Our merchant marine is rapidly outgrowing our consular service, according to Edward N. Hurley, Chairman of the United States Shipping Board, who urges that steps be taken immediately to provide facilities abroad for handling the millions of tons of shipping which will be afloat under the American flag in peaceful trade when the war is over. When peace is restored and our present tonnage is scattered over world trade routes, the consular service will be inadequate to handle our ships: Besides, it will have to work against the handicaps of obsolete shipping regulations and, in many cases, lack of experience. There are nearly 100 pages in the United States consular regulations dealing with shipping platters. . Many of these regulations are based on old treaties and many of them are obsolete. There are also differences between treaties with various countries. Our consuls often lack authority to handle matters involving the interests of our sailors and shipowners. Before we can operate a modern merchant marine we must revise, standardize, and simplify this whole mass of regulations and bring them up to the efficiency of other nations' practice.

Claims of 16 gold mining companies seeking damages from L-208 will be heard in Court of Claims starting Jan. 26. Earlier this year, judges ruled that 3 gold mining companies could sue for damages from the wartime order closing their mines. Congress later waived the statute of limitations thus permitting other gold miners to get in their claims. Despite power shortages third quarter production of aluminum exceeded that of the previous period by 2.2 pct. However, September production was 16 million lb less than in August. Hewitt-Robbins, Inc. dedicated a new $1 million addition to the company's Buffalo, N. Y. belt conveyor plant. New equipment, including a $220,000 press, will make belts up to 70 in, wide, compared with the former limit of 60 in. Charges of a tin cartel in Malaya are not backed up in the latest U. S. Government report according to the Malayan Tin Bureau. The U. S. mission reported that it "did not discover any evidence of curtailment of tin output by the mining and smelting industries." It noted that guerilla activity had halted exploration and expansion attempts by producers.

LUTHER B. EAMES, Pueblo, Colo. (written discussion*).-In reading Mr. North's interesting paper, several points have been noted that appear to warrant discussion. With a feed all through 20 mesh, I feel inclined to question the use of steel balls as large as 2 in. in a tube mill. I have seen balls as small as-3/4 in. used for the dry grinding of cement clinker, and surely many more points of contact would result from smaller balls. This would seem to be desirable in a mill as short as 6 ft. The heavy load in the classifiers would also indicate a high proportion of returned pulp. I hope that some discussion by Mr. North -and others may develop this point. The flow sheet on page 1181 shows the solution returning from the dam valued at 40 c. per ton being added to the last decantation tank. Theoretically, this solution should not be added to that of a lower value. As I calculate it, if this solution were added to tank X the solution finally discharged from tank Z would be reduced in value by nearly 4 c. per ton.

EARLY papers1-' reported that temper brittleness is influenced by microstructure. This conclusion was based on room temperature impact tests, the inadequacy of which has been pointed out. Pellini and Queneau7 measured impact energy absorption at —80O to +25oC for several microstructures. On the basis of the shift, associated with temper brittleness, in the energy vs testing temperature curve they concluded that tempered martensite is somewhat more susceptible to temper brittleness than is tempered pearlite. The range of temperatures was insufficient to give complete curves covering the transition from tough to brittle behavior, so it is difficult to evaluate quantitatively the shift for the different microstructures. Also, the smaller shift of pearlite might be attributed to its already being temper embrittled at its temperature of formation. Accordingly, blanks 2 3/16 in. long were cut from a heat of SAE 3140 hot rolled steel barstock, 5/8 in. diameter, on which other work has been reported? A set of blanks was austenitized 1 hr at 900°c, water-quenched, tempered 16 hr at 675oC, and water-quenched, giving a microstructure of 100 pct

In a reserve assessment in areas where multiple coal seams lie above drainage or outcrop and where mining options include contour, auger, mountaintop removal and underground methods, the mining technique (or techniques) selected are heavily dependent on both economic and technologic factors. Rapid and accurate calculations utilizing digital terrain modeling, structure isopacs and including factors such as minimum seam heights, reject limits and coal quality are of vital importance in mine planning. The ability to forecast mine development in a "what if" fashion is a powerful tool that now demands computer resources to reduce these time-consuming, often repetitive calculations. Island Creek Coal and Occidental Systems have developed a minicomputer based engineering workstation for local digitizing, plotting, and volumetric calculations to move the computing function from the computer room (with time sharing on a mainframe computer) into a more interactive environment, resulting in a gain in efficiency and productivity for the mine planning process. The workstation is connected to Occidental's mainframe computers allowing data transfer to the host for "CPU-intensive" calculations. This paper reviews the system configuration and describes the operations required for a typical mine planning application.

