IN CONSIDERING the waste in the coal industry, which is the title of this discussion, we must entirely eliminate the anthracite region. The demand for anthracite has been constantly increasing and the mines have been able to run during this last year, while the bituminous field was idle for two-thirds of the time. It is on a 100 per cent. basis, which is the best answer to any waste in industry investigations. The anthracite region is also in a very much better position on account of its control by very large companies which realize that their resources are limited; they must husband these resources in every way and they are making the most careful study of methods of mining and preparation to avoid any possibility of waste. This is well known and realized by the managers of those companies. Even the fine slush which was formerly thrown away is now being stored in the hope that methods will be found by which it can be used economically, either in briquet or pulverized fuel in coking. This has been tried. The anthracite factor may be dismissed from the waste in industry discussion, except as it applies to the general public that burns anthracite; there is a tremen-dous waste of anthracite in the burning of it. Looking at the ash piles where anthracite is burned and seeing the amount of carbon that comes away with the ashes, one realizes that proper efficiency is not obtained in the burning of that coal. Even its higher cost does not seem to bring people to a realization of the necessity of conserving and burning properly the entire coal carbon content of what has cost so large a price. Many people feel that they want to have the coal as large as they can shovel into the furnace; they do not realize that the small coal makes just as many heat units and can be bought at half the price. Consequently, the demand is continually in excess of the probable pro-duction for the larger sizes of anthracite, while the smaller sizes, such as large buckwheat and pea, are a drug on the market and can be bought at nearly half the figure; and yet, if properly burned, these produce just as much heat and can be used with a much greater economy than the large egg and stove.

(Canal Zone Meeting, November, 1910.) UNDER the title, Labor-Saving Appliances in the Works-Laboratory, I published a paper1 in which was described how multi-manipulations, in a works-laboratory, and in the furnace-room of an assay-laboratory, can be condensed into single manipulations by applying the proper mechanical devices. For example, I now deposit in, or withdraw from, a muffle a set of 48 cupels as one unit. The front row. (8) of these. are blanks or heaters; the other 40, when they have attained the proper temperature in the muffle, are charged simultaneously with the 40 lead-buttons. Three manipulations here accomplish an operation which by the generally customary method requires 136, and this number is only limited by the size of muffle and cupels. This operation is an enlargement of what I have already described in my former paper, and Fig. I shows the improved implements. In the paper referred to I described a gold-silver bead parting-bath, which is the last of the devices used in regular sequence in practice. This bath was designated as being convenient, but was not a labor-saver properly. Fig. 2 of the present paper shows a new device. Instead of the original tray, there are now sectional holders for the test-tubes, each having a wooden handle on either end, so that the holders may be removed from the boiling bath, and the acid or water poured off from each set of tubes (in this case, 7) without waiting to cool. The tubes, held in place by clutches, as shown in Fig. 3, rest in holes in the base-strip, having a smaller diameter than the tubes. Each holder is stamped at either end with a number, so that the bath becomes further useful by permitting several men to use it at the same time without interference. The general impression regarding the preparation of merchantable anthracite is that it is confined to a colossal, grimy structure, called a " coal-breaker." This name is a misnomer; for the desired result is not to break the coal, but to prevent its being broken. Preparation may be said to begin at the face of the chamber, with the mining and loading of the coal. Local conditions vary, not only ill the same field or basin, but also in the same mine, so that there is no fixed empirical rule governing the method of blasting or cutting coal. Tests should be made, when possible, to determine the explosive, or the mechanical coal-cutter, which will produce the largest percentage of what are locally known as " lump " and " prepared sizes " of anthracite. The prepared sizes are those mostly consumed for clomestic purposes. All other sizes might be called by-products of the anthracite industry; for they are not especially desirable, being the degradation resulting from the mining and handling of a brittle or laminated material. Being low in volatile combustible matter, anthracite burns most successfully when nearly of a uniform size, permitting the easy passage of air through the voids. This accounts for the large number of sizes into which the coal is separated. Table I. gives the various sizes, the diameter of ring over and through which each size is made, and the usual purpose for which it is employed.

