PAPERS by D. B. Scott, E. G. Deane, and J. H. Hensley, Jr.1 describe the succession of mining methods used in the Miami mine—squarelset system, shrinkage stoping, top-slicing method, and the undercut caving system which was then being used, and which embraced the use of finger raises. The last-named system worked well but when the rich ore was exhausted it became necessary to reduce costs so as to make available a low-grade ore containing an average of less than 0.9 per cent. total copper with less than 0.8 per cent. in sulfide form and with no precious-metal values. There was then developed for this low-grade ore the system of separate large block-caving stopes, in lateral dimensions 150 by 300 ft., or 150 by 150 ft., with intervals between stopes of the same size so that subsequently these pillars may be similarly mined. The results have been most favorable. Under the previous system the production of ore per man-shift for all underground labor was 8 tons. The present production per man-shift underground is 28 tons. In starting this work the problems were: 1. How the ground would cave above the stopes. 2. Whether in the first stopes caving would encroach on the pillars as laid out. 3. Whether in subsequent mining of the pillars waste filling would be drawn from the previously caved adjacent stopes. The properties of the company lie within the Pachuca district, State of Hidalgo, Mexico, connected by three railway lines with Mexico City, 55 miles southwest, and by two lines with Vera Cruz, 250 miles southeast. The ores were formerly divided by sorting into two classes, smelting and milling, the former averaging about 2 oz. gold and 335 oz. silver, the latter 0.12 oz. gold and 23 oz. silver. The smelting ores were sold to custom plants, principally the American Smelting & Refining Co. at Aguascalientes. The milling ores were treated by the patio process at the Guadalupe Hacienda, at Pachuca. This patio was probably the largest in existence at the time and continued in active operation up to March, 1910. In January, 1910, the mines and patio were sold to English interests, represented by Camp Bird Limited. Two new companies were formed, the Compania de Santa Gertrudis, S. A., to operate the mines, and the Compania Beneficiadora de Pachuca, S. A., to build and operate a custom cyanide milling plant. (Pig. 1.) Geology The historical geology of the Pachuca district is described by Fred J. Pope as follows: 1. The most recent sedimentary rooks in the district belong to the Cretaceous period. 2. The Cretaceous rocks were penetrated by large intrusions of ande-site (referred to hereafter as primary andesite) which occur as elliptical dome-shaped masses, striking northwest-southeast. These andesite bodies are from 8 to 15 miles long and from 6 to 10 miles wide. 3. A period of erosion during which the contour of the andesite domes was changed. 4. Andesite flows (secondary andesite) which rest unconformably on the primary andesites.

THE investigations of Wyman1 have demonstrated that copper deoxidized with several of the commonly used agents that confer immunity to ordinary hydrogen em-brittlement can still be embrittled if it is annealed alternately under oxidizing and reducing conditions. During the oxidizing cycle, oxygen diffuses into the copper and frequently deposits a subscale composed of the oxide of the residual deoxidizing agent. Upon subsequent reduction with hot hydro-gen, the copper becomes ruptured along the grain boundaries to a depth sharply limited by the previous penetration of oxy-gen as delineated by the inner boundary of the subscale. Obviously the sensitivity to this kind of hydrogen embrittlement is engendered by the introduction of oxygen during the oxi-dizing anneal, but beyond this the mecha-nism of the process, and hence the controlling factors, remain obscure. There are several possibilities: (I) oxygen dissolved in the copper matrix of the subscale may, upon cooling prior to the hydrogen anneal, precipitate as cuprous oxide which is subse-quently reduced by hydrogen as in the familiar case of hydrogen embrittlement; (2) oxygen in solid solution in copper may itself confer susceptibility to embrittlement by hydrogen; (3) the normally refractory oxides such as those of aluminum, silicon and titanium may themselves he reduced by hydrogen when in contact with copper; or (4) the precipitated oxides of the sub-scale may be complex compounds such, perhaps, as Si02-Cu20, which are partially reduced by hydrogen. These possibilities have been examined, and it has been con-cluded that the first three and possibly the fourth are operative collectively or indi-vidually under more or less predictable conditions.

