The deepening of the General Crude Oil Company's No. 1 Meyers, NE. NE. SE. of sec. 22, 24S., 36E., in the Cooper area of Lea County, in April, 1934, resulted in the discovery of an oil field of major importance. The discovery well is an old well drilled by Cranfill $ Reynolds and completed in July, 1929, in limestone at 3438 ft. for an initial production of 90,000,000 cu. ft. (estimated) of 'gas. Deepening operations were started early in April, 1934, and cores were taken from the old total depth of 3438 to 3508 ft. A Haliburton test taken through the drill stem at 3439 to 3460 ft. showed 50,000,000 cu. ft. of gas with an increase of 5,000,000 cu. ft. between 3461 and 3474 ft. When completed the well tested 12,000,000 cu. ft. of gas and 5000 bbl. of oil at 3474-3508 feet. The new oil field—the result of this discovery—is between the Eunice and the Jal fields, closer to the productive area of Jal than to that of Eunice but far enough away from both to be considered a separate area. Eventually, all of these pools may be joined together by productive oil wells to form a single unit of large size. They lie in a general northwest-southeast alignment and the intervening areas have not been condemned by dry holes. One aspect of ocean mining that is frequently overlooked in discussions is the problem of establishing some form of legal control over the seas. Much of the discussion centers on mining in territorial waters, which are controlled by the various countries according to the Geneva Convention on the Continental Shelf, and perhaps by political subdivisions of countries such as the individual states of the U.S. But as technology improves and the mining of deeper waters becomes feasible, the problem of rights outside the continental shelf and territorial waters becomes a significant factor for anyone expending the time and capital for development. Several schemes are possible for regulating ocean mining but as yet none have been instituted, except what might be termed the "wait and see" approach. Even some of the coastal states in the U.S. have no regulations governing mining in the territorial waters under their jurisdiction. Until some regulation is formulated, there may well be little development in ocean mining due to the high risk of capital involved, both with respect to companies wishing to invest their own funds and financial institutions funding a venture to develop offshore mineral deposits.

This paper is presented in the hope that it will be instructive in view of the future large expansion of the mining industry in the west-coast countries of South America. There is a more or less general impression that the Spanish-American workman is inferior to the American, but after some years of experience and observation I doubt the correctne~s of this view. Taking into consideration all the elements which make for efficiency of labor, it has been found, particularly in Chile, that under proper organization native labor yields as much, man for man, and more, dollar for dollar, than in the Western United States. If a manager is willing to accept unreservedly the costum-bres del pais, without combating intelligently and patiently the ones tending to inefficiency, he should expect no better results than he deserves. He must conscientiously insist that a " square deal" be given and exacted; that liquor be excluded from camp as far as possible; that comfortable quarters and other uplifting elements of life be provided; and that past and existing methods and customs shall not be over-ridden rough-

THE only oil produced in Colombia during the past year has been that from the Tropical Oil Co. concession, operated by the International Petroleum Co. This has been about the same in amount as that of 1923, or approximately half a-million barrels gross, which has been used to supply the domestic requirements of the republic and for the company's own use, in about equal proportions. The Tropical Oil Co.'s field at Infantas has 17 producing wells, for the most part shut in. The company claims an average initial production of about 1000 bbl. each for these wells, which would represent a total potential production of 10,000 bbl. However, the area already outlined by this work is considerable, as drilling has apparently been carried on with the idea in mind of blocking out the field, rather than developing the greatest possible production. Therefore, whether or not the pipeline of the Andian National Corpn. is being built to take care of the amount of crude production admitted by the Tropical Oil Co., or a greater prospective amount, it is certain that this production could be quickly increased if desired.