THE, prices of crude petroleum and its derivatives have shown an upward trend from 1915 to 1920, and a downward trend from 1920 to 1923, see Table 1. Over the former period, oil prices were dominated by the rapidly increasing demands and inflation incident to the war and its aftermath, while over the latter period oil prices were influenced at the outset by deflation and then by the conditions of overproduction that have characterized the past three years. The purpose of this paper is to analyze the broader features of the more recent price movements in the petroleum industry and to relate these features to basic economic conditions in the industry. INDEX NUMBERS OF OIL PRICES The analysis and comparison of price movements may be facilitated by converting actual prices into relative prices, or index numbers, with 1913 taken as a base of 100. In this way, the various price groups are expressed as percentages of the 1913 prices and may thus be readily compared with one another or with the average prices of other commodities similarly expressed. Table 1 gives the index numbers representing the average prices of crude petroleum, gasoline, kerosene, fuel oil, lubricating oils, and all commodities. The last named is the index of all commodities as published by the U. S. Bureau of Labor Statistics and .is widely accepted .as the official measure of the general price level. The index numbers of oil prices were calculated by the writer from weekly quotations published in trade journals.

Disregarding for the present the economic side of a new device, let us turn to that feature of the conical pebble-mill which is of interest from a scientific point of view, and consider the device as a puzzle in which the theories of the cylindrical type of mill have been increased. Many articles have been written on the theory of the tube-mill, and explanations have been made which do not explain ; but these have evolved suggestions of practice which have resulted in changes in the tube as to length, diameter, feed, discharge, speed of rotation, rotation on hollow trunnions, rotation on rings, and changes in the operation as to quantity and size of pebbles, charge of load above or below the axis, crushing by causing the larger pieces of the material of the charge to act as grinders, whether crushing is abrasive or impactive, etc. The practical worker in crushing. is first interested in the endeavor to reach an econonlic means of accomplishing a desired end; but the improvements in crushing-practice have been largely left to the manufacturer of machinery, who, as a rule, has little, if any, knowledge of the specific requirements— such as granulation, sizing for concentration without pulverizing the metals, instead of pulverizing the rock or gangue; the metals being the more friable, while the rock is tough and not so easily disintegrated. THEN sufficient ore has been blocked out on a lease to warrant a shaft, the proposed. Location of the shaft should be carefully considered, as the old promoter's method of sinking wherever his hat landed is a sad mistake as some: of us have learned by trying to operate such mines. In some instances certain conditions exist, such as mill location, railroad right of way, etc., that necessitate a change of location from the. ideal, but under average conditions and with the knowledge of the formation gained from the drill logs and with the general trend of the orebody known, the shaft can be located from. the standpoint of its future relation to the mine with re-gard to hauling and' hoisting a maximum tonnage: at a minimum cost per ton, also taking into account the minimum amount of expense and trouble- in sinking. Quite a few shafts are located in the wall of a run or just in the thin edge of the orebody: As a general rule the formation here is solid and permits rapid and safe sinking, and the shaft pillars are left in practically valueless material. This permits the withdrawal of pillars and still keeps the shaft protected. By opening a shaft in thin ground, you are not tempted to cut it high, wide, and handsome, but to shape it up-with ample clearance for lay-bys and with more of an idea of permanency, as a few hundred extra dollars spent around the shafts for proper track installation will re-turn, a good rate of interest in ease of handling "cans," quick get-away; and fewer wrecks. Nearly all the shafts in this district are sunk on a contract basis, the con-tractors furnishing all labor and explosives, and the company building the sinking-derrick, dump-track, and furnishing, all equipment, material, and power. The following costs are the averages, for three shafts sunk through good solid formation, with no water to, contend with, and approximately 260 -ft., deep, having about-100 ft. of shale. The contract price was $9 per foot with the shale and $13 per foot in the solid, making a total of $2,980 paid to the contractor. The wages paid by the contractor were, $5 per shift for the hoist-man, who also sharpened steel, $6 for the lead shaft man, and $5 for the helper;, the cribbing was sawed on contract for 40c. per shaft: foot; about. 94 board feet. of cribbing was used per foot of staggered cribbing and 168 board feet per foot of solid cribbing.

