INDEPENDENTLY of the recognized chemical reactions involved in the production of metallic zinc, the process is affected by physical conditions in efficiency, and by commercial as well as technical economy. To offer some observations concerning these conditions is the purpose of the present paper. Among the important elements of this problem is the physical nature of the particles constituting the mass of zinc oxide to be reduced. This may be the result, either of the manner of the original deposition of the mineral, or of the treatment to which it has been subjected in the roasting-furnace. The physical character of the reducing-agent is another important factor, since the carbon of some coals is much more active in reduction than that of others. The degree of fineness, whether of ore or coal, or both, likewise plays a significant part. These factors, together with the physical admixture of foreign substances with the ore, may give rise also to chemical "side-reactions," sometimes hindering or retarding, and sometimes accelerating, the reduction. Finally, thermal conditions, including the relative conductivity of the materials, deserve to be taken into account. In firing a furnace with retorts charged with a mixture of roasted ore and coal, the first reaction is naturally the boiling-off of the contained water ; the next is the distillation of the light hydrocarbons from the coal; the next is the reduction of the iron oxide to protoxide and sub-oxide successively, and then to metallic sponge; and the final reaction is the reduction of the zinc oxide in the ore by the carbon to metallic zinc. AT THE beginning of February the British Government announced acceptance of the American terms for funding the war debt, the main features-being as follows: Interest rate of 3 per cent. for the first 10 years and then 3 ½ per cent. up to the final extinguishment of the debt at the end of 62 years. The interest from the time since the loans were made to the actual beginning of the funding arrangement to be recomputed at 4 1/4 per cent. instead of the 5 per cent. rate now in effect. Congress ratified the contract respecting the British debt. The ship subsidy bill was relegated to the rear, which is indeed an end to the project. The natural consequence of this will be a liquidation of the Govern-ment's shipping business. The joint committee on the reorganization of Govern-ment departments made its report to the President. In general this seems to offer a well-considered plan for the coordination of Government service. The pro-posals respecting the bureaus that are particularly associated with the mining industry may be subject to criticism. According to the committee's plan, the Geological Survey remains in the Department of the Interior, but the Bureau of Mines and the compilation of the statistics of mineral production are transferred to the Department of Commerce. The Lausanne conference among the European powers came to an end early in February, without any treaty having been signed, owing to the refusal of the Turks to accept the ultimatum of the Allies. Theoreti-cally this left conditions in a state-of war between the Allies and Turkey. However, no actual movements have resulted. The French and Belgians continued to hold the Ruhr district of Westphalia, extending their lines and administration of the region. The Germans adhered to the policy of passive resistance. In the Parliament of Great Britain the French and Belgian policy was plainly declared to be unwise and dangerous. French and Belgian industries, moreover, were troubled by strikes among their own coal miners for higher wages. The Poles and Lithuanians engaged in border war-fare;. the civil war in Ireland continued. The rest of the world was quiet insofar as military operations are concerned.

The Asientos-Tepezala district is in the north of the State of Aguasca-lientes, about 30 miles north of the city of Aguascalientes, the capital. The district is reached by a standard-gage railway on the west side through the junction, Rincon de Romos, which is on the main line of the National Railways of Mexico from El Paso to Aguscalientes. The terminal is Tepezala. On the east side a narrow gage connects Asientos with the junction, San Gil, on the main line, Asientos to San Luis Potosi. Tepezala on the west side of the Asientos hills is about 2 miles from Asientos on the east side. The area between the two mining centers is separated by a low subdued divide which forms the central part of the hills. The district is in a group of isolated hills surrounded by characteristic bolsón plains. The hills rise above the surrounding plains about 6500 to 10,000 ft.; the highest peak is Alta Mira. The two mining districts lie somewhat upon the flanks of the hills at about the same elevation, 7200 ft. The district is an old one and has been known since early in the 17th Century when the mines were worked by the Franciscan Monks. Their mining operations, which were limited to the oxidized ore above