For many years the Metals Research Laboratory of Carnegie Institute of Technology has been concerned with the statistical nature of the engineering properties of steel from an experimental viewpoint, particularly those properties representing ductility.' In the past three years new work has been directed toward evaluating the statistical nature of the endurance properties. It has been shown that both the fracture curve and the endurance limit in fatigue are markedly statistical in nature. The S-N curve (and the endurance limit) of ferrous materials is often determined with specimens which number as few as ten. The common procedure is to test the first specimen at a stress well above the expected endurance hmit. Each succeeding specimen is then tested at a progressively lower stress, until, after five or six tests, a specimen runs ten million or so cycles without failing. Two or three more specimens are then used to find the highest stress at which failure will not occur; the limiting stress determined in this way is called the endurance limit. It has now been found, however, that the variability in the fracture curve and in the endurance limit in heat-treated alloy forging steels is so great that S-N curves must be drawn on the basis of distribution curves which can be appraised only by statistical methods. Two methods have been adopted in this study: (1) straightforward statistical studies of cycles to fracture of a number of specimens at each of a series of stress levels, and (2) a new abbreviated statistical method, known as "staircase testing."2 The latter corisists in testing a series of specimens, one by one, with the test stress for any given specimen automatically

MY YEAR OF SERVICE as president of the A.I.M.E. came at a time when the mineral industry had suffered severely because of disturbed economic conditions throughout the world. The Institute, an integral part of this industry, had been similarly affected. Its membership and revenues decreased; it was confronted by problems of retrenchment at a time when its vigorous operation was especially important to its members, of some moment to the mining industry, and of value to the nation. Throughout the last year, the recession of activity in our industry continued with slight abatement. Your Board accordingly exercised such economy within the Institute as was possible without impairment of essential functions. It endeavored to aid in sustaining the morale of members, their sense of professional unity, and their interest in maintaining research and the interchange of scientific and technologic data upon which the progress of our industry depends. Effort was made to assist in the difficult task of finding employment for needy members; our endeavors have met with some success.

DURING 1916, the St. Joseph Lead Co. milled 2,505,670 tons of ore. This is a daily operating average of 7855 tons. The economic concentration of such a large tonnage necessarily requires a plant equipped with modern machinery and operated efficiently. The milling process used in producing this output has been a gradual development through the long period of years that the company has been in existence. HISTORICAL SUMMARY OF MILLING PRACTICE Ore was first mined at Bonne Terre, Mo., in 1864. The early milling practice was crude. It consisted of breaking the ore into small pieces by hand, pulverizing in a Blake crusher and a pair of Cornish rolls to approximately minus 6 mm., and jigging in the old-fashioned hand jigs. Only the coarse heavy galena was saved, the gangue being shoveled off and discarded. The output for the first year under this method was only 240 tons of pig lead. The first mill of the company was a combination of extensions and additions built from time to time as the mines developed. It was a museum of early mulling machinery, such as jigs, percussion tables, huddles, dolly tubs, log washers, etc., following no definite flow sheet. The chats, or tailings, were hauled to waste dumps by mule and ox teams, as much as 500 tons per day being moved in this manner, until a railroad was built in 1880. This mill was burned in 1883, at which time the annual output had reached approximately 7300 tons of pig lead. A new mill of 500 tons capacity was designed and built by C. B. Parsons. This mill has been admirably described by H. S. Monroe.1 The ore was crushed in Blake crushers, Cornish rolls, through 6-mm. screens, and treated by jigs of the Parsons type, percussion tables and log washers, or trunking machines, for cleaning the galena. IN January last I published in the Engineering and Mining Journal a table giving, with a considerable degree of accuracy, the production of anthracite coal for the year 1874. At that time it was impossible to give any correct estimate of the production of bituminous coal, for the returns I had been able to secure from such distant and scattered districts were not always forwarded punctually, and the work of -obtaining anything like a true estimate of the coal mined in districts from which I was unable to obtain official returns was both laborious and tedious. As will be seen from the detailed reports furnished herewith, I have succeeded in obtaining tolerably accurate returns of 20,093,704 tons; and upon careful revision by numerous well-informed local authorities, my first estimate of the amount of coal not officially returned to me has grown very considerably; indeed, as I get more information on the subject I find that our bituminous coal production greatly exceeds the amount we have been accustomed to hear it placed at, aggregating as it does, 26,465,704 tons. Mr. Andrew Roy, State Inspector of Mines for Ohio, has reported the production of Ohio at 4,168,445 tons, while his first estimates were but 3,820,000 tons; and similarly, in other cases, the more full the returns direct from the mines the more incorrect do I find all previous reports. I am able now to furnish, not an accurate statement, indeed, but by far the most full and reliable one that has yet been published of our coal production. The amount of labor involved in obtaining this admittedly imperfect report has been simply enormous. In the following tabular statement it will be perceived that Pennsylvania produces nearly one-half of all the bituminous coal mined * Since this paper was read fuller reports from some of the States whose production had been "estimated" have modified the figures given. The most serious error is in California, which produces probably 200,000 tons less than these figures. Oregon and Washington territories also yield smaller amounts than here reported; but these reductions are probably fully compensated by fuller reports from other States that were here underestimated. The correct aggregate amount will not vary much from that here given. Early in 1876 I will be able to give a fuller and more accurate report for the year 1875.