With a platinum electrode the Eh-pH response in aqueous systems follows an empirical relation [Eh = E- 0.059 pH](1) where E usually carries a value between 0.8 and 0.9 v. The same potential (E) is observed with a number of other noble metal electrodes in the absence of surface poisoning and of other well-defined redox couples. Many sulfide mineral electrodes also respond in a similar manner in solutions containing their respective ions over wide pH ranges, especially in the alkaline pH region. Such a parallelism between noble metal and sulfide mineral electrodes points to certain implications of their surface conditions, and the flotation and leaching behaviors of sulfide minerals under aerated conditions may be inferred with respect to the foregoing Eh-pH response. Comparison of Sulfide Mineral and Noble Metal Electrodes [Fig. 1] shows the Eh-pH response of pyrite, galena, chalcocite, and pyrrhotite electrodes, reported by Sato, and some experimental points obtained with a platinum electrode in distilled water. At a special inaugural ceremony in Blue Hill, Maine on August 3rd, Governor John H. Reed detonated the first blast to signify the beginning of development work on a new copper-zinc mining venture that seems destined to focus increased interest in the mineral potential of that State. The property which is the first new base metal mine to be discovered in the northern Appalachians in 30 years, is owned by Black Hawk Mining Co., a subsidiary of Denison Mines Ltd. of Toronto. When it goes on-stream in 1966, it will join Ducktown, Tenn., as the only active copper producing region, east of the Mississippi River. According to official reports submitted by the Company to Robert G. Doyle, Maine's State Geologist, Black Hawk has found ore reserves totalling 4.5 million tons. Assays show 2.8 million tons of 2.0'; copper and 0.4 oz. of silver per ton; 1.2 million tons of 16.75% zinc and 0.58% copper; and 0.5 million tons of 6.75% lead with 4.25 oz. of silver per toil and some zinc.

INTRODUCTION The first installation of large, commercial, high gradient-high field cannister and matrix magnetic separators for removal of impurities from kaolin was made in 1973 (1). Since then the technology and equipment have been widely adopted for clay processing with about 12 units in commercial use. These new separators have filled a need, caught the imagination of many and become a technology worth fighting for. A fight has occurred, and a resolution on royalties for kaolin processing, at least, has been achieved. LIMITATIONS TO APPLICATIONS OF MAGNETIC SEPARATORS Other than the use of these magnets on kaolin clay, no other application has yet achieved widespread adoption. Dr. Iannicelli blames inertia, and1 would agree that it is a factor. There are other reasons too, and if they are examined, they may isolate problems that R&D can significantly assist in solving. I'd like to break the problems into two areas. Machine limitations - the mineral properties are there but performance is insufficient or uneconomic. Separation limitations - the mineral properties aren’t there, but the magnetic separation would perform well if the properties were there (size is right; concentration is right, etc).

Processing nonmagnetic taconites by selective flocculation-desliming and flotation requires large volumes of water. If impounded without treatment the effluents from these processes require excessively large areas for containment. Experiments conducted in the Bureau of Mines 900-lb-per hr pilot plant at the Twin Cities Metallurgy Research Center indicates that approximately 85% of the water needed to process Michigan nonmagnetic taconite could be reclaimed from the process itself. Water was reclaimed by the controlled addition of lime, sodium carbonate, and synthetic flocculant. As a result, turbidities were reduced to ?1000 ppm equivalent SiO2, while a Ca ion content of ?16 ppm was maintained in the finished effluent. Good-quality flotation concentrates were obtained with reclaimed water and, by means of some indirect comparisons, it can be concluded that the reuse of the water permits a savings of almost 2.0 lb per ton of NaOH, and probably as much as 0.25 lb per ton of fatty acid for total savings of 7.8-10.3 cents per ton of feed. These savings are nearly offset by an estimated chemical cost of 9.3[c] per ton for water treatment.

A meeting of Engineering Council was held on Thursday, Jan. 22, 1918, at the Engineering Societies Building, New York. Present: Chairman Ira N. Hollis (A. S. M. E.); Dr. Charles Warren Hunt, Alex. C. Humphreys and F. H. Newell (A. S. C. E.); B. B. Lawrence and .J. Parke Charming (A. I. M. E.); Charles Whiting Baker, D. S. Jacobus, and George, J. Foran (A. S. M. E.) ; H. W. Buck, E. W. Rice, Jr., N. A. Carle, C. E. Skinner and Comfort A. Adams (A. I. E. E.) ; Clemens Herschel and Calvert Townley (United Engineering Society); also, by invitation, D. W. Brunton, Chairman, War Committee of Technical Societies of Engineering Council. Of the several actions taken at this meeting, the following are selected as being of most general interest. Chairman-Baker-presented a resolution on the conduct of the war, to which objections were made. It was referred to a special-committee; Charles Whiting Baker, Charles Warren Hunt, and Calvert Townley, for re-drafting and presentation later in the meeting. The revised resolution submitted by this committee led to further discussion and as no agreement could he reached, the matter was laid on the table.

