FOR many years the developers or owners of worthy mining ventures in need of financing have found it almost impossible to obtain such financing under the conditions existing in most other lines of business. High rates of interest and unfair participation in profits have robbed the developers of much of their holdings, and have resulted in over-capitalization and many other like evils. When the general financial condition of the country is bad, this difficulty increases to a point where many operations must cease and hen are thrown out of employment. In 1.934 this situation had developed to such a point that Congress attempted to aid the mining industry. It first authorized the RFC to make loans to recognized and established corporations, individuals, and partnerships engaged in the business of mining, milling, or smelting of ores in June, 1934, limiting such authority to loans adequately secured, the security to consist of mineral acreage. The requirements of the law were stringent and of the 252 requests for loans received up to June 1, 1935, 35 were authorized.

The subject of this lecture might well have been assigned to an economist or banker rather than to a geologist, but, as it was deliberately assigned to me, it is to be treated from a geologist's viewpoint. The term precious metals ordinarily includes the platinum group as well as gold and silver. Platinum, like silver, has had a great decline in price during the last few years, but has not been a medium of exchange and therefore has aroused comparatively little comment. Its relation to price level is like that of commodities in general, and will be dismissed without further comment. Of the two precious metals used as mediums of exchange gold, because of its adoption as the basis of most monetary systems and because of its threatened shortage in the near future; has been a subject of general concern to governments, financiers, and economists; silver, on the other hand, which has flooded the market of late has brought forth cries for help, direct or indirect, from producers and to a less extent from the largest users, especially China, whose purchasing power has been greatly curtailed, but it fails to arouse the interest that gold does. Many predictions have been made by economists, bankers, and others regarding future supply of gold and its effect on prices but the differences among these predictions are about as many as the number of prophets. IN crushing and grinding the larger particles are more exposed to the work input. They absorb most of the work and protect the smaller neighboring particles from destructive contact with the crushing surfaces or grinding media. The importance of this exposure differential upon the reduction efficiency and product size distribution has long been recognized. Unfortunately, there has heretofore been no direct method of evaluating it, and such indirect methods as observing the slope of the plotted product size distribution line have been used as an indication. In this presentation the Third Theory of Comminution1 has been used, together with the exponential formula for size distribution, to evaluate the exposure ratio and exposure constant and to illustrate examples of their utility in crushing and grinding applications.

The direct precipitation of uranium with hydrogen peroxide has been known since 1877. Commercial use of the process began in the 1960s. During 1967 the US Bureau of Mines (USBM) assisted the Climax Uranium Co., Grand Junction, CO in the development of a uranyl peroxide precipitation process to control a molybdenum impurity problem (Shabbir and Tame, 1978). Atlas Minerals, Moab, UT has used hydrogen peroxide to control vanadium and sodium levels in uranium concentrates since 1969 (Caropresso and Badger, 1973). Recently, the use of hydrogen peroxide by the uranium industry has grown, particularly since the increased demand for uranium has led to the processing of low grade ores. Impurities present in low-grade ores can be concentrated with the uranium during milling and will substantially complicate the refining of uranium yellowcake concentrates. Consequently, commercial nuclear fuel processors have imposed stringent specifications and penalties to control these impurities. The ability to produce a pure uranium yellowcake can eliminate penalty or reprocessing costs. Hydrogen peroxide precipitation of uranium is specific and quantitative, producing a very high purity product. Although the hydrogen peroxide precipitation of uranium has, and continues to be used primarily as means of producing a high purity yellowcake, it has also become an important process due to the superior physical properties of the precipitate. Under normal operating conditions, the precipitate produced by the reaction of hydrogen peroxide and uranium is dense, easily filtered and dried. The final dry yellowcake is pure, high U308 assay product. Consequently, processing costs such as filtering, drying and/or calcining and drumming, can be reduced compared to ammonia, caustic or Mag-Ox precipitation.

This is the Centennial year of AIME and many of us reading this issue of ' will be getting ready to attend the Centennial Celebration in New York from February 26 through March 4. The officers of the Division sincerely hope that a large number of our members will attend the fine technical sessions and social functions arranged for this really big meeting. The year 1971 will be a crucial one for MBD. This SME Division is a working group organized "to furnish a medium of cooperation among those interested in the basic unit processes and unit operations of minerals beneficiation; and to promote the advancement of this branch of mineral technology through meetings for professional intercourse, and to stimulate the preparation, reading discussion and circulation of papers connected therewith." No one can deny the worthiness of these objectives or minimize the efforts that Division officers and members have made to attain them. Much has been done over the past several years to achieve a smooth-running and effective MBD organization. However, there is still room for improvement and much more needs to be done in order to provide the best possible services for the membership and the profession.

