EARLY in the development of every oil field, the operators of relatively large tracts of land must decide upon a spacing plan for the wells to be drilled upon their respective tracts. Usually it is desirable to have a system of regular spacing laid out over the entire tract, making such adjustments as may be necessary near land boundaries. Unless the dip of the producing formation is very steep, the equilateral triangular arrangement is the one most generally preferred, for the very good reason that it gives the maximum amount of drainage area for the wells up to the limit at which mutual drainage interference begins. Assuming that the equilateral triangular pattern is to be used, there still remains to he decided the matter of distance between wells. Many variable factors enter into the problem of proper spacing, some of which are physical and some economic. It is not the purpose of this paper to discuss these factors, as that has been done in several comprehensive articles during the past few years. In the end the decision must be based upon an estimate of the relative importance of various factors which apply to the field in question and to economic conditions in the oil industry at the time the development is getting under way. Even if the best possible spacing distance should be chosen when the problem arises, changing economic conditions and variation in physical conditions in different parts of the field may cause the original choice to become more or less unsatisfactory. Obviously, it is advantageous, once a spacing plan has been adopted, to avoid alteration of it as the field becomes better known or as conditions in the industry change, and yet be able to vary somewhat, the acreage per well in extending the area of development. Or, it may be desired to provide for an ultimate spacing considerably closer than conditions seem to warrant early in the development of the field. With these contingencies in mind, it is of interest to examine the possibilities which the equilateral triangular system affords. New Mexico, after several years as the sixth ranking oil-producing state, was surpassed by Illinois and for 1939 ranks seventh in the United States. Oil production for 1939 was 36,746,840 bbl. Production for 1938 was 35,510,176 bbl., a gain of 0.033 per cent. Production for the year would have been greater had there been a pipe-line outlet for the Vacuum field. The complete shutdown during the latter part of August covering a period of 15 days meant a production loss of over 1,500,000 bbl. of oil. Daily production allowable as set by the Oil Conservation Commission has followed very closely the recommendations of the Bureau of Mines. It has been found that the recommended allowables as quoted by the Bureau of Mines do not always reflect the actual demand, as there is a considerable lag hetween the recommended amounts and the current demands. During the year the various operating companies have done considerable remedial work in setting packers to reduce the gas-oil ratios in the various fields. Six new fields were discovered in New Mexico during 1939; three in Lea County, two in Eddy County and one in Chaves County. In the early part of 1939 a committee composed of the various engineers and geologists recommended subdividing the old Artesia area into various producing pools. This division was accepted, therefore the total number of producing fields in New Mexico is considerably greater than the number of fields in 1938, but does not represent new fields discovered during the year. The southeastern area continues to he the largest producer of oil. During the year 2,716,551 bbl. were produced in Eddy County and 33,690,996 bbl. in Lea County. Total production ill the northwestern part of the state, which includes San ,Juan and McKinley Counties, was 338,293 bbl. At the beginning of the year the daily average nonmarginal well allowable for Lea County was 48 bbl. At the close of the year it was 49 bbl. The daily average production for the year was 97,313 bbl. During the year, 659 wells were drilled in the state, of which 565 were producing oil wells, 15 gas wells, 6 carbon dioxide gas wells and 73 dry holes. The measure of value of an oil property is approximated by the length of time it takes to "pay out;" viz., the time required for it to return the original investment. This time varies in different fields. In the Appalachian and Mid-Continent fields, a good investment pays out in about four years; in California, it requires a slightly longer time; and in the Gulf field about two years. The two principal methods for establishing these values are based on acreage, as in California, and on production, as in the Appalachian field. The method of establishing values based on production1 was worked out in the Appalachian fields and approximates the value remarkably well in some fields; but it is a rule of thumb and should be used intelligently. Briefly, the method is as follows: An arbitrary number of dollars (called the barrel-day price) multiplied by the number of barrels of settled daily production of the property gives the value. In its crudest application, the barrel-day price is determined by the "$10 to $0.01" rule, which means that the barrel-day price is one thousand times the prevailing price of oil. For instance, with oil at $3.50 per bbl. the barrel-day price would be $3500 per bbl. This rule, however, is not strictly applied, for the barrel price is varied according