DURING the past few years geochemical testing for traces of heavy metals in water, soil, rock, and vegetation has aroused increasing interest. Various techniques for field and laboratory determinations have been described in the literature, as have some of the results of application. However, little information has been published regarding application to glacial terrain. Over 90 pct of the Canadian Shield is overburdened, resulting in high costs for mineral exploration once the outcropping ore deposits have been found. This has been largely responsible for the widespread application of mining geophysics in Canada, permitting concentration of effort on area or zones considered most favorable. However, geophysical interpretation has its limitations, since at least 90 pct of the structures indicated thereby contain no valuable minerals. A more direct approach is therefore highly desirable. If underlying base metal mineralization can be detected by sampling soil or vegetation at moderate cost this should prove of great help in locating new discoveries or extending known ones. A large proportion of Canadian ore deposits contain appreciable copper or zinc, even where these are not the principal economic metals. Consequently the field of application is a broad one.

THE world production of copper for the first eight months of 1927 shows an increase of 3 per cent over the same period in 1926. Since February of this year, however, production has been considerably curtailed. The United States reduction in the last four months has been offset by the increased South Ameri-can and Belgian Congo production. The United States is now producing 58 per cent of the world production, Chile and Peru 17.3 per cent, Belgian Congo 5 per cent. In 1926 the United States produced 54 per cent, Chile and Peru 16.3 per cent, Belgian Congo 6.3 per cent. Requirements concerning determination of geometric characteristics and estimate of reserves and grade may in various mineral deposits significantly differ and by no means can be completely envisaged. Therefore, program writing which would in advance meet all requirements is from a practical point of view impossible. Programming for each particular project is also unacceptable solution, due to many facts, among which is ever growing scope of work and the terms to be met. Therefore, conventional method of programming proved to be ineffective. The team of the Mining Institute experts came to the conclusion that the solution of facing problems lies in the idea of introducing specialized programs, instead of complex ones. Each of them represents a functional entirety. Procedure of complete mineral deposits computer processing is described by a problem-oriented programming language which was designed for that particular application. One or more than one specialized programs are called by one instruction so that the program in that language can have a few hundred time less instructions than an equivalent FORTRAN program. Besides description of the program system and programming language the paper also covers some aspects of its application in solving complex problems.

In recent investigations,1,2 the strength and thermal stability of dislocation substructures prepared by 5 to 25 pct room temperature tensile straining and recovery annealing at 120°, 160°, and 200°C have been studied in randomly oriented polycrystalline high purity aluminum. The techniques of transmission electron microscopy revealed that a major source of the strength and stability of dislocation substructures was the formation, during room temperature straining, of well-defined cells bounded by dislocation tangles which rearranged into nearly perfect dislocation networks during recovery, forming the boundaries of subgrains. The strength of such substructures increases with decreasing cell or subgrain size,2"6 and the formation of fine subgrain structures can provide thermally metastable strength at low temperatures and can favorably alter the course of primary creep at elevated temperatures.7'8 For maximum benefit, however, sub-grain growth should be reduced or eliminated. It was, therefore, decided to investigate the use of heterogeneous precipitation on dislocation networks as a means of imparting increased strength and thermal stability to subgrain structures through effective pinning. 1910, hundreds of thousands of dollars of work and equipment in a 1500-foot shaft, crosscuts and pumping had found only copper-lean pyrite in two cross- cuts, and nothing in a third. Going aimlessly along the third crosscut one day, after looking at the barren face I happened to notice a dark spot in the white limestone, near the floor on one side. I picked, and found it was a little triangle of rich chalcopyrite. Next day I took Bill Gohring, then mine superintendent, in to see it. He said nothing else had succeeded so we might as well try that. The new drift broke into a full face of high grade copper ore in the first round, and continued in rich ore for 2200 feel broken only by a couple of short stretches of lean pyrite. The earlier crosscuts had happened to cut these lean areas. Q: Was there any single thing that called your attention to that little dark spot in the side of the Briggs crosscut, rather than to any other discolored spot? Joralemon: Nothing very definite. Carlisle: This is April 19, 1961. My good friend Dave Irwin is sitting on the other side of the tape recorder. We are at Rose Dhu Island, Savannah, Ga. Now, let's begin with your first job, where and what was that? Irwin: I started out to Arizona, looking for a job and wound up in Morenci. The next morning I applied at the mine office and was put on as a sampler. I worked as a sampler and as an assistant to Frank Pelton, the geologist, for a year, after which I went back to New Haven to take my last year of postgraduate work. After getting my degree, I went back to the Southwest with W. Rowland Cox and Staff, supposedly as a geologist. Q: But that was not when he was with Spurr? Irwin: That was after he had left Spurr. Henry Smith was with the Spurr end of the outfit and I happened to drop into the W. Rowland Cox end. My first job with him was to do some work on a prospect above Metcalf, Ariz., and from there I would go out on short reconnaissance trips in Arizona, New Mexico and old Mexico.

