PRODUCTION AND MARINE TRANSPORTATION OF MEXICAN PETROLEUMS ALTHOUGH the work on which this paper is based was carried on, by the writer as Special Commissioner of the Petroleum Department of the Mexican Government, the opinions expressed are only his personal views for which the Mexican Government can in no way be held responsible. Notwithstanding that the appointment covers all phases of the so-called petroleum question, as the one question of immediate importance was that relating to taxation, it was decided to devote all the time to this phase of the work. The present report has been divided into two closely related parts, .the first dealing with the production and marine transportation of Mexican petroleum, and the second, with the Mexican taxation on petroleum and its products. The writer wishes, to acknowledge the loyal cooperation rendered by Mr. M. C. Ehlen, who had charge of the statistical, work, and by Miss S. Stern and Messrs. E. P. Heiles and J. E. Morrissey. The aim throughout the work has been; to pave the way for a thorough understanding between the Mexican Government and the oil operators and to present a true and clear statement of facts relating to the questions at issue.

ASHBEL WELCH, Lambertville, N. J.: Dr. Dudley has given the wear of steel rails under four different conditions. He arrives at the conclusion that the softer rails, or those that from their composition ought to be softer, wear better than the harder. But there is another condition which has an important bearing on the subject, and should not be overlooked,—the weight on a wheel. With the lighter weights of the past, the softer rails may have worn best; with the heavier weights of the future, the harder may wear best. Weights will probably be increased up to the capacity of steel to bear; then doubtless the harder steel will wear best. A leaden rail with ten pounds on a wheel might carry millions of tons, but with one hundred pounds on a wheel, it would be destfoyed by a few thousand tons. So in the days of iron rails, my experience was that the softer rails under light machinery stood better than some of the harder; but under heavy machinery the softer were muqh the most rapidly destroyed. Activity in the oil industry in Peru during 1930 was confined almost entirely to the three old producing fields in the northern coastal area. In the eastern part of Peru, in the valleys of the Maranon, Ueayali and Huallaga rivers, additional geologic work was carried on, but no drilling was undertaken. The Peruvian Government granted a concession on June 27, 1930, to W. R. Davis and associates for the building of a railroad from the west coast at Bayovar to Yurimaguas on the Huallaga River. This concession contemplates the construction of 800 to 900 km. of railroad across the Andes and carries with it a grant to the concessionaire of 12,500,000 acres of land with oil and mineral rights. A similar concession was granted in 1926 but after several extensions was rescinded in July, 1929, on the grounds that the concessionaire had failed to begin work on the railroad within the time limits of the contract and its extensions. The reduction of approximately 8 per cent. in 1930 as compared with 1929 is the result of the world's overproduction and the attempt on the part of the International to restrict the output to conform with the available market. THIS paper gives a brief description of an investigation made several years ago on the diffusion of zinc into copper. The material for that study was furnished in the form of thin copper strips coated with zinc. The result was required rather quickly and at not too great an expense, and especially information was desired as to the rate at which zinc would diffuse from the zinc coating into the copper and the temperature at which the operation should be carried out. A study of the requirements of this problem indicated that the solution might be secured by means of six determinations. This is the smallest number that will give the information desired and, at the same time, furnish checks on the accuracy of the determinations which justify an abbreviated experimental program. This does not count a preliminary test which was designed to give some idea of the correct temperature to use. The minimum number of temperatures that can be used is two. Knowing the rates of diffusion of zinc into copper at two properly chosen temperatures, it is possible to calculate the rate for any other temperature, and also to check the accuracy of the determination by means of the heat of diffusion, which is calculated from the effect of temperature on the rate of diffusion. The minimum number of determinations at any one temperature is three. The amount of diffusion which occurs at a fixed temperature is definitely related to the time of diffusion, so that by determining the amount of diffusion for three different time intervals, this relationship may be established and possibly a check on the accuracy may be secured. This accounts for the six determinations or experiments, and suggests the logical plan of the work. The check used here is not generally applicable to diffusion phenomena, but it seems to hold closely enough for the limited amount of diffusion in this investigation to justify its use.