to whether or not the wells "hold up." But when a barrel price for a district has been fixed it is quite general to raise or lower the price with the fluctuation in the price of oil; here the"$10 to $0.0l"ruleisused extensively. However, the prospective purchaser takes into account tangible equipment upon the property, the extent to which the drilling program has been carried out, whether or not the wells are "shot" or natural, depth of wells, spacing of wells, paraffin trouble, etc. The basis of this method is settled production. As soon as production is considered settled, a flat barrel-day price is generally applied to all properties, no matter what their age. If it were possible to show that this flat rate was erroneous and that the value of the property depended on the point on the decline curve at which the wells happened to be (in other words, their age), and also on the operating costs, the future price

INTRODUCTION In order to make effective plans for the control of blasting effects, it is necessary to understand a few basic principles relating to the behavior of explosives. For the purposes of discussing this behavior, it is convenient to divide blasting effects into two zones. The first zone is the non-elastic zone in close proximity to the explosive charge where rupturing of the rock occurs. For this zone, our discussion will be oriented towards the factors which affect the rock breakage, and the means of controlling the limits of this breakage. The second zone is that zone more remote from the charge location where elastic vibrations are transmitted through the surrounding medium. In this zone, we are interested in the factors affecting vibration intensity, and the means of controlling the intensity so that no damage is done to structures, utilities, or excavated slopes. It has been easier to gather data in the elastic zone, because the stress levels are lower and time durations are longer. The instrumentation for obtaining data in this zone can be less rugged and less sophisticated. Consequently, more information of ad empirical nature has been gathered. In the non-elastic zone, there has been more dependence on theory, fewer measurements, and more questioning of the validity of the measurements. In spite of these questions, there has been an encouraging advancement in knowledge in recent years, both theoretical and empirical, of the effects that take place close to the source of an explosion. When discussing the problems encountered in rock excavation, we can simplify the terminology by referring to the physical phenomena encountered in the non-elastic zone as a problem in "over-break". The phenomena in the elastic zone could be called "vibration effects". Although there is some interdependence between the two, it is possible to control the rock breakage to neat surfaces and still have very high vibration levels. Similarly, it is possible to control the vibrations to moderate levels and still have a great deal of overbreak. THE ROCK BREAKAGE ZONE First, let us discuss the effects in that zone close to the blast source that we might call the non-elastic zone. This is the zone of cratering, breakage, rupturing, and fracturing. These effects will vary with the site conditions, and a meaningful, specific analysis could

EXPLORATION of Lake Superior iron ores is done principally by drilling. The soft iron ores are churn drilled and the harder ores are diamond drilled. In exploratory work in the harder formations, where the diamond drill is used, the sample comprises both core and cuttings. The care given in handling and preserving the core depends on the im-portance that may be attached to certain characteris-tic strata in different formations. The following instructions for the care of core samples are issued by the Oglebay Norton Co. for diamond drill work done for them on the Gogebic Range of Michigan: The driller shall be careful upon removing the core from the core-barrel to keep the core in exact order. Not only should the pieces of core be kept in exact relation to each other, but care should be used not to turn them end for end. Core should be placed in the core-box from left to right in each row. Each drill should be furnished with small, hinged cover core-boxes, and each drill should be well supplied with empty boxes. Core remaining at the drill when the drillers are not working should be locked up. The practice of picking sample pieces of core and carrying them away from the drill to be examined in better light, or shown to someone else, is unnecessary and prohibited. The reason for this is that these pieces are seldom returned to the core-boxes and valuable information or "markers" may be lost. If the inspector suspects that a critical point is reached in the drilling and he cannot determine at the drill, he should remove the entire core-box and see that the drill is immediately furnished with an empty core-box. It is customary to split the core longitudinally so that one-half may be ground to a pulp for analysis and the other half may be kept for future inspection. The core should be filed in permanent core-boxes, properly labelled, if the core is to be kept in exact order as taken from the core-barrel. Otherwise, it is often filed in tin boxes inn the way that sludge samples are filed. To obtain the average analysis, the core and cutting samples obtained in the same run are analyzed separately and the analyses are combined in the proper ratio.

