A good deal of dialogue has been published and voiced concerning one mining regulation or another, that, according to those raising the issues, in effect shuts down or drastically reduces mine and/or mill reduction. The objective of this discussion is to there fore synthesize the various regulations affecting the uranium mining industry and attempt to realistically assess the extent of impact to yellowcake production - on both an individual and collective basis. Emphasis is placed on the later or newer permitting requirements under the Mill Tailings Act, Underground Injection Control Program, the Consolidated Permit Program, and the Resource Conservation and Recovery Act (RcRA).

COMBUSTION of coal and transfer of heat from flames and gases to boiler surfaces continue to be of great interest to engineers here and abroad. Numerous investigations have been in progress to improve furnace and boiler performance and economy. The importance of better understanding of the processes and opportunities for improvement is apparent when it is remembered that heat from at least 500 million tons of coal a year the world over is being transferred to boiler water at efficiencies ranging mostly between 50 and 90 pct. Even slight gains in efficiency, economy, and labor saving become very significant when multiplied by the enormous quantity of fuel consumed. Also the competitive position of the large coal, oil, and gas industries in satisfying the fuel consumers is greatly affected by the achievements made through technical progress with each fuel. This paper is part of a continuing activity of Bituminous Coal Research, Inc., to extend the knowledge of coal utilization for steam generation and to seek promising directions for future research and development in cooperation with others. Particularly in the latter regard, numerous interviews were held during the last three years to seek the experience and advice of boiler and combustion- equipment manufacturers, electric-utility executives, and fuel engineers. A wealth of published information was also reviewed, which together with the interviews pointed to the advisability of further work on ash and sulphur control.

GRINDING is a large and costly part of Portland cement manufacture. Prior to clinkering in the rotary kiln, raw materials are ground to a fineness of 80 to 90 pct passing 200 mesh. Then, after burning and cooling, the resulting clinker is ground to about 92 pct passing 325 mesh. In the cement industry the most favored method of grinding has always been by impact and attrition of a ball charge in a rotating mill. Other types of mills, in which materials are ground between die rings and rollers, or between die rings and large balls, are sometimes used for single-stage grinding and often for preliminary grinding followed by grinding in ball-type mills. Their efficiency is usually high, but maintenance and repair costs are high also, and the ball-type mill continues to be the most widely used. Together with 4 pct gypsum to retard setting time, the kiln run clinker—consisting of hard, semi-fused lumps that may have been crushed to — 1/2 in.—is ground to a Blaine surface area of 3000 sq cm per gram and about 92 pct passing 325 mesh. Approximately 32 kw-hr per ton, or 6 kw-hr per 376-1b barrel, are consumed in the grinding mills alone, not counting auxiliaries. Open Circuit Clinker Grinding: Many early clinker grinding plants employed two-stage, open circuit grinding. Comparatively short mills of large diameter, loaded with balls 4 in. and smaller, first reduced the clinker to 95 pct passing 14 mesh. Tube mills of smaller diameter and greater length, loaded with balls 11/4 in. and smaller, carried out the fine grinding operation. An early development was to assemble two or more stages of grinding in a single mill having two, three, or four compartments separated by division heads. There were difficulties in balancing the compartments, but compartment mills were popular in the 1920's because the layout was simple and there were no elevators and conveyors. Oversize Particles: Open circuit mills, whether separate ball and tube mills or compartment mills, always encountered the problem of tramp oversize in the product. A small percentage of clinker survived passage through the first grinding stage as particles—perhaps 1/16 in. diam—that were too large for the smaller balls in the following stages to reduce to —200 mesh. When the feed rate was lowered to reduce tramp oversize, there were serious losses in grinding efficiency. Many ingenious designs were perfected to incorporate perforated screen plates or wire mesh screens in the ball mills or in the first compartments of compartment mills. Distinct areas of mineralized and non-mineralized brecciated rock are found in the Ontario Unit of the United Park City Mines. These breccias contain an appreciable fraction of the present ore reserves and probably will become even more important as deeper levels are developed. Three ages of breccia have been recognized in the Ontario Mine to date: ( 1) Pre-mineral breccia that may or may not be mineralized, (2) early post-mineral breccia with mineralized fragments, and ( 3) late post-mineral breccia that is younger than and cuts through ( 1) and (2) above. These age ,relations are known from detailed underground mapping. Locally, both pre-mineral and post-mineral breccias have sufficient lead-zinc-silver content, either as matrix or fragmental material, to constitute ore. Ore-grade breccias occur throughout a vertical range of over 1000 feet and are found in both the Humbug and Deseret formations from above the Ontario 1300 level to below the Ontario 2200 level. The mineralized breccias, which are difficult to distinguish on mine maps, are not well delineated by underground workings, and their horizontal outline and vertical extent are not known beyond the immediate mining areas. The greatest amount of truly mineralized breccia is exposed on the 2200 level.