THE consensus of opinion in the published literature on. Grecian magnesite is that it has been formed by alteration of the serpentine, which in turn was itself a product, of metamorphism from the original olivine intrusion. The general opinion seems to be that the magnesite was formed by descending waters heavily charged with CO2. Inasmuch as this opinion is held by engineers far better qualified than I to speak authoritatively on this subject, I hesitate to dispute that theory. However, certain occurrences coming under my observation do not, to me at least, seem to-entirely substantiate this theory. LOCATION Most of the Grecian magnesite comes from the Island of Euboea, although more recently some deposits have been opened on the mainland near the City of Saloniki, which prior to the war was Turkish. The island, comprising a state or province in the Greek political structure, is roughly 110 miles long and varies from 10 to 30 miles in width. It lies off the east coast of the Greek peninsula in the AEgean Sea with its long axis extending in a northwest-southeast direction. It is separated from the mainland by a long narrow arm of the sea known as the Atalanti Canal. Chalkis (Halkis), the capital on the west coast of the island, is the northern terminus of a branch of the state-owned railway and is connected with the mainland by a single-span, movable, highway bridge, roughly 150 ft. long.

THE terms " developed " and " undeveloped " are necessarily relative and cover a wide range; but the latter is here applied to cases in which the information at hand falls short of a clear demonstration of values, and conclusions must be reached from a study of the geological conditions of the particular deposit, interpreted in the light of similar and closely related deposits. Such an inquiry might be characterized as an effort to reach reliable conclusions from insufficient data. But the engineer engaged in commercial work finds himself often face to face with apparently such problems; and while he may realize with regret that a small amount of intelligent development would add enormously to the value of his conclusions, he is compelled to recognize the demand of a business situation for a prompt decision as the basis of immediate action. In a case within my knowledge, the question involved was the purchase of 50,000 acres of coal-land, and 10 days was the limit within which this question must be decided. Of course, it was impossible to make a satisfactory examination within that time; but the 'instructions were "to make the most complete examination and the most positive recommendation possible." Such instructions are often given; for, no matter how much time an investor may have, he is likely to put of his decision until the last moment, and then discover that he needs more light and advice. It does not follow that engineers, after full explanation and mutual understanding of the situation, should decline to undertake examinations thus limited. In the case just mentioned, while only the broadest view was possible, half the time available was sufficient to show that the property was a good purchase. The fire which occurred in the fall of 1906, at the works of the Boston & Colorado Smelting Co., Argo, Colo., destroyed entirely the gold- and silver-refinery of the plant, and in view of the development of modern practice in the refining of copper-mattes, etc., the management decided that it would be inadvisable to rebuild that part of the works for the continued use of the process which had been conducted therein for so many years as a metallurgical secret. WHEN ore was discovered on the Tintic Standard property in the spring of 1916, new developments were immediately started both north and south of that property, on the supposition that in East Tintic the ore would be found to occur in northerly trending channels, similar to those so characteristic of the older camp. But 9 years of developments have failed to establish the existence of such a channel. This is due undoubtedly to important differences in the geology of the two camps, that were not recognized, and is indicative of the danger in the general tendency toward interpreting the geology of East Tintic too strictly in terms of that of the older camp. It should not be forgotten that while the two sections have had practically the same geological history, the net results of a long series of geologic processes have developed in them conditions that differ so widely and in so many particulars that the necessity of regarding them as essentially different districts seems apparent. In an effort to emphasize this fact, this paper is devoted chiefly to a comparison of the geological conditions as found in the two camps and is addressed more particularly to those familiar with the geology of the Tintic district. Following a short description of the several ore discoveries and of the Tintic Standard mine is a brief discussion of the evidence of ore channels in East Tintic. The test results in Mr. Taggart's paper will, I am sure, be recognized as a notable contribution, and of great assistance in the study of the performance of the Hardinge mill. I regret, however, being obliged to note that Mr. Taggart still retains. such confidence in the Kick-Stadler method of computing the ?relative mechanical efficiency" of crushing machines. The Rittinger-Kick graph submitted by Mr. Gates and the tests made at McGill University disclosed precisely the same fundamental defect in the Kick-Stadler theory. Consequently, I have been obliged to recalculate in terms of Rittinger surface units the results obtained in the 28 rock-crushing tests cited by Mr. Taggart, in order to find- out what the relative efficiencies really were. In order to show the large discrepancies between the Stadler and Rittinger R. M. R's, the most, efficient result disclosed by each method is represented by the number 100, and the R.. M. E.'s for the other tests have been recalculated on this basis. The results will be found in Table 1. Personally, I look forward to the time when we shall cease to talk about "relative mechanical efficiency" and merely refer to the "efficiency" of a crusher. All that is required to