A PRACTICAL program of education for workers of the mining industries is being formulated by the Federal Board for Vocational. Education in cooperation with the States in which this industry is a dominant one. The Federal Government last year passed a law, known as the Federal Vocational Education Act, that provides for the promotion of vocational' education and for cooperation with the States in the promotion of such education in agriculture and trades and industries and in the preparation of teachers of vocational subjects. More than 1,000,000 men in the continental United States are employed in mines and quarries. The following table, from the-1910 Census Report, shows the relative importance of mining and manufacturing pursuits: Manufactures Mines and Quarries Employees 7,405,313 1,109,410. Capital $18,428,269,706 $3,380,525,841 Value of product $20,672,051,870 $1,238,410,322 Of the more than 1,000,000 men employed in mining, almost three-fourths are engaged in the, production of bituminous and anthracite coal; one-fifth, in the production of copper, iron, lead, zinc, and other metals; and the remainder in getting out structural and miscellaneous materials from quarries. The meeting of the needs of the coal-mining industry, therefore, is the problem of greatest importance in the point of numbers to be served. Moreover, the dangers in coal mining are greater than in metal mining. Practically all States have set up educational and technical standards , for the position of foreman, boss, superintendent, etc., and every applicant for these positions must have a certificate of competency. The qualifications, too, are becoming increasingly difficult in the field of technical information. In some States, every miner must have a certificate, which is issued by the mine examining board. only after an oral examination.

In 1877 the Pennsylvania Railroad Company removed an old bridge from its line at Duncannon, Pa., built intermediate piers and erected shorter spans of the Pratt truss type, which had previously been in use on another portion of the road. The design of this truss would not admit of diagonals larger than 19 inches diameter, and in order to stiffen the bridge somewhat steel rods were introduced for the main diagonals in the first and second panels, 19 inches and 18/8 inches diameter respectively. These rods were threaded without upsetting, and by the ordinary formulae the strains were of the same intensity upon both, viz., 16,000 pounds per square inch with the maximum loading. The other main diagonals in the truss are 19 inches diameter, and of iron. It was specified for the steel rods: Elastic limit,.......46,000 Ibs. Tensile strength,. .. ,. .. 80,000 lbs. Elongation,,.,.,. 20 per cent. The steel was procured without difficulty, and it allowed a factor of safety of 23/4 at elastic limit, while a similar factor of 2½ had for a long time been successfully used for iron. In the course of three years, from time to time, six of these steel rods broke, three of them being 18 inches in diameter, and three 19 inches in diameter. The broken rods were tested, and three of them analyzed at Altoona to ascertain the cause of failure, and what modifications should be made in the steel for such service. Examination showed that all the rods were broken in detail close under the nut. The threads were well cut and properly rounded at the root. testing the rods micrometer screws, reading to .0001" with c bell to signal the contact, were attached to the test pieces, and by this means the modulus of elasticity and elastic limit accurately obtained.

NUMEROUS papers have been published on the use of graphic methods to determine the best curve to be used in estimating the production decline of oil wells but, as far as the writer has been able to ascertain, nothing has been published dealing directly with the subject as to how curves may be worked out mathematically, which will conform most closely to the production data under consideration in any given instance; hence the writer has endeavored to show by means of a few concrete examples just how such appli-cation can be made. Among valuation engineers, two types of curves are in current use for the representation of the decline in production of oil wells. One may be represented by the equation, y = krx, sometimes known as a percentage curve, for the reason that the production for any period is multiplied by a constant rate or percentage to obtain the production for the succeeding period. This curve appears as a straight line on semi-logarithmic cross-section paper. The other curve may be represented by the equation, y = kxn, and is shown as a straight line on logarithmic cross-section paper. In each of these equations, y represents the number of barrels produced over a given period of time, and x the successive periods of time. The other letters are constants to be determined for each well or group of wells considered in arriving at the most probable curve to represent the rate of production for a given property; from which the underground reserves may be estimated by extrapolation, or the extending of the curve beyond the last known period of production to show the most probable production values for the future.