In Silver Plume, Colo., there is a bachelor miner who offers individualized tours of his mine, The Silver Cloud. It is an interesting tour because he drove the mine himself and the view from the shack up there is spectacular. Beside that, he will probably invite you into his kitchen to sit around the old cook stove and drink coffee. When Andy first started his tour business he put a sign on the main street to advertise the fact. The sign read in part: "Women not welcome, but they will be tolerated at $3.00 a head”- the usual fee is $2.50. The sign lasted about 48 hours. Andy had to take it down because "all the ladies in town got mad at me. Now I take them all for $2.50 right across the board," he says. The mining industry is not only reticent about hiring women but traditionally does not even permit women to enter some mines. It would appear, what with the recent action on an equal-rights-for- women amendment in Congress, that we may be wise to examine the prospect.

THE importance of topography to geology is so commonly underrated as to deserve to be pointed out again and again. The relation of topography to the different branches of geology may be seen best by a glance at them all. Geology is well understood to consist of the observation of facts about rocks as materials of the earth (geognosy ), and the explanation of those facts (geogeny). The facts to observe are: I. GEOMETRICAL, as (1) structure, including the dip and strike at different points, the size, shape, and position of basins and saddles; (2) vertical section, that is, the thickness of rock groups and of their parts ; (3) horizontal or geographical position. II. PHYSICAL, such as texture, whether sedimentary or crystalline ; and, if crystalline, whether granitic, porphyritic, amygdaloidal, globular, or concretionary; whether compact or granular; coarse or fine; pervious or impervious; hard or soft; firm or tender; with cleavage or without; massive or thin; the microscopic structure; also whether magnetic or not; soluble or insoluble; fusible or infusible; and the constituent minerals. Morenci ores contain as an average about 0.015 pct molybdenite, MoS2. Incidental to the concentrating operations applied for the recovery of copper minerals, approximately two-thirds of the molybdenite is floated and appears in the final copper concentrate. The economic importance of molybdenum and the success achieved in its recovery in milling operations elsewhere encouraged research directed toward its recovery in marketable form. Several procedures are utilized to effect separation of molybdenite from copper and iron sulphides, but only two have wide application. In the better known of these two methods the molybdenite in the copper concentrate is depressed in a flotation operation using soluble starch as the depressant. The tailing from this treatment thus becomes a low-grade molybdenite concentrate which after thickening, filtering, and low temperature roasting is repulped with water and subjected to additional flotation steps for recovery of the molybdenite. A thio-phosphate collecting agent is employed in flotation of the copper minerals. Presumably the stability and lasting effects of that collector type necessitated the practice of depressing molybdenite followed by subsequent roasting to insure elimination of copper and iron sulphides from final molybdenite concentrate.

In "Sorting Before Sizing " (a paper first announced at the Pittsburgh meeting, February, 1896, but delayed in preparation and now presented at the present meeting) it is shown that if slime-tables are to do their best work on slimes below 0.5 mm. or 0.05 inch in diameter, they must be carefully sorted or classified, and fed to a series of tables suitably adjusted to the different slime-sorts. The reason is that the coarser and finer slime-sorts require respectively different adjustments of the tables. Hence, if the two are fed together upon a table which has, as nearly as may be, average adjustments, fine galena, for example, will go into the tails, or coarse quartz into the heads, or both—losses which could have been largely prevented if the slime had been carefully sorted and each sort sent to its own slime-tables. As indicated in the paper just mentioned, the present tendency in this country is generally to do away with slime-sorting or "classification," and simply to take the overflow from the hydraulic classifier and divide it among the tables by means of