BACKGROUND Before addressing the above topic in any detail, it is pertinent to provide some background on Australia for those people who have not been there or who have a limited knowledge of our continent. Australia is approximately the size of the continental U.S.A. (excluding Alaska) covering an area of approximately 7 million square kilometres. It has a very dry climate which has led to a concentration of people in major cities scattered around the continents perimeter. Australia's population is currently approximately 15 million. Of the work force of 6.3 million, 72% work in tertiary industries, 20.2% in manufacture, 6.5% in agriculture and 1.3% in mining. Agriculture accounts for 46% of exports, mining for 31% and manufacturing for 23,. Economic activity is based on:- Agriculture This is capital intensive and covers extensive areas and is reliant on low cost farming. A.range of foods and fibres are produced with over 70% of production being exported. Such products are of course subject to the usual vagaries of world market demand and market access, particularly in regard to the operation of trade blocks such as the E.E.C. Mineral Resources A wide range of minerals and an abundance of iron ore, coal, gas and uranium resources provide an increasing volume of exports. However, Autralia's oil resources at present only supply approximately 70% of local requirements. Industry This is diverse and encompasses the processing of agricultural products and mineral ores as well as helping to supply the consumer and capital goods needs of the whole community. However, the small scale of local markets, the geographic isolation of Australia and relatively high wage costs have limited the scale of Australia's industry. Advanced technology has overcome some of these difficulties and high tariff and import quotas protect local producers from the full force of international competition. In 1980/81 Australia's Gross Domestic Product amounted to $130 billion with approximately 24% of this being devoted to investment. In the past decade Australia has experienced inflation rates ranging from 5% to 17% and only modest real growth rates ranging from 0.4% to 5% per annum. We have also experienced, as have many other industrialised nations, continuing wage and price increases. Unemployment presently stands at 6%. MINERAL DEVELOPMENT As the above figures indicate, Australia's continuing prosperity is very dependent on the mineral and agricultrual sectors of our economy. The dependence on these sectors is highlighted by the table below which indicates our position in a global context. This prominence in the world mineral production has largely been achieved in the last 15 - 20 years. In fact, in the early 1960's, Australia had only 2 major mining export centres, Broken Hill in New South Wales and Mt. Isa in Queensland. This growth is highlighted by the fact that in 1963, for example, we exported only 9 tonnes of iron ore and less than 4 million tonnes of coal. In 1980/81 we exported 75m. tonnes ',of iron ore (valued at $1,117m.) and 47m. tonnes of coal valued at $1,965m.). The growth in our mineral industry has come about because of a number of factors. Abundance of Mineral Resources We are particularly well endowed with mineral resources, as indicated below.

Section 317(e) of the Federal Coal Mine Health & Safety Act of 1969 directed the Secretary of the Interior to prepare standards under which all working places in a mine shall be illuminated by permissible lighting while persons are working in such places. Section 317(e) further provides that such working places shall be illuminated within 18 months after such standards are promulgated. In accordance with this section of the Act, there was published in the Federal Register for December 31, 1970, a notice of proposed rulemaking which prescribed the illumination to be provided in the working places of underground coal mines. In light of written comments, suggestions, and objections to this proposed rulemaking, the proposed standards were withdrawn and reproposed in the Federal Register for Wednesday, October 27, 1971. In light of further comments, suggestions, and objections, a public hearing was held on April 4, 1974, and standards were again reproposed and published in the Federal Register for April 1, 1976. Promulgation of the final lighting-standards &k place on October 1, 1976, which means that the underground coal mining, industry must comply with face illumination requirements by April 1, 1978.