accomplish this is to agree on a standard method for determining the "crushing constant" of a given rock and a standard method for calculating the efficiency. The figures in the fourth column of Table 1 have been derived by assuming a constant of 2,000 for the quartzite crushed in the Yale tests. The Stadler method sometimes indicates changes in efficiency produced by, changes in operating conditions, as I pointed out in a paper describing rock-crushing tests made at McGill University. It is, however, not enough to determine that certain changes increase or decrease efficiency; surely it is equally important to determine the magnitude of these variations. By examination of Mr. Taggart's results, I have been obliged to conclude that the size of feed and amount of reduction greatly influence the Stadler R. M. E. figures, that they are positively misleading. It should be mentioned that since the majority of the tests have been made at the least efficient feed rates, and since, moreover, it is one of the evidently very important factors affecting efficiency, it is possible that different results might be obtained by a high-tonnage feed series, and that

IT is the purpose of this paper to outline briefly some of the considerations that enter into the economics of so-called recycling, the generic designation of the relatively recently developed process by which a condensate† is separated from gas-distillate gas at high pressure and the residual gas returned to the reservoir. This subject necessarily embraces not only a discussion of factors that should be considered in projecting a recycling operation, such as estimating reserves, investment and operating costs, but also a comparison of condensate with other types of petroleum. The place of condensate in its relation to the total supply of crude oil is pointed out as well as certain logical methods of product disposal. The cost of drilling wells and lease maintenance is not pertinent to this discussion because income and revenue are in this paper confined to that retained by the plant or plant operator for supplying processing facilities for the gas. Before the development of recycling a great many gas-distillate gas fields in Louisiana and. Texas provided no income to their owners. When gas was sold from these reservoirs it was accompanied by irretrievable losses of condensate in the formation. The understanding of the function of retrograde condensation resulted in the introduction of a new commercial petroleum recovery process for these hitherto unexploited fields and now permits the conditioning of this type of wet gas field for the sale of dry gas therefrom without waste. SOME ECONOMIC FACTORS The study of a gas-distillate field for possible exploitation necessarily involves the critical appraisal of a number of elements, chief of which will be discussed here: (I) estimate of distillate in place, (2) estimate of distillate that can be brought to the surface, (3) available market, (4) costs. The considerations affecting the estimating of distillate reserves. in place are in the main subject to the same errors as are involved in determining dry gas reserves. Determinable data including acreage, sand thickness, reservoir pressure, reservoir temperature, porosity and connate water provide the basis for calculating the volume of gas in place. Ample allowance must be made for connate water, which may occupy from 20 to 35 per cent of the pore space of the sand. The factor of supercompressibility is to a considerable extent nullified by the reservoir temperature. It has been considered well advised to allow this factor to serve as a cushion. With the gas reserves calculated, it remains only to assay the distillate content of the gas. AS the margin of profit in the manufacture of iron continues to decrease, attention is called more and more to economies in every department. Beginning at the bottom, in the preparation of the ore at the mine, me notice a general tendency is towards the shipment of richer ores, securing to the mine-owner a better price per ton, which the purchaser is glad to pay by reason of the saving in freight of iron, and in the cost of reduction, which depends so largely upon the amount of fuel and flux, and the productive capacity of the plant. In other words, the difference in value between rich and poor ores is much greater than their relative percentages of iron indicates; because the barren material in a lean ore is not merely worthless, it is a positive source of expense, requiring transportation, handling, fluxing, smelting, and its due share of general expenses; in return for which it yields nothing and decreases the available capacity of a given plant and capital for profitable work. The enriching of the ore is done in most places by hand-picking, and in a few by wet concentration; but the managers of several magnetite mines in Sweden have been practically successful in doing it by machinery. The only magnetic separating machine which has actually taken the place of hand-picking was designed and patented by Mr. Jonas Wenström of Örebrö, Sweden. In this machine, which is illustrated in Figs. 1 and 2, Mr. Wenström has taken advantage of the property of soft iron to become magnetized by induction. The machine consists of a barrel made up of soft iron bars and some non-conducting material (usually wood), which is rotated around a stationary shaft by means of a cog-wheel. Inside of this barrel, on the shaft, is placed eccentrically a cylindrical electro-magnet, provided with a number of manges (N, S, Fig. I), between which wire is wound in such a manner that the flanges are of negative and positive polarity, being energized by a current passing through the wire coils from a small dynamo. As will be seen in Fig. 1, the flanges, N, S, are circular, and follow the internal contour of the barrel on the front side, while on the opposite side they are cut down to the line B, B' in Fig. 2. Since the U. S. Metals Refining Co. works was established, around the turn of the century, near the town which is now called Carteret, N. J., it has grown to be a major producer of refined copper and the main source of that special brand known as "oxygen-free high-conductivity