This paper gives a brief description of an investigation made several years ago on the diffusion of zinc into copper. The material for that study was furnished in the form of thin copper strips coated with zinc. The result was required rather quickly and at not too great an expense, and especially information was desired as to the rate at which zinc would diffuse from the zinc coating into the copper and the temperature at which the operation should be carried out. A study of the requirements of this problem indicated that the solution might be secured by means of six determinations. This is the smallest number that will give the information desired and, at the same time, furnish checks on the accuracy of the determinations which justify an abbreviated experimental program. This does not count a preliminary test which was designed to give some idea of the correct temperature to use. The minimum number of temperatures that can be used is two. Knowing the rates of diffusion of zinc into copper at two properly chosen temperatures, it is possible to calculate the rate for any other temperature, and also to check the accuracy of the determination by means of the heat of diffusion, which is calculated from the effect of temperature on the rate of diffusion. The minimum number of determinations at any one temperature is three. The amount of diffusion which occurs at a fixed temperature is definitely related to the time of diffusion, so that by determining the amount of diffusion for three different time intervals, this relationship may be established and possibly a check on the accuracy may be secured. This accounts for the six determinations or experiments, and suggests the logical plan of the work. The check used here is not generally applicable to diffusion phenomena, but it seems to hold closely enough for the limited amount of diffusion in this investigation to justify its use. The samples used were 5 to 6 mils thick and about 1 in. square. THE mining press, as well as certain federal and state bulletins, refer from tine to time to. the relative hazards that attach to loading bituminous coal by hand when compared with the so-called "mechanical loading" process. Much of the coal coming under the head. of hand-loaded coal is won in part by the use of machinery; the coal-cutting machine is in general use, the electric power drill employed to a lesser extent. Therefore it may be said that the principal difference in the process employed, mechanical loading versus hand loading, lies in the fact that some type of loading machine is employed in the mechanical loading process to lift the coal from the face of the room, place or entry, after it is mined, placing it in the pit cars for transport to the tipple. It is a common practice to compute accident records on the basis of tons mined per fatal and per nonfatal accident, disregarding the fact that it is possible to produce by the aid of coal-loading machines the same daily, monthly and annual tonnage with a much smaller force than is required where the coal is all shoveled by hand. Inasmuch as the men who are released by the substitution of machinery for hand labor must find employment elsewhere, suffering some measure of hazard in their new occupation, we are of the opinion that the true relative hazard that attaches to the processes of mechanical loading and hand loading can be determined only by using as the basis of comparison "man shifts worked" or "hours of exposure" experienced per accident. The Union Pacific Coal Co., beginning with the year 1929, undertook to maintain a true record of man shifts worked per compensable accident, giving equal weight to fatal and nonfatal accidents. Accidents lacking sufficient severity to come under the compensable terms of the Workmen's Compensation Act were not included in the compilation, the Act providing that "no compensation, except the expense of medical attention, shall be allowed for the first seven (7) days of disability, unless the incapacity runs beyond the period of twenty-one (21) days,' in which case the compensation shall run from the time of the injury."

A year ago the petroleum code was in effect, and Congress had before it bills with powerful backing designed to extend and put on a permanent basis the Federal authority impliedly recognized in the petroleum code. Those men in the industry who were convinced of the unconstitutionality of Federal regulation, who believed in conservation, and who were seeking accomplishment of a conservation compact among the oil-producing states, were at that time encountering difficulties in bringing about such an agreement. Since then there has been a shift in the center of gravity. Today, by virtue of the Supreme Court's Schechter case decision, the petroleum code is not in existence, the industry is not operating under an oil administrator, and the Federal-control bills are not on Congress' calendar. In view of what the Supreme Court has said in the Schechter case and the Hoosac Mills case about the local character of mining and manufacturing, the problem today is not whether the Federal Government or the State Governments ought to regulate oil production, but how effective we can make the devices that are available to us under the constitution for the conservation of the nation's oil resources. The interstate oil conservation compact ratified during the past year by Texas, Oklahoma, Kansas, New Mexico, Colorado and Illinois, approved by Congress, but not yet in effect in California, is the mechanism now at work. Interstate Oil Conservation Compact What is this interstate compact? The basic theory is simple and logical. It has four elements to it. The first point is that in order to effect the maximum recovery of our oil arid gas reserves it is necessary for some governmental authority to regulate the way in which those resources are taken out of the ground, so that the reservoir energy is efficiently used, and used equitably by the various owners of the pool. Second, that the state, as distinguished from the national government, possesses the police power necessary to protect the public interest and to protect the correlative rights of the common owners of the oil pool. Third, that the state governments ought to cooperate with each other through an interstate advisory commission so that orderly production in one state is

