A historical comparison of the frequency of fatal coal mining accidents occurring underground in mines of various size ranges in the United States and in member countries of the Commission of the European Communities is presented. Frequencies are normalized on hours-worked and tons-produced bases. The comparisons rely on published and confirmed data and on theory for selective treatment of data in an effort to overcome reporting differences and basic differences in the mining conditions and system employed. Trends are identified ad projections made of the effect on accident records of various industry growth patterns. Conclusions are drawn regarding the reasons for differences between the records of U.S. underground coal mines and the records of those mines in European countries.

INTRODUCTION This discusses some of the economic risks and uncertainties which face any company investing in new mineral ventures. These differ mainly in degree rather than kind from other large capital intensive projects, except that economic risks are compounded with technical risks. Mines face a wide variety of physical risks, and in addition the ore reserves may not prove as ample, nor as amenable to treatment as the feasibility studies indicate. On the economic front, mineral projects are subject to risks of fluctuating prices and sales volumes, no matter where they are located, or how they are financed. Typically, they are heavy users of capital compared with their owners' internally generated funds. Long term debt of various types is still the favoured form of finance. A project's currencies and cost often differ from each other and from those of the parent company. Facing up to the various risks associated with fluctuating and uncertain revenues, interest rates and exchange rates are amongst the hardest tasks for natural resource companies. ATTITUDES TO THE MINING INDUSTRY Some have questioned whether the game itself is now worth playing. They have argued that the mining industry's mediocre rewards in the past decade have been insufficient, compared with the risks involved. They can see no prospect of dramatic improvement in the next decade. Demand is highly cyclical and tends to grow less rapidly than economic activity, as a whole. Barriers to entry are low in most mineral markets, but impediments to exit can be substantial. Exit is especially problematic in those minerals where there are large state shareholdings and/or where less developed countries are major producers. The consequence is claimed to be an endemic tendency to excess capacity, and prices barely adequate to cover marginal cash costs. Many of the petroleum companies that moved into mining with such high expectations in the late 1970s have retreated, often bearing the scars of heavy losses. Individual shareholders, taken collectively, place low valuations on their investments in mining companies. The price/earnings ratios of the major mineral producing companies are low compared with their historical averages and with those of other industries. Despite the large amount of study which has been devoted to the subject our present knowledge of the copper-oxygen system remains incomplete and unsatisfactory .in many respects. This applies particularly to those regions in which solid metallic copper exists. The primary object of the present paper is the contribution of new information relative to the solid solubility of oxygen (or cuprous oxide) in copper at atmospheric pressure, together with certain observations in the low-pressure regions of the system. It seems appropriate also to present a brief summary of the outstanding previous work on the constitution of mixtures of copper with its lowest oxide in order. to show the relation between the new facts and the system as a whole. The earliest recorded investigations of the copper-oxygen system are those of M. S. Lucas(l) $ and of M. Chevillot(2) in 1819 and 1820. Lucas believed that liquid copper is capable of dissolving its oxide, but neither he nor Chevillot was able to furnish convincing proof of this property. It was not until 1866 that T. Graham(3) definitely established the existence of such a solubility. Nine years later W. Hampe(4) measured its extent and roughly outlined the copper-rich portion of the system. The first really precise examination of the constitutional relationship between copper and cuprous oxide, however, was that of E. Heyn(5) who in 1900 published a temperature-concentration diagram covering the range from 0 to 10 per cent of cuprous oxide at atmospheric pressure. Within these limits of composition cuprous oxide was found to dissolve in liquid copper, forming at 3.4 to 3.5 per cent a eutectic which melted at 1065" C. R. E. Slade and F. D. Farrow(6) extended these studies to mixtures of higher oxygen content. They discovered that between 20 and 95 per cent of cuprous oxide the metal and oxide form two liquid phases at a monotectic reaction of 1195" C. The span of the biliquidal region diminishes slightly