In May, 1878, I had the honor of presenting to the Institute, at the Chattanooga meeting, some observations upon the heat of the Comstock Lode, and since then the subject has attracted some attention and criticism, in the course of which, L have observed errors of apprehension which I beg leave to correct now. Mr. John Arthur Phillips discussed it before the Geological Society, his paper being printed in the Quarterly Journal for August, 1879." His criticism is based upon that part of my paper in which I quote a number of analyses of the mine waters, to illustrate the fact that the heat does not come from the oxidation of pyrite. Since the annual meeting held in February, 1917, when the Woman's Auxiliary to the A. I. M. E., was formed, the work of organization, which of necessity must be slow, has steadily gone forward. Under the Chairmanship of Mrs. C. C. Burger of the Welfare Committee, three active sub-committees have been formed: that of Americanization; under Mrs. Levi Holbrook, who is eminently fitted for such a position, by her active and valuable work in a number of the fine patriotic societies of our country; the Belgian Relief Committee, under Mrs. Henry H. Knox, which has clone phenomenal work in the three months of its existence, and whose report is later given in detail; and the Emergency Committee under Mrs. Herman A. Prosser, which has a fund already established, and is. in close touch with Major Arthur S. Dwight, ready to act when necessity arises. The officers of the Auxiliary feel more than gratified at the response so far received, and in a later issue will print extracts from letters, if permission can be gotten from the writers, showing the interest and enthusiasm that have beer aroused by the formation of a Woman's Auxiliary. Answers have even come from far Korea "the hermit nation," from Australia, from South America, showing what a bond of sympathy and, helpfulness is in process of growth. It is our sad duty to announce the death of our Treasurer, Mrs. George D. Baryon, who, from the very inception of our plan to organize, was an inspiring and valuable co-worker. Her place will be difficult to fill. Mrs. Arthur S. Dwight is Acting Treasurer at present. The Auxiliary wishes to express its heartiest thanks to Mr. Stoughton, the genial and efficient Secretary of the A. I. M. Discussion of the paper of Dorsey A. Lyon and Robert M. Keeney, presented at the Butte meeting, August, 1913, and printed in Bulletin No. 80, August, 1913, pp. 2117 to 2149. C. D. WOODWARD, Butte, Mont.:-We constructed a small blast furnace, and used first carbon electrodes and an alternating current of about 50 to 75 volts. We were able to smelt the material which was fed to the furnace, but we did not carry on experiments far enough to see just exactly what the power consumption was and compare it with the amount of material treated. We found that the blast seemed to help materially in reducing our charge and cutting down our power consumption. There were several other experiments tried at the time, and I do not call to mind now just what they were. We were trying to do away with the carbon electrode and replace it with an iron one, and it also seems to me we tried to use the ore for an electrode; but I believe that the electric furnace in the reducing end is simply a question of British thermal units per kilowatt-hour compared with British thermal units in a pound of coke. Now, if a pound of coke costs us 0.5 c. and a kilowatt-hour costs us in the neighborhood of 1.5 c., I think there is a big advantage in using coke instead of the electrical current for copper reducing. We tried steam, and a number of other methods, to throw copper down, but it has been some time ago and I am not very familiar with them now. The outlook of the experiments did not seem to be very promising, and we took it more as a thermal problem than an electrical one. PROF. JOSEPH W. RICHARDS, South Bethlehem, Pa.:-Mr. Woodward has spoken of the question as a thermal problem. I would call attention to the fact that electric furnaces usually utilize the heat of the electric current at from four to ten times the efficiency with which the heat generated by fuel is utilized; so it will not do simply to compare by thermal units generated. Your total thermal units may cost much less from coke than from electricity, yet you will find the electrically generated thermal units utilized in a properly designed furnace from three to ten times more efficiently than in the combustion furnace. You must make that allowance is comparing the cost of thermal units generated electrically and thermal units from coke.

