IRving Ariel Stearns died at his home, 60 South River St., Wilkes-Barre, Pa., on Tuesday morning, Oct. 5, 1920, of pneumonia, after an illness of about a month. In his death, the Wyoming Valley loses one oflits most eminent and best loved citizens, and the loss of so strong a participant in the activities of the Valley will leave a gap most difficult to fill. Despite his more than three score and fifteen years, Mr. Stearns, at the time of his death, was president of the Wilkes-Barre City Hospital, Wyoming National Bank, and the Wyoming Historical and Geological Society, chairman of the Board of the Vulcan Iron Works, and a director of the Spring Brook Water Supply Co., and of the Wilkes-Barre Lace Manufacturing Co. Mr. Stearns came of New England stock, a descendant in the eighth generation of Charles Stearns who was admitted freeman in Watertown in 1646. Irving Ariel Stearns was born Sept. 12, 1845, in Rushville, N. Y., a son of George W. and Miranda (Tufts) Stearns. He was graduated from the Rensselaer Polytechnic Institute of Troy, N. Y., in the celebrated Class of 1868. After graduation, he was assistant professor of chemistry in charge of the analytical laboratory for a year, then went to Wilkes-Barre in 1869, as engineer in the office of R. P. Rothwell, at that time the leading mining engineer of the region. From 1871 to 1872, he was superintendent of the McNeal Coal & Iron Co. of Schuylkill County, Pa. and in 1872 succeeded to Mr. Rothwell's business when the latter became editor of the Engineering & Mining Journal of New York. From 1872 to 1885, Mr. stearns was in private practice as a mining engineer, handling a great amount of business in the anthracite region, including the building of the bridges at Shickshinny and Pittston, and the surveying and mapping of many of the individually operated mines. His practice extended throughout the country, with numerous examinations and reports upon mining properties in Pennsylvania, Virginia, West Virginia, Arkansas, Colorado, California, Wyoming, Idaho and Utah; he was responsible for the design and execution of the Lehigh Valley Railroad Co.'s great Tifft Farm improvements at Buffalo, N. Y. including canals, docks, coal stocking plant, etc. He was commissioned Quartermaster of the Ninth Regiment, N. G. P., March 29, 1880, was promoted to Major on May 15, 1884, and resigned Apr. 1, 1885. He always retained his interest in the National Guard and was trustee and president of the Ninth Regiment Armory Association.

Under the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been, that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. THE cyclone thickener has two important applications in wet washing plants: (1) water clarification, and (2) fine coal recovery. The thickener consists of a conical chamber into which the fluid is injected through a tangential nozzle at the periphery of the large end. The solids of the slurry are concentrated and removed from the apex of the cone while the "thinner" portion is discharged from a central tube in a flat head at the large end, fig. 1. The advantages of the cyclone thickener are that large volumes of slurry may be treated with small space requirements and that the underflow concentration may be controlled easily and readily to meet varying feed conditions. Control of Washery Water Solids Concentration: The first requirement, in the process of controlling solids concentration, is that the solids be removed from the body of circulating water at the rate at which they are introduced. Quarrying and crushing 500 tons of limestone plus burning some 240 tons of limestone per day are the two initial phases in the production of borax, soda ash, sodium sulfate and related chemicals at Stauffer Chemical Co.'s plant in Westend, Calif. These processing steps have been upgraded in recent years by the installation of new primary and secondary crushers, an 8 x 340-ft rotary kiln plus kiln feed, control and cooling components-all designed and manufactured by Traylor Engineering and Manufacturing Division of Fuller Co. As a result of this new equipment, a new product- quicklime-has been added to the West End product family and considerable reductions have been realized in fuel and manpower costs.