Beginning from the point of view that process control of ore flotation can be approached by on-line analysis of processing behavior, an equation was developed which has characteristics useful for a multi-variable feedback loop. The application of this equation to optimizing control with a data acquisition system will be discussed in Part 11. OBJECTIVE OF CONTROL The purpose of developing a feedback method for concentrator control is to provide a means for determining ore processing behavior in order that data describing the ore can be used to make appropriate changes in control conditions while the ore continues to flow through the flotation circuit. In absence of simple linear relationships between pairs of variables in the flotation process, attention is directed to the need for a generalized relationship which possibly would incorporate all pertinent variables. It would be possible to apply such an equation to the control of variables in a concentrator in real time according to operational requirements as ore gradually changes in quality and processing behavior. To meet this objective, it is necessary to define relationships describing flotation performance in terms of performance variables capable of being measured on-line, either with on-line instruments and analyzers or with manual methods lending themselves to quick determination of meaningful information. Relationships derived to meet this objective form a model for the flotation process. The evaluation of flotation parameters of the ore and the execution of control on the basis of the derived information while the ore is continuing through the process would constitute a feedback control system. Data for the following control and performance variables can be made available: 1) ore feed rate, 2) collector addition rate, 3) lime addition rate, 4) pulp density, 5) assay or multiple assays in feed, tails, or concentrate sufficient for material balancing, 6) particle size distribution in flotation feed, 7) froth height, and 8) frother addition rate. Other process variables, such as flotation air input and mechanical agitation intensity, are usually not considered as control variables and were not taken into account in this analysis. Other data, such as that describing the ore, would be useful for concentrator process control. However, information of this type (such as ore hardness, grain size of the mineral, chemical species of the mineral, and ore surface properties) being not presently measurable in the on-line sense, has the effect of causing disturbances in the system which can be detected only indirectly. The process control system being sought must recognize disturbances by their effect on measured performance followed by determining control changes to compensate for them in meeting the objectives of improved performance (perhaps higher throughput, maximum return, etc.). A suitable model for the process having capability of recognizing the effects of ore disturbances should provide the means for introducing proper compensation through control changes. This would be done by processing on-line data with the model to calculate coefficients reflecting ore characteristics. This procedure can only be applied in a typical flotation system when on-line data can be processed at faster rates than the usual rate at which the ore in flotation feed takes on significantly different characteristics. For example, material balance data can be accumulated in approximately 5-min intervals using on-line X-ray fluorescence analysis. The flotation system time constant might be 15 min including grinding. Ore changes having time constants longer than 1 hr could be accommodated using on-line feedback control by this procedure. FORM OF A FLOTATION MODEL A suitable form for mathematical expression of the flotation process is an equation involving rates, when each of the components entering into the separation can be treated independently by a rate equation. THE morning session on non-metallic minerals was opened briefly by the chairman, Oliver Bowles, giving the usual instructions and then turning immediately to the introduction of the speakers. "Min-ing and Preparation of the St. Peter Sandstone in' Arkansas" by D. D. Dunkin was first presented by W. M. Weigel, mining technologist for the Missouri Pacific R. R. The paper covered a discussion of the geology of the sandstone, correlating it with the sand-stones at Klondike, Mo., and at Ottawa, III. Its physical appearance, structural characteristics and thickness; the mining methods, blasting, loading, haulage and classification were taken up. A series of slides aided in clarifying the details. The discussion consisted of questioning Mr. Weigel on operating details. The second paper, "Geology and Mining of Diaspore and Flint Fire-Clays of Missouri," written by H. S. McQueen, geologist with the Missouri Bureau of Geology and Mines, and C. R. Forbes, professor of mining, Missouri School of Mines and Metallurgy, was presented by Mr. Forbes. It thoroughly covered the geology, stressing the peculiar sink formations in which all diaspore clay deposits of the region occur. The crudeness of the mining methods was mentioned and believed justifiable because of the small size of the indi-vidual deposits. It was stated that the diaspore and flint clay deposits of Missouri were confined to an area 60 mi. square and it was found in a survey that the average deposit had dimensions comparable to the fol-lowing: 100 ft. long, 75 ft. wide and 50 ft. deep. The largest deposit found was 800 ft. long. 500 ft. wide and 20 ft. deep. It is estimated that the known reserve of clays is from 750.000 to 1,500,000 tons. Mr. Forbes stressed the fact that in mining clays the major problem is entirely one of sorting. This is done under the supervision of a pit foreman trained to make this classification by eye. The mine-run clays are sepa-rated into diaspore clay ranging in alumina content from 70 to about 85 per cent, first grade Burly clay 00 to 70 per cent, and Flint clay 52 to 60 per cent. Discussion of the paper consisted in questioning Pro-fessor Forbes on labor. cost, haulage, drilling, and geology.