Speech advocating a new law of the sea-the "common heritage of mankind." The 3rd Law of the Sea (L0S) Conference was held in Caracas in mid-1974, and a fourth UN conference, scheduled for mid-March in Geneva, will once again attempt to produce a cohesive LOS Convention to take up where the 1958 Geneva Convention left off. The 1958 Convention specified coastal state resource rights on a continental shelf out to a water depth of 200 m-a supposed technological limitation at the time. But the surge of offshore petroleum drilling and the advent of the nodule resource have long since exploded beyond the 200-m limit.

(Pittsburg Meeting, March, 1910.) I HAVE long been aware that ferruginous copper furnace slags if fused in the electric arc will yield metallic iron containing copper, and in order to confirm this knowledge, and to obtain further information of the behavior of such slags in the high temperature and reducing conditions of the electric furnace, a number of samples of slag were fused in an experimental electric furnace. The results obtained, given in Table I., show that a very large amount of metallic iron was produced, and that this iron carried with it practically all the copper, gold, and silver, and more than 50 per cent. of the sulphur, of the original slag. The metallic buttons formed in the electric furnace were clean, hard, but not brittle.

WHEN, in April, 1892, the writer began experimenting with the cyanide-process, it had already proved a success in the treatment of tailings, but had not become an important factor as a primary method of ore-treatment. The Livingston, Colorado, mill was running a few small agitators; the Mercur mill, in Utah, was said to be a success, but was " closed down to increase capacity; " and Mr. A. B. Paul, in Shasta county, California, was running ore'through a stamp-mill into leachingvats, using a weak cyanide solution in the battery. Mills had been, or were being, erected in Arizona; on the Comstock lode; and in South Dakota. Some of these never started, and several were shut down or remodelled for other processes. Altogether, the outlook was anything but favorable. Many of these mills were planned to make use of agits tion, and a cyanide solution containing at least 1 per cent. of potassium cyanide was employed. Since then the improvement of the process, both chemically and mechanically, has placed it among the recognized successful methods of oretreatment. Within the past year I have visited a large number of cyanide-mills, and have collected considerable data, of which I publish enough herewith to give an idea of the development of the process and of the methods followed in the principal mills. THIS paper is not the result of recent research with regard to any particular feature of iron metallurgy, blast-furnace practice or mechanical engineering. It is rather a series of notes with regard to contemporaneous progress in blast-furnace construction and operation, together with some suggestions as to changes and improvements that seem to be desirable. On April 1, 1930, a committee of the Chicago District Blast Furnace and Coke Association presented to that association a rather ambitious study of blast-furnace equipment, together with recommendations for the design of construction of a complete blast-furnace unit for the production of 1000 tons of pig iron per day. This report represented the result of months of study by members of the committee, all of whom were actively engaged in operation or design of blast-furnace plants. It is natural, therefore, that comments on the present state of the art should take this 1000-tons furnace, as recommended by the Association, as a basis for comparison with corresponding features of construction or design. See Table 1. In looking through this report at the present time, the significant difference is in the nature of the gas-washing equipment that today would be specified. In other respects, the installation would remain generally very much as it was outlined in 1930. The change in furnace dimensions would be very slight and of no especial significance, except with respect to changes in stock-line diameter, of which more will be said hereafter. The high-efficiency stove as developed by various designers is thoroughly described within this report, and few changes have taken place since. Blowing equipment shows refinement and reflects the improvement in steam engineering. I AM APPRECIATIVE of the honor you have done me in electing me to membership in your Society. I value the contacts with men of imagination and ideals which this implies. I am grateful for the recognition of such small contributions as I may have made, or helped to make, to the vast fund of scientific and engineering knowledge. We like to think, as we grow older, that our lives have not been purely parasitical, and that through our efforts some forward step, however small, has been taken toward improving conditions under which we live and do our work. In these days of industrial depression, we hear much criticism of our "machine age." Modern engineering, mass production, the complexity of our lives, all come in for some share of blame. The farmer is said to have been spoiled by the tractor and the gang plow, the factory worker has become a slave of the assembly conveyor, the scientific worker is no longer free but has sacrificed much of his individuality to the research organization of which he is a part. We wonder whether our work as engineers has been worth while and whether our striving after more efficient ways of doing things has been a curse to mankind rather than the boon we thought we were conferring.