the water level, consisted chiefly in extracting silver from the Santa Francisca vein. To judge from the old workings and the remains of surface plant, the operations were on a large scale. By modern mining operations since about 1900, the various mines of the district have been one of the principal sourees of ore for the smelter located at Aguascalientes. Topography The topographic features of the Asientos hills are largely controlled by the character of the underlying rocks. During the Tertiary period, the entire group of hills was probably covered by extrusive volcanic material in the form of cones and lava flows. The central part of these have since been carried away by erosion, so that remnants have been left along the borders of the hills. These remnants form rather conspicuous peaks,

The following is a description of the methods used in rescuing men and extinguishing the underground fire at the Pennsylvania mine, Butte, Mont. , This fire, which cost the lives of 21 men, began about 9 p.m., Feb. 14, 1916, at or near a ventilating fan on the 1,200 air-shaft station. This shaft at that time was downcast, while the main hoisting shaft was upcast. Owing to the proximity of the fire to the air shaft, the air in the latter soon became heated, and as the fan on the level was not running— the power having been cut off shortly after the outbreak of the fire—the air shaft became upcast to the 300 level. At this point a blanket of cold air from the surface caused the smoke and gases to be drawn in on that level and carried down again through the workings to the 1,200. A short time after the discovery of the fire, water was turned down the air shaft through a series of pipes around the collar of the shaft, which caused the smoke to recede below the 300, so that within 2 hr. it was possible to search that level for the missing men. From the above it will be apparent why the air shaft was upcast instead of downcast, as under normal conditions, and why men were suffocated at considerable distances from the seat of the fire. The smoke and gases that came up the main hoisting shaft did not diffuse through the workings to any extent. There are doors on all levels in the connections to the main hoisting and air shafts, but in the confusion and running around many of these doors were left open, and this undoubtedly caused the smoke and gases to spread more rapidly than they would otherwise have done. It was necessary for most of the men on the various levels to pass close to the air shaft in going to the hoisting shaft, and when they encountered the smoke and gases in that vicinity a number turned back and climbed down with the direction of the air currents and were then suffocated, while all those who passed through the pall of smoke to the main shaft were saved. There were 220 men in the mine that night, and all but 25 were hoisted to the surface within 30 min. after the discovery of the fire. THE diamond drilling of certain characters of unstable rock forma-tion, as, for example, the copper-bearing schists of the Miami district in Arizona, is rendered most difficult by what is known as " caving" of the sides of the drill holes. As this caving is very greatly increased by the action of flowing water, it occurred to me, after experiencing a great deal of difficulty with caving in diamond-drill holes which I was drilling for the Miami Copper Co., that if I could substitute air for water, much of the caving-with resultant difficulties, such as decreased speed of sinking and increased consumption. of diamonds-would be overcome. After some experimenting, I found that it was perfectly practicable to substitute air for the water; forcing the air down the hollow rotating rods in the same manner as is done with water, the air passing out around the bit, which is thus cooled, and ascending on the outside of the rods to the collar of the hole, carrying the borings in just as satisfactory a manner as had been done by the water, but without the accompanying destruction or caving of the sides of the drill holes such as had been so generally experienced with the water. When water was encountered in the drilling this water was forced up to the collar just as it would have been had water been used in the .drilling, but with the correspondingly decreased flow there was relatively less washing or caving of the sides of the drill holes. The only change necessary in the arrangement of the drill is that a cross instead of a tee is used at the collar of the hole. A tightly woven jute bag is attached to one arm of the cross, for collecting and filtering the sample; and when drilling in dry ground a jet of water is attached to the opposite arm of the cross, to collect the dust and wash down the sample into the bag. The rods rotate through a stuffing box attached to the upper opening of the cross. The distention of the jute bag by the issuing air indicates the operating conditions as sufficiently as did the flow of water when using water in the drill hole.