In both the Flat River district of southeast Missouri and the Joplin district of southwest Missouri the lead concentrates are of very high grade, free of arsenic, antimony and bismuth, and contain no gold and very little silver. The general practice in both districts is to smelt the concentrates containing 70 to 85 per cent lead on Scotch hearths, to recover 70 to 85 per cent of the lead, and then smelt in a blast furnace the slag formed in the Scotch hearths to bring the total recovery of lead from lead concentrates to over 97.5 per cent. At the lead smelter of the St. Joseph Lead Co. at Herculaneum, Mo., no Scotch hearths are used. In the other smelters in the district the blast furnace plays a minor role to the Scotch hearth . The concentrates produced from the Flat River district are either table concentrates or flotation concentrates containing: Both types of concentrates are received at Herculaneum in box cars after being sampled. Great care is taken in weighing and sampling of cars of concentrates and in the determination of moisture and lead contents. The concentrates are unloaded into bins by an adaptation of scoop grain unloader. Four men unload and sweep a 40 to 45-ton box car of concentrates in 30 minutes. The same grade of concentrates is received each day and no metal-bearing fluxes are available. The problem is to get as high a recovery as possible as cheaply as possible from the high-grade lead concentrates produced by the company's concentrating mills. Sintering The bulk of the sulphur is removed from the concentrates and the fine concentrate particles are agglomerated by double roasting on typical Dwight and Lloyd sintering machines.

WITH more than a score of shafts and numerous stope openings to the surface, all inter-connected underground; with underground temperatures high, often exceeding 100° wet bulb; with an ore presenting a dust health-hazard; with certain rocks giving off inert gases; with an altitude of 6000 ft. above the sea level and a dry desert climate, the Tonopah mines offered an interesting, problem to the student of metal-mine ventilation. Tonopah is not an old mining district relatively speaking. It was discovered in 1900 and Tonopah soon was a boom camp. By 1910 the mines of this district had paid many millions of dollars in dividends. At the time of the 1921 ventilation study, mining had passed its peak of production and the operators were striving to reduce costs, to discover new ore bodies, and to attract desirable workmen. In 1925, the camp was operating on a still less prosperous basis, but the several managements had not relaxed in their efforts to keep the mines on a paying basis, neither had they lost their faith in the ability of the mines and the price of the silver to "come back." Early in the fall of 1921 the Bureau of Mines was invited by the mine operators at Tonopah, Nevada, to make a detailed study of the under-ground air conditions in the Tonopah silver district. D. Harrington,? who was then directly supervising the ventilation studies of the bureau, detailed district engineer B. 0. Pickard, mining engineer E. D. Gardner, surgeon C. E. Kindall, and petrographer H. Insley to carry on the study. G. S. Rice, as chief mining engineer of the Bureau of Mines, was in general charge of the work. Upon the completion of the study each operator was furnished a report on conditions in his mine.