Recent start-up of a new 3450 t/d (3800 stpd) copper-zinc concentrator complex in northern Manitoba, Canada, is expected to open new reserves and dramatically cut transportation costs for Hudson Bay Mining and Smelting Co.'s Snow Lake operations. The new $C33-million mill is located in Stall Lake, Manitoba, and includes a new crushing and grinding facility and two flotation circuits for the production of 23-25% copper and 55% zinc concentrates. A small amount of lead concentrate will also be recovered. The plant will produce some 145 000 t/y (160,000 stpy) of concentrates, to be shipped by rail to the firm's Flin Flon copper smelter and zinc refinery complex, located 177 km (110 miles) to the west on the Saskatchewan-Manitoba border.

Many a geologist or driller has wished he could somehow climb into a borehole to see for himself what fractures looked like. Or why recovery was poor. Or how the bit was actually lost. Now it is possible to do the next best thing to climbing into the hole. TV cameras are being used for a close-up look at borehole conditions. Ever since television was invented, geologists and others interested in subsurface conditions have wanted a TV camera that could be used in the narrow confines of a borehole. But development of such a camera was slow, mainly because of the need for compact size. Not until the late 1950's did the technology of electronic miniaturization develop to a point where a camera satisfactory for the purpose could be put together.

An attached growth aerobic biological treatment process has been developed at Homestake Mining Co.'s Lead operation which not only oxidizes free and complexed cyanides, including the stable iron complexed cyanides, but also thiocyanate, and the oxidation byproduct ammonia. Through the employment of a mutant strain of bacteria which has been gradually and specifically acclimated to the waste, these potential pollutants are mineralized to relatively harmless sulfates, carbonates, and nitrates. The resultant effluent, through toxicological testing, has been shown compatible with the receiving stream, which serves as a cold water marginal trout fishery.

A survey of geological conditions, production and prices in Indiana oil fields. Shows no production and indefinite prospects from the sub-Trenton formation; good production and much untested territory in Trenton formation; and fair production from the Pennsylvanian with fair prospects for the future in both the Pennsylvanian and Mississip-pian formations. THE petroleum industry of Indiana made somewhat notable progress during the year 1923, considering the number of handicaps it encountered. The price of labor and materials continued to have an upward slant while the price of crude oil took a decidedly downward course. In spite of these adverse conditions, the quantity production will closely approximate that of 1922, when it passed the million-barrel mark. The progress of the industry in Indiana should be considered fairly satisfactory as long as the present production is maintained. In other words, if the loss of production from the waning old wells can be offset by the production from the new for a period of 10 or 15 years longer, the industry may have cause for congratulation.

Tests carried out at the Union Carbide and Carbon Research Laboratories, Inc., on the effects of grain-refining deoxidizers are in substantial agreement with the data presented by Mr. Comstock. Notable is the observation that, although boron and aluminum increased hardenability, the steel was of poor quality in comparison with the other boron-treated steels to which at least two grain refiners were added. The effect of zirconium in improving the ductility of the chromium-nickel steel is in agreement with our experience that zirconium is specifically beneficial to chromium steels. In order to amplify Mr. Comstock's results and to indicate some of the basic principles of special deoxidation, the primary observations of our study have been summarized. The effect of boron in increasing hardenability was described by R. Walther, U. S. Patent No. 1519388, Dec. 16, 1924, but effective amounts in incompletely deoxidized steel are sufficient to harm hot workability and room-temperature ductility. Work at the Union Carbide and Carbon Research Laboratories, Inc., has shown that in order to obtain deep hardening without using such large amounts of boron as to result in impairment of ductility, the steel must be thoroughly deoxidized. This may be accomplished by a high silicon content or a grain-refining addition of strong deoxidizers. The degree of grain refinement and hardenability are inclined to be erratic when only one grain-refining element is used, although aluminum, zirconium, titanium, and vanadium have been used singly and resulted in increased. although somewhat erratic, hardenability. The ductility likewise was inclined to be inconsisterlt when only one grain-refining deoxidizer was added. By combinations of grain-refining elements, it was found possible to combine the specific virtues and counteract some of the defects of each clement. In addition, the complex deoxidizers gave more consistent grain refinement and hardenability. When used in combinations, each element adds its own specific influence as well as modifying the character of the other elements.