Some of the early experiments on the oxidation temperature of coal1 were undertaken in England in connection with a study of self-heating, or spontaneous combustion. It was then suspected that coals with low oxidation temperature were most likely to ignite by self-heating, but further experiments showed that many additional factors were involved. The oxidation temperature has importance as a physical property or characteristic of the coal. While only a few of the physical properties have been studied, they appear to have basic significance2 in the ultimate classification of all coals. When reliable data become available on the oxidation temperatures, as determined by standard and adequate methods, it should provide an additional basis for classification and comparative evaluation. Oxidation Temperature Defined For such a heterogeneous substance as coal is known to be, no simple definition of oxidation temperature can be established on a theoretical basis. If coals were homogeneous and of simpler structure, the accepted definition of "ignition temperature " as applied to simple gaseous mixtures might be adopted; that is, the temperature at which self-heating of the mixture sets in. But most coals self-heat slightly even at storage temperature, as evidenced by spontaneous combustion, and the definition for gases cannot be applied to coals with any exactness. By subjecting coals to suitable experimental conditions various oxidation characteristics can be obtained and examined for critical or significant stages of the oxidation process. Oxidation temperature itself must then be defined on the basis of such experimental results. It may mean anything from mine cost keeping to the theory of gold as a monetary standard. As applied to the industrial mineral industries as a whole it means to us an integrated study of all of the technical, geographical, market, financial, and other factors which determine whether or not a given enterprise has a sound chance of making a business success. Of course it is impossible to generalize too freely in this large group of industries which go to make up the nonmetallic minerals. This group includes such dissimilar products as crushed stone and ca- pacitor mica, phosphate rock and spinning fiber asbestos, roofing granules and potash salts, borate minerals and monumental granite. Yet in many respects their economic problems are similar and, at the same time, far different from those of the metals and of petroleum and coal. These basic differences are almost never recognized by people outside the industries and are rarely appreciated even by metal mining engineers. But in many instances these economic factors are fully as important as, if not more important than, technologic problems. It has been a long fight to get an intelligent and wide-spread appreciation of sound technology in the nonmetallic mineral industries. The importance of the economic side of the problem has yet to be widely understood and appreciated. An experimental study of the process parameters controlling the selective agglomeration of raw coal slurries is described. Particular attention has been paid to the influence of input variables on agglomerate size and process kinetics. These factors were considered to be of paramount importance as they determine the selection and sizing of the process equipment. The variables studied include oil addition, pulp density, agitation rate and particle size of the feed. The results have been qualitatively interpreted in terms of a classical reaction kinetic model.

During recent years the use of lithium has expanded greatly in industrial, chemical, and metallurgical fields, while at the same time modernized methods of mining and refining lithium have increased production. Technical literature includes many papers describing the geology and mineralogy of lithium deposits. Mining and beneficiating problems, however, have not been thoroughly described. Published reports have failed to emphasize that one of the chief reasons lithium minerals were not extensively mined until recently is the difficulty of beneficiation. Four lithium minerals of pegmatites and the lithium-sodium-phosphate byproduct from the brines at Searles Lake, Calif., have been sources of lithium. Among the pegmatite minerals, only spodumene and petaline are known to occur in deposits large enough to support large tonnage operations. Spodumene, a lithium-aluminum-silicate, is the principal lithium mineral mined in the U. S.

This paper embodies the results of his observations, plus information personally communicated by Robert Scheibe, Professor of Geology in the Mining Academy of Berlin, who at the time of the visit was completing a detailed field investigation of nearly a year's duration of the emerald deposits of Colombia. An elaborate account of this valuable work may be expected at a future date from the pen of Professor Scheibe.

(written discussion ?).-Mr. Sherman's paper, entitled "Measures for Controlling Fires at the Copper Queen Mine," embodies two new and very important features: First, automatic closing of doors communicating with the dangerous area; second, the use of a portable storage-battery fan. His other procedures, such as giving a general fire alarm, getting workmen to the surface, etc., are equally important, but have long been in use in other places. Fire and ventilating doors in connections leading to shafts, air raises, and other large timbered areas, have been in use at other mines; but the method described by Mr. Sherman for operating these doors by compressed air, through a valve on the surface, is, so far as I know, original, and should be installed in every mine where there is danger of fire. Nearly all large mines are now using artificial ventilation, with the result that there are strong air currents in the shafts and other important workings. The most important feature in mine fires is a quick and positive control of the ventilation, for it takes but a few moments for smoke to travel over a large area, with the usual results of suffocation, and destruction of property. A strong air current in an upcast shaft acts as a draft in case of fire, and unless quickly cut off the fire would soon get beyond control. An upcast shaft usually changes to a downcast when large amounts of water are used. Human lives are in more danger from downcast currents, as the smoke travels into the workings.