IN recent years many prophets have arisen who hold that gold has outlived its days and that its monetary use is now an anachronism. These prophets include well-known politicians, economists and businessmen. Some of them have called it a joke that metal should be dug up at heavy cost in Africa and elsewhere and shipped to the United States of America only to go underground again at Fort Knox. Others have claimed that all the gold in the world could be sunk in the ocean without anyone being the poorer. The fact that you have invited me to address you on the future of gold may perhaps reflect the fears caused by these various predictions. At present the prophets' taunts show no sign of coming true. The demand for gold is greater than ever before, although stocks held are the largest in history. Nearly all governments have gone to great lengths to suppress any demand that might be made by the public; they have reserved to themselves the right to hold gold and have lost no opportunity of satisfying their own demands. Where the public has been allowed to buy gold, the demand has proved impressively strong. In India the price of gold equals about $82 per fine ounce, having been $90 earlier in the year; in Egypt $65 to $70, after having been $87, and elsewhere it is even higher. In Palestine, for instance, the golden sovereign is traded at about £5, equivalent to $86 per fine ounce, having been nearly £6, equivalent to some $100 per fine ounce, earlier in

Open pit mining at Inspiration began in 1947 after 32 years of underground mining. Two separate pits are included in the operations: the Thornton pit, which measures approximately 2500 x 2000 ft, and the Live Oak pit, which is 1500 x 3000 ft. The geographic centers of the two pits are approximately 4000 ft apart, and at the closest point, the two slopes are only 500 ft apart. Today, much of the open pit mining is being carried out in areas which were broken by earlier underground block caving operations; less than 50% of the total material moved has required drilling and blasting. In the solid or virgin areas, the, material ranges only from soft to medium hardness, thus simplifying drilling, blasting and loading operations. As a result, most mining costs and problems have been centered around truck haulage, truck maintenance and the ever-increasing length of the grade haul.

S EVERAL FACTORS have brought about a vastly greater interest in the gold-mining industry in the last two or three years. Outstanding is the fact that there is an open market at a fixed price for all that can be produced. a condition that holds for no other commodity. Costs of production have decreased greatly, owing to lower prices of supplies and equipment and lower wages. Improved metallurgical processes and equipment are also available. To big new gold district is being opened up but virgin ground is being prospected with some success in many of the more remote parts of the world and right here in the United States many old properties are being reopened 111 the light of present condition<, tailing dumps are being re- worked, and profitable leases taken on abandoned property. Many of the men who are becoming interested in gold are mining engineers whose experience has all been with base metals heretofore: some are engineers with no mining experience; some are not engineers at all but men who cannot find profitable employment in their usual field of activity and are attracted by the age-old lore of the yellow metal. Some are business men with a little money and an idea that under present conditions gold mining offers a safer investment for it than most other kinds of business. It is to those more or less inexperienced new- comers in the gold-mining industry that this article i4 ad dressed. Those who are connected with the large gold mines or who have had rears of experience with the small ones will find in the following pages little or nothing of interest but it is hoped that the newer generation of small mine operators, on whom the healthy growth of the industry depends so much, may find here some helpful hints.

PREVIOUS to the war, this country depended on Europe for its supply of a number of alloys of great importance in the manufacture of electrical apparatus and equipment. When this source was cut off shortly after the beginning of hostilities and the small stocks in the United States were exhausted, either inferior substitutes had to be used or the manufacture of the apparatus suspended. Since electrical equipment was of primary importance in the prosecution of the war, the substitutes had to be used until the composition and processes of manufacture of the alloys could be determined. Included among these alloys was one generally known as manganin, which is composed chiefly of copper and manganese and which, beside having a low-temperature coefficient of resistance, has a low thermal electromotive force against copper. These qualities make it valuable for the manufacture of electrical instruments and machines in which it is used in the shape of wire, rod, and strip. As a result of these circumstances, an investigation was started to deter mine how manganin could be made on a commercial basis so that a product of uniform quality and the necessary electrical characteristics could be produced. The object was to procure an alloy with temperature coefficient of resistance not greater than T 1 X 10-5 per ° C. and a thermal e.m.f. against copper no greater than that of the imported material. It is characteristic of manganin that the temperature-resistance curve is not a straight line but has a peak, which varies in position with different samples; it is most desirable, however, to have it at a temperature of 25° C. if possible. The coefficients of manganin from all records available ranged from a large negative to a large positive value. The composition as reported by different authorities is given in Table 1. Prof. Matthew A. Hunter, of Rensselaer Polytechnic Institute, made up a number of small melts of manganin in a graphite crucible and the one that he reported as having the best coefficient gave the following analysis: Copper, 83.6 per cent.; nickel 2.5 per cent.; manganese,-13.6 per cent.; iron, 0.3 per cent. An analysis of a sample of German manganin gave the following: Copper, 82.6 per cent.; nickel, 3.8 per cent.; manganese, 12.8 per cent.; iron 0.7 per cent.