In February, 1918, the conclusion was published by Lewis and Beal "that wells of equal output on the average will produce equal amounts of oil in the future, regardless of the ages of the wells." This conclusion was based upon the study of data collected principally in Oklahoma and was not known at that time to be true for other oil fields. An abundance of statistical proof was later collected by the senior author of the present paper, which showed that the conclusion was undoubtedly well founded and that it applied to other fields as well. Accordingly, it was later restated2 as the "law of equal expectations" as follows: "If two wells under similar conditions produce equal amounts during any given year, the amounts they will produce thereafter, on the average, will be approximately equal, regardless of their relative ages." Although only scanty data from the California oil fields were available at the time this publication was prepared, sufficient information was analyzed upon which to base the insert on Fig. 80, which showed beyond a doubt that the law held at least for a part of the Midway oil field in California. Recently the authors have collected more complete data in California, and it is the purpose of this paper to explain the method used in demonstrating the truth of the law and, in addition, to give several methods by which curves constructed in accordance with this law can be used in a practical way with ease and accuracy. Operations Research developments within the mining industry have evolved over the last few years through stages typical of any new technique. By 1965, most companies had passed from mere recognition of the usefulness of operations research techniques to cautious acceptance of and, in some in- stances, to confident utilization of this relatively new tool. This is reflected in the growing interest and increasing participation of mining companies in sponsoring individual papers on the subject published in mining journals or presented in full sessions at annual meetings. Chief among the sources which served, in 1965, as a barometer for measuring operations research progress within mining is the Annual Symposium on the Applications of Statistics, Operations Research, and Computers in the Mining Industry, which is now sponsored by the University of Arizona, Stanford University, Colorado School of Mines, The Pennsylvania State University, and the Society of Mining Engineers of the AIME. Two significant trends were evident in the applications of operations research techniques to problems typical of the mining industry. On the one hand, unique and imaginative O.R. applications were being developed by several companies, government agencies, and at the university level. These techniques were usually developed to solve specific existing problems. On the other hand, there was unmistakable evidence of attempts to look for problems which could be solved with those "operations research" approaches which would involve the use of the digital computer. In the latter instance, solutions may become applications or demonstrations of how the computer can be used in the reduction and interpretation of data, without the benefit of a decision model. This is a common tendency as most companies have computers, at least in their accounting sections, and many operations research solutions require the use of a digital computer. From the applications observed in 1965 and in prior years, the successful techniques have evolved.

ELECTROLYTIC, production of cadmium at the Great Falls plant started in the first part of the year 1925. Prior to that time, an experi¬mental unit had been in operation for a few months during the year . 1922. At present the plant is the largest producer of cadmium, not only in the United States but in the world. Electrolytic cadmium is characterized by its very low content of impurities. The main impurities, which are lead, copper, zinc, and iron, do not aggregate more than 0.05 per cent., leaving a cadmium content better than 99.95 per cent. The consumption of cadmium has increased rapidly since the war, with the growing use in the plating industry. Cadmium plating has come into prominence because of its connection with the automobile and radio industries. As a protective coating, a deposit of, cadmium is superior to zinc. Cadmium is also used extensively in alloys. Important among these is the alloy with copper used in telephone and trolley wire. In proportion of 0.5 to 1.2 per cent., cadmium adds materially to the strength and wearing qualities. Practically all commercial zinc concentrates contain a small amount of cadmium. In the electrolytic zinc process, the cadmium that is dissolved in the regular leaching operation is removed from solution with metallic zinc, generally added in the form of zinc dust. This precipitate also contains the copper taken into solution and the excess of zinc dust, which is required in order to insure a complete removal of all impurities. The precipitate is treated by a separate process to recover the copper, cadmium and excess zinc. In order to make the metals more soluble and to render insoluble such impurities as iron, arsenic and antimony, the precipitate is roasted. The roasting is carried out in gas-fired McDougall furnaces, with a roasting temperature of about 700° C.

