The State of Nevada, known par excellence as " the Silver State," occupies the major portion of the wide plateau, or so-called Great Basin, lying between the Sierra Nevada range on the west and the Wahsatch range of the Rocky Mountains on the east. It extends from the 114th degree to the 120th degree of longitude, west of Greenwich. It is limited, on the north, by the 42d degree of latitude, and on the extreme south by the 35th degree of latitude. Its general shape is that of an irregular parallelogram, from which the lower or southwestern portion has been cut off by a diagonal southeasterly line; the missing portion forms a part of the State of California on the west. The Great Basin is made up of a succession of low hills, or minor mountain ranges, running very nearly north and south, with long valleys between them. All of these mountains are more or less metalliferous. On the westcrn rim, marking the eastern flank or foothills of the Sierra, we find granites, porphyries, and propylites. Here we note the great Comstock lode, with its free-milling gold and silver ores, and still further south the once prominent and the now reviving gold and silver-bearing districts of Esmeralda County, Nevada, and of Morro County, California. Next, at some distance to the east, we find the mining districts at and near Unionville, in Humboldt County. Still further to the east we find the Battle Mountain copper-silver district, north from the railroad, and southerly therefrom the Austin or Reese Ever, Belmont, and other districts. Apparently the widespread agitation for the codification of our mining laws has had its effect, and it is quite possible that Congress will take up the question during this present session. The greatest objection to our present statutes pertaining to metalliferous deposits seems to be directed against the law of the apex. Those who are not in favor of changing this law are very far in the minority and they apparently realize that it is useless to urge its retention. Next in importance to the repeal of the law of the apex, seems to be a widespread advocacy for the repeal of the law requiring discovery of mineral before a valid location of a mining claim can be made. To a lesser extent there appears to be a desire to have the law changed so as to allow patent for claims without mineral discoveries. The purpose of this article is to review the arguments in favor of the proposed change of the discovery requirement, to show some of the evils that may be expected to result therefrom, and to consider whether a system may be devised to correct the undesirable features of the present law in this respect and at the same time not expose the mining fraternity and the general public to the evils which would result from the repeal of this fundamental requirement. Under the law as at present framed, the validity of a mining location is dependent upon the fact of discovery of mineral within the boundaries of the land claimed. " * * * but no location of a mining claim shall be made until the discovery of the vein or lode within the limits of the claim located" (Sec. 2,320, U. S. Rev. Stat.). All authorities agree that discovery is the source of the miners' title. Lindley, in his valuable work on Mines (3d Ed., Sec. 335), lays down the rule in part as follows: "Discovery is the initial fact. Without that no right can be acquired. * * * Such discovery must precede the location, or be in advance of intervening rights. The proof of recording and marking a claim will not authorize the court to presume a discovery." As is well stated by the U. S. Supreme Court in Erhard v. Boaro (113 U.S. 536):

IN this survey of the progressive development (of education for the mineral industries throughout the United States, the review of .the history of each school has usually been completed wherever it is first mentioned, but the history of the schools in the cities of the eastern seaboard was not carried beyond 1870. It is necessary now to cover what happened during the period of approximately the last quarter of the nineteenth century in several of the schools in the east. Philadelphia Of Philadelphia, it has been related in chapter 4 that the Polytechnic College of Pennsylvania began offering a curriculum leading to the B.S. in mining in 1853; that the school did not prosper, and finally closed about 1890. The establishment of a Department of Mining, Arts, and Manufactures at the University of Pennsylvania in 1855-56 was also mentioned, but its history was not carried beyond 1860. In 1859 J. Peter Lesley was appointed professor of mining in the University of Pennsylvania. The son of a cabinetmaker, born