FRIENDS of the late Charles F. Rand presented in 1930 a sum of money from which the income is available to support various phases of the work of the Institute in which Mr. Rand was so deeply interested. At present the fund amounts to $10,400. The specific terms of the deed of gift are as follows: "The fund collected to establish a memorial to the late Charles F. Rand shall be placed in the custody of the Board of Directors of the American Institute of Mining and Metallurgical Engineers, to be set up as a trust to be known as the `Charles F. Rand Foundation,' the income of which shall each year be applied to a distinct purpose to be decided upon in that year by vote of the Board of Directors. This purpose shall be such as to promote the general welfare of the Institute and to constitute a permanent memorial of the usefulness of Mr. Rand, who for many years gave unstintingly of his time and talents in its service. "It shall be within the discretion of the Board of Directors to establish a medal to be known as the Charles F. Rand Memorial Medal to be awarded at such a time and under such rules as may be determined by the Board of Directors, for Distinguished Achievement in Mining Administration." The establishment of this medal was announced at the annual meeting in February, 1932, the term "mining" being defined in its broad sense to include metallurgy and petroleum. THE progress of metallurgical practice and the demands made by the engineering industry on our foundries and mills have made the crystalline structure of metals a subject of far more than academic interest. Metals and alloys are made up of crystals. Even if we accept the view, so ably maintained by some metallurgists, that the crystals are separated from one another by an amorphous layer, it remains true that all but a very minute fraction of any metallic mass is crystalline. The conditions which affect the growth of crystals are therefore of importance in metallurgy. It is not only castings whose properties depend on the arrangement of their crystals, for the more we learn of the behavior of forged, rolled and drawn metals, the more certain it becomes that it is profoundly influenced by the size and arrangement of the crystals in the original ingot, deter- mining a structure which may persist in a modified form through a long series of mechanical operations and annealings. This is mainly due to the concentration of much of the impurities in the last portions of the liquid to freeze, so that the boundaries between single crystals or groups of crystals are marked out by a zone of segregated material, differing in properties from the mass, and offering a barrier to diffusion and equalization of composition throughout the whole. The importance of this fact has been fully recognized by steel manufacturers, who have to deal with ingots which are sometimes very large, and are cast at a high temperature, containing impurities which have a marked effect on the properties even when present in very small quantity. For this reason the Iron and Steel Institute has set up a committee to examine the whole question of the heterogeneity of steel ingots,(l)f and a report has been issued, containing an account of the structure of 16 ingots, ranging in weight from 15 cwt. to 172 tons, each of which was sectioned and examined by chemical analysis and by etching. A valuable body of data concerning segregation has thus been collected. The greatest objection to be brought against the present methods for estimating phosphorus in iron and steel, is the time consumed in the operation. The following method, originated and perfected by Mr. E. D. Campbell, assistant in the chemical laboratory of the University of Michigan, will, 1 think, if carefully followed out, give results that are sufficiently accurate for technical purposes, and will give them in less time than they can be obtained by any other process. The process consists in comparing the color obtained by the action of stannous chloride upon a solution of the phospho-molybdate precipitate obtained from the solution of iron or steel, with that obtained from a standard solution of molybdie acid which represents a given amount of phosphorus. The operation is as follows : Take of ordinary steel 1 grm. and treat as in any of the wellknown processes until the phosphorus is precipitated as ammoniumphospho-molybdate. When precipitated, the phospho-molybdate precipitate is filtered out, thoroughly washed with an acid solution of ammonium nitrate, and, finally, twice with water, to remove most of the ammonium nitrate. The precipitate is then dissolved in about 1 c. c. of 10 per cent. potassium hydrate, which is let fall drop by drop on the filter till the precipitate is dissolved ; the filter is now washed with about 25 or 30 c. c. of water, and the potassium hydrate solution, which now consists of 25-32 c. c. of solution, is boiled until the peculiar frothy appearance, which first appears on boiling, is entirely gone. The solution is then cooled until perfectly cold, and about 10 or 15 c. c. of strong hydrochloric acid