The subject of this paper implies three questions: whether regulation is necessary; if so, what sort of regulation is wise; and, finally, by what government the power to regulate is to be exercised. In the year 1937 emphasis falls on the third of those questions. This contrasts with the situation prevailing a dozen years ago, when the question was whether regulation was necessary at all; and with the situation a few months ago, when the third question seemed answered by the Supreme Court decisions on the National Recovery Act, Agricultural Adjustment Act and Guffey Coal Control Act, and by the ratification of the Interstate Oil Compact. It then appeared settled that the State and not the Federal Government possessed the regulatory powers and, granting that conservation measures are a recognized necessity, the problem seemed to be to develop the wisest kind of regulation that the Constitution would permit. Today, by virtue of developments during the first months of 1937, the oil industry is faced again by the question of whether the Federal Government is to have power to control its operations, along with those of the other basic industries. Developments in Governmental Control There have been three recent developments. The dominating one is the President's proposal that he be authorized to increase the size of the Supreme Court to 15 members. The implications of that plan ought to be perfectly plain to the oil industry. This suggestion is made in lieu of offering an amendment to the Constitution, to reverse the Supreme Court decisions mentioned. In those decisions the Court held that production does not constitute commerce, and hence that the Federal power to regulate interstate commerce does not extend to the regulation of production. These holdings were contrary to the Government's contention that the stream of commerce begins in the factory and ends with the consumer and may be regulated at any point from beginning to end. That position was urged in the Government briefs in Amazon Petroleum Co. v. Ryan, defending the petroleum code, and repeated as late as Feb. 10, 1937, in the case of National Labor Relations

In the spring of 1931 an experiment was made at Anaconda with a small reverberatory furnace, with which was combined a roasting shaft. The arrangement is shown in the accompanying drawing (Fig. 1) and requires but little explanation. The general idea was to roast flotation concentrates, mixed with the proper fluxing materials, by dropping them down a heated shaft, from which the calcines would enter the smelting zone of the reverberatory furnace through an opening in the roof. The hearth of the reverberatory was 3 ft. wide by 21 ft. long. The roasting shaft was 3 ft. square inside and had an effective height of about 20 ft. The reverberatory furnace was arranged so that it could be charged either directly through the roof with regular hot calcines, in the usual manner, or by means of the shaft, at the top of which were a feeding arrangement by which cold flotation concentrates, suitably fluxed, could be fed continuously and a pipe through which cold air was blown in. Means were provided for distributing the feed over the cross-section of the roasting shaft. At first a mechanical arrangement was used but later it was found that a simple cone served the purpose equally well and gave less operating trouble. On account of the small size of the equipment, it was realized that absolute capacity and fuel consumption figures would mean but little. It was not to be expected that ratios comparable to those obtained in large furnaces could be gotten, and the only way in which any idea could be obtained as to the possibilities of the combination furnace was to run it in parallel with the reverberatory furnace charged in the usual manner and operating without the shaft. The results of such parallel runs are given in Table 1. The amount of oil burned in the reverberatory was purposely maintained at substantially the same rate during both runs in order that the benefits resulting from the shaft might be gaged. THE most important factors that should be given consideration in valuation of oil land are: (1) the amount of oil the property will produce; (2) the amount of money this oil will bring (based upon the future prices of oil) ; (3) development and production costs; (4) the rate of interest on the investment; (5) the retirement or amortization of invested capital; and (6) the salvage or "scrap" value of the equipment when the property is exhausted. These factors are of varying importance, and some of them may not enter all valuation problems, but most of them should be given consideration in any valuation even though only a rough estimate of the value of the property is desired. The value of a property may be changed over-night by the completion of important test wells, by the sudden water flooding, or by a change in the price of oil. The best a petroleum engineer can give is the value of the property under the conditions existing at the time the appraisal is made with a fair forecast of future action of the wells and of the price of oil. Our experience in the scientific valuation of oil lands is not broad and there is very little published information on the subject; it, therefore, becomes necessary in studying such problems to form comparisons with the factors involved in the valuation of mines-the closest parallel. One of the reasons for the lack of substantial progress in oil-land valuation methods has been the necessity of making an estimate of the future production of the oil property to be valued. Oil men and accountants have not generally conceded that such estimates could be made with any degree of accuracy. It has been shown, however, in several recent publications that with certain data available reasonably close estimates can be made. The accuracy of an appraisal depends chiefly on the accuracy of the estimates of future production and of the future price of oil. The accuracy of the former is sometimes necessarily based on geological inferences. Geology is not an exact science and geological data in connection with oil production cannot always be mathematically evaluated.