Three distinct processes take place during the conversion of iron ore to steel. First: the raw ore is reduced to metallic iron in the blast furnace and during this reduction certain constituents are dissolved in the iron, either through the solution of a solid into a liquid phase, as in the case of carbon, or by reduction of an oxide existing in the slag to the metallic element of that oxide, with subsequent solution of the metallic element in the iron. Thus by the process of solution and reduction, a pig iron results which contains about 4 per cent carbon, 1 per cent silicon, 1 to 2 per cent manganese, 0.1 to 0.4 per cent phosphorus, and 0.03 to 0.10 per cent sulfur. To obtain a sufficient yield of iron from the ore it is necessary that the reducing process be carried as far as possible, with the result that the impurities mentioned accompany the reduced iron. Second: to convert this iron into steel it is necessary to oxidize a part of the iron in eliminating the impurities to the extent desired for the particular product being made. In eliminating these impurities by oxidation a certain amount of iron oxide (FeO) dissolves in the steel. This dissolved FeO reacts with the metalloids, except sulfur, and to eliminate them to the desired extent it is necessary to leave a considerable amount of FeO in the metal. The reaction of iron oxide with silicon, manganese, and phosphorus results in the formation of the oxides of these elements. The oxides enter the slag and the extent of elimination of the elements depends on certain equilibria between the slag and the metal. The reaction of FeO with carbon results in the formation of the gases CO and CO, which, after saturating the metal, pass into the furnace gases. Third: after the iron has been purified to the desired extent as far as the elements listed are concerned, it is necessary to deoxidize the bath to remove the FeO, which is the vital factor in gas formation as the steel solidifies.

WHEN a well strikes an oil-bearing layer, the oil has a pressure which is generally sufficient to enable it to rise to near the surface (sometimes above the surface). As soon as a well begins to produce, however, the liquid moves through the pores of the reservoir bed and the pressure in the well becomes much lower than the pressure originally prevailing there. At some distance from the well, however, the pressure in the reservoir bed remains unaltered; thus the pressure of the oil has not only to lift the oil, but also to overcome the friction resistance in the pores. The fact that so many oil wells are gushers is a consequence of the energy accumulated in the gas. In gushing the well acts as a gas-lift. A mixture of liquid and gas (the latter partly dissolved in the former) rises vertically from the oil¬bearing layer through a cylindrical casing to the surface. In time conditions alter and the well ceases to gush regularly, then the gushing can be further promoted by inserting a narrower tube in the well and connecting the top of the oil string to the tubing. If the action in time becomes irregular, the gushing can be kept up for a further period by forcing gas between the two tubes. In the oil fields the term "gas-lift" is used actually only where extraneous gas is applied, as in the last of the stages mentioned. The action, however, is just the same whether the gas exclusively originates from the formation, or is partly applied artificially. Thus by gas-lift we simply mean a vertical tube in which the energy of gas under pressure, and of dissolved gas, is utilized for raising a liquid. In gushing oil wells the pressure is frequently very high and the absorption coefficient 0.4 (expressed in vol. ratio) of the coexisting gas is not particularly high, so that in reality it should be assumed that a considerable portion of the gas, at any rate at the bottom of the gas-lift, is dissolved in the oil. For water-producing wells this is not usually of such importance.

ON July 2 the Krupp plant in Essen was occupied by the French. The City of Frankfurt, on the edge of the Mayence Bridgehead was surrounded by the French. French infantry and cavalry occupied some more towns in the Ruhr. These moves were apparently in the way of reprisals. The Bank of England on July 5 raised its discount rate from three per cent. to four, per, cent., the lower rate having previously prevailed for almost exactly a year.. The advance appears to have been inspired by the reserve ratio, but especially owing to the fact that the low rate in the London market had led to the out-flow of funds from there to other markets. Philip Snowden brought up again in the British .Parliament his motion in favor of the condemnation of the capitalistic system and the substitution of socialism. The motion was put to vote and was defeated by large majority, only the members of the Labor party voting for it. The Allies and the Turks finally came to an agree-ment at Lausanne, the Turks getting about all for which they asked. It would be tiresome to record the details. The main fact is that the Turks, after having been ejected from Europe in 1918, are now going to return. Russia agreed to the settlement respecting the Straits. The Soviet Government of Russia formulated and adopted, subject to ratification, a constitution for the United States of Russia, which appears to be patterned after the constitution of the United States of America and the unwritten constitution of Great Britain. The important thing about this seems to be that it definitely reunites the constituent parts of the old Empire, the semi-independence of the Ukraine being surrendered.