MEASURED in terms of ore tonnage, the New Quebec and Labrador iron ore fields promise to rank with the greatest iron ore districts of the world. Over 400 million tons of high-grade ore for direct shipping have been discovered to date. Much greater amounts of lower-grade beneficiating ores are indicated by outcrops. Many hundreds of square miles of iron formation await testing. By 1954 iron ore will begin to move towards American blast furnaces, and shortly thereafter the annual rate of production is expected to reach 10 . million tons. To bring this vast project into being over $200,000,000 will have been spent for exploration and development, mining equipment, hydro plants, townsites, the building and the equipping of . a 360-mile railroad, and the construction of docks and ore-handling facilities. The most important iron ore deposits are located over 300 miles from tide water, see frontispiece and also Fig. 1. The frontispiece shows principal sources of iron ores and manganiferous iron ores for the U. S. and Canadian steel industry, and the major smelting districts are shaded on the map. No navi- gable rivers lead into the interior. When work was . commenced on this project there were no roads, no railroads, no communication ,system, no inhabitants, and no adequate maps either topographical or geological. The geological field season was limited to approximately 100 days per season. The obstacles facing this enterprise were many and varied. This paper is concerned with possible transport mechanisms which occur during segregated burning (i.e., burning in an oil reservoir in which the oil-bearing formation is overlain by a "clean" porous zone containing only gas). ,Two analytical models are presented. In the first, burning is assumed to occur at the gas-oil interface, and the dominant mechanism is taken to be the rate at which oxygen diffuses to the interface. The second model assumes that combustion occurs within the clean zone, with the dominant mechanism being the mechanism of fuel deposition from the oil-bearing formation to the clean zone. ,Comparison of the results of the analyses with limited experimental data indicates that the latter mechanism is much more plausible. Both models are idealized representations of the actual process and are somewhat conjectural, however, owing to the lack of more definitive laboratory or field data. INTRODUCTION In recent years there has been considerable theoretical and experimental research directed toward understanding the recovery of crude oil by underground combustion. Although two different recovery schemes have been proposed, known as forward and reverse combustion, it is only forward combustion that shows promise of becoming a practical recovery technique.17 Most of the analyses of the forward combustion process have considered it to be pistonlike; i.e., oil is displaced by a vertical combustion zone which, with its ensuing gases, pushes die oil forward as the flame front is propagated through the reservoir.l-8,ll,l2,14-16 However, information gained in field pilot studies indicates that, at least to a certain extent, forward combustion proceeds in a segregated manner in oil reservoirs.10 An ideal segregated system is one in which the oil-bearing formation is overlain by a "clean" porous zone containing only gas. The location of the combustion zone in such a system is not immediately evident, although combustion is believed to occur either at the gas-oil interface or within the clean zone. In either case, the combustion zone may be horizontal and it moves in parallel rather than in series with the produced oil. The purpose of this paper is to explore the likely mechanisms by which segregated burning can occur, and to determine the sensitivity of the resulting models to changes in various physical parameters. Two governing mechanisms are considered: the case of a horizontal combustion zone at the gas-oil interface with the rate of combustion governed by the rate at which oxygen diffuses to the interface, and the case of combustion within the clean zone with the combustion process controlled by the transport of fuel from the oil-bearing formation to the clean zone. Both models are somewhat hypothetical and involve considerable simplification of the actual process. However, the results allow some preliminary understanding of segregated burning which is useful in the absence of more definitive laboratory or field pilot data.