Almost every metallurgist who has given the Howe Memorial Lecture has had a personal contact with the distinguished gentleman to whose honor this hour is devoted. Unfortunately for me, such personal contacts were not possible. However, in the preparation of a thesis on the open-hearth process, one of my earliest tasks was to make a survey of the literature, and it was from Professor Howe's Metallurgy of Iron and Steel that I drew a number of references to previous work which formed the foundation for my reading. In his volume there is such a complete exposition of the then current thought on the subject of slags and on their role in the elimination of phosphorus from steel that I feel no hesitation in discussing in this Howe Lecture the subject of "Slag Control." In the present era of close specification, the drive for uniformity of product, and the close inspection of the product and of the cost sheet, the utmost efforts must be made to control the steelmaking variables to the best advantage of the steel producer. One of the major variables is the slag in the furnace and its effect upon the composition and quality of the metal. What advantages are to be gained from slag control? In the broad sense the advantages must be tremendous, because the very foundations of good steel melting are based on "shaping up" the slag to a point where, with proper temperature, the heat is ready for the final additions. Every melter works toward these ends through his experience with innumerable heats of steel. The elimination of undesirable constituents such as phosphorus and sulphur is entirely a matter of slag composition and physical nature, a point well known for over half a century. The role played by the slag in assisting in proper heat transfer from roof and flame to the steel has been equally well known. In more recent years there has come the problem of oxygen control in the more accurate gauging of additions for making high-grade rimmed steel for the new strip mills, and in the deoxidizing additions for grain-size control and cleanliness of forging steels, both carbon and alloy. In this problem the oxidizing characteristics of the slag are of prime importance.

The ore from the Butte mines of the Anaconda company is quite siliceous; that is, it contains considerably less iron than is needed for the fluxing of the silica. The direct smelting of this ore, therefore, requires the addition of considerable fluxing material. The only flux available in sufficient quantity at Anaconda is limestone containing no metallic minerals. This necessarily makes the direct smelting of the ore so expensive that it is more profitable to subject the ore to a preliminary treatment by concentration. However, as the losses in the concentrator were very high, compared with the losses in the blast furnaccs, it was found, by calculation, more profitable to send ores containing more than a given percentage of copper to the blast furnaces, in spite of the higher costs of treatment. The dividing point was dependent on various factors, the chief of which was the prevailing market price of copper. It was customary, therefore, to segregate the ore as mined into two classes. Ore in the first class generally contained 5 per cent. or over of copper; this was sent directly to the blast-furnace department. Second-class ore contained less than 5 per cent. of copper, and averaged around 3 per cent.; it went to the concentrating department. With the introduction of the flotation process, it mas found possible to maintain an average recovery, as concentrates, of 96 per cent. At the same time, the cost of reverberatory smelting was very materially decreased by the use of pulverized coal. These two changes in practice made the blast furnaces unable to compete with the reverberatory furnaces on a cost basis. The distinction between first- and second-class ore was therefore abandoned, and the ore was treated by concentration. Obviously, on ores as high in iron as the Butte ores, the concentrator produces a product that is self-fluxing; in fact, it is possible to produce a concentrate containing more iron than is necessary to flux the silica. Under these conditions, the amount of basic fluxing materials required for the smelting operations became very srnall and the converter slag lost its former value as a blast-furnace flux. For this reason, a less expensive method of recovering the copper, silver, and gold contained in it than smelting in blast furnaces had to be found. It was not feasible