in Philadelphia Sept. 17, 1819, he had taken his A.B. degree at the University of Pennsylvania in 1838 and then secured a position on the Geological Survey of Pennsylvania under H. D. Rogers. When the Survey was discontinued, in 1841, he went to Princeton to study theology, was ordained a Presbyterian minister and followed that career until 1852, when the Pennsylvania, Geological Survey was again started and he rejoined its staff. He published "A Manual of Coal and its Topography" in 1856, and studied at the École des Mines, Paris, in 1856-57. He published an 800-page "Iron Manufactures Guide" the year that he was appointed to the staff at the University of Pennsylvania. In 1863-64 a College of Agriculture, Mines, Arts and the Mechanic Arts was established, but it was not a separate school

(New York Meeting, February, 1912.) THE little town of San Nicolás, Tamaulipas, Mexico, lies approximately 60 miles east of Linares, situated in the State of Nuevo Leon, and 150 miles SE. of Monterey, as shown in the sketch-map. Fig. 1. The place is reached from Monterey by the Tampico train as far as Linares, a distance of 92 miles, and then by coach the rest of the way. It is situated in a narrow valley between low hills, the houses forming one main street and a plaza. It is peopled by about 500 inhabitants. The climate is temperate, the thermometer ranging from 90° in summer to a few degrees below freezing-point in winter; but this severe weather only lasts a day or two at a time, when the " northers " blow. There are no streams in the vicinity, but water sufficient for the use of the people is obtained from wells. The rainfall is about the same as that in the rest of NE. Mexico. The rainy months are July, August, and September. The rest of the year is practically dry, with an occasional showery day or two during the winter, when a " norther " is blowing. Timber is abundant in many localities. There are two varieties of oak, besides mesquite, ebony, "maguira," "patol," and a number of other kinds of trees indigenous to this region. I. HISTORY. On the discovery of the silver-lead hearing veins occurring in this district, the mining-camp of San Nicolás was founded in 1767 by the Spaniards, and numerous mines were opened and worked for a distance of abort 3 miles east and 5 miles west of the town. A reservoir mechanism of sulfur recovery by the Frasch process is presented. Improving the economic, of recovery appears to be largely a well, rather than a reservoir problem. A most important factor is the limitation of the lateral extraction of .sulfur about the wells due to the almost vertical .flow of the injected hot water. Model studies are described which confirin the mechanism of sulfur recovery by presently used methods. Studies on a five-spot system indicate improved econo171ics regarding recovery, recovery rate, therinal efficiency, and well spacing. INTRODUCTION Sulfur mining by the Frasch process is one of the most important methods of sulfur production. Developed by Herman Frasch in 1894, it enjoyed a rapid growth and presently supplies 40 per cent of the world's sulfur and about 80 per cent of the U. S. sulfur." The Frasch process of mining the underground native sulfur deposits involves melting the sulfur in place by introducing super-heated water into the sulfur bearing formations, and producing the sulfur as a liquid. Many problems are encountered in mining these native sulfur deposits, and sulfur production depends chiefly upon the nature of the sulfur deposit and the underground thermal efficiency of the heat transfer system. THE RECOVERY MECHANISM Sulfur is typically found in salt dome cap rock as crystal aggregates occurring within the cavities, seams, and pores of limestone and gypsum formations.' Sulfur-bearing limestone is typically cavernous, vugular, and fractured. Porosity averages about 20 per cent and sulfur saturation averages approximately 25 per cent by weight.1,15 Vhe sulfur bearing formations are very heterogeneous in nature and physical characteristics vary widely within small distances. Total cap rock thickness may vary from 50 to more than 1,000 ft, and net productive thicknesses from a few feet to a few hundred feet. In most cases the upper portion of the limestone formation is barren of sulfur, varying from 5 to 200 ft in thickness.1,15,33 The immediately overlying sediments and the underlying dense anhydrite formation provide permeability barriers to the flow of water from the cap rock section.'" Sulfur wells are drilled with conventional oilfield drilling rigs. Fig. 1 illustrates the casing program of a completed sulfur well. The cap rock sections