PLAIN mining engineers usually avoid any gathering of geo¬physicists because of the incomprehensibility of their discussion to the uninitiated. This being so, gradients, gravity and gammas will be deferred to the end of this review, the first part of which will be devoted to what has been done in applying geophysics to the solution of real field problems. From the West, J. J. Jakosky reports that International Geophysics has had its activities fairly well &apos;divided between mining (both placer and lode), oil structural work, and clans-site and reservoir investigations. In oil exploration, electrical methods are used for depths down to 2500 ft., beyond which they utilize seismic methods. They find in their placer work that the many &apos;magnetic anomalies encountered in the bedrock of the Southwest render the electrical techniques more satisfactory, and with them they are obtaining thickness and tonnage of gravels, depth to and contour of the underlying bedrock as well as important structural features therein, and water-table elevations.

THE application of artificial refrigeration, or air-conditioning, to the ventilation of deep, hot mines has long been a subject of interest to the operators of such properties. Artificial cooling of the air in theaters, railroad coaches, and various industrial plants has been so successful within recent years that it has been natural to assume that the adoption of similar methods would afford a ready solution to the difficult problem of mine ventilation. It should however, be obvious, that although there may be nothing technically impossible in the application of this process to mine ventilation there is a great economic distinction between the maintenance of a high standard of comfort for a large number of people in a relatively small space such as a theater and the cooling of air to improve working conditions for miners scattered throughout the extensive workings of a large mine. Many methods of air-conditioning have been considered by the management of the Anaconda Copper Mining Co. at various times, but until the development of the process to be described in this paper none has seemed economically practicable.

Uranium mineralization occurs in the footwall of the Sunshine vein from the 2900 to the 3700 level. Veinlets of uraninite associated with pyrite and jasper have been so extensively divided and recemented that units more than a few feet in length are seldom observed. The wall rock is St. Regis quartzite of the Belt series. The age of the uraninite, on the basis of isotopic analyses, is 750 t- 50, which agrees with geological data suggesting that phases of the Sunshine mineralization are pre-Cambrian.

THE chloridizing mill of the Standard Reduction Co. is located about 75 miles south of Salt Lake City on the Tintic branch of the Denver & Rio Grande Western R. R. and 12 miles from the Tintic Standard mine. The daily capacity is 200 tons of a siliceous, low-grade, silver-lead ore from this property. It has operated continuously since it was started in January, 1921. The process consists essentially of a chloridizing roast followed by a percolating leach with a nearly saturated solution of common salt, acidified with sulfuric acid, the precipitation of silver on sponge copper and of copper and lead on tin-plate cuttings. The precipitates are shipped to a smelter. Some of the general ideas involved are said to have been used by Augustin in England, in 1840. A number of textbooks treat of the subject, especially the chloridizing roast followed by a leach with sodium hyposulfite or amalgamation. The process was revived in this district by Theo. P. Holt, N. C. Christensen, the Bureau of Mines, and others.

