INTRODUCTION It is recognized that, for a variety of reasons, some companies in the mineral industry today are by no means cash-rich and, in fact, are reporting a growing proportion of long-term debt in their capital structures. A review of recent balance sheets of small, medium-size, and some larger companies, indicates that a fair number still have substantial positions in cash equivalents such as U.S. government issues and other short-term money market instruments. In part, this paper concerns itself with companies which have sufficient cash and equivalents and/or cash generation to internally finance mining projects or expansions but which, for some reason, choose to borrow funds. Misconceptions which appear to frequently underlie so-called "leveraging" decisions are explored in this paper. Also considered are those circumstances under which any company, including one that is cash-rich, should consider borrowing for a project in an amount beyond what would otherwise be necessary based upon its internal financing ability. I do not 'attempt to cover the raising of equity capital in public markets in this paper. OVERALL RETURN ON TOTAL POOL OF INVESTABLE CASH SHOULD INFLUENCE FINANCING DECISIONS If you approach an individual with an investment which can be financed from his savings, or by borrowing at a rate higher than he is earning on his savings, he will quickly tell you that to pay interest at a rate higher than he is earning would reduce his overall income. Baird, Louis, Lieut., Royal Field Artillery, British Army, died on the battlefield in 1915. Cobeldick, William Morley, Royal Engineers, died from gas poisoning on October 7, 1915. Dougall, Ralph, killed in action Evans, Alfred Winter, Lieut.-Col., New Zealand_ Rifle Brigade, D. S. 0., D. C. M., killed in action on October 12, 1917. Hague, William, 1st Lieut., Engineer Officers' Reserve Corps, died in active service.

Geological engineering expanded its role and significance during 1966 in the areas of construction, raw materials exploration and inventory, water supply and pollution, mechanical properties of earth material and regional environmental planning. Efforts varied immensely in scope and magnitude, in simplicity, difficulty and importance. Observations, measurements, and analysis encompassed both simple and sophisticated procedures. CONSTRUCTION Activities in construction ranged from preliminary to detailed evaluations of sites, development of preventative measures and designing corrective measures following construction failures. Most investigations concerned dam sites, highway locations and slope stability, building sites, tunnels and underground storage facilities.

Electro-mechanical actuator, self-protected for mechanical and electrical overload, is developed by RACO. Tubular housing consists of squirrel cage motor with hollow rotor shaft and inner threads in the rotor. Features stroke distance of 2-72 in. and wide range of trust (20 lb-10 tons). (100) Agglomeration systems, offered by Ferro-Tech, incorporate pelletizing, briquetting and extrusion systems to agglomerate materials too fine to convey, load or feed to a process. Equipment includes disc and drum pelletizers, briquetter presses, compactors, extruders, pugmills and mixers, dryers, coolers, feeders and conveyors. (101)

THE purpose of this work has been to investigate recrystallization characteristics of zirconium after cold working and annealing. In order to do this, hafnium-contain ing crystal bars of Foote Mineral Co. iodide zirconium were selected for high purity. maximum diameter (about ½ in.), brightness of surface, and absence of core wire. A typical lot analysis is shown in Table I. In order to obtain uniformity of starting material, all bars were cold-swaged to 0.310 in. diam, annealed for 2 hr at 1000°C, and furnace cooled.