The Nicola Valley coal-field is small, but it seems likely to become important because of its commanding position in a rich region that is developing rapidly. Bituminous coking-coal in workable quantity has not been found at any other point between the Crow's Nest Pass region, about 400 miles to the east, and Vancouver island, 250 miles westward. The Canadian Pacific railway reached the Nicola valley two years ago ; two other lines, the Canadian Northern and the Great Northern, are building towards the valley. The vast region between the Rocky mountains and the Pacific coast, extending northward for several hundred miles from the international boundary, which has been the scene of extensive mining- and smelting-operations for many years, is filling up with settlers, who are attracted by the wealth of minerals and timber, the rich soil of the valleys, and the fine climate. The Nicola river, flowing westward through the valley of that name in the Yale district, discharges into the Thompson river, which is the eastern branch of the Fraser. The transcontinental line of the Canadian Pacific railway crosses the mouth of the Nicola river at Spence's bridge, 178 miles from Vancouver. From Spence's bridge the Nicola branch line ascends the valley for 40 miles to Merritt, the coal-center, and continues 7 miles farther to the town of Nicola. Thus the haul from the mines at an elevatioiz of 2,000 ft. to salt water is 218 miles down river-grades. The Nicola branch will be continued about 150 miles farther eastward to Penticton, where it will connect with an extension of the line through the rich Kootenay and Boundary districts. The Canadian government has granted a subsidy of $6,000 per mile, to which the provincial government is planning to add $5,000 per mile, to assist in the construction of the Nicola extension. Introduction THE use of roll scale in the Bessemer process dates back, to the "best of our knowledge, at least 20 years. It was first used by the Ohio Steel Co.; Youngstown, Ohio (now the Ohio Works of the Carnegie Steel Co.) under the direction of Sam, MacDonald, Superintendent of the Bessemer Department at these works. Two 10-ton vessels and one blowing engine capable of blowing one heat at a time were employed. The object of using the scale was to -shorten the length of the blow; or in other words, to increase the production with the same equipment. Various means were tried out for introducing the roll scale into the bath of molten iron: It was shoveled into the vessel before the heat was charged, so that the metal would flow over the scale; it was shoveled into the bath after the vessel was turned up; it Was dumped into the empty iron ladle by the wheelbarrow-load, and at times wars dumped on top of the molten metal in the iron ladle. But the practice of introducing the scale into the iron ladle had to be abandoned on account of danger from explosions and of skulling the -ladles. It was soon learned that the proper place to charge the scale was in the empty vessel, so that when the molten iron was poured into the vessel it flowed over the scale, causing a considerable reaction to take place before the heat was turned up. Eventually, cylindrical chutes similar to those now in use were installed. Into these chutes the scale is dumped and carried into the empty vessel. Before this convenient means of introducing the scale was adopted, the Ohio Works had satisfactorily demonstrated that roll scale would increase production, by blowing 107 heats in one 12-hr. turn (1,087 tons) with one blowing engine, blowing one heat at a time; whereas, prior to the use of scale, the best practice at these works was about 80 heats under the same conditions.

Fire-brick stoves have become a necessary part of the modern coke blast-furnace equipment, and are also superseding the cast-iron pipe stoves in anthracite- and charcoal-furnaces. The brick stoves in general use are of either the Cowper or Whitwell type, or modifications of these bearing the names of those who invented the alterations from the original types rather than any real departure from then]. All these stoves have approximately the same valve-equipment and follow the same line of operation. The waste gas from the furnace enters at one port and burns in a single combustion-chamber, and the heated products are drawn through the various passe; in the brickwork to a stack of proper height to create the necessary draught. The last passes of these stoves receive a very small percentage of the heat from the gas, owing to their extreme distance from the combustion-chamber; and this chamber also suffers great deterioration in the attempt to force the heat into the farthest passes. At best, about 70 per cent. of the heat taken up is held in the combustion-chamher and the first down-pass of the Whitwell stoves. Mr. Hugh Kennedy, Manager of the Isabella Furnaces, Pittsburgh, Pa., who has had a large experience with the fire-brick hotblast stoves, was so strongly impressed with the fact that but about thirty per cent of the brick of the average stove were doing proper duty as heat-agents, that, after careful study and experiment, he had three 20- by 60-feet stoves constructed with a view of more uniformly heating all the brick. In these the general lines of the Whitwell stove are followed, with the blast-connections unaltered, but gas is introduced at the bottom of each pass, and outlets are provided at the top, so that the gases have a direct natural draught in each pass and the highest heats are obtained at the bottom instead of the top. The natural tendency being toward the reverse condition, the brickwork soon acquires an almost uniform temperature.