FoR more than 2500 years, natural gas issues in the Surakhany district of the Apsheron peninsula were the object of pilgrimages by fire worshippere and Hindoos from Burma and India. Even as late as 1890, Hindoo priests conducted ceremonies in a temple at Surakhany, which probably replaced a more ancient one; but later, the visits of the pilgrims were prohibited in order to check the spread of Asiatic diseases in that region. For centuries, limited supplies of oil have been abstracted from shallow excavations in the Caspian oil belt and dispatched into the interior of Asia and elsewhere for medicinal and industrial purposes. Statistics show a yield of 37,400 bbl. in 1863, but only since 1869 has there been serious development; in that year the yield was 203,000 bbl. At that time, hand digging was supplanted by drilling, and the enormous wells that resulted from tapping sources hitherto beyond the reach of operators completely demoralized the industry for a time, owing to inadequate outlets for the products. The early activities in this area were greatly hindered by annoying taxation, monopolies, imperial land grants, etc., but when these were revoked or adjusted, in 1877, the industry sprang into prominence and, between 1898 and 1901, the Baku fields produced practically one-half of the world's supply of oil. Within a few miles of Baku lie the two richest oil fields in the world; viz., the Balakhany-Saboontchy-Romany and the Bibi-Eibat, the latter constituting almost a suburb of the city. For many years the gasoline obtained in the refineries of the Baku area was burned in pits, being considered an undesirable product, and until 1870 the residue also was destroyed, its value as a fuel not being recognized. Kerosene was the main product sought by the refiners. It was shipped across the Caspian Sea and up the Volga to the industrial centers of Russia. Only on the completion of the Baku-Batoum railway did the Baku oil fields secure important commercial communication with the outside world through the medium of the Black Sea. The first tank steamer was successfully launched on the Caspian in 1879, by Messrs. Nobels, for transporting oil in bulk instead of in barrels. In 1905, an 8-in. pipe line to Batoum was completed; this was capable of transporting to seaboard 8,000,000 bbl. of kerosene per annum.

Discussion of the paper of HOWARD N. EAVENSON, presented at the New York meeting, February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 413 to 430. WILLIAM H. GRADY, Bluefield, W. Va.-Mr. Eavenson gave a comparison between accidents in the State of West Virginia and in the Pocahontas field. The figures quoted are, I presume, taken from the reports of the State Mine Inspector. There are no statistics available, in readily accessible form, giving a comparison between the Pocahontas field and the mines of the United States Coal & Coke Co. which are a part of the field. It occurs to me that the paper would be more complete with these data and I will say that the mines of the Pocahontas field produced during the year 1913 about 15,000,000 tons, about 3,000,000 tons of which was produced by the United States Coal &Coke Co. This gives an indication of the extent of its operations. The Pocahontas field lies largely in the counties of McDowell, Mercer, and Wyoming in West Virginia, and Tazewell in Virginia.: Without consulting maps, I should say that all of the acreage under operation at present by this company lies wholly in McDowell County and that the average conditions off roof top and bottom in its mines are the average of the county, but that the worst conditions in some of these mines are the worst to be found in the county. The average conditions in Tazewell County are about the same as in McDowell County, except that the average thickness of the seam is much greater. The average conditions of top and roof and bottom are better in Mercer and Wyoming counties than in the mines of the United States Coal &. Coke Co.; the worst conditions in these counties are not so bad as in McDowell and Tazewell counties and the best are better than those encountered in McDowell and Tazewell counties; also the thickness of seam is less in Mercer and Wyoming counties. AT THE annual meeting of the American Institute of Mining and Metallurgical Engineers in February, 1923, the Chairman of the Committee on Ground Movement and Subsidence appointed a subcommittee to work out a form of questionnaire and to collect data on subsidence and ground movement resulting from underground metal- and coal-mining operations, and on ground movement and safe slopes in connection with open-cut metal-mining operations. The author was requested to take charge of the collection of data and the preparation of a questionnaire in connection with the Committee's studies of open-cut metal-mining operations, this paper is a summary of the work carried on and information received therefrom up to February, 1924. The first approach to the problem of safe slopes is to gather all information that pertains to finished slopes; in other words, the steepest economic angle from the horizontal that will stand in order to uncover the ores to be mined and be safe while the extraction of the ore at the base of these slopes is in progress. Whether or not this angle is 35° or 45° depends on many factors. The number of benches maintained to take care of falling rock and their height and width are direct functions of this overall slope. The slope is here taken to mean the angle from the top edge of the pit through the edges of the respective lower benches to the bottom of the pit. If we accept this definition of the slope, it might save some confusion as there would be a difference if one took the line from the top edge of excavation to the toe of the