The purpose of this paper is to direct attention to the importance and the usefulness of phase measurements in electrical prospecting for ore, a subject about which virtually nothing has been published. The paper describes a new field method for ore prospecting, the "Turam" method, which makes use of phase measurements, and which has been used with great success for five years. Of the principal geophysical prospecting methods, the gravimetric and magnetic methods determine the direction and strength of the static fields of force of the earth. By seismic and electrical methods, fields of force are applied to the block of ground under investigation. By these methods a third parameter can be measured, besides the direction and strength of the field; namely, the time of arrival of the applied field at the different observation points. This time of arrival has been practically the only parameter measured in seismic work, while in electrical prospecting it has generally not been considered, the measurements having been limited to determination of direction and strength of the applied field. Phase Measurements In the most widely used of the electrical prospecting methods, those using alternating current, the time of arrival of the "electrical vibration" at the different observation points can be carried out as phase measurements. The phase angle measured then expresses, in part of one "vibration," or one cycle, how much the electrical vibrations at the observation point are out of step with those close to the source of the field. A phase lag of 45", for instance, means that the alternating field in the observation point is one-eighth of one complete " vibration," or cycle, out of step behind the field at the source. If the frequency is, say, 500 cycles per second, a frequency often used in electrical prospecting, a phase lag of 45' then means that the time required for the field of force to travel from the source to the observation point is 1/8 ' /500 = 1/4000 sec. Since the phase angle can be measured with an accuracy of a fraction, say one-tenth, of a degree, and the frequency can be considerably higher than 500, it is readily seen that the time of arrival can in this way be measured