The past five years have seen communications techniques and hardware developed by the Bureau of Mines and its contractors increasingly brought into use in U.S. mines. The Bureau philosophy has been to help develop and introduce new hardware that goes as far as possible toward meeting the mining industry's needs. The Bureau programs are also designed to provide continuous fallout of new communications capabilities which are introduced to the mine operators as they occur. As more progress is made in meeting mine communications needs, it is hoped that the mining industry will readily adopt the equipment and techniques that it finds most useful in meeting its individual needs. This paper reports on recent advances achieved in the development of improved mine communications systems. In May 1975 the U.S. Bureau of Mines (USBM) conducted a mine communications technology meeting to provide a brief overview of the USBM communications technology developments in the past 5 yr. This meeting lasted for 1 1/2 days. Therefore, I have elected to narrow this paper to a brief review of recent underground mine communication developments. ZAY JEFFRIES, who has been awarded the Douglas medal, established in 1922 by a group of the friends of the late James Douglas for distin-guished achievement in non-ferrous metallurgy, is one of the most notable graduates of the South Dakota School of Mines where he took his B. S. degree in 1910. The following year he was manager of the Ideal Mining Co., at Custer, and in 1911 he became instructor in metallurgy at the Case School of Applied Science, Cleve-land, where he remained until 1917, and in 1918 he took his D. Sc. degree at Harvard. During all this period he was engaged in experi-mental and consulting work for the Electric Railway Improvement Co., t h e Cleveland Steel Tool Co., the W. S. Tyler Co., the Lincoln Electric Co., the Aluminum Castings Co., and the Cleveland wire di-vision of the General Elec-tric Co. He is now en-gaged in general consulting work, especially for the Aluminum Co. of America, the General Electric Co., and the National Tube Co. He has contributed to the Transactions papers on the determination of grain size in metals (with A. H. Kline and E. B. The prices of crude petroleum and its derivatives have shown an upward trend from 1915 to 1920, and a downward trend from 19'20 to 1923, see Table 1. Over the former period, oil prices were dominated by the rapidly increasing demands and inflation incident to the war and its aftermath, while over the latter period oil prices were influenced at the outset by deflation and then by the conditions of overproduction that have characterized the past three years. he purpose of this paper is to analyze the broader features of the more recent price movements in the petroleum industry and to relate these features to basic economic conditions in the industry. Index Numbers of Oil Prices The analysis and comparison of price movements may be facilitated by converting actual prices into relative prices, or index numbers, with 1913 taken as a base of 100. In this way, the various price groups are expressed as percentages of the 1913 prices and may thus be readily compared with one another or with the average prices of other commodities similarly expressed. Table 1 gives the index numbers representing the average prices of crude petroleum, gasoline, kerosene, fuel oil, lubricating oils, and all commodities. The last named is the index of all commodities as published by the U. S. Bureau of Labor Statistics and is widely accepted as the official measure of the general price level. The index numbers of oil prices were calculated by the writer from weekly quotations published in trade journals. Fig. 1 shows in graphic form the trend of oil prices by months over the period 1920-23. Riparian communities are those related to, or near a natural watercourse (or sometimes of a lake, impoundment, or tidewater). Generally, riparian communities contrast sharply with the dominant vegetation type in an area, for example, the willow-birch-aspen- dominated watercourse in the Black Hills with its associated beaver- muskrat-trout habitat as compared to the dominant monotype ponderosa pine forest on either side of the drainage. Riparian ecosystems are valuable for the aesthetics, namely, varied landscape; photography and art; human awareness; diversity of plant and animal life, some of which may be unique to that habitat; cover, food, and water for associated wildlife and domestic animals; for recreation; for domestic water supply; and as natural outdoor laboratories. One major negative impact on riparian communities is hazardous chemicals from effluents from agricultural, industrial, and mining- metallurgical processes. One such chemical is cyanide, long used in the processing of gold and silver, and discharged previously directly into some of our natural ecosystems. With present environmental awareness, industry and government are attempting to minimize or eliminate this contamination. Homestake Mining Company began processing gold ore in the Lead- Deadwood area of South Dakota in 1878 and has remained in production at variable activity levels to the present time. The amount of cyanide (and heavy metals) entering the ecosystem during this time can only be crudely estimated, in part because of the variability in activity and the lack of understanding and concern about environmental pollution until the 1960's. ESTABLISHED methods for obtaining quantitative pole figures for flat sheets1"5 can be extended to apply to thin films on a substrate. The mode of scanning the sample is exactly the same as described in the references? but consideration is given to the fact that the scattered X-ray intensities are due to both the thin film and its substrate with appropriate attenuation factors. The purpose