INTRODUCTION. IN a paper read by title at the Washington meeting of the Institute, May, 1905,1 discussed at considerable length the geological relations, node of occurrence, and the genesis of the lead- and zinc-ores of the Virginia-Tennessee region. The present paper treats of the purely economic phases of the zinc-ores of the district; such as methods of mining the ores, their preparation and treatment. The Albemarle county mines and plant were discussed in the paper referred to above, and will not be considered here. METHODS OF MINING. Until very recently the mining of lead- and zinc-ores in Virginia was limited wholly to the surface belt of weathering. The mode of occurrence and the character of the ores to be mined were such as to demand the employment of methods used in mining secondary concentrated ores. Accordingly, a system similar to that practiced in mining brown iron-ores was employed, being modified to meet the changed conditions. Oxidized or Soft Ores.-Up to the present time practically all the ore mined in the Virginia district has been of the oxidized or soft type;-the silicate, calamine, and the carbonate, smith-sonite; largely the former, which has been localized and concentrated at only slight depths below the surface. Because of the extreme irregularity with which the limestone weathers when stripped of the overlying residual clay, it presents a roughened surface of large and small irregular "chimneys"

IN 1930, Taggart, Taylor and Knoll1found that addition of various electrolytes to suspensions of ground minerals resulted in the stopping or starting of Brownian movement of the suspended particles. On the basis of the many new facts found, they rejected the "classical "[t] theory of Brownian movement and proposed an "ionization" theory. This new theory was further supported in later publications by Taggart.3,4 The acceptance of the ionization theory by men in the field of flotation may be judged by the mention given this theory in Gaudin's "Principles of Mineral Dressing,"5 Wark's "Principles of Flotation,"6 as well as in a recent paper by Fitt, Thomas and Taggart.7 The proponents of the ionization theory have gone further than the mere statement of the new theory. A parallelism between the Brownian movement of mineral particles and their behavior in flotation was reported.1,3,4 Likewise, the correlation between flocculation-dispersion of mineral particles and the Brownian movement of these particles has been investigated.7 Bankoff15 has suggested that "slime-coating" can also be directly correlated with the Brownian movement of the slime particles. In each of the instances mentioned it is the ionization theory of Brownian movement that has been used to "explain" the correlations that were found. The essential conflict between the kinetic theory and the ionization theory can be understood best by a brief description of each. The kinetic theory* proposes that Brownian movement is caused by the impacts of liquid molecules against the solid particles. At any instant of time, the molecular impacts on all sides of the solid particle will not balance, and the particle will receive a push in some direction. According to this theory, all particles suspended in a liquid are in Brownian movement. However, if the particle is very large, the impacts on all sides will very nearly balance and the motion will not be noticeable. Another factor, besides the size of the particle, that affects the magnitude of the Brownian movement is the viscosity of the liquid-the greater the viscosity, the less the displacement of particles by Brownian movement. This theory has been verified experimentally by measurement of the velocity of Brownian movement, and by measurement of the compacting of suspensoid particles under the influence of gravity.2 The originators of the ionization theory found that the addition of various electrolytes to slime pulps caused cessation or commencement of Brownian movement, depending upon the chemical nature of the particle and the electrolyte. INTRODUCTION The conventional way to program reservoir problems* for solution on the electric analyzer1 is one which concentrates the block units towards the inner radius of the prototype system being represented by the analog model. This is achieved by the device of considering block units of equal value radial resistance, leading to the consequences: (1) the ratio of the external to the internal radius of each block unit is a constant (i.e. r1/ri-l = constant a); (2) the external radius of the nth block unit is equal to the innermost radius of the system times the constant a raised to the nth power: (3) the capacitance of the block units increase by a factor of a2 going out radially from the innermost to the outermost boundaries of the system; (4) given n block units in the radial direction, the capacitance ratio of the