Gentlemen of the American Institude of Mining Engineers.—As you well know an application is about to be made to Congress, by the American Society of Civil Engineers, for the appointment of a cornmission composed of persons skilled in the production and use of iron, steel, and other structural materials, whose duty it shall be to test the strength, elasticity, and other quatities of such materials ; not simply the substances used as such, but the members of large structures composed of such materials, of the forms and sizes in which they are actually used. As I understand, the papers that will be read here to- night will have for their object to show the necessity for such tests, and therefore the necessity for the commission asked for. As the representative of the Society of Civil Engineers, I have to thank you, gentlemen of the Mining Engineers, for the great zeal with which yon have taken up this subject, and seconded the efforts of the Civil Engineers; or, perhaps I ought rather to say, initiated the efforts to get a suitable commission appointed to obtain most vitally important information which it is admitted on all hands we do not now posses. In drawing up the memorial to Congress, in connection with some of the ablest and best informed of our Society, and in all the discossions on the subject, I have been struck with the emphasis with which the confession is made, that so little is known of the strength of the larger-sized members constantly used in building structures of the magnitude which the present requirements of the country now demand. I presume the remarks made to-night will bring this out very prominently. This is no disgrace, for with the means here-

PRIOR to the development of the bulk-oil carrier, practically all transportation of oil was in barrels and in cans contained in wooden cases; the latter was known as case oil. In the year 1885, approximately two hundred million gallons of petroleum were exported from this country in barrels and about one and three-quarter millions in bulk; less than twelve years later, the shipment in barrels had decreased to nearly one and three-quarter million gallons, while the transport of bulk oil had increased to four hundred eighty-four million gallons. The first modern tanker, the "Glückauf," was built in England in 1886. Her hull, which was 300 ft. long, was divided into compartments by transverse bulk-heads, these compartments being divided by longitu-dinal center-line bulkheads extending throughout the oil spaces. There was a pump room forward of the boiler room, thus providing a cofferdam or safety space. Between the main and upper decks, a narrow trunk extended the full length of the' oil spaces, the trans-verse and longitudinal bulkheads being carried to the upper deck. This allowed for the expansion of the oil from a rise in temperature, and if the tank below the main deck was kept full, the danger of the oil moving with the roll and pitch of the vessel was considerably reduced. Spaces for the carriage of light oil were provided on each side of the vessel outboard of the expansion trunk, while water ballast was carried under the machinery compartments fore and aft. Although vessels previously had been built to carry oil next to the skin of the ship, it is claimed that the "Glückauf" was the first one constructed on the new principle outlined.

THE Ducktown district is in the extreme southeastern corner of Tennessee, its principal railroad point being Copperhill, on the Blue Ridge division of the Louisville &Nashville Railroad, midway between Knoxville, Tenn., and Atlanta, Ga. The ore deposits were discovered about 1849 and development work was begun in the early fifties. Only the "black copper? ores, products of secondary enrichment, from beneath the gossan outcrops and overlying the massive sulphide deposits, were then mined and smelted for their copper content. Upon their exhaustion, attention was directed to the treatment of the pyritic ore remaining, resulting in the devising of a, process consisting of open-heap roasting, followed by blast-furnace smelting, which was practised until 1903, when semi-pyritic smelting was-adopted. In 1908, the companies operating in the district; on account of litigation brought about by alleged smoke damage to forests and vegetation in the adjoining counties of Georgia, were compelled to erect enormous acid plants to prevent the escape of the sulphur dioxide produced in the smelting operations. The utilization of this sulphur dioxide in the, manufacture of sulphuric acid as a byproduct has added to the revenues of the companies, and at the same time has furnished a valuable source of supply of sulphuric acid to the fertilizer trade of the South, and more recently to the manufacturers of explosives for use in the production of war munitions. The steadily increasing demand for sulphuric acid for the manufacture of fertilizers and explosives, together with the decreasing imports of pyrites, from which the acid is generally produced, now makes it imperative that greatly extended resources of pyrite be developed. While the Ducktown deposits do not predominate in pyrite, they do contain an inexhaustible supply of pyrrhotite, admixed with pyrite, which can be satisfactorily employed to supplement or substitute for pyrite in acid making.