added ; if the solution is kept cold this will form no precipitate, but a light yellow or colorless solution. The solution is now ready for the addition of stannous chloride, and the subsequent comparison of color produced with that obtained from the standard molybdie acid. The comparison is made in tubes that are calibrated like carbon-tubes, but which are larger, about 5/8-inch bore, and graduated to 100 c. c.; this makes them about 18 inches long. The primary recrystallization textures of 11 single crystals cold rolled 70 pct were determined. The effect of crystal orientation on recrystallization behavior was investigated also and found to be large. An exception was found to the relationship that strong components of the recrystolliza-tion texture are rotated from the cold rolled texture by 30° about <110> axes, but generally this relationship was found to hold quite well. Evidence supporting oriented nucleotion was found and discussed in terms of probable active slip systems and <110> edge dislocations. THE present paper is one of a series&apos;.&apos; on recrys-tallization phenomena in cold rolled 31/4 Si-Fe single crystals and is mainly concerned with the textures produced on recrystallizing from stable end orientations. Data for the cold rolled textures of the crystals used have been reported by Koh and Dunn." Their results showed that the sharpness of the cold rolled textures varied throughout the range of stable end orientations and that the tendency to re-crystallize was related to the sharpness of the cold rolled texture, wherein the rate of recrystallization increased and the size of recrystallization grains decreased with decreasing sharpness of the cold rolled texture. In the project under consideration the cold rolled crystals involved a range of initial orientations that, together with those studied earlier,&apos; provide information on several points. The first point is whether the recrystallization texture from a (111) [112] cold rolled texture, a stable end orientation that can be approached from different directions, correlates in any way with the initial orientation before cold rolling, or whether the recrystallization texture is entirely determined by the observable features of the cold rolled texture. The second point involves a preliminary study to see if the main components of the recrystallization textures correlate with the most probable active slip systems. The third point is to determine what effect departure from slip on one slip system has on the tendency to recrystallize. Experimental Procedure Nine specimens from a previous investigation and two additional ones from thicker stock (lot D) but of similar composition to the others were used in the present work. The latter two crystals, like the nine, were cold rolled to a reduction in thickness of 70 pct and the amount of widening was determined. Depending on their primary recrystallization behavior, the cold rolled crystals were given short or long anneals at temperatures of 980°C or higher. Table I summarizes the data on initial orientations, the textures obtained by cold rolling, and the anneals given to provide samples for the present work. Fine grained specimens were thinned to 0.002 in. thickness and placed in an integrating specimen holder. Chart recordings using a transmission X-ray method and MoKa radiation were obtained for diffraction from (110) planes. This method,&apos;,3 which gives data for all of the pole figure except a central region of 30" radius, proved sufficient to give generally five, and sometimes six, of the six possible pole concentration areas of any one component of the texture. These data, therefore, were generally adequate for a positive identification of each component present. The first texture obtained for specimen B-2 was poorly defined because of too coarse a grain structure and therefore too few crystals in each component for satisfactory X-ray reflections. The same

(Cleveland Meeting, October, 1912.) I AM indebted to L. E. Bryant, of Danville, Ky., President of the Virginia Mining Co., operating coal-mines in Scott county, Tenn., for the following information relating to the existence of the Clinton iron-ore under the NW. slope of the Cumberland Plateau in Kentucky and Tennessee. During the past 15 years quite an important oil-field has been developed in a region having Wayne county, Ky., as its center, and a large number of wells have been drilled in that and adjacent territory in the search for oil. Many of&apos; these wells have been carried to considerable depths below the recognized oil-bearing horizon, and one of them was drilled by Mr. Bryant at Pine Knot, a station on the Cincinnati, New Orleans & Texas Pacific railroad, a few miles north of the point where that road crosses the Kentucky-Tennessee State-line. The elevation of the surface at the crossing is about 1,400 ft. above sea-level. The railroad is located on the dividing ridge between the Cumberland river and Big South Fork. At a depth of 1,720 ft. below the surface the drill reached and passed through a formation which the drillers called " red rock," but which Mr. Bryant classified as Clinton iron-ore, as its geological position corresponded to that formation. The ore at this point was 6 ft. thick and appeared to be of uniform quality throughout. An analysis of the drillings gave : Fe, 33; Mn, 0.25; Si02? 