of this paper is to describe a method to obtain the scattered intensities from the film alone for subsequent pole-figure determinations. Fig. 1 shows the four possible general positions of the film (f) and its substrate (s) with respect to the incident X-ray beam (I,). In this paper it will be assumed that the plane of the sample is normal to the plane of the diffractometer. In the diagrams the line jV is the normal to the flat sample and the line P is the trace of the diffracting crystallographic planes in the plane of the diffractometer. The angle of tilt, a, is the positive acute angle measured from the line N to the line P; if this angle is measured clockwise then a is said to be in the positive a region; if this angle is measured counterclockwise then a is said to be in the negative a region. For the reflection cases, the total scattered intensity, at the proper Bragg angle for a particular set of planes, is due to that scattered by the film Vf) and that scattered by the substrate. Manufacture of lightweight concrete aggregate from common shale is one of the most rapidly growing industries in the field of nonmetallic or industrial minerals. Although expanded shale" has been in use since it was developed by Stephen J. Hayde in 1917, it was not until after World War II that it became a substantial competitor with other aggregates. There are some 70 plants now producing this aggregate in the United States, approximately half of them in states west of the Mississippi River. Expanding plants throughout the U. S. are grouped around major urban centers such as Los Angeles, New York, Chicago, and Denver. Concrete made with expanded shale aggregate combines the desirable features of low weight with relatively high strength, making it especially useful in concrete block, in structural concrete for multi-story buildings and in a variety of specialized concrete products such as prestressed panels and beams, and storage tanks. As the cost of construction continues to rise, lightweight concrete will probably be used in increasing quantities because of its low cost relative to the more traditional construction materials such as wood, brick and steel

RECENT work on borate deposits near Kramer, in the extreme southeast corner of Kern County, California, is of special interest to those who are making a study of the mode of origin of the borate minerals colemanite and ulexite. A valuable clue to the mode of origin of colemanite in its present known deposits is given in a paper by W. F. Foshag1, of the United States National Museum. Colemanite is found in or near original deposits of ulexite, from which it is supposed to have been derived by a change in the rate of movement or the character of the ground water. Indications that an alteration of this sort had produced colemanite were first recognized by the writer' in specimens collected in the Kramer district in 1920, and sent to W. T. Schaller, at U. S. Geological Survey, for identification. The identity of the two borate minerals in these specimens was not at once determined, but the relations of the minerals as seen in the specimens afforded a manifest clue to the origin of the deposits. Similar specimens were obtained by the writer from deposits in death Valley soon after he had examined the deposits near Kramer. After studying the specimens submitted to him Dr. Schaller wrote as follows: "I have finally positively identified the boron minerals you sent me with your letter of Sept. 27. The `white fibrous mineral like ulexite' is ulexite; the harder nodules' in the clay are colemanite, apparently formed from the ulexite as a result of leaching, with recrystallization in place-a theory that Foshag is working on." The present paper is a report on the facts observed at. the deposits near Kramer, and some general observations on the geological relations noted, which, unfortunately, still form only a very incomplete record.

Although it was known some years ago at the Utah Copper Co. mills that fine grinding improved flotation recoveries, no accurate data were available until recently as to just how far the grinding could be carried economically. In 1923 the ultimate degree of fineness for flotation feed was supposed to be about 10 per cent. on 65 mesh, with approximately 55 per cent. through 200 mesh, which meant that most of the mineral would pass 100 mesh. At this time Garfield and Wilfley tables were used ahead of flotation and a good deal of the coarse mineral removed prior to the ball mill regrind. Shortly afterwards, mill-scale tests developed the fact that on a feed containing not over 10 per cent. +65-mesh material flotation alone would give a copper recovery equal to that obtained by the combination of tables and flotation, but that on much coarser feed the recovery with flotation alone was lowered. This was at a time when all the sulfide minerals were floated if possible, so that the only requisite was to grind fine enough to free the mineral from gangue. Earliest Use of Microscopic Examination of Tailings As early as 1921, the writer had attempted to determine by chemical analysis the relative proportions of copper minerals in tailings from an ore that made extremely poor flotation results. Chemical analysis was not satisfactory or conclusive, and samples of these tailings were sent to the U. S. Bureau of Mines Station at the University of Utah for microscopic examination. The question at that time was to determine, if possible, which copper minerals had been lost and why, but R. E. Head, in his report, revealed other interesting data. He said in part: Briefly stated, the mineral partieles or grains may be classified into scparate groups as follows: 1. Free grains of pyrite, chalcopyrite, chalcocite and bornite, respectively, which contain 110 other included sulfides; 2. Grains in which all