The increasing complexity of modern mining technology makes it ever more difficult to decide on the 'best* way to solve problems in mine planning. Yet with escalating costs it becomes increasingly more important for the mining engineer to be able to evaluate quantitatively the implications of the 'what happens if' postulation on the efficiency and economics of exploitation. The use of a model of the orebody can yield an estimate, not just of overall expected results, but also of the sensitivity of these results to possible variations in the orebody. Estimation techniques, such as Kriging, will produce the expected value for the grade of ore at any given point, or over any given volume within a deposit. However, the actual grades mined during production will - of necessity - differ from the predicted values. These possible variations, and the sensitivity of the management decisions to them, can be investigated in detail by the use of simulation. An orebody can be simulated which follows the known characteristics of the deposit at any given stage in development. These properties might be the histogram of grade values, the semivariogram from the samples, the actual borehole assays, geological constraints and/or interpretation, topography, lease boundaries etc. This would be one possible 'realisation' of the deposit as dictated by the currently known data. If several of these simulations are carried out, each conditioned to the current knowledge of the orebody, then it is possible to gain an idea of the range of possible outcomes of any mining procedure or decision taken - all of which are equally likely. Not only can the best decision then be taken, but its sensitivity to the inherent variation within the orebody, and to the ever present estimation errors may be thoroughly studied.

I have bad considerable experience with the testing-machine at the Watertown Arsenal, having had broken there sixteen large steel eye-bars, besides quite a number of iron bars and two compression members. So far as accurate mid satisfactory results are concerned, the machine is all we could ask for, and the officers who have it in charge, together with their civil assistants, are thoroughly conversant with it 1 details, and entirely competent to make the tests required. The principal defect is that the force is very inadequate. As the machine is arranged, tile weighing apparatus is at one end and stationary, the measure of strain being carried from this to the scale-beam by the fluid in a tube m small that it looks like a wire. At the other end is placed the hydraulic press by which the power is applied; this press is mounted on a small carriage and held by two eight-inch screws about four feet above the floor, which arc of course strained in compression during tensile tests, and in tension during' compression tests. When the stretch of the material has exhausted the throw of the plunger it is necessary to relieve the strain, draw back the plunger, and move the carriage along, which is done by nuts turned by steam working on the large screws. Every specimen placed in the machine must be lifted above the large screws and lowered into position. To do this, crabs, running on travellers, which span the entire room, are placed over the machine, and by these the specimen can be lifted and put in place. The actual time required to make a test depends largely on the amount which the material stretches, bat it may generally be said, that for specimens which will stretch from two to three feet the

G. W. Geil (National Bureau of Standards, Washington, D. C.)—The authors state that the degree of accuracy realized in the experimental determination of a, is likely rather low. This inaccuracy is attributed to the difficulty in reading the load of the tension machine at the instant of fracture of the test bars. I believe there is another factor which may have added considerably to the inaccuracy in the determination of a,, namely, the determination of 8,. Fracture of a cylindrical tensile specimen of a ductile metal tested in tension at room temperature is generally initiated at the axis and rapidly propagates radially to the periphery of the necked section. During the propagation of the fracture, the metal at the rim of the minimum cross-section extends longitudinally and contracts radially. Thus values of 81, based on diameter measurements made after complete fracture of the specimens do not necessarily represent the strain at the initial fracture." Data obtained at the National Bureau of Standards with a 0.3 pct C steel in the condition as-quenched from 1575°F and tempered at 1000°F for 1 hr and tested in tension at room temperature indicated a considerable "rim effect" and as shown in Fig. 13, resulted in an apparent increase in Sf from 0.90 to 0.98. As the fracture strain of this steel is approximately equal to those of the steels reported by the authors, it seems probable that a similar "rim effect" may have added to the inaccuracies in the reported values of Si and accompanying values of El. R. Raring (authors' reply)—The authors are grateful to Mr. Geil for having called attention to a possible source of uncertainty in the determination of fracture stress, and they are in agreement with the principles upon which his discussion is based.