3 ; Al203, 2 ; CaO, 13; MgO, 7 ; P,05, 0.333 per cent. ; S, trace. This analysis seems to confirm the belief that the ore is Clinton, and that it is of a quality equal to the average of the deep or unbleached Clinton ores in Tennessee and Alabama. This discovery led Mr. Bryant to make further examinations and inquiries, and he found that the stratum called " red rock " by the drillers had been passed through and noted in the great majority of the wells carried down to the same geological hori-

William R. Walker, assistant to the president of the U. S. Steel Corpn., died at St. Luke&apos;s Hospital, New York, on Dec. 20, 1922. He was born at LaPort, Ind., Nov. 26, 1857, and his whole career has been closely identified with the iron and steel industry. His first employment was with the North Chicago Rolling Mill Co., Chicago; then he was appointed chemist for the Crown Point Iron Co., at Crown Point, N. Y.; and later he was works superintendent for Spang, Chalfant & Co., of Pittsburgh. He was early associated with Robert Forsyth, the well-known engineer who constructed the South Chicago works of the North Chicago Rolling Mill Company. Prior to 1890, Mr. Walker was works manager for the Union Steel Co., and upon organization of the Illinois Steel Co. he became general manager of its South Chicago works. At the time of the formation of the U. S. Steel Corpn., in 1901, he was appointed assistant to the president, which position he held until the time of his death. Through the technical staffs and committees of the Steel Corpora tion, Mr. Walker had an excellent opportunity to study and direct the development of mechanical methods for coal mining, coal washing, beehive coking, including the collection and recovery of its byproducts, and to interest himself in byproduct coke ovens, and the design and operation of processes for the coking of special coal mixtures. He also brought his experience to bear on the design, construction and operation of the blast furnace and its appurtenances, as well as the bessemer, open-hearth and electric steel processes. Incidentally, he was interested in microscopy and metallography, and was familiar with the manufacture of products related to the iron and steel industry, such as tin, zinc, sulfuric acid and many other substances. Mr. Walker had the remarkable faculty of being able to discuss and conduct investigations in practically any technical branch of the ferrous industry. In the words of President James A. Farrell, "Mr. Wdker was a man of keen mental attainments and possessed an exceptional knowledge of the iron and steel industry, from both the scientific and the practical

PHOSPHATE occurs in many places in Egypt,. in two main zones: one in Upper Egypt, along the Nile Valley, principally on the right side, and one near the Red Sea coast. In the Nile zone, the principal layers of phosphate rock are to be found: in the mountains east of Mahamid (right side of the valley); in the hills near Sibaiya, also called Sebaieh (both sides); in the hills of Agula, Hagaza and Gurn (right side); and further on, along the cancel road leading from Kena to Kosseir, a few miles east of Legheita&apos;s Oasis. Following, that track, after, having crossed the watershed, underlain by rocks like granite, serpentine, porphyry and diabase, one comes again to the Cretaceous formation containing considerable quantities of phosphate, at Gebel Duwi, Gebel Nakheil and Gebel Kosseir El Kadim, not far from the coast. More to the north, in the hills near Safaga Bay (Um El Uettat El Wasif) is another rich bed of the same formation. There are reports of phosphate existing near Suez and in the Sinai peninsula, and possibly some other zones can be traced or discovered in the future. The mines are well developed on the right bank of the Nile at Sharawna (near Sebaieh Station) and along the Red Sea coast, at&apos; Safaga and near Kosseir. Prospecting work has been done at Gebel Duwi, Gebel Gurn, Agula, Hagaza, and near Mahamid. The phosphatic formation in Egypt is quite variable, not only from place to place, but even within small areas. The phosphate is all of Cretaceous age, as is proved by the fossils found in it. It is considered to belong to the Campanian or, more appropriately, to the Maestrichtian series. The principal fossils are: Alectryonia Villei Coq. sp.; Roudereia Auressensis Coq. sp.- R. Drui Mun. Chalm.; Trigonoarca multidentata, Newton.; Cardita libyca, Zittel; Libycoceras Ismäely, Zittel; Nautilus sp.; Ancystrodon libycum Dam.; Corax pristodontus Ag.; Lamma biauriculata Zittel sp. Above the Maestrichtian beds, we have the Danian series, unconformably covered by Lower Eocene beds. Under the phosphate is a grayish marly clay, and beneath this, bluish-gray scaly shales resting on the Nubian sandstone (Santonian).