copper." Owing to the complex metallurgical problems arising from handling a variety of raw materials such as copper concentrate from Matahambre, Cuba, copper and brass scrap from the New York area, and domestic blister copper, the organization is geared from top management down through its 2000 employes to maintain a high degree of flexibility in plant operation. The Company is a subsidiary of The American Metal Co. Charges for the smelter furnaces, one reverberatory furnace and one blast furnace, are made up in. bedding bins so that they may be tailored to the production of a constant grade of blister copper. The reverberatory furnace smelts the .sulphide charge, which may be a blend of ten different materials but principally the Cuban concentrate, and the matte from the process is poured into a converter. This reverberatory is 80 by 20 ft, silica lined with a slag bottom, fired by pulverized coal, and continuously side-charged from the top by bottom-dump cars which keep the side walls covered. It produces a 40 to 50 per cent copper matte. The fuel-charge ratio is 4.35 tons of solid charge per ton of coal. The furnace has a capacity of 10,000 tons of charge per month and produces from 5000 to 6000 tons of slag per month which must be disposed of. About 5000 tons of converter slag is produced monthly and returned molten to the reverberatory furnace. MOST of the treatises on metallurgy intimate that simultaneously with the development by the atomic physicist of a really satisfactory theory of the atom will be inaugurated a new epoch in the science of metals. Metallurgically and metaphorically, we shall dwell in the Utopia of Sir Thomas More. It is my privilege this afternoon to demonstrate that this state has not arrived. An atom is a miniature planetary system consisting of a positively charged nuclear sun about which revolve electrons each carrying the negative charge e. The charge on the nucleus is + Ze where Z is the atomic number and the number of planetary electrons in a neutral atom is equal to Z. These electrons are arranged in several groups having different binding energies. Ordinary x-ray phenomena relate to processes occurring deep within the atom, usually with electrons in the so-called K or L shells. Such electrons in the heavier atoms are so closely bound to the nucleus that the forces exerted by neighboring atoms in a solid are relatively inappreciable. For most practical x-ray investigation, the atom may, be considered as in the gaseous phase completely isolated from its neighbors. The K radiation from an element in the gaseous state, in the solid or liquid phase, or even in combination with other elements in all its possible valences, is almost identical. ? FORMER studies of sedimentary strata have been based upon the mineralogical and mechanical characters of the solid components, rather than upon the open spaces between them. For present purposes let us take another point of view, and consider not the rock material, but rather its cavities, the pores and the fissures or cleaved joints which connect with them. Let us think of the geologic column not as a series of rocks, but as a mass of irregular connecting capillaries. Different parts of the column may be distinguished by the absolute size and by the relative amount of its open spaces. Porosity Each stratum of the column is characterized by a certain porosity, which would be independent of the size of the rock grains if all were of the same shape. Slichter has shown that the percentage of open space in a pile of equal spheres is practically constant regardless of the diameter of the spheres. This is approximately true of clean, assorted sand or gravel, but it is far from being the case with most natural sediments which have a widely variable porosity, the magnitude of which is determined mainly by the amount of fine and of secondary material between the larger grains. The shape of the grains materially affects porosity, round grains leaving more open space than angular or flat grains. The thin plates of kaolin and the fine plastic matter of clay fit quite perfectly when pressed together, and it is probably this close fit, determined by shape of grain, rather than the small size of a grain, that causes the low porosity of ordinary clay shale.

In March 1956 a conference on geochemical methods of prospecting for ore deposits was held in Moscow. This conference was the culmination of a ten-year period of extremely rapid increase in both research and routine application of geochemical prospecting methods in the USSR. This activity was divided among groups centered in extremely widely separated bases of operation, ranging from Moscow and Leningrad in the West, Yerevan in the Caucasus, and Alma-Ata in Central Asia to Chita near the Manchurian frontier in the Far-East. The All-Union Conference on Geochemical Methods of Prospecting for Ore Deposits, as the meeting was called, was the first opportunity for these scientists from many parts of the country to meet and exchange experiences. It also served to introduce members of the different research laboratories located in the city of Moscow itself, where adequate channels of technical communication had not yet been established. As a result of the Conference, it was resolved that a concerted effort should be made for the participants to publish the results of their work. Two books have appeared as a direct response to this resolution. I. I. Ginzburg prepared a synthesis of the field of geochemical prospecting for minerals based on the material presented at the Conference. This volume has been translated into English and is now available. In addition, the individual papers presented at the Conference were assembled into a symposium volume and published in 1957 under the editorship of V. I. Krasnikov. Unless otherwise noted, these two books have supplied the source material for the present appraisal of the status of geochemical prospecting in the USSR. It is thus about four to five years old. In the years following the conference, the literature has carried a substantial volume of technical papers, together with a few monographs pertaining to specialized aspects of geochemical prospecting.