The United States Bureau of Mines has been studying the blastfurnace process for about ten years. An experimental furnace was developed by the Burcau in cooperation with the Minnesota School of Mines Experiment Station, University of Minnesota. Many data have been obtained and published.' Royster, Joseph and Kinney §(48) found that the particle size of ore had an important effect upon the blast-furnace process. Kinne(28) stated: Economy in blast-furnace practice depends largely upon efficient gas-solid contact in the shaft of the furnace. If efficient work is not done in the shaft, the hearth and bosh will not function properly. A condition may be readily imagined where the particles of ore in the shaft are so large that the time entailed in the descent of these materials into the bosh is not sufficient to permit proper reduction and preparation prior to the time the ore enters the bosh of the furnace. Another condition may be pictured where the density of theatock column and the flow of stock is such that the ore will take one course and the gas another. Both of these examples will result in insufficient contact between the gas and the ore. Unreduced ore will reach the hearth, and the gas which has not been efficiently oxidized will reach the stock line. The result is the use of an excess of carbon in the smelting process. It is obvious that fine ore particles occurring in the ore as charged, or formed in the furnace due to heat and mechanical action, place a definite limitation upon the efficiency of the operation. There is also an economic loss of fine material as dust. Effect of Size of Material Kinney reported (p. 83(29)) the reduction of iron oxides between planes at three furnaces as given in Table 1. The Chicago furnace was operated on Lake ores. Distribution of gas was not good and much of the charge passed into the hearth before the iron oxide was reduced. In tank-lixiviation, the extraction of the silver from chloridized ore by solutions of hyposulphite salts is performed by filtration. The ore-particles are kept stationary, while the solvent moves down through the mass of ore. The quickness of extraction, other conditions alike, is in direct proportion to the rapidity of the movement of the solvent through the ore. The solution, if left in contact with the ore without moving, displays but very little solving energy. If the filtration is interrupted for ten or twelve hours, and thus solution and ore are left in complete contact for that length of time, it mill be found that, when filtration is started again, the outflowing solution is but very little more saturated with silver than it was at the time of interruption, and that the ten or twelve hours were almost a perfect loss in the total time of extraction. Notwithstanding the long contact, the solution had not become saturated with silver chloride to its full solving capacity. A rapid movement of the solvent through the ore is essential to a quick extraction. This fact is well known ; and the endeavor of leachers has been to hasten extraction by increasing the rate of filtration. Siphons, vacuumpumps and other devices have been used with more or less success; but none of them have given full satisfaction. I have found that, if chloridized ore is brought into rapid contact with a proper volume of moving sodium hyposulphite solution, the silver chloride contained in the ore dissolves almost instantly, and that it is rather the volume of the solvent than its concentrated state which produces this effect. Such favorable conditions cannot be attained in tanks. The rapidity with which a certain volume of the solvent can be brought into contact with the ore-particles is limited by the speed with which the solution descends through the ore; and thus the leaching-time in tanks cannot be shortened beyond the limit set by the filteringcapacity of the ore. WET-PROCESS coal-washing tables as we know them today have been in use in this country for approximately 25 years. The literature records only a few table installations worthy of note prior to adoption of the present-day differential-motion table. According to Phillip,1 six Campbell bumping tables were being operated by the St. Bernard Coal Co., Earlington, Ky., in 1893. As late as 1923, according to Richardson, 2 such tables were in operation in the Rosedale washery of the Cambria Steel Co., at Johnstown, Pa. Bumping tables probably were not used to any considerable extent except in the plant at Earlington, and at two or three plants in Pennsylvania, but they may be considered as. forerunners of the present-day coal-washing table. The transition from bumping tables to the type of tables now in use signalized a revolutionary change in table design. The advantages of the new design over the old were so outstanding as to make its adoption inevitable. BUMPING TABLES Bumping tables, as the name implies, utilized a bumping action for conveying the refuse and discharging it over the refuse end. The tables were hung from rods attached to overhead supporting beams. A shaft and cam arrangement at one end of the table served as the actuating mechanism and imparted to the table an endwise, back-and-forth, swinging motion. A bumping block was fixed in the proper position at the shaft end, so that the table would strike against it at the end of each backward swing. The hanger rods or stirrups were so adjusted as to give the table a slight uphill slope toward the refuse end; that is, the end next to the driving mechanism. The feed box was near the upper end of the table and designed to spread the mixture of coal and water over the width of the table. Wash water was added a short distance below the feed box. With the table in motion and coal mixed kith water being fed to it through the feed box, a certain amount of stratification took place, depositing heavy refuse at the bottom of the bed in contact with the surface of the table. The coal-mining districts of Washington are mainly west of the Cascade Mountains; Fig. 1. The mines are on the foot hills of the slope, the lignite fields of Lewis and Thurston counties extending into the valleys west of the mountains. An exception is the Roslyn field, a small but important area on the eastern slope. If western Washington is divided into three areas from north to south, the bituminous coal fields and most of the active operations will be found largely in the middle area. The southern portion contains lignites over a large area. In the northern portion, mining is practically restricted to one mine, the Bellingham, which is working a subbituminous coal seam near the city of Bellingham. The degree of alteration that the coal of a particular field has undergone may be gaged roughly by the position of the field with reference to the Cascade Mountains. The lignites of Tenino, Tono, Mendota, and Castle Rock, on the railway line connecting Seattle and Portland, occur in a region of low relief, in which the Eocene coal measures have suffered only minor disturbances. Subbituminous coals occur in the foot hills, as at Renton, Newcastle, and Bellingham. Coalg high in fixed carbon are found nearer the mountains, where the measures have been sharply tilted and folded, as at Black Diamond and Carbonado. The two typical anthracite fields are located still higher, in the rugged mountains where outcrops appear both in deep gorges and on ridges at elevations approaching 5000 ft. At Carbonado is found the only semianthracitc seam worked on a commercial basis. The occurrence of this seam in a region of bituminous coal is due to the nearness of an igneous sill, which has changed its character from bituminous to semianthracite. Purpose of Paper On account of the various faults and dips and the varying nature of the wall rock, many difficulties are encountered in mining and winning the coal. The paper gives some of the methods used in mining and, in some detail, the conditions that affect the efficiency of these methods.