bottom slope. This latter slope would not be constant, but would vary with the number of benches. The depth of the various ore faces will vary, of course, depending on the deposit; Table 1 shows this to range from 50 ft. to 1100 ft. The geology is an important factor, as are the climatic conditions under which one is operating. A saturated condition in some rock structure causes rock flows; in the Panama Canal excavation, slides have run on a ratio of as low as one on ten, which is a 10 per cent. grade, or a slope of less than 6° with the horizontal. The symposium on production for the year 1941 contains few papers on the foreign situation. Rigid censorship prevails in various countries, as the question of the volume of petroleum supplies has become one of great strategic importance. This is even truer than in the last war, owing to greater mechanization of armies. It has always been the policy of officers in charge of the symposium to refrain from publishing information that might possibly injure national or private interests. At the close of the war we hope again to publish full and accurate records of production abroad. Excerpts from Circular to AutHORs In order to facilitate interpretation of the data in this chapter, we print the fol-lowing excerpts from the Circular to Authors. The field is the unit in this tabulation. In cases of fields extending across State boundaries, such as Rodessa, it is suggested that each State author treat the section of the field in his State as a unit, and by a footnote indicate that the field extends into an adjacent State. Each space in Table I may represent one of four possibilities; either it is not applicable to the particular field, or the proper entry is not determinable, or the proper entry may be determinable but is not determinable from data available to the author, or the proper entry is determinable. When spaces are not applicable, leave blank; in spaces where the proper entries are determinable but not de-terminable from data available to the author, please insert y; in spaces where the proper entries are determinable by the author, make such entries. y implies a hope that in some future year a definite figure will be available. The entry of a zero is a positive declaration, and an important declaration where it is in order. Inability to determine precisely the correct entry for a particular space should not lead the author to insert merely y. Contributions of great value may be made by the author in many cases where entries are not subject to precise determination. In such cases the author should use his good judgment and make the best entry possible under the circumstances. For many spaces the correct entries represent the opinion of the author (for example, "Area Proved") and in such cases the entry need not be hedged to such extent as when the quantities are definite yet can be ascertained only approximately by the author. In cases under definite headings but where figures are only approximate, the author may use x. It is thought that the nearest whole numbers are sufficiently accurate for our purposes except as to percentage of sulphur in oil. If an author desires to report any other figures to tenths, he may do so. The quantity of gas produced should include, where possible, gas sold or otherwise marketed, and gas blown into the air, burned as flares or otherwise wasted. Segregation of these figures would be interesting if the authors can make such segregation. The discovery of two new fields—the Reed City area of Osceola County and the Headquarters field, of Roscommon County —and the important development in Winterfield township, Clare County, again demonstrate the fact that it is the unknown and unexpected that enter very definitely into the oil-producing history of Michigan. This is particularly true in the area of thick glacial drift in the north central part of the state, where the new prolific fields have been discovered this year. This shifts the interest from the southwestern part of the lower peninsula, where a number of pools were rapidly developed during 1939 and 1940, back into the Central Basin area. As a result of strict proration in the new areas, the production for the state of Michigan for the year has not been as great as in 1940 or 1939. In 1941 the total production was 16,300,000 bbl., in 1940 it was 19,551,000 bbl., and in 1939, which was the peak year, it was 23,300,000 bbl. However, the discovery of the new fields this year nearly doubles the estimated reserves for Michigan reported at the end of 1940 In 1941 about 12,000,000 bbl. of oil was produced from the older fields, in which the individual well productions were so small that proration was not an important factor. The total production for the state from the discovery of oil in 1925 through 1941 now stands at 161,205,000 barrels. ActIVe Oil Fields Reed City Field.