outermost to the innermost block unit is a (2n-2); and (5) the vertical resistance of the block units decrease by a factor of a going out radially from the innermost to the outermost boundaries of the system, such that the ratio of the maximum to minimum vertical resistance is also given by the factor a(2n-2) PRESENT PROGRAMMING METHOD While this conventional way of programming problems is quite adequate for routine uses of the electric analyzer, it leads to difficulties in those cases where the inner radius of the prototype system (e.g., the well-bore) is small compared to the external radius (e.g.. the external reservoir boundary). To handle such a case by the conventional method would require either that a large value be selected for the constant a or that a large number n, of radial block units be chosen. In consequence, the capacitance and vertical resistance ratios become impossibly large, as will be evident from the relations given above. In any event, the size of the smallest and largest capacitors will always be limited by the size of commercially available components, and the analyzer itself will determine how many mesh points are available for radial block units. For example, it can be shown that if the maximum capacitance ratio which can be electrically handled is a factor of l04, the maximum external radius of the system which can be considered (assuming an internal wellbore radius of 0.25 ft is: It is thus seen that in direct consequence of having the inner wellbore radius small compared to the external radius, models extending beyond 30 to 40 ft are not possible when the capacitance ratio is limited to l04. (NB. A value of 10-9 farads can perhaps be taken as the minimum electrical capacitance possible if corrections for the capacitance of the lead wires are to be avoided. Values greater than 10-5 farads would require the use of unstable and inaccurate electrolytic capacitors). On the other hand, models extending out to 500 to 5,000 ft may be desired in single-well problems, and hence the need for a revised method of problem programming. * REVISED PROGRAMMING METHOD The revised method of programming is one which attempts to retain the desirable features of the conventional method (viz. concentration of block units towards the inner boundary, simplicity in computation, etc.) without having as a consequence that impossible capacitance and vertical resistance ratios will be required. This paper considers certain aspects of the acid bessemer process, particularly in its relations to the duplex process—that combination in which the pig iron is first desiliconized and decarburized in acid bessemer converters and then dephosphorized in basic open-hearth furnaces. The acid bessemer process employs an acid-lined converter and produces an acid slag. The blow is usually thought to eliminate the silicon and manganese as oxides and then to burn off the carbon as carbon monoxide On account, however, of the relatively large amount of metallic iron present in the converter, compared with the relatively small amount of the impurities it is desired to oxidize, the first reaction in the converter probably is the formation of iron oxide, which dissolves in the bath and acts as an oxygen carrier for the silicon and carbon. As soon as iron oxide is dissolved throughout the bath, the oxidation of silicon commences; but in the early stages of the blow the mass law would indicate that iron oxide must form first, and this oxide probably increases up to some saturation point. The molten metal in the converter from the early stages of the blow right through to its completion remains basic, while the slag produced is siliceous. This fact is shown by the corrosion of the acid bottom and the tuyeres, which is greatest at the tuyere orifice where oxidation is most active and where there is the most iron oxide. Why does this acid bottom corrode? Because it is attacked by a base. The thought, therefore, suggests itself, why not. make the bottoms of basic or neutral material?' As the converter slag is acid, those parts of the converter coming in contact with the slag should be acid; but those parts of the converter that are in contact with the molten metal saturated with metallic oxides should be basic. or neutral. Bessemer operators have for some time tacitly admitted this condition, for the blast pressures have steadily increased with the object of keeping the metal in suspension, and so preventing bottom corrosion; if the molten metal were not basic, it would not attack an acid bottom. In addition, the tuyeres are bunched together at the middle of the bottom and a clear space is left around the outside of the bottom; if tuyeres are placed too near the side walls the