are drilled with core bits and continuous core logs are recorded. After coring, the cap rock section is underreamed to a diameter of 9 7/8 in. The bottom of the 8-in. casing is welded closed and rests on the bottom of the drill hole, which extends through the cap rock to a few feet above the bottom of the sulfur-bearing formation. The 8-in. pipe contains 5 ft of 3/4-in. perforations on 6-in. centers and 15 ft of 1-in. perforations on 1-ft centers. The 20-ft perforated section is set opposite the lower 20 ft of the sulfur-bearing formation. The 4-in. sulfur pipe is set inside the 8-in. water line on a seat ring at the top of the 5-ft section of 3/4-in. perforations. The mining water, heated to about 330°F under a pressure of 250 psi, is forced down the annulus between the 8-in. and 441-1. pipes and through the 1-in. perforations to the sulfur-bearing formation. Iv all new movements unavoidable misapprehensions arise, which should be cleared away, lest they retard the progress of the movement itself. An impression has gone abroad that the movement for conservation of resources is a new movement. No one knows better than the engineer that this is not the case. Men like Douglas and Raymond and John Fritz and Edison and McDonald, and hosts of others, have preached and practiced conservation as applied to mineral resources throughout a long and useful life-time; and, in general, the work of the engineer and the chemist, both in this and in other countries, has been along the line of continually greater efficiency in the use of all available materials. And the results already accomplished through the efforts of these experts are now saving annually many millions of dollars to the people of the United States in materials and labor. It is true, however, that the need for conservation, that is, for a wiser and more efficient use of the natural resources, has taken on a new life, and is being brought home to the people of the United States in a manner which is awakening public interest and even the public conscience. It is, therefore, both appropriate and fortunate that the engineers, the chemists, and the thinking men of all classes are availing themselves of the present impetus to the movement to emphasize anew the lessons which heretofore they have found it more difficult to impress upon the American public or even upon the captains of industry. Still another of these misapprehensions is to the effect that many of the leaders in the present movement hope to bring about conservation of resources through legislation or execu-

AT THE beginning of November, Mussolini had firmly established himself at the head of the Italian Government. He himself referred to the ascendancy of the Fascisti as the result of a revo-lution and bluntly informed Parliament that it was to vote, as a matter of form, as he ordered, or else be dissolved. One of the great consequences of these events in Italy was the impetus that they gave to simi-lar movements in other countries of Continental Europe. Another great event of the month in world affairs was the repudiation by the Turks of the Mudania agreement and their notification to the Allies that the latter must evacuate Constantinople and allow the Dardanelles to be closed. This had the effect of once more consolidating Great Britain, France and Italy in so far as this question is concerned, and there was prompt refusal to accede to the demands of the Turks. With the advent of November, both the United States and Great Britain were in- the throes of political contests. The result of the American election was a landslide against the administration and especially was it an expression of agrarian discontent and a declara-tion in effect that our domestic affairs are not good in spite of political representations that they are. In Great Britain, the Conservatives were put in power by a substantial majority in Parliament, but the fact that the Labor party became numerically the second party instead of the Liberals and that it polled about 40 per cent. of the total popular vote affords ground for misgivings, especially when it be considered that the Labor party was standing on distinctly socialis-tic and communistic principles. In Russia, there was a sitting of the Third Interna-tionale, to which Lenin in a speech made a quasi-confession of the failure of the communistic experiment in Russia. He admitted, moreover, that Russia could not industrially reconstruct herself without capitalistic help. Nationally the country is making progress. During November, the Far Eastern Repub-lic surrendered to the Soviet, which thus carried Russia back to the shore of the Pacific.