The water-hoisting tanks herewith illustrated have been designed for removing large quantities of water from recently-flooded mines, through their hoisting-slopes, with rapidity proportional to the capabilities of the hoisting machinery available, the tanks being adaptable to slopes of small sectional areas and varying pitches. The following features may be of interest to those operating mines liable to be flooded. 1. The arrangement of doors on each tank by which it may be automatically filled by immersion at any point on the varying pitch of a slope, the water being retained while hoisting on the flat as well as on the steep pitches, and quickly and autoniatically discharged at the top. 2. The arrangement, in connection with the above-mentioned doors, of side-wheels over the rear wheeh of each tank and of sidedumping tracks at the top of the hoist, for the automatic emptying and quick return of the tank. 3. The arrangement of two or more tanks, one in front of the other, so as to give as large a capacity in a single hoist as the enginepower will permit, yet without making any tank too large for the sectional area of the slope, or of unwieldlp length, or of such a shape that it cannot easily pass over vertical curves; and without concentrating too much weight on any one pair of wheels or on any point of the track. The details of construction and method of operating are shown by the accompanying sketches (Figs. 1 and 2), and the following more detailed description. At the end of each tank is a large iron door of almost the full size of the end of the tank, opening inwards, so that when immersed the tanks fill almost instantly. UNDERGROUND lighting in the zinc mines of the Tri-State district can be separated into four di-visions. 1. Foot of shaft. 2. Pumps, fans. incline hoists and other stationary machinery. 3. Haulage ways. 4. Headings and stopes. One of the main improvements in lighting around the bottom of the shaft is in the use of skidoo flash lights, which have replaced the old electric skidoo bells. These bells were used as signals from the hoisterman to the tub hooker. In the event that a can bumped the side of shaft or a rock spilled from the can when dumping; the hoisterman rang the skidoo bells as a signal for all to leave the vicinity of the shaft bottom on a dead run. These bells were much better than no signal at all, but many of them were often out of order; the worst feature being that when out of order this fact was not immediately indicated. The electric flash-light signals work on the opposite principle and are burning at all times except when the hoisterman breaks the circuit when signaling danger. Therefore should a break or short occur in this arrangement, the shaft bottom is immediately thrown in darkness. Since the reaction from the eye is quicker than from ear, there is a slight saving of time- to the men escaping from the point of danger. Even this brief period of time may save a life. One other, point, to be emphasized, is that all lights near the shaft bottom should be on the signal circuit so that the entire area is momentarily darkened. I. have inspected mines where only one or two lights are used as signals, with the remaining lights around the shaft on another fixed circuit. In this case the flashing of the signal lights is almost drowned out by the stationary lights. These flash signals must be as startling as possible, which can only be done by flash-ing all the lights.

An increased drilling activity was apparent in the shallow sand fields of northwestern Pennsylvania during the year. This drilling, however, was confined to previously outlined productive areas and as new shallow sand pools of interest were discovered. Drilling for Oriskany gas proceeded at about the same rate as in previous years. One new area in Kinzua township, Warren County, was opened up during the year by a producing well, but later this well developed salt water and the productive capacities of the area are very indefinite at the present time. Production from the shallow sand areas remained approximately the same as in 1935. Production from the Oriskany or deep sand areas increased approximately 20 per cent. Two new markets were made available for the Oriskany gas during the closing months of the year by the completion of the Peoples Natural Gas Co. line from the Hebron field to Clarion County, Pa. and Penn York Gas Co. line from the Harrison field to points in northwestern New York State. With the exception of the Kinzua well, the few deep wildcat wells drilled during the year failed to discover new fields in the deep sands. Bradford Oil Field The accompanying data on the Bradford oil field include only the production obtained from the portion of that field that is in the State of Pennsylvania, for it appears probable that Cattaraugus County production, which consists mainly of the New York State portion of the Bradford field, will be included in annual oil production figures for New York State. The Bradford field production for 1936 totaled 14,533,000 bbl., and as it is necessary to estimate New York State production for the Bradford field, the accompanying data includes the production from the Pennsylvania end of the Bradford field of 13,208,000 bbl., which is an increase of approximately 8 per cent over 1935 production.