BOLIVIA still remains among the oil countries that have proved oil acreage but no production which is being marketed. No steps have been taken during the past year to provide facilities for transport of Bolivian oil to market nor are any known to be contemplated for 1930. The only active operator to date is the Standard Oil Co. of Bolivia, subsidiary of the Standard Oil Co. of New Jersey. The potential production from completed wells is practically unchanged from the 1928 figure of 6000 bbl. daily. As far as is known, there has been only one completion during the year 1929. This is the Machareti well, which is about 50 km. north of Villa Montes along the road to Charagua. The well is reported at about 250 bbl. daily initial production. The gravity of the oil is not known but is presumed to be about 40" Bé., the average for the region. The Standard Oil Co. of Bolivia has five strings working on various parts of its concession. No new locations have been made definitely. Company Activities There was no change in the situation of American holdings in Bolivia during 1929. The oil rights of an English company, acquired under a special colonization contract with the Bolivian Government, are being negotiated in New York and may mean the entrance of another of the large American oil companies in Bolivia. The Sucre Syndicate sold its holdings to the Standard Oil Co. of Bolivia during the past year. .A local company called the "Aguila Doble" was formed during 1929 to drill a well or wells near the town of Cochabamba on structures mapped by a local geologist. It is reported that the Government is buying about one-fourth of the capital stock of this company for 500,000 Bolivianos (about $180,000). The company has not yet raised sufficieht funds to buy drilling equipment so that no operations have been started. According to the statements published in La Pas, this company has acreage on seven anticlinal structures near Cochabamba. This area lies about 8500 ft. above sea level on the eastern Hank of the Andes Moun-

The oil and gas industry in Missouri in 1934 continued along the same lines that have marked the previous years. One new gas pool has been opened, others have been extended and in one oil pool a 25-bbl. well was completed. Missouri has no laws or regulations relating to drilling or the filing of well logs and the Geological Survey depends on its own scouting activities to obtain information. The data herein have been taken largely from a paper by the author recently published in the 58th Biennial Report of the State Geologist of Missouri. That report is available on application to H. A. Buehler, State Geologist, Rolla, Missouri, accompanied by ten cents in stamps, the amount of the postage. The preliminary figures, subject to revision, indicate that before the end of December, 1932, there were 2495 completions, of which 320 were oil wells, 1139 were gas wells and 1036 were dry. Over half of the oil wells were drilled in the Richards-Stotesbury area of Vernon County and were pumped for only a short period of time. During the period 1933-34 there were 201 completions, of which 10 were oil wells with an initial daily capacity of 100 bbl., 90 were gas wells, with an open flow of 26,578,256 cu. ft., and 101 were dry. The most active areas in drilling for gas in 1934 were the Marota area, sec. 17, T.49N., R.32W., Jackson County, the Grandview area in T.47N., R.33W., Jackson County, and the Plattsburg area in Clinton County. The Knoche oil pool in sec. 16, T.46N., R.33W., Cass County, was the scene of the only important oil development. In the Marota pool nine wells were completed to the Squirrel sand, with a combined open flow of about 5,000,000 cu. ft. The pool is on a small symmetrical dome with a closure of at least 30 ft. The average depth of the wells is 450 ft. The Squirrel sand (Upper Cherokee, Pennsylvanian) had a thickness of 94 ft. in a near-by dry hole, but only the upper 30 or 40 ft. is drilled in the producing wells. The largest well