Owin to its isolation and comparatively small tonnage, the Yoquivo district is not widely known; though financially important andgeologically, quite interesting. San Francisco de Yoquivo, the center of the mining district, is in the western part of the state of Chihuahua, Mexico; about 35 miles west of San Juanito, on the Kansas City, Mexico & Orient R. R. The town can be reached from the railroad by a good trail over a rugged country. The elevation of Yoquivo is 6500 ft., and peaks surrounding the town are 2000 ft. higher. The mining towns of Concheño and Ocampo are 25 miles northwest, and Uruachic is 20 miles southwest. The climate, temperate and healthful, is almost ideal. The rainy season begins in July and ends the latter part of September. There is usually, though not always, some precipitation in all months except April, May, and June. The mountains are covered with pine and scrub oak. Water, wood and lumber are plentiful for all ordinary purposes, and hydroelectric power is available for about six months of the year, when wood for steam power is utilized as an expedient. The district has been worked recurrently for over 60 years. The Yoquivo province lies on the steep western slope of the Tara-humara division of the Sierra Madre range of mountains. The province is traversed by many deep canyons, most of which flow west. The town is situated on the San Francisco arroyo, which makes a confluence with the Huevachic stream 236 m. southwest; the Huevachic in turn joins the Candemeña river farther down and these two drain the western flank of the Tarahumara mountains and form the headwaters of the Mayo river. The claims of the Yocluivo Development Co., which is the only organization in the district with a record of any considerable production, lie within an area roughly l½ m. square. Thc area extends from the San Francisco arroyo north, and from the Dolores arroyo west, and is confined to the andesite formation. General Geology The terrane about Yoquivo is composed of a series of Tertiary eruptives that consist of numerous phases of andesite and rhyolite, and

Nitric acid oxidation rate analyses of three coals, previously studied microscopically by the Bureau of Mines, revealed three components. Relative quantities agree with those found for the four components given by the Bureau and results are consistent with current ideas of coal constitution. Possible multi-component composition for bright coal and a reactivity-rank relation are suggested. THE physically dissimilar components of bituminous coals often are easily recognized mega-scopically. Under the microscope, reflected light or light transmitted through thin sections reveals the presence of the different components, even when these are intimately mixed. Optical methods for the quantitative estimation of the relative abundance of the various components, both by means of thin sections and by particle count, have been fully described.'. ' It has long been recognized that there are chemical and physical differences between the various petro-graphic components of bituminous coals, although analytical differences usually are small.:'. ' Only in the case of fusain have chemical differences been used for quantitative determination of a component. C. C. Hsiao and associates, at the Mineral Industries Experiment Station of the Pennsylvania State College, have described a method of analysis which is based upon the differences in the rate of nitric acid (8N) oxidation, fusain, and the other components of coal."," The reproducibility of their method and its applicability in checking microscopic determinations of fusain content have been supported by several independent investigations.'. " The writer has proposed the use of differences in oxidizability for the estimation of other components." "' The results of the oxidation of whole coals and of float-and-sink fractions of coals were reported. In most cases the plots of the logarithms of the percent dry, non-fusain, organic residue from oxidation, against time, revealed the presence of at least two distinct components. Both components appeared to oxidize according to a first order law, but the reaction constants for the components were distinctly different. One or more of the dull density fractions were found to contain but one component, and some of the lower rank coals oxidized in such a way as to suggest the presence of three components. A suitable way to check the identity and significance of the components delineated by oxidation would be to analyze a sample of coal both by the nitric acid oxidation procedure and by a microscopic method. The writer was wholly unfamiliar with either of the microscopic techniques commonly used, and to make such a comparison it was necessary to rely upon microscopic analyses made by someone else. It is hoped that some laboratory which is equipped to make both types of analyses will some day make them upon identical samples. During the past 20 years, four Alabama coals have been analyzed petrographically and the results published by the United States Bureau of Mines. They are: 1—Flat Top mine, Mary Lee bed; 2—Empire mine, Black Creek bed; 3—Wylam No. 8 mine, Pratt bed, all in the Warrior field; and 4—Soot Creek mine, Fairview bed, in the Coosa field."