This paper considers certain aspects of the acid bessemer process, particularly in its relations to the duplex process—that combination in which the pig iron is first desiliconized and decarburized in acid bessemer converters and then dephosphorized in basic open-hearth furnaces. The acid bessemer process employs an acid-lined converter and produces an acid slag. The blow is usually thought to eliminate the silicon and manganese as oxides and then to burn off the carbon as carbon monoxide On account, however, of the relatively large amount of metallic iron present in the converter, compared with the relatively small amount of the impurities it is desired to oxidize, the first reaction in the converter probably is the formation of iron oxide, which dissolves in the bath and acts as an oxygen carrier for the silicon and carbon. As soon as iron oxide is dissolved throughout the bath, the oxidation of silicon commences; but in the early stages of the blow the mass law would indicate that iron oxide must form first, and this oxide probably increases up to some saturation point. The molten metal in the converter from the early stages of the blow right through to its completion remains basic, while the slag produced is siliceous. This fact is shown by the corrosion of the acid bottom and the tuyeres, which is greatest at the tuyere orifice where oxidation is most active and where there is the most iron oxide. Why does this acid bottom corrode? Because it is attacked by a base. The thought, therefore, suggests itself, why not. make the bottoms of basic or neutral material?' As the converter slag is acid, those parts of the converter coming in contact with the slag should be acid; but those parts of the converter that are in contact with the molten metal saturated with metallic oxides should be basic. or neutral. Bessemer operators have for some time tacitly admitted this condition, for the blast pressures have steadily increased with the object of keeping the metal in suspension, and so preventing bottom corrosion; if the molten metal were not basic, it would not attack an acid bottom. In addition, the tuyeres are bunched together at the middle of the bottom and a clear space is left around the outside of the bottom; if tuyeres are placed too near the side walls the

(San Francisco Meeting, September, 1915) THE interest which has been aroused in prospecting for oil in the foot hills of southern Alberta, and in the oil possibilities of the known gas fields situated in the less-disturbed areas, called for a much closer examination of the structure, thickness, and composition of the underlying rocks of the region than had -hitherto been made. The areal geology of the larger part of the great plains was outlined by Dawson, McConnell, and Tyrrell, between 1881 and 1885. The foothill area was not critically examined at that time, owing to the time which would have been required for its proper study and the difficulty that was found in recognizing in the foothills the divisions which had been adopted in the mapping of the formations of the plains. This was clue in great measure to the paucity of exposures in continuous sections of the lower divisions of the Upper Cretaceous. Since the pioneer work on the plains was published, the beds which form continuations south into Montana have been critically examined. The Canadian beds arch over the end of a flat anticline which rises to the south; and two sections in Montana, one on each side of the anticline, help to explain some of the difficulties previously encountered in the mapping of the measures found in the foothills. THE structure of eutectics has been studied by a number of investi-gators, and the complexity of the structural relationship of the compo-nents has been agreed upon, especially that of the "eutectic colony," type III of Portevin's1 classification. This paper does not attempt to alter the present classifications of eutectics; rather, it discusses the relationship between the macrostructure and the microstructure of the copper-cuprous oxide eutectic, and describes in detail the mechanism of the formation and the structure of the eutectic. Further, throughout the entire discussion it attempts to point out certain misconceptions in regard to the interpretation of the observed structure of the copper-cuprous oxide eutectic, one of the so-called "eutectic colony" types, and to correlate as much as possible the work done by the writer with that done by other investigators. Of the three types of eutectics listed by Portevin,2 the eutectic colony type has presented the greatest difficulty in interpretation. Although the copper-cuprous oxide eutectic is typical of the eutectic colony type in appearance, it may not be truly representative because the copper forms about 96 percent of the eutectic and the cuprous oxide about 4 per cent. The interpretation of the origin and structure of the "eutectic colony" given here is strictly limited, therefore, to the copper-cuprous oxide eutectic.

