ON THE QUESTION of postwar controls there are today three schools of though ; some advocate state control of everything the socialists ; second are those who advocate the removal of all governmental control over industry - the freedom of enterprise ideal ; and third are those who advocate a middle course - sufficient control to stabilize economic and industrial life, and to prevent violent fluctuations such as we saw in the interwar years. I advocate this third course. I firmly believe un free enterprise, but not in freedom of enterprise, or laissez faire, and there is a great and significant difference between these two.

A satisfactory well-cementing composition must retain its fluidity long enough to be pumped into Place; then it must develop within a reasonable length of time sufficient strength and impermeability to anchor the casing in position and to form an effective seal between the casing and the formations. These properties may be evaluated by pumpability, strength (compressive or tensile), and permeability tests. Laboratory test procedures for the determination of pumpability time and strength development have been outlined previously and are readily available,1 but a satisfactory and convenient laboratory procedure for the measurement of the permeability of set cement has not been developed heretofore. some permeability data have been obtained previously by passing air through dried cement specimens.2 such a procedure is unsatisfactory because the drying of set cement alters it physical and chemical properties and subjects it to conditions dissimilar to well conditions. Many years ago the late Sir Frederick Bramwell, a distinguished engineer, formerly in charge of the metallurgical and gun-making department of the Woolwich Arsenal, England, determined to break up a large number of cast-iron mortars of an obsolete type that had been in stock for years. In September last I had my attention called by Mr. R. G. Leckie to a deposit of nickel in the township of Orford, province of Quebec. In many ways it has proved to be a subject of great interest. As this ore is, as far as I can learn, entirely new in mineralogy and metallurgy, it has seemed to me that it would be a matter of interest to the Institute to have laid before it, in a short paper, the peculiarities I have met with in studying it. This deposit of nickel was first described by Dr. T. Sterry Hunt, our President, in the Geology of Canada, 1863, p. 738, in the follow ing terms: " The general diffusion of nickel throughout the magnesian rocks of the Quebec group has been already noticed. During the last decade it has been established that conventional mineral-processing control strategies based on classical control theory result in significant increases in plant throughput and operating-cost savings. It has, however, also been recognized that conventional strategies have important limitations for complex multivariable mineral-processing systems. These limitations center around the fact that single-input/single- output control linkings often result in highly undesirable interactions between controllers. During the last few years new and promising approaches to solving this problem have emerged. These approaches are based on the use of on-line dynamic models to make predictions which are useful for control decision-making. This paper presents a brief summary of the state-of-the-art for mineral-processing control in 1984. This summary is followed by a review of recent developments in model-based control strategies including those in optimal control, self- tuning regulators and decoupling control. Expected trends for the future in the control of mineral-processing operations are discussed.

THE iron-rich iron-nickel alloys have at-tracted considerable academic interest in recent years. The carbon-free alloys are of minor practical importance, but they are Atomic per cent nickel FIG. I. The iron-nickel alloys, therefore, have been investigated exten-sively regarding both their structures and their properties. The researches on these alloys up to 1938 have been collected and critically reviewed by J. S. Marsh,1 and will be discussed in some detail in the sec-tions of this paper dealing with specific subjects. These numerous investigations have not succeeded in establishing the equilibrium conditions in this system. Because of increased pressure from federal and state regulatory agencies, most acid flows will require some sort of treatment prior to being discharged to receiving streams. In many industries, the volumes of liquors are large and their acid content varied. Development of a waste treatment process minimizing equipment cost and utilizing land efficiently is mandatory. Methods of acid neutralization with lime have been known for years, however, the volume and characteristics of the resultant precipitated solids can create a disposal problem. Also, when standard lime treatment is used, the settling characteristic of the precipitated solids is normally slow. In some instances, the necessity of added dissolved solids removal, such as iron, needing aeration, add to the problem of concentrating neutralized solids.

W hen the blasts went off on West 11th St., just off 5th Ave. in New York City, James Michaels, editor of Forbes magazine, was in his office a few doors away reviewing color layouts with his production manager. Having once been a reporter, he grabbed his trench coat and dashed for the street to be con- fronted by the demolished townhouse which had been turned into a bomb factory by youths. To Michaels, this shocking episode supplied the exclamation point to thoughts he was formulating that an era had ended and a new one was beginning in the economic and social climate of the U. S. "For twenty years corporate profits, the stock market, middle income pay have gone up and up. . . The illusions of twenty years are in confrontation today with changed needs," he said. "International omnipotence is economically beyond our means, . . The anti-pollution and community renewal people are not nuts in tennis shoes who will go away. . . That corporation presidents can report an increase in earnings every year is an illusion that will be dropped. . . There has been a $200 billion shrink in value of stocks and bonds since Nixon came into office" were some indicators Michaels mentioned.

The implementation of the Clean Air Act (CAA) Amendments of 1970 has resulted in a clean fuels deficit that has significant adverse environmental, energy and economic implications, according to the Project Independence Report. The CAA Amendments charge the Environmental Protection Agency (EPA) to establish national air quality standards as well as national standards for significant new pollution sources and for all facilities emitting hazardous substance. Section 110 of the CAA provides the framework for states to establish "emission limitations, schedules, and timetables for compliance with such limitations, and such other measures as may be necessary to insure attainment and maintenance" of ambient air quality standards. State implementation plans (SIP) are subject to EPA approval. EPA is authorized to enforce federal and state requirements by order or civil suit, including injunctive relief.

