Mine Taxation On Monday morning, Sept. 22, a session on- Mine Taxation was held in cooperation with the Internal Revenue Dept., U. S. Treasury, Mr. R. C. Allen presiding. There was a general upward trend of all petroleum activities in Oklahoma during 1933, especially in the last quarter, though the average price for crude oil for the year was below 1932 and overproduction in East Texas demoralized conditions for several months. As the Federal Agencies established under the National Industry Recovery Act began to function conditions in Oklahoma were visibly affected and production of "hot oil" from Oklahoma City field practically ceased. More oil wells were completed, six new fields discovered, extensive geophysical prospecting carried on in many parts of the state, and an increased amount of clean-out and reconditioning work done in older pools during the past year. To increase quantity and rate of recovery of oil many wells producing from limestone formations were treated with hydrochloric acid. The Oklahoma City field had a reported production of 66,984,570 bbl. of oil during 1933, or almost exactly twice the amount reported for 1932. Potential tests and other indicators show that the wells are rapidly approaching the stage where mechanical lift must be applied to all of them, including the wells in the Wilcox sand zone. The major pipe-line companies serving the oil fields of Oklahoma have been anxious to make connections to all wells during 1933 and have indicated a willingness to accept all oil available. The amount offered has been restricted by proration orders, but the state did produce 178,356,-449 bbl. during the year, an increase of about 18.6 per cent over 1932. This increase was practically all due to the greater demand for Oklahoma City oil, as all other pools of any importance showed loss in production or very small gains last year. The U. S. Bureau of Mines' laboratory reports the lubricating distillate content of Oklahoma City crude from Arbuckle and Lower Simpson formations about 17 per cent by volume. East Texas oil is reported to contain about 5.6 per cent lubricating distillates. Those coal mining and preparation engineers and operators who read this article will probably be most concerned with those parts which deal with the applied aspects of coal petrology in the fields of mining and technology. Actually the two categories overlap to such a degree that they are essentially one. The article appears to suggest that there are two points of veiw in the field of applied coal petrology. From one viewpoint the interest is in the attributes of the various macerals (Fig. 4)-vitrinite, exinite, and inertinite-in terms of utilization (when the coal is burned, coked, gasified, hydrogenated, etc.). From the other point of view, assuming that the macerals do possess individuality in behavior, interest attaches to the possibility that coal of a particular type (maceral composition) can be prepared by discriminating methods of preparation and blending. Most of the 29 items listed for mining and technology can be assigned to one or the other of these two categories.

Harry HaRkness Stoek, whose sudden death on March 1,1923, was a great shock to his friends in all park of the country, was a man of remarkable personal characteristics and mental ability. Through an acquaintance with him of nearly 35 years, during 12 yeam of which I was intimately associated with him both in business and socially, I learned to appreciate his many high qualities, his strict adherence to high professional and social ideals, and his lovable traits of character. In this appreciation I was joined by every one who was thrown in close personal contact with him. He was a conscientious student, not given to hasty judgments, but when he formed an opinion he was positive in upholding it. At the same time, he was most courteous and kindly in combatting that which he believed was erroneous. In fact, I never knew a person of his attainments more modest, forceful and kindly, or one who had a keener sense of clean humor. In his private life,he was a devoted husband and father, a consistent communicant and worker in the Episcopal Church, and was charitable in all things. In fact, his whole life was marked by helpfulness to others and a determined and successful effort to "make the world better by his having lived in it." Doctor Stoek was born in Washington, D. C., Jan. 16, 1866. His early education was obtained in the public schools of that city and he graduated from the Central High School in the first class to graduate from a high school in Washington. He entered Lehigh University in 1883, graduated in 1887 with the degree of Bachelor of Science, and after a year of post-graduate study in mining and metallurgy he received the degree of Engineer of Mines. During the summer vacation in 1885, he served as an assistant in the Department of Mineralogy in the National Museum at Washington, and during the summer of 1887 acted as U. S. Government inspector of dredging on the Tharnes River, Connecticut. From June, 1888, to January, 1900, he was assistant engineer for the Susquehanna Coal Co., at Wilkes-Barre, Pa. From January, 1890, to June, 1893, he was Instructor in Mining, Metallurgy and Geology at Lehigh University, and had charge of all courses in mining and metdlurgical design, and the visits of students to mines and metallurgical

The mineral gypsum, CaSO4 + 2 H2O, has been used for many years as a sulphurizing and basic flux in several smelting-operations. Thus, in smelting oxide nickel-ore in the blastfurnace, it is commonly added to the charge to furnish the sulphur necessary for collecting the metal in a matte, and a base for slagging the siliceous gangue. In the concentration of lead-copper matte in the reverberatory furnace it has been used for years at Preiberg, Saxony,1 for a similar purpose, and for producing at the same time a copper-matte with less than 0.15 per cent. of Fe. The latest use gypsum has been put to is in the blast-roasting process of Carmichael-Bradford.2 The term " blast-roasting," given by A. S. Dwight3 to the Dwight-Lloyd method of roasting and agglomerating: is a happy generic term which covers the ground better than the " lime-roasting " of Ingalls5 or the " pot-roasting " of Austin: in that it leaves the operation independent of the character of the flux and the form of apparatus, and retains the characteristic feature of this class of processes—namely, that of using forced draft. In the Carmichael-Bradford process the dehydrated material, mixed with galena-concentrate, acts as a diluent and a flux. The process differs in this from the Huntington-Heberlein7 and the Savelsberg8 processes, in both of which limestone is used.