The Department of the Interior used to be a quiet, noncontroversial, almost boring agency. It, after all is the fifth oldest of the Departments, and as an old line Federal agency it has studiously performed its preservation and resource management functions in a caretaker mode--though some would say more "undertaker" than "caretaker"--locking up the body and soul of America piece-by-piece. Yes, quiet, serene. That is until Jim Watt showed up. And we have all seen that version of Mt. Vesuvius which resulted--only it was the environmentalists who blew their tops. Ronald Reagan chose Jim Watt as Secretary of this fine old agency to prove that one-third of our Nation&apos;s land and over a billion acres on the Outer Continental Shelf can work for this Nation. At the foundation of President Reagan&apos;s charge to Secretary Watt is a belief in the tenets of the free enterprise system, and in the individual freedoms upon which this country was founded. There are those who don&apos;t share this belief in democracy and free enterprise, and those who believe this 205 year experiment called the United States of America will fail. Nikita Krushchev said "we will bury you"--obviously he didn&apos;t agree with our system. An Italian sociologist, Franco Ferrorotti, said bureaucratic stagnation will kill capitalism. Certainly we have all felt the ravages of bloated bureaucracies. Perhaps one indicator in the United States is the Federal Register, that daily compilation of Government&apos;s largesse. In 1970, 20,000 pages of the Federal Register were published. A decade later, in 1980, that volume had quadrupled to 80,000 pages. The Federal bureaucracy can stagnate from excessive budgets as well. The Interior Department spent $60 million on administering Federal coal leasing in 1981. That&apos;s nearly two bits a ton for every ton of coal leased in 1981. You wouldn&apos;t stay in business very long if your administrative overhead on inventory was that outrageous. But the pessimism of our critics is apparent from more than red tape and bloated budgets. For decades America has been fasting--consuming too little of America&apos;s wealth of minerals, subsisting instead on a diet heavily reliant upon mid-east oil, with little emphasis or concern for inventorying and developing domestic energy and mineral resources. Economics--yes. But short-term, short-sighted economics. Excessively dependent upon foreign imports, of oil, cobalt, chrome and other strategic minerals, the U.S. measures its time before another embargo--or fallen Shah, or Soviet manipulation, or Saudi shift, or, as we witnessed in Egypt, assassination--an untimely loss to mankind and efforts to bring peace to the troubled mid-east. These disruptions, in addition to their tragic human tolls, impair the free world&apos;s security. Huge chunks of the United States have been locked away in dozens of single land use categories in the name of conservation, with only the foggiest idea of what resources might be denied the American people-and this at a time of unacceptable levels of energy and strategic mineral imports. More than half and perhaps two-thirds of all Government-owned lands are totally withdrawn from or severely restricted to development under the mining and leasing laws. We must continue to rid Government of the overly zealous restraints which have been keeping us from drawing upon that which can help restore our economy and national security. When we assumed responsibility, the United States was dependent on foreign sources for about 40 percent of its oil. In 1981, our oil import bill was approximately $83 billion--nearly 17 times what it was in 1972. Our reliance on foreign sources for essential minerals is even more disturbing. We must look to other countries--some unfriendly, some unstable--for 22 of 36 strategically critical minerals. Yet the energy resources on federal lands which are owned by the American people could meet our needs for centuries if properly managed. Eighty-five percent of the crude oil yet to be discovered in America is likely to come from public lands, as will 40 percent of the natural gas, 35 percent of the coal, 80 percent of the oil shale, nearly all of the tar sands, and substantial portions of uranium and geothermal energy. Our vast hardrock-mineral wealth includes untapped deposits of essential elements we now import, such as chromium, copper, platinum, and cobalt. The obvious question is, if these abundant resources can help to revitalize our economic strength and to preserve our national security, why aren&apos;t we using them to better advantage? To a large extent, the answer can be found in past decisions to restrict public access to the federal estate, thus deferring to us or our successors the tough decisions that flow from Congress&apos; mandate to provide for environmentally responsible development of America&apos;s energy and mineral treasures. Here is the legacy this Administration inherited: In January 1981, 7 years after the onset of the Mideast oil embargo: ---Less than 15 percent of federal onshore lands were under lease for oil and gas development; ---No oil and gas leases had been issued in Alaska for 15 years;

During 1975, the Reclasource Corp. constructed and started up a plant for the recovery of mill scale, coke breeze, blast furnace dust; blast furnace sludge; and TOC dust, at the site of Crucible Steel, Inc., Midland, Pa. The Reclaform Process was employed as the criteria for plant design. This process takes the solid wastes (as listed above) which are commonly found in integrated steel mills, sizes them, forms them through the use of a carbonaceous binder briquetting system, and fixes the binder through a final heat treating step. Blast furnace tests have been performed on 15,000 tons of Reclaform briquets. This paper gives a brief history of the program, and describes the process and the raw materials involved. The blast furnace campaign and its major conclusions are discussed.

The Nuclear Waste Policy Act of 1982 provides a set of rules for proceeding with the identification and selection of sites for a mined geologic repository as well as for interim storage facilities for high level waste in the event storage facilities are needed. The following paper summarizes the sequence of procedures in site selection, and presents the interaction of governmental agencies, the states, the public, and affected Indian tribes in this process. Several agencies have published regulations assocated with the selection of high level waste sites. These regulations set down a diverse collection of requirements designed to ensure public safety. This paper identifies the organizations working to satisfy these requirements, and outlines the role of the geotechnical community in performing data collection activities to support these same requirements.