Coal is a term applied to vegetable matter which, through geological processes of heat and pressure, has had both its physical and chemical properties changed. Because its chemical composition is variable, geologists classify coal as a rock rather than a mineral. Peat represents the initial stages in the development of coal, although not classified as coal itself. PHYSICAL PROPERTIES OF COAL The physical properties are concerned with the characteristics of coal in its natural state, or prior to its end use as a fuel. For example, the hardness of coal determines the maintenance cost on coal handling equipment; the specific gravity of coal determines the coal preparation techniques used in a cleaning plant as well as the capacity of coal bins, boats and size of cargo, and other coal storage facilities. The physical properties are, of course, dependent upon the chemical constituents that make up coal, and thus all properties are interrelated. Specific Gravity The specific gravity of a body is the ratio of the weight of the body in air and the weight of an equal volume of water. The specific gravity of pure coal ranges between 1.25 and 1.70, generally increasing with rank. The most important use of this physical characteristic is the part that it plays in the cleaning of coal by wet wash methods. The basic principle on which these operate is that the specific gravity of coals differs from their associated impurities and that there is a relationship between the velocity of the fall of particles in water and their density. Since the specific gravity of slate is around 2.5 and pyrite is about 5.0, pyrite and slate will fall to the bottom of a container filled with water more rapidly than coal. THE requirements of the standard specifications under which Portland cement is sold have materially increased within the past 10 years, but practically all companies are now furnishing cement better than these requirements; in some cases exceeding them by nearly 100 per cent. From a sales standpoint, it is desirable to have a product that is uniform to a high degree and free from occasional quality troubles. A failure in quality, even if it affects only a few hundred barrels out of a yearly output of a million or more, is apt to be talked about in the trade and to affect the salability of the entire output. For these reasons, there has recently been great activity along the lines of quality control and improvement; and some of the most interesting problems of the industry are in this field. From the manufacturing standpoint, the quality of cement is chiefly a matter of uniform and proper chemical composition of the raw mix fed to the kilns plus proper burning in the kilns; the fineness to which the cement is ground, the proportions of gypsum, the method of seasoning, and the like are contributory factors. Uniform chemical composition of the raw mix has been one of the most difficult problems to solve. Most plants will use from 1000 to 3000 tons of rock per day and in but few cases is this material as it lies in the quarry even approximately uniform in composition. The problem, then, is to quarry and mix this raw material in such a manner that every handful passing through the kilns will have practically the same analysis as every other handful. To accomplish this purpose there are two methods of preparation: the wet process and the dry.

Combination of gravity data and density logs makes it possible to determine the structural relief. Under a wide class of geologic conditions, the solution is unique, or limited to a single parametric system of solutions. As a useful byproduct, the method yields a new way to construct derivative maps, continue the field up or down, subtract regional anomalies, and perform smoothing. In the past, the problem of interpreting gravity anomalies in terms of structural geology was solved along two main lines: 1) A body of a certain shape and density contrast was assumed and the corresponding gravity anomaly calculated, analytically for simple bodies, graphically and/or numerically for more complex ones; then the computed anomaly was compared with the observed one, and the assumed shape corrected according to the differences between the two. 2) The anomaly is assumed to come from a warped interface between two media of different density; the relief of the warping is assumed small compared to the depth of burial, so that the structure can be approximated by a flat horizontal surface of variable density distribution. The first method is a standard technique, described in every text book on applied geophysics, and is well applicable, for bodies with predominant vertical dimension. The second one, probably first used by Tsuboi and Fuchida,' is mathematically more elegant. It applies to the fashionable field of integral transforms (Bullard and Cooper, 2 Tomoda and Aki, 3 Dean 4) and is useful mainly in cases when the vertical relief of the structures is comparatively small. 