This paper is the result of a study, in 1919, to determine how much surplus power could be produced through the proper utilization of the entire gas flow from the two furnace stacks at the Federal Furnace Plant, South Chicago, Ill. Obviously, the problem was to measure the flow of gas through the main beyond the point where the amount necessary for stove operation was removed. In all probability, blast-furnace gas is the most difficult gas to measure, because of the high moisture and dust content, and the widely fluctuating flow from the furnaces. This wide fluctuation of flow forbids the acceptance of any one group of flow readings as indicative of normal operating conditions. A study of the conditions showed that a recording device on gas flow was necessary. As the gas at the point of measurement had passed through wet washers, and accordingly was saturated with water and contained considerable dust carried past the scrubbers in the form of sludge, no form of Pitot tube could be used, for this sludge would quickly plug the dynamic and static holes, spoiling the gage readings. An even more serious objection to the use of Pitot tubes was the impossibility of accurately measuring the cross-sectional area of the gas main on the plane of Pitot-tube installation. Given an absolutely clean gas and a perfectly circular pipe, it would be safe to assume, through measurements of the pipe diameter, that the gas main was of a certain cross-sectional area. But the continual depositing of sludge and the fact that the main was fabricated from riveted sheets led us to discard the idea of using Pitot tubes for this service. The Venturi tube was then considered, and had there been a sufficiently long straight run of gas main to accommodate a tube of the required size (72 by 28 in.) such an installation would very likely have been made.

There was more activity in crude production in northwestern Pennsylvania in 1935 than for several years before, resulting in an increased oil production and also in the number of wells completed. Crude -production approximated 16 million barrels for the state, an increase of about one million barrels over 1934. Demand, indicated by refiners' runs to stills, increased proportionally, leaving stocks of available crude at the end of the year at the lowest point since the middle of 1934, when they reached an all-time low. The price of crude varied during the year from a low of $2.02 to a high of $2.27 at the end of the year for Middle district oil. The price of Bradford and southwest Pcnnsylvania oil changed accordingly. The average for the year would be a lower price than in 1934. A summary of the production data for the year 1935 is given in Table 1. In making up this table, 1935 figures were simply added to the table published by S. H. Cathcart last year1. A list of important wildcats is given in Table 2. Bradford Field Approximately 10,000 acres of the proven producing area of the Bradford field is in Cattaraugus County, New York, and it is possible, by differences, to distinguish the Pennsylvania production from the New York portion. The listed production for the Bradford field includes only that portion of the field situated in Pennsylvania, but also includes production from a small pool, locally known as the Mt. Jewett-Kanesholm pool, where the Bradford sand is being developed and flooded in precisply the same manner as that of the Bradford field itself. The Mt. Jewett-Kanesholm pool is not, strictly speaking, an extension of the Bradford field, but inasmuch as it is so closely allied with the Bradford field-—that is, the sand is the same and the production methods are the same—the production and drilling figures include this area.

