more. This time over a Puerto Rican copper development planned by American Metal Climax, Inc., and the Kennecott Copper Corp. Bureaucratic Dichotomy Creates Confusion and Conflict In the Copper Industry Ian MacGregor, chairman and chief executive officer of Amax, said Justice in a recent communique questioned the propriety of the proposal of a joint copper venture in Puerto Rico. At the same approximate time, Dr. Hendrik S. Houthakker, chairman of the President's Commission on Copper, was urging copper producers to expand production to help hold down prices by making more copper available to all consumers. This, Mr. MacGregor said, is creating confusion and conflict, since the Administration from one source is chastising the industry for doing what another branch requests.

The primitive mode of mining clay by open workings, in which the overlying beds of earth (commonly termed the " bearing ") were removed, and the clay then dug out by sinking shallow pits, is still the prevalent and almost universal mode of extraction. This is particularly true of our cretaceous and tertiary clays, which are generally earthy in character, and but slightly covered by drift and alluvium. The most accessible beds in many of our clay districts have been worked out, and clay miners are compelled to search for new outcrops, or to remove thicker beds of top dirt or bearing. Under this stimulus subterranean working, or mining proper, has been suggested. In-situ fracture toughness experiments have been performed with a scanning electron-microscope. The rock, Stripa granite, was loaded both in tension and three-point bending using the same size notched plates. Observations, which included crack extension measurements as a function of load, are presented in the form of R-curves. The data does not sup- port the proposition that R-curves can be regarded as independent of specimen configuration for this granite. Typically crack extension was seen to begin at loads of 70-80 % failure load. Tensile specimens showed considerably greater sub-critical crack growth than the bend specimens. Evaluation of the approximate fracture toughness Km for both specimen types produced as expected erroneously low estimates Of KIC, being worst in the case of the tensile specimen. Some crack extension data for Stripa granite using the indirect methods of compliance calibration, fluorescent dye penetrant and acoustic emission are compared. In a material such as Stripa granite it is considered that no single method is without its limitations.

It will be generally agreed that the most important accessory to a rail haul operation is the railroad type locomotive crane. The oldest and still most common type is the steam crane, a self-contained steam power plant, coal fired, complete with boom and hoisting machinery and mechanical drive capable of propelling the unit on its own power at speeds up to 15 mph on the level, and hauling, if necessary, a car for transport of the objects being handled. Usually, for greater mobility and safety, this crane and flatcar are moved around the pit by a switcher locomotive. Crane capacities range from 25 to 40 tons, these loads being handled with the shortest radius of boom and with outrigger. Boom lengths are 55 to 60 ft long, usually with heavy lift main blocks at 40 ft boom lengths. Lifting capacities with booms at maximum radius are approximately 20 % of maximum rating. Free capacities, namely without outriggers, range from 65 (at minimum radius) to 55% (at maximum radius) of the above capacity values.

The sample under investigation contained approximately 16% BaSO, and was 80% -325 mesh. Established methods for floating barite did not produce concentrates of satisfactory grade or barite recovery because of low barite content and the presence of 6% calcite in the feed. By using a new long-chain sulfosuccinamate collector in combination with relatively high concentrations of sodium silicate, a barite concentrate was produced that would be acceptable as an oil-drilling mud using a simple rougher-cleaner circuit. No desliming of the fine-ground feed was necessary. Barite recovery was over 80% and the concentrate produced had a specific gravity higher than 4.3. During the course of the investigation, a procedure was developed to obtain semiquantitative determinations of barite, calcite, quartz, and feldspar in test samples using an infrared spectrophotometer. Samples were also analyzed in a thermobalance for determination of the calcite content. The use of these instruments made it possible to obtain quick mineralogical assays and proved to be of invaluable assistance in guiding the flotation testing.