30th methods, tacitly or openly, assume a density discontinuity across the boundary of the two media, while within each medium the density is constant. Nearly all of these mines produced some silver, and laboratory studies of the relationship between the silver and the various base-metal minerals in the ore have given some interesting and, it is to be hoped, enlightening facts. As this work was undertaken primarily to ascertain the amount of silver chemically associated with, not controlled by, the various base-metal minerals, the laborious and not always satisfactory method of picking out "pure" samples of each mineral from many localities was employed. However, the results obtained have justified the time that has been spent. Not only have the conclusions arrived at in different mining areas been in accordance with one another but in many instances they have afforded scientific support or explanations for much of the knowledge that operators in the various camps have acquired by practical experience. Although many of the conclusions are not new, many of the facts are, and the results, if they do nothing else, serve to confirm the findings of some of the other workers in this field, particularly the work of Nissen and Hoyt1 and of F. N. Guild2. Dr. S. G. Lasky3 has suggested a novel method for determining from a series of algebraic equations the amount of silver controlled by each of the base-metal minerals but I doubt very much whether his method can be justified, chiefly because there appear to be more variables to be considered than the few that appear in his equations. SEVERAL distinctions can rightfully be accorded the Bagdad enterprise. For one thing, it has the most romantic name among the Porphyry Coppers and this is said with all due deference to Copper Queen and Inspiration! Bagdad was one of the richest and most magnificent cities of the glamorous world of the Arabian Nights. The record does not say who was responsible for applying the name Bagdad to the company that in 191 1 took over the property of the Arizona-Nevada Copper Company; but whoever it was must have had visions (or at least hopes) of a fabulously profitable mine. So far as I know, Bagdad is the only Porphyry whose owners, or officials, ran afoul of the law because of alleged sins of omission or commission in vending shares of the company's stock. E. B. Bronson, of New York, had been interested in Bagdad since 1909; and, during the lean period of the 1930's he had, as president of the corporation, endeavored to raise needed funds by the sale of 140,000 shares of treasury stock. Some legal questions arose as to the need for registration under the Securities and Exchange Act; but, when Mr. Bronson finally filed a registration statement, the New York office of the Securities and Exchange Commission found 155 "deficiencies" in the document. According to the judge who later heard the criminal case against Bronson, no evidence was introduced to show that he had personally benefited "to the extent of one dollar." However, it was charged that the setup was such that he was in position to profit if he had wanted to! A somewhat quixotic position, it would seem. In view of the comprehensive accounts which have appeared in recent years of the oil fields of Burma, Assam and the Punjab,' this brief account will be restricted to an outline recapitulation of the position of the fields and a note on progress and developments in the last two or three years. It is actually peculiarly difficult to give an account of recent developrnents in the oil fields of the Indian Empire. The companies naturally are compelled to make a return to the Government of India of oil produced. These figures are published annually (about 10 months later) for each administrative district (which may include more than one field) where oil is produced, in the Annual Review of the Mineral Production of India (Records of the Geological Survey of India). Some details of recent developments may be given in the Annual Report of the Geological Survey of India (also published in the Records), but otherwise the companies tend to preserve a policy of extreme secrecy. Some of the smaller companies usually publish wellhead production month by month in order to encourage their shareholders when such figures are encouraging, but the larger companies do not necessarily even give figures of production in their annual reports to shareholders. Occasionally details of new tests, new machinery, and so on, leak out through the daily or weekly press in India, but, except for generalized official statements, no details :ire available as to the number of new wells, depths, wells abandoned, or other figures which are common property in other parts of the world. In the country itself the geologists preserve the utmost secrecy, and at times quite a serious system of espionage is developed. Utah Construction & Mining Co.'s Lucky Mc mine is one of the major uranium producers in the United States. It is located near the geographic center of Wyoming in Fremont County. The climate is middle-latitude steppe, with an average annual precipitation amount of 10 in.; the temperature varies from 40º below zero to 100º above. The land surface is moundlike, rolling terrain, with sparse grass and sagebrush. The northern slopes of the higher ridges support a scattering of juniper and pi[n]ion growth. DISCOVERY The discovery was made by Neil E. McNeice, of Riverton, Wyo., on Sept. 13, 1953. After prospecting the area and staking a few claims, McNeice reported his findings to geologists of the Atomic Energy Commission (AEC), who immediately began preliminary studies of the numerous surface uranium exposures of the district. The discovery received widespread publicity, resulting in an intensive search for uranium throughout the region ; thousands of claims were staked. The AEC drilled several shallow holes near the discovery outcrop. Assays of cuttings from these holes confirmed the presence of a low-grade, oxidized uranium deposit. McNeice and his partner, L. A. Morfeld, tried to start a mining operation but were plagued by a lack of capital and technical know-how. They sought assistance from a Salt-Lake-City-based mining firm, the New Park Mining Co., engaged in underground base-metal mining in the Park City district of Utah. After a period of negotiations, New Park initiated activities that led to the forming of the original Lucky Mc Uranium Corp. The company started limited development drilling and mining operations in the summer of 1954, with the first ore production being shipped by truck to the Vitro mill in Salt Lake City. The mining