1 apologize for attempting to talk in a field in which 1 am by no means a specialist, but some of the problems brought up have much in common with other minerals. It touches the field in which we are all interested and it is a field in which our Mineral Inquiry has been giving special attention during the last two years. While it is the primary business, of course, of this Institute to consider the physical facts and technology of minerals, we now face the necessity of considering the minerd industry in its broader economic, social, and political relationships. We have run into a traffic jam—as though a load of hay had been spilled on the road. It makes no difference whether we are drivers or passengers, technical or nontechnical men, we have to get the load off the road before we can go farther. We are conscious of very many difficulties which are outside of the ordinary range of cost accounting or methods of mining or the usual thing with which we concern ourselves. We have extensive readjustments to make in our social and economic and political contacts. It is up to us to find out what is the matter. As a matter of fact, we do not know what is the matter in any comprehensive way. We have many suggestions as to difficulties here and there. Many people are working on the problem, but when the mineral industry as a whole is asked what is a reasonable course of procedure, what is its program, what would be a reasonable state or national policy, I think you will agree with me that we have no spokesman able to outline even a semblance of such a general policy. We sit back and criticize when somebody else steps in, as Governor Murray stepped in, and as many others of our state governors and legislators are stepping in, to do things which we do not think are reasonable. When they say, "What is a reasonable program? " we find ourselves caught napping. We have not agreed on a program. The other day in talking with one of the leaders of the western radical movement, I was twitting him on having no sound and comprehensive conservation program. The conservation of mineral resources as a public policy question has received a great deal of attention in the area of petroleum and practically no attention in other mineral areas, except, of course, soil and water. Some insights into mineral conservation problems and how these problems can be approached in the social decision-making process are significant. THE MEANINGS OF CONSERVATION Conservation means many things to many people .2, 11 Too often it is a label attached to a proposed program or policy to add respectability and to gain public acceptance. It is a term applied to specific resources in some contexts and to resources generally in other contexts. The oft-quoted comment of President William Howard Taft that conservation is something everybody is for, no matter what it means, succinctly illustrates the confusion over both the meaning of the concept and the policies required to implement a conservation program. This confusion goes quite deep and is more than a matter of semantics or emphasis. For example, the efficient exploitation of a mineral deposit which might be applauded as good conservation in terms of that mineral, might well result in destruction of or harm to the environment which might be viewed as bad conservation. Economics provides some tools to help solve this sort of problem, but there may be fundamental differences in value systems among groups in this society, so that ultimately society must collectively make a subjective political choice as to what is good or bad conservation policy.a An Economic Definition of Conservation The economic concepts of conservation have more relevance and are more easily applied to minerals than to many other natural resources. This does not mean that economics goes all the way in understanding mineral conservation, but at least it provides a framework for analysis which later can be altered to include noneconomic variables. Perhaps the greatest confusion in discussing mineral conservation arises in attempting to relate purely physical concepts with economic concepts. An economist is interested in maximizing or conserving values; he is not interested in maximum physical recovery or utilization. He wants to know the costs and benefits of using, or not using, resources. The economic theory of mineral-resource conservation can be labeled variously as the theory of exhaustion, the theory of resource exploitation, the theory of resource utilization, or simply as a special case of the broad theory of capital.4,28 Consideration of these labels illuminates the concerns of the econo-