The lure of possible new oil fields shut off development of the older Montana fields during the year 1928, cutting down the total production to less than the 1927 mark. However, with the production of oil worth approximately $7,000,000 during the past 12 months, Montana oil producers pushed their total up to $44,000,000 taken from two principal fields during the past 8 years. The highest prices in the United States for oil of similar gravity gave northern Montana producers a decided advantage and brought up the value of the oil to about the same value as the 1927 production, although the oil runs were 1,000,000 bbl. less. Production by Fields The discovery of two new oil fields in the Sweetgrass Arch, in north central Montana, in 1927, diverted attention from the Kevin-Sunburst field. Many operators turned their attention to wildcats and practically all of the drilling contractors were called into the new Pondera and Bannatyne fields. Although discovered in 1927, the Pondera field developed its first commercial production in March of 1928. Mild interest was followed four months later by a rush of operators, and by August practically every string of tools had been moved from the Kevin-Sunburst field to Pondera. The fall months found 40 wells drilling in this field and as the year closed there were 100 producers. Pondera field is remarkable in that every well thus far drilled within the structure proper has been a producer. Dry holes have been drilled around the field, but none within an area of four sections. Experts estimate that Pondera will produce 5000 bbl, of oil to the acre. The producing area now outlined by wells drilled is expected to produce around 15,000,000 bbl. of oil. Pondera crude brings $1.75. This field has one pipe line and a second line is being laid. Lack of a pipe line delayed development of the new Bannatyne field, south of Pondera, and also in the Sweetgrass Arch. Bannatyne has 11 producing wells scattered over an area of approximately three sections. Bannatyne is a sand field with a 70-ft. sand in the lower Jurassic, which core-drill tests show to be 60 per cent. saturated. With the completion

When coal is deposited on the decks of pneumatic tables, all fine particles clinging to the larger pieces are blown free by the air. Inasmuch as the air retains an appreciable residual velocity after passing through the bed of coal, it is capable of suspending particles of goodly size. This velocity is dissipated gradually and, unless confined, can readily extend beyond the limits of the plant. Today the ideal in the design and operation of pneumatic cleaning plants is not that they be no dustier than the ordinary tipple, but rather that they be as clean as an office or shop. This degree of perfection may not yet have been attained in any commercial plant, but it is not impossible of achievement. Not until recently has the recirculation principle been applied to pneumatic separating plants. In the writer&apos;s estimation, it has not yet been proved entirely satisfactory in commercial installations. A serious obstacle lies in the fact that it is practically impossible to provide a truly closed circuit. The air circuits must be interrupted at certain points, if only for the introduction of raw material and for the recovery of the finished product. It is feasible to prevent the escape of polluted air at these points, but this can scarcely be accomplished without admitting additional air into the circuit. These additions of air are cumulative, which necessitates means for emitting to the atmosphere the excess while still carrying its objectionable burden, if provisions are not made for conditioning. If it must be provided at all, conditioning is frequently simpler and more economical if applied to the entire volume of air involved. This procedure eliminates the extra initial cost and operating expense of the closed system. Crane Cheek Experiments The first noteworthy commercial installation of pneumatic equipment was made in 1922, at the Crane Creek plant of the American Coal Co. of Allegheny County, at McComas, W. Va. Six tables for cleaning coal between the limits of and 3 in. comprised the initial installation. Dust was collected by hoods connected by a system of ducts to exhauster fans. In this installation the unit dust burden was small, owing to the removal of fines from the feed by vibrating screens.