The temperature of a material may be ascertained by measurement of the intensity of the radiant energy it emits. This measurement may refer to the radiation of all wave lengths emitted by the material, or, if the material is glowing, the measurement may refer to the visible light emitted, or to the radiation in n very restricted portion of the visible spectrum. In general, the intensity of radiation depends not alone upon the temperature of the source, but, also upon its nature. Thus, glowing carbon appears to the eye about three times as bright as glowing platinum, at the same temperature. This is technically expressed by saying that the emissive power or emissivity of carbon is about three times that of platinum. A material having the highest theoretically possible emissivity is known as a "black body;" it is customary to assign a numerical value of 1 to the emissivity of a black body. A black body is experimentally realized by uniformly heating a hollow enclosure and observing the radiation coming from a small opening in the wall. The intensity of radiation emitted from this opening depends only on the temperature of the walls, and not on the material of which they are constructed. If E is the emissivity of any non-transparent material and R is its reflection coefficient, it can be shown that E + R, = 1. If a material having an emissivity of, say, 0.40, and hence a reflection coefficient of 0.60, is placed inside a black body it becomes indistinguishable from its Surroundings, because the total intensity of radiation leaving the material is the same as that emitted by the black body. While the material actually emits only 40 per cent of the intensity of a black body at the same temperature, 60 per cent. of the radiation falling upon it from the walls of the enclosure is reflected. However, if the material is removed from the black body and placed in the open air, the reflected intensity is no longer present and the object appears but 40 per cent. as bright as a black body at the same temperature.

Four generations ago, the Mount Morgan ore deposit sustained the hurly-burly of frantic development common to the finding of a rich discovery. In this case, it was gold discovered in gossan capping on one of the hills of the Dee Range. The bonanza ore, like the flush of youth, has been spent. Today, one recognizes in this operation the orderly manner of the senior citizen, keeping up with the times and husbanding resources. As mining towns go, Mt. Morgan has an enviable situation. The approach is from Rockhampton, Qld, a peaceful, affluent agricultural and cattle center near the sea. To reach the mine, one goes 22 miles, first across farming country, passing orange groves and occasional children on horseback. The ascent into the Dee Range is winding and rapid. In the winter, the hills are green and Bougainvillaea and flowering yellow bracken grow wild on the hillsides. Around a bend, the brown waste terraces of the mine come into view, rising above the surrounding country. The top of the mountain has been sawed off and a deep pit sunk into the core. A little further on, around a few more curves, the town of Mt. Morgan is seen nestling comfortably in the hollows, reaching up the slopes.