-" Of these, only the Flat Top mine is still operating. Because of the closing of these mines, it first appeared necessary to rely upon the indirect and unsatisfactory procedure of sampling the beds in other mines located as near to the closed mines as possible. Upon investigation, however, it was found that the Bureau of Mines still had, in storage, the very same samples which had been used in the published petrographic studies. The Bureau very generously furnished about 2000 g each of the Pratt, Mary Lee, and Fairview bed coals, largely lumps but with some fines. The blocks of coal, when received, still were covered by the paraffin coating which had been placed on the polished surface, in the case of the Mary Lee coal almost twenty years ago. Procedure The procedure for oxidizing the coal sample and removing the alkali-soluble humic acid has been described. In the present study, oxidation periods of 1/6, 1/3, 1/2, 3/4, 1, 2, 3, and 4 hr were used. All oxidations were made in triplicate. After the paraffin had been removed in boiling water and the coal washed carefully with cold benzene, the entire sample of approximately 2000 g, obtained from the Bureau of Mines, was crushed to pass a No. 4 sieve. DURING the summer of 1927, the Department of Terrestrial Magnetism of the Carnegie Institution of Washington joined with the Michigan College of Mining and Technology in conducting a series of earth-resistivity measurements in the Michigan copper country. The geological structure in this section is quite varied and fairly well known. The purpose of the investigation was to discover the correlation between the variations in electrical resistivity of large masses of soil and rock in place and the geological structure below the surface. The work done may be roughly divided into two parts: (1) Measurement and study of the variations in resistivity with depth, or with volume, to establish such general relations as exist between the two: and (2) the determination of the specific resistivity of various formations in order to make available more fundamental data which may aid in the interpretation of the results of the former type of measurement. A report by Mr. Rooney, which gives in detail the measurements made and the results obtained, forms the basis for this article. MEASUREMENT AND STUDY OF VARIATIONS IN RESISTIVITY The possibility of applying data from measurements of the physical properties of earth material to the 'study of the geological structure has long been recognized, and a number of methods for determining the position and character of concealed rock strata by means of seismic, gravitation, magnetic and electrical measurements made on the surface are being used with varying degrees of success. One physical property which varies widely for different materials, and hence affords an opportunity for distinguishing between them, is their electrical resistance. Locations were selected where the geological structures were well known and where the depths to the water level and bed rock had been determined by drilling. The problem was to determine the value of measurements of resistivity and its variations as indications of the geological structure below the surface.

The manufacture of coke in Peru, as practiced at the coalmines of the Quishuarcancha and Goyllarisquisca districts, is intermediate between the primitive coke-heap and the bee-hive oven. The method of coking is quite simple. In constructing the coal-heap, preparatory to burning, the ground is first leveled, and a simple stack of stone and clay is built, giving the bottom, to a height of 6 ft., approximately 6 ft. of external diameter. The size of the stack varies in different districts, but is generally 9 ft. high, and slightly smaller at the top than at the bottom. The walls of the heap are from 12 to 14 in. thick, which allows an inside diameter of from 3.75 to 4 ft. These walls are pierced at intervals by three or more tiers of openings or flues, connected with the central flue. The radial flues have a diameter of about 5 in. and are built with a gentle upward slope. The stack (shown in Fig. 1) is permanent; and in this respect the practice in Peru differs from other primitive practices in which nothing is permanent except the yard. Above the permanent 6-ft. portion of the stack there is added a cap of clay, about 3 ft. high, which contracts toward the top, where it has an inside diameter of about 2 ft. This clay cap is temporary, and frequently has to be renewed after each burning. Before charging the coal, there are first built, from the lowest tier of flues upon the ground, a number of temporary flues, leading from the central stack out to the edge of the coal-heap, and constructed of blocks of coal for the greater part of the distauce, the outer edge alone being of rough stoue. ROLE OF GASES IN FERROUS -METALLURGICAL PROCESSES IN every process for making steel there are one or more stages where the metal is exposed to gas of one kind or another. Thus, in the open-hearth furnace, the carbon dioxide and water vapor in the products of combustion are oxidizing toward the ferrous and manganous oxides in the slag, tending to convert these to higher oxides; the higher oxides then oxidize the steel, so that indirectly the products of combustion are oxidizing toward the steel. In the Bessemer process, there is direct contact of air and steel; also, the water vapor in the air blown into the converter is continually decomposed by the molten steel, yielding hydrogen and ferrous oxide, both of which are in part taken up by the metal. In the electric-furnace processes, there is always more or less air in contact with the slag covering the metal, and this air and the gaseous reaction products from it are dissolved in the slag to some extent and thus transmitted in