—In the Reed City field, Lincoln township, Osceola County, only small oil wells were completed during 1939 and 1940. The discovery of much larger production in wells drilled somewhat deeper, by The Pure Oil Co. and the Weber Oil Co., in the early part of 1941, led to the rapid development in this area. Some wells have had initial productions as high as 10,000 bbl. By the end of the year III producing wells were completed, with an average depth of 3600 ft., from the Detroit River formation of Devonian age. The entire development of the field to the end of 1941 was on 20-acre spacing. Headquarters Field.—The Headquarters field, which lies along the line between Clare and Roscommon Counties, was one of the most important discoveries of 1941 and will be the scene of vigorous development during 1942. Production so far has been from the Traverse lime at about 3400 it., and development has indicated that this is probably one of the most productive Traverse pools yet discovered. One well had been given a potential of 10,000 bbl. per day. Dry holes well located in relation to big producers indicate that it is a typical Traverse development. Winterfield Field.-This field, in Winter-field township, Clare County, was discovered late in 1940. By December 1941, 14 Dundee and 5 Traverse producers had been completed. The Dundee lime is found at a depth of 3750 it. and the Traverse lime at 3070 it. Producing conditions in the Dundee seem to be erratic because of varying porosity in the dolomit-ized limestone. Kawkawlin Field.—The Kawkawlin field, which was discovered by the Gulf Refining Co. in 1938, is in Monitor and Kawkawlin townships, Bay County. Small production

The purpose of the present study was to arrive at a better understanding of the stress fields developed within drill bits under dynamic loading and the influence that these stress fields could have on the failure of the drill bits. Particular emphasis has been given to the influence that bit shape has on the establishment of highly localized, potentially destructive stress inhomogeneities within the bit. This paper covers one phase of a broad study involving three velocity regimes: impacts at very low velocities, 0 to 20 ft/sec, a velocity range in which dynamic effects are just beginning to be found; impacts at velocities ranging from 20 to several hundred ft/sec, arange commonly encountered in practical drilling operations; and impulsive loading through the detonation of explosives, a velocity range in which the dynamic effects are greatly exaggerated and made more identifiable. Specifically, fracturing which develops at the end of a cylindrical bar undergoing a shock produced by impact was experimentally investigated, the impacted area being the face of a truncated cone terminating the cylindrical bar. Fracture characteristics were looked at as a function of impact velocity, area of impacted face and cone angle — parameters of considerable importance in the design of drill bit. EXPERIMENTS The specimens were made of Plexiglas, which enabled the fracture pattern to be easily observed. In Plexiglas, the velocity of a longitudinal wave is about 8,700 ft/sec, and the velocity of the transverse wave about 4,200 ft/sec. The specimens were impacted by a steel cylinder whose lower face was parallel to the terminal face of the experimental bit, as shown in Fig. 1. The impacting mass was shifted up and down on two steel rods, dropping from a maximum height of 11 ft, with the velocity varied between 0 and 6.5 m/sec. The initial mass of the cylinder was 4.1 kg, which could be increased by steps up to 8.8 kg by addition of steel plates. The velocity of the steel cylinder was determined by using an electric circuit; as the cylinder dropped, it contacted two steel wires, the first one starting and the second one stopping an electronic counter. Two similar counters connected in parallel were used to corroborate each other. The velocity was checked at each drop as it had been observed to vary somewhat from drop to drop. The two contact wires were located just above the top of the specimen so as to give a value of the instantaneous velocity of the steel cylinder at impact. The distance between the wires was 40 ± 0.5 mm and the discrepancy between the counters was never more than 0.1 m/sec. Thus the velocity was known to within 3.25 per cent. This precision was sufficient with respect to the precision of the machining of the specimens. A very small lack of parallelism between the face of a specimen and that of the impacting hammer resulted in an oblique impact which required a much lower velocity to break the specimen. The symposium on production for the year 1941 contains few papers on the foreign situation. Rigid censorship prevails in various countries, as the question of the volume of petroleum supplies has become one of great strategic importance. This is even truer than in the last war, owing to greater mechanization of armies. It has always been the policy of officers in charge of the symposium to refrain from publishing information that might possibly injure national or private interests. At the close of the war we hope again to publish full and accurate records of production abroad. Excerpts from Circular to AutHORs In order to facilitate interpretation of the data in this chapter, we print the fol-lowing excerpts from the Circular to Authors. The field is the unit in this tabulation. In cases of