The title of this chapter is "Indexing Rock for Machine Tunneling" or, a simplified approach to a very difficult problem. I do not think that we can divorce the considerations for conventional tunneling from that of the requirements in terms of geologic information that is necessary for machine tunneling. Experience has shown that in conventional tunneling, the rate of progress achieved in driving a tunnel and the cost involved can be almost directly related to the general rock quality and to the water conditions actually encountered. The very method selected for driving the tunnel or perhaps adapted during the construction period, that is, full-face, top-heading and bench, or multiple-drift, is largely determined by the degree of severity of the adverse geological features. The amount and type of support required to stabilize the rock behind the advancing face are also directly related to the ground conditions. The support may range from bald-headed to rock bolts placed as needed- perhaps pattern rock bolting, light steel sets, all the way to closely spaced heavy steel sets with full lagging and invert struts. At times crown bars, spiling, and breast boarding must be used to advance the face. Shotcrcte applied immediately to the arch and upper walls is a fairly recent advance in providing both temporary and permanent support. Ground-water inflows can further reduce the rate of advance, causing stability problems and reducing the overall efficiency of the mining crew. Required pumping may also be very expensive depending on the grade of the tunnel and the amount of water. And in shafts, of course, there is the pumping problem. To offset the adverse effect of the ground-water inflows, one must often resort to grouting ahead of the face. But this very operation which helps cut down the water inflow also increases greatly the time required for mining, and of course, there is additional cost involved in the actual operation. THROUGH the courtesy of the Southern Appala-chian Coal Operators' Association, a joint meeting of the Southern Appalachian Efficiency Associa-tion and local members of the A. I. M. E. and A. S. M. E. was held at Knoxville, Tenn., on Nov. 12. In introduc-ing the subject and stating the object of the meeting, H. Foster Bain, speaking for the. Institute members, said "Shoveling coal is the largest job of hand labor re-maining in this country, with the exception of the mis-cellaneous work on the farms, and even there nearly all the big jobs are now performed with the help of machines. The men in the coal mines, by hand labor, dig, each year, more cubic yards than were taken out of the Panama Canal. It has been a natural ambition of engineers, operators and men alike to follow here the characteristic lead of American industry and to substi-tute as far as possible the work of machines for the work of men; to promote the latter to the position of con-trolling and directing mechanical power rather than being themselves the machines that lift the coal from the floor of the room into the mine car. "Handling materials is one of the regular jobs of mechanical engineers, and the American Society of Me-chanical Engineers maintains a Materials Handling Division for discussion of the technical problems con-cerned. Having in mind the excellent results that had flowed from application of mechanical power and de-vices to these problems in factories, port terminals, warehouses, and other above-ground plants, the Me-chanical Engineers began to consider the possibility of introducing similar methods underground. Individual-ly, many were called upon to design, erect and operate machines for such use and at once they found them-selves faced by many novel conditions and difficulties. The Division thereupon planned a general meeting in New York in March, 1926, for consideration of problems and progress in this field. Technology has no recognized rank in what is called polite literature; the subject-matter of engineering is not supposed to lend itself to artistic treatment; we are the hewers of wood and drawers of water to the high-priests of learning that live on the cold summit above our humbler dwellings. Therefore the hierophants smile at the notion of 'style'- “that curiously personal thing”--in technical writing. The "great art" of Pater, the "inevitable phrase" of Raleigh, the "note of distinction" that Arnold demanded are said to be beyond the scope, as they are supposed to be beside the need, of a writer on geology or engineering. This is a narrow view. Science, no less than belles lettres, calls for the best exercise of the human intelligence; the art of writing should be employed as skilfully and as earnestly in a description of the structure of the Sierra Nevada, or of the construction of a tunnel through the range, as in a rhapsody welcoming the rosy fingers of the dawn. The idea still lingers that fine writing does not befit technology, even though the masters of the Victorian period- Huxley, Tyndall, Ruskin-proved that science is worthy to be arrayed in the best robes that the looms of thought can weave. At the beginning of these lectures I quoted Barrie's remark touching the inability of the scientific man to express himself. That imputation has been passed to the technologist, whose utilitarian pursuits are supposed to make him too clumsy for the refinements of human speech. We may not have acquired the self-consciousness of those writers on Art whose "power of expression is so cultivated that their sensual caterwauling may be almost mistaken for the music of the spheres"; nor can we imitate the politicians, who have the ability to speak far beyond anything that they may have to say; but we too have a litera-

IN the spring of 1931 an experiment was made at Anaconda with a small reverberatory furnace, with which was combined a roasting shaft. The arrangement is shown in the accompanying drawing (Fig. 1) and requires but little explanation. The general idea was to roast .flotation concentrates, mixed with the proper fluxing materials, by dropping them down a heated shaft, from which the calcines would enter the smelting zone of the reverberatory furnace through an opening in the roof. The hearth of the reverberatory was 3 ft. wide by 21 ft. long. The roasting shaft was 3 ft. square inside and had an effective height of about 20 ft. . The reverberatory furnace was arranged so that it could be charged either directly through the roof with regular hot calcines, in the usual manner, or by means of the shaft, at the top of which were a feed-ing arrangement by which cold flotation concentrates, suitably fluxed, could be fed continuously and a pipe through which cold air was blown in. Means were provided for distributing the feed over the cross-section of the roasting shaft. At first a mechanical arrangement was used but later it was found that a simple cone served the purpose equally well and gave less operating trouble. On account of the small size of the equipment, it was realized that absolute capacity and fuel consumption figures would mean but little. It was not to be expected that ratios comparable to those obtained in large furnaces could be gotten, and the only way in which any idea could be obtained as to the possibilities of the combination furnace was to run it in parallel with the reverberatory furnace charged in the usual manner and operating without the shaft. The results of such parallel runs are given in Table 1. The amount of oil burned in the reverberatory was purposely maintained at substantially the same rate during both runs in order that the benefits resulting from the shaft might be gaged.