There was considerable prospecting for new supplies of oil in Arkansas during the past year, regardless of the overproduction affecting the industry throughout the country. Justification for this new work was not lacking, as the local markets more than threatened to absorb a declining production. There were, however, no important new discoveries in the state during 1929. The McDonald area in sec. 2515, S.-18 W., threatened to expand into a major producing area. Oil showings had been encountered here in wells drilled by the McDonald Oil Corpn. as early as the fall of 1928. In July, 1929, an initial production of 1000 bbl. of 32" oil was obtained in McDonald Bros. B-3 Wilson, from a sand at 2780 to 2786 ft., which is about 80 ft. higher than the sand previously tested in the neighboring wells. This production declined rapidly. At the end of the year there were six producers making about 200 bbl. per day total. Seven dry holes have temporarily stopped development in that area. The showing of B-3 was sufficient to cause considerable leasing activity. The area lies several miles west of the Louann portion of the Smackover field. The discovery well went to 2873 ft. and found Glen Rose lime in bottom. The age of the producing sand is in doubt; it seems closely related to the Tokio sand. During 1929, several paying wells were brought in, as a northeastern extension to the Smackover Heavy area, in sec. 34 and 35-15-15, from the Nacatoch sand. Over 20 new wells were drilled and resulted in at least 1500 bbl. production. The down-dip or off-structure territory contiguous to the Smackover uplift was further tested at various locations with the usual results; that is, a showing of "salt water gas," which soon blew off and in some cases a slight showing of oil. These gas showings, found further down the dip than oil, are the results of the ability of water to take gas into solution at the rate of about 3 per cent. by volume at atmospheric pressure and proportionally larger quantities, if available, at higher pressures (measured on the absolute scale). Coal's participation in the domestic energy market depends to a very large extent upon the cost of coal delivered to consumers. Today the principal use of coal in the U.S. is in steam-electric generating stations. Generally, it is the delivered cost per million Btu's that is given the greatest weight in choosing either oil, natural gas or coal as the fuel used in these power plants. There are three major cost components of generating electric energy in steam-electric plants. These expenses expressed in terms of "dollars per kilowatt year" are: (1) operation and maintenance of necessary facilities, (2) fixed charges of necessary capital investment, and (3) fuel. A Reconnaissance of the manganese- and chrome-ore deposits of Cuba was made by the writer, as a representative of the U. S. Geological Survey, in company with Mr. Albert Burch of the Bureau of Mines, under instructions of the Secretary of the Interior, in the spring of 1918. The Cuban Government courteously detailed Sr. E. I. Montoulieu, a mining engineer connected with the Treasury Department, to act as escort and associate throughout the work on the island. The object of the study was to obtain authentic information for use of the United States Government as to the location, character, quantity, and availability of the manganese- and chrome-ore deposits in Cuba. Accordingly, the work comprised examination of such deposits as seemed to be of promise, without regard to stage of development, with a view to a determination of the quantity and quality of ore likely to become available for shipment during 1918 and 1919, and of the tonnage of ore in reserve. Wile it was possible to visit most of the deposits that seemed to be of promise, there was not sufficient time to visit all that were brought to our attention, some of which may have merit. Moreover, the necessity for paying particular attention to the ore deposits and the mines precluded the possibility of making more general studies of the geology of the region, and of making satisfactory collections of country rock and of fossils, and so for other details as to the geography and geology of Cuba the reader is referred to the report by Hayes, Vaughan, and Spencer.l Mr. Burch returned to the United States about 10 days in advance of the writer, who continued, in company with Sr. Montoulieu, investigations of reported deposits in Pinar del Rio, Matanzas, and Santa Clara Provinces. On his arrival in Washington, Mr. Burch submitted to the Director of the Bureau of Mines a summary of the results of the work to date. Later the writer published, as Press Bulietin 190. 380 of the U. It is well known that the ash left when coal is burned is not the same either in chemical composition or in weight as the mineral matter originally present in the coal. This mineral matter has been referred to as "mineral impurity," "ash-forming constituents" and "corrected ash." The authors prefer the simple name used in the title and throughout this paper. The mineral matter in a sample of coal cannot be isolated unchanged and then weighed; but if the relation between the weight of mineral matter in the coal and the weight of ash remaining when the coal is burned can be ascertained, the weight of mineral matter in the sample can be calculated from the determined weight of ash. When the weight of mineral matter in the sample is known, the weight of pure coal can be found by subtraction. This pure coal must be the basis of accurate coal classification. W. F. Wheeler,l,3 W. Brinsmaid,2 S. W. Parr, and many subsequent workers have studied the relation between mineral matter and ash. Wheeler and Parr and others have deduced formulas for calculating this ratio, and used heavy-solution separations for checking the accuracy of their formulas. Brinsmaid hand-picked and analyzed two separate samples (and mixtures of these) and based thereon a graphical method of deducing the ratio. In the Fuel Testing Laboratories of the Scientific and Industrial Research Council of Alberta, a graphical method, based on heavy-solution fractionation of coal samples, has been used with marked success for the past 7¼ years for determining the mineral matter-ash ratio. This method resembles that employed by Brinsmaid in 1907.