fields extending across State boundaries, such as Rodessa, it is suggested that each State author treat the section of the field in his State as a unit, and by a footnote indicate that the field extends into an adjacent State. Each space in Table I may represent one of four possibilities; either it is not applicable to the particular field, or the proper entry is not determinable, or the proper entry may be determinable but is not determinable from data available to the author, or the proper entry is determinable. When spaces are not applicable, leave blank; in spaces where the proper entries are determinable but not de-terminable from data available to the author, please insert y; in spaces where the proper entries are determinable by the author, make such entries. y implies a hope that in some future year a definite figure will be available. The entry of a zero is a positive declaration, and an important declaration where it is in order. Inability to determine precisely the correct entry for a particular space should not lead the author to insert merely y. Contributions of great value may be made by the author in many cases where entries are not subject to precise determination. In such cases the author should use his good judgment and make the best entry possible under the circumstances. For many spaces the correct entries represent the opinion of the author (for example, "Area Proved") and in such cases the entry need not be hedged to such extent as when the quantities are definite yet can be ascertained only approximately by the author. In cases under definite headings but where figures are only approximate, the author may use x. It is thought that the nearest whole numbers are sufficiently accurate for our purposes except as to percentage of sulphur in oil. The work of the Committee on Industrial Preparedness* is well summed up in the following letter written by Thomas A. Edison, Chair-man of the Naval Consulting Board, after President Wilson and signed the army appropriation and army reorganization bills: "The Committee on Industrial Preparedness of the Naval Consulting Board, of which committee Howard E. Coffin is chairman, after a five months' campaign in many ways unique in vigor and vision has played a very definite part in the measures for the national defense which have just become law. It is responsible for having laid the foundation for a true industrial preparedness in this nation. "Five months ago the committee, wholly non-partisan in make-up, acting with the civil, mechanical, mining and electrical engineers and the chemists of the country, members of five great scientific bodies, began its work in' every nook and cranny of the land. The purpose was to prepare American industry efficiently to support the armed forces of America in the event of war. "The public, the business men and the legislators at Washington knew little regarding the demands on industry in connection with modern war. No department at Washington was charged with the duty of coordinating the needs of the army and navy with transportation, industry, and kindred functions. The purchasing, quartermaster's and ordnance departments of the army and navy were unable to buy military supplies except by competitive offering in the open market. No one had considered the need, and no legislative machinery was in existence, for preventing the presence of skilled workers on the fighting front when they would in time of war be needed in the factories, mills and mines of the country. Neither at Washington or elsewhere was there even a list of the industrial resources of the nation in such shape as could be used for practical purposes in case war should come. "The three things, then, that the committee headed by Mr. Coffin set out to do and that now have been brought about were as follows: First, to mobilize concretely the business men of America and their output against a day of need. This meant chiefly to discover in fullest detail just what equipment our manufacturers possessed that might be swung over to supply the army and navy swiftly and bountifully from the hour the colors were raised. In a few weeks this initial task, which has been a truly colossal one, will be at an end. A complete report of the equipment of practically every concern of substantial size in the country is now in the hands of the - committee. Directly in charge of the great inventory has been W. S. Gifford, Supervising Director of the Committee. The second step was to procure legislation making possible the placing by the war and navy departments of annual orders for munitions in small quantities to American manufacturers now not producing such things, so that quietly, efficiently and thoroughly they could learn in time of peace how to supply the government in time of war. The new laws make all this possible. It should be said here that this practice will bring about a geographical diffusion of munition plants all over our country, instead of affording us only a few such concerns for the most part near the exposed seaboards, as at present. It is obvious that this system will also throttle all talk of a munitions trust.