Pursuant to notice duly given in accordance with law and the constitution, a special business meeting of the members of the Institute was held at the office of the Institute on June 27, 1919, at 8.30 P.M., 1573 members were present in person or by proxy. On resolution duly made and seconded, the change of name to American Institute of Mining and Metallurgical Engineers, Incorporated, was authorized and the officers of the corporation were instructed to take the necessary steps to accomplish this result. The votes were 1565 in favor of the resolution and 7 against. It was then moved and seconded that the certificate of incorporation be amended to define the purposes for which the corporation was formed as follows: "To promote the arts and sciences connected with the economic production of the useful minerals and metals, and the welfare of those employed in the industries by all lawful means, " etc., etc.-the remainder of the article reading the same. The purpose of this change was to allow the Institute to take any legal means it desires to accomplish the objects mentioned above instead of restricting it within narrow limits. The vote was 1573 in favor of the resolution and none against.

Meeting of Feb. 16, 1915.-The Committee on Membership was appointed with the following personnel: John H. Janeway, Chairman; Karl Filers, Lewis W. Francis, Louis D. Huntoon, and Thomas H. Leggett. President Saunders announced the appointment of the Committee on Increase of Membership, as shown on p. xxviii of this Bulletin. The reproduction by the anastatic process of 100 copies of Volume IX of the Institute Transactions was authorized. The sum of $50 and the exchange of the Bulletin. was awarded to the commission publishing the Annual Table of Constants. The sum of $49.07 was contributed to the expense of the John Fritz Medal Board of Award for the year 1914, and the Institute agreed in the future to share the annual expense for the John Fritz Medal Board of Award not to exceed one-quarter of $500 in the year. Upon the recommendation of the Committee on Membership, 36 Members, 1 Associate, and 13 Juniors were elected. The resignations of 26 members were accepted. L. D. Ricketts was elected a Vice-President of the Institute to serve the unexpired term of W. L. Saunders. George D. Barron was elected a Director to serve the unexpired term of L. D. Ricketts.

THE Chitina mining district of Alaska is located at the headwaters of the Chitina and Copper Rivers. At present, the only producing min-ing properties are the mines of the Kennecott Copper Corpn. and the Mother Lode Coalition Co., which are situated 196 miles from Cordova the port of entry. The first claims, later acquired by the Kennecott Mines Co. and afterwards transferred to the Kennecott Copper Corpn., were discovered in 1900. The Copper River & Northwestern Ry., which connects the mines with tide water at Cordova, was completed in the spring of 1911. Contemporary with the construction of the railroad, aerial tram equipment was brought to the mines by pack train and a tramway, 3 miles, long, connecting Bonanza mine with the proposed railroad terminal, was finished, enabling shipments of high-grade ore to be made immediately on the completion of the railroad. A mill to treat the lower grade ore was begun the same year. The Kennecott company's holdings consist of 111 mineral claims. The Mother Lode Coalition Mines Co., which is controlled by the Kennecott Copper Corpn., owns 73 claims adjoining the Kennecott holdings. All data on operations and geology refer equally well to the Mother Lode property.

FOr the purpose of obtaining some first-hand data in regard to the shooting clown of coal in bituminous 'nines, it was the writer's good fortune to be employed as a shot-firer for almost one year. In all, 6,020 shots were fired by him during this period. All of the work was clone in what is known as the South Main section of the No. 2 Mine of the Ellsworth Collieries Co., Ellsworth, Pa., a subsidiary of the Lackawanna Steel Co. Position of Shot-firing in the Cycle of Operations The established practice of the Ellsworth Collieries Co. calls first for the undercutting of the coal by electric chain machines across the face of the entry or room. This is followed by replacing any posts removed by the machine-runners, or the setting of new posts or timber, as may be required. After this has been done the machine cuttings are loaded into cars. Then the coal is spragged, and a shot hole drilled to the depth of the undercut. Next in order, the shot-firer loads the hole and fires the charge. The working place is then cleaned up, timbered if necessary, the sides and face squared up, and loose material taken down. The face is again ready to be undercut.