part to the steel. In the crucible processes, there is always entrapped air in the charges and the crucibles are more or less permeable to the gaseous products of combustion from the furnace. In all the processes of manufacture, the molten metal is exposed to air while tapping into ladles and ingot molds and has an opportunity to saturate itself with air or with gaseous or solid products generated by chemical reactions between air and steel. Sieverts1 has shown that molten metals require but a few seconds to saturate themselves with a surrounding gas. No one familiar with the operations at a steel plant needs to be reminded of the important role that gases play at all stages. This paper was written with two objects in view: (1) To describe in detail what has been done toward the ventilation of the main unit of the Portovelo mines and the results; (2) to give information that may be useful to anyone who may have to make a preliminary mine ventilation survey, with recommendations for the improvement of the existing system and finally the maintenance of the improved system. General Description The mining operations of the South American Development Co. at Portovelo, Province of El oro, Ecuador, are described here only briefly, as a full discussion does not fall within the scope of this paper. The orebodies are of the steeply dipping, gold quartz vein type, averaging about 2.0 meters wide. As shown in Fig. 1, the ore chutes are relatively far apart, making considerable development work necessary before connecting raises can be driven between the levels. Faulting' on a large scale and a parallel vein system have made long dead-end drifts and many crosscuts necessary in the exploration of veins. The ventilation of these dead ends is described under Auxiliary Ventilation. The method of mining2 is the filled rill stope method, similar to the method that is largely employed at the Butte mines. The main shaft of the mine is in the Amarillo Valley, on either side of which mountains rise abruptly to a height of several hundred feet above the collar of the shaft. Entrance is made to the mine: (1) Through the American shaft, which extends vertically from the surface to a depth of 1100 ft., of which only the first 700 ft. are in active use at the present time; (2) levels are driven from the American shaft at intervals of 30 m. (100 ft.), of which only the third, fifth and seventh levels need be considered in the ventilation problem; (3) adits at intervals of 30 m. (100 ft.), with a few exceptions, above the collar of the American shaft.

THE construction and operation of by-product coke-oven plants in America are essential to strong national defense and of the greatest importance to many widely diversified undertakings as well as to safety and health. CARBONIZATION PROCESS Coal used under a boiler or in a locomotive is consumed by combustion. Coal used in a by-product oven is distilled or carbonized, meaning that heat is applied to the coal, out of contact with air, causing a distillation that removes the volatile matter in the coal in the form of gas and vapor, leaving coke as a final product. From the gas and vapor distilled from the coal, many valuable substances can be secured, known as by-products. Hence the name "by-product oven." The simplest example of this principle can be shown by means of an ordinary clay pipe. If powdered coal is placed in the bowl of the pipe, the opening of the bowl is plugged with clay, and the bowl placed in a flame, the bowl will become hot, transferring the heat through the wall of the bowl to the coal within. When this coal attains a temperature of about 950°F., gas will begin to pour out of the pipe stem, and this gas may be lighted. A black liquid also will exude from the stem of the pipe. This is tar mixed with certain other products. What remains in the bowl after distillation is coke. A coke oven corresponds to the bowl of the pipe. A modern oven of the latest type is a refractory brick chamber approximately 42 ft. long and 14 ft. high, averaging 18 in. in width. The oven is filled with coal through closable charging holes in the oven top. Each end of the oven consists entirely of a self-sealing door, the removal of which permits the finished coke to be discharged by means of a power-operated pusher machine. The ovens are built in batteries, and the heating is effected by gas burned in vertical flues in the oven walls, each set of flues heating the walls of two adjacent ovens. Such ovens carbonize a charge of approximately 18 tons of coal in 18 hr., or have a daily throughput of 24 tons per oven, producing about I 7 tons of coke. In times of need, the output may be increased by raising the temperature of flues, thus shortening the coking time. There is one great essential difference in principle between distillation in a clay pipe and in a coke oven. In the 18-in. oven, the distillation proceeds from two parallel walls held at a high temperature (over 2000°F.) and instead of all the coal being heated at once, the distillation is a progressive one creeping inward. The average travel of this heating is 1/2 in. per hour from each vertical wall, and as the volatile products are formed progressively they must push away from the interior toward the wall through the previously formed hot coke, then up the walls and over the top of the coal charge, finally escaping through the outlet pipe. This results in a cracking of the components into many different and valuable substances not formed when the carbonizing temperature is low.