A detailed description of the development of the FIOR process (Brown, Campbell, and Saxon, 1966) and, subsequently, other technical papers related to the operation and start up of the FIOR plant (Violetta, 1975; Whipp, 1980) are available in the technical literature. The Fluidized Iron Ore Reduction (FIOR) process plant constructed in the Matanzas region of Venezuela represents the first commercial application of this technology. The FIOR process was developed by Exxon Co. during the 1950s and 1960s. The facility in Venezuela was designed and constructed by Davy McKee, with plant start-up in 1976. While there is a minority government ownership in the company, FIOR de Venezuela operates as a private sector company with the majority of ownership being private capital. The FIOR process is well suited to utilize the naturally occurring iron ore fines of the Cerro Bolivar and San Isidro iron ore deposits located less than 100 km (62 miles) south of the plant site. Availability of natural gas within 150 km (93 miles) to the north, and a location bordering on the confluence of the Caroni and the Orinoco Rivers makes for an ideal geographic site. Feed stock to the FIOR plant consists of naturally occurring iron ore fines from these ore bodies, which are screened to -6mm (-0.2 in.) prior to drying in the ore preparation plant. A simplified flow plan is shown in [Fig. 1]. The dried ore is then transferred to the top of a structure containing four fluid-bed reactors located above one another so the mineral may flow from one reactor to the next by gravity. ALTHOUGH the first colonists in the area that is now the United States, whether Spanish, French or English in nationality, were usually keenly interested in the possibilities of mineral wealth, it is a curious and interesting fact that none of them happened upon the mineral deposits that eventually were to make this the greatest mineral-producing country; up to 1800 it would probably have been rated as rather poor in minerals. Spanish explorers traversed the southeastern United States with- out finding the Appalachian gold deposits that aroused so much interest in the early nineteenth century; Coronado sought in vain for the seven golden cities of Cibola; and the important gold deposits of California were not discovered until the political sovereignty of the region had passed from Mexico, which had held it for three centuries. The French also held Canada for nearly two centuries (and the British for another century) without finding the mineral deposits in Ontario and Quebec that now are so important. Though they knew of the copper of the Keweenaw peninsula, the lead ores of Wisconsin and Missouri, and the coal of Illinois in the seventeenth century, these deposits were all too remote for exploitation. In the area held by Great Britain, iron smelting was planned at Jamestown as early as 1619 and was actually begun at Lynn, Mass., in 1643. The industry grew slowly, at first, but had reached considerable importance before the Revolution. Commercial bituminous coal mining began about 1750 in Virginia but anthracite mining in Pennsylvania was not started until 1800. As a result there was naturally little interest in the technical aspects of mineral production here before 1800 by any except the few people who were actually engaged in it. In discussing the problem of abnormal magnetic polarization, C. A. Heilandl† emphasized the unfortunate fact that our knowledge of the geological and physical conditions relating to such occurrences is very limited and that a more detailed insight into their physical causes would be extremely valuable for interpreting measured anomalies. He also pointed out that to arrive at quantitative physical formulas that would express the conditions that cause abnormal polarization many more occurrences of the kind would have to be recorded. The first part of this paper is a contribution to such descriptions. Abnormal Magnetic Polarization in South Africa The occurrence was mapped in the course of a magnetometric survey carried out about 70 miles to the east of Johannesburg and east of the Witwatersrand gold field, for the purpose of detecting the position of the suboutcrop of certain magnetite-bearing shales that occur in the lower portion of the Witwatersrand system of sediments, shales whose position in section in relation to the ore-bearing members of the same system of sediments are known. In this case the shales are covered by younger strata several hundred feet thick. Lines of magnetometric traverse were run at right angles to the strike for a strongly magnetic body. This body is a shale zone in the Witwatersrand sediments and has a strike of N.20°E. (magnetic) and dips 15" to the east. The field work was done by a vertical intensity field balance (A. Schmidt principle). The plotting is done in such a way that the sign is reversed from that usually employed in the northern hemisphere, so that a positive profile is obtained in abnormal cases while the same conditions in the northern hemisphere would give a negative one. This method of recording should be kept in mind in reading what follows.