THE morning session on mining methods with R. M. Raymond as chairman was devoted mainly to papers on explosives and the discussion of these papers. A paper on the numerical index of the re-sistance which rocks offer to the penetration of a drill bit was also read. The first paper, "Relation Between the Oxygen Bal-ance and Propulsive Strength of Eight Gelatin Dynamites" by G. St. J. Perrott, N. A. Tolch and J. E. Crawshaw, was presented by Mr. Perrott, super-intendent of the Pittsburgh Experiment Station of the U. S. Bureau of Mines. In this paper which is the beginning of a series of publications on explosives, Mr. Perrott stated that the attempt was made to put down in quantitative form the facts which have been known to explosive engineers for a long time. Eight samples of 40 per cent gelatin dynamite, with oxygen content varying from + 15 to - 36 per cent of the theoretical amount necessary to form complete combustion with all of the combustible elements were tested. The experimental work showed that a bal-anced explosive did not give the greatest propulsive strength-but the most favorable range was from - 8 to - 25 per cent oxygen. The experimental work also brought out the fact that the wrapper of a stick of dynamite enters quite completely into the explosive reaction, and gelatin dynamites from which the wrapper had been removed developed less strength than the a same explosive with the wrapper. The second paper, "Effect of Oxygen Balance of Gelatin Dynamites on the Gaseous Products of Det-onation," by G. W. James and G. St. J. Perrott, was also presented :by Mr. Perrott. The first portion of this paper is given over to a discussion of the relative merits of different types of apparatus for testing and analyzing the combustion products of dynamites. Three types were used (1) the Bichel gage, (2) the Crawshaw-Jones apparatus and (3) the Hercules tank. All three of these types were used in testing dynamites whose oxygen balance varied from-35 to + 6 per cent.

JUDGE Samuel E. Schull, in the Court of Quarter Sessions of Monroe County, Pa., handed down a decision on July 2, declaring the Pennsylvania law for the Licensing of Professional Engineers and Land Surveyors to be in violation of the Constitution of the State of Pennsylvania and also of the 14th amendment of the Constitution of the United States. The case was that of George E. Stevenson, who was arrested in June, 1922, charged with the practice of the profession of land surveying without first obtaining a state license. Mr. Stevenson had had forty years of practical experience as an engineer and land surveyor, and as set forth in the findings "had attained unusual skill, distinction and reputation in his said profession, and, on said date and for a considerable period thereto-fore and down to the present time, was and is President of the Engineer&apos;s Society of Northern Pennsylvania." That part of the decision referring to the unconsti-tutionality of the act is quoted in full as follows: This matter now comes on to be heard on argument as to the constitutionality of the said Act of May 25, 1921, P. I. 1131. The defendant urges that the same is unconstitutional: First: Because it is in violation of Article 3, Section 3, of the Constitution of Pennsylvania, which provides: "No bill, except general appropriations bills, shall be passed containing more than one subject which shall be clearly expressed in its title." Second: That the same is discriminatory and, therefore, in violation of the 14th Amendment of the Federal Constitution. In this case, we: are confronted by the Act of Assembly bearing the title "an act to regulate the practice of profession of Engi-neering and Land Surveying; creating a State Board for Regis-tration of Professional Engineers and Land Surveyors; defining its powers and duties, imposing certain duties upon the Common-wealth and Political subdivisions thereof, in connection with public work and providing penalties." We meet in the title of this act, a recognition of the fact that it is the legislative intent to deal with two professions: First: Engineering. Second: Land Surveying.