three of the copper sulfides are representel (the core may be of chalcopyrite, partially altered to boruite, these two minerals being cntirely surrounded by a shell of chalcocite); 3. Grains composed of equal amounts of bornite and chalcocite or chalcopyrite and chalcocite. Barite, or barytes as it is sometimes called, belongs to one of the lesser groups of nonmetallic minerals, of which 15 to 20 varieties are mined in California in amounts varying in value from a few hundred to almost half a million dollars annually. Commercial production of barite in California, according to the records of the State Mining Bureau (now Division of Mines), began in the year 1910 with shipments totaling 860 tons, valued at $5640 f.0.b. rail shipping point. With the exception of the years 1924 and 1925, when no shipments were made, the output has varied, reaching a maximum of 17,993 tons, worth $90,617, in 1927. The 1928 output was 13,406 tons, worth $55,888 f.0.b. rail shipping point, bringing the state total to the end of 1928 to 59,972 tons, valued at $313,930. Consumption of BaRitE in United States Crude barite sold or used by producers in the United States for the year 1927 amounted to 248,219 tons, valued at $1,594,423, according to the U. S. Bureau of Mines.l In addition, there was imported, principally from Germany, a total of 70,274 tons, valued at $253,284. Manufactured products from these tonnages combined were distributed in 1927 (the latest year for which figures are at present available) as follows: ground barite, 57,658 tons; lithopone, 174,083 tons; barium chemicals (including carbonate, 4,960 tons; chloride, 3,541 tons; binoxide and sulfate or blanc Jixe combined, 13,354 tons). Missouri accounts for nearly 50 per cent of the domestic crude barite, followed by Georgia and Tennessee, with lesser amounts from Arizona, California, Nevada, South Carolina, and Virginia. It is always the case with heavy and cheap materials that the area within which they can be economically used depends upon the cost of transportation, and in those days of poor roads and no mechanical means of haulage on them, coal could only be moved a few miles from the mine by any other means than water. The need of better means of transport to the areas west of the mountains had been urged by Washington and many other leaders, but the first turnpike over the Alleghenies only reached the Ohio River at Wheeling, W. Va. in 1818. The James River and Kanawha road reached the Ohio in 1831, that from Winchester, Va. to Parkersburg in 1838, and the road through the Cumberland Gap was completed in 1797. None of these affected the coal industry excepting indirectly by building up some of the river towns which coal could reach. The inadequacy of roads alone to carry the traffic of the rapidly growing interior communities was demonstrated only a few years after the National Pike was completed, and in the early 1820's several of the states embarked upon the construction of a canal system, which had been under discussion for some years. The Erie Canal was opened in 1825 from Lake Erie to the Hudson River through New York; Pennsylvania, Virginia and Maryland had already started similar projects designed to bring traffic to their principal cities from the interior. The Pennsylvania Canal was started from Columbia, as a railroad extended from Philadelphia to that point, and it followed the Susquehanna and Juniata Rivers to Hollidaysburg; thence to Johnstown, a distance of 36 miles, where it consisted of partly railroad and partly inclined planes, the boats being hauled up, and lowered down the planes; from Johnstown the canal followed the Conemaugh, Kiskiminitas and Allegheny Rivers to Pittsburgh, 104 miles. Boats first reached Pittsburgh by this route in 1834. The Chesapeake and Potomac Canal followed the Potomac River from a point above Alexandria above the falls, to Cumberland. This canal was chartered in the eighteenth century and a portion of it was used by traffic in 1800. It was too small to be of much use and was abandoned, and later after many legal and financial vicissitudes was completed to Cumberland, traffic from there starting late in 1850. The formal outline of Mr. Hague's life and work is embraced in the following statement, chiefly based upon data furnished by him, at my request, shortly before his death. At that time the probability that I would survive to record his death was apparently small; but I urged upon him the duty of providing, whether for me or for my successor as Secretary of the Institute, trustworthy material for the notice which somebody would some day have to write—and which might otherwise be incomplete or incorrect. Mr. Hague, with characteristic promptness and freedom from affectation, did what I asked of him; and I am therefore able to present an authoritative sketch—concerning the details of which I shall add my own comments, and some particulars obtained from friends. James Duncan Hague was born Feb. 24, 1836, at Boston, Maes., where his father, Rev. William Hague, D.D.,an eminent clergyman, then resided. After a preliminary education in private schools, he studied in 1854 at the Lawrence Scientific School of Harvard University; in 1855 and 1856 at the University of Göttingen, Hanover; and from 1856 to 1858 at the Royal Mining Academy of Freiberg, Saxony. In 1859-1861 he was attached as chemist to a South Sea exploring expedition, sent by W. H. Webb, of New York, to examine Jarvis, Baker, and other islands for phosphate-deposits. After the outbreak of the Civil War, he entered the U. 5. Navy, serving for a year as Judge Advocate to the fleet stationed at Port Royal, S. C. In 1863 he became Superintendent of the Albany and Boston copper-mine, in the Lake Superior region, where he was also connected with the earliest development of the Calumet and Hecla property.