The experiments described in this paper were made at the Washoe Reduction Works, Anaconda, Mont., for the purpose of determining the relative speed of elimination of the iron, sulphur and arsenic during the process of bessemerizing copper-mattes. The samples were taken from a horizontal a barrel" converter, 8 ft. in diameter and 12 ft. 6 in. long, having an average charge of 9 tons of matte, and blown with a 16-lb. air-pressure. All samples were taken with the blast on, turning the converter from its normal blowing-position to nearly vertical, so that a conical mold, with a long handle attached to a horizontal rod, could be introduced from a platform above the converter into the mouth of the converter and a sample taken. The difficulties of taking a sample with the blast on are apparent, and the irregularities of' the lines in Figs. 1, 2 and 3 can be readily accounted for by the amount of slag in the samples. On the whole, the plotting of the results gives comparatively uniform lines, considering the conditions. The samples were taken by the regular sampling-force of the works at 10-min. intervals, as shown in Tables I., 11. and III., which also give the chemical analysis of the samples so taken. The test shown in Table I. was made with a new converter; that of Table 11. with a converter that had made three charges and had been cleaned out; that of Table 111. with a converter that had blown one charge to white metal, and had then been " washed " out and used for the test. In plotting these results, it was necessary to take, as a basis, the percentage of copper in the samples. This basis does not exactly represent the true condition, since the volume is constantly decreasing and a certain quantity of copper passes into the slag, but it is as near as can be obtained in practice. The hydrostatic tensions in pure metals and long freezing range alloys are evaluated theoretically considering the viscous flow of residual liquid and the general plastic collapse of the casting. The former mechanism operates until the radii of the remaining liquid channels are of the order of 10-3 cm radius, after which the second process limits the attainable negative pressures which range from —1500 to -4200 atm for nickel, aluminum, copper, and iron. In previous reports1'2 the maximum possible hydrostatic tensions developed during solidification have been evaluated employing spherical symmetry. This inevitably involves the concept of totally confined liquid regions, the reality of which has recently been brought into serious doubt3 following observations of the freezing of various transparent materials. Regions of interdendritic liquid which are apparently about to be isolated by the growth of dendrite arms are observed not to be cut off because the advance of the dendrite tips is arrested until the region has completely solidified. Although this may be the result of the very low melting point liquid available at this late stage in freezing, or the result of a higher rate of heat transfer to the dendrite tips because of the acceleration in liquid flow rate near the completion of solidification, this point need not concern us. In this paper an attempt is made to approximate more closely to real conditions; thus the assumption of confined liquid regions is abandoned and cylindrical symmetry adopted. It has also been necessary, therefore, to consider the viscous flow of residual liquid through the remaining channels in the pasty zone. Furthermore, the rather special conditions of spherically symmetric solidification led to extremely high solidification rates and hence unusually high tensile stresses as solidification neared completion; the cylindrical Symmetry appears to yield solidification rates and stresses which are more typical of real castings. The rate of solidification is first considered since this critically affects both the flow of the liquid and the creep of the solid.