AT THE Belmont mill, the pregnant solution is de¬livered to a 30 by 10-ft. tank, from which it is pumped to three Merrill clarifying presses of the sluice-bar type, whence it flows through the meter to the precipitation supply tank. ?The solution for precipitation is pumped by a 10 by 10-in. Aldrich triplex pump and delivered through a 6-in. line to the forty-eight triangular frame Merrill presses at the head of the mill. Zinc dust is fed in at the pump suction and the solution precipitated to 0.01 to 0.02 oz. silver. The solution flowing from the presses is tested at 1-hr. intervals with sodium sulfide. All solution is precipitated to the same value; 4J tons of solution are precipitated for each ton of ore treated and the presses are cleaned every 15 days. The product from the presses' is dumped into steel cars having steam-jacketed bottoms, in which they are dried until the moisture content is between 15 and 17 per cent. when 8. per cent. of soda and .3 per cent. of borax are added and the contents thoroughly mixed. In the case of special clean-ups, the precipitate is tested and the flux is added to meet the requirements.

THE-report of the advisory committee to the U. S. Bureau of Mines, on the use of oxygen in metallurgy, brings to the art of steelmaking a radical change in the method of operation of the many processes of this widely diversified industry. When completed, the improvements suggested by the use of oxygen will be far-reaching and revolutionary. As to its effect upon the iron blast furnace, the use of oxygen should be as important as any of the improvements in the art of iron smelting and should take its place beside the German "Hochofen" which was the first attempt to use a shaft for preheating the stock, and beside the hot-blast stove which heated the blast before entering the furnace. The former initially produced molten iron and the latter made unbelievable economies in fuel consumption. It would seem that a discussion of this paper would be best served by following the conclusions on page 17 of the report and analyzing them seriatim. 1. (a) A decrease in costs, due to higher smelting heats is only attainable by taking full advantage of these heat units. This is affected by, adding additional ore to the burden which in turn increases production and yields a larger tonnage upon which to figure costs. These economies appear in decreased cost per ton of iron for coke and limestone consumed, and a proportionate reduction in all items entering the cost above materials. We can take no exception to these. premises. It is a well-known fact that silicon in the iron and sulfur removed" are the result of hearth temperature, other matters remaining constant. To a practical furnaceman the most satisfactory manner of controlling a furnace is by increasing the burden. It is not necessary, therefore, to consider the question of refractories, for this discussion presupposes that the temperatures in the furnaces will be kept practically where they now stand for making the various grades of iron. The same situation obtains in regard to the height of the furnace, which, as intimated, was one of the great strides forward in this art, and its abandonment at this time, is inconceivable. The shaft prepares the stock so that at each succeeding step we have exactly the proper conditions. All the stock entering the furnace is dried and preheated. The limestone is calcined by sensible heat practically at no cost, for this is sensible heat which otherwise would pass from the top with the gases. Under normal conditions, external calcination has been attempted without tangible results. I. INTRODUCTION. AT the Seventy-sixth meeting of the Institute, held in New York, N. Y., February, 1899, I presented a, paper on this subject entitled, Coal-Cutting Machinery,' which has become somewhat out of date, in view of the decade's development in this feature of the coal-minim industry. It should be explained that the present paper is limited to the use of mining-machines in bituminous mines. Practically all of the anthracite mined is ?shot from the solid," no undercutting being done. Anthracite-mining is therefore not considered in the statistics or other references. The statistical record as compiled by the United States Geological Survey shows that in 1898, the year preceding the presentation of my former paper, there were 32,413,144 short tons of coal undercut by the use of