IT is customary to ascribe two general modes of occurrence to natural gas, namely shale. gas which, as the name indicates, is found in' shale, and reservoir gas, which occurs ill sandstone, conglomerate and dolomitic limestone. Both of these types are found in the Cleveland district. The shale gas has been produced on a small scale for a long period of years, probably dating back as far as 1883. Shale gas is a low-pressure gas, small in volume with variable pressure, and is limited to no definite horizon. It is generally independent of oil, may last for a long time, and is not dependent to any great extent on the structure of the rocks. There are many such wells in the district which range from 400 to 1,840 ft. in depth, although most have been completed at about 800 ft. This indicates that the wells pass through the Cleveland and Chagrin shales into the Huron or Portage shale of the Upper Devonian. During the last 2 years great interest has developed in a deeper-seated reservoir gas. What is commonly called reservoir gas is generally a high-pressure gas occurring in large volume at a definite horizon. Oil may, or may not, be associated with the gas, and in most regions in which reservoir gas is found, the geological structure is of great importance. This type of gas occurs in all large fields such as those of West Virginia which have been supplying Cleveland until the recent discovery of local gas at great depths in commercial amounts.

IN the USSR considerable technical improvements have been made in hydraulic methods of mining coal. In New Zealand coal mining by these methods is still comparatively crude. The Russian techniques are closely studied in New Zealand, and this description is based mainly on translations of technical articles. Fundamentally the methods in both countries are the same-chief developments in the USSR are the use of high pressure water jets, capable of winning all but the hardest coal without prior blasting, and hydraulic pipeline transportation where the gradient is unsuitable for flume transport.

THIS paper reviews pertinent geology of the Biwabik iron formation, Mesabi Range, Minnesota. This iron formation is divisible into four members. Each member is distinctive and contains marker horizons, which are recognizable throughout all phases of alteration from lean, fresh rock to high-grade iron ore. Some beds have a larger magnetite content than others. During the process of ore genesis, which is essentially an oxidation process, the magnetite content is lowered. Alteration from iron formation to ore includes both oxidation of iron minerals and silica removal by leaching and these distinct processes progress at variable rates for different locations and structures. Magnetic intensities, of each horizon of the iron formation are dependent chiefly upon its preoxidation magnetite content, upon the subsequent degree of oxidation, upon the character of the enclosing rocks, and on the extent of fracturing, folding, or faulting. The results of a number of magnetic surveys are described and are correlated with results of drill-hole and mine exploration and development. The magnetic anomalies obtained are discussed in relation to phases of formation of ore within the iron formation.

THAT a distressing explosion of some magnitude did not take place in the Berry No. 3 mine of the Ford Collieries Co. recently was solely because no source of ignition was present when the stage was set for such an occurrence. The mines of this company, which are in West Deer Township, Allegheny' County, Pa., have been operating in the double or thick Freeport seam since 1.909. During this entire period they have been classed as gaseous by the Pennsylvania Department of Mines, and some gas has been encountered from time to time almost entirely however in development work in the vicinity of clay veins or wants-and never to my knowledge on gobs or in rib work.

Cost and price inflation and financial gearing through loans are characteristic of modern resources projects. Conventional discounted cash flow and 1P.R analyses, in real terms, and without financing, have inadequacies which can yield misleading results. The degree of improvement in value for project equity owners is limited to the value of the additional tax benefit accorded through the financing instrument used. Debt financing may be low in price and value, but its priority means that the equity owners assume a higher risk, thereby increasing the cost, or price, of their capital. The cost of equity capital, or investment hurdle rate, is related to the Capital Asset Pricing Model. Distortions do occur, with inflation, due to depreciation effects, which can cause the adoption of misleading project rate of return or hurdle rate criteria.