The pore pressure must be included in any discussion of the state of stress within a rock. Rock cylinders at elevated stress levels, loaded uniaxially to a stress less than the yield strength, can be fractured by holding the constraints constant and increasing the pore fluid pressure. This can be described in terms of the Mohr envelopes using effective stresses. The effective stress concept can simplify data with various confining and pore pressures. When the pore and confining pressures are equal, the pore pressure appears to be totally effective in reducing the confining pressure effects. The area over which the pore pressure acts has been the subject of some prior discussions. Terzaghi 1 defined boundary porosity as ". . . the ratio of that part of the area of the potential surface which is in contact with the interstitial liquid and the total area of this surface." His method of calculation included a discussion of splitting failure which was objected to by Mr. Kessler, National Bureau of Standards. The values calculated by Terzaghi were close to unity. Leliavsky,2 using unjacketed cement cores, reported that the interstitial fluid pressure appeared to act upon about 92% of the surface of failure. He concluded: "The fraction of the area of cross-section over which the internal pressure acts can therefore have nothing to do with ordinary porosity, and the results of the experiments tend to support Professor Terzaghi's views." In 1947 Balmer3 determined the boundary porosity of concrete when the confining and pore pressures were equal. He also found values close to unity. Although the earliest use of rubber-tired haulage was in Illinois in 1936, the first unit of this type of equipment used in West Virginia was shipped into the state in 1938. All units placed in West Virginia mines have been of the shuttle-car type. The Katherine Coal Mining Co., at Lumberport, W. Va., was the second company in the United States to install shuttle cars and the Gay Coal and Coke Co., at Mt. Gay, W. Va., was the first company in the country to install the thin-bed type of shuttle car. On Oct. 8, 1940, nine companies in the state were using 41 shuttle cars, of which 10 cars at three mines were of the thin-bed type. All shuttle cars of the low type were in the southern fields and all of the high type were in northern West Virginia. At that time several units were in the process of delivery. The data in this paper were collected in the field by Mr. Schroder in connection with graduate work on mechanical loading of coal in West Virginia by mobile loaders. In the course of his field work he visited five mines in the state that were using shuttle cars. All of these mines were in high-volatile coal beds of strong structure. The more pertinent data obtained at the mines visited are given in Table I. The maximum distance of shuttle-car haul is the distance between the transfer station and the farthermost place. Tonnage per loading unit per foot of bed thickness is to some degree a measure of relative efficiency, especially if the different operations are working the same bed or have somewhat similar conditions. The Delegation of American Engineers constituted by the American Institute of Mining and Metallurgical Engineers, the American Society of Civil Engineers, the American Society of Mechanical Engineers, and the American Institute of Electrical Engineers, that visited France in December, 1918, in acceptance of the invitation extended by the Congrés General du Genie Civil consisted of the following: Representing the American Society of Civil Engineers, Major James F. Case, past president, Geo. F. Swain, vice-president, Nelson P. Lewis, treasurer, Geo. W. Tillson, past director, Geo. W. Fuller, director, A. M. Hunt. Representing the American Society of Mechanical Engineers, president, Chas. T. Main. Representing the American Institute of Electrical Engineers, past president, L. B. Stillwell. Representing the American Institute of Mining and Metallurgical Engineers past-president, E. C. Spilsbury. The delegation organized on the way over by the choice of Major James F. Case as chairman, and Geo F. Swain as secretary. On arriving at Bordeaux, the Delegation was met by Mr. S. D. Brown, associate member of the American Society of Civil Engineers; and on its arrival in Paris it was joined permanently by the following attaches: Captain P. Charton, of the French Engineers, Delegate of the Commissariat-General to accompany the Delegation and serve as liaison officer; Captain Carpenter of the American Army; and Mr. Geo. Herdt, representing the Society of Civil Engineers of France. The object of the visit was to discuss with the French engineers the large engineering, problems now facing France. Engineering problems in their restricted technical sense came up for discussion practically not at all, for the French do not need advice nor assistance along strictly scientific lines. It was in the -larger and economic aspects of engineering, to aid in building up the industries and commerce of France, that our French associates desired to learn from the experience of the American Delegation.

Four, general methods have been used in the study of the decomposition of coal. The first has been directed toward the processes of coal formation, the second has been by means of microscopic studies, the third from the data of destructive distillation, and the fourth has made use of various solvents. Applying these methods to the sulfur of coal, it has been found that the organic sulfur of plant and animal life enters into the formation of coal and remains in organic combination in the final product. The inorganic sulfur is almost entirely combined as iron pyrites and marcasite. The infiltration of hydrogen-sulfide waters is doubtless a large factor in these combinations. Sulfates are found in very small quantities except where free oxygen has entered the coal strata. The mechanical mixing of detritus with the early coal material is another source of sulfur. In this case the sulfur is distributed in microscopic particles throughout the mass. In destructive distillation, a part off the sulfur comes off as hydrogen sulfide and various thiophen compounds, but this furnishes little information as to the nature of the sulfur compounds in the coal itself. The use of solvents has given valuable data concerning the sulfur compounds in coal. Fremy1 and later E. Guignet2 noted the action of alkaline solutions on coal after treatment with nitric acid and Anderson and Roberts3 showed' the presence of large quantities of organic' sulfur in the extract so obtained. In a study of the phenol extract of coal, Parr and Hadley4 found organic sulfur in the soluble organic material. These investigations proved the presence of organic sulfur in coal in addition to the inorganic forms, such as iron pyrites and sulfates. T. M. Drown5