Advancement in engineering in the refining industry during 1933 might be likened to the jagged flame of a poor wick-test kerosene—a few outstanding high spots, but not broadly spectacular. Economic conditions were unsatisfactory for the first six or eight months, but the improvement in the latter part of the year had some immediate effect in stimulating new designing and building. The national legislative program involving the industry drew the attention of executives away from petroleum technology to some extent. The National Recovery Act, and its offspring, the Petroleum Code, demanded deep and continued study to put the machinery into smooth motion. From a purely technical engineering stand, therefore, the emergency measures might be considered a temporary brake on progress. The ultimate effect, if the whole industry can get back "out of the red," may well be a more than expected advance. Of course, petroleum technologists and engineers, including both those engaged within and those busy in designing and building for the industry, continued their efforts, and much of the results of their work will undoubtedly see the light of day under the improved economic conditions, which bid fair to stay with us. There was little improvement during 1933 in atmospheric distillation, sweetening processes, or furnace design, but experimentation during the year on these subjects may materialize into distinct advances. The trend toward compact distilling and fractionating equipment, especially in the Appalachian district, deserves noting. A number of refineries in that district replaced obsolete shell still units with up-to-date tube stills and efficient fractionating towers, both for the better separation of lubricating fractions from the crude and for improving the boiling range of the gasoline. A number of small skimming and topping plants in flush fields, such as East Texas, which felt the pinch of production control, were forced to shut down, but the stronger among them are consolidating their positions by installing cracking equipment and in some cases more modern crude-distillation units. THE stabilization of a gravel road with soil is a method of treatment developed in recent years by the United States Bureau of Public Roads for the purpose of binding the constituents together better, and maintain-ing a more durable surface. The process consists in adding to the gravel or crushed stone and sand, a soil mortar, so-called, of fine sand, silt and clay, mixed in the proper proportions. The coarse gravel and sand supply structural strength and hardness; the fine sand adds embedment support to the coarse sand; the silt acts as a filler to prevent the granular particles from rocking; while the clay serves not only as a binder but also provides pores minute enough to cause connecting moisture films which are supposed to have high cohesive properties1. It will be recognized that the clay is an important ingredient both when wet and dry, and should not show excessive expansion when wet, nor correspondingly high shrinkage in drying, as otherwise there is danger of unseating the nonplastic particles. Such a stabilized road, although an improvement on one with a floating surface, will in course of time be subject to wear, and become dusty when the clay dries out and breaks up. It has been found that if some salts are added to the road mixture they tend to maintain the soil moisture and prevent dustiness of the road or raveling of the road surface. In addition to this, it is claimed that these dissolved salts cause a thinning of the moisture films on the particles, thus permitting greater compaction of the road mixture, and thereby increasing its density. This fact can be proved by noting the increased compaction which a road mixture shows when certain salts are added to the soil water. Since certain chemical substances such as sodium chloride are electro-lytes, the question arises whether they cannot have some effect on. the qualities of the clay in the soil mortar, and perhaps improve them. In view of the fact that certain salts seem to exert a favorable effect on the road mixture it is desirable that they be held in the road soil as long a time as possible.

WORK on the effect of vacuum heat treatment of 0.040 in. diam sintered and wrought molybdenum wires has been sponsored by the Office of Naval Research at Battelle for the past several years. An electrical resistance furnace&apos; capable of maintaining a vacuum of less than 0.1 micron of mercury at temperatures as high as 4000 °F was used for heat treating the wires. Early in the work, it was found that the introduction of a few microns pressure of oxygen into the furnace resulted in a rapid increase in the oxygen content of the wire specimens and the appearance of a discrete oxide phase. Subsequent elimination of the oxygen atmosphere caused the disappearance of the oxide phase. This was used to determine the solid solubility of oxygen in molybdenum over the temperature range of 2000" to 3000°F.2 It was observed that, with the disappearance of the oxide phase, the wires regained some ductility. Single-phased wires possessed from 5 to as much as 40 pct elongation in 2 in. Later, attention became centered on determining the cause of this wide range in ductility. Wires containing less than 0.002 pct C, less than 0.0007 pct 0, less than 0.0005 pct N, and less than 0.00003 pct H exhibited the erratic ductility noted above. These percentages represent approximately the limit of accuracy of presently available methods of analysis and thus it became apparent that chemical analysis would be of little help in the study. A number of possible explanations for the wide range in ductility were suggested during the course of the work. It was first suspected that variations in the grain size of the recrystallized wire specimens might be responsible. Wire from several lots of material was available. One of these lots tended to develop very large grains when recrystallized, the others all developed an ASTM grain size of 3 to 4 when heated above 2700°F. No correlation between grain size and ductility could be found. It was thought that back diffusion of oil from the diffusion pump might cause contamination of the wire, principally with carbon, but when wires were treated without cooling the cold trap in the pumping system,