IN connection with other investigations on the properties and characteristics of chilled iron car wheels, the question as to the best range of annealing temperatures was raised. Chilled-iron wheels are cast with a chill against the tread and the inside of the flange, the remainder being in sand. The composition of the metal is so chosen that under these conditions the tread and inside of the flange will show white iron to a depth of from 5/8 to 7/8 in. (15 to 22 mm.), the remainder of the wheel becoming graphitized or gray. In order to relieve the stresses set up during cooling under such drastic conditions, the wheels are stripped from the mold, while still red hot, piled in a soaking pit, and allowed to cool very slowly from their temperature at stripping. Obviously the most suitable temperature for this annealing is the highest at which no formation of graphite occurs within the white tread and at which the wheels can be stripped from the molds. Inasmuch as no direct determinations have been made of the temperatures at which the' formation, of graphite takes place in white iron of compositions used in car wheels upon annealing, it was considered worth while to determine these temperatures as a means of establishing the maximum temperatures at which the annealing of the wheels may be carried out. In the course of this work, some incidental observations were made which are of interest in connection with the theory of graphitization in white iron. The literature on the subject of the formation of graphite both during cooling at casting and upon annealing is very extensive and can be best studied by reference to a comprehensive discussion of the subject by Hatfield. 1 Perhaps the most important contributions of previous investigation are the following: 1. Whether a given mass of molten iron becomes white, mottled, or gray upon casting, depends on its composition and its rate of cooling through the temperature range of solidification and immediately below.

IN view of the prominence which the conical mill has attained in the fine-crushing field within the few years since its introduction, the following comparison with its more mature forerunner, the Chilean mill, based on extensive tests, is submitted in the interest of the milling profession. Soon after designing the concentrating plant of the Miami Copper Co. in 1909, the Hardinge conical mill made its appearance in the milling forum. Its possibility as a suitable crushing device for the plant was well recognized, but in view of the lack of commercial demonstration, at the time, as to capacity, efficiency for desired product, and the still more uncertain factors of cost of maintenance and power consumption, it was deemed that the immediate adoption of this machine throughout the plant would be a hazardous undertaking. For these reasons it was decided to equip the majority of the imme diately required units of the plant with Chilean mills, the fine-crushing proficiencies of which were better known, and one section with Hardinge mills, to serve as a test unit for the guidance of future installations and replacements. Thereby, after 1.5 years' operation with both types of mills, a thorough test as to metallurgical efficiency and cost economy has been obtained. The conical mill used in these tests is the 8-ft. Hardinge pebble mill, having a cylinder 22 in. in length. The cylindrical portion of this mill is lined with cast-iron liner plates, and the conical extensions with silex bricks bound together by cement. Each liner plate carries a projecting lifter, the function of which is to increase the height of drop of the lifted material. Danish No. 5 pebbles, obtained from the coast deposits of Denmark, are used for the grinding charge. The Chilean mill used is a fast-running, 3-roller, 6-ft. Saturn mill, with screens of 0.037-in. opening. The feed to these mills is the oversize of Callow screens having 0.029-in. openings, which follow rolls crushing to 0.5 in.

The year of 1924, in Venezuela, has been one of especial interest. The figures for production marketed are not so impressive, but to the well-informed followers of the development, the ease with which this production has been obtained and with which it apparently can be increased at will merits most careful consideration. For several years, the oil world, especially in the financial centers, has been closely following the slow unfolding. of the' Venezuelan developments, which has been, and still is, one of the great pioneering achievements in the history of oil exploitation. Venezuela, from the first days of its recognition by geologists and financiers as a great future source of oil, has been a field for the enterprising vision of the larger capital groups. The laws of the country have been drafted with almost an inspired foresightedness that has favored the exploitation of the resources along constructive lines, which' has eliminated the irrational promotion schemes that accompany many of the oil developments in the United States. Developments have been exclusively in the hands of strong financial groups, who have followed a conservative policy with respect to the dissemination of detailed information concerning the geological findings and detailed production data. Within the last year, however, the rapid expansion of the production phase of the developments has been on such an important scale and has involved such a large and rapidly increasing personnel, that further restraint with respect to information of a general informative' nature can serve no useful purpose. Certainly, from the volume of references to Venezuelan oil affairs, which are now of almost weekly occurrence in the oil trade journals, the public must appreciate the fact that in Venezuela, and in the Maracaibo district in particular, a new oil region of the first magnitude is about to emerge from comparative obscurity and occupy a commanding position on the stage of world oil affairs.