The usual analytical determinations made in analyzing coal are comprised in the proximate and ultimate analysis and the determination of calorific value. The proximate analysis includes determinations of moisture, volatile matter, fixed carbon and ash; the ultimate analysis determinations of carbon, hydrogen, oxygen, nitrogen, sulfur and ash. The proximate analysis is an empirical process, and the results, obtained, especially for volatile matter and fixed carbon, are materially influenced by the method of conducting the determinations. This fact must be kept in mind in comparing coal analyses from different laboratories for classification purposes. Unless these laboratories have followed the same standard methods, differences due to variations in the analytical methods may, in some cases, be large enough to change the classification of the coal. It is unfortunate that the determinations of volatile matter and fixed carbon, which are most used in coal classification, are the two that are subject to the greatest variations. Moisture comes next in the scale of variation. The ultimate analysis is less influenced by method, since it comprises the determination of definite chemical elements. However, even the ultimate analysis is subject to errors, due to inorganic carbon from carbonates and to inorganic hydrogen from water. For these reasons it is evident that the Committee on Coal Classification must be informed on the evolution of methods of coal analysis in America and the average differences in analytical results that may be expected from variations in methods. The committee should be informed also on which methods should be accepted as standard for classifying coal and on the magnitude of the differences in results that may be expected from duplicate samples of the same coal sent to different laboratories for analysis by the same standard methods. It is the purpose of the present paper to provide this information. The subject will be discussed under the following main heads:

As is well known, the alloys of iron containing 18 ± per cent chromium, 8* per cent nickel and less than 1.2 per cent carbon exhibit the same allotropic modifications as iron. The face-centered cubic or gamma phase is stable at high temperatures and the body-centered cubic or alpha ferrite is presumably stable at room temperature. The transformation from the gamma phase to the alpha phase in alloys of the above composition (18-8 or stainless steel) is sluggish; even moderately rapid cooling permits the retention of the gamma phase. Cold-work, however, causes the transformation from gamma to alpha to occur at room temperatures. It is difficult, nevertheless, to induce complete transformation regardless of the method of cold-working. Since metallographic polishing is very effective in transforming the surface austenite to ferrite, as indicated by the magnetic studies of Buehl and Wulff,1 it was decided to investigate the phenomenon by electron diffraction methods. Apparatus The apparatus used (Fig. 1) was a hot-filament type employing movable slits, similar to that described by Germer.2 The sample-to-photographic plate distance was 69 cm. and the accelerating voltage 30 kv. Since electrons do not in general follow geometrical paths, it is necessary that either the electron source or the sample be movable in a plane normal to the beam. In this case the sample is fixed and the electron source is movable. The source is adjusted until the shadow of the sample appears in the brightest part of the beam as viewed on the fluorescent screen, then the slits composing the two pinholes are inoved into position one by one. The system is evacuated by means of a mercury diffusion pump backed up with a Cenco Hypervac oil pump. Pressures lower than 10- mm. of Hg are read on a calibrated ionization gauge.

FREQUENTLY the careful engineer puts the word porphyry in quotation marks or precedes it with "so-called," when he writes of the Porphyry Copper mines. This is done by way of serving notice that he is aware that the term is not a precise one, though no one who is informed on the subject would in any event misinterpret it. The name originated from the fact that the rock containing the copper at Utah Copper, Morenci, Nevada Consolidated, and Braden-the first four to be developed-was in each instance known as porphyry. The term was convenient; and when Ray, Miami, and inspiration came along they fell into the Porphyry category even though the ore consisted essentially of a rock called schist instead of porphyry. The word is not inclusive enough; nor as a matter of fact is it sufficiently exclusive. Numerous copper deposits occur in porphyry rocks that are not Porphyry Coppers, paradoxical as it may seem. Desiring to be more accurate and at the same time to use a word that is in some degree descriptive, various engineers have adopted the expression "disseminated copper deposits." This alludes to the characteristic scattering of grains or specks of copper minerals more or less uniformly throughout the mass of the rock. Yet here again the implication is not entirely accurate, for the following reason: in some of the ores, the proportion of copper minerals "peppered" in the rock is small, compared with that which coats the walls of cracks and minute fissures; and that which is found as veinlets along planes of fracture. Many geologists have extended their interpretation of the term disseminated to include both types of mineral occurrence. One of the most striking features of the Porphyry ores is the intense shattering and fracturing that the rock underwent at some period or periods prior to the deposition of the copper