This paper describes three programs, currently in use within MSHA, for graphic analysis of accident frequency data. The first program, TREND, plots confidence bands for curved trends in data compiled over a period of time. In addition to detecting statistically significant upward or downward trends, the program can be used to determine whether an observation at a particular time deviates significantly from the historical pattern. The second program, POIPORP, plots interval estimates for the risk of accident in each of several environments, given an observed number of incidents and exposure time at each environment. POIPORP is designed to quantify the uncertainty implicit in incidence rates based on limited information and to facilitate statistically valid comparisons among the rates. The third program, CINDY, plots dynamically adaptive control charts for accident or injury experience at a given location. These charts are used to detect statistically significant departures from a changing standard or a previously established trend. All three programs are written in FORTRAN IV, utilizing DISSPLA and IMSL. They exemplify forms of statistical analysis that would not be practical without a computer. Use of the programs is illustrated with applications to coal mine fatality and injury experience.

Visitors frequently put the question to Kalgoorlie gold miners; "Why don't you concentrate your mining operations?" A mine may be drawing ore from over a hundred different working places which are spread out over several thousand feet of strike and on many different levels. The answer to this question is that "finished" can rarely be written for a section of the mine. The intricate web of mineralization in faults, shears and fractures is an endless puzzle, each solution opens up new avenues to be explored. After the last ore is taken from a stope, a program of drilling may continue for several weeks on different possibilities. Perhaps no ore is discovered and drilling is abandoned, but it is not unusual for another search to begin later in that same area on a new theory with successful results. Wherever a slightly richer mineralization is found, it is needed to "sweeten" the mill heads. Over seventy years ago gold was discovered in the dry wastes of Western Australia. Rich deposits of alluvial gold were found at first and as these were worked out they led to the discovery of the lode ores, which were leaner and harder to extract.

Resident Instruction: The character of an institution, the varying demands made upon it, its geographical location, its own internal organization, all are factors that predispose against rigid standards, curriculum-making, research programs, and extension services. Mineral industries educators must keep in mind that the under- graduate is the core of the college, a philosophy that implies a set of inviolable principles.1 They will want to turn out graduates with overwhelming talent in their field, together with incorruptible ethics, prepared to deal with people, as well as with theories and things. Curriculum-making is a popular educational pastime. No course makes or breaks a curriculum. The particular qualifications and interests of individual students must find expression. However, selection must be made under guidance so that the student's individual needs are realized. In this way, specialization can be introduced into curricula previously conceived to be of general science or engineering nature only. In its essence, formal education is society's endeavor to put old heads on young shoulders, to implant the experience of centuries in the youthful generation. The Basic Oxygen Process shop at Gary Works is a three vessel shop tapping 220 ton heats. The larger portion of the heats are teemed into ingot molds with the remaining heats being continuously cast in a single strand continuous slab caster. Ingot production includes a wide range of carbon, alloy, and high-strength steels in many ingot sizes for bar, structural, plate and sheet and tin products. Individual ingot weights vary with the number of ingots per heat ranging from a high of 48 to a low of five. Caster production is primarily Riband, a proprietary low carbon grade for sheet and tin applications developed by United States Steel for continuous casting; some Riband steel is vacuum degassed prior to casting. Maintaining a satisfactory level of ladle performance on both ingot and caster heats with a high production rate and widely varied product mix is a demanding and exacting job requiring the best of equipment, materials, and, most importantly, personnel. The improving trend in ladle performance in the No. 1 BOP shop at Gary is due to a combination of factors, which will be described in the following presentation.