IN the cyanide process, gold and silver are dissolved from crushed ore as double alkali-metal cyanides, from which they may he precipitated by such positive metals as sodium (amalgam), aluminum, or zinc, or by electrolysis. Two extreme conditions may he noted. Some works, especially slime plants practising decantation, use a relatively large volume of solution-possibly 4 or 5 tons per ton of ore-nearly all of which may require precipitation, so that the solutions handled are of much lower value per ton than the ore. On the other hand, in some leaching plants it is possible to extract with very little solution, and to percolate some of this more than once through the charge before precipitation, so that the solution to be precipitated may he much less than half the weight of ore, and proportionally richer. Solution intended for further use need not have all its precious metal removed, but any that has to be thrown away should be impoverished as far as is economically possible. In spite of certain advantages possessed by other precipitants, zinc in some form has been almost universally used. In some of the first attempts to utilize cyanides as gold solvents, a "piece or plate of zinc" was suggested as a precipitant, but extension of surface was early recognized as a desideratum. Macarthur and the Forrests adopted a "metallurgical filter" of zinc shaving, turned from disks or rolled sheets. They had previously experimented on other forms of zinc, and Macarthur records having tried zinc dust, which had of course been long known as a general reducing agent. It had also been known and used as a precipitant of precious metal from plating and photographic solutions, and comminuted zinc had been patented for recovering copper, etc., from ore leaches. Other inventors proposed the virtual making of zinc powder by the attrition of balls of zinc, and by similar means, during the passage of a stream of gold-bearing solution.

Steel for any large structure must be imported, the Hanyang works being entirely unable to supply local demand. The United States Steel Products Co. has warehouses and small stocks at Shanghai and at normal times there are heavy importations from Europe. It is difficult to obtain any accurate index of prices, but comparison of customs valuations with Pittsburgh quotations shows angles, bars and plates to have averaged $10 gold per ton higher in China in 1914, while on galvanized and tinned plates the excess was- $38 per ton. The margin since has been greater. Previous to the war little machinery was manufactured in China. There were shipyards at Shanghai and at Hong Kong which built a small number of engines, and small foundry and repair works are found at a number of ports. Their capacity was limited and the difficulties and delays incident to transport in China so numerous that in practice every important mine has a small foundry, boiler works, and machine shop. This must be taken into account in plans for work in the country. While skilled workmen can be found it is to be noted that most of them have been trained

Several simplifications have been accepted in filtration theory during the past fifty years in an effort to avoid apparently intractable mathematical problems. In effect, these simplifications ignored the variation in average cake porosity and average filtration resistance with variation in pressure drop or with time. This study examines the traditional approach and shows that, in many cases, it cannot give correct design guidance. Using a set of dimensionless parameters because of the large number of significant variables, a revised theory is developed which does not require that porosity and resistance values be set constant. Graphs developed in the traditional approach (e.g., dt/dv versus v or t/v versus V) have substantial curvature near the ordinate; but this curvature is frequently ignored in theory and is easily missed in experiments. The revised theory allows more accurate design calculations, especially for compressible cakes.

DURING my senior year at college a professor said to his class that a student who failed to obtain a passing grade in that certain subject could not graduate with his class and that his diploma would be withheld until the failure had been removed. In that way for four years a diploma had been made to appear to us as the objective in attending college. We grew up to think that a diploma was the means of providing employment; consequently, a diploma could not be jeopardized and, heeding the professor's remarks, we resolved to put forth special efforts and make good. During one of our class periods this same professor digressed briefly from his prepared lecture in metallurgy and advised the boys to join a national technical society. He spoke with earnestness and sincerity. After class we students discussed those remarks. We concluded that the professor had not convinced us. We were already members of technical societies at school and saw no need of joining another. In fact, even up to that moment a society had never indicated to any of us that joining it had any relation to landing a job, and we were fully aware that joining another society meant paying out more money, for fees and dues, which money we then needed to buy food, clothes, and perhaps a new slide rule. Furthermore, we knew that joining a society was not part of the curriculum and, therefore, the diploma could not be withheld if we did not follow the advice. Our conclusion was that we would not join but would concentrate on our work that assured getting our diplomas.

SIR ROBERT HADFIELD, London, England (written discussion*).-We have in the past known so little about tungsten that an important paper such as Mr. Zay Jeffries contributes is most welcome. I have not much personal knowledge on the subject except as regards combinations of iron with tungsten. I put forward the results of my research on natural alloys in 1903,1 and so far as I know the facts there presented still stand. Singular to say, tungsten added to iron affects the electrical resistance less than any other added element. The following tables taken from research work by myself and Sir William Barrett may be of interest.

ALTHOUGH a considerable amount of practical importance attaches to systems involving gases and molten metals, little is known regarding the effects of alloy elements upon the solubility of gases in liquid iron. The solubilities of hydrogen1 and nitrogen2,3 in pure liquid iron are known and it has been shown that small amounts of silicon and aluminum3 exert only a small effect upon the solubility of nitrogen but greatly increase its rate of solution. This paper presents the results of a study of the Solubility Of nitrogen, at pressures approximately one atmosphere, in molten iron containing up to 1.5.5 per cent silicon.

The use of operations research and computer techniques continued to expand during 1967. A number of mining companies either obtained computers or were experimenting with their use through service bureaus. This trend was also evident in the Canadian mining industry. Although the annual Symposium and Short Course on Computers and Operations Research in Mineral Industries was not held in 1967, technical periodicals like MINING ENGINEERING, Mining Congress Journal and Engineering and Mining Journal stepped up their coverage on the subject. The annual AIME meeting had eight papers in two sessions and one session on Operations Research was held at the SME Fall Meeting in Las Vegas.