Since metallographic polishing is very effective in transforming the surface austenite to ferrite, as indicated by the magnetic studies of Buehl and Wulff,1 it was decided to investigate the phenomenon by electron diffraction methods. Apparatus The apparatus used (Fig. 1) was a hot-filament type employing movable slits, similar to that described by Germer.2 The sample-to-photographic plate distance was 69 cm. and the accelerating voltage 30 kv. Since electrons do not in general follow geometrical paths, it is necessary that either the electron source or the sample be movable in a plane normal to the beam. In this case the sample is fixed and the electron source is movable. The source is adjusted until the shadow of the sample appears in the brightest part of the beam as viewed on the fluorescent screen, then the slits composing the two pinholes are inoved into position one by one. The system is evacuated by means of a mercury diffusion pump backed up with a Cenco Hypervac oil pump. Pressures lower than 10- mm. of Hg are read on a calibrated ionization gauge.

Co., Milwaukee, Wis.) — Fuerstenau and Cohen have concluded from our study of single particle crushing, which had suggested that the size moduli of the crushed specimens were determined by the specific energy expended independent of feed size, that the same independence with respect to feed size exists for the specific energy-product size relationship for rod mills. They present data supporting this conclusion. Our single particle crushing experiments were on single spheres of soda-lime (type of glass was not given in our study) glass for which the feed size can truly be neglected. However, the feed size cannot be neglected in any case where the effective size modulus of the feed is not too much coarser than the size modulus of the product. This can be illustrated in the second experi- ment of Fuerstenau and Cohen where the feed is considered to be the original -6 +%mesh material. However, one can also consider the product from the 7.5-min grind to be the feed for the 10, 15, 20, 25-min grinds, and the 10-min product to be the feed for the 15, 20, 25-min grinds, etc. If the specific energy-product size moduli curves are drawn for these other feeds, as shown on Fig. 3, the new curves (and some curvature is apparent) are much steeper than the -6 +%mesh feed line. The slopes of these new curves are about -1.5, —1.8 and -3.0. This observation is in accord with the observation by Bond, who states that the net specific energy input to a grinding mill is equal to the specific energy represented by the product less the specific energy represented by the feed. PART I.-AREAL GEOLOGY§ PIOCHE lies 240 mi. southwest of Salt Lake City, in southeastern Nevada, 19 in. west of the Nevada-Utah line. It is at the end of a branch line (33 m.), which connects at Caliente with the Los Angeles and Salt Lake division of the Union Pacific System. Its commercial relations are with Salt Lake City and Los Angeles, chiefly with the former. The surrounding area is part of the Great Basin, an arid region of alternating mountain range and intermont plain, the latter floored with outwash from the mountains. About Pioche the plain varies between 4700 and 6000 ft. above sea level. The town lies in a valley at the east base of a low northwest-southeast range (the Pioche Hills) 12 miles in length, which rises about 1000 ft. above the adjacent flat. West of the. Pioche Hills is a higher north-south range consisting of two parts: to the south the Highland Range, between Bennett Pass and Stampede Gap; to the north the Bristol Range, from Stampede Gap to Bristol Pass. This double range reaches altitudes of 8000 to 9000 ft., or more, (the highest point, Highland Peak, is 9395 ft.) and rises some 2500 ft. above the surrounding plain. It is continued in lower hills to north and south. Smaller ranges rise from the flat west of the Highland and Bristol ranges. The area studied and shown on the map (Fig. 1) is covered by 3 one inch to the-mile topographic sheets: the Highland Range, the. Bristol Range, and the Panaca, the latter mapped in part only. The sedimentary rocks of the district include Paleozoic limestones, sandstones and shales, Pliocene tuffs, and modern wash. Igneous rocks are represented by intrusive dikes and stocks and by extensive lava flows of mid-Tertiary time.