machines. In 1907 the machine-mined coal-product amounted to 138,547,823 short tons. In sympathy with the general decrease in coal-production during 1908, the output of machine-mined coal decreased to 123,183,334 short tons, but the proportion of machine-mined coal to the total output, nevertheless, showed an increase, from 35.1 per cent in 1907 to 37 per cent in 1908. In 1898 only 19.5 per cent. of the total product was undercut by the use of machines. The number of undercutting-machines in use in the bituminous mines of the United States has increased from 2,622 in 1898 to 11,144 in 1907, and to 11,569 in 1908. The total production of bituminous coal in the United States in 1908 was almost exactly double that of 1898, while the machine- * Published by permission of the Director of the U. S. (Butte Meeting, August, 1913.) THE following is a brief description of the cost accounts in effect at the. mines of the Anaconda Copper Mining Co. The accompanying chart, Table I., shows the distribution of labor, materials, and redistributable accounts to the various operating and repair accounts. OPERATING. Development. Owing to the fact that every mine has its peculiarities in formation and methods, the question of arriving at what charges should be included under the head of " Development " is one that has occasioned considerable thought and comment, and in the cost sheet of the Anaconda Copper Mining Co. this, account has been sub-divided to show the expenses of breaking ground, tramming, timbering, shaft sinking, up-raising, and cutting stations and skip chutes. It has always been the policy of the company to charge the entire cost of this work to operations monthly, whether the mines are producing or not, also the cost of the opening up of new mines; and only surface construction and additions are charged to capital, excepting original machinery installed for operating pumping plants. Explanations of the charges to the various sub-accounts follow: Breaking Ground-Work performed in driving cross-cuts from the station, or cross-cuts from the drifts, and diamond-drill work, for the purpose of discovering or developing ore bodies. Tramming.-Cost of tramming waste produced by cross-cuts mentioned above. When waste is hoisted to another level to be used for filling, the charge to this account stops at the station, and when hoisted to surface the charge includes tramming from the collar of the shaft to the dump. Timbering.-Cost of timbering the cross-cuts mentioned above includes the cost of handling and framing such timbers, but does not include the wages of station tenders and top carmen.

At the meeting of the Board of Directors the following resolution was passed: "The members of the Board of Directors of the American Institute of Mining Engineers desire: to place on record their appreciation of the very great generosity of one of their colleagues and a member of the Board, George D. Barron, expressed in his gift of $5000 to relieve the financial stringency caused by the unusual expenditures of the Institute for war work and the remission of dues of those members on active service." By-Law VIII. was amended to make a slight change in District No. 5. The report of the Auditing Committee was accepted. Tellers were appointed to: count the ballots on officers and on the proposed amendment. The proposed budget for the year 1919 was presented. The following resolution re Secretary Emeritus Rossiter W. Raymond, which had been prepared, by request, by Dr. A. R. Ledoux was then unanimously adopted. "The Board of Directors of the American Institute of Mining Engineers would place upon its minutes its profound sense of loss and sorrow in the death of Rossiter Worthington Raymond, Ph. D., LL. D., Secretary Emeritus of the Institute. Both as one of its founders and as its Sec-retary for 27 years, his was the guiding spirit of the Institute for more than a generation. "During the greater part of this long period, it might almost have been said that the Institute was Dr. Raymond-and Dr. Raymond the Institute. When with the progress of growth and development, great changes were introduced, Dr. Raymond acquiesced in these in spite of some misgivings, such as those with which a father might contemplate the emergence of his child from the careful supervision of the home; but as Secretary Emeritus for the past eight years, lie was always ready with valuable advice and helpful suggestion.