In the extreme northeast corner of the State of Washington, on the Canadian border, lies the Metaline mining district. This district is old in history, but young in production. The Metaline district is a zinc-lead area of the replacement type in dolomite and limestone. The ore bodies of the Josephine horizon are in many ways similar to the ore bodies of the famous Tri-State zinc fields. The beds are faulted and folded and have varyng low dips in varying directions, and underlie large areas of the district. Production started in 1927 on a very limited basis. The property is now mining and milling 700 tons per day. The mine is opened by adit tunnels and a vertical shaft. As the ore horizons gained depth, it was necessary to sink inclines to follow the ore horizon (see Fig 1). From 1927 to date, approximately 600,000 ft of diamond drill was put down This work indicated that sufficient tonnage existed to justify a redesigning of the whole operation, surface and under- ground. CERTAIN physical and chemical properties of copper are so intimately related that a change in variation of the physical properties indicates a certain chemical change. The standard specifications of copper of the American Society for Testing Materials are based upon physical characteristics with one exception, namely, the copper contents. The physical standard includes electrical properties, defects in the "set or casting," variation in dimensions, weight, etc. Paragraph 4 of the specifications states, " Wire bars, cakes, slabs and billets shall be substantially free from ;shrink holes, cold sets, .pits, sloppy edges, concave tops, and similar defects in set or casting." Shrink holes and concave tops indicate both physical and metallurgical defects; cold sets, sloppy edges, etc., indicate physical defects only; small pit holes may be indicative of either or both physical and metallurgical defects, depending on conditions under which they originated. To the refiner, a copper casting, no matter how made, is known as a "shape," irrespective of whether it is wire bar, ingot, cake, slab, billet, etc. As practically all shapes are cast in an open mold, that is a mold without cope, the surface of the shape cools in contact with the atmosphere and has a coating of oxide. Certain phenomena of the surface indicate the adaptability of the metal for forging or rolling. The writer believes that it is much simpler to produce shapes that are metallurgically correct than those that are mechanically satisfactory. When copper is to be rolled into thin sheets or drawn into very fine wire, the slightest physical defect becomes evident. It is, therefore, of the utmost importance to, consider every characteristic of the shape and ascertain the physical and chemical relationship. Pitch and Set.-The appearance of the surface of the copper when cooled is considered as to its "pitch," or the general contour of the surface of the shape (which may vary from a concave to a convex); and the "set," or the detail appearance of the surface of the shape (the wave-like struc-

WITHIN the last 10 years the subject of mine taxation in its relation to coal-mining interests has come to have growing importance, not only to those engaged in the mining of coal, but also to the owners of land underlain by coal. A disposition has developed among legislators to accept the principle, which has been laid down y many judicial decisions, that coal underlying the surface must be regarded as a part of the real value of all properties so underlain, and as such is chargeable with such burdens of taxation as the necessities of the government may impose. These necessities arise from the normal expense of maintaining State and local governments, and in the past have been met principally by, taxes based upon assessments of real estate values, which values in many cases have been confined principally or wholly to the value of the surface, without taking into consideration the value of minerals underlying the surface. It is not proposed here to deal with the question of Federal taxation, whether levied on production, or on products transported from one State to another, or exported from the country, or upon thegross or net earnings of corporations engaged in interstate commerce, or upon the production of materials which may be transported from one State to another, or levied. upon the profits or upon the obligations of corporations. The present discussion will be confined to the appraisal of coal lands as assessed for State, county, township, or borough taxation. The methods heretofore and at present in use in the different States vary widely and have resulted in more or less litigation. Discussions appearing from time to time in the technical and trade journals and in the proceedings of mining and engineering associations frequently direct attention to the need for the adoption of fixed principle in levying taxes, and of uniform methods for applying such principles, but there does not seem to be a general demand from the public for the adoption of such methods.