I'm sure many of you have wondered what the term "Cross Flow Filtration" means. I shall explain it so that you more clearly understand it, and I hope you will be able to make it a useful tool for you in the future. In the simplest form of cross flow filtration contaminated fluid. or feed stream, is fed at a high velocity down the center of a porous tube, clear fluid weeps through the porous wall of the tube while the suspended solids concentrate in and are swept away by the feed stream. (See figure A). The high velocity flow of the feed stream tends to keep the inside of the tube free from a build up of contamination. By utilizing this cross flow approach to filtration, we have been able to concentrate such things as paint pigments, titanium dioxide, iron oxide, precipitated metals such as uranium yellowcake or silver, cadmium, some metal hydroxides, as well as gelatinous particles such as yeast cells. You will recognize that cross flow filtration lends itself to a recirculation loop system due to the necessity of maintaining a high velocity on the inside of the tube. This means that we generally have a storage tank from which we are recirculating, and the solids will concentrate in the storage tank. (See figure B). The storage tank design becomes an integral part of the total system and is very important to the total function of the system. The cross flow filter system requires only low pressure, and will work with centrifugal pumps, diaphram pumps or in some cases no pump at all. As an example, if we wanted to filter a 10 GPM (37.8 liters/min.) stream that contained 1% of submicronic particulate, we would flow the 10 GPM (37.8 liters/min.) into the storage tank and recirculate through the filter at a flow of anywhere from 30 GPM to 100 GPM (113.6 to 378.5 liters/min.) depending upon the filterability of the particles from the liquid. As the contaminated fluid recirculates, the solids will build up in the storage tank and loop until they reach a level, which is dependent upon the design of the tank. Then the settling rate in the tank becomes equal to the amount of the solids being fed to the tank, and as a result you reach an equilibrium in the amount of solids being presented to the inside of the porous tubing. We have in effect created a dynamic settling tank or thickener. A flow of 10 GPM (37.8 liters/min.) of clear filtrate comes off for either recycle or disposal with periodic removal of thick mud from the bottom of the tank. The thick mud can be either processed through a centrifuge, a rotary drum filter. a flat bed pressure type filter, or other means. Often the small volume of filtrate from the mud de-watering stream can be recycled back into the recirculation tank so that any fines in the feedback are again concentrated, thus closing the loop on the continuous process 100% removal system. Cross flow filtration will not do efficient molecular separation. We work primarily with discrete solids but we do separate them totally from the liquid carrier fluid. I know some of you will raise your eyebrows when I say that we remove 100% of the particulate, but in measurement tests, we have measured the filtrate cleanliness with instruments that record as low as .05 ppm and the instruments read zero, so that it is less than .05 ppm.

HARDNESS behavior of commercial titanium alloys following various heat treating processes has been studied for some time. However, the hardness of such alloys following a definite measured cooling rate from the single phase region has not been reported. Therefore, a series of experiments was conducted on the three alloys: 150A, 130A, and 130B. The manufacturers gave the following compositions for these alloys: Ti 150A: 0.045 pct C, 0.069 pctN, 1.32 pct Fe, and 2.68 pct Cr; RC 130A: 0.13 pct C, and 7.9 pct Mn: RC 130B: 0.11 pct C, 3.5 pct Mn, and 3.2 pct Al. A method similar to that described by Greninger was used, and the cooling rate varied from 6" to 9200°F per sec. The cooling curves were recorded on a Speedomax or a recording oscillograph, and the hardness was measured on a Tukon hardness tester using a Knoop indentor with a 500 g load. The curves of Fig. 1 show the variation of the Knoop hardness with the cooling rate for these three alloys. The alloys 150A and 130B behave in a similar manner, as shown by the curves. In neither of these alloys was it; possible to retain the high temperature ß phases, even by the most rapid cooling rate. The slow cooling rates produced a typical ß structure in these two alloys. As the cooling was increased, these phalses became more finely dispersed and the hardness increased. This increase in hardness with cooling rate continued for the 150A alloy until a rate of approximately 1000°F per sec was reached. At this cooling rate, the structure showed the result of the dif-fusionless transformation of the ß solid solution to the supersaturated a solid solution which is referred as a'. At higher cooling rates, the structure showed no change and the hardness showed no great change, as indicated by the dotted portion of the curve in Fig. 1. The increase in hardness with cooling rate for the 130B alloy continued until a rate of approximately 300°F per sec was reached. At this rate the structure was produced and the maximum hardness was reached. Higher cooling rates caused no marked changes in hardness or structure. The alloy 130A behaved in a different manner, as shown by the curve of Fig. 1. The structure produced by the slow cooling rates was a typical a+ß structure, which became finely dispersed as the cooling rate increased. The hardness increased with cooling rate and reached a maximum at approximately 120°F per sec. At this maximum hardness, the structure showed the result of the decomposition of the ß phase into the ß + phase structure. As the cooling rate was increased, smaller amounts of the at phase were formed and the alloy became softer. For cooling rates of 3000°F per sec and above, the high temperature ß phase was retained and the hardness of the alloy did not change markedly.