BY rapidly cooling alloys from the liquid state, it is possible to obtain solid solutions beyond the equilibrium concentrations, provided that the components are miscible in the liquid state. Typical such cases include CU-Ag,1 Pt-Ag,2 CU-Rh,3 nickel-base alloys with silicon, germanium, and tin,4 and cobalt-base alloys with silicon, germanium, tin, aluminum, and gallium.5 In the present note it is shown that terminal solid solutions can be appreciably extended in A1-Mg alloys. The alloys whose compositions are given in Table I were prepared by induction melting in tantalum crucibles under an argon atmosphere. Both aluminum and magnesium were 99.99 pct pure. Weight losses after melting were less than 0.2 pct for the aluminum-rich alloys and less than 0.4 pct for the magnesium-rich alloys. From these weight losses it was estimated that the compositions of the ingots after melting were accurate within 0.3 at. pct for aluminum-rich alloys and within 0.5 at. pct for magnesium-rich alloys. As indicated in Table I, the compound AuCd10 in which there is an ionic contribution to the bonding. The authors thank Dr. J. H. Westbrook of the Research Laboratory, General Electric Co., for arranging the supply of materials and for his interest. This investigation was supported by the U.S. Atomic Energy Commission under Contract AT(30-1)-1002, Scope I. some of the alloys were also chemically analyzed and the results confirmed the limits of uncertainty based on weight losses. Rapid quenching from the liquid state was achieved by techniques previously described.8,7 The principle of these techniques consists of propelling a small globule of liquid alloy (about 20 mg) onto a copper substrate. The thin foils easily detached from the copper substrate were analyzed by X-ray diffraction using a Debye-Scherrer camera 114.6 mm in diameter and either nickel-filtered copper Ka or iron-filtered cobalt Ka radiation. Since the back-reflection doublets were resolved, the wavelengths used in the computatioas were CuKal = 1.54050A and CoKa1= 1.78892A. Interpreting their model in comminution terms, their Eqs. 7, 9 and 11 refer to the one-dimensional case; that is, to the subdivision of a long thin rod at random. It is assumed that the fragments may be indefinitely small. Real materials, however, are limited in the degree of subdivision which can be attained through the intervention of practical restrictions. [Steel, iron which is malleable at least in some one range of temperature, and in addition is either (A) cast into an initially malleable mass ; or (B) is capable of hardening greatly by sudden cooling ; or (C) is both so cast and so capable of hardening. Variety A includes also molten iron which, if cast, would be malleable, as do its two sub-varieties, "ingot-iron" and "ingot-steel." (Tungsten-steel is malleable only when red-hot.)] does not seem to fit perfectly the requirement that it shall include all known varieties of steel and exclude everything else. The first requirement, that it shall be malleable at some temperature, is also possessed by some varieties of gun-iron—that is, mottled castriron, of which cannons have been made in the past by the South Boston Iron Co. and others. Gun-iron also meets the requirement (A) in being cast into an initially-malleable mass. The malleability was indeed not great, nor mas it made use of except to demonstrate the quality of the iron, but it approached in measurable degree that of some of the alloy-steels. As for requirement (B), some puddled-irons having from 0.2 to 0.3 per cent. of carbon may be hardened greatly, although this property is [lot utilized.

A few years ago, while the writers worked on the constitution of ternary and quaternary alloys consisting mainly of iron, chromium and siliconl,2 some information on microstructures and hardness, not incorporated in the published work, alas obtained. It has not been possible to do any further work on the properties of the alloys. The information possessed is hereby presented for the interest it may have in connection with the constitution of the alloys. Microstructures Referring to the iron-chromium-silicon diagram,' the regions that received most attention were those in which the sigma phase appears. It was found that the mode of occurrence of this phase varied much with the condition under which it mas formed, and the mode influenced considerably the hardness of the alloys. In some slowly cooled alloys, well within the alpha + sigma-phase boundary, sigma occurs in pabterns suggesting a eutectic. The structure of such an alloy is shorn in Fig. 1, showing it to be partly coarsely laminated and partly globular mottled. In other annealed and slowly cooled alloys, the lanlinated structure is entirely absent, and sigma appears in an irregular distribution of sharply cornered elongated areas (Figs. 2 and 3). These areas all possess a more or less mottled structure. A carbide phase is also visible in these two photomicrographs; it is represented by bright white arras of various shapes, sometimes apparently enveloping the sigma. Quenched and aged specimens, whose compositions arc: located near the phase boundary between alpha and sigma + alpha regions, have structures not unlike martensite (Figs. 5 and 6). The week of Sept. 22, will be a week of convocation of societies in Chicago with the exposition of Chemical industries. The American. Institute of Mining and Metallurgical Engineers will occupy the stage for most of the week, American Ceramic Society meets on Wednesday, the American Electrochemical Society on Thursday, Friday, and Saturday, and the Technical Association of Pulp and Paper Industry from Wednesday to Saturday. There will also be a symposium upon Safety in the Plant and Mine under the chairmanship of M. L. Leopold, Safety Engineer of the U. S. Bureau of Mines, and in the evening after this sleeting-which will occupy an entire afternoon-there will be shown a series of motion pictures of safety work in plant, field-and mine. The motion picture program will consist almost entirely of films now being made. Even in motion pictures, the Exposition is outstanding as the place of introduction to the public of the newest and most recent developments. Each improvement of the projectoscope in motion-picture projection has been reserved for first public demonstration at the Exposition. Mention cannot be made of the new exhibits that are engaged for the Exposition, other than to say that the electric furnace will be in operation. These will give, probably for the first time, men of science an opportunity to see and compare the various designs and judge them for the various work to which they are applicable.