The 64th Texas Legislature passed the "Texas Surface Mining and Reclamation Act," Chapter 131, Texas Natural Resources Code (subsequently referred to as "the Act"), at a point in time when little surface mining had taken place within the state. Thus, enactment of regulatory control governing mining operations in our state has, for the most part, preceded widespread, intensive mining activity. I should point out that the statute applies only to the extraction of coal, lignite, uranium and uranium ore. A recent opinion rendered by the Attorney General's office has stated that extraction of the named elements, when it occurs incidental to the extraction of other materials, e.g., clay, is not not an activity subject to the Act. An important theme of the Act, frequently overlooked in other environmentally oriented legislation, is recognition of the Act's affect on the mining industry. The Act states that "the extraction of minerals by surface mining operations is a basic and essential activity making an important contribution to the economic well-being of the state and nation" and, in reference to reclamation being accomplished contemporaneously with mining, provides a recognition that "the extraction of minerals by responsible mining operations is an essential and beneficial economic activity." This legislative recognition is, of course balanced against the need for proper mined land reclamation, the rights of surface owners, the need to guard against unreasonable degradation to land and water resources and numerous other actions or events that the Legislature wanted protected. Another rather pervasive general theme that is established in the Act is the concept that the agency is entitled to obtain whatever information, or take whatever action, that appears reasonably necessary to effectuate the purposes of the Act. This concept, coupled with the detailed requirements placed on mining operations in the portions of the Act dealing with Permit Applications, Reclamation Plan and Reclamation Standards, easily insures that surface mining activities can and will be regulated to the extent necessary. Section 131.102(b)(2) is probably the most relevant provision in the Act which deals with the preclusion of mined lands becoming waste lands. This portion of the Act states that the surface mining operator shall: ". . . restore the land affected to the same or a substantially beneficial condition. ." In this language the Legislature had made it abundantly clear that the abandoned or orphaned lands found in some of the Eastern states, will not be tolerated in this State, and provided the Commission with a degree of latitude to determine what condition would be appropriate in each individual mining situation. I bring this area of the Act to your attention because it is the area which has received the most inquiries and concern by operators, i.e. what does "substantially beneficial" constitute? The Commission's staff has spent a considerable amount of time wrestling with the statutory language "substantially beneficial" to determine the legislative intent and provide operators with guidance of what they can expect. In this regard, the most definitive criteria in our opinion lies in the Act's legislative hsitory. The Legislature had before it basically three reclamation standards namely: House Bill 656, considered to provide the most stringent reclamation standard and identical to Senate Bill 66; House Bill 1717 which was supported by industry spokesmen and was considered to contain the least stringent reclamation standard; and Senate Bill 55 which was adopted by the Legislature. During the Bill's initial hearing before the House Environmental Affairs Committee, the House sponsor of the Senate Bill 55, which was the Bill eventually adopted, made the following statement: (I am quoting verbatim from the Committee's transcript although substituting the speaker's reference to the authors names with the Bill's numbers.) "An example of the differing approaches of the four bills can be seen in the area of reclamation standards and this is critical. House Bill 656, talking about restoring the surface of the land, House Bill 656 has this statement: 'At least fully capable of supporting the use to which it was capable of supporting prior to any mining or any higher or better use.' In other words you have to restore it to the level it was prior to the mining. Senate Bill 55: 'Restore the land to the same or substantially beneficial use.' Substantially beneficial use. (Emphasis his) House Bill 1717 says: 'Restore insofar as practical to appropriate beneficial post-mining use.' So that House Bill 1717 said to, 'restore insofar as practical to appropriate beneficial use. I think that's too weak, whereas I think the House Bill 656 that would call you to restore it to at least the use it had prior to the mining may also be too tight the other way. I think the Senate Bill 55 approach is down the middle of the road which says that you do restore it to the 'same or substantially beneficial use,' is a proper way to go there." Therefore, the conclusion that we have drawn from the legislative history of the bill is that the extent of reclamation required by "substantially beneficial" may be something other than the use it was prior to

IN a former paper laid before the Institute, entitled Lead and Silver Smelting in Chicago, I endeavored to give a description of the manner in which argentiferous lead ores from the far West were treated in that city, and also described the method employed in the desilverization of the silver-lead produced from the ores. It will perhaps be remembered, that very siliceous ores, principally from the Emma mine, Utah, containing over 40 per cent. of silicic acid, were then being treated at the works of the Chicago Silver Smelting and Refining Company in the reverberatory furnace, with the use of metallic iron, in the form of borings, as a precipitating medium for the lead ; and that the extraction of the silver from the resulting bullion was effected by the Balbach process. The Swansea Works, also the works at Brighton, just outside of this city, and those of S. P. Lunt, were at that time treating ore of a similar character by the same method. The inadequacy of the process for the ores then under treatment was, in a manner, pointed out by me in the paper above referred to. Since the time of its writing, many and important improvements have been made in the metallurgical treatment of Western ores in Chicago. Most ores are now roasted previous to reduction, and the latter operation is conducted in the shaft-furnace instead of the reverberatory. Such is the fact at least at the Swansea Works, the largest in the city, and here it was where the first steps were taken in this direction. In selecting these works as the subject of this paper, I am in hopes that the description given of the various metallurgical operations, as they are there now conducted, will serve to give an idea of the improvements introduced