Ecstall Mining Limited, a wholly owned subsidiary of Texas Gulf Sulphur Company, is the owner and operator of the Kidd Creek Mine including the concentrator complex located near Timmins, Ontario. Canada, approximately 450 miles north of Toronto. The mine, concentrator and Timmins form a triangular arrangement with a 17-mile rail link connecting the mine and concentrator and both of these facilities 18 and 14 miles respectively by road from Timmins. A core drilling program in the spring of 1964 established the presence of a large massive sulphide orebody which was to become the Kidd Creek Mine. Texas Gulf Sulphur had been conducting an intensive search for base metal in various parts of Northern Ontario and Quebec since 1957. Of several thousand anomalies detected in airborne electromagnetic surveys, several hundred warranted ground inspection, but only one of more than sixty drilled became a commercial orebody, the Kidd Creek Mine. The geophysical exploration work has been well covered in a paper written and presented by Van Donohoo, presently a Vice-President of T.G.S., at the American Mining Congress in San Francisco in October 1969. GEOLOGY The orebody lies within a series of overturned rhyolitic flows and pyroelastics with a major peridotite intrusive to the east. The hangingwall and footwall are composed chiefly of intermediate volcanics, andesite and dacite. The southern end of the orebody appears to terminate abruptly against greywacke while the north end is bifurcated and the structure obscured.

THAT colleges and technical schools constitute a vital factor in our industrial system is being realized more and more of late years. Consequently it is desirable that there should be a constant interchange of ideas between the 'school and the industries and that there should be a more intimate contact between the student and his future employer. Business and industry demand certain proficiencies and qualifications of the student and he, in turn, sees certain rewards and advantages in the industry. . In a meeting of this kind, whose primary purpose is to promote a greater intimacy between the students and those men who are active in the mining profession, it is quite fitting that each state his demnds upon the other in order to establish a common understanding. It is probable that a student, not being conversant with actual conditions in the industry, may be unfair in what he asks of his employer. Therefore criticism, constructive or other- wise, is not only accepted, but is invited.

AS always when metallurgical operations are conducted within or close to agricultural and stock-raising regions, the question of damage due to fume and smoke presented itself when the Cerro de Pasco Copper Corporation's new smelter commenced to operate in La Oroya in 1922, For more than twenty years the Corporation had operated its old plant close to Cerro de Pasco without encountering difficulties from smoke claims, owing to the fact that it was in an open plain where more or less constant air currents carried and dissipated the smoke over large areas, affording ample dilution. But Oroya is in a deep canyon formed by four contributing valleys up and down which the smoke travels for long distances in a more or less concentrated form. Though the altitude of Oroya is more than 12,000 ft., and the surrounding country rises to much greater elevations, nevertheless there exists there a large and important stock-raising industry and also a considerable development in agriculture, consisting of the cultivation of potatoes, barley, etc.