INTRODUCTION The U. S. Army Engineer Waterways Experiment Station (WES), under sponsorship of the Defense Atomic Support Agency, has recently developed a unique dynamic high-pressure triaxial testing device (DHT). The device permits acquisition of both axial and lateral deformation data while undisturbed soil and/or rock specimens are subjected to various states of controlled impulsive-type stresses produced by varying both the axial stress and the radial stress rapidly with time. The device is used to develop controlled dynamic pressure pulses within the triaxial chamber fluid on soil or rock test specimens to 3 inches in diameter. Controlled dynamic axial pulse loads are delivered to the specimen by a piston driven by an existing pneumatic ram loader (SECO). The DHT consists of a triaxial cell and a pressure supply and decay system which permits the chamber pressure to be varied with time. Together the DHT and SECO operate in a testing program so as to provide time varying confining pressures and axial loads to test specimens at independently controlled but synchronized programmed rise, hold, and decay times. Rise time is defined as the time from zero load or pressure to peak load or pressure; hold time is the time of constant peak load or pressure; and the decay time is the time from peak load or pressure to zero load or pressure. The maximum dynamic confining pressure attainable is approximately 15,000 psi and the fastest rise and decay times are 3 millisecond (msec) and 20 msec, respectively. This paper presents a description of the DHT, the necessary support equipment, and details of the measurement system. Performance evaluation tests conducted on clay siltstone and a Cretaceous sandstone are presented since the results demonstrate some of the capabilities of the device and show some of its characteristics.

OBSERVATION of the clinkering action of coal from the Castle Gate D seam in underfeed stokers over a period of years has given rise to the present investigation of the effect of bony coal on clinkering. Some very costly examples of slagging clinkers in particular cases have been of especial interest to the authors. In such cases coal analyses and ash-softening and fluid temperatures have been found of little value. In general, it was noted that slagging was accompanied by a somewhat higher ash content of the stoker slack, and the suspicion naturally arose that foreign matter was the troublemaker. One would naturally suspect bony coal and rock impurities because of their occurrence and prevalence within the seam and the relative absence of sulphur or other impurities in the coal mined. The test results given herein indicate that the concentration of the bony coal and rock impurities in the coal determines the clinkering tendencies of the ash during combustion. CASTLE GATE D SEAM Extending from the Utah-Colorado line near Grand Junction, Colo., westward to Greenriver, Utah and thence in semi-circular form north and westward to Castle Gate, and from there southward to Mt. Hilgard in central Utah, is a line of nearly perpendicular cliffs, composed of interbedded massive sandstone and shales, making up the coal-bearing horizon of the Mesaverde formation of Upper Cretaceous age. The cliffs face roughly concentrically toward the south and southeast and the strata, with conformably enclosed coal beds, gently dip away from the face of the cliffs and at right angles to their front line. Back of these cliffs the mountain masses rise to an altitude of from 8000 to 10,000 ft. above sea level. Stretching away from their foot is a great shale plain, on which the towns are situated and over which the railroad lines and highways run. The Castle Gate mines enter the coal beds at their outcrop; the workings extending within a particular coal bed away from the outcrop and under the mountain mass back from the cliff line (Fig. 1). Throughout the Mesaverde formation in the Castle Gate general area, there are from two to five workable coal beds. Usually not all of these are coincidentally of workable size and merchantable quality throughout any given large tract. In the Castle Gate mine area, the base of the Mesaverde horizon and coal measures is marked by a massive, cliffmaking, gray sandstone bed 6o to 8o ft. thick. Locally this is referred to as the "Castle Gate sandstone floor." Frank R. Clark, in U. S. Geol. Survey Bull. 793, designates it as the "Aberdeen sandstone." At Castle Gate the various coal beds are designated by the letters A, B, C, etc., commencing with the lowest bed. Fig. 2 is a graphic generalized vertical section, compiled from physical exposures

A recent visit with the engineering students of the Western University of Pennsylvania to the Keeling coal-mine on the south side of Pittsburgh furnished interesting matter to communicate, as may be the case, however, with regard to the striking features of any of our well-arranged larger collieries; for every mine surely appears unique as a whole, though description fails to give that impression, except in particulars.
